OnApril15,theSeniors’ActivityCentre in West Van wasabsolutelypacked foran all-candidatesmeetingwith partynominees for the West Vancouver–Sunshine Coast–SeatoSkyCountryandNorth Vancouver–Capilano ridings.Someattendees showeduptothemeetingwearing theirchosenparty’scolours,in a showofsupportfor theircandidate.Butmostwore noevidenceofpolitical affiliation,andclapped regularly, regardlessofwhowas respondingtoaquestion.

People’sPartyofCanada candidateJesseFulton,aformer tow-truck operatorwhohad nevervotedbefore,pitched himselfasthekindofblue-collar Canadianthatthenextgovernment needstothink aboutwhen targetingthecostofliving.

“I’mjusta regularperson,not a seasonedpolitician.DoIeven haveafutureinpolitics?Idon’t know.Ihavea regularjobwhere Icareaboutpeople.Iwouldlike to makeachangeforCanada, becauseIseewhereitisright now.”

Theaudiencebrokeinto amurmurwhenorganizers announcedthatConservative candidateMauroFranciscould notattendbecauseofa“previous commitment.”

Liberalincumbent Terry Beech, whohaswonallthree electionssincetheriding was createdin2015,saiditwasthe“most consequential”electionyet,given thesuddentradewarandthreats toCanada’ssovereigntyfromthe U.S.Healsotook theoccasionfor adigathisno-showConservative

opponent.

“Inthisprofession,decisions aremadebythepeoplethatshow up.Andthisisanelectionwhere we needpeopleto showup,”he said.“TheUnitedStates,ifit’s goingtostepbackfrom being thatshininglightonthehill,then Canadaneedstostepup.”

TheNDP’sMichaelCharrois, a constituencyassistantfor North Vancouver-SeymourMLASusie Chantandanactingteacher, predictedanotherminority

governmentincomingand stressedtheneedforanMPwho couldholdtheLiberals to their promises.

“Theytalkagreattalk.They useallofourtalkingpoints, because,ofcourse,wehavegreat ideas.Butthenwhenitcomes timetoactuallygovern,theygovernlikethe Tories,”hesaid.

Askedifthere’sanything

theirgovernmentswoulddoto shield NorthShoretaxpayers fromthe$3-billioncostoverruns attheNorth Shore Wastewater TreatmentPlant,Fultonsaid hewouldnotsupportanykind ofabailoutwithoutsignificant accountabilitymeasures,includinganindependentpublicinquiry.

Beech,however,warnedthat abailoutwouldsetaterrible precedentforanyfutureproject thatismismanagedelsewherein thecountry.

“Anycandidatethatwould promiseafederalbailoutwould becompletelydisingenuous,” hesaid.“Itsoundsgoodonthe surface,butwewouldnotwant tobeheldaccountableforcost overrunsonabridgein Ontario oranelectricdamin Quebec.”

Charroissaidthe responsibilitybelongswithMetro Vancouver –andifthealreadyin-process auditdoesn’tyieldsatisfactory results,theprovincewouldstep inandprovidemoreoversight. Healsosaidthecosttotaxpayers maycomedownifthe regional authorityissuccessfulinitslawsuitagainstthe fired contractor.

Lookingat finances atthe macrolevel,candidateswere askedfortheirplanstobring downCanada’sdeficitanddebt, whichhavegrownto recordlevelsundertheLiberals.

To cutcosts,Fultonsaid hispartyfavourspullingout ofCanada’sinternational commitments.

“Wewouldneedto remove ourselvesfromforeignagendas suchastheParisClimateAccord …themoneythat’sgoinginto othercorporateentitiesthatare notbenefitingCanadiansatall. We wanttohavepolicymadein Ottawa,notDavos,”hesaid.“We wouldalsobenolongerfunding foreignwar. Toomanypeople havedied.”

Awomandiedaftersliding nearly 200metresdownanicyslopeon a North VancouvermountainSaturday morning.

NorthShoreRescue receivedacall8:24 a.m.Saturdayaboutahikerwhohaddisappearedoveranedgeon MountSeymour.

SearchmanagerStanSovdat saidthe 28-year-oldwomanandherfriend camped nearPump Peak,asub-peakin Mount SeymourProvincialPark,on Friday. On Saturdaymorning, the womanlefthertent anddroppedhercellphone. Asthecell phonestartedtoslidedown theslope, thewomantriedto grab itbutendedup slippingdownonfrozensnow.

“Steep,hard snowisdeadly,”Sovdat said.“[The]acceleration is verysimilarto jumpingoutofanairplane.”

