A motion by Cr Andrew Wade proposed that following plan deliberations, no final decisions be made before discussions are held with the Review Authority appointed by central government.

The authority is expected to be named this week.

“The review team will be able to look at the issue with fresh eyes and bring a whole new way of looking at things,” Cr Wade told council last Monday.

He said now submissions were in, council was rushing through them too quickly and had not given them all due consideration.

“There have been nearly 3,000 submissions. It’s impossible that all these have been read in just two days. Rather than spending one or two days patching up a mess, let’s just stop and think. It’s time we start accepting that we’ve made mistakes.”

Cr Jonathon Larsen added: “There is no trust in council. I have seen people crying at submission hearings — there is a very high level of emotion out there.

Aspiring film-makers have a full calendar in Dargaville over the next few weeks

Entries for the annual Dargaville Short Film Competition for movies with a maximum length of eight minutes, and open to all ages, close on June 30.

“We have three categories: primary school; secondary school and open,” says organiser, Jacoba Puharich.

“We have cash prizes for each plus really beautiful ‘Weta Collectables’ books that are signed by Sir Richard Taylor.

“We are having an open free workshop on Friday, June 15 at the Lighthouse Church at 4.30pm with James Brackenbury who has extensive experience and knowledge in filming and editing.”

Prospective film-makers can also learn skills at a free workshop on Monday, July 9, at the Lion of Judah, Rock Solid Building, in River Road.

‘The Outlook for Someday’ is a sustainability film project run by Connected Media, a charitable trust.

“The objective of the project is to help grow a generation of sustainability story-tellers. Although we see the environment as at the core of sustainability, there are many other linking issues such as human rights, peace and social justice,” says director of Connected Media, David Jacobs.

“Along with the workshops we encourage participants to enter ‘The Outlook for Someday’ film challenge.” This

is an opportunity to make a short sustainability-related film. It can be any genre, filmed with any camera and any length up to five minutes. Anyone up to 24 years can enter, either individually or in a team.

The winning films will be celebrated at a red-carpet ceremony in Auckland. The entry deadline for the film is September 21, and spaces are limited to 25 participants per workshop.

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

Guarding a magnificent waterway  by Paul Campbell

The land surrounding our great harbour is quite simply the key to improving its health, and this month has seen another effort in the continuing campaign to safegaurd the waterway for the future.

At the heart of this effort is the Integrated Kaipara Harbour Management Group.

About 40 people gathered at Aoroa Farm, a fifth generation family owned 517 hectares near Dargaville running 800 Friesian crossbreeds.

The farm vision is to operate a sustainable enterprise that improves and enhances native biodiversity to attract birds and supports community initiatives while maintaining economic productivity.

Kaipara Harbour is at the doorstep of

an overall catchment area of 640,000 acres and in the Aoroa case, day-to-day farm practices are designed to ensure soil and nutrient resources stay in the paddock.

“It was an awesome day out, and a great workshop on harbour health,” said IKHMG project coordinator, Leane Makey.

“The day included farming and water quality, the benefits of good farm practices and an on-farm walkabout and discussions, topped with a barbecue lunch.”

It is all about education — and action.

The IKHMG was established six years ago to promote integrated management and inter-agency coordination and

kaitiakitanga of the Kaipara Harbour and its catchment. It operates under Te Uri O Hau and aims to utilise both traditional Maori philosophy and western science philosophy to manage the Kaipara as an interdependent system.

Management, planning and research recognise that the catchment, harbour and coast are linked, to work towards a healthy and productive Kaipara Harbour’.

Long term objectives include protecting and restoring native biodiversity, restoring sustainable use of fish and invertebrate stocks, and the integrated co-management of Kaipara ecosystems, catchment and harbour.

The forest, freshwater, shrublands, dunelands and estuarine ecosystems have suffered significant loss, continue to decline and are under ongoing stress.

The Kaipara also contains some of the rarest ecosystems in New Zealand -— sand dunes, seagrass, and freshwater and estuarine wetland ecosystems as well as a host of marine species — snapper, grey mullet, flounder, white shark, hammerhead shark and rig.

