p Celebrating St Patrick’s Day last Friday, the Maungaturoto Bowling Club began the evening with a light-hearted bowling competition to the accompaniment of the Eccentric Ukes ukulele group on the sideline. A selection of Irish and other well-known songs were played by Helen Reynolds, Sue Skelton, Dennise Brownlie with Jim and Sharon Duffy. The group continued the entertainment during the festivities where almost all those present were dressed in the spirit of the occasion, and enjoyed the evening, complete with leaping leprechauns. The Kaipara Lifestyler last week referred to the band as ‘The Matakohe ukulele players’. The band is called The Eccentric Ukes.

The proceeds from this charitable event go to the Gilligan family, victims of a devastating house fire.

The team met around a year ago at a Mangawhai tournament and “it was just by luck that we got together,” said David.

“We just gelled really well and this last year we’ve had a low loss record.”

Last November the team qualified for the national finals by winning the Northland regional competition.

“We went down there with the mindset of making the final and winning. We played really well and we’re pretty rapt,” said Kevin.

“The competition was really tough, there were really top teams that we played against. I’ve played for 41 years and have been to nationals before,

but it’s my first national win. Plus in Northland it’s the first team or person that’s won a New Zealand title in 91 years. It was a real history making victory, which makes it even better,“ said Wayne.

David says that “the real influence of the team is Wayne, and what he brings to the team is not just his ability, but also his ability to make his teammates play well.

“While we played we had a very large contingent from the Far North who urged us along, which was really really good, they supported us right through it.” ¢

Bank cuts Dargaville opening hours Similar changes have been announced for the Kaikohe branch while Paihia BNZ is set to close its doors for the final time. BNZ’s moves follows that of other banks. Last year Westpac closed 19 branches in mainly rural areas and the ANZ also planned to cut six branches.

Northland MP Winston Peters has slammed the bank’s decision saying the move was about boosting profits and was bad news for older Kiwis who “prefer face-to-face banking.

“It is another example of a foreign corporate’s indifference to small-town New Zealand. It’s not as though they are running short of money. Last year BNZ overall recorded a profit of $913 million.

“But like other Australian-owned banks in New Zealand such as Westpac, they are interested only in making as big a profit as they can,” he said.

“They don’t care about providing a service, especially to older Kiwis who prefer face-to-face banking rather than online banking. It’s obvious that by cutting the hours at Dargaville and Kaikohe, BNZ is moving towards full closure at these branches.”

Dargaville Business Forum chairman Peter Boyd said the reduction in hours wasn’t a reflection of local retail. “It’s a reflection of the technology, nearly everything banking-

wise can be done online or over the phone. However there will always be a demand for the elderly customers who may need face-to-face service and who can’t navigate online services.”

Secretary of Kaipara Greypower June Klenner said 85–90-year-olds generally prefer to talk to someone over the counter while banking.

“I can’t do online banking myself and get confused, so unless you’re computer savvy and know what you’re doing, then it will have an effect,” she said.

Representatives from both Westpac and ANZ told the Lifestyler they had no current plans or intention to change the opening hours of their Dargaville bank branches.

BNZ will be notifying their customers by email and post of the upcoming changes. ¢

Library seeks feedback

The Kaipara District Council has started investigating options around improving and expanding the current space of the Dargaville Library.

Don’t be alarmed if you see Dargaville Vets in ‘cow’ costumes around town, as they prepare to participate in the Relay For Life on April 1 in Whangarei.

KDC communications manager Heidi Clark says it is an important task and that the council wants to “get it right.

“We will focus on getting it right by consulting the community as we know the library is an important service.”

To gain feedback the library has handed out a number of surveys at the fieldays and from their building as well as offering an online version.

Walking for 12 hours isn’t for the faint-hearted so the vets have put together a team of 12 who will dress up for the event which raises funds for the Cancer Society.

Held at the Trigg Athletics Arena, Relay For Life aims to celebrate cancer survivors, carers, and loved ones lost to cancer.

Veterinarian Joanna Buin said they decided to sign up a team a few months back and have been raising money since.

So far they have raised $1,300 by running a bake and avocado sale and hope to reach their target of $2,000 before the relay.

