p As part of the Lockdown Teddy Bear Hunt, Mangawhai artist Nicky Everett painted a teddy bear in a convertible car to put on her fence. “It represented the little girl next door’s ride-on car, and then her brother wanted a painting of his quad bike. We ended up with bunnies for Easter, someone on crutches, Anzac bear and a bear in a sling for a boy who broke his arm,” said Nicky. She painted one a day until the fence was full with someone helping her with extra paint when she ran out. “I used linen fabric, and they have been out in all weather and survived. Each bear that represents a particular child will go to them. It has been lovely entertaining the neighbourhood families with my artwork.”

Her lip balms are made from organic ingredients, and she says she enjoys the mixing, the colours and the various shapes she can create. It is good for grandmas, and mummys as presents — little girls would like them too. The lip balm is also good for dads that work outside,” says Ella-Rose.

The animals often enjoy treats from their neighbour Jane McDonell. “The Jerusalem donkeys are a pack animal and love being together in a drove for company,” says Jane. “The Jerusalem donkey is what Mary rode in the bible when she had baby Jesus. They are often ridden in Jerusalem as a means of transport and are distinctive because they have a black cross running from their shoulders and down their back toward their tail. Females are called jennies, and males are called jacks. I often give them apples, carrots and feijoas over the fence. They are great foragers and also get silage as a supplement. After having one donkey for several years, the opportunity came for their owner to adopt the other three. They are a delightful pet and certainly add to the aesthetics of the back yard as you look over the fence.”

Online consultations have been held across Kaipara with businesses in Paparoa, Maungaturoto, Kaiwaka and Dargaville responding to Mayor Jason Smith’s Task Force for Economic Support and Recovery, which is investigating how businesspeople are responding to the Covid-19 lockdown.

Along with local business people the meetings, using the Zoom online app, included the mayor, Deputy Mayor Anna Curnow and local ward councillors for each town.

“Businesses led broad-ranging discussion about the current situation, their awareness of the support that may be available to them, and their hopes and ideas for future shared projects, including shop locally campaigns,” said Dr Smith.

Businesses are also completing a targeted survey, and Zoom meetings for Ruawai and Mangawhai businesses will be held this week, after which, the next steps for an action plan will take shape.

“The business people we’ve heard from are resilient and optimistic. They have great ideas and plans for their businesses and were interested to gather and hear from their local business colleagues, and this was all positive.

Everyone seems keen to explore ‘shop local’ promotions, and the Dargaville Community Development Board is well advanced on this.”

impacts. More than 400 respondents to the survey mean it is statistically significant and shows a clear picture of experiences of Kaipara people during the Covid-19 Lockdown.

“We were surprised how few people knew about the support available from Northland Inc, and as a result have asked the regional development agency to improve service levels in Kaipara. Part of the work of the task force is to advocate on behalf of Kaipara businesses and we’re getting on with this as the evidence and data emerges.”

Tolls proposed for new motorway The motorway will extend the Northern Motorway from the Johnstones Hill tunnels to just north of Warkworth.

Time savings are expected to be greater for trucks due to reductions in grades and a better road layout, which helps heavy vehicles maintain a higher average speed along the route.

It’s estimated an average of around 20,000 vehicles a day currently travel on SH1 between Puhoi and Warkworth. Within the next 10 years, it is predicted traffic will increase to more than 31,000 vehicles a day, shared between the new motorway and the current SH1.

The agency adds that while the motorway is scheduled to open at the end of 2021, it may be delayed by the response to the Covid-19 pandemic.

It also points out that if the road is tolled, there will be a free, safe alternative for people travelling northwards, because the current SH1 will remain operational.

‘People travelling northbound from the Northern Gateway Toll Road will be able to exit at Puhoi if they choose to travel on the free route.

‘However, there is no southbound exit from the new motorway before the Northern Gateway Toll Road. This

means southbound travellers would not be able to choose the toll-free option using the current State Highway 1 and scenic Hibiscus Coast Highway (formally State Highway 17) via Orewa if they joined the new motorway before Warkworth at the northern end.

In every society, there are idiots. Usually, they can be ignored. However, in times of national emergency, they become more pronounced and their actions even more idiotic whether it is flouting the law or — worse — taking the law into their own hands.

