Building inspector retires  by Brian Eastwood

After almost fifty years in the building trade, Kaipara District Council building inspector Jim Vallance has decided to call it quits “I have always reckoned I would not wait till I turned sixyfive to retire and on Friday, April 13, I did it after twenty-seven years at the KDC. Some said it was a bad day but that doesn’t worry me” laughs Jim. He served his apprenticeship with local builder John Rumney, staying with him for twenty- two years. In 1985 Jim joined the late Norman Newby as part of joint staff working for Hobson County Council and Dargaville Borough Council. The two local bodies later combined as Kaipara District Council.

A man with many interests, Jim will have no shortage of things to keep him busy. “I have bought a four-wheel drive ute so I can cart my own timber and firewood or anything else without having to rely on others. And I can do a bit of fishing out at the beach.”

As well as his own house to look after Jim also has a block of units as a rental property in town.

He recently retired from forty years in Dargaville Fire Brigade, but once a fireman always a fireman and he still calls in at the station. With their centennial coming up, he is sure to be part of that celebration. During his time in the Brigade Jim has judged at five National Championships.

A successful bowler, he has won a Gold Star and plans to keep on rolling them up at Dargaville Bowling Club. Once a player and a team manager for Dargaville Rugby Club he says that has taken a back seat in recent years. But with a grandson now growing up Jim says that could change.

The building industry has altered a lot he notes. “Now

“But the job was never dull. I was out and about a lot of the time, on the back roads and up to places like Tutamoe and down to Pouto. That is one of the things I am going to miss.”

Staff said farewell to Jim with a special morning tea and Council farewelled him with an evening in the Town Hall lounge.

From an electronic communications black hole, Paparoa — the ‘village in the valley’ — and surrounding areas is to join the mainstream — with complete cell phone coverage and fast broadband internet, where before there was none In recent weeks, a new cell phone tower has risen on the hill above Paparoa to dominate the skyline. The 25-metre monopole structure is on farmland off the Paparoa-Oakleigh Road and towers over the village below.

It is part of the government’s Rural Broadband Initiative roll out, in which Telecom is providing links to rural schools through a direct fibre connection, and Vodafone is setting up rural community coverage through infrastructure and a wireless broadband service.

“And it means an end to isolation for Paparoa,” said the chair of the local community organisation, Progressive Paparoa, Graham Taylor.

“Travellers through town, tradespeople and others have had to seek out the odd spot in the area to make cell phone calls. Now we will have solid coverage,” he said.

“There has been a little negative local comment, as is sometimes the case with these installations, but people have been campaigning for years for this.”

The tower will also provide hi-speed broadband, although many local people have already chosen satellite and wireless broadband service from other providers.

Under RBI, Vodafone’s fixed wireless broadband is expected to cover 80% of rural households nationally, over the next five years. The Paparoa tower will provide mobile phone services and broadband services, and will support equipment from a variety of providers who may lease space on the stucture.

The installation should be up and going by the end of next month and there will ultimately be 12 new mobile sites and 40 other existing sites will be upgraded, throughout Northland.

A number of ratepayers asked councillors if there had been any investigation as to whether ratepayers could afford the proposed new rates. Council CEO, Steve Ruru, confirmed that no work had been done.

Stories of looming hardship were circulated after the meeting. Steve and Shelley Sosich bought property in Mangawhai in 2007.

“Our rates will increase from $2832.40 to a massive $8420.90 next year. Our weekly rates will go from $54 to $162. We have to find an extra $108/ week to meet this highway robbery. With three young children, this is completely unsustainable for us and leaves us wondering which way to turn.”

business here are on hold. Our home property rates are set to increase by nearly 150%.

“The rates on our business premises will rise by over 100% so our rent will increase by over 40%!!!

The Kaipara Citizens and Ratepayers Association is meeting this week, to discuss a combined front of ratepayers against the increases.

Cr Julie Geange she will not be tendering any resignation. “I was elected to do a job and I am doing that job. We need to be finding solutions” (to the debt crisis). Mayor Tiller, was unavailable for comment at time of printing.

