p Kaiwaka School showcased their amazing Arts Festival last week. The students have been studying Kiwiana with a focus on the arts. Each class displayed and presented an item which involved drama and singing, with a Kiwiana feel. The event had a full house with many whanau and community members attending to support the children. “There was a great atmosphere with everyone enjoying the show. p The Maungaturoto Walkway has reopened for the public to utilise now that lambing on the farm has been completed. The walk is approximately an hour long across the farm, into native bush and along the upper reaches of an arm of the Kaipara Harbour. It is closed each year for a couple of months to allow for lambing as it is on the Country Club farm. The walk can be entered from the Country Club drive or from Otamatea High School. Dogs are welcome as long as they are on a lead.

p Three Dargaville aerobic gymnasts are heading south to compete in their second ever New Zealand Gymsport nationals in Invercargill from September 28 to October 2. Last year the girls represented Northland and brought home three gold medals. This year they will represent Northland again along with 14 other aerobic competitors from Active Attitude in Whangarei. Who will be our next Mayor?

On October 8 the Kaipara District will return to a democracy. The local body election voting papers are out and the campaigns are coming to a close. The final ‘Meet the Candidates’ evening was held at the Dargaville Club last week and saw a good turnout of interested voters.

Here is a last-minute rundown on the Mayoral candidates for those still undecided. If you haven’t received your voting papers in the mail, check your details at www.elections.org.nz, call into your local post office or call 0800 36 76 56.

Greg Gent: Mr Gent is a dairy farmer and company director from Ruawai. He is currently chairperson of Southern Cross Healthcare Group, FMG Insurance, Dairy Holdings, and deputy chair of the Plant and Food Research Board.

He is standing for Mayor of the Kaipara District Council as he believes his experience within governance positions stands him in good stead for the role and wishes to keep up the positive momentum made by the commissioners whilst ensuring councillors have more accountability and fiscal responsibility.

If elected he will work on ensuring debt continues to be reduced and sufficient long-term planning is done to meet the growth of the region.

“I’m not going to tell people who to vote for, I just want people to get out and vote.”

Bruce Rogan: Mr Rogan served on the Kaipara District Council for three years from 2001–2004 and has been the chair of the Mangawhai Ratepayers and Residents Association for the last five

years. His key objectives are to restore democracy to the Kaipara by ensuring there is open communication between council and the community. He will also conduct an independent inquiry into Kaipara’s involvement in the Local Government Funding Agency.

“For so long the council have spoken down to the community. I want to see the community speaking up. I believe it is the council's role to sit down with them and give them a real chance to have their say.”

Christian Simon: Mr Simon has lived in the Kaipara for seven years and is a trained architect, town planner and timber-joiner. If elected he wants to protect the area which he believes as being a unique and beautiful place.

He believes that each community in the Kaipara should be able to independently manage their destiny and large facilities such as the Mangawhai Sewerage Plant need to be userfinanced, owned and operated.

Mr Simon is a member of the Mangawhai Community Planning Group and has worked on suggestions for a provisional Long-Term Plan and would encourage every community to develop their own future plan to create a strong counterpart to powerful corporate interests. “If elected I will work on good policy to empower the private sector.”

This week’s Council meeting has a very full agenda, including: • Consideration of the Council’s Annual Accounts for the year ending 30 June 2016.

Deloitte, the Council’s auditors appointed by the Auditor General, have indicated that when we adopt the accounts at the Council meeting, they will provide a clean audit opinion. If the audit is clean, this will be the first year under the governance of the Commissioners that we have not had our accounts tagged due to Court actions taken against the Council by the Mangawhai Ratepayers and Residents Association.

The Council’s accounts show Council debt now down to $65 million, from the high in 2012 of around $80 million. Surpluses continue to be generated, thus assisting to bring debt down.

Commissioners acknowledge Council staff for the considerable progress made over the past four years with respect to the accounting and other administrative and management processes that support Council’s financial management. We are one of the earliest Councils in New Zealand to complete our annual accounts – we think second only to Auckland Council.

• Consideration of a Management Plan for the Taharoa (Kai Iwi Lakes) Domain The Council’s co-governance committee for the Taharoa Domain has recommended to Council a Management Plan for this 538 hectare reserve.

This is a large and nationally significant recreational reserve. The lakes are ecologically sensitive. The biggest risk facing this freshwater bodies is the introduction of weeds. Few of New Zealand’s fresh water lakes or rivers are as pristine as those we have at Taharoa, and too many have serious weed issues.

The first management plan for the Taharoa Domain was adopted in 1987, and the second in 2002. Such plans should be reviewed every ten years.

The Committee has recommended a vision for the lakes – To protect and enhance Taharoa Domain as taonga of global significance for the benefit of present and future generations.

