Council loses momentum on capital projects “While 65% may sound like a low figure, one reason was each year council budgeted for potential renewals for water and sewage treatment which were not always required and would be rolled over to the following year.”

The number of small projects not completed was due in part to difficulty finding contractors which Mr Marshall thought might be rectified by tendering out earlier in the year.

“Council may need to be more realistic about the number of projects it takes on.

“Maybe we are being a bit over optimistic, perhaps we need to look

at not taking on everything, just because we can fund it.” Mr Marshall said an analysis of why there was a high rate of uncompleted project will be released in three weeks’ time.

Among the projects which have not yet come to fruition are public toilets in Rolleston, Darfield, Springfield, Coes Ford and Lakeside Domain.

p The Selwyn Central Community Board is calling for locals to have their say on plans for the disused Rolleston railway station

The Selwyn Central Community Board is hosting the event which will give people a chance to share their ideas on beatification and changes to the station, according to board chairperson Diane Chesmar.

“We think there is an opportunity to make the railway station a building that the community can be proud of but we want to hear whether the local community supports this concept,” Mrs Chesmar said.

“The railway station is very visible to people passing through Rolleston as it is one of the first things people see when they enter the town whether it’s via road or rail.”

Mrs Chesmar said the board had been working on some ideas already including creating panels which illustrate the story of Rolleston’s history and display racks

Mrs Chesmar also hopes volunteers will come forward to help with the project.

“We are sure there are many volunteers in the community with skills that may assist the project and we encourage people to let us know how they would like to help,” says Mrs Chesmar.

“We want this to be a community led project which involves the local community and local businesses.”

The community conversation café will be held at the Rolleston Community Centre on Thursday, May 22 at 7pm. ¢

Alcohol abuse continues to be a costly social and health problem in our local communities.

The latest available local Police statistics show there were 220 disorder offences in the Canterbury district during the month of February 2014. This is a significant drop from the 285 such offences that occurred in February 2013.

Similarly there has been a reduction in public place assaults from 107 in February 2013 to 85 in February this year.

The Police are also involved in taking preventative action in the form of picking up intoxicated people and taking them home or back to the station to sober up.

In February 2013, 235 intoxicated people were removed from public places

by Canterbury Police — for February 2014, the figure was 207.

There has been discussion by some groups about whether imposing a minimum pricing regime on alcohol could assist in reducing

the harm caused by excessive alcohol consumption.

It seems to me that minimum pricing on alcohol would hit moderate drinkers in the pocket when there is no compelling evidence that increasing the price of alcohol is the correct approach to address problem drinking.

Moderating the way we use alcohol is first and foremost an issue we need to tackle as individuals, communities and as families through good information and support and modelling good behaviours.

In my view, the recent changes to the Sale and Supply of Alcohol Act have achieved a sensible balance to curb the harm of alcohol abuse without penalising moderate drinkers.

It is right that we allow time for these new alcohol reforms to bed in and to assess their impacts, including the development and implementation of Local Alcohol Policies which are likely to take up to two years to come into full effect. ¢

Construction begins Collection contract signed on Selwyn’s biggest park

Construction on what will become Selwyn’s largest recreational park has begun.

p Work has begun on developing Foster Recreation Park in Rolleston into what eventually will make it the largest recreational park in Selwyn

Earthworks have started at Foster Recreation Park in Rolleston with the park to be divided into four hub areas: a facility sports hub, an outdoor sports hub, a recreation hub and an events oval hub.

The Foster Recreation Park plan was adopted by the Selwyn District Council last month, with 96% of submissions to the plan supporting the overall concept for the park.

Selwyn District Council’s open space and property manager Mark Rykers said stage one of the development is initially focused around developing 14 hectares of sports fields and a sports hub building opposite the Selwyn Aquatic Centre.

“The first step is to get the earthworks started and to lay down the irrigation.

Lighting installation, car parks and path developments will come after this, followed by the construction of changing facilities, all as part of the first stage,” Mr Rykers said.

He said minor changes have been made to the timing of projects and some aspects of the plan as a result of submissions.

“The development of walking and cycling tracks around the edge of the park and the construction of the health and fitness centre were both brought forward to be part of the first stage of works.

“Constructing these sooner means residents will be able to start using the walking and cycling tracks as soon

as they are put in rather than waiting another five years for the paths to be available.”

The park will ultimately provide around 716 car parks, and the extension of the Selwyn Aquatic Centre car park will now take place within the next five years to provide more parking.

