Tane Apanui from Christchurch had presented the Greater Christchurch Public Transport Joint Committee (GCPTJC), of which the Selwyn District Council is a member, with a proposal to set up a commuter rail service linking Selwyn to Christchurch and the Waimakariri district. He had taken his ‘Dash Rail’ plan, which he estimated to

cost around $1.8million to set up, to the committee in March but last week the GCPTJC rejected the proposal ‘on advice from staff’.

Mr Apanui said he was disappointed but not surprised at the rejection of his plan which would have helped to ease the congestion on local roads. “I felt in the (March) meeting that this was not

a project the attendees were keen to look at further.

“Now when I read the very brief and undetailed report considered by the committee last week, it’s clear this was never going to fly with staff advising the GCJPTC. continued on page 4 …

The funding for the facilities has come from the Government’s Waste Minimisation Fund which was established in 2009, and is funded by a levy charged on waste disposed of at landfills.

Selwyn MP Amy Adams said she was delighted the recycling stations will be established in the two Selwyn communities.

“These two communities have previously not had access to recycling facilities, despite local residents and businesses having been keen to establish a permanent and sustainable recycling service for some time.”

The project will establish recycling stations in three locations, two in Arthur’s Pass and one in Castle Hill, using large customised conver ted shipping containers.

The first recycling station was launched

in Arthur’s Pass earlier this year, with the remaining two recycling stations to open later this year.

The proposed system will recover approximately 40 tonne of recyclables per annum.

“The system will enable residents, businesses and tourists to access a convenient recycling facility accepting the full range of kerbside recyclables: glass bottles, plastics, aluminium and steel cans, paper and cardboard,” Ms Adams said.

“Giving residents, holiday home owners, businesses and tourists the opportunity to recycle will reduce dumping of recyclable waste and help preserve this unique environment.” said Ms Adams.

Over $60 million has been awarded through the Waste Minimisation Fund to more than 100 projects to date. ¢

Use of nitrogen loss rate tool extended A system to measure nitrogen losses of farms and lifestyle blocks which has been trialled in Selwyn, is to be rolled out across the rest of Canterbury.

Environment Canterbury (ECan) has approved a tool for farmers to measure the nitrogen loss rates from their properties.

Earlier this year the ‘NCheck’ system was approved for use in the Selwyn Te Waihora catchment only but now ECan is extending that approval for use across the wider Canterbury region.

ECan chief executive Bill Bayfield said NCheck is a simple way for farmers and lifestyle block owners to find out their property’s nitrogen losses and whether they need a land use consent to farm.

“This tool has already proven easy for farmers to use, which ultimately will lead to good environmental outcomes,” Mr Bayfield said.

“In Selwyn Te Waihora, use of NCheck has helped minimise delays in farmers obtaining consent and to move forward

implementation of farm environment plans and progress towards farming to limits in the catchment.” Mr Bayfield said cropping farms and those with low nitrogen losses can use the NCheck report in the consent process. ¢

Measles warning

Rolleston rugby rolls on

Selwyn residents are being urged to watch out for the signs of measles after a Canterbury man was confirmed to have contracted the infectious disease while holidaying in Bali.

A 23-year-old Christchurch man was put into isolation after laboratory testing last week which confirmed he had been infected with measles.

Canterbury Medical Officer of Health Dr Ramon Pink said measles is highly infectious.

“The measles virus spreads easily from person to person through the air, via breathing, coughing and sneezing,” Dr Pink said.

“It starts with fever, runny nose, cough, red eyes, and sore throat. This is followed by a rash that spreads over the body.”

He said people who aren’t fully immunised are being asked to keep a close eye out for measles symptoms.

“We’re asking people who haven’t been immunised and those who may have been in contact with the case to keep a close eye out for these symptoms. If you develop symptoms phone a doctor and let them know that you have potentially been in contact with a confirmed measles case.”

Dr Pink said the team at Community and Public Health are busy contacting those who may have come into contact with the man to minimise the spread.

“Unfortunately New Zealanders face a heightened risk of measles as a result of the decision by parents in the 1990s not to get their children immunised due to now discredited research on the link between the measles vaccine and autism.

The team, which started the season playing non-tackle ripper rugby, is part of a growing number of junior teams under the care of the Rolleston Rugby Football Club which this season welcomed six new teams to the club.

Among those new teams are two new girls’ sides, an Under 9 Pink side and a combined Rolleston and Waihora team, made up of six girls from the Rolleston club and four from fellow Ellesmere Rugby Sub Union club, the Tai Tapu-based Waihora, which will also play in the Under 9 grade.

