 Tangowahine hosted Tangiteroria for their annual inter-district test matches in front of a crowd of 250 spectators, including MP Winston Peters. The Taylor Cup netball was played at the Tangowahine School and Tangiteroria won 46–16. The crowd then moved to the Stevenson’s property ‘Tuidale’, to the paddock that has been the district sportsground since the early 1900s. “The field was in top condition and Tangowahine retained the Tito cup with a 76–5 victory,” said groundsman Rob Stevenson. “This is probably one of the last remaining inter-district clashes of it’s kind in rural New Zealand and looked forward to greatly each year. The day ended with a famous Tito whanau hangi at the after match celebrations at the Avoca Hall.”

She has experience as a farmers’ representative on the Fonterra Shareholders Council, is chair of the Northland Dairy Development Trust, is a trustee on the Kaipara Hospice Trust, is involved in Toastmasters International, and is a member of the Institute of

Directors and the Governance New Zealand group.

This year she has been participating in the Kellogg’s Rural Leadership programme where her project was on organic dairy conversion.

“It feels like a natural step to put my name forward for the NRC. To me the regional council is about making sure that Northland is moving forward

sustainably, both environmentally and economically. I have a good understanding of the differences between governance, management and representation and am well practiced in listening first, asking questions and making decisions.

 Students from Matakohe school recently made a trip to Planetarium North in Whangarei where they were able to view different types of telescopes and learn about the variety of stars and constellations in the night sky. Teacher Natalie Lynch says it was an awesome educational experience. “It was a cool way to tie in science into the myths and legends project students are currently working on, around Matariki.” The trip was funded by the Kauri Museum.

A REMINDER • Use Blue Bags for all non-recyclable rubbish • Use Yellow Bags for recycling. If you want to use another provider, it’s up to you to find out when they collect and where their collection sites are.

• Put your household rubbish out no more than 24 hours before collection, or before 8am on collection day. Why? Rubbish is a magnet for rats and other animals which is why we have Council Bylaw 404(1), which means you could receive a $500 fine if you put your rubbish out too early (or too late and leave it out for a whole week).

• Consider your neighbours – if you don’t know where to put your rubbish for collection, check our website www.kaipara.govt.nz or contact us on 0800 727 059 for advice. Please don’t put your rubbish outside other resident’s driveways or where a school bus picks up and drops off kids.

 Paparoa Lions met recently for the annual Change of Officers dinner with a number of guests from Kaipara Lions clubs. Ashley Cullen was installed as the incoming president and past district governor, Huck Taingahue, installed the new officers and inducted three new members of the Paparoa club — Charlee Kerr, Tony Bozzard and Roger Price. The club would like to extend thanks to Sharl Short for the donations for the fundraising auction held at the end of the evening. • We’ve reviewed our refuse collection cages and sites, removed cages and extended kerbside collections at Topuni/Oruawharo Rd Area and Pouto Point. Also identified for changes in the near future is the Omamari West Collection point on the corner of SH12 and Omamari West Rd. • Illegal dumping: We’ve reviewed our collection sites because there’s so much illegal dumping. Kerbside collection is funded through the sale of the blue and yellow bags.

However, it costs every ratepayer extra to collect illegal rubbish dumped, which is not fair or acceptable.

• What you can do: If you see someone illegally dumping rubbish (in a black bag or otherwise) please call us. Your call can be anonymous. If we can identify the offender, we’ll issue and infringement notice and fine them. We appreciate all the help we can get to help keep the Kaipara district safe, clean and tidy for all Kaipara residents and visitors to the area.

• Recycling – The Awakino Transfer Station recycling area has been upgraded and is easier for you to drop off your sorted recycling. The majority of recycling can be dropped off for free during open hours.

• Public litter bins – Public litter bins are provided for general everyday litter that is created by the visiting public to the area. Please do not put household rubbish in these bins.

The government has allocated $200,000 to improve the road stretching between Dargaville and Tokatoka as part of their recent announcement to inject $95 million into improving Northland and Auckland roads.