While currently overseen by Kaipara District Council, Whangarei District Council, Auckland Council, Northland Regional Council, Department of Conservation, and Ministry of Fisheries, there are moves towards a single overall harbour authority.

Until that eventuates, the IKHMG is leading the way in safeguarding its future.

Over the next couple of years it is looking at planting two million trees around the harbour coastline.

Marohemo hall repaint

The shelf at the top of the cupboard in the corner of the kitchen in the Marohemo Hall, is a goldmine for anyone studying the history of the Marohemo Hall Committee

Matariki is a small cluster of stars, also known as Pleiades. To Maori, their appearance signals the end of one year, and the beginning of the next. Traditionally Maori have recognised the rise of Matariki as a time to celebrate the New Year.

“Ancient Maori kite flying traditions have a highly symbolic connection to Matariki — the two were historically inseparable,” said museum CEO Bet Nelley.“Kites were seen as connectors between the heavens and earth.”

In times past Matariki celebrations, including kite flying were held after the crops had been harvested and stored.

“Matariki is also known  Pupils from Room 3 at Paparoa Primary School with as the seven sisters,” their Matariki contribution said Ms Nelley. “For this reason, we have invited seven at the museum to mark Matariki and local schools to design and build a will make up an exhibition for our traditional kite. These will go on display visitors.

A well-stuffed paper shopping bag, holds everything from the original title deeds to the property, years of accounts records, and minutes from meetings held generations ago. A plastic bag contains photos of gatherings held at the little hall, over the last eightytwo years.

Among the photographs laid out before her on the table in the kitchen, Jenny Reid, the newly elected chair of the committee, finds one of the Hunt, gathering in the forecourt, back in the days when cars were American or British.

More important for Jenny, is the colour the hall was back then: cream with red facings.

The first job for Jenny and her committee is organising a complete repaint of the well-used old building on the corner of Whakapirau and Marohemo Roads.

“The last time it was done was for the hall’s diamond jubilee. They painted it white and green. There was a big dinner — I was thirteen, all dressed up and waitressing — over twenty years ago.

We’re open to ideas about what colours we should use this time.”

External funding will be sought for the outside work.

Fundraising at an annual cake stall, a pot-luck dinner, and a games evening, will cover the internal painting. Jenny is also hoping to bring back the regular ballroom dancing she loved as a teenager.

“This is an awesome asset for the community, and the new committee is following in the footsteps of people who have kept this hall as an important part of living around here, and we’re wanting people to get excited about it again,” she says, adding, “Any offers of help would be most appreciated.”

Vision of the owl Kaipara Grey Power representatives June Klenner and Garry Hooker, met recently with Northland MP Mike Sabin to urge urgent government action in respect to Anderson’s and Hardie’s one-way bridges between Matakohe and Paparoa and in relation to Kaipara local government.

In emphasising that there long had been community concerns as to traffic hazards and delays in relation to those bridges, Mrs Klenner mentioned that almost 44 years ago a public petition arranged by Dargaville Jaycees, Dargaville Rotary Club, Dargaville Lions Club and the Dargaville Chamber of Commerce — and supported by Hobson County Council — had sought two lane traffic on the two bridges.

Those representations arose out of fatalities in the area which sadly are still continuing due to a NZ Roading Authority fixation on design standards rather than on community safety.

Given the requirements of the Transit NZ Act for socioeconomic considerations, and the location of those bridges with their poor motorist visibility on a State Highway — which is unexpected by tourists — Grey Power sought the member’s assistance in securing urgent action to eliminate the longstanding road and safety hazards associated with the bridges, and was happy to receive the member’s assurances in that respect.

Mr Hooker briefed the member on the problems of Kaipara District Council, with which he was familiar, and emphasised the simple unaffordability of extraordinary rates increases for Grey Power members, or any community members, on fixed incomes.

He advised the member that Grey Power already had informed central government that, should rates increases as envisaged proceed, members would have to look to government for corresponding increases in superannuation entitlements or under the Rates Rebate Scheme. Otherwise, many members would be unable to afford to pay increased rates.

