p Ruawai turned 100 on Saturday and the whole town plus former residents and people from further afield came to celebrate the occasion. Among them were Mabel White, nee Wilson, who was the oldest person taking part, and her daughter Jane Rawlings who both had lots of fun reliving years gone by.

The highlight of the weekend was the parade on Saturday that included old farm vehicles and machinery, plus a bullock team, vintage cars, new tractors and fire engines. The afternoon included a bus tour of local historic sites and a ferry cruise on the Northern Wairoa River. The town celebrations culminated on Saturday night in a centennial dinner that had been fully booked three weeks in advance.

not in keeping with the requirements of a state highway.

p More than 370 cyclists coasted into Dargaville last week as the BDO Tour of Northland came to town. The cyclists aged from 17 into their 70s rode 92 km from Whangarei before spending the night in Dargaville and then riding north through Waipoua Forest to Opononi. A typically fine Dargaville day greeted the riders as they made their way along State Highway 14 into town. The cyclists, their entourage and race support staff booked out Dargaville’s hotels and motels and many were billeted in private homes.

The students, accompanied by teachers and parents walked from just north of Mangonui Bluff to Hokianga – a distance of 40km - over five days. Principal Vern Stevens says the school has been running the event for 17 years. “The kids always love it. It’s hard work for them and for the teachers and parents. But it’s very satisfying.”

Members of the Local Government Commission were greeted by a mostly sceptical group of submitters when they came to Dargaville last week to conduct hearings on its proposal to restructure local government in Northland.

“I’ve had a research assistant look at how many accidents, incidents and outages there have been. I’ve looked at traffic volumes. I’ve met with the New Zealand Transport Agency in Northland, Auckland and Wellington.”

Mr Sabin says he is developing a business case that he intends putting to the Northland Regional Transport Committee that will decide on priorities for transport funding for the 2015 to 2018 period. “I will try and ensure that the Matakohe realignment is at the top of the list.”

He says if Northland gives priority to the project, that will influence future funding decisions from Wellington. And it is a regional issue. “The two road bridges are a roadblock into the Kaipara

district which is Northland’s most productive primary producing economy.”

However, NZTA spokesman Ewart Barnsley says there are no plans to replace the bridges.

“Structurally the bridges are in good condition and are well maintained and do not require replacement at this stage.”

While NZTA acknowledges residents’ safety concerns, Mr Barnsley says there is insufficient funding to do all projects regions would like delivered. However, NZTA is delivering $301.7 million in transport projects across Northland in the three years to 2015.

Mr Barnsley says NZTA has carried out a number of safety works on both of these bridges in the past two years. ¢

boards. “Community boards are a waste of time. They’re toothless.”

Mr Morrison said many submissions had favoured local boards. But the commission could not recommend them until Parliament passed legislation. With the general election now scheduled for September 20, it was unknown if that would happen before the adjournment.

And responding to critics who suggested it had already made up its mind, Mr Morrison said the commission could only issue a final proposal if it were satisfied it had ‘demonstrable support’. Asked what that meant, Mr Morrison replied: ‘support that can be demonstrated’.

Mr Morrison said the commission was conducting market research to find out what Northlanders want. “Because many submissions were from letters it meant they were not always a good guide to what the people as a whole were thinking,” he said. ¢

Some argued there was no public appetite for change, as about 90% of submissions opposed the commission’s proposal. Dargaville resident and one-time New Zealand First MP Frank Grover said he had been a keen observer of local government, living in 13 different communities over the last 50 years. In that time he had noticed one cardinal rule. “The bigger it gets, the more brutal it becomes.”

Jacoba Puharich said the removal of decision making from the Kaipara will have a negative impact on participation in community affairs.

“In the past if people have concerns they’ve been able to directly approach the mayor or a councillor. But if there is amalgamation they won’t be able to do this.”

p The Fire Within: another gorgeous creation from the Waipu Museum Art N Tartan Wearable Art Awards

The art awards are part of an annual celebration that commemorates the 1782 repeal of the notorious Act of Proscription, that for 40 years after the Battle of Culloden prevented Highland men and boys from wearing tartan.

Waipu Museum is seeking artists to come forward, fill in their entry forms and begin preparing their works for the June show, which is always sold out well ahead of the first night. The event has become so popular that an extra evening show has been included in this year’s schedule.

The prize money has also increased, with a pool of over $6,500 now up for grabs, making it a very attractive proposition for those wanting to strut their stuff, show off their skills and gain

some fame and fortune in the process.

The Waipu award show’s point of difference is that each design must comprise at least 30 percent tartan to reflect the towns heritage with the Highland Scots. A new addition to this year’s line-up is ‘The Engine Room’ category, using wood or metal, which is a must for those who regard themselves as handy in the DIY department.