Thevolunteersearchand rescueteam firstsentoutahelicoptertolookfor the losthiker, buttheheavyfogmadeit difficulttoseeandsotheyquicklybegan a groundsearch.

Rescuecrewssaw snowslidemarks nearthecampsiteandfollowedthemarkingsdowntheslopetofind thewoman.

“Agoodfriendwasbasicallyholding herhandwhenshe passed away,so really, reallytough,”he saidabout thecall.“It wasaverydifficultcallforourmembers becausesomeonepassedaway underour care,whichisunusual.”

Sovdatsaiduponthemountain,the upperlayerofsnowduringtheafternoon is startingtomelt,turningtoslush,andthen itfreezesagainatnight,makingitsolidand icy.

“Thesnowconditionstypicallyduring thedaystarttomeltonsun-exposed slopesand getsoftandniceto walk in,” he said.“Butatnight,theyfreezeandbecome extremelydangerous.”

North VancouverRCMPmadeaposton X (formerlyknownas Twitter)Saturday justafter4p.m. sayinga losthikerhad beenfounddeadonMountSeymourand wishedcondolencestofriendsandfamily.

Lastweekend,NorthShoreRescue respondedtomultiplecalls ofskiers slippingfromicyslopesandfacinginjuries nearCypressMountainResort.

Thesearchmanagerurgedhikerstravellinginsteep,hardsnowtousecrampons or micro-spikesandaniceaxetoavoid similarfalls.

“Therearesomanymessagesthatare appropriate whenheading intothe wilderness,amountainenvironment. On Wednesday,April16,membersof West Vancounciland representativesfrom BritishPropertiesgatheredtomarkthe startofinfrastructure workthatwillone dayallowasmanyas10,000 residentsto liveintheCypress Villagearea.

Approvedbydistrictcouncilin2024, theplanwillseeconstructionof morethan 3,700homes over25years.That includes amix of single-familyhomes,townhomes, condosandbelow-market rental.

Dubbeda“completesustainable village,”theprojectalsoincludesbuilding acommunitycentre, fire hall, newparks, commercialspacesandatransitlink fundedbythedeveloper.

BritishPropertiessaidthisweek’s milestonesignalsashift from planning tobuilding,with aninitialfocus on infrastructure.

“Thisincludesnew roadways and a highwayconnection, mountainpathways andbiketrails,awaterpumpstation,

transitfacilities,andnewtrestlebridges –designedtoservefuture residentsandthe broader West Vancouvercommunityfor generationstocome,”thecompanysaid in apress release.

IwaswalkingaroundRiceLake recently andstoppedtopaymy respectsatthetwo bouldersneartheentrance.Theseboulders areamemorialforthe15passengersand crewof Trans-CanadaAirlinesFlight3.

Allseemednormalforthetwinengine LockheedLodestarasitapproached Vancouver.Justafter11p.m.,Capt.BillPike, aformerfighterpilot,radioed Vancouver AirportthathewasoverMapleRidge,giving trafficcontrolhispositionbeforelanding.

MikeNeale,the20-year-oldwholed searcherstothesitein1994,hadactually foundtheplane two yearsearlierwith his friendDougKeir.ThetwoNorth Vancouver menassumedthatitwasoldwreckagefound longago.Itwasn’t untiltheyshowedphotos

tohistorians at the Canadian Museumof Flightthattheylearnedthatthey’dstumbled acrossthemissingplane.

Thememorialwas erected 30 years ago on April28,1995,and placedin viewofthe crashsite.Oneof the bouldersgivesthe locationandstory behind the doomed flight, whiletheotherliststhenamesofthepassengersandcrew.

Jane WarrenandMargaretHamblin, both21,werestudentnursesat Vancouver GeneralHospital.Margaret Trerise,22,and 25-year-old Anatasia(Nell)Lesiukwere flightattendantstravellingonstand-by. IrecentlyreadStephenCurran’s advertisementinthe NorthShoreNews regardingtheNorthShore WastewaterPlant. Inthearticle,myConservativecounterpart criticizedthefederalgovernment’s “withdrawal”ofadditionalsupportforthe project.Healsopromisedto fightformore fundingtocompletetheplant.

FederalcandidatesontheNorthShorehave traditionallyprovideddiverseperspectives rootedinfacts-atraditionupheldby previousConservativecandidates.However, someofMr.Curran’sclaimsstrayfromthis tradition.Letmeclarifytherecord.

