As part of the Lower Manawatu River Control Scheme, the gates were constructed between 1959 and 1962, and designed to divert flood flows out of the Manawatu River and down the Moutoa floodway. Nine 15 tonne steel radial gates, measuring 15m in width and 4.5m in height, are raised by pulleys, wire ropes, and electric motors.

The floodway consists of 10km of flat farmland, 600m wide and is bordered by stop-banks up to 5.5m high.

Paul Evans, Chief Engineer of the Manawatu Catchment Board from 1946 to 1970, was the main architect and driving force behind the construction of the Lower Manawatu River Control Scheme. Geoff Brougham, who was involved in the initial surveying of the Moutoa floodway, was appointed Clerk of Works for the duration of the Moutoa sluice gates and floodway construction project. He later held the Chief Engineer position from 1975 to 1988.

In 1990 the gates were recognised by the Institution of Professional Engineers of New Zealand (IPENZ) as an important part of New Zealand’s engineering heritage. The gates, which can divert more floodwater than any

similar structure in New Zealand, form part of the country’s first major river control scheme.

Several guided tours of the facilities, compèred by Horizons Regional council staff, ran throughout the open day. Staff explained the importance of the Moutoa sluice gates, the Lower Manawatu Scheme, and outlined the five decades of floods since the gates were first operated. Between June 1963 and July 2011, the gates have been opened 39 times, including six occasions in 2004.

The February 2004 flood was the largest since 1902. Over 300mm of rain fell in the Ruahine Ranges and the Manawatu River peaked at 8.9m. Since then the Lower Manawatu Scheme has been undergoing an upgrade.

A total of 140km of stop-banks have been or are to be upgraded; a new bridge has been constructed over the Oroua River at Kopane; a $40m project to protect the rural Lower Manawatu Scheme areas from a one-in-a-100 year flood is halfway completed; and a $13m project to protect Palmerston North city from a one-in-a-500 year flood is almost completed.

Vets students bare all for calendar

Massey University third-year vet students launched their annual ‘Barely There’ calendar recently with proceeds to go towards their half-year trip and a chosen charity.

The calendar, which dates from July 2013 to June 2014, features around 70 vet students posing nude or semi-nude in agricultural settings with strategically-placed animals or objects to cover up private parts.

This year marks Massey University’s 50th anniversary of providing veterinary education in New Zealand and this celebration was recognised on the calendar’s front and back covers.

Third-year vet student and calendar co-ordinator, Bridget Roulston, said students thought the anniversary was an important event in the vet school history.

“We wanted to celebrate how far veterinary education has come in New Zealand in a relatively short period of time.”

Several photographers, including a class member Koid Xian Zheng, and world renowned and award-winning photographer, Bihn Trihn, were appointed to take photos at several locations around the Manawatu region and the South Island.

Some of the photos were taken over the summer break but most of them were taken in March.

Ms Roulston said the calendar, which is now in its eighth year, has definitely become a tradition for veterinarian students to bare all for the cause.

“When I first got into vet school, it was one of the first things people asked me.”

She said the thought of getting naked with the rest of the class had been built up for quite awhile so everyone was fairly nervous.

“There were a lot of giggles.

“Everyone was a bit shy and awkward at first but surprisingly once the clothes started coming off, everyone relaxed very quickly,” said Ms Roulston.

“It was a really fun experience.”

Ten per cent of the calendar’s sale proceeds will go towards The Centre for Service and Working Dog Health and Research based at the university.

“Their mission is to be a world leader in advancing working dog health and welfare,” said Ms Roulston.

“It really is a relevant charity for all New Zealanders as their work supports both farming dogs as well as dogs such a police, MAF, USAR and guide dogs.”

Feilding saleyards are big business

As the largest saleyards in New Zealand and one of the biggest in the southern hemisphere, the Feilding complex sees the auctioneer’s hammer fall on an average of 15,000 sheep and 1,400 head of cattle each week. In addition, up to 30,000 sheep are sold at each of the specialist fairs marked on the calendar each year. Livestock from all over the lower North Island, and occasionally the South Island, are sold through the yards.

eilding’s first livestock sale was held in May 1880 when onehundred head of cattle were sold on the same site that the saleyards still occupy. This event was initially followed by fortnightly sales but as demand increased, these sales later became weekly affairs.

