their town via a design process called placemaking.

He encourages the community to look at the document and have their say.

The Anzac Day parade began at the Matakohe War Memorial Hall and was marshalled by trooper Craig Linton before moving to the WW1 monument where wreaths were placed by school children. Further formalities preceded in the Volunteer’s Hall followed by a tribute to Joseph Hartley Harris whose services spanned WW1 and WW2.

Current and former servicemen, their families and friends then joined together at the Northern Wairoa RSA where they socialised and reminisced. Whenuapai RNZAF Group Captain Tim Walshe attended the day and spent time conversing with the group before they moved on to the Civil Service in the town hall. After four years being led by commissioners, the Kaipara District Council will revert to an elected leadership in the October local body elections.

Examples of placemaking include improving street access — introducing a variety of public art, and turning parks and reserves into multi-use destinations.

He says the benefits have been proven overseas in various studies.

“It affects nearly everything — people will spend more time in public spaces they enjoy.

That has an impact on the success of businesses in town, and in turn it will increase social interaction which will strengthen our community.”

He says the community came up with lots of ideas that included the planting of trees around retail spaces and providing more seating and leisure

spaces. “Research has shown that retail around trees and landscaped spaces are more valuable economically, than those without. People are drawn to them.”

He particularly likes the idea of the pedestrianisation of Hokianga and Parenga Street near the wharf edge while maintaining traffic flow. “I just see absolute incredible potential there — it will help refocus the town to what was historically a key part of Dargaville’s growth area.”

The Mangawhai Artist’s Inc Gallery is in full swing since opening in December and has held nine separate exhibitions to date.

After jobs on superyachts, service in the navy, and setting up a business in Paparoa, Tim and Sharlene Lord are the new faces of cleaning in the Kaipara with their business Kaipara Cleaning Co, offering a wealth of experience

President Jan Grover says the group are appreciating having somewhere of their own to exhibit their art and to utilise as required.

“We have had both solo and group exhibitions since it opened.

We started off with a members’ exhibition over Christmas and we chose a small works exhibition so everybody could participate. I think there were 45 artists and it was cash and carry so we sold quite a few of those pieces. It was very popular,” she said.

There has been a variety of styles exhibited including expressionism p and conventional landscapes side by side since opening and Jan says she has already booked out the gallery for the 2016/17 summer months.

“Our group is growing and we have 110 members now. Everyone is delighted with the gallery including the public as we finally have somewhere people can go to find the local art.

Promotional brochure a hit Kauri Coast Promotion Society’s Dargaville — Heart of the Kauri Coast brochure has been so successful it has had to be reprinted and updated, barely two years after 25,000 were produced.

The colourful publication which unfolds to six double sided pages promoting Dargaville and the surrounding area, listing its attractions, accommodation, services and activities is a major part of KCPS’ role in attracting visitors and encouraging them to spend time here.

KCPS published its first brochure in 2011. Two years ago it printed a second, distributing the 25,000 copies throughout the country, including a number of South Island i-sites, with considerable help from Sue Taylor at Visitor Information Centre Dargaville and Kauri Coast.

“We have had people coming back for more, which we couldn’t supply,” says Raewyn Sills, who with fellow KCPS executive member, Trish Rolfe, has spearheaded the brochure project.

“We are surprised but delighted they have gone so quickly. This is our major promotion tool and it is obviously doing its job.”

The reprint, also of 25,000 copies, builds on the successful format but has been updated to ensure all information is current and has had a number of new items added. Maps of the Kauri Coast, Dargaville and Baylys Beach have also been modified to make them even more user friendly.

If you’ve ever wanted to spin fire, juggle fire, throw fire or hold fire, then Circus Kumarani has a workshop just for you. Currently they are hosting a series of fire workshops that teaches students safety through circus skills.

Teachers, Jo Carvalho and Mat Manamat, say the workshop is about having fun while learning in a safe environment. “Students will learn about fire safety, they will gain coordination and grow in confidence,” says Mr Carvalho.

