The new council have a mayor and nine councillors elected from seven wards.

It also proposes the establishment of community boards. While Kaipara will elect one councillor and have its own community board, Kaiwaka and Mangawhai would be split off into a Coastal South constituency that will also include Waipu and Ruakaka.

The commission’s proposal could be bad news for Mangawhai ratepayers, potentially leaving them solely liable for the debt associated with the Ecocare wastewater scheme. According to its report: “The LGC proposes a ring-fencing of existing local targeted debt, so that liability for repayment remains with the communities where it was incurred, at least for the foreseeable future.”

LGC chief executive Donald Riezebos told the Kaipara Lifestyler: “The ringfencing of the debt, achieved through targeted rates, would be to Mangawhai, not to the wider Kaipara District. The arrangements would last at least six years. A future council would then have to decide whether to continue with the arrangement.” It should be noted that targeted rates are already in place.

After fourteen years of Ruawai Calf Club, Cory Bellamy is bowing out — but only because university beckons.

 Cory and Bambi, a white galloway heifer, celebrate 14 years of calf club at Ruawai

The Year 13 Ruawai College student has entered the annual event every year of his school life and has collected an ensemble of ribbons along the way.

Cory and his calves have won the champion prize ten times and reserve champion four times.

When Ruawai Calf Club celebrated it’s 75th Jubilee, Cory won the overall supreme champion calf.

He has also proved to be a winner at the Northern Wairoa Agricultural Day, which brings together the many schools in the area.

At the inter-school event, Cory won three supremes and one reserve supreme and throughout the years, only missed out on the champion or reserve champion once. He has also successfully competed at Wellsford A&P Show.

“I look forward to the reward at the end of it,” says Cory. “If you put the effort in, you get the rewards, that’s for sure. Animals have also taught me a lot about patience.”

Cory has prepared jersey, friesian and beef calves for calf club day but says he prefers jerseys and still has a jersey cow in his parent’s friesian herd.

“Jerseys are gentler and easier to handle — especially when you’re little like I was and I really liked the colour of them when I was little too.

“I had jersey calves for the first eight years but it doesn’t really matter what sort of calf you take, as long as you put the effort in.”

For the last five months, Cory has been working on the family farm as well as attending school and preparing for calf club and exams.

He says it has been pretty tough and a struggle at times but he enjoys the farm work.

Cory is currently completing his NCEA level 3 exams and plans to study mechanical engineering at Canterbury University.

He adds, “Who knows, in a few years after I have finished my engineering studies and worked at a decent job, maybe I’ll come back.” 

Review suggests big changes for Kaipara Northland regional councillor Graeme Ramsey says the commission’s proposal deserves close examination. “I think this is the first opportunity in Northland since 1989 to have a good hard look at what structure we want for local government. It’s really important that the Kaipara consider what works and what is best for us.”

Mr Ramsay says the commission has put a lot of emphasis on providing one voice for Northland. “We really need one voice if Northland is to move forward.” Kaipara Citizens and Ratepayers Association chairman Bill Guest says the LGC’s proposal will lead to a better quality of governance in Northland. “There’ll be one district plan. It’ll save a lot of duplication.”

Kaipara District commissioners have organised a series of public meetings to inform residents of the LGC’s proposals.

Two meetings will take place on Monday (November 25). They will be at the Maungaturoto Country Club at 4pm and the War Memorial Hall in Dargaville at 6.30pm. A third meeting will be on Tuesday (November 26) at

Unknown shipwreck discovered  by Colin Patterson

A lucky find on a west coast beach has intrigued Dargaville historian, Noel Hilliam.

Last weekend he uncovered a section of an old wreck that had been attacked by the tropical Terodo worm.

Dargaville’s riverfront Muddy Waters Art Gallery is gearing up for the summer months with a series of mini exhibitions that will showcase the talents of its contributing artists. The gallery was opened two years ago and is operated by members of Dargaville Arts Association.

“The mini exhibitions give an added focal point to the gallery and keep things looking new and interesting,” says gallery manager Robyn Mitchell.

