The mid-winter rising of the Matariki star cluster, Pleaides, marks the Maori New Year and regarded as an omen of the coming season and it’s brightness an indication of the harvest to come. The event was a success on many levels, with the performance by the young Selwyn Park group attracting both comment and crowds. LETTER TO THE EDITOR Paper Roads: BEWARE To all potential rural home/land buyers and sellers in the Kaipara District please be aware of the following policy.

Kaipara Council has recently informed me that there are over 600kms of council-owned paper roads in the district of which, they are not obliged to maintain.

All rural home/landowners having access through a paper road to their property are responsible for the maintenance costs.

I access my property through a road, which council claims is a paper road even though it is used daily

by NZ post, the rubbish truck and tourists visiting Hukatere Church.

I am sure the extra expenses (gravel, limestone, grading, spraying and mowing) will certainly discourage future buyers to this district.

This policy is not positive promotion of the Kaipara.

Response Kaipara District Council has over 600kms of Paper Roads across the district. Paper Roads are corridors held for future purposes and are generally unformed, although some are used by residents for local access.

As per the Council Road Maintenance

Policy, we do not maintain paper roads in the district.

Our priority is to ensure ratepayer funds are spent on maintaining our roading network.

Celebrations for Jersey breeders u by Ann van Engelen

The Jersey NZ Association’s Distinguished Member Award was presented to Kaipara resident Margaret Pinny recently while her grandson Nicholas Browning received the Semex Type and Production Award for the second year running.

The family Jersey herd is at Totara Dale Stud. Margaret has held several positions in Jersey NZ and was secretary to the private Jersey members sire proving scheme. This scheme proved to be a forerunner to what is now Jersey Future.

In 1996 Margaret and Rex moved with their daughter Megan and family to a farm in the Waihue Valley. They joined the Northern Wairoa Jersey Club, and in 2000 Margaret became secretary/ treasurer, a position she holds to this day.

Along with Megan, she has been running a youth section in the club bringing in new young members from Jersey and all breed backgrounds and giving help and encouragement in all aspects of stock presentation.

The family also took out places in the World Wire Sires Jersey Photo Competition.

“The Semex competition was against other Jersey NZ members right through the country. We won it last year and never thought we would get it again this year. That is very difficult to do,” says Nick.

“My parents began the stud, and I took over from them. They are still a big part of what we do. The secret is breeding good cows, and I still have a few of my grandmother’s stud genetics.

I like to breed a pure, straight cow, not a crossbred.

“Taking out the award twice was amazing, I was stoked receiving it last year and never thought we would do it again this year.” ¢

A team of experienced scientists and forest conservation management experts has been assembled under the auspices of DOC, the Ministry for Primary Industries, Northland Regional Council and Te Roroa to gather data on the spread of Phytophthora agathidicida, the sporing organism responsible for the dieback disease. A large crowd attended the meeting in Dargaville, where a panel of six speakers gave evidence that extensive work is being undertaken to stop this ‘clear and present threat’.

The good news is the spread of Phytophthora, and its function in infecting the roots of kauri is now well understood. The prime vector for its spread is the movement of infected soil. As in the Waitakere area, a massive proportion of infected tree sites are near hiking trails, with dirt spread via boots and equipment. Another means of transmission are wild pigs, leading to a programme of wild pig elimination, which has recently brought local hunters on board. Te Roroa were recipients of a 2019 NRC environment award for their work in the Waipoua Forest on this topic.

Winter rain did nothing to deter a dedicated group of locals attending the turning of the first sod on the site of the forthcoming Baylys Beach Community Centre and surf life saving base.

The morning of July 4 had special significance for those behind the forward-thinking local project.

Representatives of many groups such as Surf Lifesaving New Zealand, the Baylys Beach Society, Kaipara District Council, Love Kaipara and Andrewes Building and Consulting Ltd, all co-visionaries of a community centre and surf life saving hub, came together as a traditional Maori blessing was enacted and the soil turned.

Trust spokesperson Grant Suckling praised the efforts of all the community organisations and individuals involved, who have brought the project to its present state.

Special thanks were offered to former mayor Graeme Ramsey, who could not attend but was cited as a driving force in the project’s leadership.

Community leaders were vocal at the ceremony about the many positive benefits this will have for tourism, swimming safety and civic pride.

KAIPARA SPOTLIGHT LOCAL GOVERNMENT ELECTIONS (October 2019) In 2018 Council undertook a Representation Review, a legislated review of ward boundaries and representation for constituents across the Kaipara. The Final Proposal from this process was to establish a new ward called Kaiwaka-Mangawhai that included Kaiwaka, Oneriri, Hakaru and Mangawhai. The Local Government Commission attended a hearing in March 2019 to discuss this proposal with Council, and those who appealed the decision. Once they’ve made a determination that will take effect from the 2019 October elections.