In2014/15,Metro Vancouversoughtfederal fundingfor athirdofthe$700Mneeded fortheplant.TheConservativegovernment ignoredthatrequest.Duringthe2015 campaign, Isaid,ifelected, Iwouldadvocate forfederalsupport,andfollowingthe electionthe2016Liberalbudgetfundedthe plantasitslargestsingleexpenditure.

Unfortunately,significantchallengesarose duringconstruction.Costsskyrocketedfrom $700Mto$4B. Taxpayershavelegitimate questionsanddeserveaccountabilityfrom Metro Vancouverforthisescalation.

Projectengineering,oversightandbudgeting formunicipalinfrastructureprojectsare municipalresponsibilities.Thefederal governmentprovidescapitalbuthasno involvementinanyofthesefunctions.

inHalifax, Toronto,PrinceAlbert,Calgary andeveryothermunicipality.

IfMetroweretoaskforthis,itwould effectivelybeaskingthefederalgovernment togiveupitsabilitytomanageits finances. ItispuzzlingthatMr.Curran, aselfdeclared fiscalconservative,wouldsuggestthatany governmentshoulddothis.

To beclear,theplantwillbecompletedand workisunderwayaswespeak.Whichmakes Mr.Curran’spledgeto“securefunds”forits completionalsopuzzling.

NorthShoreresidentsarerightlyupsetabout overrunsandtheincreaseinrelevantcharges tohouseholdsforwhichtheywillneedto pay.I wouldsuggesttheyshouldbeupseton twocounts:

1.Accountabilityisneededastohow aprojectthatwasbudgetedtocost $700Mcouldendupcosting$4B. Investigationsintothismatterare underwayandresidentsshouldexpect transparencyandaccountabilityfrom Metro Vancouver.

Experiencedand rookiepaintersfrom Student WorksPainting,acompanythat helpstrainnewpaintersandlearnthebusinessbefore enteringthe“realworld,”came toAndreaMundie’shomeintheBlueridge neighbourhoodApril11toscrapeaway oldpaint,sandandprimethesurfacesand slapontwocoatsofcream-colouredpaint aroundthehouse.

Theprojectistohelptrainnewpainters, butalsopartofanannualcharityinitiative toraisefundsforpeoplewithmultiplesclerosis.Thecompanypicks up toeighthouses across WesternCanadaeachyearforafree paintjob.

“Wetrytofindpeople whohaveMS, butwealsotrytofindasmanypeople thatareinneedofpaintingandcan’tdoit themselves,”said TomokiOkamura,district managerforStudent WorksPainting.

EachlocalfranchiseeofStudent Works Paintingdonates$5fromeachjobcompletedoverthesummerplusadditional donationsfromclientstoMultipleSclerosis SocietyofCanada,Okamura said.Thenat theendofyear,Student WorksPainting matchesthetotal.

WhenMundiefoundoutaboutthe

paintingproject,shewas reallyexcitedbut founditdifficulttoacceptthehelpherself.

“It’stakenmealittlebitoftime tolearn thatit’sagoodthingtosayyestothings, becausethat’snotatalllikeanexperience thatI’ve reallyhadinmylife,”Mundie said. “It’salwayssortoffeltlikeIneededtodo everythingonmyown.”

MundiefoundoutinJanuaryshe has Stage4cancerafterbeingin remissionfor acoupleyears.Shewas firstdiagnosedin

2022,andinJanuarythisyearfoundout she hadbrain metastasis,atumourthatappears whencancerinone partofyour body spreadstoyour brain.

Doctorswereableto removethetumour inJanuary, butthecancerstill remains in herbody.

The painting project wasagreatwayto bond with herfourkidsasthey picked the coloursforthe bungalow.Theywentfor happy andcheery, includingturninga black front dooryellow.

“Whenwesawitafteritwas done,itjust lookssoclean.Somethingassimpleaspaint justchangesthewholelookofeverything,” saidMundie.“Ithinkitwas reallyniceto see thereweresomanypeople here doingall ofthis,andtheyjustseemedliketheywere really happytobe doingit.”

Theexperience has been reflectivefor her, reminding heroftheworkshe hasbeen doingontheboard of Vancouver-basednonprofitCoast MentalHealthforthelasteight years.Itwasalsoagood remindertoaccept helponceinawhile.

“Whenyou don’tacceptstufflike thatfrompeople,youkindoftakethat experienceawayfromthemtoo,soitjust remindedmethatit’sOKtoneedsomething sometimes,” Mundiesaid.

“It’sa bit morethanjustapainting business,”Okamurasaid.“Wewanttoobviously be a bigger partofitandshowthataffection tothecommunity, more thanjust painting houses.”