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

The magic in mussels  by Paul Campbell

I had a phone call one recent evening from a colleague who is a keen Kaipara fisherman. On this occasion, he had just sat down to a feed of mussels, freshly shucked that day, from an enterprising Kaipara shellfish processor — M.T. Farms.

“Superb” he exulted. “I quickly steamed them, and served with a little vinegar, dash of lemon and salt and pepper, and they were snapped up.

Never had ‘em so fresh.”

His enthusiasm was echoed by his good lady, with an order for more next week.

Kaipara Harbour is a rich larder — snapper, mullet, gurnard, trevally, scallops — the list is extensive. But there are some good ‘wild’ mussel patches and the harbour is also used for commercial mussel farming.

Possible 387% rate increase Vision of the owl Farmers at Mahuta have lodged a rates complaint with the Kaipara District Council The Mahuta Community Water Supply Association has lodged a letter of opposition with the council over a proposed rate increase.

“We are feeling the money grab from the local council as they look for avenues of revenue,” says Derek Kelly,

spokesperson for the Association.

“With a rate hike of 387%, legal extortion comes to mind,” adds Mr Kelly.

Pursuant to strong member opposition to the 31.7% average rates increase being proposed by Kaipara District Council, Grey Power has conveyed its concerns over such unaffordable rates to members of government and will shortly be meeting local member Mike Sabin on that and other issues.

Grey Power’s position is that any rates increase must be compensated for by corresponding increases in the Rates Rebate Scheme or superannuation payments and that those responsible for Kaipara’s current financial mess should be accountable for same.

Grey Power also has signalled that it will collaborate with other community groups opposed to such exorbitant rates increases.

Grey Power’s last general meeting was addressed by Debbie Evans, CEO of the Kaipara Community Health Trust, who admirably covered a multitude of local issues.

Following an extensive question and answer session, Debbie was thanked by Grey Power president June Klenner for her interesting address.

The last month has been a busy month for Grey Power with representatives attending the Northland Power Trust and Northland Regional Council meetings in Dargaville.

A submission was lodged to the Northland Regional Council annual plan.

A representative also attended the Grey Power national AGM in Invercargill.

Kaipara Grey Power’s own AGM took place on 20 April last with June Klenner re-elected as president, Rusty Campbell as vice president, Ken Cashin as secretary, Joan Meyer as treasurer, Leo Glamuzina as auditor and Garry Hooker as public relations officer.

Executive committee members Jack McKenzie, Frank Champness, Garry Hooker, Mary Baskin and Jim Noesgaard were all re-elected.

Markets looking to the future

‘Misinformation over debt’ response

Every Thursday Dargaville locals have the option right on their doorstep to partake of the best of the Kaipara’s abundant natural produce

It was disappointing to see Cr Geange, Deputy Mayor, endeavour to distance herself from KDC financial decisions underlying our district’s enormous debt.

(Lifestyler May 9) That hardly is a proper role for a mayor or a deputy and is unfair to other councillors.

The facts appear to be there was no contract, though probably a proposal, before Cr Geange joined in October 2007, and the effective and troublesome Mangawhai Eco-Care contract was approved on November 28, 2007, after Cr Geange had become a member of council.

So by implication, Cr Geange must be partly responsible for at least some of the financial messes outlined in last year’s Larry Mitchell and P J Associates reports.

The latter criticised inadequate council financial monitoring, non-compliance with statutory requirements, breaches of council borrowing policy, unrealistic financial assumptions, the absence of council liquidity risk management, the lack of cash reserves and unsustainable debt.

Over the almost five years she has been on council, when did Cr Geange, who I understand currently is the KDC’s Finance Portfolio holder, oppose any proposal adopted, or query any of those failings referred to above?

Any omission to query or object may well amount to a breach of her duty of care.

It is just not good enough for Cr Geange to be misleading regarding dates and her responsibility, or to excuse herself. She ought to have been aware with her duty as finance portfolio holder.

Fresh fruit and veges, small goods, gourmet cheeses and more — all are on offer along with entertainment and hot coffee at the Riverside Produce Markets.