Fortunately, this column is not about them; this column is about the rest of us.

Much has been written about how we acted and continue to act during this pandemic. Much of it was laudatory and justifiably so.

We knuckled under, mostly stayed in our bubbles and showed a wonderful sense of compassion and common sense.

Rightfully, we gave tribute to those who stood on the ‘front line’: the essential services, the health professionals, our emergency ser vices and especially our supermarket checkout operators who didn’t deserve the risk they took but did so, anyway.

They were all heroes — and remain so.

There is another group though, that deserves mention, deserves our

thanks, and there are a lot of them here in Kaipara.

I am talking about farmers. At the best of times you farmers are an industrious bunch; at the worst of times, as we have just seen, you excel. You kept working; you kept producing; you kept us fed. You and the service industries who serve you, such as transport operators, did a superb job during Covid-19.

Even more important for us is that you will continue to do that job. Whilst major industries and income earners such as tourism will take years to recover; it is more important than ever that we have a working, efficient farming sector taking a lead role in New Zealand’s recovery. We do not call farming our primary industry for nothing.

Good on ya, farmers for getting in behind the country.

Expanding on golfing success

Kiwi resident, American billionaire and world-renowned proponent of golf, Ric Kayne has already established his credentials as a patron of the sport, establishing the top-ranked Tara Iti golf course near Mangawhai.

Now the force behind this exclusive ‘members-only’ club has secured the next stage in creating even more golfing opportunities on the east coast, this time for the public.

Last week, the Overseas Investment Office approved Kayne’s proposal to obtain, by a mixture of freehold and leasehold, 169 hectares of coastadjacent property near Tara Iti. Itself recently named the world’s silver medal golf course outside the USA, being narrowly beaten by the oldestablished Royal County Down course in Northern Ireland.

It’s estimated that more than $100 million went into the creation of Tara Iti, and another $50 million has been indicated as the cost for the proposed two new 18 hole courses yet to come.

The OIO reports that Kayne has plans for not just golf courses open to visitors, but also clubhouses, accommodation and hospitality. The land earmarked for transformation is currently utilised as a forestry plantation, producing pine logs. While the famous existing golf course is named for the endangered

fairy tern, consultants hired to assess the impact of the new construction report that there will be no impact on the breeding sites of the tiny shorebirds, which traditionally nest further north.

The project to establish the initial golf course also included a substantial native revegetation programme alongside pest and weed control. A similar initiative is expected to be part of this new project as well. ¢

Keen readers who have exhausted their supply of fresh literature will be pleased to hear that Kaipara District’s libraries are set to reopen soon.

Level two coronavirus restrictions mean it’s now possible to re-engage with our local libraries via click and collect, with more services coming on stream as soon as possible.

“We are looking forward to providing services to you in level two,” says Dargaville library spokesperson Lisa Salter.

“We have missed you, and we know you’ll be keen to borrow some fresh items. To manage the new normal, and make sure we can keep everyone safe, we are going to stagger our reopening.”

Initially, library opening hours will be reduced, and Dargaville Library will not be open Saturdays. Libraries will be only offering a click and collect service at first — with increased services and hours when possible.

The community libraries will be doing the same. Once all the health and safety aspects are covered to ensure safety, limited access into the library

will be allowed, starting with above 70-year-olds and vulnerable members of the community.

Parks, campgrounds and playgrounds Our Parks team and contractors have been working to disinfect each playground and ensure they are safe for reopening. This has needed a phased approach with the busiest playgrounds in the region taking first priority. We are working hard to have them all safely open for use as soon as possible.

Public toilets that have been closed during Levels 3 and 4 are also operating on the same phased opening plan, after each has received a deep clean.

Free online talk: Increasing food production in Kaipara An online talk hosted by KDC will present valuable opportunities for the district’s landowners, and other businesses related to the horticulture industry.

Increasing food production in Kaipara – Understand the research, is scheduled for Thursday 4 June 7pm. The speaker, Tim Morris of Coriolis, completed an investigation on how to make best use of fertile Kaipara land. The study is part of the Kaipara Kai project, one of four Kaipara Kickstart projects funded by the Provincial Growth Fund.