The Under 9 Pink team started the season playing ripper rugby, in which players ‘rip’ off tags worn by opposition players rather than tackle them.

However, two weeks into the season the team was upgraded to

a ‘tackle’ side meaning the girls could really get to grips with their opposition.

Team manager Julie Hobbs said at the start of the season the Under 9 girls started out as a ‘quick rip,’ team.

“However, after a two-week trial in the tackle competition, ripper rugby soon became very boring to them.

“They were keen as mustard to get stuck in, literally boots and all, and play tackle, not only against other girls but the majority of their games being against boys.”

Four of the Under 9 team were part of last year’s Under 7 team which this season is unearthing more girl power.

Rolleston RFC now has 32 junior and senior teams making it one of the fastest growing clubs in Selwyn. ¢

“It’s a shame as some of the issues raised in the report are not insurmountable and some are just plain incorrect.”

Mr Apanui said the staff report presented to the GCPTJC last week gave significant weight to three earlier reports, two of which are ten and nine years old, respectively.

“The Christchurch Rolleston and Environs Transportation Study from 2007 looked at future transportation in the southwest and south of Christchurch to 2021.

“That’s 10 years old and preearthquake,” Mr Apanui said.

“We must be more nimble and relevant if we are to effectively address problems such as traffic congestion and referring to 10-year-old studies doesn’t give me a huge amount of confidence in the reasoning behind decisions being made in 2017 after a major earthquake and resulting growth in areas like Rolleston and North Canterbury.”

While the GCPTJC rejected Mr Apanui’s proposal, which it had said was feasible, it hasn’t totally ruled out a rail link in the future saying ‘it should be a modern and comfortable service built upon proven demand’. ¢

two masts in successive years (2016 and 2017), however, over the last 30 years there have been other clusters of mast events.

To combat the increased risk from the anticipated spike in predator numbers, $21.3 million of new operating funding has been allocated to The Battle for Our Birds 2017 campaign.

This will fund one of the largest predator control programmes in our history, across 800,000 hectares of land.

Trapping and poisoning will start in July this year and run through to 2018, with most work planned before Christmas.

DoC will use a mix of ground-based trapping and poison in bait stations, depending on local conditions at each site, and will monitor predator levels to determine where best to drop 1080 in hard to reach landscapes.

With these measures in place, we should still be able to enjoy seeing and hearing native birds in our reserves over summer. ¢

Community art gallery opens

Selwyn’s newest community art gallery has been officially opened in Leeston.

Run by Lakeland Art, which is part of the Ellesmere Art Group Trust, the new gallery is sited in the former Ellesmere Drapery building, on High St in Leeston.

The trust was given a helping hand from the Selwyn District Council recently when it was awarded a $20,000 seeding grant courtesy of the council’s arts reserves fund.

Mayor Sam Broughton was on hand last Friday evening to officially open the new gallery which in addition to giving local artist and opportunity to display their works has space to hold art workshops.

Lakeland Art chair Brian de Lore told those who gathered for the opening they were grateful for the council support.

“We believe this is the first art gallery to open in Leeston in its 150 year history and helps to fill the void between here and Ashburton,” Mr de Lore said.

“We have over 75 artists working in this part of Selwyn and on opening night around 30 had works displayed.”

The gallery will be run by volunteers following the model set by the district’s other two community galleries, the Selwyn Gallery in Darfield and Lincoln’s Down by the Liffey Gallery. ¢

Selwyn District Council chief executive David Ward has been given a two-year extension to his contract.

p Selwyn District Council chief executive David Ward has had his contract extended

Mr Ward was appointed to the position in 2014 and council is able to extend the contract for a further two years with the position required to be re-advertised after a period of five years.

Selwyn Mayor Sam Broughton said councillors employ only one role, that of the chief executive.

“This role is responsible for the delivery of all council policies, projects, and plans for the future through the other staff,” Mayor Broughton said.

“David has helped successfully lead a number of council projects which

help make Selwyn a great place to live.

“The extension of Mr Ward’s contract reflects the positive work of the council and staff in our community.”

He said councillors have high expectations of their chief executive and staff and they are looking forward to working together to achieve good outcomes for Selwyn.

“Selwyn continues to face a number of challenges brought on by growth, changing community expectations, asset renewal, and government legislation,” Mayor Broughton said. ¢

Four Springfield artists will be the focus of the latest art exhibition to be held at the Selwyn Gallery in Darfield.

The exhibition, entitled ‘Quintessentially Kiwi’ will feature photography, jewellery and paintings from four Springfield artists that illustrate beach life, farm life, adventure and isolation.

