A project announced in May that was supposed to provide up to 40 supportive housing units on a municipally-owned parking lot on Welch Street has been jettisoned by the District of North Vancouver after hundreds of nearby residents and businesses wrote and showed up to voice concerns about the plan.

In a closed-door meeting on July 20, a majority of council members voted not to go ahead with leasing the land to BC Housing.

Just two months ago, Housing and Municipal Affairs Minister Christine Boyle announced that the province had partnered with the District of North Vancouver to build supportive housing units on a municipally-owned parcel of land at 1182 Welch St. The land is currently leased to Taylormotive as a parking lot. At the time of May’s announcement, Mayor Mike Little said the property had been “underutilized” and stressed the community’s urgent need for transitional housing to help the district’s homeless population – many Continued on A11

CNV council to target e-mobility problem ‘hot spots’ HILARY ANGUS

City of North Vancouver council voted to begin developing improved signage for e-mobility users, in a move Mayor Linda Buchannan called “an easy start” but inadequate for long-term safe transportation in the city.

E-mobility devices have seen a rapid uptick in usage in recent years. City data from 2023 estimates that 15 per cent of North Shore households own at least one e-bike, and that figure is likely to have climbed higher in the three years since.

Proponents tout the benefits of the devices, such as reduced congestion, affordable and climate-friendly mobility, and increased independence for youth.

However, alongside their rise in popularity, there has been a rise in concern about the growing threat to pedestrians posed by improper ridership. Many of those concerns centre around riding on the sidewalk and speeding in pedestrian zones.

At a council meeting July 20, Coun. Shervin Shahriari put forward a motion to direct staff to identify “hot spots” for e-mobility signage, based on factors such

The signage would indicate things like speed limits and travel lanes, and be accompanied by a broader messaging campaign around the regulations governing the use of e-mobility devices.

Shahriari’s motion, which was approved, is a preliminary step, and staff are directed to report back to council with their findings.

“I’m certainly going to support this,” Buchanan said. “But I do think we have to actually go a

little bit higher as well.”

Buchanan referenced a lengthy presentation earlier in the meeting by the city’s director of transportation and members of the North Vancouver RCMP that spoke to the complexities of managing public safety in a rapidly-evolving transportation environment.

“Similar to the metaphor of flying the plane while building it, municipalities across Canada are undergoing a shared struggle,” said Jennifer Draper, the city’s transportation director.

Without cohesive provincial standards and with limited long-term data, Draper said most municipalities are essentially improvising on how to best accommodate e-mobility devices on their streets.

Draper, alongside two members of the RCMP, identified several issues in managing the devices.

The unregulated supply market for e-devices makes them extremely challenging to licence and identify, they said.

While enforcement of rules is one potential tool in the toolkit, they said they have preferred to focus on education, as enforcement is not an optimal solution when many of the riders are youth.

Physical transportation infrastructure has not caught up with the rapid uptick in use of e-mobility devices, Draper said.

“However, when we take a step back, it is clear that e-mobility is a new tool for addressing societal inequities and challenges when it comes to mobility,” she said.

Coun. Shahriari had said that he “completely understood” why many youth are riding on the sidewalks given the lack of safe alternatives on the roads.

“If I was a parent, and I didn’t know, I would probably advise the kid as well: don’t go on the road,” Shahriari said. “That would be a safer thing for the kid to do.”

In her closing remarks, Buchanan said it’s clear the city needs to invest more heavily in infrastructure, like a robust network of separated bike paths, in the long-term.

“We can’t say we’ll put up more signs and put enforcement in, and that’s going to improve safety. We also have to design for safety,” Buchanan said.

“When we truly want to look at safety and really reduce conflict, it means separation,” Buchanan said.

Buchanan said reallocating limited road space from cars to other modes of transportation is not an easy conversation to have, but a necessary one.

“The separation isn’t about frustrating people who choose to [drive] cars,” she said. “This is actually the public safety issue of removing people from different modes and [providing] the safest option.”

Controversial plan to ban election signs on public land put on hold JANE SEYD

An anticipated debate on whether to ban election signs on public property in future fizzled before it started at West Vancouver council last month.

Couns. Peter Lambur and Sharon Thompson had proposed a ban on candidates placing signs on public land, citing the ugliness of “visual clutter,” distraction for

drivers and environmental impact of the signs.

But after facing some blowback about the negative impact the move could have on non-incumbent candidates, and seemingly little support from other members of council, Lambur said he would defer his proposed motion until after the civic election this fall.

“Unfortunately, with the timing of it is so close to an election,

it’s created some suspicions about the motives for bringing it forward at this time, so I think the better place to have a debate on the election signs is actually after the election,” Lambur said at one of the last meetings before the summer break.

Thompson said while she wouldn’t insist on having the debate, it was a “healthy and sensible conversation to have.”

“It was disappointing to me to

hear it so quickly demonized as the death of democracy because, the reality is the world’s changing around us, and engagement is different, and sooner or later, we’re not going to see signs for different reasons,” she said.