The next elections are scheduled for Saturday 12 October 2019 and all votes must be received by 12 noon on the day. Voting documents will be sent to all eligible voters by post to enable all voters to have three weeks to complete and return their voting documents.

There’s an opportunity to find out more on this year’s local government elections at a number of candidates’ information evenings. Hear about where the council is up to, what projects and challenges are on the horizon, and what sort of people council need to address the future.

KAIPARA DISTRICT COUNCIL ANNUAL PLAN 2019/2020 In this the second year of the Long Term Plan (A Bright Future), Council staff have already worked out a number of efficiencies and cost savings for the year, while still meeting agreed service levels. As adopted in the Long Term Plan, the average general rates rise for 2019/2020 is 5.26%.

Projects we’re undertaking in 2019/2020: • Responding to growth is a key focus. The rising need for planning staff has created a shortage across the country. Council is working towards finding solutions to address this, to ensure we meet statutory resource consent processing deadlines.

• Working through Year two of the Mangawhai Community Plan, which involves roading and intersection work at key locations, parts of the coastal walkway and work around pathways and cycleways. More conversations will be had around this as it occurs.

• The various water networks will have work completed, including water supply upgrades, wastewater plant and reticulation upgrades.

• Roading is always a big piece of expenditure and work will continue, on slip remediation, bridge repairs, and the routine upgrade, maintenance renewal and refurbishment.

• There will be various projects across parks, playgrounds, community spaces and facilities.

New dog control rules in Kaipara district are now in effect after they were adopted by the Kaipara District Council after a policy review.

The new policy and bylaw have become effective from July 9 under the Dog Control Act 1996, which are required to be reviewed every 10 years. The new rules are different from the previous rules adopted in 2009 and to the draft rules recently the subject of public consultation.

“Council would like to thank all those who submitted on the draft rules,” said KDC spokesperson Benjamin Hope.

“Council was impressed with the quality of many of the submissions and the clear consensus regarding some issues. Consequently, a number of amendments have been made to the rules.”.

Key changes include -but are not limited to: Dogs are not permitted on the Mangawhai Cliff Top Walk.

Dogs are required to be on a leash on the beaches around the Mangawhai Harbour (except the sandspit where they are prohibited) with the following exceptions where dogs will be permitted off-leash before 10am and after 5pm:

Picnic Bay, The Estuary Beach from the Alamar Crescent boat ramp to the rocks at Bullet Point, Lincoln Street Reserve and adjoining beach and the beach from the end of Pearson Street to the point at the north of Kainui Street Reserve.

Dogs are permitted at the shops on Wood Street, Mangawhai Heads provided they are on a leash.

The submissions revealed there is a clear consensus that the rules for Pahi remain largely unchanged (where dogs must be on a leash.).

Dogs are prohibited from Pou Tu Te Rangi Pa and required to be on a leash in the remainder of Harding Park, Dargaville and in all council controlled cemeteries.

People wanting to keep more than two dogs (including puppies) at an urban property must apply for a permit from the council.

A leash is required on the roads around the Waipoua and Trounson kauri forests to protect kiwi.

This year the cause supported by the folks behind the handlebars is one close to home; the Dargaville Volunteer Fire Brigade.

Just like last year, the collection of vintage and custom cruisers will park up at the Northern Wairoa Hotel for a night of live music, followed by a show and shine display to let the public get a close look at the detail and effort, which has gone into these street machines. Big T and the Dirty Tones and Mark ‘Fatt Max’ Hill will provide the soundtrack to Friday’s festivities, with

the show and shine from 10am to noon on Saturday. Then the riders hit the road to Opononi via the Waipoua Forest, returning via Twin Bridges in a scenic loop. There will be more live music action at the Northern Wairoa Saturday night, followed by a Sunday rest and recovery day when visiting motorbike enthusiasts can choose their own path to take in the scenery of our part of the world. Proceeds raised will assist our volunteer firefighters in continuing to save lives and property, work which all riders heartily endorse. ¢

Dargaville’s inaugural Matariki festival, held on Saturday, July 6, was a cultural and community event enjoyed by enthusiastic crowds. Cold, bright winter weather heralded an afternoon of food, fun and family time for those who gathered by the town’s band rotunda to enjoy live music, kapa haka performances and perhaps one of the

sought after mussel fritter sandwiches, which were served up piping hot from the barbecue. The revelry went on into the night as this new event on the Dargaville calendar observed the return of the Matariki star cluster, significant in Maori cosmology as an oracle of the coming season and the bringer of new life. ¢

There’s an old saying when it comes to buying a home; ‘view it during the depths of winter’. Cynical as it may sound, this is not terrible advice for a person wanting to assess any needful renovations to make a structure cosy, warm and watertight. New regulations for building have made universal insulation and better weathertightness practices a reality, but with many of our homes dating back decades, winter is a time that reveals flaws should they exist. The key is knowing where to turn to nip developing issues in the bud.

