The survey by the Kaipara Lifestyler covered a representative cross-section of 50 households across the district. It showed that 84% of ratepayers polled are unhappy with their bill and would be paying only to avoid penalty interest. The figure of 16 per cent who said they would withhold rate payment was described as ‘astonishing’ by Mangawhai Residents and Ratepayers chair, Bruce Rogan. “You’d probably expect about one person in a hundred to actually refuse, so this astonishing figure of 16 per cent is a clear sign that the rates increase is not right. Anything over five per cent refusal is hugely significant. And when 84 per cent are ‘upset’ then it shows council got it wrong.” Kaipara Citizen’s and Ratepayers leader, Ron Manderson, is not surprised by the survey, adding, “the numbers withholding payment looks set to increase dramatically if the commissioners do not immediately take action to phase the increases in over a number of years, not exceeding 10 per cent per annum.” He noted Kaipara Citizens and Ratepayers Association chair, Ron Manderson, suggests a phased rates increase Auckland had a 10 per cent rates rise cap. Kaipara District Council commissioner, John Robertson said, respondents suggested there could be an increase in the “no-one’s ever happy with a rates increase but most recognise rates rebate level. Mr Robertson said in turn that “central government is that it’s important to pay as rates provide for services such charged with setting the rebate level and eligibility criteria as roads and wastewater. “In the past few years, operating costs have been higher and local councils act solely as a processor of applications. “If people are struggling they should contact council’s than rates income resulting in debt — we need to ‘tie down’ expenditure and remember the important principle of not customer services — if we can help in some way we will.” While the current Long Term Plan 2012–2022 sets out a borrowing to pay for day-to-day running costs. “Our goal is to resolve financial and governance issues rates increase of 9.8% for 2013 and 4.5% for the following year, but we would also like to develop a model for the whole of the commissioners aim to reassess the LTP early 2013. “We are unable to do anything about this year’s rates but we New Zealand — a council with great services and a wellwill be reviewing the plan and will be open to the community engaged community.” Many people surveyed commented on a perceived to have their say on any proposed amendments.” “We have heard from those who oppose the rates increase difficulty for elderly people on fixed incomes faced with the increase and Mr Rogan added, “Many people have to but there are also many who are happy for us to get on with make sacrifices elsewhere to pay these rates.” Some survey the job.”