Previously, Thompson had argued that candidates would do better to spend their time and money “invested in other activities” like door-knocking, debating or reaching voters online.”

City moves to address public concerns about swim deck HILARY ANGUS

City of North Vancouver council held a lengthy discussion at a recent meeting about the proposed harbour swimming deck, in response to public concerns about the project.

The 7,000-square-metre deck, first announced by council in late 2025, will provide seawater swimming access in Burrard Inlet along the shoreline of Waterfront Park.

The deck, however, has been mired in controversy since its announcement, with many members of the public expressing concerns about its cost, feasibility, insufficient public consultation, and whether or not anyone would even want to swim in an industrial waterway.

During public input period for the July 20 council meeting, four local residents spoke out against the deck, largely citing the $5 million capital investment by the city and projected yearly maintenance costs of more than $700,000.

Others expressed concern that the public input period was insufficient, and that the public does not have access to a feasibility study conducted in 2024 or the results of public opinion surveys.

One resident spoke in favour of the deck, saying the $16 million capital donation by Swim, Drink, Fish – the Weston family-backed organization responsible for bringing the project to North Van – is “not an everyday occurrence” for the city and should be taken seriously.

Council heard a presentation by Gregory Ford, the vice president of Swim, Drink, Fish, alongside Dave Hutch, the director of parks and public spaces with the City of North Vancouver, that sought to address many of those concerns.

“The harbour swim deck would provide the only outdoor swimming opportunity within the City of North Vancouver,” Hutch said, noting that 20,000 people live within a 10-minute walk from its proposed location, and other outdoor swimming locations on the North Shore often have remote or challenging access, especially for youth or those with mobility issues.

The swim deck will provide opportunities for free and low-barrier social gatherings, casual physical activity, managed risk and urban waterfront vibrancy, Hutch said.

Addressing the cost, Hutch said the city has anticipated the potential annual impact of the sundeck could be upwards of $10 million in increased localizing spending and attraction of new visitors, based on point-ofsale data evaluation from the Shipyards.

The City of North Vancouver plans to build a floating platform near Waterfront Park for lounging, swimming and diving. CNV Ford addressed the water quality issues, telling council the organization conducted extensive multi-year water sampling programs around the site and found the area consistently meets or falls within acceptable safe swimming standards.

“Out of 112 parameters analyzed, including heavy metals, hydrocarbons, and volatile organic compounds, all trace concentrations fell safely within British Columbia recreational water quality guidelines,” Ford said.

After the presentation, several councillors highlighted issues they still see with the project.

Coun. Holly Back noted that many local beaches are closed due to high E. coli levels during the few warm months of summer, and that otherwise water temperatures are largely too cold to swim.

Hutch said that, according to the water quality monitoring data from Swim, Drink, Fish, this particular site would have in fact been open on those days in which Ambleside, Third Beach and Sunset Beach were closed, despite the water being, on average, 3-4 degrees warmer than the water at Ambleside.

Other issues brought forward by council included managing sea mammals near the dock, on-land infrastructure needs including a potential redirection of the Spirit Trail bike path, potential risks from dredging activity near the deck, risk management for cold-water swimming, and increased consultation with the First Nations.

Couns. Back, Don Bell and Shervin Shahriari put forward a motion for staff to report back to council with respect to many of those issues.

It would also include the public release of the feasibility study for the protected capital and annual operating costs of the deck.

The motion passed unanimously.

Metro rejects North Shore request for Acciona settlement cash JANE SEYD

The Metro Vancouver board of directors has rejected a request from North and West Van politicians to put all of the money from the regional government’s settlement with its former sewage plant contractor towards helping North Shore taxpayers.

North Shore mayors had asked that 100 per cent of the $235 million legal settlement with Acciona be allocated to North and West Vancouver taxpayers’ share of costs associated with the approximately $3 billion in cost overruns on the plant. Doing so would have reduced local utility bills by an average of $44 between 2027 and 2030.

At Metro’s board meeting July 24, board chair Mike Hurley put forward the motion to have the settlement money go towards costs of the plant being borne by the three North Shore municipalities, pointing out that North and West Vancouver taxpayers are bearing the brunt of the plant’s cost overruns.

But a majority of directors, including those from Vancouver and Surrey, voted against the proposal, opting instead to split the money among Metro municipalities.

Under the funding formula, North Shore households will pay an average of $590 extra for 30 years while other areas of Metro Vancouver will pay an extra $80 to $150 for 15 years.

Strong communities are built by the people and organizations who show up every day.

Sewage costs alone for North Shore households are expected to average more than $1,300 by 2030.

Prior to the vote, all three North Shore mayors had written to their Metro colleagues, asking that the settlement money go to the North Shore’s share of costs on the plant.

West Vancouver Mayor Mark Sager said he was disappointed in the outcome.

While “there are some very fair minded people around the Metro table,” he said, “It all comes down to the weighted vote, and Surrey and Vancouver voted against us.”

