Kaipara economy surges ahead  by Andy Bryenton

Investment and increased economic growth in Kaipara are two of the highlights in Kaipara District Council’s 2018–2019 Annual Report, which was adopted by council at its meeting last Thursday.

The detailed accounts also show that in five years the $76 million debt incurred by the ill-starred Mangawhai wastewater overspend has been reduced by $31 million — by $1 million in the past year to $45 million.

council was restored in the 2016 local body elections.

The last year has seen an economic boost to the district, including growth in building consents and subdivisions that were higher than expected.

Income from these sources has risen rapidly in the last few years, from

$950,000 in 2013/14 to $3.9 million last year.

 More than 600 kids and adults were transported to a place of fun and free play in Dargaville last weekend, as Winter Wonderland came to life. The Anzac Theatre, part of the town hall complex, screened short cartoons for the families to enjoy. “It was great to see the families filling the movie theatre — some may have never been to the movies together before,” Whanau Focus manager, Rachel Ashford said. Other attractions were bouncy castles and slides, clowns and balloon animal making, face painting, circus skills, pop-up playgrounds and free fruit, barbecue and Milo plus lots of free play. The Collective, which includes Kumarani, Te Ha Oranga, Kaipara District Council, Whanau Focus, Oranga Tamariki, Silver Fern Farms and Sport Northland, along with Early Years Hub and the Anzac Theatre, donated their time and resources to ensure that the event was free.

 On September 19 a very successful Learn to Grow Beautiful Dahlias afternoon was held by the organisers of the indoor section of the Paparoa Show. Linda and Rob from Dahlia Haven brought a large quantity of dahlia tubers for sale and Linda gave a very informative talk and demonstration on how to divide, prepare and grow dahlias up to show standard or to produce healthy beautiful blooms throughout the summer. Close to 100 people turned up from garden clubs and affiliated groups across Northland, making it a very successful event. The next Paparoa Show will be on February 1 next year, with a great exhibition of dahlia blooms in the Indoor Section — come and take a look.

The first home built by the students of Dargaville High School’s Building Academy has been formally opened by Acting Prime Minister Winston Peters and blessed not only as a family home by kaumatua Rex Nathan but as a concept by dignitaries from local and central government.

 Acting Prime Minister Winston Peters cuts the ribbon on the first home built by Dargaville high School building academy trainees. Organisers have petitioned the Provincial Growth Fund to roof the site for all-year building training

Head tutor and educator of the academy, Tim Pratt, said the project was the only building academy of its kind in New Zealand, training future tradespeople in a secondary school environment.

“It’s a source of pride for all of us.

There have been 29 apprenticeships earned here over the years since we began. We are making history here.”

Mr Peters, cutting the ribbon on the inaugural home, said “there is no horizon to a practical skill,” noting that with the current average age of an apprentice at 26, it’s time to think about starting prospective tradespeople

younger. He added that the programme, and potentially others like it could address housing shortages.

DHS principal Michael Horton agreed, saying: “This is the first house built here, but it is the beginning of something big.”

Another home stands half-complete next to the first, awaiting the attention of a new intake of students.

Kaipara Mayor Jason Smith told the assembled students: “Your skills are needed for all New Zealand. Kaipara district is the fastest growing in the North Island, with 20.6 per cent population growth since the last census.

Kaipara economy surges ahead This programme incorporates three distinct but linked projects that use Kaipara’s natural assets to lift the district: improving roading across Kaipara, using wharves for waterbased transport on the Kaipara Harbour, and for growing high-value food crops.

“Kaipara Kickstart is a sign of central government investment in the stability and potential of our district.

This funding enables us to start some exciting work as part of our commitment to grow our communities and prepare for the future,” said Kaipara Mayor Jason Smith.

Work undertaken across the district included resurfacing 51 kilometres of sealed roads, metalling 43.2 kilometres of unsealed roads, and continuing the roll-out of LED streetlights. In addition, council completed a $1.2 million project to better manage stormwater and reduce the effects of flooding on low-lying properties in Quail Way, Mangawhai.

Chief executive Louise Miller said council had achieved a marked improvement in customer service.

“Our focus on providing better service has helped us achieve a seven per cent rise in resident satisfaction in our Customer Perception Survey this year, which is great to see,” she said.

“We’ve created a new website, reduced call waiting times, and launched new online tools to update

our communities about what’s important to them and seek people’s input.

“I’m also very proud that we were the first council to achieve full marks in Food Agency Accreditation to certify food businesses in the district.”

