With Kaipara Mayor Jason Smith in attendance, alongside his councillors and a group of community leaders from the east Kaipara, the crowd that gathered heard about a threepart plan to promote access, safety and better infrastructure for Kaiwaka and Mangawhai. First came funding to push forward with the town’s historic wharf project, which recently made headlines for raising funds from the community for resource consent costs. “I was approached by the KDC at Otamatea Marae two years ago, when I

was there with the Prime Minister and Deputy Prime Minister Winston Peters, about a group who wanted to build a jetty here,” recalled Mr Jones. “You can imagine how it would rekindle memories of early times.” More than this, he agrees, it would be a valuable addition to the town. A grant of $600,000 has been awarded from the PGF, and was gratefully received by Colin Leach of the Mangawhai Historic Wharf Trust, who has worked hard with his team for several years to bring this vision to fruition.

The finished structure will promote tourism and the enjoyment of the natural environment, and will be situated adjacent to the Mangawhai Tavern, where this announcement was made. “I’d like to thank you and your team for turning our dream into a reality,” said Mr Leach, addressing Shane Jones. “As well as acknowledging the tremendous support we’ve had from the community. p Crowds of essential service workers who served during the Covid-19 lockdown got a big ‘thank you’ from Kevin Friedrich and friends last week. The group of musicians and singers played a medley of classics to entertain a packed turnout at Dargaville’s Lighthouse Function Centre. Meanwhile, Kevin’s Accordion Gems exhibition at the Dargaville Museum also grew by one, with the addition of a stunning Maga Ercole Dimascio Florentino double keyboard, 160 bass accordion. Maga Ercole is one of the oldest accordion companies in the world, based in Stradella, Italy and dating from 1895. The double keyboard design is a precursor of the glam rock double-instrument trend of the 1970s as well as a reflection of baroque double keyboard church organs.

Connecting communities As to that resource consent, Mr Jones made passing reference to a shared passion for reducing ‘red tape’ between himself and incumbent Northland MP, National’s Matt King. “The parties myself and Mr King belong to have almost chainsawlike ambitions for the RMA,” he conceded, “but that’s another story.” Next came the announcement of a substantial project to link the two halves of Mangawhai. Mr Jones acknowledged that the lack of a footpath between the heads and the village had been a point p of contention in the past, and that a safe and modern access way was vital as new developments came to completion. “It’s our privilege to demonstrate that our government wants to work proactively with your council,” he said, announcing funding to design and construct a paved pathway which will link the Wood Street area to the Mangawhai Activity Zone, and hence to the village. Mayor Smith, who had known the broad outline of the plan before the announcement but not the monetary sums involved, was delighted by the news. “Mangawhai is the fastest growing town in the North Island, and one of the most important things for the KDC has been reconnecting the village with the heads,” he said. General Manager of Infrastructure Jim Sefton agreed, saying that it was great to work with the Mangawhai community, who have such a strong vision for their future. The final stage of the disbursement plan was directed toward Kaiwaka, which Shane Jones described as one of the

One IVECO Eurocargo fire appliance is, on its own, a formidable 21st-century firefighting machine. Equipped with powerful pumps, hydraulic ‘jaws’ to free trapped auto crash victims, extinguishers, hoses and first-aid equipment, the imposing vehicle is the fire brigade’s equivalent to the navy’s frigates; a multi-role, mission-ready machine ready to swing into action at a moment’s notice.

most substantial areas in the Kaipara in terms of our Maori history. Citing the decisive battle there, in which northern chief Hongi Hika routed the forces of the Ngati Whatua, he posited that it would be fitting if this important historical story were told in the town. However, in the first instance he acknowledged the wishes of councillor Jonathan Larsen and community leader Derek Christiansen, who have campaigned for better east-to-west access in Kaiwaka. Funding was released to construct foot bridges so that State Highway 1 can be navigated without danger. All up, this selection of projects received a total of $3.75 million, adding to an already long list of upgrades and initiatives in the region which have benefitted from the PGF. Mr Jones’ next stop to meet the public in the Kaipara is set for Dargaville, where advocates for community growth and betterment will surely be wondering if there is a windfall from the government awaiting them. ¢