Because of its small population, “the three North Shore municipalities are powerless without support of everyone around the table,” he said.

The vote came just a few days after the District of West Vancouver added its voice to the two other North Shore municipalities in calling for the provincial director of municipalities to launch an investigation into the beleaguered sewage plant construction fiasco.

Coun. Linda Watt, who introduced the motion, said such an investigation would be truly independent as it doesn’t depend on approval from the provincial government, and can get to information

otherwise off-limits through non-disclosure documents.

Sager said as far as he’s been able to determine, no similar investigation has ever actually been launched in B.C., adding Premier David Eby has indicated the province won’t get involved.

Metro Vancouver has also re-launched its own investigation into what caused costs of the construction to balloon so far out of control.

That process has been criticized, however, for not having full access to Acciona’s perspective on what went wrong and for not being truly independent.

Coun. Christine Cassidy said as far as she’s concerned, Metro’s first mistake was accepting a bid significantly lower than those that came in from any of the other companies, “and from one of the most litigious companies in the world.”

Coun. Scott Snider said it’s still important to understand exactly what went wrong, given the massive bill North Shore taxpayers are facing for the plant.

“It’s a huge impact, and it’s going to be a huge impact for years to come. The most important thing is that we make sure that these mistakes don’t get made again in the future.”

haring is difficult. And not just when we have something nice that others want. As the North Shore’s grossly over-budget sewage plant construction demonstrates, it can be equally difficult to share unpleasant things. Even when stepping up is the right thing to do.

The latest demonstration came at a Metro board meeting, at which the majority of directors rejected a request from local politicians to allocate the $235 million Acciona settlement to the North Shore’s outsized share of the cost overruns.

That of course follows an earlier decision to reject a fairer sharing of those sky- high expenses to begin with, leaving North Shore taxpayers holding the bag again on what some cynics have taken to calling the “poop palace.”

Of course, some Metro directors have had kind words to say about helping their neighbours. Sewage, once it’s flushed, tends not to respect municipal boundaries.

But talk is cheap. And most politicians can do math when it comes to weighted votes.

As the civic election draws closer, fewer of those same politicians were willing to hand costs to their own constituents to help with the North Shore’s massive bill.

The province – not exactly rolling in cash – has been similarly disinclined to get involved.

But to suggest local taxpayers should be OK with paying the biggest share for Metro’s mistakes for the next 30 years, is unacceptable.

It’s time to flush the formula that makes such decisions possible before the bills for the next round of megaprojects come due.

Biggest threat on our roads is cars, not kids on e-scooters HILARY ANGUS

North American cities are in a state of transition.

Choked in smog by daily traffic jams and seeking space for their growing populations, many planners and politicians are looking for ways to reduce their cities’ dependence on cars.

The North Shore municipalities are no different.

In this state of flux, new technologies have arrived to offer people more choice in how they’d like to get around. The proliferation of e-mobility devices has been swift.

Their popularity is obvious to some.

They’re fun, convenient, low carbon, they help ease congestion, they’re relatively inexpensive compared to driving, and considerably easier to ride than a conventional

bicycle on the North Shore’s formidable hills.

But to others, they’re a scourge on the streets.

It seems, any time the North Shore News runs an article on e-mobility, the comments section and our inboxes blow up with near-hysteric rants against the devices.

They accuse e-mobility advocates of disregarding the safety of pedestrians in favour of unfettered access to whizzing about on e-scooters with no restrictions whatsoever.

“The cycle lobby groups are putting pedestrians at risk who rely on crosswalks and sidewalks as a safe place for themselves and their families,” one such email read.

In 2023, a 71-year-old woman was fatally struck while using a crosswalk in Ambleside.

In February of this year, a woman suffered serious injuries from a hit-and-run while using a crosswalk in Canyon Heights. A man

in his 80s was fatally stuck while crossing the street near Lower Lonsdale in January.

A 16-year-old was killed on Capliano Road in 2025.

This may come as a surprise, but none of them were hit by e-scooters. Every one of them, as is the case in the overwhelming majority of traffic injuries, were hit by drivers in their vehicles. Yet the comments’ sections on those stories are conspicuously quiet. While I wasn’t in the newsroom during any of those events, I imagine my colleague’s inboxes were not flooded with tirades against Toyotas.

In their seminal book Life After Cars, journalists Aaron Naparstek, Doug Gordon and Sarah Goodyear write that the noise, pollution and epidemic of violent death brought to our streets by cars have become so ubiquitous that we no longer even notice them.

We don’t “see” cars. They are just the background terror we have become accustomed to living amongst.

Drivers in motor vehicles killed nearly 2,000 Canadians in 2023, and seriously injured more than 9,000, according to Statistics Canada.

Collisions are the leading cause of death and disability among children (aged 1-19), with traffic injury making up the largest portion (45 per cent) of injury fatalities.

Thousands of deaths per year are now the default setting we have come to accept as the price of convenience. The “convenience” in question is three-hour daily traffic jams.