Ms Miller said council was working alongside communities to help them grow and thrive and awarded $300,000 of grants funding for community projects and made $300,000 available for community reserve projects in the past year. It also led public governance training workshops and community conversations about how best to support community-led projects. 

A major rally in Ruawai brought town and country to deliver a strong and very real warning to the government.

The rally saw farmers, agriculturalists, local retailers from across Kaipara express real concern about the muddy and dead-end track that an out-of-touch government is sending the rural sector down.

Nor is it only the rural sector. If the government’s proposed policies on crucial issues such as freshwater and methane reduction are written into law in their current form, they will have a disastrous effect on farmers and the hundreds of companies and individuals who rely on farming for their livelihoods.

The people who gathered at Ruawai know that. What was astonishing, and remains so, is that apparently, the government does not?

They would, if they just talked to us — and listened. After all, nobody knows more about farming than farmers. Moreover, even that seems to be beyond them. Their

‘consultation’ with farmers on agricultural emissions is closed and lasted just five weeks. They didn’t do much better on their freshwater proposals — just eight weeks during farming’s busiest time of the year.

So, what we have here is a government that is not willing to listen and learn from those who know best about crucial issues affecting the country’s biggest industry — one that accounts for 70 per cent of our exports and countless jobs.

Well, here is a warning for the government: you had better start listening — because the voices from Ruawai that you chose not to hear will only grow. There are other rallies planned for Whangarei, Hawke’s Bay, Waikato — in fact, right across the country. When town and country in rural New Zealand get together like this, that is a voice you do not want to ignore.

The company’s nation-wide annual ERT competition was held at our Pacific Plant in Hastings, says Dargaville plant manager Lance Warmington.

“This is an opportunity for the team to be put through its paces competing against other North Island Silver Fern Farm plants.”

Competition is tough, and the calibre of skill displayed by all teams is up there with those of emergency first responders from the public sector.

Silver Fern Farms invest a significant amount of resources into training team members to a standard that’s second to none, says Lance. Simply put, this is because they save lives. In the

past, ERT response to incidents such as falls and even heart attacks has been crucial. Members of the squad are passionate about being ready for any eventuality.

“We acknowledge that our people are our greatest and most valued asset,” says Lance, “and therefore our ERT teams are trained to be first responders to any incident or emergency on our sites.”

Emergency squads competed across a range of simulated scenarios during the 2019 contest, tackling all kinds of potential disasters and sharing their skill base to ensure best practice across the country. 

No response to tip protests  by Paul Campbell

Members of the Fight the Tip movement opposed to a huge Auckland rubbish dump in the Dome Valley over fears an accident could poison the Kaipara Harbour are still awaiting an official response to their campaign.

A petition to parliament, letters to Prime Minister Jacinda Ardern, appeals to Auckland City, local protest meetings, a political rahui or ban on the tip site, have yet to get a substantive reaction.

“We keep hearing even from elected officials that ‘you’re going to need a lawyer to oppose this application properly’,” said Fight the Tip executive member, Michelle Carmichael. “That does not seem fair when we are just caring members of our community trying to protect our environment.

Measles cases still rising The latest figure for measles across Northland reached 52 confirmed cases last week with seven more cases under investigation.

From January 1 to September 24, there have been 1,443 confirmed cases of measles notified across New Zealand with 1,203 in the Auckland region, where the Northland cases are believed to have arrived from.

“The current measles outbreak has created pressure across the health system, particularly in Auckland,” said a Northland District Health Board advisory notice.

“Until further notice, Northland DHB and general practice are focusing on the following age groups as a priority for MMR vaccination: “If you have children under five who are not up to date with their scheduled MMR vaccinations, we recommend they are vaccinated at least two weeks before travel to areas where there are serious outbreaks.

Infants age six to 15 months are able to get the MMR vaccine before leaving. Talk with your doctor if you are planning to travel to these areas

and consider not going until the measles outbreak is over.

“Please note that if your child has an early MMR vaccination (before 12 months of age), they will still need another two doses at 15 months and four years.

“Children who have not been immunised or who are immunocompromised should stay away from schools where measles cases have been reported. Northland DHB Public Health Nurses will advise if this is the case.”

As measles used to be very common, people above the age of 50 are considered immune and don’t need an immunisation. Pregnant women should not get immunised against measles and should contact a health professional or Healthline on 0800 611 116. Major tenant for Mangawhai project

The Mangawhai Central development has identified an anchor tenant, with New World confirming it will open in the causeway project designed to include a town square, supermarket, hardware store, a service zone precinct, and future provisions for schooling, retirement living and health care.