That’s why it’s amazing that Dargaville’s volunteer Fire Brigade now have two of these advanced engines at their base on Normanby Street, supported by a new digital app which allows for rapid response and more accurate crew data sharing. The second IVECO arrived during June and was subsequently blessed and made ready for service, in the same manner as the first, which came to its new home in December of 2019. Dargaville firefighters are proud to have a totally modern fleet, but that’s not to say that their previous vehicles have been decommissioned from duty. As is the way with fire appliances, their outgoing machinery has been sent on to a smaller rural station, where it will continue to serve. Our local Chief Fire Officer was present at the blessing of both

machines, and took time to reiterate that it’s the crew inside who are vital to emergency response. “It’s the volunteers who are the backbone of our brigade. We couldn’t do this without them. In most of rural New Zealand, and here specifically, we rely on members of the public stepping up, completing the training, answering the call.” ¢

There are few more scenic locations to practice the art of photography than in Mangawhai. During the years everyone, from holidaymakers to professional artists, has immortalised the scenery of the east coast through the lens. Now a new club is forming to support those who want to get creative with cameras.

Northland rugby player Matthew Matich recently spent time with children of all ages at Pioneer Park in Dargaville, to encourage the youngsters into playing sport.

For many years the “small but friendly” Wellsford Camera Club has met to share inspiration. Recently, the decision was made to expand their horizons and incorporate a larger base of potential fellow artists. As some of Kaipara’s larger municipalities such as Dargaville, Mangawhai and Maungaturoto experience accelerated growth, so, too, are the smaller towns and settlements of our region looking toward future change.

The Kaipara District Council has been working closely with Cissy Rock of Community Think to chart what the town wants, how future development could change the area, and what citizens are passionate about. Their project, Tautoko Te Kopuru, is now in its consultation stage, with a drop-in workshop open to all locals set for August 6, from 1pm to 7 pm at St Peter’s Church hall. Citizens responding to the joint Community Think and KDC initiative have forwarded many creative ideas for the betterment of the town. These included the planting of a community orchard, the revitalisation of the town’s

boat ramp, improvements to the domain and public facilities, the development of a local cafe, organic produce co-op and craft market store. “Our project is all about capturing all the ideas people have for Te Kopuru. Some have been around for a while, and some are brand new,” said Cissy. “With targeted ideas of what the people want, combined with data about how Te Kopuru and other, similar small towns in the region are growing, council can implement schemes to improve quality of life and attract new residents while boosting civic pride.” ¢

The highly anticipated Kaipara Art Awards, an annual tradition co-hosted by artists’ groups in Dargaville and Mangawhai, has been postponed for 2020 due to the repercussions of the Covid-19 pandemic. However, co-spokesperson for the awards, John Pickworth, said that this will give the twin contributing arts associations time to assess what has gone well in previous years, and what to fine-tune to create a spectacular return for 2021. “We haven’t had a chance to set a date for next year, but we are aiming for an occasion in the latter half of 2021,” said Mr Pickworth, who represents the Dargaville branch of the awards’ management. “We are, of course, sad to have to make this announcement, but we will use the hiatus as a time to polish and review before the next event, in order to better showcase the creative talent in our region.” This year’s event was originally slated to run from October onward,

opening in Dargaville then moving to Mangawhai. Covid-19 safety concerns delayed the process, and a hurried and disjointed judging would not be fair, or do justice to the masterworks of our local artists, said John. Instead, he and the rest of the committee urge our local painters, sculptors and mixed-media artists to take advantage of alternative opportunities to exhibit their current works, and plan new expressions for next year. “Keep exploring, keep testing yourself and refining your techniques to make a visual interpretation of your imagination,” he said. “We have a lot to be proud of in the Kaipara arts community, and your work will be gratefully received by the public in 2021.”