Mr Sabin also was advised that Kaipara Grey Power supported government consideration to a statutory limit on rates limited to CPI and population increases only, a statutory limit of local body debt to a fixed percentage of revenue, with mandatory referenda being required for any excess borrowings.

The return of local government to core services only, the sharing of local body facilities, sevices and costs regionally where practical, further amalgamations of councils and a review of the Local Government Act. Additionally, Grey Power has written to the Prime Minister and Ministers of Social Development and Senior Citizens pointing out that of the 276 participating Northland retailers in the Gold Card scheme only 16 are based in Kaipara, of whom none are local grocery, food or utility retailers. The one participating butcher’s shop is situated at Maungaturoto.

In support of local businesses, Grey Power has asked that more Kaipara retailers be encouraged to join the scheme and is pleased to see advances on that front.

The Dargaville Cancer Support Group recently said farewell to Northland Cancer Society nurse, Adrienne Taylor, who has left the role after 15 years.

Adrienne travelled from Whangarei to Dargaville every month to provide healthcare advice and support to the group.

“We are sad to see Adrienne go as she has been great to work with,” says co-ordinator, Ken Cashin.

Adrienne is relocating to Australia to be closer to family.

The interview process is underway for her replacement.

“The group meets on the 2nd Thursday of most months in the Kaipara Community Health Centre near the Dargaville Hospital and is open to anyone who suffers from cancer.”

“It is an invaluable opportunity for both men and women to get together to discuss issues and for general support.”

The next meeting will be held on June 14 at 10am.

The theme this year was ‘Everyone has a question – what’s yours?’. Some of the questions asked were: ‘can we use a lemon to conduct electricity?’; ‘how does friction slow a marble down?’; and ‘what happens if we mix vinegar and baking soda together’?

A key part of the learning was to promote the use of scientific vocabulary so that students were able to explain what is happening and how it is happening to an audience.

 Setting a net off the beach is a common Kaipara pastime, in search of a feed of flounder or mullet.

However, Phil Grayson of Tinopai got a little more than he bargained for recently, when he enmeshed and landed this seven-foot Mako shark which was soon the centre of attention on the beach. Veteran fishers say the catch is an unusual one for the inner harbour.

Letters to the editor Decisions in good faith Dear Sir, Last week Tiller, Geange, and Sutherland were accused of having blood on their hands for supporting disastrous council motions. I hate it when people do that. I was there too. Why do they leave me out?

I was there when we adopted the June 2006 Long Term plan, committing us to $36m and more if the demand was there.

I was there in October 2006 when we agreed to amend the Project Deed to $57m because developers were asking to be included.

I was there a year later when we agreed to officially sign the Deed in November 2007. Councillor Geange was at her first meeting. I heard her say she couldn’t vote for it because she didn’t know enough about it.

I heard the lecture she got on how council was a continuum and that council had committed 12 months prior.

The price per connection has remained reasonably constant since before 2004.

Everything was fine, that is until we tried to charge two connections on the one property. Then a recession, and development stopped, leaving 2000 connections having no homes.

In hindsight, if we had given somebody two connections for the price of one, and not provided for expansion, our problems would not exist.

No excuses though, I am guilty of those decisions, they were made in good faith and unfortunately can’t be undone.

A course must be set in the new LTP. Consultation has given us a steer. It has been disappointing consultation was used by some as an election campaign, with misinformation not assisting submitters to make quality submissions.

However good submissions have been made, and a mandate to change has been provided.

We know the Minister of Local Government is watching and if he is not satisfied he may intervene.

Mystified Sir, I am mystified as to what will be gained by the withholding of rates payments. The council are already facing a government appointed review authority, and this is surely the first step along the way to dealing with our debt.

As I see it, the withholding of payments will only serve to exacerbate the problem. The current payment is still at previous levels and I for one have no intention of refusing payment.

Lifestyler, ‘one eyed’ Sir, When Lifestyler first began, its aim was to give readers an unbiased report of local happenings and events, and we enjoyed reading it, now it has changed and has become so one eyed that one would think that nothing good ever happens in Dargaville.

As each week passes your paper, the Lifestyler, reminds me more and more of a Rugby match I played in about 1947.