“Because the students are using fire with circus skills they are more focussed than if they were just learning circus skills, so they learn faster.”

encouraged to take part. “We have had kids as young as nine take part in the past, with parental supervision of course,” Mr Carvalho says.

The first class is free and at the end of the term in mid — June, students can showcase what they’ve learned in the Spirit of Matariki fire show.

“We want to keep the show local as much as we can, so we’re encouraging them to get involved. It’s about bringing the community together.”

The workshops run weekly on a Wednesday from 7–9pm at Circus Kumarani, at 15 Onslow St. Dargaville. ¢

According to the Department of Conservation one of the major problems affecting the whitebait fishery at present has been the destruction of habitat for egg laying or adult fish. Fifty years ago whitebait was so plentiful you could catch the small fish in kerosene drums — however these days the catch is a lot smaller.

So Paparoa Primary school pupils have been working with The Whitebait Connection Mountains to Sea Conservation Trust to help restore some of those habitats.

Students recently placed straw bales near the landing in Paparoa to encourage the small fish to lay their

eggs at high tide. DOC Ranger, Jamie Quirk says the species are in decline.

“We are losing more of them each year.

Water removal for out-of-stream use, pollution, wetland drainage, introduced pests and destruction of stream-side vegetation are some of the issues that threaten the long-term survival of whitebait species.”

Concern for the future of both the fish and one of New Zealand’s best loved recreational traditions prompted creation of whitebaiting regulations.

There’s something a little different about Dargaville Little Theatre’s latest production, The Rookie: Black, White and Shades of Grey, which opens on May 6, and the clue is in the name.

Written and directed by Julianne Parkinson, The Rookie is an original play which parodies the 1940’s hard-boiled detective shows, and the entire cast and set is in black and white.

Julianne was inspired to write her own show when she was unable to find a script that sparked an interest.

COUNCIL WANTS YOUR FEEDBACK ON ANNUAL PLAN 2016/17 This year’s Annual Plan is providing some good news for ratepayers. While there aren’t significant changes from the second year of the Long Term Plan 2015 – 2025, the average rates increase is proposed to be lower than we stated in the Plan. Instead of 3.45 percent on average increase, the proposed average increase will be 2.94 percent.

We do not need to go through a formal consultation process for this year’s plan, with submissions and hearings. This change is because amendments to the Local Government Act 2002 recognises that often Annual Plans are not significantly different to what was consulted on in the Long Term Plan process.

Therefore it doesn’t make sense to consult again on plans already contained in the Long Term Plan 2015 - 2025.

However, we do want to know your thoughts on the small, but good, changes that are proposed. We are asking for your feedback, which will still be considered as part of finalising the Annual Plan 2016 – 2017. They are contained in our consultation document. In summary: Earlier this year, our two big wins were: • We have been able to reduce debt by $10 million including a settlement from the Office of the Auditor General.

• We joined the Local Government Funding Agency and therefore access to lower interest rates on our debt.

There will still be rates increases higher than the average for commercial, dairying, some lifestyle blocks and some residential areas. The increases in the affected residential areas are because of increased investment in wastewater plants for both maintenance and operations where the plants are older.

While our emphasis is always on our core service, we are doing other interesting things around the district as well, which we’d like your feedback on. For instance • Placemaking’ in Kaiwaka and Dargaville. This is all about working with our communities to improve their towns and environments, to make them easier to live in, to enjoy and get around.

• In Mangawhai, we’re working with the community on a Mangawhai Town Plan to help us invest for growth. This is still in the early stages, and we’re looking forward to getting your views on the concepts so far.

This year marked the 13th occasion of the popular Otamatea Day Camp, which was at capacity with nearly 200 children and many helpers present.

Future ‘Peter Jackson’s’ and ‘Jane Campion’s’ are being sought to take part in this year’s short film competition.

