The Dairy Industry Restructuring Amendment bill passed its third reading.

“While Federated Farmers agreed the original open entry requirements on Fonterra were no longer necessary and will now go by June 2023. Our submission and our sustained advocacy over many months insisted key safeguards remain,” says Feds Dairy chairperson Wayne Langford.

Some late changes were added to the DIRA bill through a supplementary order paper, and the end result is that Fonterra has undertaken to give its suppliers surety: • on farm price, • when the farm changes hands under a succession plan, • that for those farms in remote areas, at the end of a valley or with geographical hurdles such as Golden Bay, Kaikoura, milk would still be picked up and no transport differential would apply “Feds worked really hard to get Fonterra to understand and agree on these issues of fairness. We knew that farmers would need. It is our job to do this work so our farmer members can get on with farming.

“These provisions are to be written into Fonterra’s constitution, subject to a shareholder vote, something which the Fonterra Shareholders’ Council also pushed for. The co-operative was initially very reluctant about that, so we are pleased our efforts have paid off and that this will now happen.

“Generally, we are pleased with other outcomes, and we would particularly like to thank MPI and the Primary Production Committee for recognising Feds’ role as the voice for farmers.”

Goodman Fielder will receive up to 350,000 million litres of raw milk from Fonterra suppliers (up from 250,000 million litres) to protect domestic competition. However, the supply will be at a better price.

While Feds might have wished the trigger amount to be smaller, Fonterra does not have to supply other independent processors with raw milk if in any three consecutive seasons they received 30 million litres or more from their own suppliers.

“The DIRA will be reviewed again in four to six years, which is an aspect we also sought.”

Funding boost for sustainable food and fibre Twenty-two projects to boost the sustainability and climate resilience of New Zealand’s food and fibre sector have been announced by Agriculture Minister Damien O’Connor.

The $18 million funding will deliver practical knowledge to help farmers and growers use their land more sustainably, meet environmental targets, remain prosperous, and better understand and adapt to the effects of climate change in New Zealand.

Mr O’Connor said the government has a bold plan to boost primary sector export earnings by $44 billion during the next decade, while protecting the environment and growing jobs.

“Our recently announced Fit for a Better World plan is a 10-year roadmap to unlock greater value for a sector vital to New Zealand’s economic recovery.

Sustainability is key to achieving this.

“Overseas consumers increasingly want greater assurances that the food and fibre they buy is produced in a sustainable way, and they’ll pay a premium for it. Our farmers and growers get that, and many have done a huge amount of work to improve their practices over the last 20 years.”

The primary sector informed the government that there are three priority areas where more knowledge and tools are required. In response, funds have been targeted towards the areas of freshwater mitigation, climate adaptation and climate change extension. Twelve funded freshwater

mitigation projects will assess the effectiveness of a range of methods for protecting water health and reducing nutrient run-off. That includes nutrient management techniques, mechanical protection techniques, herd testing and supplements.

Seven projects, funded through the Climate Change Adaptation Fund, are aiming at improving food and fibre sector resilience to a changing climate and helping farmers to move towards a low carbon future.

A further three projects, selected from seven applications and funded through extension funds, will include training for rural professionals, and developing and delivering new content, building on well-received pilots in 2019. In addition, the provision of sophisticated and specialised farm planning expertise for environmental outcomes will be assessed.

“One of the projects looks at measuring the amount of run-off from six different farm environments to test the effectiveness of removing contaminants using constructed wetlands,” said Mr O’Connor.

“Another one focusses on undertaking spatial, flood risk and economic modelling to assess the impact of floods on production, land-use change and

DAIRYING OPENS UP MORE OPPORTUNITIES

SINCE IMMIGRATING TO NEW ZEALAND 15 YEARS AGO, NICOLA BRYANT HAS BECOME FULLY IMMERSED IN THE DAIRY INDUSTRY.

A

s a young child, living with her family in South Africa, Nicola was always aware of agriculture and the role the industry plays in society. Her father worked in the agricultural sector with grainline handling and silos.

Nicola headed to university, completing a Bachelor of Business Administration, majoring in communications and business management. She worked for a few businesses in South Africa before immigrating to New Zealand, then took up employment for a wholesale kitchen supply company.

