A Selwyn District Council resource consent allowing the building of a 32m tower was granted in 2013 but a small group of residents appealed the decision to the Environment Court with a preliminary hearing set down for June.

Vodafone external communications manager Michelle Baguley said with the

agreement of all parties they have put the hearing on hold to allow them to put up a 25m tower on the same site, which, because of its reduced height, is a permitted activity not requiring a resource consent.

“We have had huge support from the people of West Melton to get this tower

up so felt this was an appropriate way to proceed.

“As it is part of the Rural Broadband Initiative and government funding is being used, we have to ensure the tower we put up fulfils the requirement of the RBI.” continued on page 7 …

Beard growing competition kicks off u by Belinda Cullen-Reid

Over 50 men from the West Melton area signed up to compete in the town’s beard growing competition as part of the 150-year celebrations to be held at Labour Weekend.

The event kicked off at the West Melton pub last week, where men were photographed with their clean shaven faces, and were given a support pack which included hair care products.

Long-time beard wearing West Melton resident, and winner of the 1971 beard growing competition, Colin Watson, took the plunge and parted with his whiskers, so he could enter the competition with a clean conscience.

Competition organiser Andrew Sharpe said regular ‘support group’ meetings will be held at the pub leading up to the grand judging in October. ¢

Mr Brown has been involved with civil defence for 25 years, including 12 years with the council as its emergency management manager, local controller, and principal rural fire officer, as well as working with the National Civil Defence School. Burnham Military Camp has been part of the Selwyn landscape since 1923. It is the largest army base in the South Island.

Medical training for the entire New Zealand Defence Force is conducted in Burnham at Joint Services Health School and all medics enlisted in the Army, Navy or Air Force are sent here for training.

Burnham is also home to the Southern HQ of the New Zealand Cadet Forces. They are the Air Training Corps (Air Force), Cadet Corps (Army) and Sea Cadet Corps (Navy).

At Burnham, the NZDF offers a motivational and training course for young people, known as the Limited Service Volunteer programme. The LSV programme is for young people aged from 17 to 25 years old who receive a benefit from Work and Income.

The course provides participants with the opportunity to learn life skills and motivation, and includes challenging outdoor recreational activities that promote team work, self-confidence and self-achievement.

There is a strong emphasis on working together as a team and the discipline it takes to achieve this. Participants also have first aid training and learn basic financial and budgeting skills, and interview skills.

Groups and individuals interested in preserving Selwyn’s heritage are being encouraged to apply for funding for their next project with the opening of Selwyn Heritage Fund applications.

Selwyn District Council has funding available to meet some of the extra costs associated with protecting heritage buildings and trees for the community’s benefit. This may include restoring, reinforcing and protecting heritage buildings, and other structures such as war memorials, sites and trees.

A youth division of St John is starting in West Melton next month, giving young people in the area an opportunity to learn life skills including first aid, road safety, community awareness and communication.

West Melton St John Divisional Manager Tessa Barnes said St John Youth division is for people age six to eighteen years, with a penguin programme for six to eight year olds and a cadet programme for older children.

“St John Youth is a great programme for children to make new friends and learn great life skills all within a fun and safe environment,” Ms Barnes said.

“During the year within the youth programme, penguins and cadets have the opportunity to attend camps, competitions and leadership development courses.”

Ms Barnes said she decided to start the West Melton youth division because of the growing population in the area.

“I know what the youth programme has

to offer and what it could do for any young person joining up and I wanted the youth of the West Melton area to have this opportunity.

“I contacted the local area committee to seek their approval for a new division and they have supported me every step of the way.”

St John Youth members will have an opportunity to work towards badges and awards and enter competitions.

Ms Barnes hopes other St John initiatives will also come to the area, including first aid courses and a voluntary caring caller programme.

The new group will get underway on June 9 with an introductory evening.

Consultation closes soon

Time has almost run out for those who want to have their say in the Draft District Development Strategy which will guide the growth of Selwyn up to 2031.

Selwyn District Council’s planning manager Tim Harris said the strategy looks at a range of issues across the district including commercial and residential land supply, and what council facilities, infrastructure and services are needed in urban and rural areas.

“It is important that people living in Selwyn take the opportunity to make a submission on Selwyn 2031 as the council will use the strategy to help guide future development and it will assist the council to plan and deliver future services.”

