“The MCCT is very pleased to be able to proceed with pouring the concrete floor. It is a significant step in the build programme and has been made possible by community fundraising efforts,” said

trust chair, Craig Fergus. The decision to proceed followed a recent visit to the rest home by Deputy Prime Minister, Winston Peters. “Winston was given a tour and in particular of the dementia unit build site,” Mr Fergus said.

“He was impressed with what the trust offers the Maungaturoto community and surrounding districts.

On behalf of Her Majesty, Kaipara mayor, Dr Jason Smith, thanked each individual for the personal qualities they will contribute to the community and wished them well in their new country of adoption. The migrants arrived from a range of countries including Great Britain, Germany, Cambodia, Thailand and the Philippines, adding to the diversity of the region.

 The Kaiwaka Primary School has enhanced its entranceway with a carved totara waka, Te Waka Rangimarie o Kaiwaka, which was opened and blessed on February 25 with kaumatua Ben Hita officiating. The project is the culmination of work between the board of trustees, Kaiarahi i Te Reo Mina Paikea, kaumatua Ben Hita, carver Tim Codyre and parent helpers. “Benji Woodman from Forgotten Nurseries has gone above and beyond with this project. He has designed the waka, constructed it and worked with our carver to create carvings that represent our school,” said school principal, Rosie Ellis. “It is a treasured taonga for all our students, past, present and future.

It will be used for special occasions and as a significant reminder about our school values — Towards Tomorrow Together.”

Staff hosted a morning tea for their little students’ families, including a stunning array of sandwiches, cakes and scones with lashings of cream. The NEST rescue helicopter has ‘christened’ Maungaturoto’s new landing pad, with pilot Peter Davies, lauding the “heartening community response” that made it possible.

“The trust still requires substantial grant funding to start the construction stage. We wish to thank all those that have contributed to the fundraising thus far; the community ‘buy-in’ has really gained momentum with events happening regularly.”

The 14-bed dementia unit at Riverview is to cost $3.6 million. Work stopped last April due to funding and surveying issues.

“To date, $654,000 has been spent on planning, resource and building consents. The trust has a bank facility of $1.8 million,” said Mr Fergus. “This leaves about $900,000.”

The trust fundraising committee has gathered more than $300,000 towards $500,000 from the wider Kaipara community, while grants are sought for the balance of $400,000.

A grant of $5,000 was received last week. Fundraising committee spokesman, Albie Paton says raising money for major projects in the Kaipara district over the years has always been a challenge.

“However we have always come through with the money required. The Maungaturoto and Paparoa halls, the Kaiwaka sports complex, facilities at Otamatea College, Matakohe and Mangawhai Museums and many other local projects have benefitted from local support.

“This project, while being built in Maungaturoto will be of benefit to the whole Kaipara area.”

Next on the fundraising list will be a nine-hole Ambrose golf tournament on March 9 at the Paparoa Golf Club on Golden Stairs Road. 

The all-weather concrete pad at the Maungaturoto Country Club in Bickerstaffe Road was newly completed when the helicopter flew in and tested its facilities.

“It most certainly meets our requirements,” Peter said. “With its GPS location, we can plan our approach.

“In weather conditions, we know where it is and can switch on floodlighting on the ground from the helicopter. Many years of landing in the football field have not been ideal, especially in wet conditions. There is also an access ramp for ambulances.

It’s a really great improvement and very heartening to see to see the community coming together to make it happen.”

The project was spearheaded by Maungaturoto’s Rapid Relief Team (RRT), which has been formed to support local projects by active fundraising and to assist emergency workers. Team leader, Richard Wearmouth, said members discussed

the need for a landing pad and soon started fundraising, selling burgers from a mobile canteen at town events.

“We placed cash boxes at local businesses and canvassed cash, as well as materials and labour. The pad cost $12,000, and RRT underwrote the last $5,000 of this to complete the project.

Northpower donated a power pole and electricity supply for floodlighting and strobe landing light.

“Now the permanent fully equipped landing pad is there for all operations and for the St John ambulance to transfer patients.” 

PUBLIC NOTICE Kaipara District Council is proposing new rules for dogs in the district and would like your feedback.

Council has prepared a new Draft Policy on Dogs and Dog Management Bylaw that will replace the current Policy and Bylaw.