Alongside the rise in e-mobility devices, there has been a similarly steep increase in the popularity of enormous SUVs and trucks.

Although he left the force in 1990, his violent crimes were committed after he had served as an officer; after he had taken an oath, received specialized training, and held public authority. That history cannot be treated as irrelevant and should never be forgotten.

When someone who once carried a badge commits brutal, intimate-partner murders, the breach of trust is profound.

We rightly hold the public to account when they harm an officer; we should hold officers, even former ones, to an even higher standard when they commit serious crimes.

At the time of his arrest in 1996, following a Canada-wide manhunt for the murder of his common-law wife Patricia Ducharme in Campbell River, I was working at the Justice Institute of B.C. where many knew him having worked with him throughout the 1980s.

a high-profile member of the VPD’s elite Emergency Response Team (ERT). Nearly a decade later when he subsequently confessed to the 1993 cold-case murder of Lynn Duggan, a previous girlfriend, it truly exposed him as a serial abuser.

Parole decisions are complex, however, they must always protect the community.

When the offender is a former police officer whose crimes were exceptionally violent, that responsibility should weigh heavily.

Vehicles are alarmingly big now because of all the cars and trucks.

The only reasonable solution to this is to remove some of the car lanes from the street, and replace them with safe, protected travel lanes for people to ride bikes and e-scooters, so we can begin to liberate ourselves from the death grip of cars and traffic.

This should be obvious. But North American car dependence is so deeply entrenched that we cannot even imagine a world in which we don’t yield roughly 20-40 per cent of our total urban land space to cars.

But we can change, and we have to change. Our lives quite literally depend on it.

Now before you jump into my inbox in all caps, please ask yourself this: If I were to step into a crosswalk and be struck by a vehicle, would I prefer that vehicle to be an e-scooter, or an F-450?

Answer that question honestly, and adjust your outrage accordingly.

The 2026 Ford F-450 clocks in at just shy of 4,000 kilograms. The hood height is taller than the average North American female. This is to say nothing of its fuel requirements.

But if you take a pulse check on most neighbourhood forums about the biggest danger we’re facing on the streets, it’s youth on e-dirt bikes, apparently.

To be abundantly clear, zooming e-scooters or dirt bikes on crowded sidewalks is not good behaviour. Nobody is arguing it is.

The impact of being hit by an e-scooter could certainly result in life-altering injuries or death, especially for seniors. But the solution is not to ban e-scooters, or to criminalize youth for being youth.

The reason young people are riding their electric devices on the sidewalk is because it is not safe to ride them on the streets.

This ruling was avoidable. In 2018, the Liberal government directed federal lawyers to stop making the strongest legal arguments possible in defence of private property. The BC Supreme Court noted that it could not rule in favour of a fee simple title if the government was not even making that argument themselves.

In February 2026, the Liberal government signed a Rights Recognition Agreement covering 100% of North Vancouver–Capilano with the Musqueam Nation, recognizing a pathway to Aboriginal title over their traditional territories. This agreement, which was negotiated in secret, set out no explicit protection for private property owners on the North Shore.

In May 2026, the Conservatives put forward a motion asking for clarity on private property and it was voted down by the Liberals.

As a lawyer working on land, ownership and government agreement files, Stephen understands what happens when terms are left unclear. As MP, he will be committed to putting private property first in the Cowichan appeal, to writing explicit property protections into every future government agreement, and to building a real property rights action plan so families, Indigenous peoples, and small business owners have a clear path forward towards reconciliation.

Property rights are the foundation of our legal system here in Canada.

Famous Grouse Mountain grizzly bear Grinder dies after 25 years JANE SEYD

When it was time to say final goodbye, Grinder the grizzly bear spent those moments the same way he spent much of the past 25 years at Grouse Mountain’s wildlife refuge – nose to nose with Coola, the best friend with whom he’d shared both his waking and sleeping life.

Grinder, one of two adult male grizzly bears who lived at the refuge since being rescued as an orphaned cub, died in the early morning on July 31.

Veterinary staff at the resort euthanized the bear after he developed a spinal condition that was rapidly paralyzing the back end of his body.

Ken Macquisten, veterinarian and director of the wildlife refuge, said Friday the difficult decision was made after vets determined Grinder’s spinal compression “wasn’t going to be fixable.”

Grinder’s death ends a 25-year friendship between the two male grizzlies that was both remarkable and unusual, said Macquisten.

In the wild, male grizzly bears are usually solitary, territorial animals, competing with other males for food and mating opportunities. But in captivity, with food provided for them, the two bears appeared to get along just fine, said Macquisten, even sleeping side by side in hibernation.

The two grizzly bear cubs arrived at the newly-constructed bear habitat on Grouse Mountain after being orphaned within months of each other in 2001.

Grinder arrived after forestry workers near Invermere found a dehydrated and weak cub stumbling on a logging road.

Around the same time, more than 1,000 kilometres away, a four-month-old grizzly cub was orphaned after his mother was struck by while crossing a highway near Bella Coola.