“Early 2007, I moved to Reporoa to live with my now-husband. I was battling

to find a suitable job, so I decided to learn how to milk and became a relief milker. In 2008, I married my husband, Michael, and have wanted to support him in his career in dairy and work our way into a successful contract milking business.”

Nicola worked her way up from relief milker to farm assistant on the 480-cow farm where her husband was assistant manager.

The couple then moved to Manaia, working as managers and contract milkers on the same farm for eight seasons, milking 430 cows through a high input system.

coordinator for Dairy Connect in Taranaki and the lower North Island. This role covered a 12-month period. In October 2019 she took up a regional leader position with Dairy Women’s Network (DWN).

“I wanted to give back to the industry and be able to keep networking,” she said.

Nicola’s role involves organising and facilitating workshops in the region. She also helps DWN to grow, keeping members involved in attending events.

Three seasons ago, Michael and Nicola began contract milking on Ian and Judith Armstrong’s coastal Opunake

farm. At peak milking, the 82ha (78haeffective) property milks a 235-cow herd, and winters 240 Kiwi-cross cows.

Calving begins on August 1.

“I am on-farm over calving and mating to assist my husband. Then through the season, when needed, for drafting, herd testing or giving him a milking off.”

Nicola also takes care of the financial and administrative side of their contract milking business. The farm receives an average rainfall of 1,274mm a year, with July the wettest month. Average temperatures range from 18C in January/February to 9C in July.

“We send cows off-farm at the end of June to mid-July for grazing at the

drystock block up the road. That allows us to build a bit of pasture cover to go into calving with. During summer, we grow turnips to help in the dry; this is fed mid-January until mid-February.”

Silage and hay is grown on the farm and the drystock block.

“Our target on this farm is about 90,000kgMS.” Achieving a balance between working and family life is high on the Bryant’s priorities. The couple has two daughters, Addison, nine, and Claire, seven.

to the community and given their children a stable start to their schooling.

“I am heavily involved in the community and often find myself on committees. Currently, I am treasurer for our local community hall, on the girls’ school PTA, and patron for Kaponga Playcentre where I was president when my girls attended.

“I also organise the monthly burger nights at our local community hall, which ran pre-Covid-19. I am passionate about communities and forming networks and connecting people. I am a firm believer that you get back what you put in.”

MICRO FARMING FROM THE GROUND UP

When Jarrod and Michelle Busby bought their property in 2015, it was a blank canvas ready for the couple to establish their micro farm.

M

ichelle held a long-standing interest in growing vegetables, stemming back to her childhood on a Mokoia dairy farm. She went on to complete several horticultural courses covering organics, permaculture and food forests. Raised in town, Jarrod had no horticultural experience until he met Michelle.

“He’s learning as we go,” said Michelle.

The couple met in 2012 and set out a plan to own a small property to grow vegetables, keep animals and raise their children. On purchasing their property, north of Hawera, trees were the immediate priority to provide shelter. Gardens were established and the family’s house completed in March

2016. Jarrod and Michelle have two children, Adelyn, five, and Cason, two.

After Michelle attended a four-day workshop with Canadian urban farmer, Curtis Stone, and researched various sources of online information, the couple realised there was potential to turn their vegetable growing hobby into a money-making business. They’ve now grown and sold vegetables for the past three years from their Goldbush Micro Farm.

“By choosing to grow a wide variety of vegetables, we aim to provide nutrientdense food to locals. We believe everyone deserves access to great food, grown locally.”

Initially, Jarrod and Michelle constructed two 20-metre garden beds.

Now they have 23 20-metre garden beds and a caterpillar tunnel. The tunnel spans four garden beds and can be moved for crop rotation. Vegetables are grown year-round.

Around the same time the house was built, a food forest was set up on swales.

Michelle said focussing on the market garden has meant the food forest hasn’t evolved as quickly as they would have liked.

“We have the canopy species; fruit trees, apples, plums, pears and nitrogenfixing trees (tagasaste and tree medic), and a number of ground cover plantings in, including comfrey and borage, plus several herbs,” said Michelle.

“Michelle is the gardener,” said Jarrod.

“However, we couldn’t do what we do without the help and support of Michelle’s mother, Bronwen Eccleshall, also known as Nana B. In normal times, she is here every week weeding, harvesting, childminding and doing housework. We also have a lot of help from other family members, Timebank members and Wwoofers.”