The Policy on Dogs sets out the approach Council takes to managing dogs in the District. This includes setting areas where dogs must be kept on a leash and where dogs are not allowed. The Dog Management Bylaw is the legal instrument which gives effect to the approach set out in the Policy (bylaws are legally enforceable, policies are not). In addition, the Bylaw includes rules on picking up dog droppings in public places, wandering dogs, the number of dogs that may be kept in urban areas etc.

The public are invited to review the Draft Policy and Bylaw and make written submissions to Council regarding what aspects should be retained and which should be changed before the new rules becomes final.

Submissions can be made online through the online portal, sent by e-mail to bylaws@kaipara.govt.nz, delivered to one of Council’s offices or posted to: Kaipara District Council, Private Bag 1001, Dargaville 0340.

The cut-off date for submissions is 4:30 pm 10 April 2019.

Dargaville and districts residents are being invited to assist in the upgrade of the local telephone directory by completing their details on the form below before March 31 to ensure their details will be included.

Dargaville is set to become a display centre for Steampunk fashion on March 16, incorporating a morning tea, vintage machinery crank up day and a burlesque cabaret in the evening.

For the final time, the Dargaville Lions Club will receive names, addresses and landline numbers from Spark New Zealand to compile the publication and hope to continue with another update in 2021/2022.

The public response to providing their details for the 2019/2020 issue will help the club decide whether to proceed in the future.

This publication is expected to include mobile numbers, email addresses and website detail from all suppliers, which have not been included in the past.

“A lot of people miss the opportunity to be included in this book so now is their chance,” said Dargaville Lions Club president, Brian Nisbet.

The themed day begins with morning tea from 10am until 11am at the Northern Wairoa Boating Club where vintage and classic cars will be on display. Visitors are encouraged to dress up and join in the fun of the day and entry is free.

Between 10am and 3pm the theme continues at Harding Park where the Kaipara Vintage Machinery Club is holding a crank up day. Visitors will be able to view vintage engines running, in addition to displays such as sheep shearing, camp oven cooking, rag rug making and vintage tractors.

New machines will also be on display including an army truck, crawlers and a TD21 bulldozer.

The charity event supports the Dargaville Fire Brigade.

Steampunk is a quirky and fun genre of a futuristic version of science fiction, and fashion incorporates bustles, corsets and gowns for ladies and waistcoats, top hats or bowler hats for gentlemen.

Each outfit includes items such as timepieces, parasols and flying or driving goggles. 

Several Dargaville residents are becoming increasingly concerned about their personal safety while performing their daily walks after one resident was aggressively approached by five wandering dogs.

 Dargaville resident, Graham Jones presented his petition on dog control services to council staff member, Jazz Jackson, last Thursday

Retiree, Graham Jones, used his umbrella to fend off a potential attack in the Dargaville High School grounds recently. He has not been satisfied with the response from animal control staff contracted by Kaipara District Council and organised a petition seeking public feedback. The petition gained 106 signatures in the two days it was available in eight outlets around the town. Jones felt many more people would have signed if more time was available but he was determined to present the numbers to councillors before their meeting last Thursday.

“Some people don’t even walk now and that’s not right,” he said, adding people are fearful and if they do go out they avoid certain areas. He has

collected many instances of people feeling fearful of menacing situations, though says some dogs are friendly.

An item on the agenda at the council meeting was to assess the policy on dogs as a part of the regulatory five year review process, which was last done in 2014. At that time no changes were made to the 2009 policy.

Under current conditions council should also monitor the effectiveness and implementation of the policy and the information regularly reported.

Dog owners who fail to keep their dog or dogs under control or confined are subject to a fine and the dog may be seized.

Environmental recognition awards In a new initiative the Northland Regional Council is inviting nominations for the 2019 Environmental Awards from local individuals, community groups and businesses.

Entries opened on February 28 and are accepted until 5pm, March 31.

The awards feature eight categories covering a range of environmental enhancement projects and activities, with a Supreme Award presented to the most outstanding entry. The award categories include environmental action in pest management, education and water quality improvement.

Northland Regional Council deputy chairman, David Sinclair, says caring for Northland’s many communities and unique environment is a massive job and fortunately there are many groups and individuals already making a difference.

“The awards are a chance to highlight the can-do attitudes and remarkable contributions Northlanders are making to help our environment thrive which we think deserves to be celebrated.”

Award winners in each category will receive a cash prize of $1,000 and a trophy. The Supreme Award winner will receive an additional trophy.

The most common means of repairing minor defects is to stabilise the existing pavement, this introduces fresh aggregate into the failure in addition to a cement stabilising agent to aid in hardening and increase longevity.

