Perceived as a major pollution risk for the Kaipara Harbour, the landfill would take Auckland rubbish to a tip applied for

by Chinese-owned Waste Management Ltd. The site is on a watershed of the Hoteo River and Kaipara Harbour with fears of disastrous marine pollution should a breach ever occur.

Ngati Whatua holds iwi sway over an area from Hokianga to Auckland, and CEO Alan Riwaka says: “We aren’t going away. Along with the community, we are prepared to fight every step of the way.”

Fight the Tip organiser, Michelle Carmichael says “our united front against this landfill has grown.

Community, iwi including all mana whenua, and Kaipara District Council, are all opposing or speaking out against the landfill for the purpose of protecting this land, waterways and Kaipara Harbour. Together we are so strong.”

Key actions the new alliance plans include a protest hikoi “to the doors of Auckland Council” and working nationally to ban the potential of tips anywhere near New Zealand’s waterways as well as seeking a moratorium on all consents affecting the Kaipara Harbour.

“The network of Te Kahu o Taonui, which is 11 Iwi across Northland, has been asked to support the cause through providing submissions against this development,” said Mr Riwaka.

Following an approach by the new alliance protesting Auckland Council’s decision to take online submissions only in a time frame covered by Covid-19 lockdown, Auckland Council has agreed to receive submissions up to three weeks before the hearings start later this year.

The new alliance will host a series of Kaipara Harbour-based community hui in Dargaville, on Wednesday, June 17, Wellsford Community Hall, Tuesday, June

23 and Helensville War Memorial Hall on Wednesday, July 1, all from 6pm to 8pm.

“The issue has also been shared across various social media platforms regionally and nationally,” added Mr Riwaka.

“Ngati Whatua is asking for national support for this issue and is seeking support from all uri, whanau, hapu, marae and tribal partners.

“Our chair, Dame Naida Glavish, affirms this in her statement: ‘If you see something wrong in front of you, then correct it because if you don’t, you will become like it’.” ¢

Group spokesperson Carol Moorehead says the vision is for an attractive community destination. “One reason this project is progressing so well is the many different people who have offered their skills, talents, time, equipment and enthusiasm. A tractor visiting was such a blessing compared to our lawnmower. An extra bonus is that discussions are underway for Kaipara District Council project input,” she said.

Situated on the southern flank of Harding Park’s landmark hill, these trails will include banked corners, drop-offs, jumps and twists to satisfy all levels of cyclists. Another example of the KDC’s commitment to outdoor recreation, this latest development was the subject of a survey earlier this year, which gauged the enthusiasm level of local riders and found that there was high demand for a facility such as this, and is also anticipated to bring in riders from further afield on day trips.

The rainfall in Kaipara during recent days has been a blessing for many a household on water tanks, and it has been a reprieve for some urban areas, but not everyone will benefit immediately.

People in Dargaville and Glinks Gully can even wash cars and water blast their drives this week, effective from Tuesday, June 9, although the Kaipara District Council is still asking people to use water carefully.

“The official water restrictions in Dargaville and Glinks Gully moved back to level two effective at midnight on Tuesday, but Maungaturoto, Mangawhai and Ruawai continue to stay at level four restriction at this stage,” said council spokesman, Benjamin Hope.

“This level is constantly being reviewed, and the council will advise when restrictions can be lifted. In a move, which brings the Kaipara District Council into line with the vast majority of other civic authorities in New Zealand, July 1 will see the end of council contractors mowing berms in residential areas. The service is being axed due to cost-cutting measures aimed at driving down rates.

“To reduce rates for the 2020/2021 year, the council looked for areas where it could reduce costs,” says council spokesperson Ben Hope. “From July 1 2020, council contractors will no longer be mowing residential berms (the piece of grass between the road and footpath outside some houses), and homeowners will have the option of mowing them themselves.”

Self-maintenance or employing a third party would appear to be the only options, as they were in 2013 when the same action was taken in Auckland’s residential suburbs.

It is unclear whether homeowners would be cited for tolerating overgrown berms, which remain KDC property.

Some citizens already aware of the forthcoming cessation of mowing services have expressed concerns for elderly residents and their ability to take on another chore or expense.

However, the KDC reiterates that currently the council is exceeding the service level set by many other

councils, and this decision would bring our services into alignment. The end goal; rates reduction, is seen as a positive move to help the community.

The mowers will still be busy improving other areas, too. Mr Hope confirms that all local parks and reserves will still be managed and maintained, and in some areas, roading will take over berm and edge control to ensure safety and line of sight is maintained for road users as well as pedestrians.