Some of the key results Tim will discuss in the talk include: new crop types, animals and aquaculture opportunities within the Kaipara District (focusing on those that are suitable for a changing climate), and commercial and financial analysis for local landowners.

The Kaipara District Council is tidying up the local rules, which govern health, safety and environmental concerns, and would appreciate input from locals as a new Consolidated General Bylaw system is proposed.

While a bylaw restructure is often used to strike down old laws dating from colonial times, this move by the KDC is all about modernity. The proposed updates include removing five parts that are now obsolete, simplifying the way the bylaw is written to make it clearer, and making some significant proposed changes to the Cemeteries and Crematoria and Solid Waste sections.

The Kauri Museum at Matakohe swung open its doors again, after being closed for seven weeks, the longest shutdown in its history, as alert level two came into effect last week.

“The Covid-19 lockdown period has seen the longest closure in the 58 years since the museum was first opened in 1962,” said general manager, Dr Tracey Wedge.

“As a self-funded charity, we rely entirely on admissions revenue and sales in our retail store for our operational budget, and like all businesses in New Zealand, this closure has been a challenge financially.

The government wage subsidy was gratefully accepted.

“Recovery from this pandemic will be slow for rural businesses like ours, but we are optimistic for the opportunities ahead to strengthen our community partnerships locally and nationally,” Dr Wedge added.

“We are a museum that puts our collections and our community at the heart of our thinking.

“There is plenty of space to visit the museum safely in your bubble as you explore the kauri story.

“We take the safety of our visitors and staff seriously and will be following health and safety guidelines by recording tracing contact details upon entry. Hand sanitiser stations are located throughout the museum, and we have set up a rigorous cleaning regime for public spaces.”

A time of change – learn from past mistakes u by Sir Lockwood Smith

The times, they are a-changing. While we’ve had to deal with shocks before, they haven’t been on this disastrous scale — at least not in my lifetime. I was born after my father returned from the second world war.

The global financial crisis and the Canterbury earthquakes were major events, but the one that really changed our relationship with the world, just as Covid-19 has the potential to do, was Britain’s decision to join the EEC in 1973.

Sure, it wasn’t the same life-anddeath disruption as Covid-19, but it was the political decisions made in its aftermath that we need to learn from.

In the early 70s, more than half of our dairy exports went to the UK. In fact, a third of all our exports went there. We were able to negotiate tariff-free quota for sheep meat, but the dairy product quota included a stifling tariff and that for beef was little more than I produce on my own farm.

Future growth for New Zealand meant looking elsewhere. Tariffs above 100% on agricultural products in other major markets, such as the United States and Japan, meant those weren’t an option.

The politicians of the day decided New Zealand needed to “reset the economy” — just as the Minister of Finance is saying today.

Industries needed for that reset, we were told, required protection from imports. Tariffs and import licensing were stepped up, and so started a decade of greater government intervention.

That, of course, had the effect of putting up our internal cost structure,

and our major export sector, agriculture, demanded support to make up for those higher costs.

Governments of the day devised all sorts of schemes culminating in the Supplementary Minimum Payments (SMPs) of the late 70s early 80s.

Our government-controlled economy bumped from one crisis to another. By the year I entered parliament in 1984, we’d seen carless days, wage and price freezes, and thousands of tonnes of frozen sheep meat turned into fertiliser because government intervention had so dislocated production from the marketplace.

The new Lange/Douglas Labour government, confronting a bankrupt nation, had no choice but to commence far-reaching reforms to free the economy from the shackles of the State.

Carried on by the Bolger/Richardson National government of the early 90s, impediments to competitiveness were reduced and the entrepreneurialism of the tradeable sector unleashed. Instead of trying to control what businesses did, governments focussed on negotiating access to global markets, especially in Asia.

The result was staggering. From a bankrupt economy in 1984, New Zealand rose to number one in the world, 32 years later, on the 2016 Global Prosperity Index published by the

Legatum Institute in London. Instead of turning frozen sheep meat into fertiliser, a lamb today can be processed into 42 different cuts, marketed in 100 different countries around the world. Without the distorting subsidies, we have less than half the number of sheep, but each one produces almost twice the amount of meat. The productivity improvement is something NZ farmers should be so proud of. Not only is 23% less land used to produce that meat, but greenhouse gas emissions have been reduced by more than 30% a kilogram of product.