Draft Mangawhai Spatial Plan

The Draft Mangawhai Spatial Plan is still open for submissions until 31 July. The draft plan presents the preferred options for how Mangawhai could develop its town centre, commercial, housing and industrial business areas over the next 30 years. Feedback from you will confirm that we are on the right track and help refine future thinking about Mangawhai, how it may grow and what infrastructure will be required ahead. Community Funding Awarded We’ve awarded more than $122,000 in the latest funding rounds for Community Grants, Rural Travel Fund, and Creative Communities Scheme. In total 41 organisations have received grants.

Water restrictions eased

All water catchments across Kaipara District have returned to level 1, meaning that there are currently no restrictions for users. We have had some extreme weather events recently with a surge in rainfall. It’s been wet, wild, AND windy! While water levels in our rivers are moving closer or have returned to their expected levels, many bores and aquifers across the district take longer to recharge as the water must move through the ground. We will still need to be mindful of water use over the coming months, as the lack of overall rainfall for 2020 may cause droughts again in 2020/2021.

Hurrah for Sustainable Kaipara A huge congratulations to Sustainable Kaipara who were recently awarded a grant for two of their projects from the Ministry for the Environment’s Waste Minimisation Fund (WMF). One of the projects – Closing the Loop – is a local support and recognition program which will work across the different sectors of the Kaipara community to move towards a circular economy and make a significant impact on waste reduction and management in the wider Kaipara district. Over three years Sustainable Kaipara will work alongside 15 schools, 24 community groups, 75 businesses and 15 events to prevent and reduce waste going to landfill. The project is supported by Kaipara District Council, and together with the funding from the WMF, Sustainable Kaipara will develop and implement plans which embed circular economy practice and set a foundation for long-term change in the Kaipara region.

Our Parks team is looking to replant and refresh the area around the ‘Sound Stage’ in Ruawai (opposite the Kaipara Kai Hub). We’ve been advised by Northpower that the oak trees need to be removed as they are a danger to the overhead powerlines. Removal work will take place next week, and then with community collaboration we will replant the area.

Taharoa Domain

Our team will be doing a pest animal cull during the week beginning 10 August. Campground bookings will be closed during this time. As this cull is happening at night only the Domain will be open to the public during the day as normal. Please be aware no entry will be admitted to the Domain area post sundown.

The Kauri Museum has launched its annual poetry and song lyric competition to celebrate National Poetry Day on August 21.

Entries are open to all residents of the Kaipara District and Northland region. The period for submissions opened on July 18 and will close on August 8. “It is the second year the museum has run this competition. It follows from last year’s successful event and the funfilled Open Mic Night and prize-giving,” said public programme coordinator Mary Stevens. “The competition is for poetry or song lyrics with the theme, The Ebb and Flow of the Kaipara, referencing the harbour that is so prominent in our lives. “While this is an adult-only competition, students may perform at the open mic night. The students-only

competition begins on National Poetry Day, August 21, which is also the date of Open Mic Night,” she said. Museum general manager, Dr Tracey Wedge, said she is looking forward to this year’s poets’ and musicians’ contributions. “Last year’s entries for National Poetry Day at The Kauri Museum brought a unique Kaipara perspective. The Open Mic Night, too, brought all ages together to share in poetry and song to an appreciative audience.” Entry is free, with a maximum of three entries each person. Maungaturoto Country Club has issued a warning to local dog owners after several newborn lambs were killed last weekend.

The members of Kaiwaka Squash Club are getting ready for the Business House Competition and have recently established Ladies Night as a way to encourage others into the sport.

“For the second year running, we have had to deal with dog attacks on our sheep farm at the Maungaturoto Country Club,” said MCC committee member Kathy Strong. Mrs Strong said a wandering dog has killed eight lambs to date and has left their farm manager devastated by the attacks. “It is devastating for our farm manager to do a lambing beat and find a trail of mauled dead lambs — we have lost eight so far. “It is disheartening and frustrating when dog owners will not take responsibility for the destruction their dogs do when left to roam. Your dog does not have to be a dangerous dog to attack stock.”