Road safety projects for the Kaipara announced as part of the Safer Roads and Roadsides programme also include project investigation beginning 2016/2017 for State Highway 1–State Highway 12 to Wellsford.

The announcement came as part of the larger $600 million programme which will see safety improvements made on more than 90 high-risk sites on rural State Highways in 14 regions throughout the country.

This programme will see work begin on nearly all high risk roads where there have been five or more fatalities in the last five years.

Here in Northland the timing is good to really move ahead, especially now that we have some central government attention and resources coming our way.

Compliance will be an ongoing issue and we need to make it a positive for all involved. We want to keep young people in Northland and attract others to  the area. “I am very keen to hear people’s issues and solutions.

Northland has a lot going for it and it would be great to be involved in its future.” 

Maungaturoto to lose banking The Maungaturoto Money Exchange which was set up to fill the gap left behind when the only bank in the town closed down, will be opening it’s doors for the last time on Wednesday, June 29.

After serving the community for 17 years the exchange will close as a result of a gradual decline in transactions over the last few years.

The Money Exchange has been operated through the charitable company Maungaturoto Residential Care Ltd, the trading arm of Maungaturoto Community Charitable Trust.

Trust spokesman Donald McKay says the Exchange was established to provide a banking service for residents, opening three days per week.

In 2015 the money exchange made a loss of $6,291 and this year Mr McKay says it is tracking to double that.

“The community trust cannot afford to shoulder these increasing losses

which are predicted to continue increasing due to the ongoing use of electronic transfer of funds.

The exchange has over the last 17 years consistently processed over twenty thousand transactions per year, delivering over $20 million dollars of banking per year to banks in Whangarei, peaking at thirty million in 2007–08 with a gradual decline to fourteen million in 2013–14.

There has been a sudden drop to $11 million this last year 2014– 15, and a further drop this year to $10million.

“This has seen a corresponding drop in the number of transactions processed.

ANZ bank have been approached to consider locating an ATM with deposit facility in the town.

Kaipara property market heating up  by Rose Stirling

Property prices in the Kaipara have for the first time surpassed the previous housing market peak of 2008.

At the last peak the average property price in the district was $396,711 — it now sits at $410,918. That’s a 3.5 percentage increase.

However it’s a big leap from the market low in late 2009 when the average property price bottomed out to $288,976 in October of that year.

The percentage change between that low and today’s market high is nearly 35 percent.

In May 2015 — the median value of all properties in Mangawhai was $445,550. Last month it was $537,700 — an 18.8 per cent increase.

Property values in Dargaville have risen substantially as well but not quite as much.

The median property value in Dargaville a year ago was $199,000 — it now sits at $228,700 — a 13.4 per cent increase.

Maungaturoto median property value this time last year was $251,200 — it now sits at $284,400 — a percentage change increase of 12.4 per cent.

A craft club for adults is proving popular with residents of the seaside village of Tinopai who say it’s not just about getting creative.

Tinopai Crafternoons’ team leader, Jo Smith, says that it’s also about providing an opportunity to socialise.

“It’s a chance to catch up with other people around the village. It’s an opportunity to catch up with people you may not otherwise see, unless we had this get-together.“ The group formed two years ago

by Lyn Lang and Gay Neales, and the late Val Warner. Originally the group only got together in the afternoons hence the name Crafternoon.

However the get together has proven so popular that they’ve

This is the sixth time the school has had Japanese students visit from this island of Yakushima which has a ‘sister city’ relationship with Dargaville thanks to a link between their Jomon Sugi cedar tree and Tane Mahuta in the Waipoua Forest.

“From our point of view it is really good for our students to meet their Japanese counterparts. They get to learn about a different culture and a country that is so important to New Zealand for tourism and trade purposes,” says DHS Japanese teacher, Corine Leach.

“For the students that are studying Japanese it is an excellent opportunity for them to practise what they have learnt.”

The other group will be made up of students from all over Japan and both will study English during their time

here whilst interacting with Dargaville High School students. The Japanese students will also take part in some local tourism activities including visiting The Kumara Box and taking part in the Footprints Waipoua tour.