As the berms remain council property, ‘creative’ use of the now unmowed strip is still prohibited.

During Auckland’s contentious transition to DIY berm maintenance, residents took actions ranging from planting veggie gardens to laying artificial sports turf on the footpathto-roadway margin, only to have to revert to grass.

More positively, some neighbourhoods banded together to voluntarily mow the berms of the elderly or disabled free of charge.

Help wanted in community gardens The Covid-19 lockdown has highlighted families in need, with jobs lost and incomes reduced, so the Paparoa Community Gardens is looking for some extra help.

“The old bowling club site has been a source of fresh vegetables and fruit to the local food banks for a number of years,” said head gardener Jan Dallas.

“Covid-19 and the lockdown have highlighted that need even more. We have extended the gardens to make way for more crops, and that means more helpers.”

Construction of the $9 million Kaipara Customer Service Centre in Dargaville, to be occupied by Kaipara District Council and Northland Regional Council staff will begin next month and expected to provide 100 jobs on the post-Covid-19 economic recovery.

Upgraded wharf facilities serving the Kaipara Harbour have moved to detailed planning for the projects, with approval of the Final Wharves Feasibility Study and Programme Business Case from the Ministry of Business, Innovation and Employment.

The Hokianga Road site was formally blessed last week by hapu Te Kuihi, Te Roroa and Te Uri o Hau and attended by representatives from the NRC and KDC. The complex is being developed at 32 Hokianga Road to house about a dozen NRC operational field staff, associated vehicles and specialist equipment with the KDC and about 65 of its staff, mostly in administrative roles, already signed up as the key tenant.

NRC chair, Penny Smart, who is also the council’s Kaipara constituency representative, says the NRC paid $465,000 for the 1,235 square metre property in late 2017 and began

planning in earnest for the development soon after.

“Given our two councils have a mutual ratepayer base and the district council’s current base nearby is no longer suitable for continued use without extensive and costly modification, it makes sense for us to share a single purpose-built modern site.”

Kaipara Mayor Jason Smith says both councils collectively view the development as not only a good investment, but an important sign of ongoing confidence in Dargaville’s future. Work will begin next month with the building ready in late 2021/ early 2022. ¢

Inspirational song hits high note u by Andy Bryenton

Some of the greatest songs in history have been inspired by faith, from the classical compositions of the renaissance to the gospel classics of the American south.

For New Zealand Music Month in May, Christian radio station Life FM organised a contest to build on this tradition, asking for original songs from local artists. Now a Dargaville songwriter has taken out a top place in this competition.

Fans of the arts in Dargaville will probably already know of the name Julianne Parkinson, who has impressed crowds with her wearable arts creations as well as her compositions for the Dargaville Little Theatre during the years.

A small example of her creative powers comes from reviewing DLT’s production of The Mad Hatter, a reimagining of Alice in Wonderland, which takes a fresh and more heartfelt look at the classic tale. Mrs Parkinson not only wrote the play and assisted with artistic design but also composed a complete score and lyrics for the entire performance.

Another of her works, The Rookie, was enacted entirely in black, white and grey to imitate a 1930s film noir epic.

For Life FM’s contest, Julianne presented a song, which she says was composed some time ago. Sweeter features a simple and melodic backing track and uplifting vocals, and it ranked ahead of the competition to land the

Maungaturoto identity and founding member of the Maungaturoto Community Charitable Trust, Donald McKay, has been made a Member of the New Zealand Order of Merit in the Queen’s Birthday Honours list, for services to seniors and the community.

“Quite simply, I was blown away when I heard the news,” said Don. “Later, I see it as highlighting a need to get more support from the government in taking care of our ageing population.”

The MCCT and Mr McKay have been instrumental in establishing aged care facilities in the town, which in turn cater for a wider Kaipara catchment, and is now culminating in the Riverside Resthome dementia care unit that is currently under construction.

“To me, this has been a long journey over the years, and I met some wonderful people along the way,” he said. “Sadly though there is an issue in country areas of funding eldercare facilities.

“Rather than having to rely on raffles and such, there is a need for government support. We did apply for funding from the Provincial Growth Fund for the dementia unit, but that was turned down.”

The $3.9 million facility has been financed within the community, with a partial bank loan and the rest raised by a series of fundraising events and also donations.

Protecting the children The government’s ban on smoking in cars with children will become law after the third reading of Smoke-free Environments Prohibiting Smoking in Motor Vehicles Carrying Children Amendment bill passed unanimously last week.