“We are looking forward to the satisfaction of completing the relay, it’s for such a good cause it will be really rewarding. There will also be prizes for teams dressed up and for making a creative relay baton,” said Joanna.

The team will each do an hour stint throughout the night and organisers will make sure it’s a fun experience by including activities such as performing the ‘macarena’ for a lap.

To assist with reaching the final amount they will be outside the Dargaville Warehouse with a sausage sizzle on Saturday, March 25 from 10am–2pm. ¢

Duck hunting season steals a march on the Kaipara harbour when the annual Pahi Boating and Fishing Club contest gets underway on Saturday March 25. But it is a hunt with a difference, with duck decoys becoming the target.

The Hetet School of Maori Art founders Veranoa Hetet, Lillian Hetet-Owen and Sam Hauwaho came to Dargaville last weekend for an exhibition and workshops with their students.

Ten decoys will be released on the outgoing tide before fishing starts at 7am, and buying a ticket entitles those finding one to win a prize on handing it in at the clubhouse.

“Bring home a duck and they win bucks — well a great prize,” said club commodore, Mike Donald.

There are prizes for the heaviest snapper, kahawai, gurnard, shark and stingray, with all fishing to take place on the Kaipara harbour between 7am and weigh-in at the club at 4pm, for a variety of prizes as well as the Robin Healey Memorial Trophy for the heaviest snapper.

A powhiri on Saturday opened the exhibition of work from the Hetet family — Dame Rangimarie Hetet, Erenora Puketapu-Hetet, Veranoa Hetet, Sophie Ani Owen and Sam Hauwaho. Pieces from local artists Jim Te Tuhi, Yvonne Tana, Karla Herman, Adrienne Dietrich and Donna Shaddock supported the work, along with works from students from the Hetet school.

Visitors and students attended a presentation from Veranoa about her weaving, and Lillian talked about how through the internet, they are able to

teach 350 students around the world.

The Kaipara area makes up a lot of the school’s students, so the rest of the weekend was made up with workshops.

Organiser and student Heather Carrington says that the weekend was “fantastic, just to have had a family of such prominence within the Maori art world here.

The theme of the weekend was a quote from Dame Rangimarie Hetet about her vision of one day we wouldn’t be Maori and Pakeha, that we would be New Zealanders.” ¢

Technology aids Kaipara health care A new personal health management tool is now available in Kaipara with the introduction of a medical app that enables users to stay in contact with health professionals online via their smartphone or computer.

The Manage My Health (MMH) app can be obtained through the Dargaville Medical Centre.

phone call, but for some people it’s really important to keep an eye on their numbers, and logging into the MMH app will let you see all the test results for yourself,” said Ms Evans.

You can ask for a repeat prescription, send and receive emails to your doctor or nurse, make non-urgent appointments, update your personal details, and also share your health information with other health professionals if you wish.

As you can see from the graph above, our spending on maintenance had a major dip from years 2010/11 until 2013/14. This period covers the last year of the elected Council and the first two years under Commissioners.

The reason for this lack of spend was twofold.

Firstly, the debt blowout that occurred and secondly, the rates strike. Over that period, Council simply had no money.

You will see that in recent years, spending has returned to “normalised” levels but there is still very little money to catch up on what was not done, hence the very big issue your Council faces, the challenge to continue to reduce debt while trying to maintain and gradually improve roading.

With a few exceptions, we get assistance from Government for roading via the NZTA. For every $39 KDC spends on the roading network, they will contribute an additional $61. So over those low spending years, we missed out on a large amount of NZTA funding. It does not unfortunately carry forward.

For simplicity, the above refers to road maintenance only. If we were to look at our capital improvement spend, the story would be exactly the same.

Costs We have 1,575 kilometres of roading, 72% is unsealed and 28% is sealed. Of the unsealed network, 68% has less than 100 car movements per day. Unfortunately, that part of the network is the most expensive to maintain, partly driven by location and partly driven by topography.

Northland and Kaipara are also in a period of heavy log harvesting.

Grading makes up a large part of our maintenance costs. This is best carried out when the road is damp so that the gravel has a chance to bed in.

An additional grade (outside of contract) costs us $180 per kilometre.