“In the past students have visited a farm for calving and we have had someone teach them flax weaving,’ says Corine.

“The first group, from all over Japan, will be here from July 26 to August 16, and the second group from Yakushima Island, will be overlapping from August 1–15. We’re still looking for several host families.”

expanded so that it’s almost an all day get-together. “We are a nice friendly group and we always welcome new members,” says Jo. According to Jo some people do paintings, some do jewellery making and others like herself do scrapbooking and knitting.

“Some people sew. A few ladies were doing Chinese painting. So whatever you want to do, you can do it. ” The group meets fortnightly from 10.30 am until 3pm at the Tinopai Hall on the first and third Wednesday of each month.

Last week was National Volunteer Week. The theme this year is to make time to volunteer and to give thanks to those who do make the extra effort.

Volunteers and community groups make our communities work. They provide the support and often the passion that builds community development.

They may fill a need for a period, as did the Maungaturoto Money Exchange when the banks withdrew in 1999.

They may be about for the long term, as are those that keep our libraries, galleries and hospices going. They include those who stand for elections to school Boards of Trustees, knowing that such positions can be stressful.

They join service clubs.

Volunteers assist to preserve our environment and native species. They help protect our waterways and harbours, contribute to our parks and reserves, build walkways, and provide the passion that community projects need.

Many volunteers participate in the community quietly, without being noticed, supporting those who live alone and need support, or families that are struggling to make ends meet.

Others also raise awareness about issues like abuse (March for Moko this week) and bullying. These same people often help fill gaps where assistance is needed.

Let’s take time to acknowledge their passion, to thank them, and to make time to contribute.

The Dave Culham Taniwha Shield will be held in the Northern Wairoa this year and Kaipara teams are getting ready to show supporters what they are made of.

 Dargaville High School has a new head girl at the helm. Former head girl Tamer Barnes handed over the reins to Caitlyn Kumar at a school assembly last week. It is believed to be the first time a head student has left the school mid-term. Tamer who is moving with her family to Australia said she was sure Caitlyn was more than capable of succeeding in the role. Caitlyn thanked her school friend saying: “I’m really honoured and excited but nervous as well to live up to Tamer’s standards.”  Northern Wairoa Taniwha 2016 team

Maunganui, Bay of Islands, Hokianga, Whangarei Bears, Whangarei Grizzlies, Northern Wairoa, Rodney/Otamatea and the President’s team which is made up of some players from each region, will go head to head in a ‘round robin’ tournament with the two finalists battling it out on July 16.

Northern Wairoa team manager, Joey Bradley, says it is a privilege to spend time with the players during this time and says the event helps them grow and gain confidence.

“It is a rite of passage type event. We have a good shot this year because we have an experienced team.

“It really inspires them and gives them something to aim for. We can showcase the Northern Wairoa and it means the

teams will have lots of supporters on the sidelines.” JMB club president, Graham Hutchings, says the competition has always been a special tournament for Dargaville and the players.

“It is their first opportunity to represent Northland and it is one of those tournaments that brings the community together. We get some large crowds when we travel away so we are hoping for some big turnouts from the local community to watch the games.”

He says there are a few team members who have competed last year and will bring with them some valuable experience but believes it is all about how they handle the pressure on the day.

The tournament will take place from July 12 to July 16. 

PUBLIC NOTICE - TREE REGULATIONS Trees close to powerlines can be dangerous. Falling branches can break lines, causing fire and the risk of electrocution. A person who touches a tree which is in contact with a powerline can suffer an electric shock. In high winds trees can damage powerlines and equipment, causing power failures and danger to the public.

The Notice Zone extends one metre beyond the Growth Limit Zone. The Tree Regulations 2003 require that trees encroaching the Growth Limit Zone must be cut or trimmed to (at least) the outside edge of the Notice Zone.

Liability and Offences Northpower and tree owners must comply with these Tree Regulations 2003 or face penalties.

Northpower is required under the Tree Regulations 2003 to advise tree owners of their obligations and the penalties for NOT meeting their obligations, specifically.