In 1907, the same year the Manawatu Auctioneers’ Association was formed, 80,000 sheep were sold through the Feilding saleyards.

An estimated average turnover of $2m changes hands each week with stock bought and sold. Prime livestock

are sold on Mondays and store sales held on every Friday with additional specialist fairs slotted in from time to time.

After fire tore through the cattle rostrum in 1998, the complex was altered and the cattle rostrum and administration building rebuilt.

Subsequent makeovers have continued with the reconstruction of the sheep yards, old loading ramps replaced and additional ones installed, and new drafting and holding facilities built.

“We started off with locals but now have huge numbers of international visitors,” said Eric.“Locals will also bring guests who are staying with them.”

“We tell visitors that if they have a question, to ask the person they are standing beside,” said Eric. “We have a lot of fun.”

Initially farmers’ were surprised to see tours operating but the tour guides and visitors have since become regular figures around the yards. Unintentional bids are avoided as each visitor is given a brightly coloured sticker to wear during the tour.

Visitors to the saleyards have been known to make some interesting comments during the tours.

The guides’ narrative combines the history of the yards and the mechanics of livestock trading, giving an insight to visitors.

On the conclusion of each tour, many of the visitors head to Feilding’s Farmers Market, which is also held on Fridays, and The Coachhouse museum.

Interaction between visitors and farmers is encouraged.

“It’s big business and big for the town,” said Eric.

One visitor asked “If I call a sheep, will it come to me?”

Another asked “Why can’t we buy just one?”

draining and the installation of a new water supply has made the concrete base wash-down more efficient. Jointly owned by PGG Wrightson and Elders, Feilding’s saleyards are considered unique due to their close proximity to the town’s central business district — just 50m away.

Tours of the saleyards have been held each Friday on a weekly basis for the past decade. David Stroud and Eric Linklater, both retired farmers initiated the tours as a means to bridge the gap between the urban and rural population.

“It is surprising how many young people haven’t touched a sheep’s back,” said Eric.

As visitor numbers have grown, five tour guides now conduct tours simultaneously. Tour guides work as volunteers on a roster system with each tour taking around 1½ hours. And now with television coverage, overseas film crews, and the Internet, recognition has spread around the globe, attracting many international visitors as well as New Zealanders.

Jack’s tractor shed.

Retired Taranaki farmer Jack Martin has had a lifelong interest in tractors and collecting memorabilia. As a young child, he spent many hours constructing models from his favourite toy — a Meccano set.

ack’s interest in tractors developed further when he and his wife went farming in Taranaki. That was over 40 years ago and Jack still owns a 1953 petrol Fordson and a 1952 24-horsepower Ferguson used on the farm.

“I thought when I retired, I’d put them back together,” said Jack. “I’ve had tractors all my working life and restored them. Every year I finish something off.”

Jack’s collection has steadily grown to include several tractors, early farming equipment, and other memorabilia from a bygone era.

“I’m very good at collecting other people’s junk,” laughs Jack.

“It’s become a disease really.”

The 18m x 9m shed built to store Jack’s collection has already had a three metre bay added on to it. And the original shed on the Martin’s lifestyle property near New Plymouth is jampacked with bits and bobs.

“My shed has shrunk.”

Jack visits auctions and sales and keeps a lookout for items of interest that are advertised.

“One day I saw an ad for a Lister and I phoned the guy at 6.30am only to be told it had sold. But the guy said he had a 1938 F14 International there,” said Jack.

“It was a boxful of parts really. Last year I put it back together.”

Jack also used horsepower of a different kind on the farm with a team of horses for ploughing. Horse collars, an old plough, and other ploughing gear have been kept and added to the collection.

A large number of Jack’s collection originated from his farm and his family’s memorabilia. An Anderson engine that Jack’s father used to power the farm’s sheds, his grandfather’s Lister engine, a cart, crosscut saws, pit-saws, lanterns, shearing gear, old magazines, artwork and other items have all found a place in the shed.

Over the years, Jack has discovered sales and auctions to be very popular places for collectors to pick up items.

“I’ve found some people who want these items have this disease worse than me,” he said.