“Intheeventthatthere’sanysort ofemergencyorfirstaidneedamong students,wecarrypagersandweget calleddowntoassist. We havefirst aidkits,oxygentanks,anythingthat’s needed to helpoutourfellowstudents intheirtimesofneed,”saidZeyus Spenta,aGrade12volunteerwiththe group.

Theteamistypicallycalledon once everythreeorfourdays– although sometimestheyrackupthree or fourcallsinjusta singleday,said ChristopherGawlick,co-presidentof thegroup.Rugbygamestendtobe busy.

“Wedoallsortsofcalls. We’ve gonefromaslittleascuts,scrapes andsprainedankles,allthewayto spinalinjuries,seizures,unconscious collapses,ambulancecalls,major trauma,”hesaid.

Joiningtheclubinvolvesquite abitmorethanfillingoutanapplication.Thegroupisoverseenby theEmergencyServicesInstitute of Canada.Theminimumlevel oftraining requiredtobeeligibleisstandard intermediatefirstaid–a16-hour courseofferedbytheRedCross.Many ofthegroup’smembershavelifeguard trainingoverandabovethat.Ahandful havethesameleveloftrainingas a Metro Vancouverfirefighterandafew haveemergencymedical responder

status,whichtakes80to100hoursof trainingandcertification–thesame level requiredtobeaparamedicin remoteareasoftheprovince.

Inalmostallcases,thattrainingis doneonthestudents’owntimeand owndime.

“Peopledoitbecausetheyhave a passionandthey want tohelptheir fellowstudentsout,”Spentasaid.

CurrentlytherearefoursimilarFirst ResponderClubsatNorthShorehigh schools,andtheHandsworthteam isintheprocessofhelpingtolaunch anotheroneatArgyleSecondary.

Bizarrely,theschools’insurance doesn’tcoverteachersprovidingthat levelofcaretostudents–justother teachers.Someschools havenurseson staff,butthatisaluxury, Gawlicksaid.

Inanyevent,studentswhohave gonethroughthetrainingarealltoo eagertohelp,with thesupportofthe school.

“Allofourteachersareonboard withit,andverysupportive,”Gawlick said.“Theadminteamhasbeenawesomeaboutmakingsurethatwedon’t misstoomuchschool,andthatwecan getcaughtupwhenever weneed to, as wellasprovidinguswithallthe financialandothersupportsthat we need.”

HandsworthprincipalCaryHungle saidhavingstudentswiththatlevel ofexpertiseprovidessomepeaceof mind.

“It’sexceptionalhavingateamlike that.They’reahighlycommittedand valuableteamintheschool. We’revery luckyatHandsworthtohavestudents

thattakeonthat role,”hesaid.

Morethanthepracticalbenefits, Hunglesaidheisimpressedwiththe leadershipskillsthestudentsare demonstrating,servingas rolemodels andsettingthemselvesupforfuture success.

“They’reenthusiasticallytryingto furthertheirlearningandtheirpractice,”hesaid.“They’re runningtheir owntrainings.They’rebringingmore peopleonboard.They’readvertising Narcantrainingsforthegeneralstudentpopulationorstaff.”

Unsurprisingly,manyofthe studentsontheteamplanto workin similarfieldsaftergraduation.

Severalalumniareontrackfor medicalschool.Gawlickisplanningto startformaltrainingtobeaparamedic inthefall.

Morethanbandagesandslings, studentsareofteninneedofabitof “psychologicalfirstaid,”Spentasaid –acompassionatevoiceto reassure them.Itisalwaysappreciated,he added.

“They’resupportive.They’re respectfulandtheyknowthat we’re heretohelptheirclassmatesandtheir peers,”Spentasaid.“Yougetsatisfactionandfulfillmenthelping.”

Gawlickalso flaggedsomethingthat professionalfirst responderswillalso tellyougetsthemoutofbedinthe morning.

“Whenthatpagergoesoff,it’sjust anadrenalinerush.What’sgoingon? HowcanIbesthelpthisperson?”he said.“Iabsolutelylovedoingfirstaid.”

Thisisjustone of the many stories we hear from ourvolunteers. Their rewardsare received in smiles, appreciationanda senseofcareand belonging.Our volunteers make people heardand seen.Lessisolated.

Unfortunately,socialisolationandloneliness arecommonexperiences inour communities.A staggering 69%ofCanadians report knowing someonewho is chronicallylonely. Lonelinessisalsoa public health issue. Addressing social isolationcan reducethe risk of prematuredeath by 30% (comparabletothe health benefits of quittingsmoking 15 cigarettesa day).

