Council shelves Selwyn earthquake repairs near completion street lighting plans

Earthquake repairs in Selwyn are well on their way to completion according to the Selwyn District Council.

The Selwyn District Council has shelved plans to upgrade West Melton street lighting.

Just under $9 million has been spent in Selwyn on repairing earthquake damaged council assets following the 2010 and 2011 Canterbury quakes — around 75 per cent of the total expenditure needed for repairs.

The magnitude 7.1 earthquake which occurred in September 2010 was centred near Darfield causing considerable damage across the district.

Mayor Kelvin Coe said that while the earthquakes caused considerable damage to personal property, the district was reasonably fortunate there was not widespread damage to council infrastructure.

“The main areas of damage were to community centres and halls, cemeteries, roading, water and waste water systems,” he said.

He said the majority of earthquake damaged roads were repaired by the end of June 2011 and repair work to quake damaged water and waste water systems was completed by the end of 2010.

Six cemeteries which sustained significant damage in the earthquakes have been repaired. Following the earthquakes, repair work or complete replacements were necessary for 69 community centres, halls, toilet blocks or swimming pools. 74 per cent of

these repairs or replacements have been completed.

The last of the earthquake repairs to community buildings will be to Southbridge Hall and Glentunnel Library and are expected to be completed by the end of July.

Mayor Coe said the estimated final cost of earthquake repairs to council assets is around $12.1 million.

He said funding for repairs had come from a number of sources including insurance (for wastewater systems, water systems, buildings), the Earthquake Commission (properties), New Zealand Transport Agency (roading) and central Government (welfare and recovery).

“The cost of our rebuild was aided by the $135 earthquakes rates levy which was added to Selwyn residents’ 2011–12 rates and totalled close to $2 million,” Mayor Coe said.

“This has helped contribute to 16% of the estimated total cost for earthquake repairs in Selwyn which could not be met from other sources.

“Selwyn is fortunate to now be in a position where most earthquake repairs to Council infrastructure have been completed, which enables the council to focus on delivering services for residents.” ¢

said there were bigger sources of light pollution, including Christchurch city.

Mr Mazy said a more serious underlying issue for council was the number of very old inefficient Mercury Vapour (MV) lights, parts for which are becoming unattainable.

He said there are an estimated 220 MV lights over the district, 13 of which are in West Melton and the total cost of replacing all the outdated lights was estimated in 2008 at $490,000.

“Council need to consider if reducing light pollution at West Melton is more important than dealing with the district wide obsolescence issue,” he said.

Council voted against the West Melton street lighting upgrade deferring any further discussion on the issue until submissions opened on the 2014–15 annual budget. ¢

Selwyn Central Community Board was looking to upgrade the town’s street lights to protect the RF Joyce Observatory in Bells Road from unnecessary light pollution from West Melton, around 4km away.

In a report to council transportation asset manager Andrew Mazey said the observatory was protected by district plan rules which set higher standards of lighting compliance.

“Currently council has estimated 33 street lights which do not comply with the required standards,” Mr Mazy said.

He said most non-compliant street lights were found in older residential areas of West Melton and not in the new subdivisions.

“The census has many far-reaching uses — data from the latest Census of Population and Dwellings is being used by councils, government, iwi and businesses to make billions of dollars of funding decisions — decisions about our hospitals, roads, services, schools and public transport.

“Photos are a perfect way to capture New Zealand’s changing population in a visual way.

“The three categories—diversity, migration and ageing— reflect some of the key changes happening in our population,” Professor Noble said.

Garden club marks its 20th anniversary u by Kent Caddick

The Rolleston Garden Club recently celebrated its 20th anniversary with an afternoon tea party following the wishes of one of the club’s founders the late Lydia Tier.

The club had its first meeting on February 22, 1994 in the Rolleston Fire Station with 12 people present. The club now has around 40 members.

The 20-year celebration was held at the Rolleston Community Centre with an afternoon tea party for about 60 past and present members.

Current President Nancy Dimmock welcomed guests and spoke about the club and the special times members have shared over the years.