1. Tree owners who receive a Cut or Trim Notice are required to ensure that the tree(s) is cut or trimmed to outside of the notice zone in the time required by the notice.

2. Tree owners must also ensure that they advise Northpower of the time and location of this work at least three (3) working days prior to work being undertaken.

Penalties Apply Tree owners who fail to comply with these requirements could be fined up to $10,000 plus up to $500 a day for a continuing offence. In addition, tree owners could also be liable for costs if Northpower lines or equipment are damaged by their tree(s).

Tree Work to be done by Competent Authorised Tree Workers Because cutting and trimming trees around powerlines is dangerous and potentially lethal, only electrically competent tree workers authorised by Northpower may do this work near Northpower Network Lines. Unauthorised workers – including tree and property owners together with any equipment they may be using – are not permitted to come within four metres of any live powerlines nor to cut or trim any tree which has any growth within four metres of live powerlines, without written consent (from Northpower for Northpower Lines).

Tree Surveys Northpower regularly inspects their network lines as required by the regulations and notifies tree owners of any identified tree problems. In all cases it’s the tree owner who decides the future of their tree(s) i.e. if the tree(s) is trimmed or removed. In some situations this tree work is done by Northpower at their expense. L

ocal body elections are nearly upon us and Kaipara people are being urged by the departing deputy chairman of the Northland Regional Council to make their votes count.

Graeme Ramsey, council’s Kaipara constituency representative, says it’s important that people get involved and have their say in who will represent them around the council table after the October elections.

“Traditionally, local government elections have very low levels of voting, even more so for regional councils,” he says.

“The large numbers of people who don’t vote mean that we wind up with a council that doesn’t reflect its community. At present, for example, the regional council has no women on it.”

Graeme says to a large extent this is a reflection of the lack of knowledge about what the council actually does.

“If people realised the impact that regional council has on our communities, they would understand how important it is to get the best people that we can to represent us.”

Graeme, who announced recently he would not be seeking re-election to council this year, explains the regional

council’s core role is the environment.

“Council sets the standards in rules that govern how we can use water, air, land and the coast. A new Regional Plan is due out shortly, which is the culmination of three years’ development. It is extremely important, given it will set the rules for when resource consents are – and are not – required.”

Graeme says in recent years, council has also taken on a role in economic development.

“There’s more than one million dollars in salaries and administration going to Northland Inc annually and I believe the question needs to be asked, ‘is this the best use of community money?’”

“If this was invested in infrastructure, for example rural broadband or roading, making it easier for people to work from Northland, would we be get a better bang for our buck?”

He says the issue is an important one which should be being debated by communities.

“The challenge ahead is for council to increase the transparency of the work that it does in order to increase interest in it.”

As caretaker of the majority of Northland community resources, the council “should be actively and publicly discussing issues, rather than making decisions largely out of sight of the public”.

Another big challenge for council is to raise its service levels.

“Like any monopoly without competition, it can be difficult to get an accurate steer on how good the services are that you are providing.

A recent survey of residents suggested that the NRC’s service provision was nowhere near as good as we had thought.”

However, he says the regional council has made real progress on a number of issues recently, including: • Raising attention on freshwater quality • Getting councils to work together on issues around sediment and the Kaipara Harbour • Manchurian Rice Grass and kauri dieback.

“But the jury is still out on our impact on economic development and halting the introduction of new pests such as Mediterranean fanworm. In addition, the future of our rail and port remains very much in question.”

In conclusion, Graeme says the next council faces big issues: • How to best use the assets that NRC holds on behalf of Northland • How to protect our environment in the face of new pests and changing weather • How to rectify the impacts we’ve already had, especially on our waterways and harbours • How to improve the quality and costs of the services we provide • How to get people involved in what we do and the decisions we make.

“As this is my last councillor constituency column, I would like to thank people from the Kaipara for their support over the last six years and wish the new council all the best for the next term.”

Change-over for brigade  by Ayla Miller

After six years as chief fire officer at the Maungaturoto Volunteer Fire Brigade, Eric Bennetto has stepped down, with local farmer Paddy Thornton taking the helm.