Due to the nature of this repair, these stabilised patches require significant amounts of drying time in order to meet council specifications for hardness.

We kindly ask that you adhere to the posted temporary speed limit whilst traveling through any of these works sites, not only for your safety, but also the safety of our workers, and to prevent damage to the repairs.

We understand that there is a degree of inconvenience caused by these works, however this inconvenience is significantly extended if we are required to return to any sites that require repairing.

Shearing trophy contested Kumara honey

For the second season, a sheep shearing trophy is being hotly contested by Northern Wairoa shearers, and they are hopeful to once again finish the competition on top.

The ANZ Northland Shearing Circuit competition was instigated in 2018 to attract more shearers to compete across the region, rather than only supporting their local A&P shows.

Teams from five areas including North Kaipara (Paparoa), Kaikohe, Pukekohe, Warkworth and Northern Wairoa must participate in four out of five shows to qualify for final rounds, and a shot at the prize money and a trophy.

ANZ relationship manager, Stacey Beattie, who is the driving force behind the circuit, said the competition provides great exposure for junior shearers and they receive a lot of support from the more experienced in their teams. She has even taken up a handpiece herself.

“I was nervous at the start, but they were so encouraging and supportive. I have a whole new appreciation for the fitness level required for the job,” she said. “It’s very physical.”

She added there is now a friendly rivalry between the teams, and the competition has meant an increase in competitors with around 30 at each show.

“Last year Warkworth led most of the way but Northern Wairoa won the trophy, and it’s looking similar this year.”

Landfill will impact Kaipara

Dog trial round-up

Opposition to a proposed landfill in Dome Valley is gaining momentum. And it is right that it should. A landfill there is wrong on so many levels, including the impact on Kaipara, and I support those who are objecting to the proposal.

A record turnout of competitors at the recent Omamari Sheep Dog Trial Club event didn’t stop Kaipara participants from excelling as they brought home around ten different placings over the three day weekend, February 22 to 24.

Of course, it is only a proposal (at this stage) and the company proposing it, Waste Management, will say they have done due diligence, entered consultation, and failed to find a more appropriate site north of the Harbour Bridge.

Proponents—and there seems to be very few, other than Waste Management—will even imply that it is yet another case of NIMBY (Not in My Backyard) which tend to plague developments of this nature.

It is not. It is, in fact, far from it.

It is a genuine attempt by sincere people to stop a proposal that would, if implemented, have a disastrous effect on the pristine Dome Valley environment, and our beautiful Kaipara Harbour with hazardous waste from the landfill carried into the harbour by the Hoteo River and tributaries that run through the middle of the proposed site.

If that was not reason enough to justify strenuous opposition, there is the traffic impact.

The landfill is predicted to add 300 return trips by waste trucks and 150 by light vehicles to SH1 per day, with this number set to increase to 500 waste trucks and 250 light vehicles return trips by 2060.

And this is along one of New Zealand’s most dangerous roads.

My understanding is that at least 11 people have died on the 12km stretch of State Highway 1 between Warkworth and Wellsford since 2006, and there have been countless crashes, many serious, in that time.

So, this is anything but a NIMBY situation and the people behind a petition to stop this proposal in its tracks have every right and justification to take the action they have.

I have met them. They are sincere.

While the rain was desperately needed in the region, more than 50mm fell as men, dogs and sheep tackled the courses and judges and volunteers toiled at their tasks.

According to Northland sheep dog trial promotions spokesperson, Merv Cameron, the weather didn’t dampen the atmosphere, and the event was a huge success, in spite of the local sheep knowing their home environment well on the Miller farm and testing the herders.

The first two days the local club held its classes included Grant West with Swagga, Barney Robinson with Dan and Sam as well as Steve Osbourne with Pip, all taking various top five placings. Pouto’s Roger Jordan with his dog, Tone, also performed well in two classes.

On day three the Farmlands  Canterbury Centre Championships runoff was held in blustery conditions, but again the Kaipara gents performed well. Barney Robinson with Dan took home a fifth placing, Steve Osbourne with Pip a fourth placing and Roger Jordan with Tone a third and a fourth.

Field Days round up The 35th Northland Field Days opened to a warm but blustery day on Thursday, February 28, and for three days staff from the many agricultural, lifestyle and food sites were kept busy taking care of their customers.

The atmosphere and friendly Northland service ensured a successful event for organisers, from parking attendants and entry gate staff to officials, visitors were welcomed.