It’s not just the sheep industry.

Liberalisation also saw a once government-protected wine industry grow from one, in 1984, wallowing in a wine lake for which there were no markets, to one today earning at least three times as much as wool exports and commanding the highest average price of any country in the world on the London market.

This history is important because anyone under the age of 40 today has no direct memory of the mess politicians got us into as they “reset the economy” following Britain’s decision to join the EEC. What’s scary is that our Minister of Finance has in recent days talked

about his government’s desire to reset the economy. Hon Grant Robertson is a capable politician. After all, his BA (Hons) from Otago is in Political Studies.

I first met him in the early 90s when he was Students’ Association president there, and I was Minister of Education.

He was a good guy and already politically astute, but his experience in competitive business is limited. All my political life, I ran a farming business.

While, in today’s crisis, we need government to help business get through, to help maintain jobs that are so at risk, it’s critically important that the mistakes made all those decades ago are not repeated.

Economically, today, things move far faster than then. If you want to see NZ’s future prospects stifled, just let the State play too great a role. Twenty-nine years of seeing well-intentioned policies produce perverse outcomes have driven me to this view.

Liberalising global markets in the past 30 years has helped raise more people out of poverty than any other government action. Let the “economic reset” the current government has in mind not distort effective markets, or else our people’s wellbeing will pay the price. ¢

LETTER TO THE EDITOR Dear Sir, On most fine mornings during the lockdown, I have, as an ageing pensioner, gone for a walk around nearby streets for about 45 minutes.

I always take a plastic bag (exsupermarket type) and pick up rubbish on or near the footpaths and know there are a couple of others doing the same.

During 10 to 14 days this amounts to a full yellow recycling bag of drink cans and bottles plus more than half of a blue rubbish bag of other junk from confectionery wrappers to food packages, used tissues, various plastics and even rags.

Now here’s the crush. To throw something out of a vehicle or drop rubbish on property not belonging to you, a conscious decision has to emanate from the brain to activate the arms and hands to perform the act. In conjunction with this, our clever brain has already addressed the moral points of, is this right or wrong and should I do this or not, all before the arm moves.

So, what can we conclude about the perpetrators of this rubbish deluge? Firstly they have no respect for their town or other people's property. Secondly, their moral sense of decency, tidiness and kaitiaki is totally missing. Next, they are so self-centred that they think they are above the commonly accepted values by which good citizens live.

How do these rubbish creators get their untidy and slack attitudes to decency? Simple — poor parental or family upbringing. So, if you are one of these people reading this (if you even read) just buck your ideas up and not rely on us normal citizens to pick up after you and pay for your rubbish disposal.

There are others leaving rubbish by footpaths, but they are dogs, which have owners that don’t know how to collect their doggy doo and 90% of these are larger dogs.

Let’s all be tidy Kiwis and encourage others to be the same.

Thursday’s most vibrant indicator of a post-Covid-19 economic resurgence didn’t come from the revelations of support in the nation’s budget, but instead from the sight of traffic, queues and shoppers aplenty in the main street of Dargaville.

Business owners who may have been worried about a slow uptake to new trading conditions at level two have had their minds put somewhat at ease by the enthusiasm of locals, who have been denied the opportunity to shop and browse for the past six weeks. While safety precautions were in place such as hand sanitiser and contact tracing stations, the urge to re-engage with the local economy was apparent.

That is the critical time for recovery.

With big-box retailers also opening in our main centres, it could be all too easy to indulge in spending out of town for things readily available in our main streets. It’s with this in mind that advocates of Kaipara commerce, such as the Dargaville Community Development Board, are continuing to ramp up the visibility and presence of their buy local campaigns, encouraging investment in small business and the small-town amenities that we have not been able to fully enjoy for more than a month.

Certainly, the will to appreciate some ‘retail therapy’, the need to stock up on items unavailable during lockdown,

and the simple pleasure of ordering a hot take out dinner are all there.