The four artists who have joined together for this exhibition are Vicky Peacock (contemporary), Denise Scott (realism), Myriam Jay (photography and jewellery) and Corey Koppe (photo realism).

Vicky Peacock, who studied art and teaching in England before moving to New Zealand in 2001 said this eclectic collection of work, while diverse in appearance, has a strong thread that unites all the pieces.

“Our title ‘Quintessentially Kiwi’ provided the opportunity to think deeply about the things that I strongly identify with New Zealand like the pristine, deserted beaches of Golden Bay with original Kiwi baches, the farming and agriculture that surrounds us, and the isolation we as a nation are exposed to being a small island at the bottom of the world.”

Painter Denise Scott, who has lived in the Sheffield area most of her life, said she has an appreciation for what nature presents to us.

“I like a painting to tell the story that goes with it and the reason I was there and was attracted to painting the scene in the first place.

“I enjoy meeting up regularly with other artists to be inspired and to share art experiences with. Having a studio now has given me added incentive to paint as often as I can and to make art,

For photographer and jewellery maker Myriam Jay this will be her second jewellery art exhibition but said she is excited to be able to display her photography for the first time.

Broadfield was far too strong for Southbridge in the latest round of the Selwyn Netball Centre’s premier grade competition.

In the match, played at the Lincoln Events Centre on Saturday, Broadfield took the lead early in the first quarter and never let the advantage slip, running out comfortable winners 58–22.

Meanwhile, Lincoln proved too strong for Greenpark in the top of the table clash. Lincoln, the defending champions, were put under pressure by the Greenpark side but in the end were

too strong, taking out the match 57–51.

The win moves Lincoln four points clear of Greenpark in the standings while Broadfield holds down third place, one point ahead of Halswell, which downed winless Burnham 52–33 in the other round four match of the day. This weekend Lincoln takes on Southbridge, Broadfield plays Halswell and Burnham faces up to Broadfield. ¢

Buying a lifestyle block conjures up romantic visions of being able to enjoy country living without the financial and time commitments of a working farm.

However, it can pay to do some hard thinking before you purchase that lifestyle block you’ve fallen in love with.

It’s all about what you really want for your future.

Should you run your lifestyle block as a ‘hobby farm’ or business, and should you register for GST? Care needs to be taken in resolving these issues particularly if the block or your intended use of it is marginal from a business perspective.

The seller of the block you are considering may or may not be registered for GST. Either way choosing to become GST registered can seem a great way to save paying the GST or getting a fast cash injection through a refund, but the reality of the GST and Income Tax Acts is that you will most likely need to be a business to do that.

The criteria for a business under the Tax Act and for GST registration are different. The definition of a business can be tricky in this instance.

There is no ‘bright line’ test about how the lifestyle property or your use of it might measure up. You will need to make your intent clear from the start and operate the property as a

business with the express purpose of making money. You can’t simply use the property expenses to off-set your wages and salary or other earnings.

Don’t underestimate how long you can spend complying with Inland Revenue requirements. You need to keep proper records, distinguish private from business expenses and calculate and return GST. It all takes time and effort.

Also, the other side of the GST coin is that if you sell, you will need to either pay GST on the sale price of the farm component or sell the property to a buyer who is GST registered. Such a buyer might be hard to find if your block

is marginal from a business perspective.

If you would have trouble justifying the status of your block as a business, that’s a warning sign.

Inland Revenue has the right to ask you to justify that status and if it’s found to be incorrect they can impose hefty penalties.

So ask yourself — do I want to make money from this property or is it primarily about a lifestyle choice? ¢

Pedigree. It’s an all important factor in the world of automobiles — the difference between a new up and coming supercar like the Koenigsegg and an old and established marque like Lamborghini.

Both are blisteringly fast, but one is the stuff of petrolhead dreams just because of the name.

The thing is, that name has to be earned, and backed up with solid performances, building one on the other every time a new machine hits the tarmac. So it is with the Honda Civic Type R — a strange case in point indeed.

With its roots firmly planted in the stolid dependability of the Civic, that extra letter has meant poise and power for 30 years. Here comes the anniversary, then, and a new model for 2017, which aims a withering broadside at not just

the other Japanese automakers, but at the best of Europe as well.

