The winner, Jodie Wellwood from Ruawai College, was placed first with her speech The Big Green and received the kauri trophy to display at her school for the year. Second placegetter was Casey Wynyard from Dargaville Intermediate with Why Donald Trump is secretly an alien, and the speech by Hinekahurangi Tutapu about deforestation placed third. All three winners received book vouchers from the Dargaville Rotary Club. The nine students are pictured happily holding their certificates, with Rotary youth and vocational director, Benjamin Hope.

Art lovers were reportedly enthusiastic in their comments of the efforts by children from the homeschooling group, whose presentation Exploring Art held more than 60 creations. The Oil and Water exhibition by artists Kathleen Reynolds and Susan Taylor was also well received, with several visitors enjoying the uniquely different styles.

There have been five instances where Dargaville police officers have been alerted to incidents as a result of the new CCTV camera installations, and their immediate response resolved the situations before they could escalate.

Mayor Smith said Kaipara has had “zero dollars from the Provincial Growth Fund while the other two-thirds of Northland has had, at last count, more than $80 million approved for their projects. The first official visit from a minister of this government to Kaipara was just in this past week, more than a year after it was elected. The Kaipara District is crying out for investment — the government is holding back, making is less a ‘surge’ region and more a ‘serf’ region. It is time for the government to talk turkey with Kaipara.”

Tegel had requested consent to build a chicken farm, which would have the capacity to stock up to 1.3 million chickens and employ 32 people on land near Arapohue.

Objections flowed in from the public, based on perceived noise and pollution threats.

It was later announced that the OIO had approved a takeover of Tegel by Philippines-based Bounty Holdings.

Yet a takeover notwithstanding, the office has now vetoed the necessary land acquisition. ¢

The Dargaville community CCTV project has made excellent progress in the last couple of months with monitors and software being installed at the police station, in addition to a transmitting tower, which allows the cameras to communicate with the station computer.

The installation of cameras throughout Dargaville has commenced, and there are currently three sets of cameras up and running, with plans for the remaining eight sets to be installed over the p CCTV coordinator Sue Curtis, nearing the completion of the set-up phase of the project next month.

LETTER TO THE EDITOR Quite recently, my wife and I decided that our old log burner, which we use to heat our home, was rather dated.

We then contacted our local store (Plumbing and Heating) they assured us that a more modern heater would definitely be an improvement on our old one.

This was very agreeable, we shook hands, and made the required monetary deposit. Then we learn, Kaipara District Council want twenty days before a permit can be issued, plus four hundred dollars!

I paid them a visit, they gave me a lot of rhetoric, but no understandable reason, they have not even paid us a visit. They would have it on their records when the original heater was installed, but for us to pay four hundred dollars out of our pension, we are old age pensioners, it is, without a doubt an illegal extraction of our money, without reason.

Yes, we are very angry, it seems the only option we have is to cancel the heater if possible. Can you help?

Response from Kaipara District Council: There are safety concerns associated with any appliance that contains fire. Building owners planning to install, replace or modify a solid fuel heater are required to obtain a building consent under section 40 of the Building Act 2004.

Modifying an existing solid fuel heater has the potential to affect the building’s compliance with the building code, and in the worst case make the heater dangerous.

All building work must comply with the building code, regardless of whether it needs a building consent, and new wood burners must also comply with the National Environmental Standards for Air Quality under the Resource Management Act 1991.

Solid fuel heaters installed without proper consents may fail to meet the standards for personal home insurance.

The permit fee charged includes processing of the consent and an inspection visit.

In a new exhibition at the Mangawhai Artists Gallery, fellow artists Andy Griffiths and Mark Graham have teamed up to present their display entitled Chopping + Changing.

Described as an exhibition of contrasts — urban and rural, watercolour and acrylics, street art and landscapes — this exhibition of work by these two Kaipara artists should intrigue and delight visitors to the gallery.

Andy has been a professional artist since 1990 working for large corporate clients such as Warner Bros Consumer Products and small independent publishers, and digital painting has occupied him for the last ten years.

Northland Rescue Helicopter service marks 30 years saving lives The Northland Rescue Helicopter service is preparing to celebrate 30 years in the air as the 2018 fundraising appeal begins.

Until the end of November, the service will be involved in numerous activities throughout Kaipara, Whangarei, Mid and Far North to pay tribute to thousands of lives saved, and those lost, since the very first flight from Kaitaia Hospital on November 17, 1988.