“Twenty years ago a group of friends who walked together around the village felt that Rolleston was ready to have a garden club,” Mrs Dimmock said.

“They were noticing some lovely gardens on these walks and felt it would be nice to share ideas and give some encouragement to others.”

She said the club has always been keen to help and encourage rather than to compete, also welcoming both male and female members.

“This philosophy has seen the club remain a very friendly group with loyal members over the years.” The club’s activities have been wide ranging, from

days out exploring, to visiting our own members’ gardens, bringing in guest speakers and making all sorts of garden ornaments.

In 2000 the club purchased and planted the plot of red roses by the Rolleston clock tower and an annual winter pruning session was continued for several years.

Mrs Dimmock said to have a party to celebrate 20 years was the wish of the late Lydia Tier, one of the founders of the club.

“Her plan was also to create a record of the history of the club with photographs and notes in an album to display at this party, so a group of her friends have made sure this has all happened.

“Many members have worked together to make it a very special day.”

Founding member Sheila Chambers, who was the club’s first secretary, read the minutes from the very first meeting, and Carolyn Skinner, the only member for the whole 20 years, was given the honour of cutting the birthday cake. ¢

“There will be games and a chance for the children and teachers to dress up and experience yesteryear,” Mrs Parker said.

That night the West Melton Community Hall will be the venue for a formal black-tie ball.

“It’s a chance for people to dust off their dancing shoes, search out a ball gown or go back in time and wear a period costume.”

The action heats up on Saturday with a Grand Parade due to get underway at 11am.

The New Zealand Army Band will lead the parade on a 1.4km route through Preston Downs and onto Weedons Ross Road finishing at the West Melton School where there will be a designated picnic spot, static displays and all types of stalls and activities.

Mrs Parker said the committee is still looking for community clubs and groups who would like to take part in the parade. An informal mix and mingle will be held at the West Melton rugby clubrooms between 5pm and 8pm

and that will be followed by the Great Westie Shindig at the community hall which will be another opportunity for sesquicentennial celebrants to kick up their heels.

Sunday’s festivities will kick off with a commemorative church service in the morning with an action packed day of sporting and recreational activities planned for the afternoon at West Melton Domain.

“Plans for the day are still being developed, but a range of activities are being considered that will cater for the whole family,” Mrs Parker said.

Meanwhile, The Record community newspaper is delighted to have been accepted as one of the major sponsors for the West Melton 150year celebrations.

“Get a good nights’ sleep or rest before you set off and always try to drive at times of the day when you are normally awake.

“Plan for rest breaks from driving every couple of hours and if you begin to feel the effects of tiredness, pull over and have a break from the wheel.

If possible, share the driving.”

She said all drivers need to plan to allow extra time to get to their destination as the roads will be busy.

“I know what it was like in Year 8. You have a little bit of money and you want to spend it straight away. It’s good to learn about financial responsibility early on,” p Year 13 Dean and economics teacher Bruce Thomson talks with student Bruno Deans about his Young Enterprise and Bruno said.

Council reacts to rental shortage

The Selwyn District Council has temporarily changed its district plan provisions so homeowners can now rent out small family flats to people who are not family members.

The changes are being made under the Canterbury Earthquake Order 2011.

This order allows council to permit certain activities which do not comply with the usual district plan rules, if they assist earthquake recovery.

Council’s planning team leader David Smith said temporarily allowing the use of these flats by anyone will go some way to providing more housing options for people, particularly given the loss of many houses throughout greater Christchurch following the earthquakes.

“This change will make more housing available for people at a time when there is a high demand for rental properties. There are many people looking for lower cost flats and homeowners who may wish to rent out family flats temporarily will help meet this demand,” Mr Smith said.

Until now district plan rules required that family flats could only be used by people related to the occupiers of the main house.

“The council has proactively responded to the need for additional residential and business land supply following the earthquakes,” Mr Smith said.

“We have rezoned land for over 6,000 new residential sections in Rolleston, Lincoln and Prebbleton and are ensuring additional business land and community facilities are planned to match this population growth.”