“The children participate in a range of activities and crafts including building bush huts, learning bush craft, tie-dying t-shirts, creative carpentry, horse riding and ceramics. There is a lot of singing and laughing and a good number of overseas students from the local Youth with a Mission base adding their skills in plays and leadership,” said Pastor David Patterson.

“Some of the youth are very talented and the children really enjoy these performances. They are interactive and inclusive.

“Local churches from the Otamatea area provide resources including food, materials and many volunteer helpers to manage the event. We also receive

generous support from area business people and the local bus service helps provide our transport.”

Pastor Patterson says an important facility is the large marquee which is transported from Ahipara every year.

“Pastor Hendrik Brits has a church up there and he comes down in his truck and puts it up for us. We couldn’t really do this without his support. This enables everybody to participate in the exciting presentations.

“The camp provides the children with something different to do and on the last day the families come and we present a concert and a meal. We give the children a great time with lots of fun. It’s about kids and enjoying the holidays.” ¢

Dargaville Community Cinema Charitable Trust secretary, Jacoba Puharich, says it’s the second year running for the Nor thlandwide competition and nearly a decade since it first kicked off in the Kaipara district.

During that time the competition has grown in popularity with the number of entries tripling.

the feedback we got from the community was that Dargaville needed it more. We were told that there were huge waiting lists with some of the centres.”

The centre is currently being built at a location close to town on Logan Street and to the delight of parents will be providing meals just to make life that little bit easier for them. “We’ll be providing meals, morning tea, lunch and

afternoon tea as well as a late afternoon snack,” says Ms Chapman.

When it’s completed it will have a large outdoor play area. The building will have two separate areas, one for babies up to two-and-a-half and the other for those up to five years. A school preparation programme will be run as well with the centre set to open in August — weather dependent.

The role of farmer shareholders Fonterra’s move to reduce its board from 13 members to 11, I believe, is encouraging. But we must maintain a farmer majority directorship on the Fonterra Board.

The recommended changes would involve a nominations committee putting forward candidates and the short list would go through a new independent expert panel. The panel would make an independent selection of candidates before the board would select candidates and then require more than 50% support of shareholders at the annual meeting.

The Fonterra chairman also says that the current board selection process under the single transferable voting system is too politicised. Farmer politics has always existed and is most interesting to be involved in.

Doing away with the single transferable voting system will give more power to the corporate farmers.

Under the current Fonterra election rules the returning officer has the power to remove candidates from the election process if they criticise or attack the

company’s policies during an election and spread to their votes among the other candidates. I don’t agree with this.

This is censuring. An outspoken ‘Donald Trump’ farmer wouldn’t get elected. At the moment a candidate with 24% of the vote can get elected. Under the new system you would need 50% and the support of the corporate farmers and also receive the big tick from the new committee to get past the first post.

The board should not be involved in the selection of farmer shareholder candidates. I believe this is giving away the democratic right of shareholders to select, support and elect their farmer directors.

One of the major potential barriers involving a nominating committee regardless of whether the board is made up of a mix of directors or nondirectors or only non directors, is that

a committee often has strong links to the board.

The nominating committee may consciously or unconsciously select candidates similar to the existing governance ethic.

When a cooperative has a culture of incumbent board members running unopposed, it is difficult to encourage a female member, or a small farmer member to run.

It is important that our farmer cooperative boards generally do not develop a culture of being represented by corporate farmers. It’s important that the cooperative board has diversity to allow the leaders to not only be on the ball but keep their eye on multiple balls.

The Boston Consulting Group, immediately prior to the formation of

Fonterra, arranged for an independent survey to see what farmers thought, and 94% said that farmers should have total ownership of their companies.

Attracting farmer board candidates should be a year around job. As they become better informed more members may become interested in running for governance roles.

Farmers are busy people but also many allocate their skills and energies where they are valued and appreciated.

The New Zealand dairy industry has been fortunate with the quality of its leaders who originated from the cowshed. One of those great leaders, Sir Dryden Spring, stated, “There is no doubt we want a united industry which remains firmly in farmers’ hands.”
