Safety measures follow sea tragedy u by Paul Campbell

Kaipara is being kept in the dark, or so say disgruntled community members who believe the new LED street lights are becoming a security risk.

Following a complaint lodged with Northland MP Matt King’s office, Mr King says he has spoken to Kaipara District Council to discuss the issue and was told the council has no record of any complaint. {However, the Lifestyler has previously published a letter of complaint and recorded an official letter of complaint about poor lighting to council from the Pahi Reserve Society.} “We’ve made enquiries, and there will be a vehicle coming up with special monitoring equipment that will assess [the lighting situation],” said Mr King.

“Council have said they haven’t received any ‘proper complaints’.

However, the community member who informed us of the issue said they definitely had lodged a request for service.

“Apparently the way they can operate the LED lighting it can direct light away from houses and on to the street — so it can be better for people because it is more directional.

“If there is found to be a problem then we will support that. If you can’t read a number plate or see the colour

Kaipara District Council says energyefficient LED street lighting has a significantly longer life, requires less maintenance and has lower power usage, meaning major cost savings.

The 853 LED lights are planned to cover the majority of local streets in the district. ¢

The sinking of the commercial charter vessel Francie and loss of life on the Kaipara Harbour bar on November 26, 2016 has led to new safety recommendations and ‘provided a tragic illustration of the importance of life jackets and crucial decisions at sea.’

The Transport Accident Investigation Commission has released its report into the sinking in which seven passengers and the skipper drowned, while three passengers survived.

‘Returning from the fishing trip the skipper had to pull out of the first attempt at crossing the bar, and on the second attempt, Francie capsized. At that time, only three of the 11 people on board were wearing life jackets.’

The report found: ‘It is virtually certain that everyone on board would have had a better chance of survival if they had been wearing a life jacket, and virtually certain that more people would have survived had the life jackets been fitted with crotch straps.’ TAIC has made four recommendations to Maritime NZ, one about reporting safety concerns and three about life jackets. Maritime

NZ director, Keith Manch said the organisation is acting on all four.

These are: •• Develop, implement and advertise a process where members of the public and the maritime community can submit reports on maritime safetyrelated concerns.

•• Review the requirements for life jackets on commercial restrictedlimit vessels to ensure the life jackets are of the appropriate type for the type and place of operation.

•• Make crotch straps mandatory for life jackets on commercial vessels that operate out of harbours and off exposed coasts.

•• Continue to emphasise to recreational boaties the benefits of having crotch straps fitted to their life jackets.

When founder, Robert Webb, was injured at his driving job he decided early on he did not want to spend the rest of his life sitting at home on the sickness benefit, so he and his wife Robyn chose to put their energy into expanding the recovery centre.

“This way I could be doing good for the wildlife. Very few knew we were running the centre from our home for more than five years before having the accident,” he said. “Running the centre from home was not a good idea as we ended up with no home life — because birds were being brought to us all hours of the day and night.”

After a while, they were gifted some land to put the centre on in Maunu, Whangarei.

“One of the very first business people to help us out was John Rosvall [Rosvall Sawmill]. Getting support like this meant so much to us both, and I remember John telling us to let him know if he could do anything to help.

“Around the same time, we were having trouble with Telecom, and Mike Daniel came to us said that he would be paying for our phone and power.

That support was what we really needed, and has seen the centre grow to what it is today.

“The welfare of the wild birds is what the centre is about, along with educating our young because they are our next generation.

“Thank you to all who have supported us over the years.” ¢

The Northern Wairoa War Memorial Hall was packed with members of the community keen to get the latest information on Mycoplasma bovis during a public meeting hosted by Dargaville Veterinary Clinic last week.

About 150 people turned out to get the vets’ perspective and listen to industry experts speak about the science behind the organism as well as signs farmers can watch for.

Ministry of Primary Industries representative, Caleb King, said an important thing to note was that although there are no confirmed cases of ‘over the fence’ infection — it is theoretically possible.

“We are not seeing a lot of pneumonia symptoms but as soon as this organism changes and we’ll probably see that over this winter and in spring — probably over the fence spread will increase.”

Mycoplasma bovis is a bacterial disease and causes untreatable mastitis in dairy and beef cows. It also can cause severe pneumonia in infected calves, ear infections, abortions, swollen joints and lameness in all ages of cattle.