Beyondthepersonalbenefitsforthevolunteer,there aretheobviousbenefitsfor thosethatweserve.This pastyear,ourtaxprogram resultedin$300,000intax refundstoour750+clients. Over thelast10years ofLiberalgovernment,Canada’s averageannualGDP percapitawas only0.3%; that is the worst of anyCanadiangovernment in history. WhenGDPper capitagrowthislow,thatmeans Canadians arebecoming poorer compared to other countries.Infact, Canadaisranked third last in productivity (27thoutof30) compared to our economic peersinthe OECD.

Withthreatstooureconomyand sovereignty coming from theUnitedStates, nowmorethanever,itisimportant that we build astrong Canadian economypowered by investment.A Conservativegovernment recognizes this and will implement majorpolicychanges to attract investment to Canadaby: Makinga 15%cut to incometax forall Canadians,saving theaverage Canadianfamily$1,800per year; Allowing Canadiansto contribute anadditional $5,000 to theirTFSA when investinginCanadiancompanies; Axingthe capitalgains tax whenprofitsarereinvested within Canada toreward Canadians whoreinvesttheir earningsback into ourcountry,unlocking billionsfor homebuilding, manufacturing,and tools, trainingand technologytoboostproductivity;and Cutred tapeby 25% with anew Two-for-One Rule, eliminatingtwo regulatoryrequirementsfor everynew one imposed to unleash ourentrepreneurs.

Residentsues West Van for atmospheric riverflooddamages

AnUpperDundaravehomeowneris suingtheDistrictof West Vancouver, allegingthemunicipality’snegligence is toblamefor floodingdamageofhis homeintheOctober2024atmospheric river.

Accordingtoacivilclaim filedinB.C. SupremeCourt,PhilipLangridge’shomeon the2500blockofMathers Avenuewasleft withsuchseveredamage,heandhis wife were forcedtomoveouttoa rentalproperty while remediationwork wasdone.

EnvironmentCanadaissuedarainfall warningthreedaysbeforethe flooding, predictingrainfallasmuchas200 millimetres.Around9a.m.onOct.19,the dayofthe flood, theculvertanddebrisscreenatMarr Creekbecameblocked,theclaimstates.

“MarrCreekoverflowed itsbanksand flowedacrossMathers Avenue…whereit proceededto flow throughtheplaintiffs’ property,includingonboththe main floor andlower floor levels, with waterrisingto aheightofapproximately five feetonthe lowerlevel,”thesuitstates.

Amongthepartsofthehomeandbelongingsdamagedby waterandmudlistedin the suit:fitnessequipment, couches andchairs, hardwoodflooring,rugs, a media roomwith a75-inch8K TV,astereo,abuilt-in barand awine roomwithrackingfor240 bottles of wine;twobedroomscontainingfurniture, familyphotographs,sportsequipmentand clothing;thehome’slaundry room,the hot water tankandHVACsystem,andthegarage withacar,tools,andbicycles.

Thedistrictowedadutyofcaretothe

nearby residents,theclaimargues,tomaintainthecreekandpreventitfrom flooding.

Thedistrictfailedtoinspectthecreek andkeepitclearofobstructionssuchas trees,bushesand bouldersthatcould cause flooding,andthemunicipalityfailed todesigntheculverttosufficientwidthto prevent flooding,theclaimalleges.

Inthecourtdocuments,theLangridges quotethedistrict’sownwebsite.

“DistrictRoadsandUtilitiesstaffclear debrisscreensinstreamsandcreeksas wellascatch basinsinpreparationfor stormevents.Thedistrict hasoperational proceduresand protocolsin placefor flood control,withafocusoneventswhererainfallof50mmormoreisforecast.”

There had beenanother flood of Marr Creekin1955,whichthe districtwould have beenawareof,theclaimadds.

Theprovincialgovernment didlaunch a disaster financial assistancefundavailable to people affected by the floodtoamaximumof$400,000thoughcompensationfor individualitemsiscappedatlevelsthat “donot reflect thetruelosssufferedbythe plaintiffs”andanymoneyawarded through alawsuitforthesamedamageswould have tobe repaid.

TheLangridgesareaskingthecourtsfor anorder thatthe district paythem damages fornegligenceand mentaldistress, plus interest,theirlegalcostsandaggravated damages.This district hasnotyetfiled a responsetothenoticeofcivilclaim.

Itisthesecondlawsuit filed againstthe district relatedtotheOct.19storm.Because theyarebeforethecourts,thedistrictcould notprovidecomment,aspokesperson said.