Ruawai ‘gent’ to Gold for black belt attend world summit by Rose Rees-Owen
by Kim Munro
Aidan Gent from Ruawai has been selected to attend the One Young World Summit in USA this month and is one of a select group who will be presenting to the summit and rubbing shoulders with the likes of Bill Clinton The meeting draws together the best and brightest young leaders from around the globe to discuss, debate and formulate initiatives that confront the top six issues for the world and are tabled as official agenda items at the G8 and G20 summits. Aidan, who grew up on the family farm in Ruawai is Agricultural Manager at Westpac in Taranaki. “Aidan has shown real leadership and stand-out qualities in his ability to work in a team, his concern about global issues and a passion to make a difference as well as an ability to generate and articulate impactful ideas and a commitment to volunteering,” says communications executive, Luke Parker. He will be among 1,300 delegates attending the summit, all under 30, from 190 countries and is one of 42 selected to present a 6-minute presentation around sustainable development. Having grown up on a dairy farm in Ruawai, Aidan has an interest in sustainable development and says he has ‘a unique viewpoint’ vis-à-vis agriculture. “I strongly believe it must have a commercial framework behind it — a sustainable business leads to a sustainable environment. We are the custodians of the land for future generations but there are economic imperatives within the agricultural sector which need to be met also.” “I’ll be taking the opportunity while on the podium to promote New Zealand agriculture — not bad really for a boy from Ruawai.”
Aidan Gent who will be attending the One Young World Summit in the USA this month
“Bill Clinton is the key-note speaker and, as one of the 42 presenters, I’ll have the opportunity to meet him.” The four-day event is backed by summit counsellors who will lend inspiration and guidance to the delegates and includes well-known names such as Jamie Oliver, Bob Geldof, Imran Khan, Rahul Gandhi, Jimmy Wales and Joss Stone. Aidan says his aim is to take over his father’s farm but laughs, “with three sisters also in the family I will really have to earn my share.”
Former Dargaville High School student, Shane Tregidga recently competed in the Oceania Karate Championships in Sydney and returned with three medals
He took home the gold for the under 21 and under 75kg category, a bronze for the men’s open category and New Zealand won bronze as a team which Shane was a part of. “It was great — a good competition and New Zealand ended up top of the medals table,” says Shane. His mother, Janine Tregidga describes him as “very focussed and determined” and he was selected to go to the next karate world championships in Paris as part of the New Zealand team but he would rather wait until he is top of Representing New Zealand at the Oceania Karate his class individually. Next step for multi-sports hub
by Rose Rees-Owen
by Rose Rees-Owen
Wind, rain and treacherous foot paths did nothing last Saturday to slow down six-year-old Joseph Tebbutt from Dargaville in his quest to raise money for Ronald McDonald House
Sport Northland has approved the plan for a centralised multisport hub at Memorial/Rugby Park, Dargaville and will now undergo the process of selecting board members ‘to drive the project forward’
He was born with a long list of health issues including a severe heart condition and abnormal muscle tissue leaving him in a wheel chair and has required specialist treatment at Starship Hospital. Joseph and his family have become regular guests at the Ronald McDonald house and his next operation is open heart bypass surgery. “It has been our second home and a comfortable The Tebbutt family: Proud mother Erica with her twins, Joseph and Sophia bed to sleep in and a shower at the end of a harrowing day can make He crossed the finish line beaming, a huge difference and this is a way taking one hour and 15 minutes and for Joseph to give back,” says mother, said it was “good” and wasn’t too tough Erica Tebbutt. in the soggy conditions. The Dargaville Sports and Recreation Infrastructure Plan proposes that key sports be situated together and would see netball re-located from the high school and may include the tennis club selling land as a contribution. Sport Northland Chief Executive, Brent Eastwood said relevant sport and recreation groups had been consulted and feedback has been, “very encouraging and supportive.” He says the next stage is appointing a board and this process will begin in late October. “Two board members will be elected from sports and recreation groups and five will be appointed for their skill
sets from one or more of the areas of governance, finance, law, fundraising and facility development.” The hub would utilise existing facilities as well as build new infrastructure including a multisport facility featuring members lounge, function space, toilets, changing rooms, storage and administration space. There would be a total of six dualuse courts for tennis and netball. A covered grandstand would be built on the western side of Rugby Park as well as four petanque courts, a small playground and possibly a gym at a later date.

AN OPEN LETTER TO RATEPAYERS OF THE KAIPARA Council now has more competent governance but it is hard for well paid new people to fully appreciate the damage our last councils have caused, and the ongoing costs to citizens and ratepayers indirectly and now directly, with some massive rate increases. Many have chosen to withhold rates in protest and Kaipara Citizens and Ratepayers Assn (KCRA) will take advice from members regarding a call for a total rates strike if the Commissioners do not promptly either substationally reduce the rates or phase them in with a capped 10 percent increase per year. Advice KCRA has obtained suggests up to $30 million of our current debt has been incurred altra vires, illegally, or without regard to the best interests of ratepayers, and a considerable amount of this may be recoverable. Nothing will reduce our rates more than such recoveries which could save interest and capital of up to $3 million a year. We would expect the Commissioners to fully support this initiative when the Audit Report is available to them. This petition will demonstate to the Commissioners and the Government the absolute necessity to address the Kaipara rates situation, and will enable the KCRA to take independent action on the ratepayers’ behalf if necessary. Please sign the petition below, take it to your friends and neighbours as we seek thousands of signatures to give the KCRA backing for action on your behalf. In addition please join KCRA and if possible support this by donation. Ratepayers may each save thousands of dollars in rates over the next few years through such donations, so invest in your future. Go to www.kcra.org.nz for further details. Also see www.kaiparaconcerns.co.nz
KAIPARA RATEPAYERS’ PETITION TO THE MINISTER FOR LOCAL GOVERNMENT To the Honourable David Carter, Minister for Local Government We thank you for appointing Commissioners to take over our District Council, and implementing an investigation by the office of the Auditor General. We ask that the Commissioners investigate the actions and inactions of the former Councillors, employees, contractors, consultants, advisors and auditors, and Audit New Zealand, for unlawfulness and for negligence and other breaches of duty. We ask that you not retrospectively validate unlawfulness by our Council. We ask this on behalf of all New Zealanders who bear the costs if there is no personal accountability for reckless or unlawful conduct in Councils. We also ask that the Minister ensures that the appointed Commissioners immediately amend the Long Term Plan to limit any rate assessments to a maximum increase of 10% per annum to avoid a massive rates strike. a darker shade, let us know too. Before you paint, wash the house down and treat it with moss and mould killer. In the hot dry months, paint in the shade or use a special hot weather thinner. High humidity can cause big problems, so try to paint when it’s dry, or there is a slight breeze. Avoid painting within three hours of sunset. Safety first — disconnect electrical lines before you paint around them, and use stable ladders and scaffolds.