“Part of our aim was to inform people and give them ideas about what processes they could implement on their farms to reduce the risk,” said Sarah.

Lifestyle block owners who buy some cattle each year for personal consumption were encouraged to buy from a local trusted farmer to reduce the risk.

“Buying an animal from a sale yard means they have been mixed up with a whole lot of animals from all over the place, so there is an increased risk. They can also check if the farmer is operating a closed herd.”

Calf Club events also pose a threat, but Sarah says it does not necessarily mean the end of the rural tradition if people can manage the risks. There are currently 41 infected places in New Zealand, 70 active restricted places and 113 cull notices issued.

The community was invited to engage with developers from the Mangawhai Central project last month and view the master plan and design for the town centre, along with the proposed upgrades to Molesworth Drive.

“We held a public consultation last week for four hours, that allowed the community to drop in and discuss on a one-on-one basis, of the development and concept plans previously presented,” said Viranda group projects manager, Brandon Morley.

The sale of the 128 hectare Molesworth Drive property to Aucklandbased company Viranda Holdings Ltd was settled in March this year, and this is the second community workshop in a series planned at six-week intervals.

Among the many topics discussed was the reduction of speed below the current 80km/h and separating pedestrians and cyclists from the road through a shared path.

“There was a general preference for the roundabout design so that throughtraffic was not unnecessarily delayed as compared with traffic light options,” said organisers.

The workshop prompted interest from local business operators to tenant or purchase sites within the industrial subdivision and the main street.

“We received favourable community responses to the design of the town centre, with its main street as a distinct public place off Molesworth Drive.

There was general acknowledgement that the design of a main street would create a destination for the community, with rear car parking and good places to develop a north-facing food and beverage precinct.”

The workshop also answered questions about the timing of the supermarket, medical centre and retirement village development and the timing of the development as a whole.

Mr Morley said they had not confirmed a date for the next public meeting, but he envisages it will be in August or September. ¢

Calling for tales of Te Kopuru u by Ayla Miller

Te Kopuru’s history will be brought to life in an edition of the True Tales series of books, which are real accounts of interesting information and history surrounding towns and communities in New Zealand.

Te Kopuru woman, Christine Rope, has been tasked with compiling the short stories and is reaching out to the community for more and says the process has been ‘fascinating’.

“It’s been so lovely being in touch with so many local characters who have fond memories of Te Kopuru and who are prepared to come up with their own stories or delve into local history,” she said.

Christine’s family has had a connection to Te Kopuru since the 1860s. Her greatgrandfather Edward Mingay Rope was educated at Eton and qualified as an accountant. He jumped ship p Christine Rope with some other books in the True in Auckland after working Tales series his passage out to New Zealand where he became a teacher it, and it must be true. “These books are for a while before moving north to important because Te Kopuru has a lot work as a bookkeeper for the Te of history and these short stories form an amazing record for the community.”

Teams take on Taniwha u by Ayla Miller

Northern Wairoa and Rodney/Otamatea will compete for the Dave Culham Taniwha Shield, in a five-day tournament in Kaikohe, with the final game on Saturday, July 14.

The teams will play against five other Northland teams during the tournament, which has been going since 1948 and has been renamed several times.

The Northern Wairoa Taniwha team head coach, Jeremy Hutchinson, said he enjoys watching his players grow in confidence.

“As a coach, you have a moral obligation to instil good values in these boys. You try to instil honesty, integrity, dedication and commitment in them. The really rewarding part is watching them grow and become

good young men not only on the rugby field but at school and at home.

For me, that is the most exciting part — watching them grow into upstanding citizens.”

The tournament is structured as a round robin tournament, and the teams will travel to Kaikohe on July 9 to start playing on July 10.

“After this, a Northland team is selected to play in the Roller Mills Rugby Tournament. There’s a lot of opportunity here for them to carry on and become All Blacks,” Mr Hutchinson says.

Dargaville Museum Te Whare Taonga O Tunatahi has three new pou representing three elements of history in Dargaville — pioneers, maritime and Maori.

The pou were blessed by minister, Rex Nathan, as soon as they were erected and are strategically situated to look out over Dargaville township and the Northern Wairoa river.

Museum manager, Maree Saunders, says this placement means they are in an ideal place to take a selfie and share it on the internet — increasing the museum’s profile.