The current exhibition features Jen Crundwell’s jewellery and Patricia Mortensen’s collection of reverse painted glass. The talented sister duo were both award winners at the recent Gilmore Brown Kaipara Art Awards.

Jen was placed both first and second in the ‘Adornments’ section with her pieces, Not Your Grandmother’s Crochet and Bonfire Story and Patricia came third in the ‘3D’ section with Glass as my Canvas.

“At the moment we have the jewellery and glass art and in December we will also have a mini exhibition of Paparoa artist, Susan Taylor’s paintings.”

The gallery has a wide variety of art mediums and Robyn says they are always on the lookout for more volunteers to support cover in the gallery. Muddy Waters Art Gallery is open Monday through to Saturday from 10am. 

Te Arai project gets green light

Hearings commissioners for the Auckland Council have given approval to the development of the Te Arai coastal development just to the south of Mangawhai, with safeguards set down for conservation values.

These include protection for the coastal dunes and beachfront, which were central to environmental objections to the scheme.

A 45-page decision document was released last week which clears the way for 46 luxury homes to be built.

The development consent was sought by Te Uri o Hau which bought the 616 hectare Mangawhai North Forest in 2002 as part of its treaty settlement with the Crown.

Te Uri O Hau settlement trust chair, Rawson Wright, said the approval of the development was ‘hugely significant for the hapu, coming after years of opposition to any development’.

“This is wonderful news. After many years, we can now proceed with a development delivering an economic return to the hapu, which can be invested into services and jobs to support our 7000 members, while also protecting the environment.

“Part of the overall development is an offer to gift 172 hectares of the forest to Auckland Council. This is one of

Legislation to retrospectively legalise unlawful rates in Kaipara has passed its second reading in Parliament and is set to become law before the end of this year.

Kaipara District Council chair of commissioners John Robertson says the Local Bill, sponsored

by Northland MP Mike Sabin “is extremely important to the district because, when passed, it will provide absolute clarity around a number of fundamental issues.”

Once the Bill is passed, Mr Robertson said the council expected to finally receive the bulk of the $3.5 million in rates currently still owed by those who were disputing their rates demands.

“We currently have $9 million worth of roading projects either on hold or being substantially delayed because some rates have been withheld. Finally, the council will be able to begin investing in critical infrastructure and start focusing on the future.”

Mr Robertson said commissioners had accepted a request from the select committee to remit some penalties on overdue rates, which could cost the council an estimated $950,000 in lost income.

However, Bruce Rogan from the Mangawhai Ratepayers and Residents Association says changes made by the select committee only make the Bill “slightly less bad. It is still unacceptable to any reasonable thinking person.”

His association’s legal challenge to the council’s past rating decisions will continue, even if the Bill becomes law. A Whangarei High Court hearing has been set down for four days next February.

November 15 marked the anniversary of the first flight back in 1988 and November 17 signified the first lifesaving mission 25 years ago – that of Kaitaia mother-of-three Lynda Tracey, who would have died without the chopper.

The big announcement for the Kaipara, Whangarei, and Far North District Councils this week was the recommendation of the Local Government Commission that the three local councils become one.

Included in this consolidation would be the Northland Regional Council, to make one “unitary” authority. It would be called the Northland Council, would have one Mayor, nine Councillors and 7 Community Boards.

The Northland Electricity Rescue Helicopter Service is the busiest air ambulance service in New Zealand and the only one that flies 24 hours/seven days a week.

Kaiwaka writer selected for prestigious residency  by Joanne Speechly

Kaiwaka novelist Kelly Ana Morey is one of only four awardwinning New Zealand writers who will take up residencies at the Michael King Writers’ Centre next year. Her latest project is a novel about the racehorse Phar Lap. Kelly, recipient of the Maori Writer’s Residency, has already written four novels, three social histories, a memoir and several poems and short stories.

She won the First Book Prize at the NZ Book Awards in 2004, received the Todd Writer’s Bursary in 2003, the Janet Frame Literary Award for Imaginative Fiction in 2005, and was highly commended in the BNZ Short Story Awards in 2012.