The co-governance committee has recommended that the recreational activities that take place on the big lake Taharoa continue, including power boat usage. However, over time more controls will be introduced to protect areas for children and swimmers, to inspect boats before they enter the water for weed contamination, and to counter irresponsible behaviour both on the lake and in its surrounds.

Power boat usage on the smaller lake Waikare is to be brought to an end. This will become a lake for recreation of a nonmotorised form.

Removing introduced bad vegetation around the lakes, some of which like acacia and wilding pines are extremely intrusive, is recommended as a continuing priority.

The lakes are becoming increasingly popular for campers. Our Kai Iwi Lakes are very special, a gem in Kaipara’s crown.

High Court Interim Decision The interim decision of the High Court released on 15 September 2016 dismissed the Mangawhai Ratepayers and Residents Association’s and Richard Bruce Rogan and Heather Elizabeth Rogan’s claim (and the remedies sought) against the Kaipara District Council. The Association had earlier been largely unsuccessful in its attempts against the Council in the High Court (2014) and completely unsuccessful in the Court of Appeal (2015).

The Dargaville Museum has a new manager at the helm, and is welcoming Andrea Hemmins on board, following the retirement of Pene McKenzie after 16 years of dedication to the museum and community.

Andrea says she is looking forward to working with the volunteer board, collaborating with local iwi and council to help make the museum a unique community treasure and tourist destination going forward.

“Museums acknowledge our past but are now equally about our present and future. Children and education are a big part of that. Museums are also places to celebrate our diversity and a platform for community involvement and discussion,” she says.

She is a fourth generation Hemmins of Katui and says family and whakapapa is important to her. Andrea has worked in the heritage sector for over ten years in roles at The Kauri Museum, Tate, Air New Zealand and the Navy.

“The sea is in my blood like so many Northlanders, so is kauri and a desire to understand more about local families, their stories and people of the district.”

She recognises the huge contribution volunteers and community leaders have in the successful operation of Dargaville Museum.

“It’s a great group of people. Many have supported the museum for years, doing everything from lawns, wallpapering, research, cleaning and hours on the front counter helping to

PUBLIC NOTICE – Broadspectrum NZ Ltd, Kaipara Branch is continuing their full network round of glyphosate roadside vegetation spraying. The spraying contractor of Broadspectrum NZ Ltd is performing vegetation growth control and roadside spraying alongside sealed and unsealed roads in the Kaipara district. Please refer to programme below for location of spraying which is subject to weather conditions.

Drivers are advised to take extra care where work is being carried out on roads, regardless of whether there is a special speed restriction.

Routine works planned on Council roads throughout the whole district during October include pothole repairs on both unsealed and sealed roadways as they are identified and the clearing of culvert inlets and outlets. Maintenance patrols have been replacing many reflectorised edge marker pegs and this will continue as well as replacements and repairs to road signs.

Maungaraho climb reopens The spectacular scenery from the top of Maungaraho Rock will again be opened up for those keen to make the climb to the top.

The Summit Track was closed at the end of 2015 because of safety concerns.

“This is a distinctive feature of Kaipara and it’s great that it is now available once more for our residents and visitors to enjoy,” says Kaipara District Council general manager community, Venessa Anich.

The old cable and ladder have been removed and replaced with a much safer chain grab system. While the means to get to the top of this impressive peak is now safe and secure, it will still take fitness and ability to make the climb.

“One special aspect of Maungaraho Rock is the native hebe species of plant discovered there in 2008, not found anywhere else in the country.

We, along with Northland Regional Council and local residents, have been carrying out considerable pest plant control as well, because this is such a valuable site.”

Council is planning to reopen the Summit Track on Wednesday October 5 at 10am.

There will be a short opening ceremony, followed by a climb to the top for those who are willing, fit and able.

With voter turnout for the last local body elections in Kaipara only 33 per cent in Kaipara, 48 per cent in Whangarei, and 49 per cent in the Far North, with much lower rates among young people and Maori, there are increasing calls for people to exercise their voting right by October 8.

Kaipara District Council chair of commissioners, John Robertson has echoed the call from Local Government New Zealand to residents and ratepayers across the country to take part in the democratic exercise and elect their councils.

The movement is particularly aimed at younger people with surveys showing many have little idea of the impact local body decisions have on their lives.

Mr Robertson says the Kaipara poll will see a return to elected governance and “it would be really neat to see the voter turnout exceed the figures of the past. Every vote is important.”

Local Government New Zealand acting CEO, Helen Mexted, said not knowing enough about candidates, forgetting or leaving it too late to vote or being too busy or not interested, are among reasons people don’t fill in their voting papers, and also says that the election turnout has been declining over the last four decades, with the total national voter turnout for the 2013 election only 41.3 per cent.

This year LGNZ has created a Vote2016 campaign and a Kids Voting 2016 programme after research which showed many New Zealanders were unaware of some of the bigger community issues that local government manages, such as protecting the environment, ensuring the safety of cities and public

spaces, elderly care, housing, economic development, maintaining an attractive city and listening to community needs.

