 Students and teachers at Tangowahine School got into the spirit of things to raise money for the Cancer Society’s fundraising event Daffodil Day. The annual campaign provides the opportunity to raise awareness and funds, which go towards research into the cause and treatment of cancer as well as providing support for people affected by it.

”It is going to make a real difference to the area.” Work underway includes new gardens on the corner of Molesworth Drive and Moir Street which will “add a green lushness to soften the surrounding hard surfaces,” she adds.

building is more visible, new fittings installed inside and a handy bench seat placed nearby.

 The year seven Dargaville Intermediate Aims Games netball team are in Tauranga at the games this week.  Twenty-seven Poroti School pupils learnt all about Dargaville’s history during the Dargaville rail tour as part of their school camp. “I decided to include the rail tour in their itinerary as it was something different,” said principal Pauline Johnson. Tour operator Dave Selby said it was great that schools from outside the area were considering the Dargaville Rail Carts as a viable and unique activity for their students and encouraged other schools to visit and make the most of the school discount offered.

Silver Fern Farms meat export processing plant in Dargaville has become more than just a workplace. It has become a learning environment encouraging and teaching staff literacy and numeracy through life skills.

 The Diversity Awards New Zealand — Skills Highway Award winners Silver Fern Farms

The Diversity Awards New Zealand 2016 saw Silver Fern Farms Dargaville take out the Skills Highway Award. This award celebrates organisations which develop initiatives to assist employees with literacy and numeracy, to encourage career paths in life.

“We had incidents where some staff had below average reading skills and couldn’t read the labels properly resulting in potential border control issues in other countries upon export. I met with Sarah Searle from Primary ITO and reviewed data we had collected on staff literacy and numeracy assessments, and decided we needed to be able to help our team members upskill,” said site manager Lance Warmington.

“We opted to run our own programme with the help of TEC funding, using mentors from within our production environment as they already had a relationship with people on the plant and would be less intrusive.”

They approached the programme from a learning life skills session starting with understanding your payslip, goal setting and budgeting.

“The outcomes were positive. One person wanted to buy a house within 10 years and this course helped them get mortgage approval within three weeks.

One person was dyslexic and he now has NCEA level one and has nearly completed his boning apprenticeship.

“Our mentors have done a superb job and all credit is to them. Yvette Gilchrist, Steven Bailey, Sarah Searle and Sharon George helped us initially with the financial stability side of things and Ross Newlove is a retired farmer and volunteers his time to help.

“The mentors are doing it at the coalface and really make the difference.

The programme will continue to develop and it has huge potential to be rolled out at Silver Fern plants across the country.” 

“We still have work to do, such as improved planting by the public toilets, installing a drinking fountain and upgrading seats outside the shop.

“We are also working on how to better plan our commercial areas, including Mangawhai Village and Wood Street, in terms of parking, traffic flow and pedestrian accessibility.

“These issues are being taken into account as part of the Mangawhai Town Plan project, which focusses on addressing current and future growth.

“Our rising resource and building consent figures are a good indication of the rapid growth in Mangawhai and we will be working with the community to plan how the town will deal with this.

“It is an essential part of making sure Mangawhai continues to be an attractive place that’s easy to live in and enjoy.”

Two new signs in Pouto will serve as a reminder to visitors to ‘leave only footprints’ when visiting the area, as the third stage of the Love Kaipara Reduce Reuse Recycle project is completed.

A week dedicated to lifelong learning will be celebrated from September 5–9 and Te Roroa Learning Assistance will be holding a variety of activities in Dargaville and Maungaturoto.

The signs encourage Pouto visitors and residents to take their recyclables to a transfer station in Dargaville or Ruawai and ‘pack out what they pack in’.

Love Kaipara Ltd director Victoria del la Varis-Woodcock says this is an effort to encourage visitors to become responsible for their waste.

“The Kaipara has a lot of spots that are far from the centre where visitors go for the week or the day and take provisions. Particularly over the summer influx, visitors have been leaving their recyclables behind,” she said.

Te Roroa tutor Stephanie Pattison says this year’s activities will include a writing competition for the first time along with the annual scavenger hunt, open days at both Kaipara offices and a community march through the streets of Dargaville.

“We are promoting participation in adult learning and literacy. We just want everyone to come along and join in,” said Stephanie.

“This is one week of the year when all adult learning organisations around New Zealand celebrate education and achievement. Sometimes we take

education for granted and it’s not until we really need it that we appreciate it.”

The week will finish with a screening of the Richie McCaw movie Chasing Great at the ANZAC theatre as a fundraiser and a presentation for the scavenger hunt and the student writing event.

“The movie will be something fun for everyone at the end of the week and people will know they are supporting a good cause,” said Stephanie.