Mr Thornton has previously held the role of deputy chief fire officer for the past six years and has been a member of the Maungaturoto brigade for 24 years. Mr Benetto will continue on in the brigade.

“I’m looking forward to the challenge and I hope I can do the job justice,” Mr Thornton says.

The role of deputy chief has been filled by Michael Tovine. Mr Tovine has been a member for nine years and has recently turned his passion for firefighting into a career.

The pair look forward to their respective roles and say they are committed to working together to ensure a safe, efficient and enjoyable place for

the volunteer crew to operate and to ensure a professional service is delivered to the Maungaturoto community.

Two decades of harbour care  by Ayla Miller

The Integrated Kaipara Harbour Management Group recently celebrated 20 years of working towards a healthy and productive harbour in the very same marae they were born.

Around 45 people attended the quarterly hui at the Otamatea Marae with representatives from councils, iwi and other invested parties and community organisations.

Programme Manager Willie Wright says the group came together to discuss progress with implementation of the workplan and to reflect on their progress over the last 20 years.

Mr Wright says in the next 20 years the group will focus on increasing their network and stakeholder partnership involvement.

“We aim to keep fencing more waterways, rivers and foreshore for stock exclusion and increasing our riparian planting regime, creating more ‘best practice’ sites and ambassador sites for environmental benefits and outcomes increasing our role of kaitiakitanga of the Kaipara harbour and catchment.”

The group also intend to continue to research and plan for climate change impacts, restoring and enhancing sustainable use of fish and invertebrate

Busy times and positive outcomes Last week I thought we had come to the end of ‘drunken’ native pigeons as we only had two at the Centre.

Well now we are back to eight inside but the good thing is they suffered minor damage only.

The harrier hawks are still coming in big numbers. As soon as we release a few we receive more.

The giant petrel has been released back to sea. Each bird has its own personality and this one was hungry all the time!

When these big sea birds come in, we have to feed them on fresh fish, prawns and ox heart as it is important to keep their fat content high.

When released they can go for days before finding fresh food back on the sea and many of these large sea birds are quite young and get caught in the big storms well out at sea. The older birds have learnt how to fly around a storm but not these young ones.

Once they reach shore, if they land on a beach that is ideal but if they go further inland they have trouble trying to take off as they can’t run on hard surfaces and need to be in the water.

If you find a bird that has something wrong with it, please pick it up and keep it warm and dry. Never try and feed an injured wild bird as the stress is so high that feeding it will probably kill it.

If you are unsure what to do then contact the Centre on 094381457 so we can tell you what to do or we can arrange help for you.

The native pigeon is another one that should never be left on the ground after hitting a window. If they have damaged a wing then they can’t get away to a safe tree, they will end up being caught by a dog or cat.

If it hit a window and is sitting on your deck and nothing can chase it then just let it sit there for a while. In many cases it will recover and fly away.

If no one is around when you bring a bird to the Centre, just leave the bird in one of the cages on the deck at the Recovery building. Leave your details on the white board so we know where to set the bird free when it recovers.

It’s important that all birds go back to where they come from.

I would like to thank the IC Motor Group for their support with our Nissan ute. Some rust started showing on the roof and they had it repaired in no time, saving our Centre funds that we simply don’t have.

It was sad to see Stewart Bowden resign from Kiwi North as he made some really good changes while he was there.

Natalie Birt, ORT’s Youth Scholarship winner for 2015, is very excited to be cast in the role of YumYum in ORT’s production of The Mikado.

Natalie is a keen singing pupil of Peter Flower, the director of The Mikado.

“Natalie has been taking Trinity exams in singing for the past few years, as well as performing at the Northland Performing Arts Festival. She has also had minor roles in previous ORT productions and this is her most major role so far.”

The Mangawhai Boating and Fishing Club are celebrating 50 years since its inception.

The club was formally founded in October 1966 as the Otamatea Boating and Fishing Club Inc and immediate past president Buck Buchanan says the club are hoping to attract as many of the original members as they can.

