p The children at Dargaville Playcentre play together again after the premises and toys were vandalised recently. “There are many families who use the facilities and the recent destruction of our property over several weeks was upsetting,” says playcentre member Joanne Speechly. “We joined forces to clean-up after the incidents, which saw toys and trees pulled out of the ground, the sandpit left open and filled with objects, the fairy garden vandalised and water left running. The police were notified, and we are back on track. For children, playcentre supports their growth and development, so these incidences are detrimental to the good of the community. Playcentre is run by volunteers working together, doing the best for our tamariki. New building to house two councils “We’ll get improved service levels for the community and efficiencies without adding any debt to KDC’s finances. This development could also be a model for a possible shared council building in Mangawhai in future.”

The building would be developed by the NRC, and about a dozen of its operational field staff, associated vehicles and specialist equipment would also be based there. The KDC and about 65 of its staff, most in administrative roles — would be a key tenant.

“It will be a prudent investment in Dargaville and a sign of our mutual confidence in, and commitment to, the area’s future,” Mr Nicolson says. ”It’s also a practical way council can help deliver on one of our key community outcomes; contributing to a strong regional economy.”

The NRC is significantly extending its field operations around Northland, including Kaipara, with up to a dozen staff expected to be working from Dargaville within the next couple of years. NRC also needs a public service centre, a workshop, specialised storage and wash-down areas for vehicles and equipment; the latter to help ensure high biosecurity standards to reduce the risk of spreading things like kauri dieback and Mycoplasma bovis.

Ms Miller says from the KDC perspective, a move to the proposed building would be a win-win as it’s a strong financial decision for the small rating base of Kaipara to lease and repurpose, rather than take on ownership of a new build.

services and allow for remediation of a building that’s not currently fit for purpose.“ Mr Nicolson and Ms Miller are working to finalise potential lease details before NRC members consider the final plan.

The NRC paid $465,000 for the 1,235 square metre property at 32 Hokianga Rd from its Property Reinvestment Fund in late 2017.

Consultants have been engaged, and at this point, it is expected construction of the modern two storey building could be underway early next year and finished early in 2021 subject to approval from the new regional council in place after the local body elections in October. ¢

The reopening, a significant milestone for the coastal marae, which stands just north of Maunganui Bluff in the West Kaipara, comes after three and a half years of reconstruction following a disastrous fire that razed the dining reception area, traditionally known as the wharekai and a social hub of any marae. Despite the heroic actions of locals, the fire, caused by an electrical fault, devastated the dining hall as firefighters rushed to respond to the remote location. The existing building had stood since it was constructed by locals in 1985.

and local government and senior representatives of Ngapuhi gathered at dawn to be formally welcomed onto the marae, following the traditional formal round of waiata and karakia as the sun rose over the hills. The impressive new facilities include the latest in commercial kitchenware and the means to accommodate large gatherings. Locals have worked around the usual functions of community life during the extensive repair and rebuilding project, utilising marquee tents and assistance from other local marae. Now restored, it takes its position once more as a place of great social and cultural importance. ¢

Family Planning New Zealand has arrived in Dargaville, bringing professional and confidential advice along with a range of services to assist in promoting good choices and good health.

In a partnership with Plunket, the organisation’s two local nurses will be here to help from 9am to 1pm each Tuesday.

Family Planning has been an advocate for better sexual and reproductive health for decades, but it’s only since a month ago that they have made the expansion into a permanent weekly Dargaville clinic, with nurse practitioner Laura Henderson and registered nurse Yiza Sanchez-Oliva bringing their combined decades of experience to the west Kaipara.

Voting papers on the way Decision time is approaching in Kaipara and across the country, with voting papers in the mail this week for the triennial elections of regional councils, city and district councils, community and local boards district health boards and licensing trusts.

Voting documents are being delivered to households between September 20 and 25. Electors can post the documents back to electoral officers as soon as they have voted.