Encouraging the dunes

Undefeated, The Otamatea Hawks Under 16s team have won this seasons Southern Districts JB nine tournament.

The Mangawhai Harbour Restoration Society and volunteers turned out in force last week to complete the planting of 5,000 pingao and spinifex grasses on the distal spit.

 The Otamatea Hawks U16s team were undefeated this season

“It was a great season for our players, we literally won the game in the last 30 seconds playing against Kaihu,” said team manager Teresa Brown.

“We were a man down and the ball was by the goal at the opponent’s end of the field and our team managed to get the ball back and scored in the last 30 seconds. I now believe in the saying ‘it’s not over til it’s over.”

Mike Peeni coached the team and the last time the club won this trophy was in 1996 and it so happens that Mike played in that team.

“He has achieved one of his biggest goals and he is over the moon with the team’s performance and hard work,” said Teresa.

“The players are from Otamatea High School and Rodney College and they really bonded as a team. They

were really committed and attended all training sessions and camps. It certainly paid off. They were the dream team.

Eight of the players are in the reps and Mike is also the coach for this team and the Northland Under 17 Maori team.

“We’d like to thank Sharon Browne for being our first aid and strapper person and the Abel family for their support and allowing us to stay at the Ruakaka camping ground and washing our uniforms every week. We gave them the Spirit cup at our prize-giving.

“Having Mike Abel and Karl Shadbolt as assistant coaches and family and friends of the players attending the games helped make the season the success it was.

“We are very proud of the boys, they are a great bunch of kids and they all have a lot of potential.” 

“We needed to have this done by September 1 as we need to be careful of birds nesting in the dunes. We had 38 people come along,” said restoration society committee member Jerry Pilmer.

“We have planted at the south end of the fences which is built up to form bund wall to stop sea surge from storms coming in and taking over the estuary. We planted 5,000 grasses in May and they are growing really well.”

Providing shared experiences for those dealing with mental health and addiction is the aim of a new group starting up in Dargaville.

The annual Mangawhai Beach School Ambrose Golf Tournament is in its fourth year raising funds to support teacher assistants in the school.

Established through Whangareibased organisation Arataki Ministries Ltd, consumer networker Graham Johnson is helping to expand their presence in Dargaville and all over Northland.

“Our mission is to inform people about health matters, measures and outcomes related to mental health and addiction and receive feedback about services,” he said.

Northland Roller Mills team selected  by Ann Morgan

The Northland Roller Mills Rugby squad has been selected and features three up and coming rugby stars from the Kaipara. The team will be playing Auckland East at Farmlands Rugby Park in Dargaville on Sunday September 11 with kick-off at 12pm.

Sione Kivalu, Jayden Hammon and Pohutukawa Kakara have been chosen from the Northern Wairoa to join the team which is coached by Morrice Colley from Hokianga and Rick Sherman from the Bay of Islands, and is managed by Melanie Harrison from the Northern Wairoa.

“We are requiring total commitment from the players and they will be involved in extensive trainings and practice games that will lead up to the tournament. They are from Mangonui, Bay of Islands, Hokianga, Otamatea-Rodney, Northern Wairoa and Whangarei,” said club manager Melanie Harrison.

The Roller Mills championship started in 1925 and is the second-oldest rugby trophy in New Zealand after the Ranfurly Shield and involves primary school representative teams from most of the northern half of the North Island. Greats of the game such as Grant Fox, Keven Mealamu, Colin Meads, Keiran Read and Sonny Bill Williams all got their start in rep rugby at the Roller Mills.

NZs fastest fibre to land in Whangarei Northpower Fibre is continuing to improve the Whangarei UFB network with gigabit packages available within a month.

It is one of three Local Fibre Companies preparing to wholesale a 1 Gigabit (1 gigabit download speed and 500 megabit upload speed) residential product from October 1 - five times faster than internet providers currently offer on fibre to most customers.

The announcement comes as Northpower Fibre closes in on a milestone of completing 8500 service line installations. The company has completed 84% of right-of-way service lines and continues to receive strong volumes of connection requests.

However Northpower Fibre Chief Executive Darren Mason says the company has plenty of capacity for more orders.

“We completed 317 connections in August alone so demand for people wanting to join the Northpower Fibre UFB network remains high. The 1 Gigabit package will be a real boost for those people wanting to online stream for watching the likes of Netflix.

“We have seen a substantial increase in people streaming and expect that to surge again once people move to our 1 Gigabit package. It’s worth noting that fibre connectivity works well with the 4K TVs.” Communications Minister Amy Adams has welcomed the announcement, saying it is a big step forward to even faster speeds.