A family flat is a small self-contained unit of around 70m² either attached to, or separate from, the main house on a site.Mr Smith said there were potentially hundreds of family flats located throughout the district in both rural and residential areas.

The changes are temporary and will expire when the Canterbury Earthquake Recovery Act expires in 2016.

Homeowners wishing to rent out their family flat need to advise the council’s planning department on 03 347 2868 so council can keep records of how many people are renting out these flats. ¢

Autumn is a time of renewal and recovery down on the lifestyle block, and a time to get prepared for the harsh winter months ahead.

Here’s a few tips for lifestyle block owners to take into account when preparing for winter’s icy blast.

Pastures Pastures will be starting to recover as we get a few more rainy and cloudy days and the weather cools and evaporation rates reduce.

Before deciding what pastures need re-sowing wait and see what comes back up. It’s amazing how pastures rejuvenate from yellow, dry and seemingly lifeless ground cover to lush beds of life, given half the chance.

If you do decide to replenish your pasture the cheapest option is to ‘oversow’ new seed into the pasture with a drill, adding fertiliser at the same time. Get advice from local experts about the best seed to plant for your soil and climate. What works well in Russel’s Flat may not necessarily suit West Melton.

Supplementary feed for stock is expensive over winter so it’s important to avoid waste. Animals can be picky eaters so make sure they clean up their last feed properly before giving them the next.

With hay fed it’s often a good idea to feed it in a hayrack so it can be moved and the leftovers cleaned up.

Spreading the dropped seed could be very useful too.

Check what weeds are in the hay and if possible remove them, especially docks, thistles and ragwort, as their seeds will germinate freely on the bare pasture patches. If you have to feed concentrates and can afford the costs, they need to be fed in troughs and only feed what they can clean up in one go, as you don’t want all the sparrows in the district helping themselves and risking the spread of salmonella.

Sheep Ewes seem to survive hot dry weather in surprisingly good order if they have plenty of shade and clean water. If you have any really skinny sheep, they will

need urgent priority feeding from now to get them into shape for lambing. You’ll need to feed some concentrates or get rid of them as you probably have too many on the farm.

Sheep will scour on lush autumn feed when it comes and don’t assume its worms. Get a Faecal Egg Count (FEC) done to make sure the problem is not

caused by internal parasites. If young stock is not growing well, then it’s most likely lack of feed is the problem so fix that first.

Facial xczema spores will still be around in April despite the cooler nights and declining soil temperatures, so keep up the FE precautions to ensure you don’t have problems later.

Cattle As with sheep, getting your cattle in good condition is the top priority. Be prepared to supplement feed where necessary in order to get your stock in good condition.

Talk to your veterinarian about feeding molasses to any cattle that need an energy boost during winter and early spring.

Young stock is always the main concern and if they get down in condition, you may see a whole range of afflictions can affect them, which will cause problems in their later performance.

‘Autumn ill thrift’ in young stock is a term that can combine mineral and trace element deficiencies, worms, yersiniosis and salmonella.

Get a correct veterinary diagnosis before spending money on products that may not work.

The cause is often lush feed of too high a protein level so some concentrate meal will help balance up the diet.

Management • Animal welfare is a top priority when autumn arrives as feed falls away as temperatures cool.

• Check the financial budget for expenses appearing out of the blue, especially for supplementary feed.

• Dry conditions highlight the importance of water supplies. Make provisions to organise water storage and water saving techniques as soon as possible this winter.

• Drying out ground damaged fences and gates. Check power fences regularly to avoid expensive disasters.

• Keep farm records up to date and the farm accounts. The taxman may be due and banks don’t lend money to pay tax.

• It’s also a good time to get your soil tested to see if there’s a soil fertility problem, and until you fix that, all other investment in fertilisers will be wasted. Start by looking at lime.

• Block security is ongoing. Keep checking your systems and your neighbourhood watch group, especially if you go away for an autumn break.

• Buy a good quality lockable mailbox for your entrance.

Hennie Bosman of True and Daring wines in West Melton was born to be a winemaker, he just didn’t realise it until he arrived in New Zealand.

South African born Hennie, and his retired ballerina bride Celia from England moved to New Zealand 10 years ago this month.

