Resignation demand over rates rise by Paul Campbell
Kaipara ratepayers face huge increases under the proposed Long Term plan, prompting a call for council’s leaders to resign Kaipara District councillors adopted their 2012–2022 draft Long Term Plan for consultation at a meeting in Kaiwaka last Friday and submissions must be received by May 30. But after weekend meetings, the Kaipara Citizens and Ratepayers Association has called for Mayor Neil Tiller and Deputy Mayor Julie Geange to step down. “They should be ‘gone by lunchtime’,” said association president, Ron Manderson. “Those responsible have to go.” He added that a “short, sharp withholding of rates” would underline the call. “We know the debt will have to be paid, but not with those responsible still in charge.” Mangawhai residents met on Sunday and a show of hands indicated a large number of them have already stopped paying rates over the huge cost of the town’s Ecocare sewage scheme which ballooned to $58 million. If the proposed Plan goes ahead, the average rate increase is 31% across the district with some sectors having to dig even deeper. It contains a number of stringent measures aimed at addressing the council’s financial position, and includes a district-wide levy to bail out the Mangawhai scheme. “In the past council has lived beyond its means, using debt as a way of financing operational costs that should

At present Kaipara has a debt of $85 million, $58 million of which is attributable to the Mangawhai Community Wastewater Scheme that was completed in 2009. This equates to $4,395 per capita and is currently the highest in New Zealand. He said there “are steep rate increases proposed for Mangawhai.” Residents connected to the scheme will need to pay a total of $19,720 including GST over a 10-year-period. In practical terms this means most existing users will be paying around $1,344 each

In addition, Mangawhai residents connected to the scheme will be charged for operating costs of around $1,230, with properties that are not yet connected but capable of connection to the scheme paying 75% of this rate. To ‘ease the burden’, every ratepayer in the district, including those in Mangawhai, will pay a levy of $37 towards the scheme.