Meet the Flight Centre team and SAVE! ANGELA
After many years working in pharmacy I decided to make a career change, and working in the travel industry was something I always wanted to do. After a few years spent with Air New Zealand I am now enjoying being back in Warkworth and working locally once again. I have spent time living in Australia and travelling through the USA, Canada and the Pacific with my family. I look forward to helping you plan your next holiday.
After growing up at Pakiri Beach I spent time living and travelling around the UK and Australia. I also lived in Ireland for 18 months and my family and I travel back to Ireland every couple of years. We love having a stopover somewhere different on each trip we take, so ask me about stopovers on the way to the UK and Europe. Next month we will be stopping in Dubai on our way home from Ireland.
I have been with Warkworth Flight Centre since we opened in 2005, and prior to that with Flight Centre in Palmerston North. Travel is my passion. I have travelled extensively in Europe and Asia, both independently and with my children. Two of the many highlights for me were Vietnam and China. I have recently returned from my third trip to South America. With its unbelievable natural beauty and diverse cultures, it would have to be my favourite destination. I would love to help you plan your next adventure.
My family and I have lived in the Rodney district for the past nine years. I have travelled and lived in Europe, the UK and Australia and dream of doing a lot more. After ten years working in the wine industry, I have now decided to follow my other passion and work in travel at Warkworth Flight Centre. Come in and talk to me about your next dream trip. I would love to help you make it a reality!

New season, new style for summer Labour Weekend is here — the unofficial start of the summer season for all those bbqs, parties, and even weddings which the warm weather inevitably brings. With so much to do and so much to enjoy in the coming season it’s time to revitalise your wardrobe now, creating new combinations and ensembles for both formal and casual gatherings What’s hot this summer? Bianca from Kaiwaka’s famous Buy the Way boutique has the scoop on this season’s fashion trends, as well as a unique philosophy of fashion which ensures that each of her customers goes home looking simply fabulous. Because while nuances of design, colour and pattern may change, the most important aspect of fashion is looking and feeling good — choosing items which work for you, not simply out of a catalogue. Bianca prefers this personal approach to fashion, helping her customers design outfits and whole wardrobes which are individual and full of personality. By

combining the elements of body shape, colouring, and lifestyle she can help match the right clothes to any occasion to make anyone look their best, and of course by using this approach it’s possible to enjoy a stunning look on an affordable budget. This summer bright colours are in, with coral shades in hues such as purple and turquoise. Light, casual and classic 60’s style shift dresses have been given a modern twist for the 2012 season,

as have shorts — now available from both Eaton and Vassalli. Expect to see light, bright layers and bursts of colour accented by lightweight scarves ( a must have accessory this summer), and a move toward more casual, fun styles even for semi-formal gatherings this summer. Even for that classic institution, the summer wedding, folks are moving away from ensembles which can only be worn once, choosing mix-and-match styles which can be dressed up or down with the tasteful addition of hats, bags, jewelry and accessories. On the topic of hats, the royal wedding and the coming racing season mean that
fascinators are hot right now — Buy the Way have secured a range from one of the world’s top milliners, who prepares creations for Ascot and the Melbourne Cup. Hats are back as an accessory in their own right, as well as a practical way to stay sun smart!