That is because, as any builder or tradesperson will tell you, small issues unaddressed can lead to bigger ones later. That condensation on windowpanes can lead to rotten frames and timbers or peeling paint. A small leak in the roof can hint at major rot or loose tiles. Where a draft gets in now, water may come in tomorrow, or worse, rodents and other pests.

The other advantage of making an honest assessment in winter is that you can plan ahead to avoid the same problems in years to come. It may be

too late to install the fireplace you want before the end of this winter, but knowing it’s a good idea means it’s time to consult now. This is the time of year when you’ll know for certain which rooms require heat pump air conditioning.

Warm homes for better health It is a sad fact that many New Zealand homes are cold and that in turn provides an environment that is far from conducive to good health, with cold leading to dampness, mould and respiratory problems.

The World Health Organization recommends a minimum indoor temperature of 18C, and ideally 21C if babies or elderly people live in the house. The average daily indoor temperature in the winter for most New Zealand houses is just 16C. Just living in a house can create a significant amount of moisture — cooking, showering and drying laundry.

Even breathing has an effect; each person produces one litre of moisture a day this way. Moisture condenses on cold surfaces, such as uninsulated walls.

Living in a cold environment is also physiologically stressful for people who are old, sick or very young and all of these factors have created the government’s insulation programme across the national community, with compulsory insulation effective this July for tenanted homes.

Poor insulation is common in older houses, which generally have no wall, floor or ceiling insulation or double glazing. Many heaters are inefficient,

and some produce indoor air pollutants.

Unflued gas heaters, for example, produce nitrogen dioxide, carbon dioxide and carbon monoxide.

Our heating practices are also a problem. Most households do not heat the whole house during winter.

New houses can also be colder and damper than ideal. Two major ways in which houses can be made warmer are by installing insulation and effective heating.

Insulation can be installed in walls and ceilings and under floors. Double glazing is also a type of insulation. In many older houses, insulation can be easily and relatively cheaply added to the ceiling cavity and under floors. Options for ceiling insulation include fibreglass or wool batts, or loose fill. Under-floor insulation includes perforated foil and polystyrene boards. Efficient, heaters include heat pumps, wood pellet burners and flued gas heaters.

Conquer winter chills with this warming recipe using fresh local produce. A great way to celebrate Matariki, or just enjoy a quality meal with the family. Your local fresh fish supplier should carry locally caught varieties of all these seafood ingredients, or change them up with some of your own favourites.

Ingredients: 1 large knob of butter (approx ¼ of a block) 1 large red onion 2 teaspoons crushed garlic A generous sprig of fresh coriander 1 can of whole kernel corn 2 large kumara 2 pieces of hapuka or other firm white fish 1 pottle or packet of smoked mussels 1 pottle or packet of clams 1 serving of boneless smoked eel 1 large bottle of cream ½ glass of white wine 1 leek 1 litre seafood or chicken stock A small quantity of white flour.

Method: In a heavy saucepan start by cooking

the finely chopped onion, chopped leek and the crushed garlic in butter until well done. Sprinkle flour on top and thicken.

Now add cubed, pre-boiled and peeled kumara, drained canned corn, and the ½ glass of wine. Top up with liquid stock until the kumara is not quite submerged, then simmer for 10 minutes. Meanwhile, cube the hapuka and eel then halve the mussels and clams. After 10 minutes add these to the saucepan, stirring

gently, then introduce the cream slowly while stirring until the consistency of the liquid becomes evenly creamy. Add chopped coriander at this point. Turn the heat down low and allow to gently simmer for a further 10 minutes, until the hapuka is flaky and white and the seafood is cooked through. Season with cracked pepper and sea salt to taste, before serving with crusty bread rolls and butter. ¢

Welcome to Mangawhai Building up brick by brick A trainload of books Mangawhai’s fire brigade are moving closer to upgraded premises to assist in their life-saving work in the community, thanks in part to a dedicated group of other volunteers; the Friends of the Brigade — Mangawhai. Their recent ‘buy a brick’ fundraiser has been a sell-out success.