If, however, we do a dry summer grade and use water tankers, that cost goes up to $1,600 per kilometre. If we were then to put on additional aggregate as part of that process, the cost escalates to $3,400 per kilometre.

So, if at all possible, we leave corrugations until the rains come and do the repairs then; the other option we simply cannot afford.

Efficiency How well do we do the job? A very hard question for a new Mayor and Councillors to answer. All roading is tendered and is always contested.

Kaipara has recently entered an alliance with the Far North and Whangarei Councils in part to drive sharper tendering. NZTA also conducts regular audits. Remember they are contributing the lion’s share of what we are spending on roads.

Owning our own equipment, as we did many years ago, is not an option for us under the Government funding model. We could do that but would run a very high risk of not receiving the Government subsidy.

We recognise we need to improve the roading network, particularly the unsealed portion. To those of you who have endured a very difficult summer, and I think of Golden Stairs, Babylon, Notorious and Pouto Roads, we do recognise they are a priority. We are looking at methods to communicate better with you around our roading maintenance schedule. To get our roads back into the state they were in pre2010 will unfortunately take time.

In the year 1867 the world was a very different place. New Zealand was still the most isolated outpost of the British Empire, barely thirty years old as a nation. When it came to civic services such as firefighting, there was no set pattern amid the ‘wild west’ chaos of the frontier.

From 1854, when the Auckland volunteer ‘bucket brigade’ came into being, the larger centres began to form their own separate ideas of what a fire service should be. Smaller towns, however, were left to their own devices.

Some brigades relied on citizens keeping buckets of water handy, while

others were donated equipment by private companies. Firefighters were hampered by a lack of real authority — they were sometimes stopped short by being unable to demolish burning structures, source water from private tanks or impose rules to stop fire hazards before they caused tragedy.

At last, in 1867, parliament convened to set up a plan for all of New Zealand.

When the Municipal Corporation Act was signed it contained a chapter all about firefighting in the small towns of rural New Zealand. As it was reported at the time: ‘The act empowers the council to deal with fires, to lay on any works necessary for this purpose, to appoint fire inspectors and to remunerate any association for the extinguishment of fires. The Dargaville Volunteer Fire Brigade was formed on August 8, 1913 and they have served the community with saving lives, houses, and forests to name a few of the tasks they have undertaken. But the brigade has always helped the community in other areas as much as they can.

As well as seven members training and fundraising for the Sky Tower stair way challenge, the brigade is joining the Dargaville ‘Pork Pie Charity Run’ group in donating their time and resources to fundraise for Kidscan next month.

On Friday, April 7, the brigade will host a quiz night, organised by the Pork Pie group at their Dargaville station.

Fire personnel will man the bar, provide finger food and help out where needed on the night. “Graeme Powdrell

from Kidscan approached us about needing a facility to host the event to raise money and we said not a problem,” said firefighter Jason Campbell.

“We do what we can to support the community, or we wouldn’t be firefighters. It’s just another form of supporting the community and an organisation that needs help.”

150 YEARS NZ FIRE SERVICE

Brigades at Nationals Wellsford firefighters Trent Jones, Karl Davis, Tarah Whitehead, Logan Mason and Alastair McConnachie, and Ruawai firefighters Renee Gatehouse and Jo Forsythe, recently competed in the The United Fire Brigade Association’s national waterway challenge which has been a tradition since 1885.

This year the challenge was held in Kamo and it’s all about putting skills that are used during fire fighting to the test in a fun and competitive environment.

The national event is run every two years.

This year marked the Wellsford team’s fourth nationals and they competed in nine events on the day.

Firefighters upskilling The Te Kopuru brigade has been upskilling recently as the firefighters have just spent four days doing a medical first responder course.

The course was lead by St John trainers Gavin MacDonell from Auckland and Liz Wakelin from Whangarei, who have also taught the course to other brigades around the district. Remote rural towns like Tinopai can often have trouble with funding these days, but Tinopai Volunteer fire brigade continues to provide a much needed service to the community.

The Maungaturoto Volunteer Fire Brigade welcomed four new firefighters to the team last week after they successfully completed a seven-day firefighting course.