Honda picked a great way to assert its dominance as it launched the sleek, sharp new Civic Type R. Those slippery lines, festooned with gills, splitters, spoilers and blades cut through the chilly air at the Nurburgring in Germany on the morning of April 2, preparing to smash some records. When the dust settled the new Honda had blitzed the 20-kilometre ‘green hell’ in just

Even the stand out triple exhaust system is cleverly designed with a smaller central pipe to create a precisely tuned sound at both low and high revs. Handling has been tuned to

razor precision, and the power from the two-litre, double-overhead-cam turbo i-VTEC engine hits the ground through a six-speed manual box. This, then, is a driver’s car pure and simple. And the best news of all — it’s coming to New Zealand. While we don’t have the twists and turns of Germany’s most famous racetrack, we certainly have the wide range of surfaces, corners and straights represented there. No word yet on price, but fans of the big red R will be fixated on that other number — 7:43.8 — more than any other. ¢

Winter car checklist To reduce your chance of getting caught out with car troubles, here’s a few simple and inexpensive tips that will help keep you mobile during the colder months: Cooling system Generally all modern cars have antifreeze inhibitors, but it’s a case of making sure there is sufficient for cold conditions. If you haven’t got enough anti-freeze in the coolant system, the engine may freeze up, the engine is put under extreme pressure and components may crack.

Battery Ironically, it’s heat that is a battery’s worst enemy. But often it’s not until the onset of cold weather and increased engine cranking loads that any weakness is exposed. And it’s then that the battery is likely to fail. The answer? Test your battery before winter takes hold.

Also, make sure you: •• Check battery connections are clean and tight •• Check the fluid levels are correct (for non-sealed batteries only) •• Park your car under cover if you can •• Start it up the day before you drive it to ensure the battery is okay if your car has been sitting dormant for awhile Wheels and windows Tyres with borderline tread will impede the removal of water in bad weather conditions. It is critical water is dispersed from under the tyre when driving in wet conditions.

Tyres that can’t grip can’t keep you safe. In extreme weather you need to rely on the sticking power of your vehicle’s tread. Visibility is also key in bad weather. Clean windows, clean headlights and effective wiper blades will make a world of difference.

Make sure you: •• Check your car tyres have adequate tread depth (standard tyres must have 1.5mm over threequarters of the tyre around its entire circumference, while snow tyres have a 4mm requirement) and confirm your tyre pressures are correct •• Check and ensure your washer

p The New Zealand Guitar Quartet will play its first ever concert in Darfield in July

The concert is being put on by the Performing Arts Committee of the Malvern Community Arts Council.

Council arts’ administrator Rose Gerard said the council has been able to bring the NZGQ to Darfield because of the generous support of Arts on Tour NZ, Creative Communities NZ, and the Selwyn District Council.

She said the New Zealand Guitar Quartet was formed in Wellington in 2010 and has quickly developed a following with invitations to perform both locally and overseas.

“NZGQ members Owen Moriarty, John Couch, Christopher Hill, and Jane Curry have not only garnered acclaim as soloists on concert stages around the world, but the quartet has also been praised for its diverse programming, technical brilliance, and polished ensemble skills.”

The Darfield concert is scheduled for Sunday, July 2 at 2.30pm and tickets will be available from the beginning of June at the Selwyn Gallery in Darfield, or at the door on the day of the performance. ¢

I will be one of the thousands who watched the two youngsters follow the hearse that carried their mother, seemingly without any emotion.

Total British stiff upper lip, a command far beyond the reach of boys of that age, but they delivered anyway.

My heart went out to them then as it still does today.

As a man in my mid-60s I was emotional at my mother’s service and she was 98 when she passed away, not in her prime and due to an accident that was front page all over the world.

At last, and 20 years on, the two children have decided to face their reality and admit, for the good of others, their personal battles of emotion and loss.

As world leaders and figureheads of society and royalty, the two have said it is very OK for a man to cry, to mourn and to admit mental health issues.

Perhaps for me the greatest example they deliver to the people who are suffering from stress and depression is that it is better to talk about it that to suffer quietly and go deeper into oneself.

In my personal case I can assure you that once I admitted to myself that I needed help, I grew as a person.

I started to tell people I was in the dark hole and it is bloody awful down there. Interestingly no one laughed, poured scorn or treated me as a leper.

A percentage told me I was very brave opening up to everyone and risking being seen as a failure, but the majority of folk simply admitted they have suffered, or were suffering as well.

It is a strange thing, but when one is in that black hole, one feels very alone and the rest of the world seems to be trouble free and enjoying life.

The chances are that they aren’t and in fact may even be worse off than you, but like you they won’t show it.

Put it this way; if it is OK for the British royalty to soften their stiff upper lips and show they are human, it is very alright for we subjects to follow their lead and admit we are suffering.

If anyone tells you to take a cement pill and harden up, punch them very firmly on the nose from me. ¢