In addition to running their micro farm, the couple is also employed in the district. Jarrod is a full-time mechanical fitter in Hawera and Michelle works four days a week in the Todd Energy Kapuni Gas treatment plant’s laboratory.

Balancing time around all of their commitments has most likely been the biggest challenge for Jarrod and Michelle. Learning succession planting to ensure a consistent supply was also testing.

“Preparing the ground to put the gardens in was hard work,” said Michelle.

Summer cherry tomatoes “We used pigs to help us, but it was a lot of work broad-forking, covering, uncovering and removing couch grass until it was all gone.

“The soil was severely degraded from overgrazing and compaction.

It has been amazing using the biointensive method, caring for the soil and seeing the improvement over time of the soil structure, organic matter and water retention.

“Not to mention the worms.”

Every week, Michelle puts together a newsletter for customers with details of the weekly vegetable bag. Orders are finalised on Saturday for Sunday’s harvest. Customers pick up their

“Now, that is fresh,” said Michelle.

While New Zealand was under level four lockdown due to Covid-19, the couple kept working in their offfarm essential services employment.

The Busby’s market garden was also listed as an essential service. They made adjustments to enable the continuation of providing fresh, nutrientdense vegetables to their community while keeping themselves, and their customers, safe.

Keeping within their bubble, the workload fell on to the couple with

Nana B on-hand during once-a-week harvesting. The weekly newsletter continued, but vegetable bags were delivered with no contact to customers.

“We are incredibly thankful to our community for their support, especially during the lockdown,” said Michelle.

“Now we are in level one, we have continued with the option for delivery of our veggie bags to Hawera and Normanby.

“The majority of our customers have taken up this offer.

“Here at Goldbush, we believe everyone deserves access to fresh, local vegetables.”

Community project continues to grow

by Denise Gunn The establishment of a walkway and wetlands on land, which passes through Fonterra’s Whareroa factory farms, has seen the area become a community project.

I

n 2004 the land, belonging to Fonterra, was retired from farming and a walkway track prepared.

The first 7,500 trees were planted in June the following year and the walkway officially opened by MP Chester Burrows in 2006.

Three and a half hectares of riparian planting and two freshwater lakes cover the area, located just south of Hawera.

In recognition of the original landowners, the area was named Nowell’s Lakes.

Former engineering manager of the Kiwi Dairy Factory in Hawera, Douglas Hutchinson, has been instrumental in getting the project off the ground. Two years ago, Douglas was awarded the Queen’s Service Medal for services to conservation and the community.

The Nowell’s Lakes Charitable Trust of New Zealand was established to oversee the area, which now includes a walkway, gardens, picnic area and wetlands.

Trustees include representatives from Fonterra, the Taranaki Regional Council and community service groups. Former Hawera mayoress, Jan Dunlop, is the current chairperson and Douglas is the trust’s secretary.

“Trustees have set up a Memorandum of Understanding with Fonterra, whereby we manage the care and development of the walkway in return for public access,” said Douglas.

“Fonterra supplied most of the trees as part of their riparian planting programmes.”

Factory staff, community groups, school pupils, the Taranaki Regional Council, the South Taranaki District Council, and individuals have all contributed to the area.

Work has been ongoing with grassing of the tracks, planting trees, natives, herbs and wildflowers, constructing seats and bird boxes, and assisting Thousands of swan plants, grown and planted out by school pupils, have provided ideal breeding grounds for Monarch butterflies

The area has become popular for school teachers and pupils to study the environment and wetlands

with various landscaping projects.

Thousands of swan plants, grown and planted out by school pupils, provide nectar for monarch butterflies. The construction of a bug wall provides a further habitat for insects.

In 2006, the walkway received the Taranaki Regional Council’s Environment Award.

Douglas said the current project is developing the upstream gully area to allow the walkway to come out opposite the Whareroa dairy factory. “The Normanby Lions Club has taken on ownership of this, and for the last three years has arranged for the planting

of another 3,000 trees in that area. The Lions arrange the annual planting day at the end of winter each year for us and put on a barbecue for everyone that comes.�

The walkway has become a popular area with numerous groups, from dog walkers to families on outings.

School teacher s conduct environmental and wetlands study classes there on a weekly basis during summer.