Mr Rykers said the park is designed to be used for a range of activities including sports training and games, community events and concerts as well as less formal activities like exercising dogs, picnics and walking and cycling. ¢

As part of the new contract, TPI has promised to introduce new collection trucks with increased storage capacity which will result in fewer trips to the Eco Central depot in Sockburn to drop off recyclables, according to council’s solid waste manager Gavin Sole.

West Melton Scouting celebrates 50 years

Selwyn residents are being invited to come along on a trip to visit Selwyn’s Japanese sister cities.

West Melton Scouting will celebrate its 50th year over Queen’s Birthday Weekend with a public display at their den and the official opening of a new campfire area at the domain.

The West Melton branch of scouting began in August 1964 under the leadership of Graeme Oakley (Scouts) and Ray Quinton (Cubs). There were eight boys in each section.

Following extensive fundraising efforts the scout group built their own den, located in the West Melton Domain. In 1980 a Venturers section began, followed by a Keas section for younger people in 1986.

Currently, the West Melton Scout Group has 15 Keas, 18 Cubs, 18 Scouts, 7 Venturers and 10 Leaders.

Group Leader Christine Coppard has been a leader at West Melton for nine years and said she became involved with scouts as a way of supporting Darfield Preschool & Nursery

Every second year, the Malvern Community Board, along with the Selwyn District Council, organise a trip for Selwyn residents or people who work in the district to its sister cities Yubetsu and Akitakata in Japan.

This year’s group will also spend time with the Darfield High School student group who will be travelling in Japan at the same time.

Andrew Sharpe is challenging men to grow some facial hair for the 150 days leading up to the celebrations, with judging and a prize giving ceremony to take place upon completion.

Youth week in Selwyn this month will focus on the contributions and achievements of young people in New Zealand, according to Selwyn Youth Council Chairperson Tristan Misselbrook.

The theme of this year’s youth week is ‘Be the change’ and Tristan said plans were afoot for an exciting, activity packed week for young people, their families and the wider community to take part in.

“We have a range of events planned for Youth Week which will be organised and run by young people living in Selwyn,” he says.

New life forged in Greendale u by Belinda Cullen-Reid

Some people might be concerned that living in an over 140 year old blacksmith’s house could be a little cold and ghostly but current owners of this historic Greendale property feel nothing but comforting good vibes.

Ira and Teresa Hayes have lived at the two acre property since 1992 and delight in being the present proprietors.

“I think the people who lived here in the past were happy here. It’s got a lovely feel about it,” Teresa says. “The property has been here so long, there have been

The Hayes had been living in the city, but after visiting friends who’d made the move to the country they decided to start looking at properties.

Teresa said by chance she came across an ad for this property in Greendale.

“The only thing I knew about Greendale was that it had a golf course,” she remembers.

They came and had a look and Teresa said she fell in love with the history of the place.

“The house was in good condition. It had been well loved. I thought it looked lovely.

They have found quite a few horse shoes around the place and are surprised at how big some were.

For a time the house was owned by a wheelwright. Several large wagon wheels have been found on the property and now adorn parts of the garden and entrance area.

The house has had one major alteration in its time, with the back half of the house being removed, placed in

the yards and used for outdoor sheds.

The original tongue-and-groove walls are still visible.

In its place an extension was built onto the house, providing a larger kitchen and living area, bathroom and separate toilet, and another bedroom.

Ira and Teresa have put their own personal touches on the place. Ira emigrated from Kansas in Oklahoma in the 1970s and Teresa’s parents were Italian immigrants. The house is decorated with photos and mementoes of family and times gone by.

Teresa pulls out a coffee roaster from the pantry and demonstrates how her father used to buy his own green coffee beans and roast them in the pan on the stove.

The house would be full of the smoke from the oil of the coffee beans.

Many of the traditions from her parents she has carried on, though she enjoys the convenience of having on ready supply many things that her mother never had.

“When mum came out [from Italy] there were none of the ingredients she was used to cooking with back home.

Diamond had not long started making pasta in their factory in Timaru. She had to make a lot of things from scratch.”

While things are certainly easier now there is always a lot of work to be done when owning a lifestyle property, especially for those wanting to produce from the land.

Having both retired last year Ira and Teresa now have more time to spend on their property and they hope to stay for a long time yet before passing it on to the next family.

I learnt that horses need housing to protect them from harsh weather. They should be fed clean, high quality feed and they need access to fresh water.

