Despite dry conditions, many patrons and companies present have reported a financially buoyant field days, which once again cemented its place as Northland’s biggest outdoor event across a three-day run on March 5, 6 and 7. While election year politics were much discussed, family fun was also to the fore, with lots to see, do, taste, sample, experience and learn.

The young angler hooked the catch of the day with a 56cm 4.35kg snapper. After landing the big fish, a proud Ashton (right) posed with his younger brother three-year-old Harley-Ray and the snapper. “He’s very proud and hooked even more on fishing now,” said Ashton’s mum, Sophie McIlroy.

Winston Peters responds The attack by National MP Matt King on the government’s racing reforms demonstrates he either doesn’t understand the changes or prefers to wantonly spread misinformation.

Either way, he has clearly pitched himself in the part of the problem camp.

He would do better for being part of the solution for the Dargaville Racing Club.

If Mr King says he wants to take a stand on behalf of the Dargaville Racing Club, then he should start by painting the stand. How about some practical steps like arranging maintenance to get his local racecourse up to scratch?

The racing bill before the House is designed to save an industry. New Zealand’s racing industry is in dire straits.

We can’t sit back on our haunches and hope that it all miraculously fixes itself.

The leadership of the racing industry has allowed our venues to fall into a disgraceful state of repair.

John Messara’s Review in 2017 was pivotal for New Zealand’s racing reform, but his recommendation to consolidate racetracks is not new. The thoroughbred code was already proposing fewer tracks in its Future Venues Plan, and way back in 1970 the Sir Thaddeus McCarthy’s Royal Commission on Horse Racing said the country had too many tracks.

Being New Zealand First Leader and a Northlander who has followed racing all his life allows a serious understanding of community race tracks. That includes once purchasing the paint and arranging a group of workers to paint the Dargaville buildings.

The proposed racing bill does not dictate which venues remain open or closed. That is a decision made by the racing codes and clubs. If New Zealand Thoroughbred Racing wants to close a race track, then the club and code must try to reach agreement, by negotiation, including consideration of payments to the community.

While the bill provides a statutory process where the government ultimately makes a decision, this is a last resort backstop if the code and club can’t reach an agreement. Under that scenario, the minister has to appoint a qualified reviewer who considers all factors, such as community payments.

What our community racecourses must remember is this process can be requested by any of the parties involved — the community, the club or the code. It is a backstop measure

for all concerned. In other words, a process which supports natural justice and equitable outcomes for clubs and communities.

Those with a vested interest in the Dargaville racecourse need to get going and show they have a plan. The club has been run down for a long time and needs responsible management. Last time we turned up, the racetrack had not been checked carefully enough. How’s that safe or responsible for the horses and jockeys?

The local MP would do well to go down to the track and lend a helping hand. I know where he can get some paint.

Mayor Jason Smith, councillors and executive staff including Northland Inc and the Northland Regional Council were on hand as Regional Development Minister Shane Jones opened the Kaipara Kai Hub with the allocation of $980,000 to explore new crop and stock types and aquaculture opportunities for the region.

KDC chief executive Louise Miller said, “the research we’ve done has uncovered some real opportunities for those seeking to transform their land use to higher-value horticulture activities.”

The hub is part of the Kaipara KickStart package with $20.39m to build or improve infrastructure and open up land resources. The package focusses on improving local wharves, ferries and roads, lifting the economic sustainability of the region.

The government has also announced funding of $688,800 from One Billion Trees goes to the Integrated Kaipara Harbour Management Group (IKHMG), Te Uri o Hau, to plant native trees on land surrounding Kaipara Harbour

to reduce sediment run-off into the waterways.

Meanwhile, the PGF is investing $6 million in a land-based aquaculture pilot to see whether yellowtail kingfish can be commercially farmed in Northland.