Scout groups hold camps on the land and utilise the lakes for canoeing and rafting. Douglas said the walkway was in constant use during the Covid-19

lockdown as families saw it as a safe and wide-open place to escape to. Recently the trust received 500 native trees from the South Taranaki District Council through environment and sustainability manager Rebecca Martin. A planting day was planned for August. “We always get at least 80 school kids turning up, and the adults include Lions members and often factory staff as well,� said Douglas.

Since the walkway’s establishment, more than 25,000 native trees and grasses have been planted out at the walkway and wetlands.

Stratford to host Royal Dairy Show

The Hawke’s Bay A&P Show in Hastings is the usual venue for the royal show. However, due to Covid-19, it was decided to cancel the royal sections held there this year. On hearing the news of this cancellation, the Stratford A&P Association committee decided to apply to the Royal Agricultural Society (RAS) to host the 2020 New Zealand Royal Dairy Show. Although the royal sections are normally held at larger centres, exceptions were made this year to allow these to be separated and hosted at smaller shows.

With the rights secured to host this year’s New Zealand Royal Dairy Show, the Stratford A&P Association is now putting on the polishing touches in the lead-up to the event. The royal event status has also been given to this year’s beef and pigs section at the Stratford A&P Show.

Stratford A&P Association vicepresident Kylee Perrett said close to 300 top-performing dairy cattle from all across New Zealand are expected to arrive on the grounds to compete in the event.

“Around 50% of entries will be from outside of Taranaki, and we could see

competitors from as far as the South Island attend,” she said.

The Stratford A&P Show generally attracts up to 250 cattle. However last year, due to M bovis, numbers were down.

Additional work by committee members is underway to secure further sponsorship to cover the extra costs.

More marquees and sawdust will also be required to cater for the increase in cattle numbers.

The influx of exhibitors, not only means an increase in crowd numbers through the gates but will also indicate more money spent locally.

“For Stratford, it will bring many people to the region, including members of the RAS that will attend,” said Mrs Perrett.

“For the competitors, it will be quite prestigious to win a royal dairy title as this is the highest award they can win.”

The Stratford A&P Show has a history that covers more than 100 years, drawing crowds of thousands through the gates.

This year’s show is set to run from November 27–29 2020 with equestrian events only held on the first day.

Hydraulic excavators are the driving force behind most modern construction, with their action that mimics that movement of a human arm substituting pistons and hoses for muscles. The father of this technology was inspired by watching a water wheel while on a fishing trip in the 1840s.

Sir William Armstrong noted that the wheel wasted much of the power of the river he was standing in, and wondered if a system of pipes would help channel the flow. That led him to look at the works of earlier experimenters, like Da Vinci and the ancient Greeks and Romans, who had developed musical instruments powered by water pressure.

Fellow Englishman Joseph Bramah had invented the hydraulic press two almost half a century earlier. Still, Armstrong became convinced that the future of hydraulics wasn’t in pushing down, but in lifting things up.

He developed a system for the port of Newcastle, where the city’s new piped water system had its massive back pressure tapped to power cranes to unload ships. These were so much more efficient than the steam cranes they replaced that Armstrong began to explore other ways to build on his

hydraulic business. While he also used his knowledge of pressure in pipes to create more efficient army and navy guns, Armstrong developed the first hydraulic excavator in the 1880s, using it to excavate the docks at Hull. It was an ungainly steam-powered monster, but it chewed through dirt and rock, like nothing before. Ultimately the design was improved by the Kilgore company, who did away with Armstrong’s extra chains and gears, developing the ‘opposing piston’ hydraulic set up we see today.

Kilgore may have beaten him to the punch there. Still, Armstrong’s hydraulic works reached their pinnacle in 1894, when the company he’d helped found deployed gigantic new hydraulic accumulators, steam-powered pumps and giant pistons to build London’s Tower Bridge, perhaps the city’s most famous landmark.

Downsizing those accumulators, replacing water and other fluids with modern hydraulic fluids and switching diesel power for steam led to the miniaturisation and versatility of the excavator, which reached its modern form in the rebuild after the second world war. It’s thought that the first mini excavator, of the kind used on construction sites worldwide, was the Japanese Yanmar YNB300.

Space pressures and the need to work amid tight confines as Japan rebuilt its industrial base after the war led to the construction of a machine with a small footprint, a swing boom and the ability to be moved on the back of a small truck.

