“With more than a third of people unprepared for the likely arrival of Covid-19, it’s time to roll up your sleeves and lean into this one because the more people who are vaccinated, then the sooner we won’t need lockdowns and return to the freedoms we had,” says Mayor Jason Smith.

“With a fully vaccinated rate of 42.1%, Kaipara District is currently ranked 60th out of 67 council areas across New Zealand. As we’re close to the border with Auckland and our vaccination rates are low, Kaipara people are vulnerable and getting vaccinations is the only way to reduce this vulnerability.”

Dr Smith said while there were no indications of Kaipara cases in tests as this edition went to print, the recent Northland alert level three was a warning call.

“Targeted vaccination events will be ahead. The first of these is a ‘Super Saturday’ vaccination event for families hosted by Te Ha Oranga at The Warehouse car park, from 10am to 6pm on October 16. For people getting the jab aged 12 to 18, there will be a free $5 voucher.”

Welcoming the news of a second mobile vaccination unit that will serve the eastern area through Otamatea to Mangawhai, Dr Smith said: “We need more outreach to Kaipara places and to remove barriers to anyone getting a vaccine who wants it.

A Destination Management Plan for sustainable tourism in Northland has been criticised upon its presentation to the Kaipara District Council, with the mayor calling it ‘a disappointing document’ due to the under-representation of the Kaipara.

The Department of Conservation has issued a plea for beachgoers to protect the dune biome of the Ripiro Coast while at the same time promising patrols this summer.

With a domestic spend exceeding $600 million annually, tourism, even without its international component, is a large industry in the north. The Destination Management Plan is a document designed to pave the way for better tourism outcomes for all subregions of Northland. However, the plan, as presented

A warning about the fragile dune ecosystem and the damage caused by motor vehicles has been issued ahead of Labour Weekend. Large numbers of off-road enthusiasts are expected to travel to the legally drivable beach for recreation and sightseeing.

“The sand dune systems of the Kaipara, in particular around Pouto, are some of the most extensive and least modified in New Zealand and are of national and international significance,” says DOC Kauri Coast operations manager Stephen Soole.

“One of the main threats to sand dune systems is the recreational use of off-road vehicles.”

It backs up concerns voiced earlier this year, when the Kaipara District Council quizzed locals on beach use issues. The survey findings reinforced the fact that a small number of irresponsible or ill-informed beach users were creating problems but that the majority of locals and visitors were happy to abide by the rules. At the time, the number one suggestion put forward was for clear and highly visible signage laying out good beach etiquette. For this summer, at least, DOC will be taking a proactive stance.

Can I get a rent reduction? Survey gauges public mood on council u by Lina Khan and Jared Cains

While New Zealand’s vaccination rates continue to rise, localised snap lockdowns seem to be a key tool in the government’s kit for keeping Covid-19 contained.

As we’ve seen in the Waikato, regions bordering Auckland, seem to be more at risk of this. If a stay-at-home order prevents access to business premises or restricts a business from operating as usual, it is likely that income levels will fall during this period.

For those leasing commercial premises, you may be able to obtain a rent reduction to help bring your costs down during this difficult period.

Check your lease agreement While tenants are obligated to pay full rent, leases (based on the ADLS sixth edition 2012(5)) will contain a ‘no access in emergency’ provision (see clause 27.5).

It allows for rent relief where there is an emergency, and the tenant is unable to gain access to the premises to fully conduct business from the premises. The pre-2012 versions of the ADLS Deed of Lease do not include these provisions. So tenants will need to check the version of their Deed of Lease in the first instance.

How much of a reduction can tenants expect?

There is no standard figure for this.

However, the ADLS ‘no access in emergency’ clause provides for a reduction of a ‘fair proportion of rent and outgoings.’

What do I do if my lease doesn’t have a clause to rely on to obtain a rent reduction?

You may still be able to negotiate a rent reduction with your landlord. Helping

support tenants through this outbreak is likely to be more cost-effective for landlords than finding a new tenant if the current tenant’s business fails.

Upcoming changes to the law Changes have recently been proposed to the Property Law Act to insert a clause into commercial leases requiring a ‘fair proportion’ of rent will cease to be payable where a tenant has been unable to access their premises to fully conduct their business in their premises due to Covid-19 restrictions.