It’s time to consider how best to turn that disposable income and desire for novelty and change into a boost for the places where we live, instead of a bonus for foreign CEOs and shareholders.

The big thing to do this week is ask the question; ‘can I get it locally?’ If you’re unsure, ask, and you might be pleasantly surprised. Many of the small stores in your hometown are backed up by huge supply infrastructure and

can source far more than what fits on the shelf. Remember, too, that even buying a single meal or a small item locally is a vote of confidence. While many programmes around the country have been postponed or set aside due to the disruptive nature of the Covid-19 emergency, the Kaipara KickStart campaign is not one of them.

The four-part, $20 million series of initiatives to bring vigour to the local economy has swung back into action as the threat level of coronavirus is scaled down, with major milestones achieved.

In the Kaipara Kai section, the establishment of a hub in Ruawai went forward just before lockdown. Since then hub project lead, Matt Punter has been working behind the scenes to tee up smart agriculture advancements. He’s pleased to invite locals to a symposium with industry expert Tim Morris, including a question and answer, via online conferencing on June 4, from 7pm. On the hot topic of water, plans are well

advanced to transform two local sites into showcases and testbeds for more efficient and technologically advanced water use.

Partners are being sought now to provide the land, with many fresh ideas waiting to be deployed, assessed and shared with the rural sector.

Also touching on water use, but in a different medium, citizens are likely well aware of plans to restore the harbour’s wharf network, with public consultations now complete and funding in-train from the provincial growth fund.

A genius, a tycoon and an undercover cop u by Andy Bryenton

In a scenario, which gave the world two of its most iconic cars, and is surely worthy of its own feature film, the implosion of the DeLorean Motor Company embroiled engineering giants on both sides of the Atlantic, and ended up benefitting the Japanese more than either of them.

The famous DeLorean gullwing coupe, star of the Back to the Future film series, was envisioned as the brainchild of John DeLorean, creator of such legendary US muscle cars as the Pontiac GTO and Firebird. Originally planned to be built in Northern Ireland out of stainless steel, and to house a rotary engine similar to the now-iconic Mazda RX7s, the project was a defining example of 80s excess and trends.

DeLorean was no fool, and so he called in the expertise of one of the 20th century’s great automotive minds, Colin Chapman of Lotus. Chapman would be associated with the DeLorean project from 1978 onward.

His peerless expertise from the world of motor racing would be called on to create a chassis and suspension system, among other engineering features, which would make the stainless steel sports car outperform its rivals.

Funding a whole new supercar is a difficult game. The wheels came off in 1982 when, at the height of Ronald Reagan’s drug war, undercover FBI informant James Hoffman approached John DeLorean with a shady proposition.

Finance a plan to smuggle and sell 100 kilograms of cocaine, and get the project out of debt.

DeLorean agreed and was promptly arrested, but he fought the entrapment in court and won. Sadly, it soon became apparent why the businessman was willing to take such a risk.

DeLorean Motor Company’s finances fell apart, £10 million of government money was missing from British operations, and Colin Chapman’s Lotus company (itself a very successful builder of sports cars) had to explain why it was being paid by DeLorean via a Swissbased Panamanian front company.

Sadly, Chapman died of a heart attack soon after. The DeLorean’s engineering secrets were snapped up by Toyota, who crafted the best-selling MR2 sports car, starting a wave of power coupes from the East, which redefined how we saw Japanese cars.

Were it not for its appearance in Back to the Future, the Delorean car itself may never have been remembered.

Rumour has it that the quirky car was only chosen for the film as examples could be bought in bulk to be blown up in stunts.

As it stands, modern versions are still produced today, with many purchasers grabbing a piece of auto history that reflects the strange, hedonistic and wild times in which it first flourished. ¢

After a period of uncertainty, which had keen hunters worried for this year’s possibilities, all systems are go, and the green light is burning for duck season 2020. A delayed start means slightly different conditions of daylight and weather, though if the fates are kind, it will still be a good season out on the wetlands.

The big message, both from hunters themselves and advocacy groups, is to appreciate the season we have.

Nothing makes us feel more keenly the appreciation for what we can do, as almost having it not happen at all.