In an effort to save the bears, Macquisten pitched the idea of a grizzly refuge that mimics their natural habitat to the owners of Grouse Mountain Resort.

When he heard the bear cubs would likely be killed otherwise, Grouse’s owner at the time quickly agreed.

The refuge hasn’t been without its critics, with some people seeing the habitat as a little more than a zoo. Today, it’s unlikely similar bear cubs would end up at Grouse Mountain.

In the years since Grinder and Coola were orphaned, a “re-wilding” program

Since coming to Grouse, the two male bears have spent almost all their lives together. Grinder has always been the leader, Coola the follower, he added.

Staff are now keeping a close eye on Coola, he said.

Macquisten said they’ve learned a lot from observing the two bears over the years. “They’re individuals. They have their own personalities,” he said. “They’re very sentient beings. They should be treated like that and respected.”

Macquisten said he likes to think having the public see the grizzlies has had an impact on the fate of bears in the wild.

In the years since the two bears first came to Grouse, the province’s grizzly bear hunt has ended, he said.

In the wild, grizzly bears die younger.

“A very lucky grizzly bear would make it to 20 or 25 in the wild,” he said. Some grizzlies in captivity can live into their 30s and even past 40,” he added.

The first sign something was wrong with Grinder was “he was limping slightly on his left hind leg,” said Macquisten. But 10 days ago, that significantly worsened and “he wasn’t really using his hind legs at all.” While the massive bear did not appear to be in pain, it was clear there was no recovery possible, said Macquisten.

Following Grinder’s death, Coola was given time to spend with his friend’s body, he said, adding it’s a practice widely used at other animal refuges and zoos to help animals recognize the death of a companion.

A veterinary pathologist will perform a necropsy on Grinder’s body.

It’s been a hard day for staff and volunteers at the wildlife refuge, said Macquisten.

“Everyone’s a mess. People are pretty sad,” he said.

Residents feared spike in crime would follow affordable housing Continued from A1 of whom live in RVs or temporary encampments in the same neighbourhood.

The plan announced in May called for modular supportive housing to be built on the site with BC Housing paying the capital and operating costs. The building was to be run by the Lookout Housing and Health Society, which currently oversees the North Shore’s homeless shelter.

The housing was to be “low barrier,” meaning people would not have to be off drugs to live in the project. Fenced grounds with a single point of entry were among the proposed security measures.

But two months later, after receiving considerable blowback from neighbouring businesses and community members, council has done an abrupt about-face on the issue and cancelled the plan to lease the land for the housing project.

In an emailed statement last week, the district acknowledged the project would not go ahead “due to concerns with this site.”

Little was on vacation and unavailable to comment, but provided a statement saying council is encouraging BC Housing and the province “to prioritize advancing the already approved projects within our community, like those on West 16th Street, Lillooet Road, and East Keith Road.”

He added the district would like the province to “continue exploring suitable locations for supportive housing in our region, including possible sites on provincial lands.”

Mike Pattenaude, president of the Norgate Park Community Association, said the decision comes as a relief to most community members. When the project was first announced, there was no public consultation about it, he said.

“I basically got an email saying this is what’s happening. They made it sound like they were opening an ice cream shop,” he said.

PAUL MCGRATH / NSN But when BC Housing held a public meeting on the project at nearby Norgate Elementary, there were “hundreds of people there,” said Pattenaude.

Most were not happy with the plan, he said.

Pattenaude said the Norgate community has already had to deal with a disproportionate share of problems stemming from homelessness in the district. The nearby business district near Pemberton Avenue has long been used by people camping in RVs and other vehicles. And when the province leased the nearby Travelodge as temporary shelter space, “crime in Norgate escalated,” said Pattenaude. “My car’s been broken into 40 or 50 times.”

Neighbours doing clean-ups at nearby parks were “finding crack pipes and needles, which we’ve never had before,” he added.

“It just wasn’t comfortable for a lot of

people,” he said.

Parents whose kids attend a popular dance school and several martial arts schools in the neighbourhood also weren’t happy, he said.

Caroline Elliott, a North Vancouver resident who recently ran unsuccessfully for the leadership of the BC Conservatives, was one of those parents, publishing a post on social media saying putting the low-barrier housing next to the dance school was putting kids “at risk” and demanding that the “train wreck of a plan” be scrapped.

Not everyone is cheering the project being mothballed, however.

“There are many, many homeless people in our community,” said District of North Vancouver Coun. Catherine Pope. ”People think we don’t have as many as Vancouver. People don’t see them here…

They exist.”

Pope said she knows one woman forced to leave the Travelodge when the temporary shelter closed who is now camping in her car.

“People don’t see her on the street,” she said. “People like that are still out there….

Obviously this has been a very difficult decision for council. We know there are many, many homeless people out there who are not living in the shelter.”

Coun. Herman Mah said he met with members of the community prior to the council vote. Concerns about crime, the project’s impact on the nearby children’s dance school and the concentration of the homeless population into a small geographic area were all raised, he said.