However, the message from market organisers is very much ‘use it… or potentially lose it’, with patronage dropping as winter rolls in.

The markets are a great resource for the town, providing affordable fresh fruit and veges for many who would otherwise not be able to afford to eat healthy. It’s an irony of the modern age that junk foods are often cheaper than real fresh food, but not so at the Dargaville markets.

Big markets in Avondale and even in Whangarei draw huge crowds and it would be shame to lose part of our own community through what may simply be a fear of inclement weather.

To that end the organisers of the Riverside Produce Markets are planning some fresh ideas to boost attendance, attract more stalls, involve more community groups and really make the Thursday event something to mark on the calendar.

Some great ideas have already been floated — like inexpensive and healthy recipes made with fresh market-day ingredients, cooking demonstrations and a free stall for community groups to hold bake sales and sausage sizzles. The markets are already well known for great coffee and live music, but expect some new acts and a more vibrant atmosphere to brighten up those winter days.

If you’ve got some great ideas to make the markets better value, more fun and more of a must-see weekly destination, we’d love to hear them and put them into place. After all — these are your markets, in your town!

New president appointed Local artist Jan Grover was appointed as the new president of the Mangawhai Artists group at their Annual General Meeting Jan takes over the role from Malcolm Roberts who stepped down as president three months ago.

Malcolm said one of the highlights of his tenure as president had been their first exhibition at Reyburn House in Whangarei last year. “I walked in on opening day, saw artworks on the walls and then realised it was our work! I felt very, very proud.”

John Pickwick thanked Malcolm for his ‘guidance and calm counsel’ over the years as president and said that the Roberts’ barn at Penrose Farm had always been the anchor for the Art Trail.

At the AGM, life membership was awarded to sculptor Joy Agar, one of the instigators of the Mangawhai Artists group. Joy said it was “phenomenal to see the Mangawhai Artists group grow and grow.

Jan highlighted future plans for the group saying that “coming up for the local artists is a two week exhibition at the new Mangawhai Museum in October followed by an art auction at the Mangawhai Golf Club. Over the winter months there will be two painting

workshops with visiting tutors Jos Coufreur and Lance O’Gorman.”

“There are also plans to set up an Arts Centre in Mangawhai with the aim of providing a workspace and meeting place for artists, and a venue for exhibitions and workshops,” said Jan. Watch this space!

Letters to the editor Good governance Incredulous would be the only descriptor I could use to explain my abhorrence of the article in the Lifestyler last week which focussed on the self justification from our Deputy Mayor.

Ms Geange has clearly forgotten or never understood the most basic tenant of good governance, ‘collective responsibility’.

A Deputy Mayor breaking ranks and launching into weak self justification only reinforces to those who hold the perception that this council we have elected is inept.

Ms Geange, you may not have been there for the signing of the Managwhai contract however you were there to oversee the project and hold the contractor to account. I also presume you were there to agree to the many variations that inevitably occur in contracts of this size.

You were also there to approve additional capital spends by council over the intervening period, that in hindsight were not affordable and a rates strike that was both illegal and underdone.

You were also there and complicit in employing council staff that did not appear to have the capability that was required to serve the council’s needs.

As to your attack on members of our community. Think for a moment what we have actually been told by council.

Troll back through the newsletters issued by the Mayor, and you may start to understand that in a vacuum, information based on conjecture will fill it.

I have largely relied on this publication to glean some information around what is happening to our district.

So maybe Ms Geange some self reflection is needed and some strong strategies to deliver this district back to the position of strength it used to enjoy.

Trust As a resident of the area I strongly protest at any increase in rates. With one’s property land value dropping 24.4% one would expect rates based on land value to drop.

The council has not conducted itself in accordance with the trust placed in them by voters and rate payers and vastly overspent on a project to support less than 5% of the people, resulting in the worst debt by any council in the country.

I suggest all council spending with the exception of emergency works cease immediately, reduce staff levels to managing those emergencies, and stand down all others including councillors until the audit is complete.