A recirculating land-based aquaculture system will be built and operated at the National Institute of Water and Atmospheric Research (Niwa) Northland Marine Research Centre at Bream Bay. ¢

The Kai Iwi Lakes are the ‘jewel in the crown’ of the west Kaipara’s great outdoors, a place visited by thousands of tourists every year. Now a free, family-focussed open day is set to invite patrons under the surface, both literally and figuratively, as part of Seaweek celebrations.

A new law around Triangular Employment Relationships will come into force on June 27 this year, and it will change the playing field when it comes to personal grievances.

A triangular employment relationship is one where an enduser of labour engages workers through an intermediary organisation (‘third-party’).

The law is most likely to affect labour-hire companies and those organisations that contract their staff by secondment or otherwise to a third-party.

For a third-party to be subject to this law change the third-party needs to exercise control over the employee in a way that is similar to an employer.

Controlling the site and access to it, controlling the behaviour of people on the site and giving directions as to work is likely to be sufficient to create a triangular relationship.

Where a triangular employment relationship exists, the employee may join the third-party to any personal grievance the employee raises

against their employer. Interestingly, the employer can also join the thirdparty to the grievance.

The relationship between the controlling third-party and the employee is not an employment relationship but the law recognises that a controlling third-party now has obligations to the staff under its control whether or not they are employees, contractors or labour hire.

There are things that the employer and or third-party can do to try and prevent claims of this nature.

However, ultimately if a matter is referred to the Employment Relations Authority the authority member can, after deciding blame, apportion any financial sanction between the employer and the third-party.

The legal playing field has changed, and all parties need to be aware of how to respond.

Day excursions run from 10am to 3pm, with a twilight snorkel trip at 8pm and a night excursion at 8.45pm. As night falls, the creatures, which live deep in the lake come out to be seen, including native eels and freshwater crayfish.

Dargaville library has already seen the difference that embracing Chromebook technology has made to the educational engagement of young patrons — free Wi-Fi via the library has also proven to be a hit.

Now, Kaipara District Council has teamed up with the library service, Te Roroa Learning Assistance and the Spark Foundation to bring affordable broadband to lower-income families, to assist their children’s education.

“We’re working with water carriers to find more options for water sources for them to carry, and assisting where possible to get consents issued by the regional council for new suppliers wanting to deliver water, which should reduce the burden on those with tanks running low, and the water carriers struggling to meet demand.

Kaihu River levels remain low, and as mitigation measures deplete (topping

up from the Opanake Road dam), we could see further restrictions.

“KDC has requested permission from NRC to continue to take. The roading team have ceased all waterbased grading/rolling of roads, no parks, reserves or grassed areas are being watered. We’ve stopped all mowing due to the increased fire risk.

We’re reducing the capacity of water flows at drinking fountains and will look to minimise any excess wastage at public toilets.”

The call is also out to report those wasting water, as they are now putting citizens in real danger of facing rationing. The army rolled into Kaitaia last week to assist with emergency water deployment there; to avoid similar measures, it’s imperative that everyone does their part.

When ground was broken on the expansive new Mangawhai Central development, those involved showed that they were set to deliver a residential and commercial precinct, which incorporated several new ideas in ecological sustainability. Now they are hosting a conference with the public, to share ideas on three key areas of sustainable future-proofing.

Talking before the field days opening, the pair from the National Party agreed that in their opinion any such law changes ‘should be repealed’ if they come to power following this year’s general election.

Tensions over the contentious clauses in the bill escalated after the television broadcast of an interview with Winston Peters on the subject, in which Dargaville Racing Club members Richard Alspach and Brian Campbell admonished the ‘theft’ of locally owned assets, and the minister responded with the following: “If the people of Dargaville band together, get a whole lot of women and men together and come up with a plan, they can save that racetrack, not just a whole lot of people scratching their bum

and complaining.” A strong political presence was felt at this year’s field days, as Northland shapes up to be a ‘battleground’ electorate. Agriculture Minister Damien O’Connor was onsite after meeting with Civil Defence and drought response team leaders in Whangarei.

With Labour candidate WillowJean Prime also attending before heading north to survey drought countermeasures.