Much-coveted recognition was sought by businesses on display for the presentation of their sites, including Hubands Energy winning Best Themed, Cervus Equipment NZ Ltd winning Best Outdoor and Ria’s Natural Health Soaps winning Best Indoor sites.

The Best New Exhibitor was awarded to Advance Build who auctioned the house on site.

It sold for $170,000 and from this $15,000 is being donated to the

Northland Emergency Services Trust helicopter service. The tractor pull competition also pulled in a crowd to watch and cheer and results included Taege Engineering Ltd winning the business challenge, Richard Smith the main draw and Matt Sandford the consolation class. Best new entrant was Nick Dropulich and winner of the Carl Phillips sportsmanship trophy was Simon Hooper.

The logging area and displays provided entertainment for visitors too.

Competitors in both mens and ladies classes included log loading, sawing and cutting. The logger of the day was presented to Karl Bowman. 

Triathlon ran in the wet Wet weather didn’t hamper the 287 runners, swimmers and cyclists in the Fireco Kai Iwi Lakes Triathlon hosted

by Sport Northland recently, with some saying they enjoyed the cooler temperature. While the prizegiving had to be cancelled due to the rain, results have since been posted at sportnorthland.co.nz. The Kaipara region was represented by 32 competitors with

varying results and successes across all categories. “One standout achievement would be 14-year-old Trevor Coetzee who won Friday’s Northland Secondary School Sports Association Intermediate Male Individual, then Saturday won the kids’ event category 12–15 years, and then he went on to win the adults’ short course,” said Sport Northland events lead, Jesse Gavin. 

The Marohemo Hall near Maungaturoto is getting a makeover to create a facility people will enjoy, and the organising committee is thrilled to be making progress after two years of planning.

 Volunteers and committee members stripped the interior of the Marohemo Hall in preparation for a facelift

The current committee is determined to renovate; maintaining the character of the building and preserving its history and is grateful for the assistance from NZ Lotteries Commission, Foundation North and Kaipara District Council.

“It has been a cold building to use and quite horrible in the winter with the wind coming up through the floor,” said committee member, Karina Allen. “The ceiling had trellis right down the middle so we will be filling that in.”

Community volunteers joined committee members to strip the building interior making way for local contractors to begin their work. “It’s amazing what you can get done with plenty of helpers,” said Allen. Contractors are currently working on rewiring the building then insulation will be installed, and the walls and ceiling relined. The floor will be levelled to assist the bowls players, and the ceiling height will be retained as the space is also used for playing badminton. A wheelchair ramp will also be constructed outside for easy access.

Constructed in 1930 on its site at the corner of Whakapirau Road and Marohemo Road, about eight kilometres from Maungaturoto, the hall served a

patriotic purpose during war times. In 1954 it was extended to build on a stage and dressing rooms, shortly following was the kitchen area. The hall now serves the community as an excellent venue for various functions and sporting activities. For bookings contact Karina Allen 09 431 8344. 

Library seeks a leader A year after its closure, the Paparoa library is looking forward to having books back on the shelves in the next few weeks, as work on renovating the old Otamatea County Council building in a new medical centre and social hub nears completion.

The library will occupy new space in the building.

“Already we have eight volunteers who have come forward to help man the library, and we are also looking for someone to manage the new facility,” said chair of the Paparoa Community Library Inc, Debbie Blythen. “All our books have been in container storage, thanks to the Paparoa Depot Trust.“ The library is seeking someone who is “vibrant, enthusiastic and loves people and books. “We need a volunteer manager with basic computer skills who wants to learn

new things.” The revamped library will operate alongside the new Paparoa Medical Centre, which has been almost a year in the making after the building acquired by the Paparoa Medical Society required a substantial upgrade to make it fit for public use.

It included compliance with modern regulations, and comprehensive plumbing, wiring and other building upgrades, which have been supported through a bank loan and a series of fundraisers and donations, which will go to reduce this.

The pioneers who built Ruawai  by Andy Bryenton

In the colourful history of the Kaipara, you’ll often hear references to the men and women who ‘built our small communities’.

Usually this is a metaphor for hard work and grit but not in the case of Ruawai. This fertile plain was literally built by the muscle power of teams of diggers, who tamed both a river and the sea to create farmland from a salty marsh.