The self-proclaimed ‘global nomads’ were seeking to settle once and for all and New Zealand provided the quality of

life they were looking for to raise their two boys Nicholas and Sean.

“We didn’t want the boys to grow up with prejudice, crime and political segregation,” Hennie says.

I don’t think Kiwis know how privileged they are.“ Hennie, a former diplomat with the Foreign Office in South Africa, and Celia, who had been a ballerina with the Royal Ballet School in London, and then ran her own fitness training business, came to New Zealand with the initial goal of just helping their teenage children settle into this new society.

Within six months of being in Christchurch the boys had made friends, and Hennie and Celia were left wondering what to do next.

A life planning session where they separately recorded their biggest wildest dreams brought a surprise revelation. They both had owning and running a winery at the top of the list.

From there began six months of intensive business planning to make their dream come to fruition.

“I came to New Zealand with zero knowledge of wine making. Everybody saw reasons why we shouldn’t do it,” Hennie says, “I’d always had plans with fall back options. This time I decided there wouldn’t be a ‘plan b’. We doggedly, madly wouldn’t accept no, and we got there.”

Purchasing a four hectare vineyard (at that time called Sandihurst) near West Melton was the first major step.

Retaining the vineyard’s young wine maker, and allowing him to make his own wine in exchange for being taught how to make wine was the next.

“Instead of doing a viticulture diploma at university I learnt for five years on the job. It wasn’t so much of a learning curve as it was a learning ladder,” Hennie says.

p Riesling wine is not fermented in traditional oak barrels, but instead cooled in tanks

about making the wine. In 2007 they took ownership and made the major stylistic decisions about the wine for that vintage.

“I had to learn to trust my palette and have confidence. I thought, it’s going to be our wine, I have to have the confidence to stand by it.”

Little did the Bosmans know that three years later that very vintage would receive international acclaim, winning Best New Zealand Riesling and a Gold Medal at London’s International Wine Challenge in 2010.

“That was our break. I realised, I should have been doing this all my life,” Hennie says.

It was then they made the decision to concentrate purely on making Rieslings.

The September 2010 earthquake sealed the deal, with a good amount of stock loss.

“We had to start again. We thought, we may as well do what we wanted to do and specialise in Riesling,” Hennie explains.

It has been a move they have not regretted with the bulk of their product

going to the United States of America, including restaurants in Hollywood.

Hennie says the New Zealand market is more difficult to break into than overseas.

“People dine out a lot more in the US. The New Zealand brand is well known overseas.”

Wine brings with it a certain amount of snobbery which the Bosmans don’t adhere to.

They encourage people to come to their vineyard and taste the wines for themselves.

“It’s ok not to know a lot. You don’t need to know a lot about wine. You just ask ‘do I like it?’ It’s not up to anyone else to criticise your taste. There are lots of things technically that make a good wine.

“It’s all true. But ultimately wine is part of an occasion and a good wine enhances the experiences.”

As for the wine maker, he is glad to finally be fulfilling his life’s purpose.

“You have to love what you do, otherwise it becomes a chore. I’m doing something I love.” ¢

Over summer when plants become stressed through lack of water, or battering winds, insect pests, diseases and weeds quickly appear. Knock them all on the head before they escalate and become a huge headache. The worst autumn offenders are:

Aphids and white fly These sap suckers simply suck the life out of plants as they survive on a diet of chlorophyll and sap. As soon as they appear, knock them dead. Blast most of them off with the hose first, limiting the numbers immediately and then spray flowers and shrubs, with an insect control product suitable for flowers.

Make a note to do a follow up spray on affected flowers to deal to any eggs that hatch a week later. In the vegetable garden use an insect control spray for veggies. Choose one that has no withholding period so you can harvest straight away.

Slugs and snails The nemesis of many a leafy crop such as lettuce, cabbage, cauliflower and spinach as well as our much loved garden plants such as hostas, renga renga, agapanthus and begonias.

p Black spot is a disease that enjoys cooler damper weather. Clear pruned diseased leaves away as soon as possible to help reduce the spread of the disease in your garden