The Paul Myers Tower(PMT)officially openedonSunday, March9 when78 patientsweremovedintotheirown privaterooms.Theopeningofthenew towerrepresentsanewerainhealthcare onthe NorthShore.

“Wewillnevergobacktothesameplacethatwewere before,” Wilkinsonsaid.“Andsoweneedtothinkabout, howdoweactually bestbuildaneconomyandacountry thatcanbemoreresilientmovingforward.”

One of Carney’s primarycommitmentstothatendis toeliminateinter-provincialtradebarriersto strengthen tradewithin Canada, Wilkinson said.

But insteadoftheLiberalsbeingbestpoisedtocontinueleadingthenation,Conservativecandidatesatthe meetingsaidCanada has weakenedsinceJustin Trudeau wasfirstelectedin 2015.

“Ithinkweareworseoffthan we were10yearsago,” Roysaid.

Thelegaldispute relates totwopropertiesonCitrus Wynd–asecluded road withsteep,waterfrontpropertiesfacingHoweSound justnorthofHorseshoeBay.

In2012,thedistrictgranteda developmentpermitthat would allowtwosimilar homes,whichwerebothdesigned by the samearchitect,ontwoadjacent properties, a recentCourtofAppealrulingstates.

One was builtonCitrus Wyndin2015and eventuallypurchasedbyitscurrentowner, PhilippBlanke,in2019.

In2018,anothercouplehadalready appliedforadevelopmentpermittoallow a similarhomeontheneighbouringlot,which thedistrict’sdirectorofplanninggranted. Thebuildingpermit wasapprovedin2019. Thepandemic,however,delayedthe start

ofconstructionbeyondthe development permit’s24-monthtimelimit,andBlanke assumedithadexpired.

WhenBlankesawconstruction beginning, he learnedthedistrict’s directorof planning had agreedtoextendthe permit with minorchangesin2023.

TheDistrictof West Vancouverneeds to replace andupgradethesanitarypumpstation,alsoknownasaliftstation, currentlylocatedinthe statutoryrightof way(SROW)at 4733 PiccadillySouth,inthe LowerCaulfeildneighbourhood. This lift station is akey partofthe District’s sewersystem,helping to protectpublichealthandtheenvironment. Theliftstation’scritical componentsareworn outand it has reachedthe endofitsservicelife.Builtin1976,thelift stationisoutdated,andits conditionposes apublicsafety risk to the community and maycause environmentalimpacts. Additionally,thecurrentliftstationis toosmall to handlethearea’sgrowingdemandsand lacksbackuppower, whichis essential forpreventing wastewateroverflows during frequentpoweroutages.

WHAT’SHAPPENING?

TheDistricthas retainedISLEngineering to createadesignfor thenew liftstation. Theproject team has begun to designtheliftstationstructureand confirmedthesitelocation.Sincetheonly availablesitefor thenew liftstationis withinthe LowerCaulfeild HeritageConservationArea,theproject teamisapplying foraHeritageAlteration Permit (HAP)andtaking careful steps to beautifyand integrate theliftstationintoitssurroundings.This HAP processincludes tworounds of engagementtoinformthe communityaboutthe project and gather feedback. We areinthefirst roundofengagement to gather communityfeedback fortheliftstation's landscapingdesign.

TheoriginalNorth VancouverCityFireHallNo. 1was stationedinLower Lonsdale on Fourth Streetand St.Georges.In1910, thefirehallpurchased twosorrelPercheron horses named Tom andJerry.

Thesehorseswerewelltreated andtrained.Whenthe fire bell rang,anautomatic system was designed to pull alever tothestabledoorstolet thehorsesout wheretheywould stationthemselvesinfront of thefirewagon.

That impressive horsepower made it efficientfor thefiremen to spring into duty injust 14 anda half seconds.

BlanketooktheDistrictof West VancouverandhisneighbourstoB.C. SupremeCourt,allegingthedistrict had failedtofollowitsownprocesses because, heargued,thedirectorofplanning did not havetheauthoritytoextendthe2018 permit.Healsoclaimedhewasentitledto be informedandconsultedbeforeanychanges inthepermits were made.

InMay2024,thecourtdismissedBlanke’s petition.InJanuary, Blanketookthematter totheB.C.CourtofAppeal,arguingthe lowercourtjudgehadmadeerrorsinlaw.

Specifically,BlankeassertedtheB.C. SupremeCourtjudge waswrongtoconclude allofthedistrict’sdecisionswere reasonableandthatthedistricthadn’tbreached anyrulesaroundproceduralfairness.

Invirtuallyallinstances,thethree-judge panelattheB.C.CourtofAppealsidedwith thedistrict.