The developer, Viranda Partners, has begun the proposed decade of construction with the first stage of earthworks now complete. It plans a major development statement at a public meeting in Mangawhai on October 24.

“Although the site may appear quiet, it couldn’t be more active behind the scenes,” a company spokesman says.

“A development of this scale has many facets to it, including working through Kaipara District Council requirements and formalising contracts with potential anchor tenants.”

Foodstuffs executive Lindsay Rowles says the store will provide a butchery,

produce, seafood, delicatessen and bakery departments, as well as local employment and is expected to open in 2021.

Viranda continues to market 14 local community service sites in the Service Zone at Mangawhai Central through Bayleys Real Estate.

“Finally, Mangawhai Central is a community-led project. We have held two public meetings and we are now putting the final plans in place for a third public meeting to be held on Thursday, October 24, at The Mangawhai Club.

On the agenda will be the latest master plan details, along with streetscape designs and other interesting news.” 

Access to Baylys Beach via Seaview Road will be significantly improved, with a new boardwalk to increase safety, new bathroom facilities and a lookout confirmed by the Kaipara District Council’s parks and reserves management.

Existing access has suffered due to the natural processes of erosion in the very changeable dune-front environment, with a stream exiting alongside pedestrian and vehicle access to the beach. The measures planned in the KDC’s Bayly’s Beach boardwalk and toilet refurbishment — Tourism Infrastructure Project are both remedial and focussed on longterm betterment of the area. In a mid-September confirmatory missive, Parks and Reserves manager Hamish Watson outlines in detail the plans for a wooden boardwalk not subject to erosion, and a more accessible toilet

ablutions structure. “All the feedback from the Baylys Beach public was very much appreciated, and we took this to our designers who have taken this on board and used it to define the design work,” he says “with the final concept drawings received we will now be going out for tender, evaluation and the award of a contract to construct.”

The boardwalk is indicated to run from the Seaview Road car parking area to the beach itself, with the relocation of the staircase to the toilet block, the addition of a retaining wall and other improvement works undertaken at the same time. 

My first job after leaving school was as a junior at the BNZ bank here in Dargaville.

I was swapped for a much needed overdraft to keep the family farm running. (True story). The bank promoted me and transferred me to Auckland.

I have since had the benefit of intensive leadership training in both New Zealand and Australia where I have learnt from some of the most successful people in New Zealand agriculture and business.

I met my future wife, Megan, now a lawyer, at Pouto Point. Megan and I now have our own place down on the harbour.

Megan and I have been blessed to have met many people along the way who have believed in us and helped us progress. In turn, we have made a huge commitment of our time back to the Northland community. To name some: Volunteering Northland, school boards, Maori Trusts, coaching and managing sports teams, refereeing, school fundraisers and Northland Community Foundation.

I have respect for all cultures and beliefs, form productive meaningful relationships and networks, care about our environment, want a positive future for Dargaville, use my experience to create employment opportunities and I want a better future for our children.

I believe I can contribute to significant improvement in the way the council serves the Kaipara community

Educator Wendy Baker teaches an essential message to kids at kindergartens and primary schools around the north; ‘you are special, you are important, and you need to know how to be safe.’

Recently she’s been sharing this message, via an interactive six-week programme, with kids at Dargaville Kindergarten.

“Many adults would be surprised to learn that there is no universal ‘stranger danger’ and anti-abuse programme across New Zealand early childhood education, teaching youngsters how to avoid trouble, which could lead to traumatic situations,” says Wendy.

“Hence the development of the I’m Special, I’m Safe programme, which involves puppets, song and dance, and memorable catch-phrases to arm kids

with the ability to say no, to escape from threatening individuals, and to clearly and concisely tell a trusted adult what happened. “ With an emphasis on building confidence, and also on positive self-image and body self-ownership, Wendy’s programme is teaching some of society’s most vulnerable, how not to be victims. The class of 2019 at Dargaville Kindergarten all earned medals and stickers on completion of the course, and Wendy donated two new friends; teddy bears Ted and Bess, to remind the kids of what they have learned. 

precious photo history The Museum Community of the North will meet at the Packard and Pioneer Museum in Maungatapere this October for a workshop provided by Te Tari Tohu Taonga, the National Preservation Office, and National Services Te Paerangi. The question asked; how can precious archives of photos defy the decades and last forever?

It’s a conundrum, which the curators, staff and directors of a host of Northland museums are coming together to explore on October 18.

With the first photographs made in the mid-1800s and displayed at events such as the Great Exhibition of London, photography has captured more of New Zealand’s colonial past than perhaps that of any other nation.