Polling day is on October 12 and voting documents must be at the council before noon. Preliminary results, or once all ‘ordinary’ votes are counted, will be available as soon as possible afterwards.

Official results (including all valid ordinary and special votes) should

be declared in the following week.

Anyone now not on the roll but entitled to vote will have to cast a ‘special vote’.

Electors may also cast a special vote if their voting papers are lost or damaged, or if they can satisfy the electoral officer that it would be too difficult to cast an ordinary vote.

Those wanting to cast a special vote must contact the electoral officer by the day before polling day at the latest.

KAIPARA SPOTLIGHT Shared customer service centre for regional, Kaipara councils A proposed $8.4M Kaipara complex that would house up to 80 local authority staff from two different councils is being hailed as both a good investment and a sign of ongoing confidence in Dargaville’s future.

The proposed Hokianga Rd building would be developed by the Northland Regional Council and about a dozen of its operational field staff, associated vehicles and specialist equipment would also be based there. However, the Kaipara District Council – and about 65 of its staff, most in administrative roles – would also be a key tenant.

Regional Council Chief Executive Malcolm Nicolson and his Kaipara District counterpart Louise Miller say given the two councils already had a mutual ratepayer base and shared office space in Hokianga Rd, it made sense to serve those ratepayers from a single purpose-built modern site.

No less than 23 community groups have received funding from a pool total close to $100,000, from the Kaipara District Council Community Grants announced last week.

The committee, which decides on the disbursement to organisations doing good things in the community chose a varied selection of recipients, ranging from volunteer lifeguards through to community halls, arts and culture, support groups and more.

Some noteworthy contributions include $10,000 for Dargaville’s iconic hilltop museum, $3,855 for much-needed lighting for the Northern Wairoa Association Football Club, and $2,573 to help equip the Northern Wairoa A&P Association with audio and communications equipment. In all, $99,995 was granted to groups and

organisations from Kaihu across to Mangawhai, and all points in between.

Funding will assist with projects as varied as roof repairs, aquaponics, volunteer training and tourist signage.

Grants such as these are open each year, through the Kaipara District Council. Those who wish to make an application for 2020 are advised that information about the process will be posted on the KDC website in June of next year.

Rural protest rally planned u by Paul Campbell

A farming sector protest rally against government legislation affecting rural industry and business has been organised to take place at Ruawai next Saturday.

Local farmer, Mark Cameron says he's spearheading a campaign “against too often vacuous government legislation severely affecting the rural sector being rushed through parliament.”

He says the ramifications of such issues as water, carbon emissions and other rural issues are having a profound effect, including rural suicide.

“We are seriously concerned about half a dozen things that are affecting rural life in New Zealand, not just in

Kaipara but the country as a whole and we're calling on all involved, farmers, and all the businesses affected. The rally is open to all, be it a truckie, a vet, a fencer or a concrete layer. Many a business depends on a vital rural sector.”

The rally is scheduled for Saturday, September 21, 11 am to 1pm at the corner of SH12 and Simpson Road, Ruawai. “If you are local, arrive by tractor — it's a farming icon,” says Mark.

As a former policeman, I have seen more than my share of family violence. In that role and now as a member of parliament, I know that police and social services are struggling to cope with the sheer scale of it.

For all those reasons, I was delighted to read in the Kaipara Lifestyler last week that two Dargaville locals are getting together with community organisations to promote stronger families and an end of violence within families.

Dianna King (no relation) and Rebecca Davidson are organising a music and dance event called Voice of Tamariki Everywhere with the aim of bringing families together for what they describe as a free festival of positivity against family violence.

Good on them. Moreover, good on those Dargaville entertainers, organisers and companies that are giving their time and service free of charge to support the event.

A concerted community effort such as this is just what we need to send a clear and unequivocal message that family violence in our community is

unacceptable. Voices of Tamariki Everywhere begins at 5.15pm on Friday, September 20 at the Dargaville Town Hall and is 100 per cent free for families.

More good news from elsewhere in the community.