“It was going to be a big impact on the community,” he said.

Mah said the district has suggested other sites to BC Housing and “we’ll see what they come back with.”

In an emailed statement, a spokesperson for BC Housing said the agency and the province are disappointed in council’s decision not to move forward on the lease for supportive housing.

“At the outset of this process, the District of North Vancouver was advised that a confirmed site was a requirement for HEART and HEARTH funding,” the statement read. “BC Housing funded the due diligence work to confirm suitability for temporary housing when the district brought this site forward in October 2025.”

“As with much of the Lower Mainland area, available land is in limited supply in the District of North Vancouver and this may create challenges in finding another site which is appropriate for housing through the HEARTH program.”

Polygon Gallery launches first online-only exhibition HILARY ANGUS

North Vancouver’s Polygon Gallery has launched Parallelogram, an onlineonly exhibition showcasing works by artists who have presented at the gallery in the past.

Gallery curator Elliiot Ramsey said the digital platform, which went live in late June, has been about five years in the making.

The first major exhibition Ramsey curated at the gallery, Interior Infinite, launched in 2021, a time when many people weren’t able to travel or gather due to COVID restrictions.

“So a lot of really beautiful documents and some videos were made of that show, that maybe had a small audience for presentation once and was never seen again,” Ramsey said.

Interior Infinite focused on costume and masquerade, Ramsey said, exploring radical self-expression as a form of resistance against the dominant culture.

It featured works by artists such as Martine Gutierrez, Charlotte Zhang, Vivek Shraya and many more.

The first volume of the online exhibition Interior Infinite Revisited will feature works by many of the same artists, with expanded or renewed projects created specifically for Parallelogram.

“When we work with an artist once, that is a relationship, and these conversations keep going,” Ramsey said. “It’s kind of the soil in which everything else [has] sort of taken root. So it is really special to revisit it and continue to celebrate these amazing

Interior Infinite Revisited features many of the photos, texts, and video-based works from the original exhibit, as well as brand new works such as an interview with the all-Asian drag family House of Rice, and a mockumentary by Skeena Reece centred on an Indigenous woman who identifies as a white Australian.

Parallelogram was developed largely with a Canada Council grant that enables arts organizations to build out their digital infrastructure.

But maintaining a growing digital archive is still a substantial undertaking for the gallery, Ramsey said, so the gallery is rolling out the digital exhibitions for only the length of a typical bricks-and-mortar exhibition.

Interior Infinite Revisited will run from now until Sept. 20, 2026.

The second online exhibition, Volume 2: Presence, will be available online from Sept.

21 to Dec 27.

The ultimate shape and form that Parallelogram will take is an ongoing process, Ramsey said, but they’re excited to share what they’ve developed with a global audience.

“We’re really proud of this platform that we’ve built,” Ramsey said. “We’ll look forward to seeing how we can use it in the future too.”

Busy bear season prompts fresh calls to keep organics bins clean HILARY ANGUS

The North Shore Black Bear Society is reminding residents to keep their garbage and compost bins clean and smelling fresh, amid an uptick in neighbourhood bear sightings.

“The bear’s sense of smell is off the charts,” said Holly Reisner, the North Shore Black Bear Society’s executive director.

The organization wants to remind residents that limiting smells from their bins is more important than physically barricading them, as bears can easily break through sheds, garage doors or even car doors if they want to access food inside.

She said the organization has received 428 reports of urban bear activity on the North Shore in July alone, representing a 23 per cent increase from July of last year.

“We don’t really know why,” Reisner said. “That can be an indication that there’s more bear activity, or it can just be that we’re doing such a good job with our outreach that people are knowing that we want them to report bear activity to us.”

Bears accessing bins and properties can have potentially life-threatening consequences for the animal, Reisner said.

If they are identified as a “problem bear” for showing up in town too often, they might be euthanized by conservation officers, she said.

Residents in forest-adjacent neigbourhoods need to take extra precautions to prevent bear activity, Reisner said.

These include diligently separating food scraps from the garbage, and washing food wrappers before disposing of them in the garbage or recycling.

“They can certainly smell the wrapper from a granola bar,” Reisner said. “They know that it smells like food, and that will attract them.”

Reisner also recommended freezing bits of food that are particularly attractive to bears: fish, meat, chicken scraps and grease from cooking or barbecues, and not putting them into the green bin until the morning of collection.

Both the City and District of North Vancouver say your green bin should go out in the morning, rather than the previous night, to avoid attracting wildlife.

Residents are also advised to keep both their garbage and green bins clean.

Reisner said a quick rinse with vinegar immediately after collection should keep attractive smells at bay.

To keep bears safe, the organization also recommends that residents go indoors when they see a bear in their neighbourhood.

“It’s really important that people not crowd around that bear to watch and see what’s happening, and/or follow the bear, try to get photos and video,” Reisner said.