The club has warned the public that any dogs found roaming loose on the farm will be destroyed. “The club has only one choice, and that is to take a hard line with this. The MCC relies heavily on the income from the lambs, so losing any is a big loss to us. “So, we are asking that the neighbours keep an eye out for any dogs on the club grounds. If you have dogs, please keep them on your property,” Mrs Strong said. MCC is also appealing to locals to get photographs of any dogs seen on the farm property. They can be sent to the club by email so that the animals can be identified and the owners located. ¢

Maunu Substation We are making great progress on the construction of our $6.6 million Maunu substation and remain on track to have it operating by Christmas. 75% of the building is now complete and in August we will start on the electrical work – for the engineers among our readers this includes 33kV and 11kV switchgear along with the installation of a 10MVA

Substation upgrade to benefit the CBD transformer (that is enough to supply electricity to 5,000 houses). The Maunu substation will cater for residential growth in and around the wider Maunu area in years to come It will also provide an alternative electricity supply for Whangarei Hospital and the CBD, providing a more resilient network.

You may have noticed our crews doing some work at our substation in the Forum North carpark recently. We apologise for any inconvenience but this is an important job to ensure reliable power is provided to the CBD. We are replacing 45 year old equipment in this building with modern, safer equipment, as well as undertaking some much needed building maintenance.

The project will provide a safer working environment for our staff and also enables us to operate the new equipment remotely from our control room – meaning in the event of an outage we can restore power more quickly. This will also be the site of the new Tesla EV Supercharger, so keep an eye out for that in the next couple of months!

The team at Circus Kumarani are offering Youth Circus classes to introduce young people to the fun, laughter, talent and skills that can only be found at the circus. “We teach a wide range of activities including props administration such as poi, juggling and diabolo. They will learn other circus skills as well like aerial art and tightrope walking,” said Circus Kumarani manager Tania Whetu. “Our motto is for all ages and abilities. Our team teaches specific skills and if the children discover a favourite prop, they can practise that specifically during the free playtime. “It is great for children because we work in a group and the circus teaches physical and social skills. We individually spend time with each student and everyone comes away with a new trick. “At the end of each term we hold a short performance for friends and family. This term we have the Whangarei Fringe Festival in October and those who come along to the classes are welcome to join us. We also prepare for our Christmas show in Dargaville. “Lot of students keep coming back and we love seeing new faces. The classes run on a Thursday from 4–5.30pm at Circus Kumarani, 15 Onslow Street, Dargaville. The cost is $100 for a 10-week pass and $15 for a trial session. A quick look at their itinerary for 2020 shows just how busy the Rotary club have been, and how much they have had a positive impact. Dargaville has been defined by its relationship with the Northern Wairoa River, just as surely as London has been influenced by the Thames and Cairo by the Nile. The wide and muddy waters were a lifeline in early days, a superhighway for vessels as disparate as waka and tall ships, steamboats and diesel-powered launches. For the past 75 years, one group of locals has kept that relationship fresh. The year 1945 was a big one for events on the high seas, as the closing days of the second world war witnessed battles in the Pacific, and many Dargaville men deployed in both the navy and the merchant marine. In the town itself, a very different place from today, the thoughts of boaties were no longer fixated on victory over the Axis powers. They’d turned to founding a club for locals who were keen for some fun on the river and the harbour, using the can-do attitude and boatbuilding technology of the time to best effect. Dargaville had always had a strong boat building presence. Between the current town and Te Kopuru to the south there had been many ventures constructing whole vessels and their component parts during the great kauri boom. These new boats, however, were different from the purposeful traders and fishing vessels of yesteryear. More efficient, lighter and smaller petrol

Some were simple, others boasted more elaborate comforts, but all were for a new purpose; boating for the joy of it.