“Theappellant’sargumentsthroughout thisdisputehavefocusedonnarrowand highlytechnicallegalissuesarising outof thezoningandproceduresbylaws,”Fisher wrote,acknowledgingthat“reasonableness” shouldbeconsideredinthecontextofthe

district’slegislationanddecision-making powers.“Thisapproach alsofailstoappreciatethe prejudicetothe[neighbouring couple],who havesimplybeen doingtheir bestto navigatethrough the rathercomplexweb of regulationsandapprovals they requireinorderto builda home ontheir property.”

Thecouple had alreadyspent more than $900,000inconsultingfees, permitsand site work required priortotheconstructionof their home,thejudgenoted.

The panelalsoupheldthelowercourt’s findingthatthe district hadn’tbreachedthe rulesof proceduralfairness.

“Inthecontext here,theappellant’s interestsinthe2023 renewalareclearly subordinatetotheinterestsofthe[neighbouringcouple],totheextentthathe hadnostatutoryrightto beheardby the district.Despitethis, he did managetocommunicate his concernstothe districtand tothecouple,asfrustratingasthatprocess may have been for him,”Fisherwrote.“As fortheappellant’slegitimateexpectations, thereisnothingonthe record beforeusthat couldamounttoaclear,unambiguousand unqualifiedassurancefromthe directoror otherstaffthathewould be notifiedand consulted priortotheissuanceofthe2023 renewal.”

SinceJanuary, Windsorand MountainsideSecondaryseniors have beenparticipatinginpoliticalworkshopsrunby Capilano Universitystudents,learningabout politics,civicengagementand waystogetinvolved.

Thestudentswrapped up the projectwithsharedinitiatives theycreatedtoengagewith the

communityinpolitics.

“Wethoughtthatinterms oftryingtodocivicandvoter education,particularlywiththe upcomingelection,youngpeople relatetoyoungpeoplemuchmore easily,”Matijasevichsaid.

Initiativesthehighschool studentsputtogetherrangedfrom launchingpodcastsandnewsletterstoInstagramaccounts, with mosthavingtiestothefederal election.

WindsorSecondary student

BrydonHarrisIrvinesaidher groupmadeanInstagramaccount encouragingyoungpeopletovote andtellingthemhowtodoso. Butwhenitcametocreatingthe username,theypickedsomething thatwouldgrabpeople’sattention: PoliticallyLit.

“Wewantedsomethingthat wasfunnyandthatwouldalso drawpeopleouragetomaybetake alook,”Irvinesaid.“Alotofthe time,studentsdon’t reallyknow howtovoteorhowtogetmore

involved,becauseit’snot really accessible,so we decidedtouse asocialmediaplatformthatalot ofpeopleourageusetoeducate themandmakeiteasierto find.”

Feweryoung people arecasting ballotsoverthelastfewyears, accordingtoElectionsCanada data.Inthe2015generalelection, voterturnoutwas57.1percentfor peopleages18to24,then53.9 per centinthe2019election,and47 percentinthe2021election.

Karlee Hewettwasoneofthe sixCapilanoUniversitystudents whotookpartinthe pilot project at WindsorSecondary, emphasizingduringthe discussionsthat youngpeople’svotes really do matter.

“Statisticallyspeaking,it’sthe oldergenerationsthataredeciding howourpoliticsareswayedright now,andwithengagementof youth,Ithink we’ll reallysee policy differenceandgovernmentchange inthefuture,”Hewettsaid.

Matijasevichsaid political partiesoftentimesdesigntheir platformsand policy pitches

based on whotheyknowisgoing toturnouttovote, makingitvital foryoung people andthosein different demographicsto engage in politicsand havetheirvoices heard.

“Theideahereisthatifvoting issuchanimportantthingto do and politicalengagementis important,then highschoolis anidealtimeto really havethese conversationsand get people thinkingabouttheimportanceof involvementand howhaving a voice, particularlyyoung people, is reallyimportant,” Matijasevich saidaboutthe project.

BothMatijasevichand Mollard said thepilotprojectlaunchcomes ata perfect timewiththefederal electionrightaroundthecorner, asstudentsarealreadykeepingan eyeonwhat’s happening.The pilot hasbeen asuccess, Matijasevich said,andthereare plans to bring backtheFirst Voteprojectwith a focusonthemunicipalelections ontheNorthShorenextyear.

“Everyonecameoutfeelinglike itwasagreat project,” he said.