Last year $307k in public donations was raised and the aim is to raise a similar amount this year due to the increasing operational costs facing the air ambulance service.

Northland electricity lines companies Northpower and Top Energy will contribute $100k and $50k respectively to the cause, along with managing the appeal campaign. Northpower Chief Executive Andrew McLeod and Top Energy Chief Executive Russell Shaw believe an air ambulance service is crucial to the wellbeing of Northlanders.

Northland Rescue Helicopter Chairman, Paul Ahlers says that local business support is crucial year in, year out, as the service is only partially funded by Government.

Super sports facility open

The massive undertaking of establishing a community-based multipurpose sports facility in Dargaville has finally come to fruition for the Kauri Coast Recreational Society board, with a spectacular opening day on Saturday, September 29.

The facility caters for several sports in close proximity to each other, sharing a community room, kitchen facilities, changing rooms, and public toilets. “It will be much more convenient for mums to watch netball and dads to watch rugby, keeping everyone together,” said principal of Dargaville Primary School, Alan Russell.

“I think one of the board’s greatest achievements here is bringing nine organisations together in one place,” said chief executive of Sport Northland, Brent Eastwood.

Around 30 people attended the 5.30am blessing, and prayer and song echoed in the early morning stillness as the day dawned with the promise of clear skies and sunshine.

More than 350 people listened quietly as board chair, Chris Biddles, spoke of the rollercoaster journey undertaken in reaching the end-result, outlining the various financial challenges along the way — including a 37% increase in costs.

“It has been quite a journey to get to this place of having the facility available today,” said Biddles.

The Kaipara district mayor, Dr Jason Smith, spoke briefly acknowledging the organising team on their courage before introducing the Hon Grant Robertson, Minister of Sport and Recreation.

“I am moved by the story of a genuine community project. You have to have fortitude to see the way through adversity to completion. It is only because of people like this team that communities receive facilities like this,” said Mr Robertson.

“But much more than that, sport gets played — it’s about friendships that last a lifetime and building connections

During the official proceedings, children rode bikes and continued to play on the new tennis and netball courts. “That’s exactly what the facility is about,” said Brent Eastwood.

Afterwards, celebrities and dignitaries played a lighthearted game of netball and tennis, and intermingled with the visitors, creating a relaxed and informal atmosphere for all to enjoy. The Mental Health Foundation recently advised 95% of New Zealanders felt better after participating in sport and leisure activity. “Being involved in recreation of any kind creates a positive feeling of wellbeing — even a walk down the beach,” said former Silver Fern, Bernice Mene.

“This facility will save lives,” remarked Dargaville visitor and mental health advocate, Christine Matthews.

Children in the community can now take advantage of the sports equipment available, provided free to encourage play and establish long-term leisure habits. ¢

Smokefree Policy Review Council is seeking your feedback on a proposed Smokefree Kaipara Policy. This policy aims to educate Kaipara’s communities and visitors to not smoke around Tamariki/children, while helping provide safe and healthy spaces. The proposed Smokefree Kaipara Policy wishes to expand Council’s current policy to provide a large number of areas and public places where both smoking and vaping are discouraged, this is to ensure greater protection for our Tamariki/children.

The Proposed Policy can be viewed on Councils website or at Council Offices and at community libraries at Kaiwaka, Mangawhai and Maungaturoto.

Gambling Venues Policy Review The Kaipara District Council’s draft Class 4 Gambling Venues Policy is open for public feedback from 2 October 2018 until 5 November 2018.

Council staff are seeking feedback on the preferred approach to retain the current Policy’s sinking lid regime, which will see the number of venues and machines reduce over time.

The Statement of Proposal also considers the option of setting a cap on numbers and venues, and outlines a number of proposed minor amendments to the current Policy.

Kaipara Community Health Trust Central Ward and Business Representative Vacancies The Kaipara District Council invites expressions of interest to fill two vacancies for the Kaipara Community Health Trust (KCHT).

KCHT’s objective is to ensure there are health services available locally for people in our community to access. The KCHT has been highly effective in protecting and enhancing the services available on the Dargaville Hospital site. You will be able to build on this legacy through good governance, ensuring that the Trust’s current assets are wellmanaged for current and future community needs.

Kaipara District Council is seeking to appoint a community trustee from residents in the area known formally as the Central Ward (Ruawai and Paparoa area) and a trustee representing the business community.

They will join the other members in quarterly meetings of the Trust and other sub-committee meetings as required. These are an unpaid voluntary appointment which is eligible for reimbursement of some travel expenses.