Last Friday, I visited Dargaville High School to see the work of the students and tutors at their building academy.

What a privilege to see these young people at work, learning practical skills from experienced builders and tradespeople and providing homes for people at a fraction of the cost of houses elsewhere.

That they have a building academy at all is a testament to the culture of innovation and vision that has long been characteristic of this school and its community.

Again, good on them. Good on Dargaville.

The national ‘keep your country beautiful’ themed week, which is an annual call to arms for those battling pollution, litter and trash was a perfect fit for young year seven and eight students at Dargaville Intermediate, who took to the parks and streets on Wednesday, September 11 to tackle garbage and put it in its place.

They were joined (in rubber gloves and with paper sacks) by deputy principal Diane Papworth, and Northland EnviroSchools facilitator, Eden Hakaraia, who works alongside two other specialist environmental education professionals under the auspices of the Northland Regional Council.

“Dargaville Intermediate is a greengold school, meaning that every part of their curriculum carries an environmental

message,” Eden explains. Under the EnviroSchools umbrella, we have many positive guiding principles, of which one is cleaner communities. These kids have volunteered to help in a practical sense today.”

In line with changing attitudes, the students agree that collecting recyclables and trash is not a punishment or a chore anymore — it’s all about helping the planet. The verdict for Dargaville? Only a small amount of waste glass, plastic, cigarette butts and food wrappers were found in a sweep of our green spaces, which is good.

However, the kids point out — it should be zero.

Their message is to buy carefully for less packaging, recycle all you can, and make sure the rest goes in the bin. ¢

Te Tuhi, during a period, which saw not just the Te Kopuru brigade but others across the north very busy due to unprecedentedly fierce electrical storms that caused widespread mayhem.

This new firefighting machine joins a veritable windfall of new equipment for the emergency services volunteers of the Kaipara. In the past month, both Otamatea and Dargaville have also received new St John ambulance first response units. Now the challenge is put to the wider community to step up and volunteer to crew the expanded fleet. ¢

In our edition of September 10, the Kaipara Lifestyler reported on the successful change of management and name undertaken by local construction industry professionals, Vuletich Building and Contracting Ltd. What was missed, in error, was the range of valuable qualifications held by new business

Chief Executive’s Memo September 2018, a year ago, was my official start of my journey at Kaipara District Council. Kaipara is a great place to live, a great council and we’re facing challenges head on and committing to sharing more with our community around our decision making. One thing I’m very proud of is how we’re looking at alternative ways of working, adapting to change, and building a foundation that is looking to the future.

We’ll be starting some remediation work on the Northern Wairoa War Memorial Hall before the end of the year. Once that work is completed, we’ll look to our offices on Hokianga Road, as we need to urgently address issues around weather tightness, asbestos. As a major employer we need to ensure that we provide healthy safe space for our staff and visitors. How we’ll manage this work is currently under consideration and we will continue to look at the most cost effective ways to achieve this and ensure we are open to all options for our ways of working.

In a complementary way, we’re looking at how we can work with Northland Inc, to assist in promotion of Kaipara as a district. We know that our budgets are tight and we don’t have capacity to fund tourism directly so we will find ways that we can work with others to achieve this. The work we’re doing with the Tourism Infrastructure Fund grants, at Matakohe, Maungaturoto and Baylys, and our recently completed Dump Station at Taharoa Domain will improve

our tourism infrastructure as will the infrastructure created as part of the PGF funding we are receiving.

Engaging in the democratic process is key if you want to be involved in shaping your Kaipara. Your voting papers should arrive from September 23rd onwards, and I’d encourage you to take some time, read the candidate statements, attend any locally held debates or meetings and think about the type of representation you want to see around the Council table. The PreElection report I released in July shows some the challenge and opportunities we will face in the coming years, and I recommend reading it (it’s available on our website, or at council offices/ libraries).

A large group of like-minded community organisations have joined forces to bring some free fun family time to the kids and parents of Dargaville this September.