“This law makes it an offence to smoke in a motor vehicle carrying anyone under 18 years old. We are doing this because children are especially vulnerable to the harmful effects of second-hand smoke due to their smaller lungs, higher respiratory rate and more immature immune systems,” says Associate Minister of Health Jenny Salesa.

“We know that second-hand smoke can accumulate in vehicles, even with the windows down. That presents an unacceptable risk to children who never asked to be exposed to second-smoke, and deserve a fighting chance at a life of healthy, clean lungs.

“Our government wants to make New Zealand the best place in the world to be a child. We are making progress towards that goal by putting the interests of children first. When the bill becomes law, police will have discretion to issue on-the-spot fines of $50 for those who smoke in cars with children, or to issue warnings or refer people to cessation support services. It is consistent with our health approach.

“New Zealand joins Australia, Finland, the UK, most Canadian provinces and some US states, in banning smoking in cars with children. This progressive new legislation continues our work towards New Zealand’s aspirational goal of Smokefree 2025.

A healthy and weathertight home is the aim, and wind, rain and damp are the enemy. Here are five tell tale signs that a little upgrade could vastly improve your winter experience.

1. ‘X-ray ceilings’. Can you see a pattern of timbers ‘through’ the dirt and dust on your ceiling? That could be due to the beams themselves forming a layer of thermal insulation that’s missing over the rest of the (usually quite thin) ceiling boards. In extreme cases, the ‘X-ray’ effect can be caused by black mould, which loves chilly and damp conditions.

What it’s telling you: There’s not enough insulation in the roof cavity, and there may be damp getting in up there too. Clean the ceiling and check the insulation over those cold spots.

2. Spiders in the attic. Spiders drink in moisture through their skin, so they hate dry places. There’s also less chance of their prey living where it’s too dry. That’s why a ceiling space full of live spiders might mean there’s a leak in your roof or a break in your tiles, rust holes in the corrugated iron, or ripped building paper. 3. Weeping windows. If your ceiling cavity has no spiderwebs, but your windows are habitually ‘weepy’ with condensation, you might have a good home for a ventilation system install. Alternatively, look at steam extraction at the source. Bathroom and kitchen extractors might stop those drips, which can degrade timber and add to an unhealthy damp atmosphere.

4. Cold feet. Chilly toes on a winter’s morning might indicate the need for underfloor insulation, or the

replacement of old carpets with modern, more thermally-efficient weaves. Wool is still king when it comes to warmth, but for a soft and cosy result pay attention to both underlay materials and a good professional install.

5. Uneven heat. Is your living room a sauna with the fireplace on and your bedrooms icy cold? Blu-tack or tape a thermometer at roof height above your fire (not touching the chimney).

If it reads more than 30 degrees with the fire on, you will benefit greatly from a heat transfer system to share the excess warmth around.

It’s no mistake that the words ‘heart’ and ‘hearth’ are only one letter apart. The fireplace has been the core of family dwellings since real estate was made up of caves and mud huts. We can see from ancient cultures around the world that fire was given a central place of importance in any build.

It’s the same for even the most modern home, where the biggest advancements have come from the ability to tame fire and smoke, keeping the warmth while getting rid of the byproducts like soot and fumes. As our ancestors knew, however, fire is an ally, which can bite. Safety is paramount when installing a fireplace, which is why the work must be undertaken by a trained professional. It is often a job added to the skill set of a plumber or roofer, or it can be a stand-alone trade in its own right.

Plumbers often pick up the necessary skills as they can also neatly connect ‘wet back’ fireplaces to existing hot water systems, and are often also the tradies who are called on to fit flues and chimneys through existing roofs.

In most areas, council consent is required to install a fireplace. It’s necessary to consult the civic authorities even if you’re replacing an old, inefficient fire with a new and modern one. However, the process is straightforward and will often be taken care of by your fireplace installer. Every fireplace has different

recommended parameters that come into how it can be situated. Distances from walls, the size of the underlying hearth and considerations of flue length and orientation, for example.

Once your fireplace is installed, it’s still necessary to keep an eye on its year by year performance, mainly for insurance purposes. Many insurance companies insist on a residential fireplace being inspected by a trained professional on a regular basis, a kind of WOF, which often happens at the same time as having the chimney swept. An inspector will look at the condition of the firebox, check for rust, see if the baffle (the plate, which stops flames from directly burning up inside the chimney) is solid and if the firebricks are cracked or crumbling. A good sweep cuts down on combustible soot and debris like bird’s nests that can cause in-chimney fires, and is also insisted on by most insurance policies.

