The new council have a mayor and nine councillors elected from seven wards. It also proposes the establishment of community boards. While Kaipara will elect one councillor and have its own community board, Kaiwaka and Mangawhai would be split off into a Coastal South constituency that will also include Waipu and Ruakaka. The commission’s proposal could be bad news for Mangawhai ratepayers, potentially leaving them solely liable for the debt associated with the Ecocare wastewater scheme. According to its report: “The LGC proposes a ring-fencing of existing local targeted debt, so that liability for repayment remains with the communities where it was incurred, at least for the foreseeable future.” LGC chief executive Donald Riezebos told the Kaipara Lifestyler: “The ringfencing of the debt, achieved through targeted rates, would be to Mangawhai, not to the wider Kaipara District. The arrangements would last at least six years. A future council would then have to decide whether to continue with the arrangement.” It should be noted that targeted rates are already in place.