Jack’s favourite drink is whisky and he currently has a collection of around 300 empty decorative bottles on display.

“I didn’t drink them all at the same time but I’ve sampled most of them over the years,” he laughed.

When Jack and Beth retired from farming, they bought a motel in Hawera, operating it for several years before buying their lifestyle block. Occasionally the couple are called upon to relieve for moteliers going on holiday.

Jack began to open his shed collection to the public after becoming a member of the Taranaki Vintage Machinery Club several years ago.

“After one of the meetings, a group of us volunteered to open our sheds during the Taranaki Garden Fringe Festival.”

The Taranaki Garden Fringe Festival runs for ten days from late October to early November. Jack’s shed is one of

a handful of tractor and memorabilia collections open during this festival.

Jack’s Tractor Shed is also open to private groups by appointment. Several rest home groups visit regularly with many items in the shed inspiring memories and setting off conversations.

Jack said he is always looking for something new for his collection.

“Sometimes people say do you want this and they either want to give it to you or sell it.”

“I’m officially retired but I’m not really,” laughed Jack. I’ll keep on doing what I can do but I’ll have to live to 120 to get everything done.”

Chains of Bureaucracy

Over the past few months I have spent a lot of time visiting farmers in both North Island and South Island and I see discontent, worry and stress building up as councils and their underlings distance themselves from farmers with their petty rules and unbending nonsensical regulations.

Agriculture, horticulture, viticulture and forestry are our main exports and these industries are holding New Zealand together. Markets are tough out there, so why is our infernal bureaucracy endeavouring to penalise the

country internally. What’s their game? It’s our taxes that are keeping these clones in a job and they are biting the hand that feeds them. Not only that but they’re biting the wrong hand.

Farmers are taking all the abuse and blame for the erosion of our soils and pollution of our food and water which the bureaucrats believe is technically correct. However, from my perspective this is grossly incorrect. In all articles written over the past 10 years the main pollutants targeted in farming terms are superphosphate and artificial nitrogen (urea). In recent times chemical sprays are also being targeted.

Now, you cannot blame the farmer for using agro-chemical products, the blame sits squarely on the shoulders of the chemical industry. In New Zealand the NPK Balance Sheet Theory has been reiterated as soil science for the past 60 years, solidly influenced by the phosphate company. It has nothing to do with soil science.

The perpetrator of the Balance Sheet Theory was Justus Von Liebig who appraised the minerals left after incinerating plants, only finding N, P and K, he stated that this was all you need to grow. Before his death he declared that his theory was incorrect as he had not considered all other essential minerals or the microorganisms in the soil, which incidentally are being annihilated by chemical production.

In the USDA Agriculture year book, 1957 pages 3 and 7 the US Department of Agriculture declared the balance sheet theory to be false. The balance sheet theory has been operating for over 170 years, unchanged, causing soil erosion, soil pollution and pollution of food and water. One would think that all councils and environmental agencies would be fully aware of where the pollution is coming from. Why are farmers being targeted? Wouldn’t it make sense for the councils to target the cause of the problem — the manufacture and marketing of super phosphate and urea?

For the past 450 million years, apparently that’s when the first plants appeared on our planet, plants in conjunction with micro-organisms have been fixing their nitrogen needs directly out of the atmosphere. Approximately, seventy six percent of our atmosphere is nitrogen. According to Dr Barry Commoner from Washington University, “evidence suggests that in the presence of artificial nitrogen, the natural fixation of nitrogen from the air by soil bacteria stops and as a result it is increasingly difficult for farmers to give up the use of the artificial product. Like addictive drugs, artificial nitrogen creates its own demand.” (Secret Life of Plants, Tompkin & Bird, 1973, pg 221).

More and more farmers today are moving away from artificial nitrogen by increasing their soil biology and fixing all their nitrogen requirements for free. The phosphate requirement for plants is 0.2 percent this requirement can easily be satisfied through the use of natural products such as rockdust and guano. According to Dr Morgan Williams report in 2004 our farmland on average contains 1.7 tonne of phosphate per hectare available via microorganisms. A Ruakura report, Bulletin #409 published by the Crown stated “we have calculated that 1% is a very generous allowance for the remaining 9 to 10% of phosphorus in super phosphate available to plants as nutrients left after considering the losses from immobilisation, surface runoff and leaching.” No wonder there is plenty of phosphate in our soils and waters.