75 YEARS OF BOATING to its local boating community. What’s more, some of those old original boats have been lovingly restored or kept well maintained during the decades, and still grace the river today. The Northern Wairoa Boating Club has, from its inception been very involved with the community, and continues to be a social institution in Dargaville to this day. Their clubrooms command a great view of the river and are often utilised for live music events. Club members and guests enjoy the hospitality of a ‘locally legendary’ kitchen crew who are renowned for their steak dinners and Sunday roasts. Many older citizens take the time to enjoy a roast meal here on the weekends, in what has become a bit of a Dargaville tradition. The bond between the club and the town is shown off best during the NWBC’s annual regatta, during which many local businesses gift prizes and offer support or sponsorship. Following last year’s event, no less than 40 such patrons were invited to a gala dinner by the commodore for their assistance. The regatta itself was set to be part of a wider river festival this year, though the worldwide Covid-19 pandemic disrupted plans and set back festivities to 2021. In prior years, of course, this event was a major one on the Dargaville calendar, with boats sailing from all points around the Kaipara Harbour to participate. The Northern Wairoa Boating Club is one of many dotted around the southern hemisphere’s largest harbour; tendrils of salt water connect boaties as far away as Helensville, Port Albert, Ruawai, Pahi and Whakapirau. these far-flung ports come to contest the regatta’s yearly races, and our locals reciprocate, setting sail for events with their sister clubs on a regular basis. Another annual event hosted by the club is the famous Seagull race, where tiny 2-horsepower dinghies brave the currents and curves of the river for bragging rights and glory. Then there’s the annual raft race, in which teams have to build their own craft out of found materials and recycled junk; more than once one of these ramshackle creations has fallen apart in the river, with the intrepid crew picked up by race marshalls from the club. New Zealand is one of the only countries on earth where every single citizen can trace their ancestry back to a sailor or navigator. From the ocean going waka of the great Polynesian seafarers to the tall ships of colonial times, all of us came here by sea, making nautical heritage a shared experience. That background doesn’t just show through in our love of the sea, rivers and lakes, fishing, diving and of course sailing. It’s ingrained in our language. You show your true colours when you tell someone to pipe down, or that they’re overbearing. Tell them they’re a loose cannon or a son of a gun, and you’re revealing even more modern ‘sailor talk’; all of these terms come from the world of boating. Cunning treasure ships in the days of piracy only showed their ‘true colours’ (the flag they sailed under) after making sure that others ships in the vicinity weren’t set on plunder. To ‘pipe down’ was literally to tell sailors to go to sleep at the end of their shift. The First Mate would let them stay up for a while gambling or telling

stories, but after a while he’d sound his whistle to signal lights out. Overbearing people cut off your sentences, just like an ‘overbearing’ ship sails into the ill-mannered position of blocking the breeze for another boat’s sails. As for the cannon references, there was nothing more dangerous than a loose cannon smashing about on deck in a storm, and a ‘son of a gun’ was a baby born on a ship, where the surgeon-doctor’s quarters were amid the gun decks. You could ‘turn a blind eye’ to this nautical language, but you’d just be referencing Admiral Nelson, who deliberately looked through his telescope at the signals to retreat with his ‘blind eye’ at Trafalgar, and went on to score a major victory. They’d rather have accessed the ‘slush fund’, however; the quartermaster of many ships would save the dregs of every keg, bottle and unfinished cup of beer and liquor, pouring it all into one barrel of ‘slush’ to keep the crew happy with drinks even if the voyage

ran long. From a ‘square meal’ (foursided ship’s crackers with salted beef on top) to ‘passing with flying colours’ (getting through a sea battle without your flag being shot to pieces), nautical and boating terms are a huge part of English vernacular. We owe it all to our sailing ancestors, who gave us far more in terms of language than ‘salty’ verbiage for use in times of trouble! ¢

Our last supporting virtue was tolerance. “At the end of our focus on our supporting virtue, we celebrate students who have been role models in that area. The Virtues Project helps Paparoa

School students to be the best person they can be and prepares them for their future,” said Mr Schuster. “It has inspired and mobilised people worldwide to commit acts of service and generosity, to heal violence with virtues in more than 100 countries. Mr Schuster said The Virtues Project was founded in Canada in 1991 by Linda Kavelin-Popov, Dr Dan Popov and John Kavelin. “It was honoured by the United Nations during the International Year of the Family as a global model programme for families of all cultures.” ¢