If a bear is feeding, even if it’s eating something it shouldn’t, such as garbage, it’s important not to go near the bear or try to shoo it away, she said. The bear could feel challenged and become aggressive to defend its food, and that could potentially lead to disastrous consequences for both people and the bear.

“When the bear’s finished, the bear’s going to move along,” Reisner said. “Then we need to clean up and figure out how to prevent this from happening again.”

Ralph Bower, an award-winning photojournalist and lifelong North Vancouver resident, passed away last month, aged 92.

Bower’s career, which spanned more than four decades and several developments in camera technology, produced many of the Vancouver Sun’s most iconic photos.

He captured seemingly everything and everyone, from Mick Jagger to Muhammed Ali to the collapse of the Second Narrows Bridge in 1958.

“He was very much a people person, and he was very good at what he did photographically,” said his son, Doug Bower.

“People were very comfortable with him, and ultimately he got the right photograph that he wanted.”

He photographed Elvis Presley and “actually had a bit of a conversation with him,” Doug said, adding that his dad’s generally amiable nature worked out well for his career.

He said the unpredictable nature of photojournalism kept his dad excited by the work.

“You don’t really know what your day is going to be like … and you have to react accordingly,” Doug said. “Very little room for error. If there’s a fire in front of you, or a sporting event where you’ve got to get a good picture of the team scoring … you have to produce.”

Bower was particularly fond of sports photography, Doug said, and pioneered the “net cam”– a remote wire-operated camera

placed inside a hockey net – in 1971.

In 1985, Bower won a National Newspaper Award for a photo of a dramatic moment he captured when a mentally-unwell man was dangling his twoyear-old son by the ankles out the window of a four-storey building.

While Doug said his father was a “broad strokes photographer,” he also had a particular passion for horse racing.

“He would photograph and be in the press box and so forth at Hastings Racecourse for probably more than 60 years,” Doug said.

But while his career and the races were on the other side of the bridge, Doug said his father was a true North Vancouver man at heart.

Bower was born in North Van on June 16, 1934. He attended the now-closed North Vancouver High School, where he met and began dating his future wife, Joan.

The two would have celebrated their 70th wedding anniversary on Aug. 4 of this year.

Ralph and Joan had two children who they raised in North Van: Doug and his sister, Kelly, as well as five grandchildren and three great grandchildren.

Doug said, despite his career, his father was always there for the family.

“He didn’t travel much,” Doug said. “I guess you’d call him very much a local guy, and a good family guy.”

Ralph passed away at Lions Gate Hospital on July 21, 2026.

A Property Tax Notice, BC Assessment Notice, or Certificate of Title, issued by the Land Title Office, are acceptable documents for proof of ownership.

Non-resident property owners who are not Canadian citizens or BC residents are not entitled to register or vote. Corporations and businesses are also not entitled to register or vote, nor are they entitled to have a representative register or vote on their behalf.

Yarrow is an unsung hero in climate-stressed gardens LAURA MARIE NEUBERT

The yarrow in our garden has been front and centre these days, begging it seems, to be noticed.

In the permaculture world, yarrow is considered a landscape multi-tool of sorts, acting as a magnet for beneficial insects like hoverflies, ladybugs, predatory wasps and other aphid-munchers, but also mining for nutrients, managing erosion and producing natural medicines.

Western white yarrow has popped up in our berry patch – having skipped over the aluminum edging separating the bushes from the bee turf mixture of perennial ground covers – where it has positively influenced production in its immediate vicinity.

My ’N of one’ anecdotal evidence includes superior plant health, increased fruit production, larger berries and extended fruiting time on those bushes on either side and behind it.

My thinking is that, because I allowed the yarrow to naturalize in that one berry patch spot for three years now, its deep tap roots have been mining the soil for minerals like calcium, copper and potassium, which are accumulated in the leaves and then

Comfrey is another permaculture plant that functions as a nutrient miner, though more in-season, as a chop-and-drop.

Our home gardens aren’t well-suited to comfrey’s size and growing habit as it tends to shade out our living mulch ground covers of wild strawberry and creeping herbs, but yarrow here and there serves us well and seems very content to move around as it pleases.

For the most part I am pleased by its choice of purchase, typically along the margins where it can lean against other plants

or raised beds as it grows. Along the raised beds, yarrow grows no higher than the beds themselves. But in the berry patch, it reaches up just beyond the tallest bush, poking its bright white, flat clusters of tiny blossoms up through the canopy like little, well-lit landing pads for insects and birds.

This season, western yarrow has appeared in very poor quality soil at the edge of a gravel path between the bee turf and a drip-line desert of spruce needles.

I will leave it be and see what happens. I expect that it will thrive there, given the inhospitable conditions.

Yarrow prefers dry and depleted soils where it can spread its extensive network of fibrous roots out in search of nutrition and water, at the same time acting as a natural soil stabilizer.

As a component of bee turf lawn alternative, it presents as a micro plant, with its growth stunted by English daisy, baby blue eyes, sweet alyssum, Roman chamomile, white Dutch clover and other perennials.