Around 160 people attended meetings held on the strategy at Leeston, Darfield, Dunsandel, Springfield, Glentunnel, Rolleston and West Melton. Selwyn’s population is expected to grow from around 45,000

now to over 74,000 by 2031. The draft strategy, a summary document and submission forms can be viewed online at www.selwyn.govt.nz/haveyoursay and copies are also available from council libraries and services centres.

Earthquake relocation brings inspiration u by Belinda Cullen-Reid

A difficult few years has brought out a passion for painting in Springfield artist Sonia Turnbull.

When the land under Ms Turnbull’s Aranui home was damaged in the Canterbury earthquakes she was offered a pay-out for her property, which she took as an opportunity to start over in the country.

A 100-year-old wooden character home on half an acre of land caught her eye and so she moved with her two children to the Selwyn township of Springfield.

She now has an enviable view of the majestic Southern Alps from her dining table, which also serves as her parttime painting studio, until she is able to convert a shed in the garden into a studio.

“Out here I feel much more inspired to paint. Life is much more relaxed and peaceful,” she said. Ms Turnbull began painting in her early teens, inspired by an art teacher who nurtured her talents.

In her twenties she dabbled with acrylics and painted in her spare time, giving her works away to friends as presents.

It wasn’t until moving to Springfield last year she began to take painting more seriously.

“I’ve painted more in this year since moving to Springfield than I have in my whole life.

Author Greg Hopkinson from Castle Hill Village has released his first book — a memoir about his life as a young businessman searching for a more peaceful existence.

“Once the tower is up we will have to test it to ensure it provides the coverage required.” Ms Baguley said.

“As well as ensuring cell phone coverage to West Melton the tower will also provide wireless broadband to residents.”

Vodafone began investigating putting up a cell phone tower in the Selwyn township back in 2011 so she said they are extremely pleased to finally get to this stage.

Heating tips from EECA After a home is insulated, dry and draught free, a heater will do a much better job of warming it up. If buying a new heater, check out the information on EECA’s website. The best choice depends on the room, and your budget.

If using a log burner: Dry firewood is best, get your chimney swept annually, control your fire through the size of wood you put on (bigger logs burn slower, smaller logs burn faster and hotter).

If using a heat pump: Check the filter is clean throughout winter and that the external fan unit is clear of plants, leaves and anything else that may be sitting in front of it, use the thermostat and timer so rooms aren’t being heated when you are out. Heat pumps should be serviced annually.

For coffee connoisseurs there’s nothing like that first hit of coffee in the morning and the thought of being able to get up and brew your own café style coffee is attractive to many people.

The espresso coffee machine is becoming a staple in many New Zealand homes. The challenge is to find the right espresso machine, which is very much up to individual needs.

When choosing a machine consider ease of use, cost per cup, overall cost of the machine and of course the taste of the final product. The true connoisseur

will want to be as hands on as possible when making their coffee and will be attracted to a manual espresso machine, such as one that is piston or lever driven, so they have plenty of control in the quest of making that perfect cup of java.

If you’re using a manual or semiautomatic espresso machine, you may want to buy your own grinder. Avoid cheaper grinders that won’t let you control the fineness. A decent burr-type grinder will give you the right fineness and control. For best results grind your beans just before making the coffee.

Keep your beans fresh by buying in small quantities from a store that has a high turnover. Keep them in an airtight container somewhere cool, dry and dark.

Don’t refrigerate or freeze them.

For some people the pleasure of coffee is found in the making as well as the consuming, for others they are just happy to push a button and have a reliable brew. Whatever your preference, as the German proverb states: ‘Coffee and love are best when they are hot’. ¢

The proliferation of cooking programmes and competitions highlight how interested we are in food these days.

Being able to produce restaurant quality food in your own home is becoming more and more popular as we all experiment with recipes, cooking styles and flavours.

It therefore makes sense to extend this sensory experience through to which wine to match with that special dish.

The traditional white wine with white meat and red wine with red meat is well and truly a thing of the past, thank goodness.

With New Zealand now boasting well over 700 wine producers it is easy to be overwhelmed by the choice of wine.

Our motto is taste. Get into the habit of tasting your wine with your food.

In our household this is also referred to as ‘market research’.