Mr Robertson said Kaipara voters need to be aware of the many aspects of life that an elected council works to improve.

“That’s why community involvement is the key to good governance and administration. Everyone needs to be involved in the things council does and the first step towards that is to make sure their vote is counted.”

Voters need to be aged 18 and over and enrolled as a parliamentary elector, at an address in the district they live in. There is still time to be enrolled or cast a special vote, with full information available at localcouncils.govt.nz. ¢

A community vision Lynda Sampson has lived and worked in the small, but rapidly growing village of Hakaru for 22 years and is standing for the Kaipara District Council Otamatea Ward in the upcoming elections.

“You may be pondering on who will best represent you as a councillor, as I did, which is why I threw my hat in the ring a week before closing of applications, I thought if not me who, and if not now, when?” said Ms Sampson.

She has been secretary of the Hakaru Landfill Liaison Committee since 1995.

“We were selected by the community per consents, to liaise between the community, Kaipara District Council, Northland Regional Council and a Peer Reviewer.

“My priorities are environmental issues and for the Kaipara District to be able to fly the ‘clean and green’ banner with pride. Leachate can affect our aquifers and waterways, and I believe prevention is so much easier than the cure.

“Another priority is for our youth to know we care. We must communicate with them. I would like to see more designated activity zones, including skateboarding and biking areas for the whole family to enjoy. These would be a good investment for health, socialisation and tourism. Roading is another issue Ms Sampson would like work on.

“The Smashed Pipi is being fully transformed and will have a totally new look,” said Lloyd.

“Thanks to our head chef Craig Estick, since we took over the Cove in Waipu, we have built a good reputation for providing great food and service.

We were asked to take over Reva’s and totally transformed that and then the Smashed Pipi came up for grabs.”

They have local clients who persuaded them to consider the option in Mangawhai.

“I saw the cafe and thought why not. I love the building, it is beautifully proportioned outside and in and hopefully it will become a beacon of light in the area.

Pets of all kinds can attend the annual Blessing of the Animals — Saint Francis of Assisi Service, at Mangawhai’s Christ the King Anglican church on Molesworth Drive on Sunday, October 2 at 9.30am.

“All pets are welcome whether they be cats, rabbits, dogs, birds or farm animals, they just need to be suitably restrained,” said co-organiser Helen McDonald.

“People unable to bring an animal along may like to bring a soft toy which represents their animal or a photo of their loved pet. The blessing is often talked about for days later in the village, people really enjoy it.”

The signature song on the day is called ‘All God’s creatures got a place in the choir’.

“It was St Francis who inspired the first blessing of animals because of his attitude toward all living creatures.

“It is special to see people come for their animal to be blessed. Their pet is often their companion. It is lovely for them to be able to participate together.”

The church sing hymns and have readings that are relative to the day.

Last year a local policemen said the prayer for the dog handlers before they go out on a job. Minister Wayne Thornton says it is a wonderful experience and everyone is welcome to come along even if you don’t have a pet.

A MESSAGE FROM GREG GENT Standing for Mayor of Kaipara District

I put my name forward for election as Mayor of Kaipara because the Kaipara has always been, and will continue to be, my home and I care about it deeply. I am a dairy farmer and company director from Ruawai.

I am married to Ann Flood and we have four adult children.

At this time Kaipara desperately needs an experienced governor in the role of Mayor if it is to continue to rebuild.

Spending other people’s money is a huge responsibility. I am acutely aware many in Kaipara live on very modest incomes. If I lead Council that will never be forgotten.

I would want to lead a forward-looking Council. Of course we need to learn from what has happened in the past but the reality of local government legislation is that it is close to impossible to hold former Councillors to account. I do not want to further litigate the past as that will only take our focus away from the important things we need to do in the future.

GOVERNANCE I have been in governance roles for the past 20 years including Chairman of Northland Dairy Company and Kiwi Dairy Company, and Deputy Chairman of Fonterra among many others. The two largest governance roles I currently have are Chairman of Southern Cross Health Group and Chairman of FMG — a rural insurance company. I understand that if you elect me as your Mayor I will have to slim down the number of roles I hold.

Although my current governance roles are commercial ones I have done my share of community roles over the years, these include: Ruawai Primary Board of Trustees Chairman (5 years); Northland Events Centre (Toll Stadium) Trustee; Northlands Bid For Rugby World Cup Games Chairman; Equestrian Sports NZ Vice President (5 Years); Northland District Health Board Ministerial Appointed Director and Chair Audit Committee; Kaipara Local Government Review 2013 — appointed by the Minister to chair the independent review of Kaipara District Council’s financial management.