Hydraulic excavators are the driving force behind most modern construction, with their action that mimics that movement of a human arm substituting pistons and hoses for muscles. The father of this technology was inspired by watching a water wheel while on a fishing trip in the 1840s. Sir William Armstrong noted that the wheel wasted much of the power of the river he was standing in, and wondered if a system of pipes would help channel the flow. That led him to look at the works of earlier experimenters, like Da Vinci and the ancient Greeks and Romans, who had developed musical instruments powered by water pressure. Fellow Englishman Joseph Bramah had invented the hydraulic press two almost half a century earlier. Still, Armstrong became convinced that the future of hydraulics wasn’t in pushing down, but in lifting things up. He developed a system for the port of Newcastle, where the city’s new piped water system had its massive back pressure tapped to power cranes to unload ships. These were so much more efficient than the steam cranes they replaced that Armstrong began to explore other ways to build on his

hydraulic business. While he also used his knowledge of pressure in pipes to create more efficient army and navy guns, Armstrong developed the first hydraulic excavator in the 1880s, using it to excavate the docks at Hull. It was an ungainly steam-powered monster, but it chewed through dirt and rock, like nothing before. Ultimately the design was improved by the Kilgore company, who did away with Armstrong’s extra chains and gears, developing the ‘opposing piston’ hydraulic set up we see today. Kilgore may have beaten him to the punch there. Still, Armstrong’s hydraulic works reached their pinnacle in 1894, when the company he’d helped found deployed gigantic new hydraulic accumulators, steam-powered pumps and giant pistons to build London’s Tower Bridge, perhaps the city’s most famous landmark. Downsizing those

accumulators, replacing water and other fluids with modern hydraulic fluids and switching diesel power for steam led to the miniaturisation and versatility of the excavator, which reached its modern form in the rebuild after the second world war. It’s thought that the first mini excavator, of the kind used on construction sites worldwide, was the Japanese Yanmar YNB300. Space pressures and the need

It’s a question which most motorcyclists consider at some time in their career on the road. What would Batman ride? The obvious choice used to be the fearsome and unhinged Dodge Tomahawk, a V10 Viper engine fitted with a seat and some wheels. But now there’s a new choice for the Caped Crusader, and it’s one that’s worth a look for non-superheroes as well. Witness the madness and genius of the Yamaha Niken GT: three wheels and 850cc of grand touring motorcycle, with the face of an angry robot spider and a name derived from the samurai sword style of the legendary Musashi Miyamoto. Niken means ‘two swords’, you see, and just like the 17th-century martial arts master, you can get more grip and more engagement by doubling your control surfaces. That’s what Yamaha were up to when they one-upped the Can-Am Spyder and put the engine from the award winning MT-09 in a higher, wider frame with two tyres at the front. Riders report that there’s just that much more grip with extra rubber on the deck, and that despite having an advanced dual suspension system to iron out the bumps, there’s still ample feel through the wide-set handlebars. Twisting mountain roads are the natural habitat of the Niken GT, which, despite appearances, is capable of leaning way down until the ends of its foot pegs evaporate in a hail of sparks.

This is really an exercise in Yamaha stepping outside the box. The temptation to make their next bike bigger, stronger, faster and more brutal has been sidestepped, and, in truth, if you want brutality or sheer speed, Yamaha will not leave you wanting. This is a reimagining of the whole motorcycle concept, with a hearty dash of cyberpunk anime inspiration to its styling, and an inyour-face aesthetic which emphasises rather than hides away its focal point. Or points, plural. The Niken GT is not a beginner’s bike with training wheels. It’s not a big soft touring trike for scenery appreciators, either. It’s something new, which (and we can’t state this enough) is not an affront to your Harley Davidson’s traditional design, in the same way that a chopped Baja bug is not a slap in the face for the Mercedes S Class. It’s a challenge, which began when Yamaha’s engineers were invited to try something new, and which now sits there like a jalapeno cocktail in a world of same-same pale ales, daring you to give it a go. ¢

The Kauri Coast Recreational Society is a local community organisation that operates the multi-purpose sports facility at Memorial Park in Dargaville. To help us grow and develop Sportsville Dargaville, we need experienced members of the public to join our Board. It currently consists of five appointed independent board members and two members elected by stakeholder groups. We are currently seeking applications for two of the independent board positions and one elected by stakeholder groups. There is currently a vacancy on the Board for an appointed member and Richard Alspach is also retiring from the board as an appointed board member.