When the original block of land which contains Ruawai and its surrounding plain-lands was sold to the crown in the mid 1800’s, a vast proportion of it was listed as swamp. Daily the waters of the southern hemisphere’s mightiest harbour combined with the wash of the Northern Wairoa River to flood over the land, meaning that early surveyors had to make their sighting in row boats, building up platforms for their tripods and theodolites. The case for making this land drained and arable

began in 1889 with arguments made to politicians — and by 1890 voices were heard in the chambers of power. They reasoned that, like the Nile in Egypt, the silt laid down by the Northern Wairoa would have created a deep, rich layer of nutrient heavy soil. All that was needed was to keep out the sea.

With Holland as an inspiration, the first team of 100 men was commissioned just before the turn of last century. Armed with nothing but spades, their job was mammoth. But these were no ordinary workers — many were gumdiggers, used to surviving in the Kiwi backcountry and seasoned by their already herculean labours. They

created stopbanks and ditches by man force, slowly draining the marshes and fens and at the same time creating the first road through what was then known as Raupo — the stopbank top itself. This landmark has recently been remade as a cycleway and scenic path, re-affirming its very earliest use by the public. History records that Raupo school’s schoolmistress rode along the bank top to teach classes each day.

All in all, 21,000 acres of land were cleared, and those early predictions were true. Under the heart of the plains so created, the soil is more than 60

metres deep, and as fertile as any in the world. From this soil comes green pasture for cattle, and crops such as the world famous local Kumara. At such a size, it’s fair to say that those driving south from Tokatoka, all the way to the foothills of Matakohe, are travelling over land made by human hands. Not counting the lakes made by hydro dams, this makes the Ruawai plains one of the biggest man-made structures in the nation — it’s visible from space, as you can readily see on Google Maps. A great achievement indeed — creating land from under water. 

In the early days of the motorcycle, when the concept of a small, compact internal combustion engine was still a novelty, bikes tended to be just that — pedal-powered push bikes fitted with a small gasoline power plant to give them some extra oomph. Soon enough, however, the form of the modern two-wheeler began to take shape, with the driving force behind its evolution being the call for more power.

It’s happening again today in the form of e-bikes — those battery powered cousins to the pedal powered bicycle which are becoming a very familiar sight in the streets. Forget Auckland’s recent controversial wrangles with electric scooters — behind the scenes, a quiet revolution has seen hundreds of electric motored bikes hit the cycle lanes. Now there’s a new evolution of the breed in Dargaville, and it’s taken a bit of an inspiration from its stable mates. Sitting next to a row of fire-breathing Harley Davidson motorcycles behind the glass, these new cruiser style e-bikes have some of the style and characteristics of their ‘big brothers’ and a little more power, too.

The first thing you’ll notice is a sturdy frame, styled to look like that of a custom motorcycle. Then the huge, wide tyres, made for stability on all kinds of surfaces, as well as floating over sand and gravel. With a headlamp set low on the fender, subtly curved back bars and the battery pack down low, there’s more than a hint of those early petrol twowheelers about the design.

What’s more surprising is the power. With a 48v battery pack delivering the juice via five levels of motive power, this new cruiser can reach speeds of 20kph uphill while carrying a fully grown adult up to 120 kilos. With many e-bikes topping out at 90 kilos or less, this allows big and tall riders a chance to enjoy the fun as well.

Pedal assist is smooth and easy, and it’s simple to see how this could be a great introduction to riding the trails or commuting.

As e-bikes become quicker to charge, gain extended range and become more robust, it’s certain that their uptake will only increase. And there’s another reason, too.

There are few things which put a smile on your face quicker than getting back on two wheels and feeling twenty years younger for it. 

We rely on our motor vehicles today in many more ways than we can count — in replacing the horse back in those vintage days, the car, truck, van or ute has become our modern ‘beast of burden’. Happily, when something goes wrong with your motor there’s help to turn to — and you don’t have to go far to find all the services you need to get back on the road.

Despite being a largely rural district, the Kaipara boasts a wealth of auto experts ready to swing into action should the worst happen. In fact, it may be just because of our relative isolation and the prevalence of farflung farms and settlements that we appreciate the importance of staying mobile on two or four wheels. Certainly, our roads themselves require a pinch of caution, especially on the gravel and metal seal which is commonplace off the main highways.

Our tow truck drivers are well aware of the dangers of the road, and the authorities advise that if you do break down, it’s best to pull as far left as possible, and make sure your stricken vehicle is visible. Sometimes a breakdown or fault gives us little choice as to where to stop, but if at all possible avoid blind corners or areas just over the brow of hills. Many times a breakdown can be prevented with servicing and maintenance, discovering those faults before they become critical.
