p The Cheviot Street Reserve in Mangawhai has had a makeover. Last weekend 24 Mangawhai locals put on their gumboots, picked up their spades and added 250 native trees to the Cheviot Street Reserve. “The strength of this initiative is that it is community-led,” said Belinda Vernon, a Cheviot Street local. “Green space is special. We need more of it — but we also need to look after the green spaces we have. The turnout on Sunday shows how keen we all are to care for the areas around us.” Working bees take place on the first Monday of each month. The next planting day will be on Sunday, August 16. Mirren was given the choice of a dragon, sandcastle or mermaid. Obviously, she chose the dragon. A protest march or hikoi to Auckland Council in opposition to an extensive landfill for the city’s rubbish in the Dome Valley is set for Friday, July 17 with the actual march to take place from Albert Park in Auckland to Aotea Square and the steps of the council building. Beginning at 11am, there will be opening speeches. The protest is being organised by the Fight the Tip movement, which spearhead objections and petitions against the Chinese-owned Waste Management Ltd application for use of a 1,000-hectare site in the Hoteo River catchment area that flows to Kaipara Harbour. It has been supported by Ngati Whatua who with FTT is currently working on transportation, with buses to Auckland from Dargaville, Wellsford, Helensville and other locations around the harbour. Another 100 jobs will be required in the rural sector for nurseries, fencing manufacture and farm advisory services.” Auckland Mayor Phil Goff welcomed the funding. “This contribution meets an urgent environmental need. The harbour is an important fish breeding area, and there is a need to stop further damage and to repair the ecosystem. It’s the biggest step that has ever been taken to help mitigate that damage and dramatically reduce sediment flowing into the harbour.

“The remediation programme now needs commitment by regional bodies, marae and hapu, landowners and the community to make restoration of the harbour a reality.” Willie Wright, from the Integrated Kaipara Harbour Management Group, said the same outcome is sought by everyone: “by iwi and hapu, by farmers, by our many land-care and community groups, by councils, by industry groups, and by the government.” ¢

Forestry Bill deeply flawed u by Matt King, Member of Parliament for Northland

Last month the Environment Select Committee issued its report on Shane Jones’ Forests bill ahead of the bill’s second reading. That the bill emerged from the select committee largely unchanged is deeply unsettling. If passed into law, the bill will allow an unknown entity, The Forestry Authority, to dictate to forest owners and we have many in Kaipara — where, when, to whom and even if, forest owners can sell their logs. The bill has been rightly slammed by those forestry owners and as being draconian, ill-considered and insidious. Some have even called it a sop to Northland and Jones’ electoral ambitions up here. That last point is contingent on the bill being a good thing. Shane Jones says that under the act mum and dad forestry owners will get reliable advice about when to harvest their trees and when to harvest them. I submit that most forestry owners know that already. What Mr Jones is not telling us is that his bill will have a chilling effect on forestry investment, both internationally and domestically. Who would want to invest in anything

that is so rigidly controlled by the government that its very viability would be questionable at best? Nowhere in the select committee report and supporting documents is there any information about how existing forestry owners will be economically impacted. Nor is there even an attempt to identify the problem they are trying to solve — if there is one. However, what I find most unsettling is that here again, we have a bill rushed through parliament under urgency, without proper scrutiny and ill-conceived by a government seemingly hellbent on controlling every aspect of our lives. Even this would be (vaguely) palatable if we had the confidence of knowing that it was coming from a government that knows what it is doing. I suggest it would take a change of government for that to happen.

“The idea started when soldiers returned from war. There was a gap in communities, so the initiative was used to offer creative time to others as well,” says volunteer Bev Hart. “The group started in Dargaville in 2012 for people with various disabilities, including stroke and accident victims. They really enjoy themselves. One attendee has had amazing improvement in his social behaviour. “A girl was a car accident victim and loves her weekly craft session while an older lady comes to sit and knit. Older people love having somewhere to come. It is a good fit for people who wouldn’t otherwise have the chance to get out in our community.