Fundraising her way to the World Equestrian Games

Taranaki Grand Prix dressage rider, Vanessa Way, is aiming to qualify for the 2014 World Equestrian Games (WEG) in France. And with qualifying tournaments to be held in Australia later this year, Vanessa needs to raise funds to travel and compete there.

Vanessa’s passion for horses began when she was a young girl living in New Plymouth. Despite coming from a completely nonhorsey background, Vanessa’s dedication and determination to be involved with horses showed through at an early age.

She took to her pushbike and discovered a pony stud owned by Nola Ellis. Nola noticed Vanessa spending time hanging over the paddock fence and invited her to help with the ponies. Vanessa competed on Nola’s ponies until she reached 17 years of age.

Vanessa then ventured into training former racehorses for the eventing circuit, winning the 1993 Young Rider Three Day Event.

Sadly in 1998, a fall on the cross country course at the Taupo Three Day Event resulted in the death of her horse and left Vanessa with a broken back in five places.

“I had several months off with injury, however once back in the saddle my heart just wasn’t into eventing anymore.”

A short time later, top dressage trainer, Bill Noble, was helping Vanessa with another young horse and suggested she specialise in dressage. Vanessa bought New Zealand-bred Hanoverian gelding, KH Arvan, as a two–year old and trained him through to Grand Prix level. She also began training with eight-time Olympic medallist, Harry Boldt, and credits his guidance to transforming her as a dressage rider.

Arvan was performing well but just before the duo’s last competition, Vanessa’s father passed away and Arvan went lame, ending Vanessa’s dream of competing at the 2012 Olympics. Now back competing in New Zealand, Vanessa and Arvan have been selected for the high performance dressage squad for the WEG in 2014.

Farming and showing go hand-in-hand

Philip Faulkner has been involved in the dairy industry all his life. His parents, Robin and Sheryl Faulkner, farm in the Horowhenua. Three years ago they took out the supreme winner award at the inaugural New Zealand Dairy Event with their seven-year-old Holstein Friesian cow Melan Le Duc Rowena.

In 2002 the couple headed to Canada for a year.

“We lived and worked on various dairy farms, working with pedigree cows at studs’ world renowned in the industr y,” said Hannah.

In 2004 they moved to Marton, managing a dairy farm for three years before heading north to Putaruru to manage the home farm for Craig and Jan Tomalin.

“We had an awesome three years there and decided it was time to come home and take the next step.”

Raising calves for primary school calf club gave Philip an early start to accumulating stock. Under the experienced guidance of his father, he also began breeding cows at a young age.

Dairying “Philip’s passion is cows and he takes great pride in feeding them to keep them at an excellent condition score,” said Hannah.

“Zac has a school calf and Cooper keeps up the pace with a show calf as there is no show without punch in our house.

“We currently milk and attend shows with three cows that are not owned by us but in our care.”

This includes two milking Shorthorns, Brecon Arty Empress and Brecon Rosette from Redcow farms in Ashburton, and a Jersey cow, Luxmore OM June, owned by Brent Crothers.

“When we attend the shows, we participate with Philip’s parents and our good friend Brent Crothers,” said Hannah.

“The cows just named placed extremely well at the shows this season.”

Philip and Hannah’s short term goals of paying off their mortgage and running a successful farming business are part of their plan to achieve farm ownership.

Fifteen per cent of the worn out pastures have been intensively regrassed each year, races have been improved to reduce lame cow numbers and the cowshed has been extensively earthed to eliminate stray voltage.

The 2011/12 season saw the Faulkners produce 430kgMS per cow.

Since going on maternity leave with their first child, Zac (now 6) and Cooper (4), Hannah has helped to make the business a family operation.

The flexibility of the farm enables them to attend school activities and other events.

Philip has shown dairy cattle for 25 years and it has become a family affair.

Engaging and disengaging the PTO has been simplified through a user-friendly hydraulic, independent PTO and a threepoint hitch. One turn of the new PTO electric switch, located on the right side of the console, has made operation easier.