All the members of Soljah have ‘paid their dues’, putting in miles of road time playing covers gigs, parties and pubs over the years in other bands. All felt it was time to combine their musical styles and influences to create a unique fusion sound — one which has proudly been claimed as ‘Kaipara’s own’ by fans. Those influences include reggae, funk, soul and rock, blended together with a little bit of jazz and a whole lot of stage presence.

Ben fronts up a four-piece lineup as Soljah return to Dargaville for a huge one-night-only engagement at the historic Northern Wairoa Hotel — their co-collaborator and keyboardist has been seconded to the live band of Stan Walker for a summer tour. But

don’t expect Guitarist Les Watene, bassist Raniera Littlejohn and drummer Tawhiri Littlejohn to turn down their big, expansive sound — Soljah will be firing it up on the night, hopefully buoyed by some great news in the days before.

That’s because this up-and-coming act are currently nominated for a Vodafone New Zealand Music Award, with the red carpet ceremony just days before their Dargaville gig. So far, Ben says, his biggest moment in music has been the chance to take the stage with his inspiration, the legendary Katchafire.

Will a win at the nation’s top music awards top this moment? Only time will tell.

Ben and the band have their sights set on a new album, to be released soon, and ambitions to bring the Kaipara’s own unique sound to the world. For now, at least, we are privileged to have this talented band here in town for a huge night of music we can proudly call 100 percent home grown! 

Maungaturoto’s premier car and bike show roars to life for 2013 on Saturday, November 23. The Otamatea Christian School fundraiser is a must for anyone interested in mean machines, cool classics, big bikes and hot rods.

The inaugural 2012 event was a huge success and organisers are hoping for more of the same this year.

“We’re planning on making this an annual event,” says organiser Allan Caple. “We were pleased with success of last year’s show, so we figured we’d keep it rolling. “I’m interested in classic cars myself, I have one of my own, and

this is something I can do to help the school, which my children attend.”

The money raised at Wheels on the Field will help Otamatea Christian School to access additional equipment, provide scholarships and ultimately enhance the learning experience of its 42 students. The school caters for Year 1 to 13 and promotes academic excellence together

Kickstart to Christmas  by Joanne Speechly

When Santa’s sleigh is near, the waiting game can be hard to bear and this year, the excitement of Christmas Eve comes to life in the Dargaville Little Theatre’s annual Christmas play.

One Christmas Eve, written by DLT’s Eryn Wilson-Collins is the perfect kick start to the festive season. It tells the story of four children who hope to stay up all night and see Santa arrive.

As weariness sets upon them, the children sing, read stories and entertain themselves and with the help of the mythical Sandman, their imaginations come to life.

The cast is made up entirely of children — twenty-two in all — between the ages of seven and 12 years and rehearsals are now underway.

“With the singing, dancing and comedy, One Christmas Eve should be fun, light-hearted entertainment for the whole family,” says Eryn. “Last year

we had nearly 300 people over four shows, so we hope to make these an annual event.

“This is the third kids show that I’ve either written or co-written but I honestly can’t say what gave me the idea for this one — it just came to me. I guess I cheated a little because they read stories and sing songs!”

One Christmas Eve will be held over the weekend of November 30 and December 1, with shows at 1pm and 2.30pm on both days. Ticket are $5 for adults at the door and $2 for children.

King of the Kaipara is organised by experienced fisherman Mike Nola and has become known as the fishing event on this side of the harbour. Every year an impressive $10,000 prize pool is up for grabs and prizes can be won

for a number of fish species, including kingfish, trevally, kahawai, gurnard and snapper.

“Once upon a time there were only two categories, kingfish and snapper, but over the years I’ve added in other

“On the day there are spot prizes, so people can win back the cost of their ticket and every year we also have lucky prize draws for the kids and a lolly scramble. There really is something for the whole family.”

Surfcasters can compete alongside boat anglers, provided they stay within the competition boundaries.