The landlord and tenant would still need to agree on the amount of rent that is fair. They could also agree that the clause does not apply. Arbitration will be required where landlords and tenants are unable to come to an agreement about a fair rent proportion unless they agree to an alternative dispute resolution process such as mediation.

Once the law is passed, the implied clause will take effect from September 28 2021. It would only apply to leases that do not already provide for adjusted rent payment terms during an epidemic emergency.

Feedback from three rounds of data gathering has fed into a comprehensive mood on the street report, delivered to the Kaipara District Council last week.

The annual survey took in opinions on a raft of council operations, from roading to parks, libraries to water supply, quizzing a randomly selected 883 Kaipara locals about how the KDC has performed, in their perception. The Kaipara District Council has followed up recent Reserve Contributions Fund disbursements with another round of assistance for good causes around the district, this time via the Community Grants Fund.

Local democracy was under discussion last week as residents had their chance to address the Kaipara District Council directly on Māori ward representation and the proposed increase of the number of councillors.

Seventeen groups, clubs, societies and not-for-profits shared in a total package of $99,983 when the council’s grants committee board met to consider applications for the 2021 funding round.

Medical emergencies, wasp stings, car accidents and many other misadventures have launched the Northland Rescue choppers in three decades of missions of mercy.

Dargaville’s local library is helping bust boredom this school holiday season with a free giveaway craft pack, a story walk and prizes to win for young readers.

Now a two-month fundraising campaign is underway to help cover costs, with an emphasis on public donations to help fund the service.

Joint plan for climate change response u by Andy Bryenton

Territorial authorities across Northland have banded together to present a joint draft strategy on climate change, which they say has moved from being an imminent, to an immediate threat.

Councils representing the Far North, Kaipara and Whangārei have come on board as potential signatories, alongside iwi representatives from these areas and the overarching Northland Regional Council. Their planned response is twofold; reduce carbon emissions and greenhouse gases now, and plan to react to rising sea levels and other climate changedriven phenomena through being adaptive.

The pandemic and the lockdown countermeasures have had a wide impact on businesses and livelihoods across the country, and a Kaipara Harbour icon is the latest to be affected.

Labour Weekend has been a traditional date for the cruise vessel Kewpie Too, operated by Kaipara Cruises and veteran skipper Terry Somers.

The distinctive red and white vessel is usually based out of Pahi for a week or so from Labour Weekend, taking passengers for several hours touring local landmarks and historic sites on the harbour.

Spring is here, and National Gardening Week will be running from October 18–25 with this year’s theme across the country being Grow to Give.

“While some Kiwis are enjoying homegrown vegetables, many are going without altogether,” says Yates spokesperson Fiona Arthur.

“This National Gardening Week, people are being encouraged to grow-an-extrarow to share with neighbours, community pantries, food banks and other local food donation agencies.

“Popping a few extra seeds in the dirt does not require much effort but could mean so much for another family in need.

“To help get your extra row underway, Yates is lending a helping hand. When you register online at yates.co.nz/nationalgardening-week between October 1 and 25 you will receive a free packet of vegetable seeds.”

Anyone can grow a garden no matter how large or small the space.

“Encourage family members to give growing some veggies a go,” says Integrity Community Media’s garden columnist Liz Clark.

“Sharing extra produce from the garden with others is rewarding and reduces food waste. Have a look in the shed for some of those unused pots from the nursery, fill them up with some container and vegetable mix and sow a seed or two.

“Green vegetables such as lettuce, mini cauliflower, spinach and eggplants

will grow quite happily provided they have enough space. Water regularly and feed with a liquid fertiliser for thriving plants.

“It is also a great way to get the children involved and take pride in sharing what they have grown with others.

“For larger areas, if there’s a lawn that can be utilised, turn it into a foodproducing paradise.

“Northland has a broad range of soil types, mainly sand in coastal areas and clay in others. Either soil type can be coaxed into producing an abundance of vegetable crops.

“Add in compost, sheep pellets, old hay and blood and bone to build up the organic matter in the soil before planting out seedlings and seeds following the grower instructions on the seed packet.

Mulch well to conserve moisture during the dry summer months.