“Since the Government launched the UFB initiative in 2009, broadband has become faster and cheaper, and those benefits have been made increasingly available to New Zealanders. Today’s announcement is the next big step forward to even faster speeds,” says Ms Adams.

“Faster speeds means people can use the internet in ways that were never possible before, creating more innovation and productivity from the Government’s $1.35 billion investment into the UFB. “The 1Gbps speeds puts us on par with many leading markets, including South Korea, Japan, Singapore and parts of the United States. This means our exporters can compete in the global digital economy, creating jobs and higher wages.”

UFB has been designed to handle the demands of faster speeds and higher capacity. The 1Gbps speeds announced today are ten times faster than the Government’s benchmark policy product of 100 Mbps from the original UFB tender.

“LFCs have announced wholesale products. I encourage the industry to collaborate to offer gigabit plans at retail level on attractive terms,” says Ms Adams.

Building a new culture Jonathan Larsen has been involved in the Kaipara District all of his life. He is a graduate of Massey University, is well versed in the legislation and processes of local government, and has proven skills as a ratepayer advocate.

He has experience in farming and forestry, and owns property at Kaiwaka and Mangawhai.

Jonathan has been a professional firefighter for 16 years and now as a trainer, serves 27 volunteer fire brigades from Kaiwaka and north.

“I want to see the council run in a properly transparent and democratic manner including holding debate in public wherever possible. I believe the previous councils hid most of the debate in ‘workshops’ or in public excluded meetings — a contributing factor to council’s historical problems,” said Jonathan.

He wants to make meetings more accessible to the public using technology including live streaming of meetings so ratepayers can be more engaged with council matters without extensive travel.

Moving Kaipara forward Ken Hames is standing for the Otamatea ward of the Kaipara District Council.

He was born in Paparoa and has lived there all his life. He is married to Janine, a local vet in Ruawai, and they have two children who attend Otamatea High School. The couple own a 950-acre bull beef farm and Ken is a director and shareholder of two dairy farms in the Mangawhai/ Tomarata region milking 1,000 cows.

“I want Kaipara to be well governed and to be run with prudent financial management and I believe ratepayers need to be able to regain trust in the council. Earning trust takes time but we need to start by doing the basics well and engaging with the community where appropriate and where needed,” said Mr Hames.

“There is a lot of growth happening in the area and we need to manage it properly. A large part of the council spends is on infrastructure and we need to do that well. I believe the new council needs to prove it can govern professionally and plan for the future.”

Mr Hames says the new council needs to look forward as what has happened in the past has happened and it is time to move on.

“It is impor tant councils listen to and engage with their community. I come with a lot of

experience in governance and am an experienced director of companies in Australia and New Zealand.”

Mr Hames is a former director of Northpower, Northpower Fibre and West Coast Energy Australia. He is chair of the Northland Economic Development Extension 350, a member to the Northland Beef and Lamb Council, has been through the Fonterra Governance Development programme and is a chartered member of the Institute of Directors in New Zealand.

He is deputy chair of Auckland Farm Environment awards and has also won many environmental awards.

IF YOU ARE THE NEW MAYOR WHO WILL BE IN CHARGE…

You or the CEO? This was a very direct question asked of all Mayoral candidates at the first meeting of candidates at Tangiteroria last week.

It has the role to monitor performance against that plan. Local government also requires community input as key points during the decision making process.

The mayor and councillors are ultimately in charge of everything council does so the buck stops with them. They are in charge… No question.

Culture should never be underestimated when considering performance. A slack, lazy council will soon see that behaviour reflected in staff. So council acting professionally at all times is very important in my view.

The council employs the CEO and the CEO is accountable to the council. The mayor manages the CEO on a day-today basis.

The return to democracy for Kaipara is a major event.

Regardless of who you support at voting time please take the time to vote.

How that works in a practical sense is worth an explanation.

The wide range of services offered by rural contractors can make a big difference to the farming bottom line and, especially in straightened dairying times, the contractor’s efficiency is paramount.

Thus there are important safeguards available when hiring services with the first step being Rural Contractors New Zealand, the national association and leading advocate for rural contractors across the country.

The organisation represents the interests of its members and also provides an assurance of the quality of their work, be it land development, drainage, fencing, cultivation, planting and harvesting or undertaking any of the myriad tasks farming requires.

RCNZ monitors central and local government policies, plans and proposals on behalf of its membership.

But on the occasion that a nonmember contractor may deliver less than satisfactory service, help is also available after the government last week set up a website specifically aimed at consumers purchasing a product or service.

Commerce and Consumer Affairs Minister Paul Goldsmith officially launched the redeveloped Consumer Protection website at a forum in Wellington.

“All New Zealanders can use this website to access straight-forward content about what needs to be done before, during and after purchasing a product or service,” he said.