There are a few simple principles to guide you, but essentially you are your own best judge. Make a note of what works even if it is just a mental note. Start by asking is the dish mild or flavourful, fatty or lean, rich or acidic? General rules of thumb — match mild foods with mild wines and match big, flavourful foods with

big, flavourful wines. For example, pair a bold-flavoured pepper steak with a spicy, bold Syrah. Equally you generally want to match the richness of the food and the richness of the wine. For example, pair a rich chicken in cream sauce with a rich buttery Chardonnay.

There are always exceptions to any rules. One rule that never changes is that only you know what you like.

Our latest wine match foray was with a favourite Portuguese recipe called Frango na Pucara — an interesting mix of chicken, chorizo and tomato, baked in the oven.

We matched it with an off-dry Riesling and what a winner.

The acidity of the Riesling balanced the p Frango na pucara is a Portuguese dish which matches well with an off-dry Riesling acidity of the tomato and the hint of sweetness balanced the spice from the chorizo. If the spice had been too overwhelming we may have failed, as spice can really kill a wine but this with amazing views 4 x Lunches off Light Menu 4 x Dinners off Main Menu time we were lucky.

One problem in winter is sunstrike.

Sunstrike can occur at any time of the day, but is most likely during sunrise and sunset in the winter months. This is the time when the sun can hit your windscreen at a low angle. It can happen unexpectedly, like when I got caught out recently turning right at the Rolleston traffic lights when the sun bounced off my side mirror.

Another area I have become familiar with sunstrike is at the rail crossing just west of Kirwee. I am sure many of our readers will have places that they are now mindful of and can share with others.

Here are a few tips: • Always keep your windscreen clean and clear inside and out.

• Take note of the areas that are affected on your usual trips and reduce speed if needed. Tell other people about these places.

• Use your sun shade even if you are not driving into the sun, particularly in the mornings and early evenings.

Another problem in winter is fog. Fog occurs generally on fine mornings when there has been rain the night before. It

can also be found in thick patches and reduces visibility by 50%.

Easy ways to make driving in fog safer: • Drive with your lights on dip, not full beam as the light reflects off the fog, making it harder to see • Reduce your speed • Increase the following distance between you and the vehicle in front • Don’t pass if you cannot see enough clear road ahead of you • It is best not to assume all drivers will have their lights on We encourage Selwyn drivers to prepare for all the different driving conditions that winter brings.

Make sure your car is ready for the winter. It doesn’t take long to give your car a quick safety check, which we now refer to as giving your car a TWIRL: Tyres; Windscreen, wipers and mirrors; Indicators; Rust; Lights. When you are driving you can also check brakes, exhaust, suspension and steering.

By doing these checks regularly it becomes easier to remedy any problems earlier and getting your vehicle to an expert for attention if needed. ¢

Well Drilling When Texco Drilling Ltd installs your new well you can be assured of quality. To ensure this we provide down-hole camera footage at the end of each well. We use experienced operators, with casing joining undertaken by skilled and qualified welders, using formal weld procedures. Environmentally friendly products are also used in all situations where equipment engages or enters the ground (thread grease etc.)

We specialise in:

• 150mm and 200mm wells to 150 metres • 250mm and 300mm wells to 60 metres

• Large diameter wells up to 1.2 diameter for efficient shallow wells • Galleries also installed with excavators up to 35 ton available

Well Development: We pride ourselves in leaving your well correctly screened and developed to its full potential with quality stainless steel wedge wire screens of the correct diameter and aperture size. Correct and full development has a positive impact on pump selection, protects your pump investment, and maximises the overall long-term economics of the well and pump installation.

Each well is unique and requires a different approach, something that we can discuss with you to reach a suitable and economic solution.

Texco use primarily mechanical and air development methods depending on what is required in each situation.

Inspection, rehabilitation and repair of existing wells: With our comprehensive range of equipment and high resolution Down Hole Video Camera we can inspect and recommend further action on your existing well or indeed recognise if it has reached the end of its economic life. We can then discuss a solution with you for each case.

Well repair system: We also have a well repair system available to give you a viable option to fix a broken or non-complying well, rather than drilling a new one.

Test Pumping: This can be undertaken with measurements taken by Orifice Weir, V Notch Weir or electronic flow meter with data loggers and down hole measuring done by electronic pressure transducers. We have our own diesel generator if power is not available on site.