“We create a variety of pieces including mini wall hangings, art, wool work and basic weaving. “We need more volunteers for support in the kitchen, hands-on help and craft teachers. We enjoy helping a worthwhile cause so other people can enjoy their day. We get to pass on our knowledge as we give back to the community. “We are also continuing this term through the school holidays. It is $6 a person for the craft, morning tea and lunch held at Greenways Community Centre, 43 Tirarau Street, Dargaville every Wednesday from 10am to 12.30pm.” For more information — contact Bev Hart on 021 250 6776. ¢

Kaipara District Council has no plans to increase its debt by accessing more spending money following a decision by the Local Government Funding Agency to increase debt limits by 300 per cent of revenue. The agency says raising the debt cap will free up hundreds of millions of dollars for councils to deal with infrastructure projects and heed calls from small businesses desperate for rates freezes and rates holidays in the wake of the Covid-19 emergency lockdowns. However, Kaipara Mayor Jason Smith says council has no intention of increasing its debt levels, after making a good recovery from a critical point several years ago with cost blowouts on the Mangawhai wastewater project. The Dargaville branch of ASB will remain open as the bank shifts its focus to helping customers online and over the phone with nine branches across the country permanently closing.

A free Matariki fire and circus arts show is planned for the arrival of the ‘seven sisters’ star cluster in our skies, heralding the start of the traditional Maori calendar for another year. Circus Kumarani welcome all their friends and neighbours to enjoy the spectacle of choreographed music, acrobatics, skill and fire.

“ASB has always been part of the community landscape in New Zealand. I am pleased to confirm that our Dargaville branch will open from reduced hours and days to every weekday by Monday, August 3, to best service our customers in the Kaipara region for the long-term,” says ASB’s executive general manager retail banking, Craig Sims. “During lockdown our team at Dargaville has been working hard to support the community, as well as Kiwis around the country, either over the phone, online or at busier branches, to help Kiwis get through the impacts of Covid-19. They are now looking forward to being back on-site to meet our local Kaipara community needs. “In the past five years at ASB we have seen a 42 per cent decline in branch transactions, and 85 per cent of our personal customers prefer the convenience of our online and mobile services. “We know this is an uncertain time for our people, customers and the community, and this is why we are moving to a way of banking that allows us to be more flexible and able to respond to the needs of our customers. “We have no current plans to close any more branches. Draft Spatial Plan for Mangawhai — Public Consultation Kaipara District Council engaged Campbell Brown Planning Limited and Urbanismplus Ltd on 9 July 2019 to prepare a Spatial Plan for Mangawhai using the “Inquiry-by-Design” method. This Spatial Plan is informed by all the existing Plans and Reports available for Mangawhai. The Spatial Plan seeks to provide a roadmap for managing growth in Mangawhai over the next 30 years. It will feed into both the proposed District Plan and the Infrastructure Strategy. An opinion survey was conducted over the December/January period to capture views of both the permanent residents and the visiting residents. This resulted in responses highlighting: • Those areas that make Mangawhai unique need to be protected. • The need to provide for better housing choice and affordable options. • Single dwellings were preferred but smaller sections would be acceptable. • Medium density areas should be identified and limited. • Support to contain the growth in Mangawhai and not to expand in the rural hinterland • Rationalisation of the lifestyle areas around Mangawhai and retention and enhancement of ecological values. • Business and employment to be retained in existing areas and new opportunities provided.

• Retention of the open space and walkways, and enhancement of community facility and playing fields. With the aid of these responses the Draft Spatial Plan for Mangawhai was developed and adopted by council for final consultation with the public. The Plan promotes the Vision to: • Protect Mangawhai’s natural coastal setting; • Offer diverse and affordable living and working choices; and to • Celebrate local Iwi cultural heritage, The Spatial Plan is divided into the following chapters • Natural environment • Iwi and Cultural • Three Waters • Living environment • Community • Employment • Transport These chapters identify physical development areas and also make recommendations for actions and describe the potential options for the new District Plan.

Draft Sub-Regional Spatial Plan for Kaipara District — Public Consultation Kaipara District Council engaged AR & Associates and Resilio Studio to prepare a Sub-Regional Spatial Plan for the whole of the Kaipara District. This Spatial Plan stitches together the spatial planning and economic development projects in the District. It identifies the elements that influence the development and management of the physical environment in the district. The completed Spatial Plans for Dargaville, Maungatūroto, Kaiwaka and Draft Plan for Mangawhai are supplemented with the development potential of smaller settlements and villages especially along the coast and the Kaipara Harbour. The Sub-Regional Spatial Plan identifies the functionality of the various settlements and towns.

The Draft report also identifies some of the major form giving elements such as; Transport, Cultural Landscape, Rural Land-use, Ecological Networks and Land-use capability. Proposals are discussed for the Sub Areas of • North Kaipara • Central Kaipara and West Coast • Poutō Peninsula and • Kaipara Harbour The opinions of the public are being sought on the SubRegional Spatial Plan and in particular on the development opportunities. The proposals do not indicate what will happen in an area but what the potential is.