Otherwise, the presence of Labour and the Green Party was sparse, with only New Zealand First of the ruling coalition fielding a site at the field days, alongside the positive announcement of the launch of the nearby Kaipara Kai hub in Ruawai, a Provincial Growth Fund initiative. ¢

The conference, which will take place at the Mangawhai Club on March 19 from 9.30am, comprises modules on energy, water and living. Those driving the construction and design of Mangawhai Central are keen to get productive feedback about the priorities of their soon-to-be neighbours. So they have opened up this conference to all comers.

Their media communications representative says in an open invitation to Mangawhai: “As a community-led development, we are seeking your input on how we can maximise the sustainability potential at Mangawhai Central. Please take this opportunity to get involved — all are welcome. An industry specialist will set the scene, followed up with a relaxed forum to canvas your ideas and feedback.”

Topics to be discussed include the incorporation of wind and solar

energy, the use of smart building design and recycling, fostering community connectivity, effective water use and grey water processing, among a host of others. There will be a midday lunch between modules, each of which will be presented by knowledgeable figures from the appropriate industries.

Dargaville-based Big River FM has completed a move from their old premises to ones, which station manager Anaru Tana says are ‘more fit for purpose’ and outfitted with advanced features to help future-proof the ‘voice of the Northern Wairoa’.

Each year in March Zonta International celebrates Yellow Rose Day in conjunction with International Women’s Day, a worldwide event that celebrates women’s achievements while calling for gender equality. This year, the two recipients in Mangawhai and Maungaturoto were Heather Quinn and Terri Donaldson.

“Heather has worked tirelessly for the Mangawhai Museum since it opened in 2014 and even before that in the planning stages. She has been heavily involved behind the scenes in her role as collections manager.

During the past 10 years, Heather has worked in conjunction with DOC, Kaipara NRC, twice yearly to arrange and organise the planting of the sand dunes to stop erosion.”

Big River FM retains its usual place on the dial despite the move, to offices, which are cooled to keep the big computer servers and are outfitted with CAT-6 networking cable to link the studio to the recording booth and reception. “We’d like to thank everyone

who has supported us during the move,” says Anaru. “We’re looking to have an official opening within the next couple of weeks. The good news is that we’re on the air right now, and looking to the future.”

The second annual Dargaville Truck Show is coming on Saturday, March 21, utilising the facilities of the field days site just outside of town.

Tribute to founding artist Mangawhai Artists Inc members and a group of friends, family and well-wishers gathered on Tuesday, March 3 to commemorate and celebrate the life of Brenda Adams, a founding member of the artists’ group and a well-known figure in the Mangawhai community.

Brenda’s passing in February was felt keenly by the artistic community she had worked to help grow. Those attending her memorial service attest that it was due in great part to her efforts, that the Mangawhai Artists now enjoy the resilience and continuity to build toward the future.

A professional ceramicist, talented painter, music teacher, mixed-media creator and advocate for ‘grass roots’ art appreciation and participation, Brenda’s life was celebrated as one of life-long learning and giving back to the community.

“Brenda and (fellow ar tist) Jeanette Vickers were instrumental in the operations of our gallery,“ said John Pickworth, speaking at the memorial service.

“The systems and processes they developed for the gallery and exhibiting artists are the whole framework of today’s operations. Brenda took a real sense of ownership of the gallery.”

His speech went on to praise Brenda’s business acumen and her volunteer spirit.

“Our journey as a committee and the success of the art group as a whole owes so much to so many, and Brenda is right there at the top of that illustrious

Specialist construction workers took just over three months to complete a dual room conversion, allowing space for family members to sleep over, bathroom and kitchen facilities, and a separate lounge.

“It’s about more than just caring for the physical needs of a patient,” says lead clinical nurse of hospice Kaipara, Annette Olsen. “Having family near

The Architect of the Kaipara u by Andy Bryenton

The term ‘architect of his community’ is often used to speak of a great figure in public leadership, or an individual who managed to make their vision a reality in aid of their neighbours and friends. However, in the case of Horace Hammond, it’s a literal description.

