An extra briefing on contentious aspects of the proposed District Plan will allow councillors a final chance to discuss and compromise on issues as disparate as subdivision, rural zoning and environmental ordinances. The District Plan, which has not been updated since 2013, provides the framework for land use and conservation rules across Kaipara. “This motion is put by me with a heavy heart, as I believe in the Exposure Draft for the District Plan,” said Mayor Jason Smith at last week’s Kaipara District Council meeting. “This is an Exposure Draft, which is intended to be a ‘warts and all’ version that we seek early direction on. We don’t want to delay the process, and we are still on track for an April 2023 completion of the statutory proposed District Plan. “We want it in the hands of all Kaipara people as soon as possible. We just needed more time for all elected members to be satisfied we are ready to release it. “There is not a moment to lose, as the day is getting nearer when the government says ‘you are out of time’, and there are no more District Plans.” Mayor Smith referred to possible forthcoming changes to local government, which some fear may give powers to the government at the cost of local democracy. However, the motion he tabled was to postpone public consultation on the District Plan, and rework the multimilliondollar document, already years in preparation. Feedback was to have been sought from June 7 onward.

The need to do so was expressed by Councillor David Wills. He stated that in his personal case, he had felt frustration at ‘being presented with an outcome’ by staff and difficulty in achieving necessary compromises, especially with subdivision rules as they were proposed. In a counterargument, Councillor Victoria del la Varis-Woodcock said that she was similarly marginalised in certain aspects of the District Plan discussion but that public consultation was desirable and part of the democratic process. Councillor Karen Joyce-Paki and Councillor Eryn Wilson-Collins agreed that the unmodified draft should be presented for public scrutiny and engagement. The delay of this consultation, which is not statutory, may push the ability for citizens to have their say out until after October’s local body elections. A

‘no decision’ period of enforced council inaction applies during campaign season. Councillor Jonathan Larsen tabled an amendment, which would have seen the special briefing chaired by a non-council third party — Councillor Mark Vincent agreed with this proposal. However, Councillor del la Varis-Woodcock questioned whether the cost of such a professional would be met by the proposers of the amendment, which was voted down. At the end of the debate, it was decided by a division of six votes to three to postpone public submissions and convene in June to debate the points of contention in the District Plan. Unlike previous deliberations on District Plan policy, this debate will be in an open public forum, able to be viewed and attended by residents. ¢