The rational and good arguments for a well-maintained waterfowl season are manifold, from population management

through to funding the revitalisation of wetland areas to the immediately obvious. Harvesting game fowl is a vital and appreciated food source for those who love to hunt.

The art of crafting decoys to assist in duck hunting is one, which fascinates participants in the sport.

Ducks have exceptional senses, and so carefully painted, realistic and even moving decoys have been developed during the years to baffle bird’s brains and secure a successful hunt.

The oldest date from the time of the pyramids, when Egyptian noblemen and women hunted ducks on the Nile, using throwing sticks and painted decoys.

The sport was so popular that writings still exist in which hunters thousands of years ago complain of their ducks being snapped up by crocodiles, or a hunt being ruined by a hippo wandering into the marsh. In those days, the first ducks caught were burned as an offering to the gods, who, with their animal-faced aspects, were thought to be present in all parts of nature and could ensure good hunting.

Roman duck hunters worked hard with bow and arrow to catch enough of the valued fowl for the emperor’s extravagant feasts, while in the middle ages falconers trained birds of prey to hunt ducks on the wing. The very best were sourced from icy lands like Norway, Sweden and Iceland, where the already acute eyesight of falcons and hawks was even further accentuated, evolved to scan the blinding white snow-fields for white-furred prey.

As the taste for duck grew, and restaurants were invented to feed the new middle classes, huge ‘punt guns’ were developed to shoot a hundred birds at a time.

Banned now, in the 1800s these monster shotguns were used from rowing boats on the English fens, and a poor shot could sink the hunter or split his boat in two with recoil. Modern hunting guns are usually 12 gauge; the biggest punt guns were two-gauge, or

Curry Paste Ingredients 1 teaspoon ground coriander seeds 2 teaspoons ground cumin seeds 1/2 teaspoon ground cinnamon 1/2 tsp ground cardamom seeds 1/2 teaspoon ground cloves 2 sticks lemongrass (inner white part only), finely sliced 6 cloves garlic, peeled and chopped 1 large onion, peeled and chopped 4 cm piece ginger, peeled and chopped 1 tbsp shrimp paste 10 large dried chillies, soaked in warm water (remove seeds if you do not want a very hot curry) Method: Combine ground spices (coriander, cumin, cinnamon, cardamom, cloves) in a frying pan and stir over medium heat till fragrant. Place all remaining ingredients together with the roasted spices in a food processor and blend into a smooth paste.

Method 1. Fry onions in a pot with the oil until brown.

2. Add the duck, salt and cook until meat is browned.

3. Add massaman curry paste and 1/2 can of evaporated milk and cook for 5 minutes on low heat.

4. Add stock, remaining evaporated milk, cinnamon sticks and bay leaves and cook for 1 hour.

5. Add kumara, tamarind, fish sauce, palm sugar and cook till meat and kumara are tender (add a little water if needed).

6. Garnish with peanuts, spring onions and serve with rice.

CRAWFORD Maurice Owen Passed away peacefully at Kauri Coast Rest Home on 13/05/2020. In his 81st year.

Eldest son of Owen and Margaret Crawford (Deceased).

Much loved brother of Allan, Brenda, Bruce and Marion. Cherished father of Sidney, Patricia, Steven and Colin (Australia) and Glen.

Adored by his grandchildren and many great grandchildren in NZ and Australia.

Will be sadly missed.

A private family bubble Cremation has been held at Whangarei Crematorium. A memorial service for Maurice’s many friends will be held at a later date.

Grateful thanks to Management and Staff at Kauri Coast Rest Home, Dargaville, for their love and care of Maurice over the last 8 years.

WEST, NAOMI (MOLLY) Passed away suddenly 14th May 2020 at Dargaville Hospital after long battles with illness. Treasured and loving wife of Lindsay for almost 55 years. Adored mother of Colleen and Anthony and precious Nana to Aimee and Chris, Sam, Mac and Piper. We will all miss her warmth, kindness, generosity and big heart.

Her passing has left an enormous hole in our lives and she will never be forgotten.

Rest in peace.

Molly’s funeral service is being held at the Dargaville Lighthouse Function Centre, Tuesday 19th May 2020, at 1.30 pm, followed by interment at Mt. Wesley Cemetery.