Calling themselves the Kaipara Tamariki Collective, they include groups at the forefront of providing services for families, and they are building on the success of their previous family fun days to present a Winter Wonderland on September 22.

The collective has grown out of conversations and collaboration between Te Ha Oranga, Whanau Focus, the Early Years Hub, Oranga Tamaki, the Kaipara District Council, Circus Kumarani, the ANZAC Theatre, Silver Fern Farms p Winter Wonderland is a free event in the same spirit as and Sport Northland. The concrete floors are down, and the Maungaturoto Community Charitable Trust is expecting its $3.6 million Riverview Rest Home dementia unit to be up and roofed-in by February, while fundraising continues with a Kaipara stock drive. ”The latest on the funding front has seen another magnificent cheque for $40,000, from The Den, the former Scout Hall in Bickerstaffe Road where community fundraiser Albie Paton and his team sell donated goods, and that amount included a $5,000 anonymous donation from an individual,” said trust chair, Craig Fergus.

“To reach our building target, we have some $300,000 to go, and there is some innovative fundraising in the pipeline.”

Leading the way is a stock drive organised by Golden Stairs beef and sheep farmer, Mike Smales.

“We have a bit of a subcommittee going and are after livestock donations to the dementia unit cause, weaners, boners, sheep, we have already received $20,000 worth of cattle to go to the sales. Any farmers who can also contribute can contact me on 021 431 682.”

Fundraising has also become a family affair, with Mike’s wife Karen helping to organise a Dahlias for Dementia garden tour of notable Kaipara properties in the New Year.

“Perhaps another Maungi event might be on the cards too,” he says.

The 14-bed dementia unit is sorely needed, with a shortage of such facilities that will just get worse as time passes. Almost 70,000 Kiwis are living with dementia today, and more than 170,000 will be living with dementia by 2050 with the cost to the country now around $1.7 billion that will reach around $5 billion by 2050. ¢

Harold the Giraffe, a mascot of the Life Education Trust, is not only alive and well — he’s still out there with his human ‘helpers’ promoting healthier lives for kids.

Mandy MacCarthy Morrogh teaches inside a converted semi-trailer; a big rig classroom in which, on a cloudy Wednesday morning, more than 20 kids are learning about fire safety, emotions, being brave and kind, and what’s healthy for growing bodies and minds.

It’s a similar scene to that, which many of today’s parents might remember if the Life Education Trust came to their schools. Northland’s trailer must cover a large area, and Mandy offers special thanks to the folks at Douglas Transport for assisting in bringing the Life Education programme to our part of the country. Harold continues his mission since 1987, to promote selfesteem and a sense of uniqueness in our nation’s kids. ¢

It was a year of firsts for Dargaville’s 2019 Wearable Arts extravaganza, as three shows spanning Friday and Saturday literally lit up the centre of town. A choreographed blend of technology, art, light, sound and creative talent, the third annual iteration of this artistic event had patrons using terms like ‘astounded’ and ‘spellbound’ to describe the experience.

For the first time, a single designer took out the trifecta of top awards.

The winner of this year’s Avant Garde category, Jackie Butterworth’s intricate and ethereal Dandelion Wishes (modelled by Ruby Carey), also took home the coveted People’s Choice award and the Supreme Award for the best wearable artwork overall. This victory came despite tough competition from an eclectic and colourful array of wearable creations, crafted from materials as disparate as bark and bottlecaps, illuminated by lights and adorned with jewels, crystals and pearls. A gallery of all the category winners and their visionary designs follows on the next two pages.

“The feedback from both the audience cast and crew has been amazing,” says Dargaville Arts Association Chairperson Allan Mortensen.

“It is a real success story for Dargaville. I’d like to give my personal thanks to everybody involved for making this such a landmark event.”