“Companion planting will help reduce weeds and insect pests. For instance, plant corn and small pumpkins such as Baby Bear together. The corn will provide support for the pumpkin vines, while the pumpkins, in turn, reduce competition from weeds by shading the soil. The pumpkin’s broad leaves will also cool the soil, preventing moisture loss.”

Lockdowns and associated quarantine have emerged as a fact of modern life for the past 18 months, but the current crop of Kiwi residents are not the first to put up with restrictions on coming and going.

This November, Green Party minister James Shaw will represent New Zealand in Glasgow, Scotland, at a summit on climate change mitigation, prompting questions on the flawed science used to calculate Kiwi farmers’ contribution.

At the core of this debate sits the role of ruminant methane in climate change. Dairy and dry stock farming advocates point to the major differences between mineral methane and biological methane in the fact that the two are conflated as one in many climate change models.

“Methane is an easy target and farmers are a voting minority with little leverage,” says Robin Grieve, spokesperson for the humorously acronymed but scientifically very serious Facts About Ruminant Methane group. “Even the Climate Commission was happy to have ruminant methane emitters subsidise CO² emitters because it was expedient.”

“There is neither a future nor justice in any climate policies or targets that are

based on a carbon accounting system that is so flawed and which massively overstates the impact of methane emissions from livestock. The system fails to take into account the cyclical nature of these emissions.”

To clarify, methane generated from livestock is part of a cycle; it comes from CO² trapped in plants and cycles back into plants again. Thus, every addition from farmed animals is matched by a subtraction. It is the opposite of methane released from industrial and mining activities, which is not part of this biological cycle. Nevertheless, climate modelling treats all methane equally, justifying taxes and restrictions on farmers while allowing other methane and CO² producers to maintain current

Look back in history, however, and it was the nimble little jeep that did more for victory. In the same way, small utility tractors are the all-purpose Swiss army knives of Kaipara farming operations, called into play to manoeuvre and work where their big brothers can’t go. A prime example of the breed is the longestablished but still very versatile John Deere 3 series.

This month has seen the government give some certainty to overseas workers who are doing their part for the New Zealand dairy industry during the Covid pandemic.

The announcement allows many international dairy workers to become residents.

It recognises their years of hard work on farms and positive contributions to dairying.

It is the culmination of 18 months of collaborative work between Federated Farmers, the government and Dairy New Zealand to ensure a robust workforce to bolster the dairy sector.

“We appreciate that the government has acknowledged the pressure farmers are under due to being short-staffed, and also recognise the critical role which international workers play,” said DairyNZ chief executive Dr Tim Mackle.

“We are genuinely delighted p A pathway to becoming legally a Kiwi means that overseas workers can fill some of the estimated 4,000 gaps in the dairy workforce for these workers and their families. Kia ora koutou Climate Change The recently released Intergovernmental Panel on Climate Change report makes for an informative read. These reports are released every 5-7 years and have contributions from thousands of scientists, authors and reviewers.

Each release brings together the latest advances and most accurate information on climate science.

The implications for Northland are that in light of this updated more accurate data a review will be needed of some current climate change projections especially in the area of sea level rise. While the current sea level rise values used in the regional hazard maps for coastal erosion and coastal flooding and soon to be released region wide river flooding hazard maps will require updating, they represent the best available data for Northland at the present time.

Climate change is front and centre for NRC and is considered in every decision that we make.

We have recently released our NRC Climate Change Strategy Nga Taumata O Te Moana and are working with Northland’s District Councils and Iwi/Hapu to release a Te Taitokerau strategy in

the new year. Adapt, Reduce and Remove are the three fundamentals in the strategies. The NRC Strategy and more information is available on the NRC website.

change, the resourcing of Climate Change adaptation, the resourcing of Tangata Whenua for inclusion in Local Government decision making and the postponement of the four-lane highway between Te Hana and Whangarei.

Last week NRC held deliberations on Councillor representation in Te Taitokerau Northland. The decision was made to retain total councillor numbers at nine. This means the number of general wards will reduce to seven with the introduction of two new Maori councillors. There have been some boundary adjustments to accommodate the seven now expanded general wards. The two Maori wards will be district wide.

In my experience nine councillors are an efficient number, enabling nimble and constructive decision making.

While not all areas of concern have immediate solutions it is certainly a proactive way to share information and have views on behalf of all Northlanders heard.