Today, hydraulic excavators are everywhere, but it all began with one man standing waist-deep in a British river, wondering how to make a better water mill.

There’s been a lot of talk about what to do with this excess capacity, but so far no way of giving it back to the sector that’s powered the economy through Covid-19.

Here’s an idea, then, which might even find favour with the environmentalists in an election year. Subsidise farmers into electric UTVs, such as the Polaris Ranger EV. With them zipping about the hillsides and valleys onboard clean, zero-emissions vehicles, surely the countryside would be that little bit greener? Helping farmers reduce their eco footprint, rather than cranking up the regulations and red tape may also prove a novel and welcome approach.

It’s worth considering beyond an abstract electioneering slogan when there’s a vast amount of electricity apparently going begging soon. Polaris have been at this EV game for some time now, and their usual method of feedback, improvement and incremental

upgrades sees the 2020 model come out of the gate more well equipped and practical than ever.

The key indicator of better performance for this iteration is range, the constant benchmark for any EV, on or off road.

It’s a prime focus for the Ranger EV, with a dashboard dial displaying exactly the range left from a single charge, and an alternating current (AC) power supply to deliver more kilometres on each plugin. The 30 horsepower on tap may not seem much in petrol terms, but seeing as it’s delivered by a high-performance electric motor, it arrives with an instant boost and wave or torque.

Underestimating this Ranger is like underestimating a Tesla off the line, though it’s made more for steady and smooth transit of rough terrain rather than tarmac speed. Could we really expect to see a package which redeploys our excess of national voltage to farmers, getting them out in the field with zero diesel emissions? It seems

unlikely, even though it ticks several boxes. However, is it practical to invest in your own Ranger EV? If you’re using a sideby-side every day for light duties, and electrical supply to your property is reliable, then yes, it very well could be.

The only way to know is to check the difference by comparing your current ride with the 2020 Polaris Ranger EV at a local dealership.

Rural recycling ‘a must do’ Supporting farmers to preserve the environment by offering alternatives to the harmful disposal practices of burning, burying and stockpiling of waste is vital for the future of New Zealand.

Ground-breaking new rules announced by Associate Environment Minister Eugenie Sage will mean all manufacturers of agrichemicals and farm plastics sold in New Zealand must be part of a recycling scheme.

“These products will become priority products under the Waste Minimisation Act, putting the onus on manufacturers to take responsibility for any plastic packaging and leftover product. Other products include tyres, e-waste and refrigerants,” says Minister Sage.

“Regulated product stewardship helps put the responsibility for waste and what happens to products at the end of their useful life on manufacturers, importers, retailers and users, rather than on communities, councils, neighbourhoods and nature.”

Agrecovery runs such a scheme voluntarily, commends the government for making the recycling of farm plastics a priority.

“It sends a strong message to those who refuse to take responsibility for their products and signals the government’s commitment to making harmful disposal practices a thing of the past,” says the programme’s general manager, Simon Andrew.

“It is a bold move and one that will benefit our land and environment for decades to come. For Agrecovery, clearing waste from farms and finding new ways of making end-of-life packaging useful again is the very centre of our existence.

“We have seen huge uptakes in recycling in the last few years. We are now collecting close to half of all the agrichemical containers sold and are making them into useful new products right here in New Zealand. Collecting the other half is our top priority. We have the systems in place to do it, we have the backing of industry to do it, and we look forward to making it happen.

“Keeping a system that works for our rural communities, being responsive to their needs and removing barriers to recycling is vital. This responsiveness and efficiency play a large part in our rising recycling rates.

Removing free-riders will level the playing field and allow all products to be recycled, eliminating the confusion for farmers and growers over which products can be recycled for free.

May this year saw the proposal of radical changes for building consents, opening up more scope for easier construction without ‘red tape’.

The big winners alongside landowners looking to upgrade were Licensed Building Practitioners. They can now proceed with many kinds of mid-scale work with added costs and paperwork swept away. The changes take effect this month.

“Single-storey detached buildings up to 30 square metres (such as sleepouts, sheds and greenhouses, carports, awnings and water storage bladders) will now not require a council-approved building consent,” said Jenny Salesa, the government’s Building and Construction Minister in May. “Some of the new exemptions will utilise the Licensed Builder Practitioners scheme, which recognises the competence of these building practitioners and allows them to join chartered professional engineers

and certifying plumbers in having their own suite of exemptions.”