The game was played on our local Rugby Park, between Northern Wairoa and Whangarei, (blue jerseys). We were having trouble holding them out, and when the referee penalised us, one of our strong supporters stood up on the uncovered stand and shouted “the referee has only got one eye, and he has got a blue marble in that.”

Your paper has become so one eyed, just like that referee. Not sure what colour the marble is, it could be green.

Some people say they never read it, and others say it is only good for lighting the fire. The only bright spark in it lately has been a letter by Shirley Bridge. (May 30th) Where would we be if we sacked our council? Our mayor and council were democratically elected by popular vote, and our mayor had an almost two to one majority over his opponent, and no way would we support the government appointing a dictator, telling us what to do.

I appreciate the time and effort the council is putting in to solve the problem that they are facing, and I would like to assure them of my support, and I am not alone in that.

Amanda Sole of Snazzi Gifts says she won’t miss running two busy stores — the long drive to Whangarei each day is now a thing of the past as the popular gift shops amalgamate into one There are those out there who would question dropping the Whangarei branch in favour of a bigger, brighter Dargaville store, but Amanda is adamant that she’s made the right move. As a local dairy farmer she was also keen to keep business in the district, helping the local economy.

“Dargaville customers are more loyal,” she says “It’s like having an extended family with all the regulars who drop in to browse and say hello.”

A long term resident of the Kaipara, Amanda’s Snazzi Gifts is a fixture which makes the main street of Dargaville that little bit more vibrant and interesting. Now with a treasure-trove of clothing, ornaments, jewellery and gifts from two shops rolled into one the space seems paradoxically larger than ever.

“It’s been a lot of work, but it’s really been worth it,” says Amanda, “I started out just doing fairs and

markets, so we’ve really come a long way.” And despite the challenges of retail, there’s a definite positive attitude about this expansion — a vote in favour of Dargaville as a destination.

Entries open for Kaipara Art Awards Entries for the annual Kaipara District Community Arts Awards are now open. Judging will be held at the Kauri Museum at Matakohe at the end of August followed by an opening ceremony and prize giving at the museum on Friday, August 31.

The awards, which are organised by the Mangawhai and Dargaville arts associations and the Kauri Museum in association with the Kaipara District Council, covers four

categories; painting and drawing, photography and printmaking, adornments such as jewellery and clothing and 3-dimensional which includes sculpture, pottery, ceramics, wood, glass and metalwork.

The museum will exhibit the entries during the month of September and visitors to the exhibition will get to vote for the People’s Choice Award.

Magical Mangawhai Finalist in worldwide video competition  by Kim Munro

As dolphins played in the surf for two hours at Mangawhai beach recently, local photographer Bex Law was on the spot to capture them on film Bex lives with her partner, Chris, and two children in Mangawhai combining her passions for photography and surfing into one business, Singlefin Photography.

“I’ve been taking photographs since I left school and have slowly been building up my gear. I head down to the beach every morning to take shots of people and the surf. I upload the best shots onto the website and mail them to the list of subscribers,” explains Bex. Bex has a double major in Graphic Design and Photography and created her business as part of a lifestyle change, having recently moved to Mangawhai Heads from Canterbury after the earthquake.

“When we were struck with the first earthquake we decided to make a change

and move to Mangawhai. Prior to that we had been farming for five years and we decided it would be nice to be close to a beach,” says Bex. Bex is also one of 25 finalists, and the only Kiwi to make the finals, in a worldwide online video competition run by the Roxy clothing label.

“We were asked to submit a video demonstrating why you’re a Roxy girl, with a theme of ‘Let the sea set you free’.”

Many have party pieces that make them seem more like a large car to drive, or pack a suite of gadgets which would make 007 jealous. But there is a sense, with the new Mitsubishi Triton Charger X that the iconic Japanese brand have sat down with Kiwi working men and asked them what they actually want from a ute.

Stepping up into the cab you notice immediately that it has been built man-sized. Class-leading headroom and legroom in the back mean that it won’t seem like relegation to sit behind the front row — it’s comfy and tidy throughout, in fact, with materials and surfaces designed to wipe clean even if they catch some mud. The dials and switches are man-sized too — sturdy and easy to read, with all the useful tech included (aircon, Bluetooth, a beefy stereo) but all fripperies shorn away to

leave a look that’s less sparse than it is spartan. In the sense of 300 — rugged and no-nonsense.