Founded in 2017 by Annie Kitchener and Carol Parkes, the Friends of the Brigade was formed with the intent of fundraising for better facilities for the men and women who serve on the front lines of fire and rescue. Starting with sausage sizzles and bumper stickers, their efforts and numbers grew with community support. Further smart ideas included a Jazz night, art auction and garage sale. Help came in from the Opportunity Factory, Tara Iti Golf Course fundraisers and a Givealittle campaign, among other generous offers. Then came the recently completed fire brick idea. The locally designed bricks have proven hugely popular, with one ten year old supporter busking with his violin to donate to the growing wall.

The new Mangawhai Fire Station is in the process of being built and funded

by Fire and Emergency New Zealand. A stone wall at the front of the station will acknowledge the fundraising efforts of the community and the Friends of the Brigade. The contributions are funding an engine bay that will house the brigade’s community-funded van.

“Fire and Emergency New Zealand felt they would like to install the wall in recognition of the amazing support we have had from the community through this initiative,” says Carol. “For me, this has been an awesome fundraiser, it has been an absolute delight working with our Chief Fire Officer Robert Leslie, along with some of our community members who have been involved.” ¢

Iveta, from Slovakia, counts English as a second language but is now helping bring the written word to Mangawhai locals. She works alongside ‘behind the scenes’ volunteer Libby Clews in the old historic library building next door to Mangawhai’s museum, part of the Pioneer Village. It’s the area’s previous library from 1928, repurposed.

“Thanks to all the people who donated all the books and volunteers from Mangawhai Helping Hands who helped to set it up in the building,” said the pair of avid readers.

“The original idea was to have a book stand, in the same style as the community food stand, but it is already bigger than that now! If other places show interest, we’ll gladly help out.”

Libby and Iveta intend the Book Train to be even less formal than a library.

“There’s no membership; you can just pop in during opening hours, no registration needed, take a book, no need to return it.”

The Book Train has been in operation since June 4 and is open from 10am– 4pm daily thanks to its volunteer staff. ¢

Kia Motors has lived up to their famous adage ‘the power to surprise’ in recent months, with the biggest surprise in the bag being the sheer speed and power of their Stinger GT turbocharged six.

Now the fast four-door has been honoured with a prestigious North American engineering award, right in the back yard of Detroit’s motoring colossi.

The JD Power Engineering Award for Highest-Rated All-New Vehicle is presented to a machine that stands above the direct competition in terms of technology. Presented in Detroit, the ‘motor city’, it’s a clear indication that a car has been very meticulously designed and built. The JD Power company are most famous in the auto world for their regular surveys, which reveal consumer satisfaction with the reliability of a wide range of vehicles.

“These awards are based on feedback directly from customers who bought the vehicles,” says Doug Betts, senior vice president of Global Automotive at JD Power.

“That’s something that should bring great pride to our award recipients. It’s about understanding what customers are saying and why they’re saying it, then trying to engineer a product that will really answer their needs.”

The Kauri Coast Recreational Society is a local community organisation that operates the multi-purpose sports facility at Memorial Park in Dargaville. To help us grow and develop Sportsville Dargaville, we need experienced members of the public to join our Board.

It currently consists of five appointed independent board members and two members elected by stakeholder groups.

We are currently seeking applications for three of the independent board positions.

Chris Biddles, current Chairman and Peter Harding are retiring by rotation. However, Chris is re-applying for another three-year term. Alan Russek is also standing down from the board as an appointed board member and consequently there will be at least two new board members appointed this year.

Becoming a board member gives you the chance to develop and utilise your skill-set for the benefits of your local community. It enables you to have a direct say, in the development and direction of this new sports facility.

Kaipara District Council has adopted an amended Policy on Dogs (the Policy) and Dog Management Bylaw (the Bylaw) on 27 June 2019. This follows a review of the Policy and Bylaw, including public consultation undertaken in accordance with sections 10 and 20 of the Dog Control Act 1996. The adopted Policy and Bylaw set out amended rules for dogs in the Kaipara District. The Policy and Bylaw will come into operation on 09 July 2019.

The new rules differ to the previous rules (adopted in 2009) and to the draft rules recently consulted on – these draft rules were amended in response to the submissions received from the community. Most changes were around where dogs can and cannot be walked, including where dogs need to be on a leash.

Copies of the Policy and Bylaw may be inspected and obtained from Council offices in Dargaville and Mangawhai. Alternatively the Policy and Bylaw may be inspected on Councils website https://www.kaipara.govt.nz/services/animal-education-control/dogs.

Dog owners are encouraged to review the new rules. If you have any questions about the new rules, please contact Council via 0800 727 059 or council@kaipara.govt.nz.