A big shed with room to park a family of 4x4 vehicles was top of the list of priorities when Manawatu 4x4 Club president Andrew Francis and his wife Nikki went house-hunting.

Andrew first become interested in four wheel driving after watching the national trial events 30 years ago. Ten years later he joined the Manawatu 4x4 Club.

“My first 4x4 vehicle was a Nissan Safari which was also my daily driver,” said Andrew.

“Then I purchased a flat deck Landcruiser which I did body modifications to to become my first club truck.”

Nikki has become accustomed to sharing their marriage with a variety of vehicles and parts.

“Our honeymoon, several years ago was spent with eight other males doing a trip down to the South Island visiting the gold mines and coal mines,” said Nikki.

The couple has travelled all over New Zealand in their Landcruiser, from Thompsons Track in the Coromandel to Napoleons Hill in the South Island. Their children have experienced many trips off the beaten track.

“We always endeavour to ‘tread lightly’ and always greatly appreciate and respect land access granted,” said Andrew.

Children enjoy the safe, fun little four stroke machines of course, but adults up to 120kgs find them irresistible too! As their reputation grows and more people give drift karting a try this ‘little brother’ to the drift racing craze is gaining momentum.

The club is also involved with local rescue services. During the 2004 floods that devastated the lower North Island, Andrew and Nikki spent many hours volunteering, delivering food and animal essentials to remote areas.

Andrew said four wheel driving is an absolute passion for he and Nikki.

“We enjoy accessing remote areas, learning local histories, meeting the local people, the comradeship of the club members and the ability to challenge both ourselves and our vehicle.”

The Kiwi wintertime may not bring harsh blizzards and snow, but health and building experts still warn that our winter conditions are among the toughest in the world, for a variety of other reasons.

Chief among them is dampness — the misty, clinging cold which can linger inside older or poorly protected homes well into the morning, and sometimes all day.

We have often ignored the chilly damp or tried to ‘tough it out’, but the statistics from hospital admissions alone paint a grim picture. Dampness breeds mould, sustains dust mites, and saps the body’s defensive strength. Cold, flu and respiratory illness symptoms flare as the temperature drops, and the damp takes its toll on your carpet, wood and upholstery too. But there are simple steps which can be taken to protect your home and your family.

The first step to take is to ensure that steam and moisture are expelled at the source. Install a kitchen range hood and bathroom extractor fan, or if you have one already, check to see that it’s working at full power. Then take a look at the other side of home ventilation — air input to drive out moisture and dehumidify the home. In-ceiling positive pressure ventilation systems can work wonders for cold, damp homes, slashing condensation, providing pure, filtered air and creating a hostile environment for dust mites and other nasties.

WINTER HEATING A ventilation system also replaces moist air (you’d be amazed how much moisture comes just from your own respiration, let alone baths, dish washing and cooking) with drier air, making the home easier to heat. Fireplaces, heat pumps and eco-panel heaters work best in a dry environment, so they partner up well with ventilation.

A well ventilated home is not just healthier to live in — especially for those with respiratory illness — it’s also more economical during winter. But the final piece of the puzzle involves trapping that heat and keeping it where it’s needed. Insulation top and bottom is the answer, with the option to insulate within wall cavities now also an option to literally fill in all the gaps. Add thermal curtains and your home will be a dry, warm, comfortable place to spend the cooler months.

Remember, as a general rule — if you see condensation on your windows in the morning, your home may suffer from excessive dampness. Another tell-tale sign is if your heater or fireplace seems to radiate warmth only a very short distance; it may be heating moisture in the air and losing performance. Tackle the problem now and enjoy a healthier winter!

Humus determines profitability – Several years ago The National Bank in Australia conducted a compre-

hensive study to ascertain exactly what determines profitability in farming. In an attempt to better understand why so many rural loans were failing, they discovered that the single most important factor in farming success was organic matter (humus). They actually priced the farms in their 800-farm study based upon relative humus levels. A variation of just 0.15% organic matter attracted a substantial increase in the proposed valuation of the farm land involved.

A 1% increase in organic matter (humus) in your soil means that soil can now hold 17 litres per square metre of water it could not previously hold.

Potassium deficiencies. We recommend only Potassium Sulphate; there are 8 reasons why.