SO HOW WILL I LEAD THE COUNCIL? For me it is about making sure that Council has the skills, capabilities and transparency to ensure we have a clear direction for the future and that we are fully accountable to you, the ratepayers and residents of the district.

TRAINING I would ensure all Councillors receive proper training so that they can fulfill their role. That training would be appropriate to each individual depending on the governance experience they have had and it would be ongoing, funded by ratepayers.

FINANCIAL I would want to understand the state of our current services infrastructure and what capital will be needed to sustain it over the next ten years.

Likewise I would want to ensure our planning was sufficient for our growth, particularly relevant in the eastern part of the region.

Once that baseline is set priorities will need to be agreed, with detailed budgeting undertaken and adhered to.

The biggest single challenge this Council will have will be balancing the need for essential services, replacing worn out infrastructure and managing, through good planning, the growth on our eastern boundary while progressively reducing the huge debt burden we inherit.

I understand and do not underestimate that challenge. Unfortunately that will mean Council will often have to say "no" to requests for money, but that is our reality until our finances are back under control.

I ask you to vote for me if you believe I have the skills needed. I will happily attend candidate meetings and meet with groups. I will however not enter a political process. There will be no “Vote Greg Gent” billboards, that is not my style.

ACCOUNTABILITY The past is even a greater waste if we don’t learn from those mistakes. I would want a suitably experienced INDEPENDENT Chair of the Audit Committee.

I would drive a “cost culture” throughout the organisation. Culture starts at the top. If I am your Mayor there will be NO Mayoral car.

I would hold an “Annual Meeting” of Kaipara District Council.

At that meeting Council would report how it performed versus its plan. The independent Audit Committee Chair and Statutory Auditor would present the financials for the past year. Your scrutiny at that meeting would be welcomed.

STAFF The Chief Executive would be given very clear direction from Council. The distinction between management and governance would be adhered to. I would want evidence that his staff are properly trained, engaged with the organisation and that they are performing. Good succession planning would be put in place.

CommunityConsulting with interested parties will be a key function for Council but after that we will get on and make decisions.

I will ensure a robust complaints process is in place, in the first instance a management function.

At the conclusion of each ordinary Council meeting I would allocate time for anyone who wants to talk to the whole Council, either on an unresolved complaint or a matter of policy, to be able to do so. That should lessen the phone calls to individual councillors and it is an efficient way for you to engage and Council to listen.

Your satisfaction with Council will be measured and be a key performance indicator for the CEO.

Silver Fern Farms will become a 50/50 partnership on January 4 2017 as they welcome the announcement from the New Zealand Overseas Investment Office’s approval of the application by Shanghai Maling to invest $261 million into the company.

Chief executive Dean Hamilton says this will bring no other changes to the Dargaville plant.

“We can now invest more fully than previously in our plate to pasture programme. The Dargaville plant plays a key part in that because it delivers a lot of beef to our business. We will be looking forward to being able to invest with confidence in the region and deliver sustainable and superior returns to our farmers and shareholders as a consequence of that.”

Silver Fern Farms chairman, Rob Hewett, said the partnership creates a unique opportunity for Silver Fern Farms.

“It is very pleasing to be at this point after nearly 12 months, and we

look forward to the partnership getting underway in the new year.”

After the investment completes, the co-operative will pay a special dividend of 30c per share to all ordinary and rebate shares expected to be paid prior to March 31 2017 and will commence the redemption of the remaining approximately $5 million of Supplier Investment Shares outstanding. ¢

The Ford Ranger ute has come a long way in the five short years since its inception — from a design on a drawing board to New Zealand’s best selling vehicle. It’s also come a long way in terms of distance, as examples of the rugged 4x4 beast can be found all over the nation.

They’re especially common here in the Kaipara, thanks in part to the efforts of Dargaville Ford’s team. That’s why the idea of a reunion for automotive alumni of the dealership seemed such a natural notion and why Ford boss Lindsay West gave the concept an enthusiastic green light back in 2013. Back then the Ranger was only two years old, an up and comer with a lot to prove.

Now the popular ute has slotted into market niches as varied as serious flatdecked farming machine and bull-barred off-roader through to comfortable, leather-upholstered cruiser. This year’s gathering of the Ranger faithful, then, is much like a high school reunion — it’s a chance to see just what Ford’s class of ’11 has made of itself.

Team four and five of the juniors took out their respective grades, the AIMS team completed their most successful year moving into B Grade and team one won the College Cup. “Students were picked to represent Rodney, the Netball North Invitational squads as well as the Netball NZ ‘Hunt for Height’ programme along with players achieving umpiring theory and badge qualifications. It has been a great year,” said club president Fiona Kemp.

This is necessary to perform track upgrades as part of the Kauri Dieback Recreation Project.

No access to the Trounson Kauri Park Loop Track and Campground is permitted during this time (with the exception of the Campground during Labour Weekend) and trespassers may be prosecuted.