“I moved here in 1982 to work in forestry and at the time Henderson and Pollard owned the forest. They had their own fire tanker, so all the guys that worked in the bush automatically became fireman because we were doing 100-acre burn offs, three or four times a year,” says former Tinopai fireman Mark Williams. “It all worked really well and if there was a fire we’d all knock off work, grab the tanker and put out the fire. Then around 1995 Carter Holt bought the forest and got rid of the tanker.

However the Tinopai locals eventually started their own volunteer brigade.

Current Tinopai Chief Fire Officer Allan Crabb says that at the moment they are fundraising to build a new station to house a first response vehicle, fire truck and coast guard boat. “We are fundraising for our own building. The council’s given us the land, and we’ve got building consent.

We are going to build a big threebay Totalspan building that’s 12x12 metres. “It will be called the Tinopai Emergency Services Centre — half the guys in the coast guard are also in the fire brigade. We are a small area so everybody wears about three hats,” says Allan. ¢

“We would like to congratulate our newest firefighters. It is great to have them and their families as part of the brigade,” said Maungaturoto deputy chief fire officer Michael Tovine.

“We appreciate the fact that while volunteer firefighters are away on course, it takes a toll on families as well, and we would like to acknowledge the families publicly.”

Chief fire officer Paddy Thornton says there is a heavy reliance on local businesses to release staff to respond to emergency situations during the day.

“More firefighters being available is very good and eases the pressure. The

goal is to ‘look after our community’, and it takes a whole family to commit to this because the response to emergencies are not just at convenient times, when a toddler has been tucked up in bed or the cows are milked.

“We want to thank all the wives, partners and families of the brigade members as without their support there is no brigade and they are just as important was the firefighters.” The Maungaturoto Volunteer Fire Brigade also assist St John ambulance and respond to approximately 120 emergency situations each year. ¢

With a family history of service & dedication to training our local firefighters for the Sky Tower Challenge, we’re behind the Dargaville Fire Brigade all the way.

Mangawhai Activity Zone hopes to complete its international skate park by the end of the year but needs $500,000 to make this happen.

The push to complete the project comes after the International Olympic Committee announced that skateboarding will debut in Tokyo in 2020.

In order to complete the last stage of construction, MAZ has been rallying to gain extra funding and donations so the park will be ready in time to train up-and-coming skateboarders.

MAZ chairman and funding organiser Colin Gallagher said that to get the job finished they need to work quickly to get funding.

“We are applying to the council through the Mangawhai Annual Plan submissions for some solid funding to complete the park. The designs are ready, now we are just waiting for more money to get it finished by the end of the year,” he said.

The 9th annual Troubadour Trail will kick off the Mangawhai Walking Weekend on March 24 in style.

“A relaxed ramble with fabulous coastal scenery” is how new coordinator Christina George describes the Troubadour Trail route.

In Troubadour style there will be five outdoor performances which can include anything from musicians to acrobats to entertain walkers.

“The original idea behind the Troubadour Trail was to go back to medieval times using the involvement of performers. These days it still has an entertaining theme but we also want it to be fun and light hearted and hopefully it will cover all tastes,” Christina said.

The walk starts at the Mangawhai Heads boat ramp reserve along Alamar Crescent starting at 2.30pm, 3pm and 3.30pm taking a total of 2 ½ hours.

The walk includes a “fairly easy climb” to an elevated area where walkers are rewarded to a view of the lagoon and the ocean.

“Mangawhai is so much about volunteers and community. Each group will have a leader and several helpers that make sure everyone keeps to the time frame so it doesn’t delay the start

of a performance,” said Christina. A mobile cafe will greet thirsty walkers at the final stop and performance of the trail.

Christina encourages anyone interested in the Mangawhai Walking Weekend to pre-book online to guarantee their walk of choice. ¢

Second chance study award u by Joanna Manson

Applications are now open for the Mangawhai Zonta Club’s Second Chance Study Award, which is given to a woman who has gone back to study and lives in the Mangawhai, Kaiwaka, Maungaturoto or Bream Bay area.

The successful applicant will receive $2,500 towards tuition fees for an NZQA approved course of study towards a sustainable career path.