Netball season got off to a chilly but enthusiastic start in Dargaville last Wednesday as teams from the western Kaipara gathered at Sportsville, Dargaville, for the inaugural grading competition.

“A lot of groups rely on volunteers, and without them, many organisations wouldn’t financially survive. They are extremely important no matter what they do particularly in the outlying rural areas,” says shop manager Dianne Wright. “We went to the Three Furlongs hotel for a beautiful mid-winter Christmas dinner with area committee members. No less than 21 teams, spanning Kaihu to Pouto, Dargaville High School to Ruawai and many more, competed in rapid-fire, 20-minute games to impress the ranking officials, who will decide which level each team will compete at in the coming season. It means closer match ups, fairer competition and more of a challenge for the athletes taking part in 2020’s netball action. While the torrential rain of the earlier afternoon had settled to a chilly and intermittent drizzle, hundreds of people turned out to contest a top placement, shake off the ‘rust’ of the off season on court or simply to cheer from the sidelines. A mobile hot coffee caravan kept temperatures and spirits up as the teams rotated through engagements, each 10-minute half hard-fought on both offence and defence. Scorers with clipboards were everywhere, noting top passes, brilliant rebound captures, precise footwork and accurate aim. Coaches and assistants spoken to at the event agreed that this was a more than positive start to the season, with a good turn out and

It’s the most miserable time of the year for those of us who dislike the cold. However, the drops, draughts, leaks and creaks, which beset the home during these wild, stormy and soggy months are all telling us something. When the weather attacks, it’s up to us to be our home’s immune system. There are few things as revealing as an infrared camera when it comes to looking beneath the skin of your home in winter. Some companies specialise in using kit like this to track pesky drips and leaks or to find weak points in insulation and cladding. That’s because damp equals cold, and a trickle of water seeping into a tiny crack can show up clear as day on a thermal screen.

Most of the time, however, it’s much easier to spot the telltale signs, which suggest an old or ailing weathertightness regime. Mould on the ceiling could suggest leaks in the tar paper or soggy insulation in the roof cavity. Weeping windows often point to a lack of ventilation, and steam and moisture building up indoors. Most obvious of all are the actual drips and

draughts that needle us with chills in the winter, making it apparent where new joinery, new seals and a spot of remedial carpentry are necessary. The big message, especially as we move toward a future in which healthy homes are not just paramount but more easily saleable, is not to put up with it. There are usually simple and inexpensive solutions to small issues brought on therefore by winter, and if they are tackled fast, they won’t turn into bigger ones later down the track. That is a good time of year to assess the shortcomings of your home, with an eye to making them good when the weather turns to sunshine. Pinpoint windows which might need replacing or

doors that don’t quite seal out the winter gales. Take a hard look at the mould, damp and mildew situation when it’s at its worst so that you can plan where to install extractor fans or ventilation. It is even the right time to look at effective expansions of space, such as creating covered outdoor areas, which will be great for entertaining and soaking up the sun in summer but could provide valuable laundry hanging space this time of year. If in doubt, take notes, and spend a little time talking to local experts about their suggestions to warm up that permanently cold room, banish that recurring black mould or slash that heating bill. ¢

Did you know that in Japan, a bathtub is tall and narrow, and a hot soak is enjoyed standing up? That in Estonia, it’s traditional to enjoy a steam bath and then whip yourself with aromatic evergreen twigs? Those two trends may not take off, but here are three, which are at the cutting edge of bathroom tech right now in New Zealand. First up, the bathroom sauna. It’s an idea that comes from Scandinavia and Russia and involves sitting in high temperatures to sweat away stress and allegedly even kilograms as well. By pouring scented water on hot stones in a compact, in-bathroom sauna (many of which look like a discreet cupboard until the door is opened) you can bathe in cleansing steam, after which a shower really washed away the grime of the day or the week. Some saunas for modern use do away with the stones and feature other heating sources, and the smallest, designed for just one occupant, can be smaller than an old telephone box, easy to install with the help of an electrician. Next is the waterfall and rainfall showerhead, which takes the experience of showering to a different dimension. Some of the widest rainfall showerheads have the span of an umbrella, and really do inundate the bather with a deluge. Switching the flow to a slotted tap in the wall creates a ‘waterfall’ effect, and both of these modes are said to be very therapeutic and refreshing. Of course, a large volume of water is required to create a proper rainfall or waterfall