Conservative Party leader Colin Craig had an attentive audience of senior citizens when he spoke in Dargaville last week.

Mr Craig — often mentioned as a potential coalition partner for Prime Minister John Key — was invited by Kaipara Greypower. More than 60 members turned up to hear him speak.

He said New Zealanders understand what hard work is. But that is changing.

“New Zealand’s biggest growth industry is single parents. More than 36,000 people have signed up for DPB in the last year. Our biggest growth industry is single motherhood.”

He said the current system made it difficult to hold governments and bureaucrats accountable for spending public money, noting Parliament’s passage of a member’s Bill that validated unlawful rating decisions in Kaipara District.

Thousands of families had lost their life savings while the department

responsible — the Building Industry Authority — received millions in taxpayer’s money and just stood back and watched. “The level of accountability is extremely low. We’ve just got to ask the tough questions. The greater the responsibility, the tougher the questions.”

Mr Craig said Parliament’s decision to enable same-sex partners to marry ‘was unnecessary and a silly thing to do’. There was no place for samesex couples to adopt children. “With adoption you should always be looking for a mum and a dad.”

He also criticised government intervention in families. “Parents should run families, not the government or dogooders. Parents should be in charge.”

Mr Craig said the anti-smacking law was wrong, saying he had given his

young daughter ‘a wop on the backside’ after she got too close to a dangerous road. “And if schools want to have Bible in schools and it’s optional, good on them.”

Answering a question, Mr Craig confirmed his party’s opposition to the Government’s asset sales programme. “We had our referendum and two-thirds of New Zealanders said stop selling assets. The people have spoken.” ¢

Commissioner Booth and I have met with a number of local business people recently who were keen to discuss economic development. The Kaipara District Council influences economic growth by way of its investment in infrastructure, including roads, wastewater, and stormwater systems.

The discussions are timely, given the fact that the Council’s Draft Annual Plan is out for consultation.

Getting good access to the Auckland market is extremely important for the farmers and manufacturers located in our District. Our kumara, dairy, meat, manufacturing, and forestry sectors move their products towards markets on our roads daily. Good roads reduce transport costs and assist competitiveness. District roads, and the State Highways 1 and 12 are critical links for us.

Some facts and figures on our roads that may interest you • The roads that KDC maintains total 1,570 kms • Of these roads, 1124 kms are unsealed and 446 sealed.

• Our transport network includes 353 bridges.

• For every $100 of rates collected, Council spends $50 on roads.

• Over the ten years from 2012 to 2022, KDC expects to invest $106 million on its road network sourced from District general rates, and an additional $106 million sourced from Central Government (NZTA) subsidies.

As production increases in Kaipara, so too does the wear and tear on our roads The Ministry of Primary Industries forecasts that logging alone will increase in Northland by 75% between now and 2040, potentially adding 15,000 truck movements to the 20,000 already operating annually in our District.

These figures warn that we cannot be complacent, both in terms of our investment in roads and in terms of putting the case to central Government (and

NZTA) to secure additional funding for both our District roads and to improve the State Highway network in Northland.

For our District: • Council is supporting the efforts of the community and local MP Mike Sabin for upgrading State Highway 12, especially for its realignment near Matakohe and the replacement of the two single lane bridges.

• Council is supporting the Puhoi to Warkworth motorway extension. A final decision on the statutory approvals for this is expected this year, with construction expected in the 2014 – 2022 period.

The Warkworth to Wellsford leg of State Highway 1 is being considered as part of a longer term strategy to identify improvements for the entire Auckland to Northland State Highway corridor.

Local Government Commission Reorganisation Proposal for Northland The Local Government Commission heard submissions from the Kaipara community in Dargaville on Tuesday 18 March. Having now heard the submissions from all those in Northland who sought to be heard, the Commission will proceed to consider them and make a decision on where to from here.

Going forward the Local Government Commission has four options: • issue the draft proposal as a final proposal • modify the draft proposal and issue it as a final proposal • issue a new draft proposal based on a different preferred option • decide not to issue a final proposal at all.

If it issues a final proposal, residents can seek a poll (vote) if more than ten per cent of eligible voters in a council area sign a petition. The poll would be held over the entire region.

First up on Friday is the ASB Northland Secondary Schools Triathlon while the annual Kumara Triathlon will be held on Saturday.

The main triathlon is open to all athletes 15 years and over and categories include a mens, womens and team short course, as well as a long course option.

The adult long course is a 700m swim or 1.5m kayak, 20km cycle and 8.6km run.

The short course option is a 350m swim, 9km cycle and 3.8km run.

The schools course, open to children seven to 15 years, is a 50m swim for

seven year olds and 100m swim for the other age groups, 4km cycle and 1km run.