That is because Horace Hammond really was the architect, engineer and civic planner of our region. There’s a style to colonial-era and turn of the century Kaipara buildings, as typified by classics such as the old Dargaville Club, Paparoa’s glorious old bank building, Dargaville’s civic chambers and Te Kopuru’s historic hospital. It’s reflected in many of the grandest old villas and farmhouses of the age, many of which were also ‘a Hammond’.

Having his name on your plans was like having ‘Rolls Royce’ on the front of your car.

This year, the redoubtable designer would have been 158 years old. He was born in 1862 in London, and travelled to

New Zealand in 1871, as the Albertland colony was just gathering steam. He, and his father WF Hammond, also an architect, set up shop in Auckland, but opportunity drew Horace north. Here, he found himself in a league of one, with many of the settlers, now prospering, looking to establish the look and character of ‘Imperial Britain’ in their new colonies.

Alongside buildings like Maungaturoto’s hilltop bank building and the memorial gates to the fallen in the first world war at Arapohue, he was also greatly involved with civil engineering.

Many of the region’s bridges, from Tangiteroria all around the harbour, were surveyed and designed by him.

Likewise, many of the wharves, which are today set to receive rejuvenation thanks to the government’s Kaipara KickStart plans. Hammond’s style and his personal pen were deployed to craft the look of Dargaville, from the original Dargaville Club to the Mangawhare Convent and School, and through to many of the grand old houses still in evidence around the town today.

Across the district, his mark could be felt, in taking the best of the old world’s designs and adding the best of this new land’s materials. Kaipara’s big kauri villas bear his stamp and the modifications to the villa and homestead style, which account for New Zealand’s climate and the Kaipara’s prevailing weather stem from his legacy. He even designed the buildings for the Wairoa Bell newspaper,

Luck for those who need a lift When local farmer Luke from Maungaturoto was unable to find a hiab to fit his needs, he saw a niche in the market. Having given up full-time dairy farming and contracting, he returned to his passion for truck driving, found a suitable machine, and bought the business!

p Horace Hammond served as a governmental architect, but also as a private designer, and his influence is felt wherever grand old Kauri villas and neoclassical municipal buildings are found

which stood in a row with the Dargaville Club and a plumber, grocer and ‘fancy goods’ importer. All three were burned to the ground in 1908, to Mr Hammond’s great disappointment.

Perhaps the pre-eminent example of Horace Hammond’s style, which blended Victoriana with a new, functional classicism, is the former National Bank in Paparoa. Designed to be a monument to hard work and enterprise, while at the same time ‘secure as a fortress’ in those wild-west days, this was a hub for the wealth of the kauri lands, where the tellers trained with revolver pistols and the decor was straight out of London’s fashionable Threadneedle Street. It was registered as a category one historic building in 1998 and is currently a private residence. So, too, is Maungaturoto’s Masonic Lodge, while Hammond’s bank in that town is

a private residence. In Dargaville, his design for the Hobson County Chambers is alas lost to history, replaced with what is now the Muddy Waters art gallery, itself a historic building.

Today, Horace Hammond lies in old Mt Wesley Cemetery, just over the hill from a view of the town he helped build.

Rather than just a single headstone, his enduring legacy lives on in the buildings he created all across this part of the country, from private homes to seats of governance to businesses big and small.

The Kaipara would have had a lot less character without him! Interestingly, his son Reginald was picked by Gordon Coates to be the architect of New Zealand’s first state houses.

Buildings, which have themselves become famous for their solidity and enduring character. ¢

p Luke has an old fashioned can-do attitude

It was a lucky move, not just for Luke, but for all those locals who need something big transported, with speed and care. There’s a lot of superstition and old-fashioned stories involved in the trade of being a farrier or smith, despite the fact that the actual work is very down to earth. Working with horses to ensure better hoof health and better quality of life is the job of the modern farrier, but history reveals a tale of twists and turns.