1 Although dearer, potassium sulphate is better value, as it will buy significantly more crop growth energy. 47% of potassium chloride is chloride and almost useless as an element for crop production. 100% of potassium sulphate is useable by the plant.

2 The salt index of potassium sulphate at 46 is less than half of potassium chloride at 116.

The higher the index, the more damage to germinating seed and microbes can occur.

3 The sulphate form does not overwhelm

4 Sulphates have a stimulating effect on the microbial system in the soil whereas chlorides are hard on soil biology and should not be recommended by creditable sources. Chlorides usually run 1-2% in potassium sulphate. This level is sufficient for good plant growth and quality. High rates of chlorides destroy soil carbons.

5 In order for plants to make oils and sulphur bearing amino acids such as cysteine and

methionine the plants need an adequate supply of sulphur in the sulphate form. This is exactly what potassium sulphate supplies.

6 Plants including pastures, stock feed, fruit and vegetables, grown with the sulphate form are far more palatable. No self-respecting horticulturist would use the chloride form.

7 The application of 100 kg of potassium sulphate will give a greater plant response than 200 kg of potassium chloride.

8 As the chloride form reduces soil carbon, nitrate leaching will be greater where potassium chloride is used.

Where phosphate is found to be below optimum, we apply alkaline forms to correct the imbalance. 90% of our soil tests from flat land show an excess of phosphate. That has negative effects on soil, plant, and stock health. Where appropriate, we encourage Mycorrhizal fungi, those organisms capable of increasing P uptake by up to 1000 times.

We apply elemental sulphur and sulphates to correct the deficiency found. Sulphur enhances protein formation. Sulphur and potassium are usually no’s 1 and 2 in the order of deficiencies found.

Dr Linus Pauling, winner of two Nobel Prizes, stated: “In my opinion, one can trace every sickness, every disease and every ailment to mineral deficiency.” That means: Stock health problems are caused by poor fertiliser practices.  Insect problems are a symptom of poor fertiliser programmes.  Fungal and bacterial diseases including Psa are symptoms of poor fertiliser programmes.

Whatever the disease or problem, there are long-term solutions you can use as part of your calcium-magnesium fertiliser programme that once corrected, do not have to be repeated year after year. Many farmers have over-done the liming to the detriment of magnesium and trace elements.

The good news is that any problem can be corrected.

Rotagen Combo is increasingly being used as a fence at the top of the cliff rather than the ambulance at the bottom when dealing with calf scours.

That’s the message from veterinary supply company Vetpak, which says there was a noticeable lift last season in the number of farmers using this unique product as a preventative option rather than just as a treatment.

Farmers with small numbers of calves from un-vaccinated herds or calf rearers who were unsure of their animals’ immune or colostrum intake status were giving a five day course of Rotagen as soon as the calves reached the rearing shed. If dairy farmers had elected not to vaccinate for Rotavirus this gave them and their vet an opportunity to offer some protection against Rotavirus to their heifer replacement calves.

The Rotagen Combo range remains unique as non-toxic, non-withhold vet only antibody treatment for calves affected by common pathogens.

“Time and again we hear from farmers that it can make a big difference when dealing with the stress of a scours outbreak.”

The Rotagen combo range is based on Globigen, a spray-dried egg yolk powder derived from vaccinated chickens which contains IgY’s specific to a particular organism — rotavirus 6 and 10, coronavirus, salmonella, cryptosporidium, and E.coli (K99).

“Globigen is made by vaccinating high health status flocks against a specific pathogen. The hen then passes maternal immunoglobulins from serum to the egg yolk which is collected, then spray-dried, heat-

treated and standardised to a determined IgY titre. This is then formulated into a Rotagen combination product by Vetpak here in NZ. Any Rotagen combination of the above IgY’s can be produced on request to meet a specific challenge.” The IgY antibodies provide a passive immunity effect in the gut in the same way bovine colostrum would.

“Studies have shown that IgY’s successfully passes through the gastro intestinal tract in an active form and are not altered by the digestive process. Their ability to bind to antigens is maintained within the local gut.”

As the Rotagen products are based on a local gut immunity provided by immunoglobulins, there is no issue with toxicity and no withholding period. The product can be used with calves of any age and treatment can be initiated at any stage of infection.