Activity on the Matakohe Bridges realignment project is stepping up, and road-users, in particular, are warned that 30 massive concrete beams will be on the roads over the next few weeks at the rate of about one movement a day.

Bridge No 2 over Matakohe River requires 30 beams to form six spans, and these will be moved from Auckland to Kaipara with transportation, at press time, due to begin ‘from early October’.

Contractors Fulton Hogan say the beam transport drivers have appreciated the local interest and the consideration shown by other road users as they travelled along SH12 to site.

NZ Transport Agency’s senior manager project delivery, Chris Hunt, it can be “quite a challenge to transport large beams to a bridge site. Our transport team goes to great lengths to ensure this is done safely and with the minimum of disruption.

“The team appreciates the local interest in the project and the

consideration from motorists during this work, which so far has been performed without incident. Lifting the bridge beams into place is a significant milestone in the project to build two new bridges and improve safety on this section of SH12.”

All going to plan, both bridges will be completed by the end of summer 2019.

October marks the start of the project’s 2018–2019 earthworks season and the Northland Regional Council has approved an early start for September and will continue to regularly audit the project.

Full details of the realignment work progress will be available at The Kauri Museum Settlers Day on Saturday, October 6, through a display in the Matakohe War Memorial Hall. ¢

Fuel price discrepancies u by Jill Dickie

Dargaville residents and visitors are concerned at the discrepancies in fuel pricing between service stations, with many venting on social media platforms.

In a recent and very detailed excursion by a local resident, Rex Nathan, a significant variation was visible between service stations, and between Kaipara towns.

“My journey from Greenlane, Auckland, to Dargaville on Tuesday, September 25, revealed a huge discrepancy in petrol prices as shown on board prices photographed at each of 10 petrol stations,” he said. “Could it be as a result of the Gull effect?”

To summarise the variations, Nathan discovered Caltex Wellsford was 17 cents cheaper than Caltex Dargaville; Mobil Wellsford was 13 cents cheaper than Mobil Dargaville, and BP offered a similar price in both towns.

Fuel supplier Z has a wholesale fuel supply agreement with Caltex service station owners but does not set the pump price, according to Z spokesperson, Nicola Law. “Every Caltex site is independently owned and operated. Retailers set

their own pump prices, and the majority of the pump price is made up on the wholesale price paid plus government taxes and levies. In areas of intense local competition, the wholesale price may differ between sites. That can mean that the wholesale price is cheaper in areas like Wellsford where there is intense local competition.”

No progress has yet been made

by Gull NZ in locating a suitable Dargaville site for their retail business, though the town is still ‘on the radar’ according to Gull spokesperson, Karl Mischewski.

“We need a main road location around 1,000 square metres with a 35-metre road frontage. So far, landlords are resistant to a fuel station setting up on their property.

If we don’t find somewhere, Dargaville may get left behind,” said Mischewski.

I have watched with growing concern the huge drop in the number of benefit sanctions imposed by the present government. Since they came into power, the number has dropped by 21%. That’s massive, particularly when we know that 2,000 more people are on the jobseeker benefit.

The number on the jobseeker benefit should be falling not climbing, and New Zealanders have a right to question what hand — and handout — the government has in this.

The jobseeker benefit is called that for a reason. It is there to help people who are genuinely seeking jobs. It comes with obligations, including, obviously, looking for work, turning up to appointments and staying drug-free. If people fail to meet those obligations, then penalties, as unsavoury as this government may find them, need to be imposed.

As sad as it may be, we know benefit sanctions are an effective way to help motivate people to seek paid employment. Of those who receive a formal warning, 95% are meeting their obligations within four weeks of the warning.

It is not a case of benefit bashing; National’s aim is not to be tough on beneficiaries. Nevertheless, New Zealanders are also not handing out any favours when we are simply handing out money, as this government is. The government is simply stripping people of the incentive to work — to get off welfare dependency and to provide a better future for themselves and their families. ¢

Steak Pie with Kumara Topping Method

Ingredients

1: Fry off steak in batches and put in side dish until all meat well-browned.

2: Cook garlic in same pan with a dash of olive oil, add garlic and onions until browned, Add meat, wine, stock, mustard and herbs.

3: The meat should be covered in liquid, if not, add enough water to cover.

4: Bring to the boil then simmer, covered for 1½ to two hours. Remove lid for last half hour or so, to allow the sauce to reduce.