In the past financial year the Commerce

Commission received 4,283 complaints under the Fair Trading Act. “It is important for consumers to know what their rights are when buying products or services. This new resource will assist everyone to become more familiar with those rights,” Mr Goldsmith added.

The website launch was part of the September meeting of the Consumer Protection Forum, which brings together managers from government agencies, non-government organisations and the private sector as part of a collaborative approach to protecting consumers. 

The cyclical nature of agricultural returns has been amply demonstrated over the years and, in the dairy sector, there is now a feeling of optimism with the recent upturn in global auction prices.

The 10th and final annual Aratapu Boar Hunt saw 42 entrants coming from as far away as Hamilton to compete in the grand finale of the event.

“Overall it was a great success and everyone had a really good time. There were some big boars caught and the children caught some great eels too and the snapper was a good addition to the competition,” said Aratapu manager Donice Hall-Morris.

“Running the Boar Hunt over the years and having people come from near and far has been a big part of the Aratapu Tavern’s social calendar and it has been a good opportunity for those interested in hunting to get together and help remove some of the pest boars from the environment as they cause a lot of damage.

“This was our final hunt and I would like to thank our supporters and sponsors who have made the event such a success. This year we especially would like to thank Margaret Bishop who MC’d for us at the last minute when our organised person couldn’t attend.

“We look forward to seeing everyone at the Aratapu for other events we hold throughout the year.”

The heaviest boar of 68.9kg (152 pounds) went to Sean Roberts, he also had the biggest tusks. Second place went to Shawn House with his boar of 37.4kg (82.5 pounds).

Whether the more buoyant mood continues will be influenced by Fonterra’s financial report for the year which is due out on September 22.

Then shareholders will get a better picture of the future and so will the financial sector — the bankers in short — who while roundly criticised for some cold-hearted foreclosures, have had to support the ailing industry for the last couple of seasons.

But there is optimism with the spike in global dairy prices at auction, described by Federated Farmers dairy chairman Andrew Hoggard as ‘damn good news’, and industry analyst, Susan Kilsby, saying she was more confident than last season that prices would be able to hold up as global milk supply was now retracting rather than growing.

“I think it is now safe to say the market has turned a corner,” she said.

Boniface was more cautious, saying: “A year ago we saw solid price gains through August/September which partially reversed later in the season.”

The Fonterra forecast farmgate milk price is $4.25 per kilogram of milk solids.

At the beginning of the month Fonterra lifted its forecast earnings per share range for the 2017 financial year to 50–60c, from 45–55c, making the total payout available to farmers in the 2016–17 season $4.75 to $4.85.

While giving little away on the September 22 announcement, Fonterra CEO Leo Spierings and chairman John Wilson reckon dairy is starting to improve. But as the graph continues to climb, there will be a priority destination for improved cash flows for farmers and that will be a reduction of debt incurred to keep the industry afloat in tough times.

On the main street of Dargaville, Matichs Premier Restaurant’s new owner Rhonda Gilligan says she is excited to be continuing on with the well-known family business which she has taken back to good old fashioned fish and chips.

Northland and Kaipara residents have the chance to comment on a draft of the Regional Plan which will outline how the the region’s water, air, land and the coast are managed.

Policy Development manager Ben Lee says the Draft Regional Plan is designed to replace three existing regional plans which are now more than 10 years old.

The new draft takes into account important changes over the past decade, such as new national direction and policies made by central government.

It also reflects improved knowledge of Northland’s environment.

“We’ve attempted to strike a balance between protecting the things that Northlanders value, like clean water and air, while providing for our important economic activities — farming, horticulture, forestry, tourism

and marine enterprise,” says Mr Lee. Proposed changes include new limits on taking water from rivers, lakes and aquifers, making it easier to get permission for mangrove removal and new stock exclusion rules for rivers, drains, wetlands and lakes.

Aquaculture will be prohibited in sensitive areas and the new plan should make it easier to get a mooring. It also identifies new protected anchorage zones, more no-discharge areas and stricter rules on hull-fouling to better manage risks from marine pests.

“There’ll also be more targeted protection for areas of natural or

cultural significance.” The council will host drop-in sessions in August and September, where Northland Regional Council staff will answer questions on both the Draft Regional Plan and Draft Catchment Plans.

Sessions covering both the Draft Regional Plan and catchment plans relevant to the Kaipara will be held at the Dargaville Town Hall, 2pm–7pm Tuesday, September 6 and in Kaiwaka at the War Memorial Hall, 2pm–7pm Wednesday, September 7.

Sessions covering the Pouto Lakes Catchment plan will be held at Pouto Hall, 10am–2pm Tuesday, September 20.