Calves of any age or weight can be treated at the same dosage rate. For prevention, the recommended dose is 10 grams per calf per day for five days. For treatment, farmers should dose calves with 10 g twice daily for the first day, then 5 g twice daily for three to seven days.

Appropriate rehydration is essential and Rotagen can be used in conjunction with electrolytes or milk feeding.

Curse of the Bargain Hunter Purchasers at mortgagee sales take a number of risks in search of a bargain.

There are a number of warning signs that can signal a problem mortgagee sale. Seek legal advice before signing a purchase agreement with the mortgagee.

An increasing number of mortgagors (the landowner) and ‘tenants’ are staying in possession after settlement of mortgagee sales, preventing the purchaser from taking possession. This sometimes involves an array of ‘sham transactions’ designed to defeat the mortgagee sale. The sham transactions are sometimes not revealed until after the purchase.

The actions of the land owner can delay settlement (and possession) on the sale which can have a number of implications, including insurance implications where the purchaser bears the risk but cannot take possession of the property.

The purchaser’s interest will almost always defeat any other interest the mortgagor or the ‘tenant’ may have, provided the mortgagee did not consent to the arrangement. However getting possession from the mortgagors or ‘tenants’ can be difficult and expensive. The purchaser can in some circumstances take the land subject to existing residential tenancies.

The mortgagor or ‘tenant’ often strips buildings and chattels, or simply destroys them. This can happen before settlement or after, where a purchaser is not able to take possession.

•

Repairs to buildings and chattels are usually expensive and can involve capital expenditure that is not tax deductible.

•

The mortgagee (the bank) will usually limit its liability in the purchase agreement so that the purchaser will have no recourse against it. More often than not the mortgagor and the tenants will not have the funds to meet any judgment against them in relation to the damage they have caused.

Leading the charge in fertiliser efficiency FPA NZ scooped top honours at the 2013 Green Ribbon Awards, held in the Beehive this month.

The innovative New Zealand business won the ‘Green Economy’ category for their development of worldleading fertiliser spreading technology (FPA) designed to improve fertiliser use efficiency.

This enhancement in spreading technology addresses one of our most significant environmental concerns — pressure on our land and water sources from farming, a vital industry for the New Zealand economy. This innovation will lead to better economic performance, add value to our export industry and contribute to a low carbon economy.

Rural roads secure future

The New Zealand road network is vital to rural communities. It takes farm goods to the international marketplace, and is the fabric connecting all economic, social, educational and health issues.

So it is well worth a look at the status of the National Land Transport Programme, the government initiative that focusses on improving critical road sections that carry high volumes of freight and provide access to processing plants, distribution centres, markets and ports. Primary industries, including agricultural, horticultural, forestry, mining and fishing industries located in rural areas, play a vital role in New Zealand’s economy, contributing over 70% of New Zealand’s total export earnings.

To remain internationally competitive these need reliable, safe and efficient access to local and international markets.

Rural roads are vital, and according to current information these roads are generally in very positive condition after a decade of significant investment.

The New Zealand Transport Agency has been working closely with local authorities and contractors to keep this going. More efficient freight movements are a primary objective of the NLTP and the ultimate aim is 4,500 kilometres of state highways and local roads which will provide significant benefits to the primary sector as it means much of the bulk freight carried in rural areas, such as dairy, logs and minerals, can be moved more efficiently, using fewer trips. Although the much-vaunted seven roads of national significance are based around New Zealand’s largest population centres, they have a crucial role to play in getting primary goods safely and quickly to national and international markets.

Crashes on rural roads are a serious issue in New Zealand. The introduction of the Safe System approach through the government’s road safety strategy, Safer Journeys, represents a fundamental shift in the way we think about, and act on, road safety. NZTA has developed the High Risk Rural Roads Guide for local and regional councils. It provides guidance for planning, funding and evaluating safety projects and programmes, and links to a number of road safety resources. The NZTA is trialling rural intersection activated warning signs as part of its effort to reduce serious crashes and improve safety at high risk intersections in rural areas. The agency says two pilot sites have been chosen to begin the trial, which will be expanded to about 10 intersections in the coming year. Based on a concept successfully developed in Sweden, the signs are active notices that aim to slow vehicles on the main road approach when a vehicle is present on a side road.