The new exemptions will save building owners time and money, by not having to access their local council for consent for what is classified as lowrisk building work. Cutting back building consents is also intended to allow council to pay closer attention to larger, more complex building projects with deeper environmental ramifications.

What does this mean for you, the home or farm owner? Single storey detached buildings exempt from building consent increase in size from 10 square metres to 20 square meters, incorporating sleep-outs, garages, greenhouses, sheds and carports. However, a Licensed Building Practitioner will have to supervise the construction unless the building is an approved kitset, or made of only ‘lightweight building materials’. Exemptions also exist for ground-based solar arrays, flexible water

storage systems for farms, porches and decks on the ground floor, awnings, and outdoor fireplaces and ovens.

Any plumbing or electrical work must still, of course, be completed by a qualified professional. In most of these cases, consent is exempted most easily by retaining the services of a qualified builder of good repute. Those who thought they could not afford to build, or that the process was too complex are now free to launch their projects and improve the value of their properties.

Funding boost for creative projects Round one of the 2020/21 Stratford District Creative Communities Scheme (CSS) is now open.

The CSS, a partnership between the Stratford District Council and Creative New Zealand, promotes, supports and increases participation in community arts and cultural activities in the Stratford district. To help celebrate the district’s creative community, individuals and organisations can apply for grants through the CSS. Funding of approximately $12,000 per annum is available.

“It is an opportunity to give arts and cultural projects a real boost,” said Stratford District Council director community services, Kate Whareaitu.

Grant applications must support projects in at least one of the following criteria: • Access and participation — create opportunities for local communities to engage with and participate in arts activities • Diversity — support the diverse arts and cultural traditions of local communities • Young people — enable and encourage young people, under 18 years, to engage with and participate in the arts

Projects given consideration under the scheme must also take place within the Stratford District.

Activities should produce benefits which are mostly experienced within the Stratford District, not already begun before a funding application is assessed, and not funded by Creative New Zealand for the same purpose.

“Funding can go towards materials, venue and equipment hire, promotional activity and even personnel and administrative costs.

We encourage everyone planning their next creative activity to consider applying for support with their local projects,” said Ms Whareaitu.

Those interested in applying are encouraged to contact Stratford District Council’s administration and communication suppor t officer, Rhonda Vanstone on 06 765 6099 to ensure eligibility and provide assistance with application information. A Project Completion Report form must be completed by successful applicants within two months of the event’s completion.

Improvements to Forgotten World Highway The work, which is weatherdependent, is expected to take approximately 12 weeks to complete.

It marks the start of a series of improvements planned for the iconic route.

A steel and concrete bridge structure will be built over a damaged culvert at the approach to the Pohokura Saddle. The temporary Bailey bridge, which has been in place since November 2018, will be removed.

Priority give-way traffic management will be in place throughout the project, but delays to traffic will be minimal.

Motorists are reminded to take care when travelling through the site and abide by temporary speed limits.

Waka Kotahi NZ Transport Agency director of regional relationships, Emma Speight, said the project is one of several improvements planned for the Forgotten World Highway, funded through the regional package of the NZ Upgrade Programme.

Other funded projects include safety improvements, a culvert replacement, passing opportunities, improvements to the Moki Tunnel, development of a preventative maintenance strategy and

The vision of the Dairy Environment Leaders programme is to foster kaitiakitanga — stewardship for the future and to support farmers to implement on-farm and catchment scale change to reduce their environmental footprint.

Formed in 2013 there are now more than 300 DEL leaders. Melissa and her husband Justin own and operate a 300-cow, 106ha dairy farm near Te Aroha. Melissa is an associate with a local chartered accountant firm and is a former regional leader for both the Canterbury/North Otago Dairy Industry Awards and the North Canterbury Rural Business Network.

“I look forward to building on all the great work dairy farmers are doing throughout New Zealand to improve water quality, and reduce climate change emissions and dairy’s environmental footprint while maintaining our profitable farm business,” she said.

“Dairy Environment Leaders is about farmers supporting farmers.

It has always been a key part of the culture in our sector. Sustainability is a constantly evolving topic, and Dairy Environment Leaders help us stay ahead of the sector’s needs and the wishes of New Zealanders.