Awards for lifesavers While the current climate precludes a lot of beach activity, the Mangawhai Heads Volunteer Lifeguard Service Incorporated celebrated the closure of another successful season with its annual senior prize-giving last weekend.

The 2017/2018 summer set a number of new records, with 15 new lifeguards qualified along with four inflatable rescue boat drivers and numerous other first aid and marine VHF radio awards.

Important information about trees and powerlines Trees too close to powerlines can be a danger to the public and property.

Trees and other types of vegetation like bamboo and shrubs should be regularly maintained, so they do not grow into powerlines.

If trees are not maintained this can cause problems in high winds and storms – it can lead to power cuts and is a potential fire risk.

A person who touches a tree that’s in contact with a powerline can get an electric shock.

Power outages due to trees in powerlines cause major inconvenience to people, businesses and the community, and in some cases can also be life threatening for those who rely on electricity.

Your role in keeping trees clear of powerlines There’s a legal requirement under the Electricity (Hazards from Trees) Regulations 2003 to keep your trees clear of our powerlines, to make sure they don’t affect our electricity supply or anyone’s safety.

It’s your responsibility to keep trees you own trimmed and away from our powerlines.

We regularly carry out tree surveys and inspect our powerlines, and we’ll do our best to let you know if your tree is getting too close to the lines. But we also need you to keep an eye out too.

If we find one of your trees is growing too close to our powerlines, we will discuss this with you or send you a notice advising what work needs to be done.

Please note, this does not include the service line from our network powerlines to your property.

You will need to arrange your own arborist for tree maintenance around your service line, however we can assist with arranging a free disconnection while this maintenance is underway.

The Growth Limit Zone The Growth Limit Zone is the legal minimum space surrounding any conductors (such as powerlines) on our network that must be kept clear of trees.

We can provide you with a list of authorised contractors who can trim around our powerlines. In most cases, we will meet the reasonable costs of the first tree trimming.

The Notice Zone The Notice Zone extends one metre out from the Growth Limit Zone.

Please contact us at least three working days before the work begins to obtain this.

We will need to know the tree location and details of when the work will be done.

Don’t get closer than 4 metres to powerlines For safety reasons it’s important to note that only Northpower or an arborist approved to work around our network can trim a tree in the Professional Only Zone within 4 metres of our lines.

Not maintaining your trees can be costly If you receive a Cut or Trim Notice from Northpower, legally you need to: 1. ensure that the tree(s) is cut or trimmed to outside The Notice Zone within the required timeframe, and 2. advise us of the time and location of the cutting or trimming of the tree at least 3 working days beforehand.

It is an offence not do this and you could be fined up to $10,000 plus a further fine of up to $500 per day for a continuing offence under the Electricity (Hazards from Trees) Regulations 2003.

You could also be liable for costs if our powerlines or equipment is damaged by your tree. It’s your decision whether you want to continue to maintain a tree, or have it removed.

Awards to inspire conservation u by Ayla Miller

It’s the last chance for budding Northland photographers to get their entries in for the Northland Photography Awards.

The Northland Photography Awards forms part of The Kauri Museum’s ongoing support of the programme Keep Kauri Standing and stop the spread of kauri dieback.

The theme Kauri Connections — an exploration of how these mighty trees influence our way of life, aims to highlight the importance and diversity of kauri through the lens.

Museum CEO, Lisa Tolich, says the main objective for the awards is to inspire an interest in conservation for the next generation.

“The ancestors of the Kauri have been on this landscape for 180 million years — we need to be thinking long-term.

“We have a range of great prizes on offer, and there is no need to have invested in expensive equipment. The winner of last year’s people’s choice award, Chloe Smith, took her winning entry on her mobile phone.”

The awards were inspired by the work of New Zealand photographer Tudor Collins. Mr Collins is known for his work in the kauri forest and in his later years, joined forces with A H Reed and Mervyn Sterling who shared a passion for conservation and preserving the history of the kauri industry.

The competition is open to Northland and former Northland residents and students and closes Monday, July 9.

Images must be uploaded to The Kauri Museum website where the judges will make their choice of finalists from each category.

Members of the public can vote for their favourite image over all categories either online or at The Kauri Museum. The entry with the most public votes will receive the Tudor Collins People’s Choice Award and will be announced at the conclusion of the exhibition. ¢