Network resilience is a particular issue for rural communities as often these communities are isolated and heavily dependent on a few key routes, making them much more vulnerable to being cut off by severe weather, slips or seismic activity. Producers also need a rural network that is reliable and resilient in changing times. Changes in farming activity are putting increased loads on rural roads as are changing land uses, for example, in Canterbury where heavy dairying and forestry freight vehicles are putting pressure on rural roads. Local authorities play a crucial role in maintaining rural roads and access, and with changing demographics they are needing to continually reassess demand and levels of service.

It does not take much to upset them. Common practice is to ignore the septic system until problems occur. Good and best economical practice is to always keep your septic system well maintained.

Winter cleanup for a brighter spring

It’s time to start planning ahead for spring in the garden - and the best way to begin is by carrying out winter clean-up jobs now. Rake up dead leaves to remove the pests and diseases they can harbour.

Spray your trees and shrubs with a spraying oil to get rid of any overwintering insects. And if you’ve had problems with fungal diseases on your plants, apply lime sulphur or a super sulphur spray to clear them up.

Get your vegetable patch ready for spring by sowing the seeds of blue lupin or mustard as a ‘winter green’ crop. This is an easy way to add nutrients and condition the soil — literally digging them into the soil prior to spring planting.

Reaching out with rural support

Jo Rangooni has always been involved with the rural community.

She grew up on a 450 acre property that her father managed near Bulls, watched the ploughmen harness horses to pull ploughs, and helped out with docking and other farm chores.

“It was an incredible lifestyle,” said Jo. After training as a teacher, Jo’s career took her to Manchester Street School in Feilding, commuting each day from the 10 acre lifestyle block she lived on with her family at Mount Biggs.

“We all agreed that rural people are very independent and will not ask for help.” Jo said the group also agreed that offering help, support and information at the early stage of an issue is much better for everyone as well as saving money.

Manawatu Rural Support Services is based on a service started by Sister Mary Dunn. This catholic nun travelled by campervan through the Rangitikei and Hunterville area, calling at every property, contacting and supporting rural families.

Although this service was carried on for a period of time in the Rangitikei by another group, it folded around the time Manawatu Rural Support Services formed.

The society’s mission is to visit, empower, provide home-based support services and referrals to appropriate agencies; and to provide non-judgemental, non-discriminatory, compassionate, caring support to those in need.

When the community workers talk with rural residents, they find people are experiencing a range of problems and issues. Sometimes various agencies may ask the workers to call on clients.

Others may be self-referred. A high level of confidentiality by workers is essential.

Financial support comes from several sources and considerable time and a high level of expertise goes into funding applications and accountability. “We need approximately $80,000 a year and it provides great value to funders,” said Jo.

Jo said Manawatu Rural Support workers have also taken young doctors into the rural area as part of their training to be general practitioners.

Safe vehicles are needed to transport the community workers to rural areas and all car expenses need to be funded.

For almost two decades Jo has been involved with Manawatu Rural Support Services. The society was established in 1994. Manawatu Rural Support Services endeavours to ensure the wellbeing of individuals, families and communities in the northern Manawatu district and the Pohangina Valley.

As well as listening to rural residents, the workers may link them with appropriate agencies to offer further support.

“We collaborate with MidCentral vets, banks, rural businesses, and school rural services to offer appropriate service,” said Jo. “An issue today for workers is that some cases are more complex.”

Each year, Manawatu Rural Support Services run ‘On Line for Nine’ which gathers together rural students going onto secondary school. During this time students are taught skills and strategies for dealing with issues that may arise in larger secondary schools.

The nation’s primary producers will be pretty well au fait with the National Identification and Tracing scheme — NAIT — to electronically control stock movements across the country, but lifestyle block holders may not be fully in the loop.

As more and more families settle on a few acres, with just a few animals, perhaps for the freezer, the Ministry of Primary Industries has some specific advice.

NAIT is mandatory for cattle and deer, and lifestylers, like regular farmers, need to register as a PICA — person in charge of animals and get a NAIT number for their property. This is straightforward and takes less than 10 minutes. Then it is a matter of tagging cattle and deer with approved radio frequency identification ear tags and registering stock in the NAIT system.