When iron was a new technology, back in the very distant past, tribes who could forge tools and weapons with it had a distinct advantage over those who could not. The word blacksmith is one of the oldest in English and comes from the term ‘bloce smyther’ (block smiter), one who hits an anvil with a hammer.

The transition from ‘block’ to ‘black’ was an easy one, considering the sooty environment and the black iron, which smiths worked with.

Iron became the stuff of legends.

Iron was said to drive away mischievous supernatural beings, and people still hang a horseshoe up for luck. It reflects the fact that our iron-bearing ancestors fought and defeated the copper and bronze using ‘wild people’ in very ancient times. Smith gods and

heroes, like the Roman Vulcan and the Anglo-Saxon Wayland, became popular in stories, reflecting the importance of the trade. After all, a village with a smith had tools, nails, wheels, barrels, swords, arrows and armour as well as well-shod horses.

When the horse came to Europe, people who had never seen a rider on horseback thought such a thing supernatural in itself; this is where the legend of half-man, half-horse centaur comes from. However, as we know, horses need help to keep their hooves healthy when not running wild on the steppe-land where they evolved. The village smith often added the role of farrier to his list of jobs. The first qualification for farriers was laid down by the King of England in 1356, founding a guild known as the Worshipful Company of Farriers.

Practising without guild credentials was a serious offence, as the nation’s military power lay with its cavalry and its

economic power with its farm horses.

To this day, the elite British regiments who guard the Queen have a farrier who is also a highly-trained soldier on-call 24-7 at their Hyde Park Barracks in Central London.

Meanwhile, modern farriers in New Zealand work closely with vets and animal health experts to ensure a better life for our equine population. ¢

Regulations spark opportunity Tightened United States rules on grass-fed milk and meat branding can be a windfall for Kiwi farmers, says Nathan Balasingham, Chief Technical Officer of New Zealand biotechnology company Zest Biotech.

The updated USDA rule for ‘grassfed’ or ‘pasture-fed’ milk or meat is very restrictive. If managed prudently, it could give New Zealand farmers a market advantage. The rule, which was published in December 2019, will exclude a lot of our competitors who will not be able to eliminate grain from their feed.

According to the US Department of Agriculture ‘Grass Fed’ or ‘100% Grass Fed’ claims may only be applied to meat and meat product labels derived from cattle that were only (100%) fed grass (forage) after being weaned from their mother’s milk. The diet must be derived solely from forage, and animals cannot be fed grain or grain by-products and must have continuous access to pasture during the growing season until slaughter. That means 100% grass-fed animals are never confined to a feedlot.

Grass-fed milk and meat are considered healthier with better taste and flavour. Animals raised as grassfed have better animal health, animal welfare and climate change outcomes.

The milk and meat has a better omega-6 to omega-3 fatty acid ratio, higher levels of antioxidants, lower risk of E coli infection and antibiotic-resistant bacteria and are, therefore, better for consumer health. Grass-fed cattle produce beef that is tender because it cooks faster, and the well-marbled meat, in the opinion of many connoisseurs, is better-tasting than grain-fed beef.

But, as I said ya gotta wurry about Boss, ‘co we were up atta hilltop tank, wen he startid singing. “Strawberries red and ripe, plums, apples an’ pares, an’ gooseberries and whine.”

I give him the EYE, an’ after a few more mutterin’s about froot and red whine an’ stuff, he giv me a pat. “S’ok Dog, I’m just thinkin’ about stuff.”

Well, a bit later at smoko ona woolshed steps, Sharlene pored a cuppatees and asked Boss what he was thinking an’ muttring about, and hummin’ a tune as well.

“Aha,” seda Boss. “You ‘member we stopped off afta Feel Daze an’ hada look ata Kaipra Kai shop in Rooawai?”

“Yep,” sed Sharlene. “Acterly I reckin we shud go an’ hava look wen it opens this week.”

She’s a bit low jus’ now, but still enough to fill the tank. I was just thinkin’ about me old grandad. Wen he lived at Tinerpie, he used ter grow appils.