Itis with greatsadnessand loss that we announcethepassingof Juergen (Jim) BeissneronSeptember 6, 2024 at North ShoreHospice. Aftersomemonths mourningthe loss ofherbelovedhusband, Gisela Beissnerpassedaway January 24,2025 alsoat NorthShoreHospice.

Juergen andGiselametat work in Wuppertal, Germany in 1952.They were bothyoung, energetic professionals andfound amutualpassion fortravel and adventure.Theyexplored Europe together, first with aVespa and then in aVW Beetle, alsospending somemonths workinginSpain. They married in June 1957 andcrossedthe Atlantic OceantoQuebec City and then traveled by train acrossCanadatoVancouver.

Juergen hadanalmost 30 year textile career in Canada, allatGordonFabrics Ltd.,eventuallybecomingPresident andPartner.Hewas instrumental in creating an international textile buyinggroup togetherwithsuppliers and wholesalersin Europe,SouthAfrica, NewZealand, Japan, Taiwan, Hong Kong, Singapore. Juergenwas widelyadmired forhis many strengths in businessand finance, sense of humour andgenerous and kindnature with everyone.

Giselagraduated from UBCwithaBAinFrenchand thenSFUwithaTeaching Certificate.She taught atFort LangleyJrSecondary school for10yearsthen continuedtosubstitute teachallover Vancouver.She wasrecognizedforher talentof languages,passion forbooks and nature and finding meaning in life.

Juergen andGiselamoved to theirhomeinWest Vancouver in 1966 and continued to build theirlife, family andcommunity.Theybothloved to be there and continuedtolivethere as long as possible. With pool,tenniscourt, sauna, hot tuband master garden theproperty wasfondlynicknamed “the Resort”.

In retirement,Juergen and Gisela were healthy andactiveandhadfreedom, flexibility and means totravel so they didallthethingstheyloved, visitingSouth America, Australia,NewZealand, theSouthPacific,Africa, Egyptand Israel, Europe,all over theMediterranean,the Caribbean, theUSincluding Hawaii and Alaskaand Mexico. They continuedtodoadventurousactivitieslikecamping, cross-country skiing,hiking andsnorkeling.

Juergen andGiselawerefirstand foremost devoted to each otherand their family– daughter,Nicole, granddaughter,Brigitte, and grandson, Andre. As parentsandgrandparentstheywillalwaysberemembered fortheir immensely kind, generous,adventurous andlovingnature.

The family wouldliketoexpress ourhugegratitudetothe amazingcircle of, friends, caregiversand supportpeople(especially Vera,Willy,Mina, Allan) who becameclose friends andlikefamily.Theybrought so much kindness and understanding to Juergenand Giselaintheirmoredifficultand finalyearsand to allthe family.A smallCelebrationof TwoLivesverywell-lived hasalready taken place.

It is with heavy heartsthat we announcethepassing of HazelAliceBest(nee Dorey),a beloved mother, grandmother,great-grandmother,and great-greatgrandmother.Hazelpassedawaypeacefully on March19,2025,at theremarkableageof 103.

Born on November 17,1921, in Kamloops,BC, Hazel spenther formativeyearsinthe charming town of Salmo, BC with her 4siblings.She waspredeceased by herhusbandof53years, Norman Best,in1994, andher sonBillin 2007.She is survivedbyher two daughtersSusan Amy(Lyle,deceased2022),and Marjorie Krueger (Gary),andherdaughter-in-law Cathie Best.

Herlegacycontinues throughher loving grandchildren: Gordon Kleaman, JimAmy,Ken Page (Lenora),Tracy Newcomb, Rick Page (Gorett),Curtis Kleaman, SusanKatinic (Nick),Steve Page (Michelle), Darren Kleaman(Henri),CoriBest, and DennisBest(Audrey). Shewasalso blessedwith16 great-grandchildrenand 2great-great-grandchildren, eachatestament to herenduringloveand family bonds.

Foranincredible82years, HazelcalledDeep Cove, BC,herhome. Shewasdeeplyintegratedintothe community,maintaining closetieswiththe Deep Cove Heritage Societyand wasinstrumental in lobbying forthe Parkgate Seniors Centre.She spent untoldhoursvolunteeringatthe SeniorsCentre includingpreparingluncheson aweekly basis. Shewas asparkinmanyofour lives, and thesource of great wisdomandhumour.Shegenuinely enriched thelivesofallwho knew her.

AcelebrationofHazel's lifewill beheldatthe Mount Seymour United Church (1200 Parkgate Avenue, NorthVancouver)onApril 26,2025,at3:00 PM.

In lieu of flowers, the family kindlyrequeststhat donationsbe made in Hazel'smemorytothe Kidney Foundation.