5. Boil and mash the kumara – seasoned to taste.

6. Roll out pastry for the base.

7. Lightly grease the base of the pie dish and line with the pastry.

Neaten the edges.

8. Fill with the cooked meat and cover the top with the mashed kumara.

9. Bake for 35 – 40 minutes at 180º or until pastry edges crisp and browned.

ZESTY MARINADE Whisk together 1/2 cup each olive oil and cider vinegar, juice of 1 lemon, 2 cloves chopped garlic and 1/4 teaspoon each salt and pepper.

METHOD

• 25g butter

Set oven to 200C.

• 200ml cream

Melt the butter in a small pot, add the garlic, cook for 2-3 minutes, adding the flour and stirring well.

• 2Tbsp flour • 1 clove garlic • 50ml white wine • Salt & pepper to taste • 16 large fresh Northland Scallops • ½ Cup Gruyere Cheese, grated • 1Tbsp dill, chopped • 1Tbsp fresh parsley, chopped • 8 scallop shells

Preheat oven to 400°. In a large bowl, whisk eggs, parsley, milk, salt and pepper; set aside. In an oven proof skillet, cook bacon over medium heat until partially cooked but not crisp.

Add diced kumara, capsicum or chillies, onions and sage; cook until kumara are tender. Reduce heat; sprinkle with cheese. Top with egg mixture and tomato slices.

Bake, uncovered, 20-25 minutes or until eggs are completely set. Let stand 15 minutes.

Cut into wedges and serve with buttered crusty artisan bread.

ITALIANO Add to the zesty marinade — 1/2 cup chopped mixed herbs, such as parsley, oregano or thyme, and a dash or two of Worcestershire. Replace cider vinegar with red balsamic.

ORANGE KUMARA SALAD PREP TIME 10 MINUTES

DRESSING

• 2 cloves garlic, minced • 1 tsp chilli flakes • 2 tbsp palm sugar • 1/4 cup lime juice • 2 tbsp pineapple juice • 1 tbsp tamari soy sauce

SALAD

• 2 tsp sesame oil • 2 tsp lime juice • 2 cups finely shredded orange kumara • 2 cups finely shredded carrot • 1/4 cup red onion, finely sliced • 1 cup slivered almonds • 1/2 cup coriander, sliced

METHOD

Add garlic, chillies to a mortar and pestle and crush to make a paste. Add sugar and continue to work. Add lime and pineapple juice, tamari and stir to combine. Taste and adjust flavour as needed, adding more sugar for sweetness, tamari for saltiness, lime juice for acidity, or chilli for heat. Set aside. Place shredded carrot, red onion, almonds, and coriander into a bowl and add the sesame and lime juice, then add dressing and toss to coat.

The world is growing older. Not just the planet — with an age agreed on by most geologists as in the billions of years — but our human population. As more and more among us reach what has traditionally been retirement age, it’s a timely reminder to look at all the change these folks have seen and have affected.

According to the United Nations, almost 700 million people are now over the age of 60. By 2050, two billion people, more than 20 per cent of the world’s population, will be 60 or older.

The increase in the number of older people will be the greatest and the most rapid in the developing world, with Asia as the region with the largest number of older persons, and Africa facing the most considerable proportionate growth.

With this in mind, enhanced attention to the particular needs and challenges faced by many older people is clearly required. Just as important, however, is the essential contribution the majority of older men and women can continue to make to the functioning of society.

We have to remember that this is a group who have already made huge changes to the world.

As children, they witnessed the end of the British Empire and the fall of the fascist powers. They grew up to demand — and enact — sweeping changes in the way we think about all kinds of rights, from racial equality to the end of apartheid in South Africa, through

to civil rights for African Americans, equality for women, better care for the mentally ill and more accountability from governments. In many ways, young people today could be seen as more conservative and obedient than their grandparents’ generation, who marched against war, nuclear weapons and injustice.

They have already made a great contribution to how we live, and have

shaped our values and politics. By sheer numbers, this demographic is set to do so again, forever changing how we care for and think about the elderly.

Ruawai locals are claiming frustration that a popular boat launching spot is consistently being used for the illegal dumping of domestic rubbish.

LETTER TO THE EDITOR So they are going to close the Kaipara scallop beds? What a crying shame but I guess something has to be done.

Long-time local resident Marina Pook says as a young girl nobody would think of dragging for scallops as they lay in little pools at low tide — so plentiful one could walk the shoreline and in moments have sufficient for the family.