According to the website horses are the worst of all grazing animals as they overgraze some areas of their paddocks. Horses have upper and lower incisors so they can nip off grass very short like a wellmown lawn.

Unlike sheep you can’t just leave their dung in the paddock — you have to do something with it.

It needs to be collected regularly.

This does make a good all round manure for the garden.

Horses are herbivores and should be fed little and often with plenty of bulk food. You should keep a good feeding routine and make no sudden changes to their diet.

Horses should be fed according to their body requirements.

Miniature horses are prone to

over-eating. You can’t just stick them in a paddock of lush long grass and let them go for it.

The amount of food from grazing and supplements has to be well regulated or you’ll end up with an overweight horse prone to other health problems such as founder.

Did you know horses don’t pant when they’re hot? They lose heat by sweating and evaporation of sweat from the body.

Horses can become very hot with a risk of heat stress when they have covers on in hot weather.

The risk is greater if they don’t have access to shade. Horses need maintenance for their hooves and teeth, so if you’re reasonably new to horse care you’ll need to factor in the cost of getting a professional in to help.

Horses also need regular grooming to ensure their coats stay healthy.

Bringing a new type of animal into your life takes careful consideration.

It’s always best to do your homework, for your sake and that of the animal you’re thinking of getting. ¢

your lawns in order. First impressions count. When it comes to new lawn it all happens in the root department, good soil preparation is paramount.

This involves removing any weeds or debris from existing lawns, cultivating new beds to five to ten centimetres and levelling out the areas ready for seeding.

Remember if it’s a larger area, you need to ensure there is a slope on the grassed area so water doesn’t pool and worse still puddle.

One of the best ways to ensure success is to spread an even layer of lawn preparation mix on top of the soil.

Sowing lawn seed is the cheapest way to establish a lawn and it’s easier than you think, so once the soil preparation is done, choose a fast growing seed.

Under good conditions, warm weather and a little rain, new grass seedlings will appear within a week.

Remember to fence off newly sown areas from the dogs, cats and children.

Even through the grass appears quickly it takes a couple of months to be fully established.

Simply scatter seed in an east to west direction then a north to south direction to ensure an even spread.

Rake in lightly to ensure seed is covered. Water lightly and keep moist on a daily basis during the germination period.

Autumn is the right time to apply lawn fertiliser for both established and freshly sown lawns.

The trick with feeding a lawn is only to use specific lawn fertiliser. This will ensure a blend of all the right nutrients to promote a healthy robust and long term lawn.

Over winter and autumn, the ground temperature drops dramatically, and it can cause lawns to suffer.

Before the coldest months arrive, get rid of any lawn weeds. There are a good number of products available to help you do this.

Lift the height of your lawn mower so you do not cut the grass so short.

Longer grass keeps the soil a little warmer and the grass greener. ¢

A wet warm autumn has meant a flurry of growth in Selwyn gardens, and not all of it is welcome.

While lacklustre browned off lawns of summer have been replaced with lush new growth requiring regular trimming, the spread of weeds, funguses and unwanted insects are also enjoying their insurgence.

Adding to this luscious mix of pests is the seemingly never ending supply of leaves and other foliage who have abandoned their deciduous dwellings.

While leaves can provide a great natural source of mulch when left to rot in wooded areas, you don’t want them decomposing in piles on your lawn as this will cause patches of lawn to die off.

It is better to rake them up once or twice a week and put them in the compost heap where their nutrients can meld with other matter to create a tasty blend of soil for future garden beds.

Concerning your vegetable garden; you have two options. You can either have a complete clear out and let it rest for winter, perhaps sewing an

autumn/winter crop of mustard seed to later mulch in to revitalise your soil, or you can proceed with your vegetable gardening over the winter, growing items suitable for the season.

Plant: Beetroot, broccoli, cabbages, cauliflowers, celer y, coriander, kale, parsley, rosemary, silver beet, spinach, thyme.

Harvest: Apples, beans, beetroot, broccoli, cabbages, carrots, cauliflowers, celery, courgettes, lettuces, marrows, parsnips, passion fruit, pears, peas, pumpkins, quince, rhubarb, tomatoes.

Plants for mother’s winter garden: Cyclamen, Bellis, Cineraria, Flowering Kale, Leucadendron, Polyanthus, Primula, Snapdragons, Wildflowers, Winter Roses — Hellebores, Violas.

It’s the last chance to plant spring bulbs, so add a variety of these to your shopping list. This will provide a wonderful surprise when the weather brightens. ¢