“We have made one change to the event this year — instead of having a 10km cycle course for the adult short distance it is a less hillier course of 9km, which heads towards the Ski Club instead of Omamari Road,” says Sport Northland events coordinator, Azelia Bezuidenhout.

Everyone who takes part will be able to take home a pack of kumara thanks to the Northern Wairoa Vegetable Growers Association.

The handmade books will be bound using the straight stitch method.

Dargaville’s Floral Art Club is celebrating its 20th birthday by holding a public display of its members’ work.

The display will be held in Foster’s Arcade on Thursday and Friday March 27 and 28 from 9.30am to 4.30pm and on Saturday March 29 from 9.30am to 12.30pm.

Admission is $2, with children under 12 free.

Among members displaying their work will be Karen Solly, who was the Northland Designer of the year in both 2010 and 2012.

The Dargaville Floral Art Club was formed in 1994.

The Dargaville & Districts Phone Directory 2014 is in the final stages of distribution and has once again, received excellent feedback.

The Dargaville Lions project and was the brainchild of Tom van der Sluis ten years ago and a complimentary directory is issued every two years as a quick reference for residents.

“It’s taken us about four months and 326 hours to get it to where it is now — a finished article,” says Ross Murdoch.

“It’s free to the public and we recoup the costs through local advertising.

“Five and a half thousand copies are printed and they’re delivered from Waipoua to Pouto, out to Tangiteroria and to the silos just past Ruawai.

“We have a terrific response for several reasons — they like our 12 point type size, which is a larger size and easier to read than the Northland phone book, and the advertisers like it as well and are very supportive of the Dargaville Lions.

“We actually have quite a job getting the telephone numbers correct. We would’ve changed a hundred or more numbers that were wrong in the White Pages and reading a telephone directory is tough going!”

Ross says Dargaville Lions will now start collecting ads for the 2016 directory.

Leadership skills in focus for rural women u by Joanne Speechly

Eleven rural women have recently spent a whirlwind three days in the capital, attending a Rural Women New Zealand leadership course especially designed for women living in rural communities.

“The course opened up many opportunities for enhancing our leadership skills and gave us the information we need to make our voices heard,” said attendee Debbie Evans, who has been an independent member of Rural Women for two years.

The CEO of Kaipara Community Health Trust, Northland District Health Board member and part-time dairy farmer added, “Yes, we are inspired by the Margaret Thatchers of this world but we are also inspired by our grandfathers, our neighbours and those who lead by example.

“We are surrounded by people everyday in our rural communities, who just roll their sleeves up and get the job done. They don’t necessarily put their hands up and say ‘Hey — I’m a leader’ but when they turn around, they are being followed and supported by a whole community — that is a definition of being a leader.”

Next Business Woman of the Year 2013 and founder of the Agri-Women’s Development Trust, Lindy Nelson, launched the first day of the programme, exploring what makes an effective leader, how to influence others and the importance of networks both within the organisation and in the broader rural

sector. Attendees had the opportunity to meet members of both the Labour and National Parties’ Women's Caucus and to observe Parliament in action.

Debbie took the opportunity to highlight the significance rural hospitals play in our communities and also raised the question to the Labour Party around adopting the Habitat for Humanity Housing Model to increase housing stock.

Ministry of Social Development representatives also spoke about its collaboration with RWNZ to raise awareness about family violence and how to get help through their letterbox sticker campaign.

“We have to acknowledge that there is violence in every community in all its forms, from bullying to physical abuse.

On Saturday evening, March 22, nearly 30 people lost their locks to support a worthy cause — and one brave man endured a back wax.

“It was an amazing night. Lots of extra people showed up to shave their heads and the people who came to support the shavees were very generous with their donations,” said Kaiwaka Kinas club organiser, Cheryl Anderson. “There was a really great party atmosphere and a few tears were shed as shavees remembered their loved ones, who they were doing this for.”

Four thousand dollars was raised online prior to the fundraiser and another $2,300 was collected on the night. All money goes to Leukaemia & Blood Cancer New Zealand and

“The Leefe family from Whangarei turned up and all had their heads shaved. Although they don’t really have a connection to Kaiwaka, they had heard about our fundraiser on facebook and had spent several weeks collecting donations from family and friends. Two Dargaville women, Katy Edmonds and Sandy Zimmer, attended the third national Grandparents Raising Grandchildren conference held in Auckland recently and they are keen to raise awareness about the local support available.

Grandparents Raising Grandchildren is a nonprofit charitable trust that provides support services to reduce stress and preserve wellbeing and stability in the lives of all involved.

The 2014 conference was supported by Auckland Council, COGS and Mitre 10 and included an impressive line-up of speakers such as psychologist Nigel Latta, the Brainwave Trust’s Dr Simon Rowley and Social Development Minister Paula Bennett.