Highly qualified paper conservator Vicki-Anne Heikell of the Alexander Turnbull Library will be on-site to advise the leadership of our many museums on how best to slow

the ravages of age and preserve photographic records of the past.

From dealing with mould through to the ethics of handling personal photos of the deceased, and into the digital possibilities of scanning photos for posterity, our museum community are all keen to learn more and help preserve these literal snapshots of the past for future generations.

Director of the Dargaville Museum, Maree Saunders agrees: “the combined photographic archives of our museum community are priceless and must be preserved.”

Telephone boxes have always been a great way to take a look at the past. After all, time travellers like Bill and Ted (not to mention Time Lord Doctor Who) insist on travelling through history in phone booths. The real thing can be just as much of a transportative experience.

The iconic ‘Big Fresh’ animatronic vegetables that have been the centrepiece of a supermarket, the subject of a television documentary and the focus of one of Trade Me’s mostwatched auctions of 2019 have a new home.

A phone call between Milton and Dunedin on February 2, 1878, is the first known phone call in the country, but soon the boxes were popping up everywhere. It’s a true fact that the proportions of the red booths are mathematically identical to the proportions of Egypt’s Great pyramid. The first public phones cost just two pennies a call, and by 1926 there were 409 of them dotted around the country — this rose to 679 by 1930.

Christchurch boasted an odd hexagonal phone box in 1922, but most followed the square pattern, and contained not just a rotary phone but also both white and yellow pages. Pages were often torn out to use as notepaper, and infamously, scrawled graffiti sometimes offered clandestine goods and services on the phone booth wall. In later times, a fad for competitions to see how many people (often teenagers) could fit into a single booth proliferated.

The record stands at 14.

Today, surviving phone booths are not in service, but take pride of place in museums and private collections.  Superman might not have anywhere to change anymore, but the phone booth was once a ubiquitous sight To step inside really is to outside Kiwi post offices and dairies visit an earlier time. Celebrating one year Rebecca Woollam (Johnston) decided to follow her dream when leaving high school, and set out to become a hairdresser. She applied and was accepted into the Rotorua School of Hairdressing going on to accept apprenticeships at hair salons in Paeroa, then Hamilton.

Then came a top opportunity. “I was told that London City & Guild Hairdressing, combined with Pivot Point training, had decided to trial a twoyear, full-time training and qualification programme at the Manukau Institute in Auckland,” says Rebecca. “They were only going to choose 16 out of 500 applicants, so I didn’t hold my breath — but I was told that I was one of the very lucky ones chosen. On completion, I gained work and further experience in hair salons in Hamilton, Remuera, then back north to Whangarei. I settled in Dargaville, where I worked for many years at Unisex Hair salon owned by Dawn Dreadon.”

It was about this time that Rebecca stepped back from hairdressing and became a full-time parent, raising a family alongside her husband.

Nevertheless, the keen professional kept up with hairdressing by working with family, friends and doing mobile hairdressing, particularly for the elderly.

“As my children are now older, I wanted to get back into hairdressing,”

she says. So I completed further qualifications under Hito and decided to make my lifelong dream come true of becoming the owner and operator of my own home-based hair salon. I am now celebrating one year since the opening of 91 Design Hairdressing, here in Dargaville. It’s a stand-alone hair salon, with a large deck, and a calming rural outlook that is totally detached from the house. This professionally designed space was renovated to fully meet the Kaipara council’s health and safety requirements.”

“I would like to say a massive thank you to all my clients, family and friends who have been on this journey with me, for believing in me and for all their support and continued support,” says Rebecca. “I look forward to meeting new clients, and offering a warm, friendly and ultimately satisfying professional hairdressing

World Cup opening weekend was a major one for rugby fans, and not just because of the performance of the mighty All Blacks in Japan. In Dargaville a second significant match took over the field at Pioneer Rugby Park, providing a grass-roots counterpoint to the on-screen action.

celebrate 95 YEARS of trading

Diamond birthday celebrations Kaiwaka was a very different kind of town in the 1920s when Francis John Jaques gathered his savings and established a modest grocery business at the shortest portage between the East Coast and the Kaipara Harbour. This year, that business celebrates 95 years of service to a town, which has grown alongside it.

On August 13, 1924 Francis, more commonly known as Frank to his many friends and customers, sledged in a gigantic slab of Kauri to be his main countertop.

People at the time called him ambitious for establishing a trading post in what was the ‘wildest north’, but Frank had an eye for business and saw how the trade routes were laid out.

His new enterprise stood at a crossroads between the burgeoning town of Whangarei, the Albertland settlements to the west, Mangawhai with its harbour to the east, and metropolitan Auckland to the south.