Club member Sue Poynter said the idea to offer the award became possible after the club’s Mid-Winter Ball fundraiser and quiz nights held last year.

“A number of women go back to study, usually when their schooling has been interrupted for some reason or another, and we wanted to help them out. We scoped out the community for a suitable recipient,” she said.

Last year’s recipient was Mangawhai local Alaina Samson who was in her final year of completing her nursing degree.

With two daughters, she found she was juggling motherhood with study and working part-time on her only free day.

“I was really surprised when I found out, it was really amazing. For me it meant that I didn’t have to work for the last six months of my course and I didn’t have to have a part-time

job anymore. It allowed me to focus on my last placements — before this I was basically working all the time.”

Most importantly for Alaina the award meant “I could relax and not worry about those little bits of financial pressure.”

She is now working full-time as an orthopaedic nurse in Whangarei Hospital.

Mangawhai Zonta is hoping to offer the award on an annual basis.

Application forms can be requested by emailing zonta@mangawhai.org.nz and are due by May 5. Interviews will be held on May 20. ¢

More than 120 team members from The Warehouse and Plunket have embarked on a cycle relay the length of New Zealand to raise funds for Plunket community services.

p Cyclists get ready to leave Dargaville on Sunday morning as part of the 17th annual BDO Tour of Northland. Riders began the journey in Whangarei before heading to Russell, Opononi and then arriving in Dargaville on Sunday. They departed Victoria Street for the final link of the journey via SH14 covering a distance of 340km over the four-day challenge.

Pedal for Plunket, now in its second year, kicked off in both Cape Reinga and Port Puponga on Wednesday, March 8. The riders cycle various legs of the race through the North and South Islands in unison and call into various Warehouse stores along the way.

New Dargaville Warehouse manager Whiskey Sing rode a 30km leg from Whangarei to Ruakaka himself, and the cycle convoy recently visited the Dargaville store. They were greeted with a huge cheer by the staff, who had held a bake off and sausage sizzle to raise extra money for the cause.

“We’ve raised $2,588 in the Dargaville store so far,” said Whiskey.

“We have a static bike in our store at the moment, which our team are riding in till Thursday, March 23.

We have a Pedal for Plunket box next to the bike and if a customer gives us X amount of dollars, then a team member will ride 10km on a bike [for example].

“I challenged my team when we first started, that every $50 they make (at the counter) I will ride five kilometres. They’ve been calling me every ten minutes, so I’ve been riding the whole day.” ¢

The duo raised $1,286 towards the event and cause. There will be a total of 60 minis taking part in the challenge which involves driving the lengthy distance in only 5½ days.

Fire ban over The Kaipara District Council has announced that an open fire season is now in force. This means that fires can be lit without a permit, but the

council warns that unless care is taken people could find themselves responsible for any damage or firefighting costs as a result.

TSUNAMI SIREN TESTING Northland’s network of tsunami sirens in coastal communities will be tested on the morning of Sunday, 2 April 2017.

The sirens will sound twice – at 9.20am for 10 minutes and again at 10am for just 30 seconds.

The twice-yearly checks are carried out at the beginning and end of daylight saving. A message will also be sent to users of the Hazard app.

Would you like to help a great cause, and have fun at the same time?

IHC is looking for friendly, outgoing people to help with the IHC Calf & Rural Scheme. Are you a retired farmer, or have you worked in the rural community? Perhaps you enjoy talking to people? If so, then we would like to hear from you.

Since 1984, generous farmers have donated a weaned calf or other animal to the Scheme, with proceeds from their sale going to IHC to support people with intellectual disabilities. The role involves contacting farmers who currently donate to the scheme, as well as meeting new donors. This is a paid role for approximately three months, starting in May 2017. You will need a vehicle and phone, and an email address is helpful but not required. Some farming knowledge would be helpful, although not essential.

You would be helping IHC to support people with intellectual disabilities and their families.

Help is needed in the following regions: Wellsford, Dargaville, Te Kopuru, Ruawai, Matakohe, Tangiteroria If you are interested and would like to know more about this position, please contact Anne Jacobsen on 0800 442 500 or email calf@ihc.org.nz, to see if this might be the thing for you!