Even the five-speed manual gearstick snicks between gears with the satisfying movement of well-engineered steel, and it’s not dressed up in excess wood or chrome.

Outside there is a touch of the silver stuff nicely accenting the grille, the door handles and the mirrors (visibility is great from the driver’s seat too, even through the back window), and the Triton looks assured and solid.

Not slab-sidedly American, not ostentatiously European — but like a working ute.

Which brings us to the ride and the power. There is a definite sense that this is a truck you’re commanding — though the turbo diesel has miniscule lag and the aforementioned 5-speed is militarily accurate you couldn’t be fooled into thinking this is granny’s shopping bubble. The solid 407 Newton Metres of torque pumped out from under the hood are clearly apparent, though with a tap of the toe the Triton muscles up to cruising speed for a smooth ride.

People are sure to make comparisons with the Navara, the Hilux, and the BT50, but consider this. Spec for spec the Triton punches far above the weight of its special Field Days’ price of only $35,990 including GST and on road costs. AND because it’s a Mistubishi, you gain the coverage of a huge Diamond Advantage warranty.

British steel back on the beat In Britain in the 1970s one of the last things a crook wanted to see in his rear vision mirror was the black-and white shape of a Rover P6 3500 catching up fast would have piloted down England’s winding B — roads in the 1970s, and it still sounds and looks something special today.

The P6 3500 is also a very affordable

classic to maintain — parts aren’t as scarce as one would think, and there is an enthusiastic NZ owner’s club. It’s nice to note, as well, that compared to a Mustang or a Jag the Rover is quite affordable… this fully warranted model costs only $5000 and comes with ample parts.

Cars like this paved the way for new alloy technology in engines, and the P6 will always be remembered as one of the first real ‘highway patrol’ police cars, built with enough grunt to catch up with lawbreakers in newer, faster cars. Nowadays, it represents classic motoring a little out of the ordinary, and for a more than reasonable price.

Diesel power gains serious traction When Polaris say that their new Ranger Diesel tows more, carries more and seats more, they’re not kidding

 Hard enough for military service, tough enough for a hard day’s work on the farm — the Polaris Ranger Diesel

Read between the lines and you’ll discover why Kiwi farmers can expect more from the powerful little UTV workhorse as well — it’s a new model filling out a line-up of machines which have already garnered a mighty reputation.

Matariki Fire Show

An Otamatea/Rodney team has been selected for the Taniwha Shield Primary Schools Rugby Tournament Trials were held at the Ruawai rugby grounds with 40 players from Ruawai, Maungaturoto, Tomarata and Wellsford. A squad of 25 was chosen, which will be reduced down to 22 in the next few weeks to compete in Northland from 3rd July–7th July 2012.

The squad have been training intensively at Maungaturoto twice a week on top of their usual training, including a proposed practice game held on Sundays.

They have just recently held a very successful and exciting two day training camp, which included team building exercises. Carters in Dargaville and Maungaturoto had kindly donated two kitset picnic tables, which the squad had to assemble, using their leadership and communication skills.

Ben Berridge a Mid-western player, who is also now in the Northland ITM team, is one of Northland’s up and coming players was there guest speaker.

“Our boys found Ben very valuable especially when he shared his rugby knowledge with them, once being a Taniwha Boy himself,” said team manager, Catherine Stewart.

The boys also played a practice game against a mixed team, combining Ruawai, Otamatea and Rodney players.

This year the tournament will be hosted by the Hokianga Sub-union and will run from July 3, until July 7, 2012.

For buzz and excitement, head to the Dargaville Memorial Park, Saturday, June 16 for the Matariki Fire Show performed by Circus Kumarani. Matariki, the traditional Maori New Year, is marked at the first appearance of the Matariki star cluster, also known as the Pleiades or seven sisters. The show follows Maui’s search for fire and includes the unicycle world street style champion as well as flame throwing and pyrotechnics.