African photo safari beckons A local Baylys Beach photographer with a penchant for majestic animals is travelling back to Africa next month to capturethe raw, unique nature of African wildlife adding to her already stunning collection of photos Robyn Preston as been a photographer for over 30 years, but it is only in recent years that she has transformed her childhood passion into a photographic career.

When Robyn’s aunt gave her a book entitled ‘Serengeti Shall Not Die’ when she was at primary school, Robyn thought it was an unusual gift at first.

“But looking back now I remember drawing lots of pictures of African animals and the teacher putting them up in front of the class. I had no idea then what it would lead to.”

This is her third trip to Africa. This time her journey will take her though nine countries from South Africa to Kenya.

Robyn has timed her trip to coincide with the great migration in the Masai Mara. “The highlight will be visiting the stunning Masai Mara Reserve in Kenya where I plan to spend eight nights.The Masai Mara is a large game reserve famous for its big cats, game and the annual migration of wildlife from the Serengeti each year. I’m so excited because I have managed to book two days at the only lodge in the reserve which allows night game drives during the great migration.”

In March this year, she also held a joint exhibition with artist Sean Webster at the Yvonne Rust Gallery in Whangarei. Prepare for winter Wet, slippery roads, surface flooding, rain and fog all make driving more hazardous in the winter. Driving to poor conditions means reducing speed and increasing following distances and are critical to safe motoring in the winter Sergeant Maria Nordstrom from the Dargaville Police says: “We expect a higher incidence of accidents when winter arrives until people adjust to the new conditions.

One of the most important things to remember is to keep some distance between you and the next driver as your ability to stop is not as good in poor weather,” explains Maria.

The New Zealand Transport Agency (NZTA) recommends doubling the travelling distance between cars from two to four seconds for added safety.

Driving at the speed limit on a wet road is often too fast. Maria advises “to take extra care in wet conditions particularly when approaching corners.

A frequent mistake is coming into a bend too fast, losing control and driving off the road, and is especially commonplace in young, inexperienced drivers.”

Travelling on rural highways has its own particular hazards. Coming across

stock on the road means having to brake suddenly and it only takes a second to lose control in wet conditions.

“Good tyres are crucial if you have to stop quickly. Have your tyres checked to ensure they are up to standard.”

Visibility is reduced by rain or fog and increases the risk of accidents. “Schools are key areas where drivers need to take the utmost care, particularly at drop-off times, as kids tend to run out from cars when it’s raining without checking for traffic first.”

Regular maintenance of brakes, tyres, windscreen wipers, lights and steering are even more critical at this time of year.

Check your vehicles regularly to make sure they are all in good condition.

Finally, a few handy tips — carry a good torch, keep a warm jersey or rug in the car in case you break down, and keep your mobile phone charged — you never know when you might need it.

WHAT’S HAPPENING? Local artists’ exhibition opening a success An exhibition opening for local artists Jacque Hastings & Victoria del la Varis-Woodcock was held on 10th May at 99 Victoria Street, Dargaville.

The joint exhibition showcases works by both artists. Jacque’s sculptures reflect a changing kaleidoscope of time and capture the development of changes unfolding from customary Pacific art forms. Victoria’s paintings reflect her inner thoughts on societal issues through the richness of her own personal experiences. The exhibition will run until 16 May. Te Kopuru Primary West Coast Trail Ride The annual west coast trail bike ride at Red Hill will be held on Sunday 27th May. The Principal of Te Kopuru Primary School, Lee Anderson says, “we’ve been doing this ride for six years now and it’s a real family-orientated event and a huge fundraiser for our school.” The event is open to all ages, although children under 16 must be accompanied by an adult.

1st Dargaville Girls Brigade Fundraising and Program for Girls The 1st Dargaville Girls Brigade runs a program for girls 5-15 years to assist girls to build friendships, acquire new skills and learn Christian values. There are currently over 50 girls in the program.

It is held every Thursday through the school term from 3 to 5pm at the Dargaville Baptist Church, 187 Victoria Street. Girls can go there straight from school for biscuits and drinks and a short play before the program starts at 3.30. The first four weeks are free.

The Girls Brigade will be collecting door to door on the 24th May as part of fundraising for the National Girls Brigade