It was from Auckland that Frank first sourced a treat unknown to the region; ice cream. In 1925, when the journey to the city was a muddy slog or a long boat ride, Frank had a tin of the dessert packed in ice and sent to Kaiwaka.

Needless to say, it caught on and has been a favourite down the years.

Jaques moved with the times and opened a milk bar during the post-war rock ‘n’ roll era, a place with booth seats, milkshakes and the whole panoply of delights for the ‘Happy Days’ generation. With movies in town, Jaques

was open until the ‘late’ hour of 8pm!

By the 1960s, Jaques was described in the grocery industry as “one of the most modern supermarkets in the country, with a spacious car park and petrol pumps’.

It was truly a family concern down the years, with all of Frank’s sons working the counters, then their wives,

and also Frank’s daughter and her husband who operated the adjoining bakery. As predicted, Kaiwaka has indeed become the crossroads of the Kaipara, and Jaques Four Square (now

Growing up in Quebec, the French-speaking part of Canada, the young Joseph-Armand Bombardier was no stranger to harsh winters. His home town of Valcourt was isolated to motor cars during the winter, as modern snow ploughs had not been invented; this was back in the 1920s, after all.

Bombardier (his family name came from the French military, meaning one who tended mortars and cannons) was a keen adopter of modern technology, reading books on cars and internal combustion engines, following developments during the first world war, and opening his own motor garage at the age of 19. Contemporaries say he was frustrated by the need to pack away cars and motorbikes in winter; he considered it a lost season for his business and his passion.

However, it was a personal tragedy, which turned his seasonal irritation into a crusade to defeat ice and snow.

When Bombardier’s young son fell ill with peritonitis, deep snowbanks and a lack of fast transportation meant that he did not reach a hospital in time to save his life. Joseph-Armand set to work with a vengeance, channelling his grief and his mechanical genius together. The result was the B7, released in 1937; a machine with skis at the front and tracks at the back, demonstrably able to traverse the worst that the Canadian winter could offer. During the second world war, Bombardier designed arctic combat machines for the Allies, taking

the war to the Nazis aggressively in the snow all across Europe. He came back to invent the recreational snowmobile, cementing his place in history.

Can-Am originally began as the part of Bombardier’s engineering empire developing high-powered motorbikes and ATVs for competition. They filled a trophy cabinet with big wins across North America, and the name went on to

be associated with all of the company’s off-roaders since the early 2000s. Now you’ll find Can-Am vehicles tackling every kind of terrain on Earth, not just ice and snow.

Nevertheless, their beginnings, with one man taking on the harsh Canadian winter and winning, show the kind of attitude, which informs their design choices to this day. 

Rewarding life on two wheels They say that when you do what you love, you never work a day in your life. That may not quite be the case for West Kaipara motorcycle mechanic and enthusiast Patrick Lumby; but only because it’s sometimes hard work getting through the number of ailing bikes, quads and side-by-sides, which arrive on the back of his ute each week. The love of bikes is strong in his family.

When he’s not fixing, servicing and maintaining the machines of others, you’ll find Patrick and his son Ivan, an ex-motocross rider, out on the road enjoying the freedom of two-wheeled touring. It’s part of the All Bikes name, which hangs on a sign outside their rural workshop; Patrick says they’ve seen everything from mini dirt bikes to full-sized Harley Davidsons on the hoist.

He’s just finished restoring a beautiful old Kawasaki as seen in the film Top Gun, and also has a distinctive Mad Max aesthetic BMW in the stable but it’s other people’s bikes that have seen the business grow.

That’s why there’s a new signwritten ute in the driveway, and why Ivan is now a full-time part of the team, using all the skills picked up during years of helping out in the garage and some new ones besides.

Warrior fights the good fight  by Andy Bryenton

This week we set out to test drive the new Lawnmaster Warrior, a mower with a difference. That difference became clearly apparent when it first rolled into view; this mower is bright pink!

There’s a very good reason for the colour scheme, as Trevor from Dargaville’s Godfrey’s Mowers and Chainsaws explains. Lawnmaster is pitching in 100 per cent behind this month’s breast cancer awareness campaign, helping raise funds for a cure and to support those who are battling cancer right now. Hence the loud and proud pink paint job. Every single one bought means another hefty donation to the cause.

Getting down to nuts and bolts, this is a classic Kiwi style mower, with a powerful top-mounted engine, generous cutting deck width, and, once again, it’s hard to get past the fact that it’s bright pink. Under the paint, there’s a durable body that will last for years, but up top, it’s coral, candy and Cadillac coloured.