Too many plants to list.
Living ‘tiles’ to tackle erosion Steep banks and roadside cuttings often have erosion problems — washouts caused by unbound soil with nothing to hold it together succumbing to rain and wind. Clay banks can even be affected in this way by good weather as the sun dries and cracks the soil. At the worst end of the scale, these problems can be a landslide waiting to happen Planting vegetation is the accepted method of preventing erosion, as the roots of plants form a dense web beneath the ground, holding soil in place. But on some surfaces digging to plant trees and shrubs can add to the problem, and in very badly affected areas seedlings can be washed away in the next storm. Ian Fox of Alter-Natives Nursery and Landscaping has hit upon a novel idea to tackle this issue — an erosion control and revegetation system he calls ‘plant tiles’. These are very different from your bathroom ceramics — each plant tile is a living thing, a row of pre-grown plants encased in plastic textile. The roots of the plants grow through the textile and form a dense, binding web. By installing plant tiles of such species as New Zealand Flax in contouring lines down a slope, erosion can be held in check effectively — even the erosion of fine particles. And as plant tiles are
already robust and supported by durable textile when they are installed, there’s no chance of them washing away. It’s another great Northland innovation caring for our environment.

Keeping rural bikes and quads rolling this spring by Our Motoring Correspondent
Dargaville local Carl Adnitt has always been adept at fixing engines — the qualified mechanic and skilled motorbike and quad repair specialist has garnered quite a reputation throughout the Kaipara for his ability to keep ATVs, farm bikes and offroad bikes running at peak performance. Recently he struck out on his own, with the aim of becoming his own boss and building a thriving repair business, and the results have been excellent. Operating from spacious premises near Aratapu, Carl and his able assistant Bart Huihui take care of machines from farming quads to kids motorbikes to offroad bikes and more. Now CA Motorcycles is expanding in a new direction, with imports coming in from the USA to meet demand in the local market. Carl has been able to source near-new quad bikes from America which are the perfect fit for local farmers here in New Zealand, both in functionality and price. It’s a better option than buying second hand from online auction sites, as the machines Carl selects are hand-picked

Helping get northlanders out on the water Boating is in the blood for many of our locals — the Kaipara was founded by sailors and adventurers who loved the sea These days you’re more likely to see launches and pleasure craft out on the waves than three-masted ships of the line, but a fine tradition of maritime service still exists in Dargaville, under the banner of the locally owned and operated Northland Boating Centre. They are truly a one stop shop, covering everything from bow to stern in a single location, whether you want a new vessel or you’re repairing or refurbishing an existing boat. Murray Rowe is at the helm of this successful boating business — one which has served the boaties of the Kaipara and beyond for over 23 years. Over that time they’ve built up a reputation for skilled workmanship, honest prices and a huge range of nautical equipment to suit every vessel. On board with Murray are two highly skilled Yamaha accredited and qualified technicians, Robert and Wes, who know modern outboards back to front. With the latest in diagnostic tools (including a recently installed boat dyno, much like the dynamometers used to tune race
“Murray and the team are known for making it easy for boaties”

In fact, Yamaha have recently ranked the Northland Boating Centre as one of the top in New Zealand for sales and service — the best in the North by a mile! They remain Kaipara’s only Yamaha approved marine workshop and sales centre.

You’ll find fishing bait and tackle, marine electronics and safety equipment, kayaks and even boat trailer components by Trojan to complete the package. It’s all part of Murray’s philosophy of fitting the right boat (and the right equipment) to each customer. He’ll even match any price on the same marine accessories — just bring in your catalogue! Murray and the team are known for making it easy for boaties, picking up boats for servicing or repairs, arranging the installation of electronics and of course by servicing all makes and models of motor to an impeccable standard. If you’re keen to get out on the water this summer, visit the Northland Boating Centre first to have a chat with Murray — his wealth of experience and knowledge will help make it a season to remember.