Of course, with such a titanic undertaking, there are many people the Dargaville Arts Association, primary organisers of the Wearable Arts, wish to thank. Foremost among these are the artists themselves, the focus and the heart of the show. Then there are the technical and technological visionaries from Belltech and AwhiWorld, who brought immersive light and sound to the town hall. The performers of Circus Kumarani, who astonished the audience with their skill and grace. The models who brought each artwork to life. The backstage crew, who worked tirelessly to present this spectacle as a seamless professional whole and, of course, the generous supporters and

I partook in a three year public relations exercise to build a waste to energy plant at Meremere. If New Zealand is to maintain a clean green image, we must stop dumping our rubbish in the ground.

I am the Chairman of the Mangawhai Recreational Charitable Trust. Our current focus is building a community cycle track named Gumdiggers due, to our local gumdigging heritage.

Having undertaken much work in townships and communities in and around Maungaturoto, Paparoa and Matakohe, I believe we need a wider vision to complete a cycle trail that links our district together, rivalling others in the country. The economic spin-offs are demonstrable elsewhere. We can make the most of such a venture.

Otamatea needs to receive its fair share from KDC reserve contributions. These funds already levied from growth need to be used to manage the increased demand for recreational facilities. I strongly support the local community and businesses undertaking most of this work.

KDC needs to farm less of our rates to outside consultancies and put communities self interests first.

Marion and I were both born in Te Kopuru, attended local schools, married 44 years ago in Dargaville and have made the west coast and Dargaville our home for the majority of my 66 years.

My background has been farming, earthmoving, logging, sawmilling and currently working for an agricultural contractor. I serve as pastor at the Lighthouse (Presbyterian) Church, chairperson for the Kaipara Budgeting Service, and together with Marion for 25 years have owned the Dargaville Sewing and Curtain Centre.

I stood for mayor in the Kaipara by-election and polled the highest out of Dargaville and West Coast p Marion and Brian McEwing candidates. Lifesaving aid for Mangawhai A new public defibrillator has been installed at Mangawhai Heads Reserve in a joint project between the Mangawhai Heads Volunteer Lifeguard Service Inc and St John Ambulance.

The AED, automated external defibrillator, is located on the exterior of the public toilet block after the club’s chief lifeguard instructor Jess Costello worked with St John Ambulance paramedic Andrew Mumford to provide the safe and easy-to-use machine, which is used to treat sudden cardiac arrest.

“The machine is accessible to the public 24hrs a day, and if people need to use it they just call 111 and NZ Emergency Services will give you a code to unlock the device,” said Mr Mumford.

“The placement is crucial for saving lives. Survival rates from cardiac arrest are around 13% in New Zealand, but the use of an AED within three to five minutes of collapse can increase the chance of survival by up to 44%.”

Ms Costello said the defibrillator was one example of the continuing MHVLS involvement in the area, working alongside Northland Regional Council with regard to the tsunami and civil defence protocols for Mangawhai and how the club would be involved in the

September has proven to be an exciting month for Mangawhai Artists Incorporated, as the creative group break new ground both literally and figuratively.

Inclement early spring weather did not dampen the enthusiasm of attendees to the groundbreaking and blessing ceremony for the Mangawhai Artists’ new expansion in Moir Street.

Despite the rain, a crowd gathered last Tuesday to witness the karakia being enacted by Matua Ben Hita before the first shovel of earth was ceremonially turned by MAI committee member Grant Mitchell and Mangawhai Library Hall president Rosemary Browne.

Groundbreaking is also a word being associated with a forthcoming exhibition by no less than 14 artists, taking part in the Mangawhai Artists Spring Collection.

Coordinated by Jean Fountain, this ensemble event will exhibit work from a group of artists whose art group meet every Monday in the community hall in Fagan Place Mangawhai Heads; Ann Howard, Ailsa Dennis, Gailene Marsden, Gordon McGibbon, Marion Bilton, Linda Foster, Linda Hobbs, Chris Cowley-Thomson, Ann Connew, Janine Brougham, Jean Fountain, Shirley Emerson, Lynn Middleton and Cherry Smith.