“On the harbour, the boundaries are North Head to South Head and on the beach, the northern boundary

is Roundhill Stream. However, most people fish around the Lighthouse and Pouto Point.

“Honestly the heaviest kingfish, snapper, trevally and kahawai have all been caught off the beach as well as on the boats, so it’s all equal.”

Safety concerns are taken seriously by the organisers and all boats are required to have safety apparatus and radios onboard. The preferred coastguard radio base is VHF channel 61 for the Kaipara and the North Kaipara Coastguard is VHF channel 66.“We want to see the full range of safety equipment employed

by contestants. Lifejackets, flares, radios and please note that the contest does definitely not include crossing the bar.”

In all categories there are prizes for first, second and third and men, women, experienced anglers and novices all

compete together. As an optional extra, there is a team event, where groups of up to four people can try their luck at snaring the biggest kingfish. The winners will be treated to a deep sea marlin or hapuka fishing trip. continued on page 10 …

Mike says that he decided to create a fishing tournament at Kellys Bay because there was nothing on this side of the harbour.

“There was nothing over this side and Kellys Bay is the perfect base. All the facilities and boat ramps are there.

I’m a stayer, so I hope to continue the competition for a few years yet.”

Also worthy of a mention is weighmaster Bob Fowlie, who has been involved with King of the Kaipara since its inception, and Kellys Bay Committee which will be in charge of food on the day.

Despite the fickle weather forecasts last year, the King of the Kaipara proved to be fantastic day out.

“The forecast last year was for strong winds but the weather was good. There were several boats that went out to the Graveyard and in fact most of the winning fish were taken there. It was also great to see the youngsters out fishing, because that’s all about the future.”

Lions’ seeking support  by Colin Patterson

As the festive season approaches Northern Wairoa Lions are seeking public support for their major fundraising event.

They will unveil Christmas Wonderland, a display of decorated trees combined with entertainment, carol singing and sales of treats at Fosters Arcade at 7.30pm on Christmas Eve. Past president Judy Dysart says it is the seventh year the event has been held and it is an eagerly awaited highlight of the festive season.

Entertainment will be provided by Peter Martin and Anna Marie Cutts, before carol singing with accompanist Corinne Ward, and Christmas Wonderland — a display of 30 specially decorated Christmas trees — will be unveiled.

Mrs Dysart says schools and community groups have decorated trees. “All the trees will be different to the trees we’ve displayed in past years.”

Christmas goodies, cakes, preserves and savouries will also be on sale.

Tickets to the opening are $10 each and are available at Jean Johnson/ Ray White Dargaville, Roper Jones First National, Brian’s Gym and Fosters.

“There are only a limited number of tickets, so get in quick.”

Mrs Dysart says the trees can also be viewed from 9am to 4pm on Thursday and Friday and from 9.30am to 3pm on Saturday.

Santa will be a special guest between 10am and 12 noon, although he might need to leave early on Saturday to take part in Dargaville’s Christmas Parade.

Mrs Dysart says money raised from Christmas Wonderland will go to Lions community projects. 

The Local Government Commission has released a draft proposal to change the structure of local authorities in the Northland region. The proposal affects Far North District Council, Whangarei District Council, Kaipara District Council and Northland Regional Council.

The Commission is proposing a new local authority called Northland Council. It would replace the existing four councils. Northland Council would be a unitary authority, which has the powers and functions of both a regional council and a district council.

Northland Council would be the governing body responsible for the ‘big picture’ across the region. It would develop plans, policies, strategies and budgets for all of Northland. It would set rates and develop bylaws. It would be led by a Mayor elected by the whole region.

Northland Council would be supported by a network of seven community boards to represent diverse local communities. The boards would oversee local services and facilities.

The Commission is now inviting written submissions on the draft proposal.

Copies of the draft proposal will be made available for inspection at council offices or public libraries. Digital copies are available at www.lgc.govt.nz or by email request from info@lgc.govt.nz The Commission will hold public hearings in Northland in early 2014. People making submissions should indicate if they wish to appear in person at these hearings. Copies of submissions will also be made publicly available unless privacy is requested.