Across in Aussie, our neighbours across the ditch were chopping down road cars to make vehicles suitable for the harsh conditions of the bush and farmlands. A favourite conversion was to chop a Rolls Royce and make it into a flat deck. Why desecrate a luxury motor? That’s because the superior engineering used in the Rolls made it able to withstand dust, sand, heat and

terrible roads. These same machines were used as armoured cars in the first world war. By 1936, Ford Australia was offering their own custom factory-built ute. Here in New Zealand, pre-war farm and business ‘chop jobs’ include Daimlers, Lanchesters and even an ambulance or two. Once we got hold of the offerings from Ford and Holden, there was no turning back. Tradespeople from all professions took to the car cab, wellside back deck combo and set out to build post-war suburbia. The alternative US ‘pickup’ style on a ladder chassis has become the norm today but attempts to introduce

The Chevrolet El Camino debuted in 1959 and has become a sought-after collectors’ item in the States, while the smaller, derivative Subaru Brat mini-ute brought four-wheel drive to the table and was sold from 1978 clear through to 1994.

Sadly, the ‘tradies’ ute’ style is now a thing of the past, with the last examples, by Holden, rolling off the production line in 2017. Today, compact pickup trucks dominate, but there’s still a place in our hearts for the little trucks, which so often saved the day, bringing plumbers, electricians, roofers and builders around to solve our problems. ¢

St John salutes service u by Paul Campbell

St John volunteers serving in the Maungaturoto and Kaiwaka areas have received high-level recognition for their services for many years, at a special dinner to recognise volunteer services across the Northland region. A prestigious Priory Vote of Thanks was presented by St John Northern Region Patron, Richard Blundell, to St John Area Committee volunteer, Reginald Jaques, for service to St John for more than four decades. Mr Jacques was a St John operational volunteer, who served on the frontline of the emergency ambulance service from 1978 to 2002. Since then, he has been a valued area committee member and has contributed significantly to St John’s local fundraising efforts. The award is given to individuals and organisations for conspicuous service

to the Order of St John in New Zealand. It is awarded by the Prior of the Order of St John, Governor-General of New Zealand, Dame Patsy Reddy, on the recommendation of the Priory Chapter. Also recognised with two ultralong service medals recognising 50 years plus of service to were awarded to order members, Vic Rosser and Trevor Brljevich. Mr Rosser has been a dedicated member of the St John event health services team and has given tens of thousands of hours of service. Mr Brljevich served as a St John ambulance officer for 58 years. ¢

Kahawai, the fighting fish, are keeping Kaipara Harbour anglers busy at a number of spots around the waterway, particularly at a location aptly named by locals as ‘Kahawai Gully,’ or just ‘Spot X’ if you ask too many questions. Those heading out on the water in the past couple of weeks have found snapper few and far between, after some autumnal catches that saw plenty of fillets in the freezer. However, now it is the turn of the kahawai, and while the species were once rather scorned by snapper purists, it has come into its own as both a fun fish to catch, a great smoker, and indeed some prefer its richer flavour above other table fish. A mate of ours has such a taste for it that he has been known to venture onto a local wharf at some extreme hours, to sling his lure into the channel. He seldom comes home empty-handed, and his portable smoker has been working overtime. “Actually, the cat wakes me up sometimes, and I decide to go for a fish when it’s all quiet on the wharf — like maybe 3 am,” he says. Our man swears by a selection of lures in his nocturnal forays, but there’s always the old school of fisher who swears, like this writer, by a small piece of white cloth disguising a hook and trolled in the wake of Seagull-powered dinghy as an effective lure. Kahawai can, of course, be taken on a variety of baits, and if hunger strikes — the action can be thick and

fast. Pilchards are the bait of choice for many, but mullet and squid also get good results. Whatever the catching method, and apart from a good tussle on light tackle, the general aim of a fisher is what ends up on the table. As mentioned, kahawai is a great smoking fish. Be it on a small commercial unit, an expensive all-bells-and-whistles device, or simply a 44-gallon drum with a draught portal and a smokey ti-tree fire below fish suspended on number eight wire hooks at the campsite above the beach. plate usually follows bleeding the catch when it is landed. Whether splitting and salting for smoking, perhaps with a hint of mixed spice and honey or simply filleting for the frying pan, you are in for a winter treat.