There were no refrigerators then to keep scallops, so they only picked what they needed for the next meal.

Alas, those plentiful days are long

gone, and the availability has been slowly decreasing. There were those who knew better than the rules and made pigs of themselves. Their chickens are now coming home to roost.

It is to be hoped that tighter restrictions could lead to an improvement in the number of scallop beds in the harbour.

Unfortunately, this could take a lifetime and time is running out. We can only hope that the scallops will eventually recover.

Household rubbish has been left underneath a sign that residents erected, less than 10 metres from a creek, which flows into the harbour.

There are concerns that rubbish will be swept into waterways.

The short road, off Te Kowhai Road, provides access to local boaties, fishermen and duck shooters to the Kaipara Harbour.

“I’ve travelled extensively around the world, mainly through third world countries, and have seen the devastation and effect that rubbish

(mainly plastic) has had in our oceans.

It’s so heartbreaking to see this when it’s so unnecessary in this day and age,” said resident Errol Fenney.

Kaipara District Council are investigating this illegal dumping site and will proceed with appropriate action, and are currently working to identify persons concerned with the dumping of rubbish at a site at Te Kopuru.

Any residents with any concerns about illegally dumped rubbish should report it at kaipara.govt.nz/report or if urgent phone 0800 727 059. ¢

Summer is well on its way, and around the country, people are preparing their itineraries for holiday getaways. From family camping trips to fishing excursions and off-road adventures, many of these vacation ideas involve towing some kind of heavy load — so it’s time to get set now to ensure a safe journey.

Road safety and police authorities here and abroad identify five main issues which should be looked at by those about to tow — especially seeing as most of us spend the majority of the year without a trailer hitched on behind the family wagon. Taking care of all five will greatly reduce the risk of an accident.

First, make sure your tow vehicle is up to the task. It sounds simple, but towing a heavy load puts a strain on the engine, brakes, suspension and tyres of your car. You may have a WOF, but it’s good to visually check the state of brake pads and rotors, the solidity of your tow bar, the state of your tyre tread and the fluid in your transmission before hitching up.

Secondly, make sure to test the lights when you connect your trailer. That is the number one biggest mistake seen on the road when towing — faulty, poorly connected or plain broken lights, which mean traffic behind has no idea of your intentions. Once again, an easy twoperson test can save a huge hassle.

Then comes the threat of items flying off and away in your slipstream. You can never have too many tie downs, and they

The fourth piece of advice from the road authorities may surprise you — brush up on the towing rules. There are laws in the road code just for towing, and those of us who only get out there with a heavy load once or twice a year may have forgotten key points. Look them, up online and avoid a ticket!

Finally, remember that if you’re towing a caravan, boat, horse float or heavy trailer, you will by necessity move slower than other road users.

Where possible, and when safe, try to let those behind you pass in an orderly manner.

This way there’s less frustration on the road, and everyone gets to where they’re headed more smoothly. ¢

There’s a checklist of events which comes up fast on the calendar of any real off-road rider in the mid-north. We’ve already reached one milestone with the coming of daylight savings, but now the next is here as well. It’s time to tune up your bikes, gather your mates, mark the date and get into the action as the legendary Tangiteroria Trail Ride returns.

Featuring an immense and winding course, which takes in some of the best views in the Tangihua ranges, this is 35 kilometres of almost completely unadulterated off-road fun, with gravel only turning up where the path crosses roads. There could be few better ways to kick-off the official start of summer — we’re counting the season from Labour Day — and those who have tried this even often return year after year after year.

As in previous years, there will be not only a full-length track, packed with challenges for the keen rider, but also a 2.7km junior track for those just starting out in the world of off-road action, and a midgets track for the very very young. Once again, the whole family can take part — organisers suggest an early start, and there will be more than adequate food and drink for sale on-site to help keen riders last through the day.

Even those who suffer a bit of bad luck and break down out on the loop will be rescued by the ever-vigilant marshals.

Every year a massive turnout to this labour weekend event boosts the funds for Tangiteroria School, who are very

grateful not just to those kind farmers who allow the use of their land for the trail ride, but also to a generous bunch of sponsors, all of whom make this muchanticipated fun day possible. This year, event organisers have a special request to make — to help protect the farms and the environment, they ask that all bikes and gear be brought to the event

clean. With many bikes and quads fresh out of the garage for summer, a good clean and once-over are likely in order in any case, and it’s the polite thing to do.