A well-cared for fireplace will render many years of affordable warmth for your home and family; all it takes is a little forward planning and upkeep. ¢

The New Zealand Healthy Homes Initiative began in 2013, seven years ago, with the support of government agencies and district health boards. Initially part of the anti-rheumatic fever campaign of the early 2010s, it was expanded by successive administrations to cover many aspects of healthier housing in New Zealand.

Now the numbers have started to come in on how improving the ‘grass roots’ of accommodation quality affects the health system. The figures are very positive, considering just how little has had to be done to change what was a legacy of cold, damp and uninsulated housing, especially for those on lower incomes.

Up to the end of 2018, there had been more than 15,000 successful submissions to the Healthy Homes Initiative to assist with insulation, heating and ventilation. An evaluation was made late in 2019 to see how this had impacted the core mission of the programme; reducing hospitalisations and sickness, especially in kids. The evaluation estimates that for every ten children referred to the programme, there were six fewer filled prescriptions, six fewer GP visits and one less child in hospital during the next year.

That equates to 1,533 fewer hospitalisations; 9,443 fewer GP visits; and 8,784 fewer medicines for children in homes, which took advantage of the programme. Even more, are expected to be saved from unnecessary illness

as rental properties were brought up to a government-approved standard of insulation and heating last year. It will take further time for figures from this next push to trickle through.

The evaluation shows that the benefits, even of the early programme, have translated into significant savings for the health sector. The Healthy Homes service is anticipated to avert approximately $30 million in health care costs for three years, and effectively pay for itself in just two. When one considers that single night in hospital

costs the taxpayer more than $1,000, it’s a logical extension to place this particular ‘ambulance’ at the top of the metaphorical cliff. Effectively, by improving the living conditions of those in previously cold, damp homes, we’re all saving money better used for other civic and social programmes. It’s also well worth considering these figures as a private homeowner looking at the condition of their own insulation and heating; better a bill for improving your home now than many doctor’s bills later, perhaps. ¢

Welcome to Mangawhai Mangawhai’s sand sculpture competition u by Ann van Engelen

Dennis Emsley has come up with an idea to host a sand sculpture competition to help promote Mangawhai as a tourist destination and support local businesses including the surf lifesaving club.

“We are looking to hold it in 2021, and the competition will be open to everyone. We hope to possibly promote it overseas and attract more visitors to the area,” says Dennis.

“Initially, the thought of attracting more visitors to the area was frowned upon by some.

“I believe that without growth to support local business, the township is at risk of dying a slow death like some other small communities in New Zealand.”

It is expected that sand sculptures and castles of all shapes and sizes will be created at the event.

“The Mangawhai Sand Sculpture Competition group has a lot of ideas for

the competition, such as holding a junior and adult section. We are considering a small entry fee for adults. We are organising a meeting for people who would like to help organise the event in the near future.

“I am hoping the competition will help to bring the community together in a new way. We would like to attract hundreds, if not thousands of new tourists to a fun-filled day and help put Mangawhai on the global stage.

“Our aim is to have it become an annual event that grows bigger each year, and we believe with the community behind us and the idea, how can it fail?”

When Lindsay West of Dargaville Ford first assumed the ‘driver’s seat’ at the west Kaipara auto dealership, the destruction of the Berlin Wall was still 13 days in the future, the Telstar was the latest Ford vehicle on the showroom floor, and New Zealand had just turned 150.

For three decades he’s seen automotive trends come and go, and has delivered thousands of sets of keys to happy motorists. Farms, families, companies and community groups have all benefitted from the presence of Ford here in Dargaville, during a time of massive change.

“In 1990 when we started there were eight fully franchised car dealers in Dargaville,” says Lindsay. “Today Dargaville Ford is the only full motor vehicle franchise in the Kaipara.” He believes that good reliable service is the key to his enduring success, which has seen the dealership scoop many prestigious awards.

“No matter what you’re selling, giving service is the most important factor in business. Molly (Lindsay’s late wife, and fellow entrepreneurial business owner in her own right) and I have always been passionate about giving good customer service, and that attitude quickly flows down through your company. David Hallberg of West Coast Steelworx agrees that the most important part of enjoying your job is working with a great team. New faces have been as regular a feature as new machinery, and David and the team have pitched in not just in the paddock, but also with charitable events such as fundraising for the Northland Rescue Helicopter. On a frosty June morning, as the current team downed tools for a moment to pose for the photo below, their numbers included specialists in hydraulic hose repair, diesel mechanics, fabricators and welders, engineers and technicians. It’s predominantly a young team, and their enthusiasm, even just after dawn in winter, shows through. That’s part of the attitude David sticks to; he says that despite being