“Howard Hill is the only one left from the original AGM. He was at the first meeting when they started in October 1966. We hope to have him here telling a few stories.”

Mr Buchanan has had a long history with the club spanning 30 years.

“I’ve always been keen on fishing and as the years went on I became  Hayley Ryan and Aleisha Blackett with their certificates from one of the many competitions held by the Mangawhai more involved.”

Boating and Fishing Club He joined in 1982 and was on the Otamatea committee for 15 2000s where he did another 15 years, years before becoming the president in the past two years as president. Over the 1990s. He had a two year break that time Mr Buchanan was instrumental before returning to the committee in the in assisting to build the club rooms beginning in 2003 which he said was achieved largely through volunteer time and labour over two years.

“We have about 300 members currently. We have gained a lot more members since getting the club rooms,” he says.

Lorraine Davidson, Dargaville Community Development Board manager, says the Progress Your Organisation Activities workshop is free and will help various community groups to access funds for their activities by providing the opportunity to speak directly with leading funders such as: Sky City, Foundation North, Te Puni Kokiri, Pub Charities, The Kaipara District Council, The Department of Internal Affairs, and Exult.

The day will be broken up into three parts. Firstly there will be an overview which will then be followed by an expo scenario with the seven funders visiting, a light lunch will then be offered.

One of the biggest issues to come out of this year’s National Fieldays in Mystery Creek, Waikato, has centred on water and the role it plays in modern farming. While the dairy sector contends with new guidelines covering water purity in the milking shed, the over-arching water issue for all strands of agriculture remains access to good quality water for a variety of applications.

Most farms have access to good water sources but some are far from where they need to be, and reticulation has proved problematic, with unreliable, noisy and fuel-hungry generators deployed all over New Zealand to tap into secondary water sources.

All that has changed with the introduction of a pumping system for farms which does away with the need to be on-site, the need to top up with precious fuel, and the worry about whether or not the pump will cut out at crucial times. The new ePump, debuted by Waikato Milking Systems, makes best use of modern solar photovoltaic technology, delivering a steady supply of water — up to 30 litres per minute — with the only input being abundant sunlight.

Farmer Stu Harper is an early adopter of the tech, and his results say it all.

As the impact of the British referendum and the looming ‘Brexit’ is felt around the world, discussion of new trade deals across the European bloc has cast fresh light on one of the big issues discussed at this year’s National Fieldays.

Debate surrounded the twin issues of water purity and milk chiller temperatures on dairy farms, as measures to regulate and monitor both of these core principles of dairying hit the spotlight once again. With many farms still on ‘water exclusion’ — a form of testing regime stemming from contamination of dairy shed water supply — and with no change to milk chiller performance rules slated for 2018, the current slim payout in the sector has had many operators looking at the best options to meet guidelines for the most cost effective price.

In the arena of water purity, many are looking beyond the simple necessity of purifying washdown water sources, using media filters and ultraviolet light.

It’s rightly pointed out that water is the fuel for good growth, and that taking the outlay required to purify some of the farm’s water supply — be it from stream, well, or bore — is more economically expanded to treat all water, even that consumed by livestock. The reasoning better calf growth and healthier animals will lead to more milk in the ‘big picture’ is scientifically backed up, but searching for a cost-effective system which can achieve the volumes required is still a high priority for farmers who want to avoid ‘exclusion’ testing here and now.

Thankfully, innovative ideas in this field are already in the market.

In the chiller section, it’s a race against time, as 2018 seems like a long way off but is in fact just around the

corner. Refrigeration industry insiders point to a possible crisis of supply as the machines needed to meet targets of temperature are not easy to mass produce. The essential message —

The decision was made to place a rāhui on the taking of Toheroa on Ripiro beach from Maunganui Bluff to Tikitiki stream to help revive the critically depleted beds.

Notice is hereby given by the Te Roroa Whatu Ora Trust and Manawhenua Board that there will be no issuing of permits to harvest Toheroa due to the decline and reducing stock numbers.