Red yarrow, which we grew from seed, is a beautiful plant, hardy to zone two.

Hybridized for colour, it looks spectacular in vegetable beds, especially in communities with red and purple crops like opal fennel, beans and kale.

Yarrow is celebrated for its ability to rapidly clot small wounds and scratches, and was known historically as “soldier’s woundwort.” A quick search of historical uses returns several references, including Homer’s Iliad and ancient Roman, Greek and Anglo-Saxon medical texts.

Its very name Achillea millefolium, comes from the Greek warrior Achilles who used the plant to heal his soldiers, and millefolium which is Latin for “thousand leaves.” Indigenous cultures used yarrow for poultices to treat rashes, swelling, eczema and insect bites as well.

If I were wounded away from home, without a first-aid kit, I would look for yarrow leaves to crush and apply to staunch bleeding, as field nurses apparently did historically on battlefields.

Yarrow is somewhat of an unsung hero in our gardens, but one we should lean on more heavily, as the climate changes and watering restrictions evolve.

Signs a ‘longstanding concern’

In the late 1920s, Joseph Barraclough contracted William Earland to construct a building for his grocery store at the corner of Second and Lonsdale.

Originally intended to be one storey, a second floor was added during construction which included a distinctive corner turret. Over time the building was further expanded until it comprised the entire block.

In 1998 the building was sadly destroyed by a fire. David Gooding, the building’s owner at the time, had a replica block rebuilt to match the original design, though with some modern additions included.

Gambioli said the same issue was debated and decided six years ago.

“We then asked staff to go back and do a bunch of research, which they did for many months, actually, and they came back with really practical suggestions,” she said.

Those suggestions included limiting signs on public property to 10 or 12 high-visibility locations.

Council at that time voted against the idea, she said, noting that she and Lambur were the only councillors in favour of limiting the signs.

“So the vote was to throw it all in the garbage,” she said. “And here we are six years later with the same topic, except there’s no staff report.”

Lambur said he raised the issue because it had been “a long-standing concern” of his.

“There isn’t any science to why I brought it up at this point in time,” he said.

Jatinder Sidhu, a local resident and former campaign manager for West Vancouver-Sea to Sky Green Party MLA Jeremy Valeriote, told council the signs are important in campaigns, particularly for

Mayor Mark Sager said his biggest concern with election signs is getting candidates to pick up them after the election.

Sager, who is running for re-election, said he has a crew of volunteers ready to pick up anyone’s election signs immediately after the election.

Louise Roberta Brittain It is with great sadness that we mourn the passing of Louise Brittain: Mom, Grandma, and GreatGrandma. Louise, retired teacher and former coowner of Brechin Bowling Lanes, passed away at Nanaimo Regional General Hospital on Tuesday, July 21, 2026, at the age of 82, surrounded by family in the peaceful surroundings of the outdoor garden.

Born on March 2, 1944, in North Vancouver, BC, Louise was the only child of Robert Douglas and Evelyn Maude Lennie.

Growing up in North Vancouver, she attended Delbrook Church and Sea Star Elementary and graduated from Delbrook High. After studying Education at UBC, she took her first teaching job in Sechelt before moving to Vancouver Island, where she taught in Qualicum and Nanaimo. Former students will remember her teaching French and primary grades with a focus on Multicultural and Indigenous learning.

Friends will remember her for her love of travel, many hours spent swimming, and her support for local music and the arts. She was always excited to meet new people in the community and on her travels to more than 35 countries, qualities that she has passed on to her children and grandchildren.

Many people have heard her speak about the adventures of her sons and their children.

Louise is survived by her three sons: Grant (Angela), Douglas (Ayako), and Raymond (Tianna). She will be sadly missed by her five grandsons: Isaiah (Taylor), Jesse, Samuel (Desi), Jonas, and Ezra; and great-granddaughter Oakley. Louise was excited about another great-granddaughter on the way.

At Mom’s request, family will remember her life in a private ceremony.

Rodney (Buck) John Oatway It is with profound sadness that we announce the passing of Rodney (Buck) John Oatway on July 17, 2026, at the age of 75.

Born in Calgary, Alberta, but he grew up in Winnipeg.

He earned degrees in Mathematics and Computer Science at the University of Manitoba.

After moving to Vancouver, a fulfilling life was split between travel and database management / software development for IBM and ICBC. Rod was an intellectual who loved art, science, history, and puzzles.

Being with nature in “photon bombardment” to him was happiness.

He travelled the globe, including walking 3 routes of the Camino de Santiago.

He found humour in everything. This wicked sense of humour carried him through his final day. Always in the present moment, striving to be a better person, he never complained.

He is survived by his wife Marilyn McLean, stepchildren Madison and Max Whale, sister Susan (Rory) Baker, and half-brother Mike (Christina) Bernat.

A Celebration of Life will be held at the Red Lion Bar & Grill, 2427 Marine Drive, West Vancouver, on Monday, August 24, 2pm – 5pm.
