Savea Benjamin Davies Saua and Erin Mooney were named King and Queen, and staff member Jocelyn McKenzie who assisted the student run Ball Committee, says she was very pleased with how the night went. “I was really proud of the students who organised the event. They did a fantastic job and the evening went really smoothly. There was a great atmosphere and all of the students looked fantastic.  Head chef Jess Worshell from the Three Furlongs Bar and Grill in Kaiwaka held a ‘Gingerbread Man’ workshop for local children during the school holidays. The children helped make the dough, cut out and bake their biscuit and then they decorated them as they pleased. “Kaiwaka is a great community and this was a good way to give the children something different to do and to give their parents a break as well. It was lots of fun and we had all sorts of colours and ideas happening. We have more things planned for the next school holidays,” said Jess.

Maungaturoto residents are calling for an automatic teller machine to be installed in their township as they struggle to bridge the gap left as a result of the money exchange closing down last month.

Tokatoka residents Peter and Sara Ball are involved in an international education programme giving Chinese students the opportunity to experience a typical day on a dairy farm.

Maungaturoto resident and treasurer of the Maungaturoto Residents Association, Brett Strong, has taken it upon himself to make enquiries about getting an ATM installed.

“The biggest problem is not having anywhere to deposit your cash or cheques. I run a small business and I often get paid in cheques,” said Mr Strong.

“A lot of people prefer to deal in cash rather than electronic transactions and I think it would attract more visitors to our town.

I think it will be an added bonus to the town and as a small rural town we have to make the most of everyone who comes through.”

Community in safe hands  by Ayla Miller

The new civil defence community response group coordinators for Dargaville, Linzei Foster and Joss Burrows, are bringing with them real life experience in emergency situations.

Ms Foster experienced the Christchurch earthquakes whilst Ms Burrows grew up in a war zone in Pakistan.

Ms Foster says she has always been the sort of person to prepare for the worst.

“When my daughter was born I started preparing, then we went through the Christchurch earthquake and it all came into play.

A group of parents have recently graduated with a new set of skills from The Incredible Years programme and are keen to encourage others to do the same.

The Department of Conservation is issuing a timely reminder to stay away from seals as sightings increase with the onset of winter.

Seals often come ashore to rest when sea conditions are rough and Kauri Coast Department of Conservation community ranger, Ashley Hellman, says they advise members of the public not to approach them.

“We are very glad when the public notice stranded animals and call us.

That’s exactly the right thing to do, however we don’t advise anyone to approach them.

“If the seal is injured or is acting strangely, or if it is in a situation that is dangerous to people or the animal please call DoC and we will take it from there.”

Seals are resilient, and although their injuries may seem severe, they can recover from serious wounds.

DOC’s policy is based on minimum intervention unless a fur seal is in obvious distress or pain.

There are an estimated 100,000 to 200,000 New Zealand fur seals living around the New Zealand coastline.

This population is a small percentage of the estimated two million New Zealand fur seals that were alive before the period of intense hunting in the early 1800s.

Farewell to a fearless advocate In recent years, Mr Guest became nationally known for his incisive Be My Guest newspaper column which appeared regularly in this newspaper and other rural publications throughout New Zealand.

Mr Guest was also a fearless advocate for change as the last elected Kaipara District Council became embroiled in controversy over the Mangawhai wastewater scheme, going so far as to form a new political grouping to combat what he saw as questionable council decisions — those that ultimately led to the appointment of commissioners to run Kaipara’s affairs.

Farmers of New Zealand chairman, Ian Walker, described Mr Guest as “one constant in farming advocacy in New Zealand.

“For many farming families Bill was their saviour. Governments, banks, lawyers, and stock companies are but a few to have experienced the tenacious fighting spirit Bill brought to protecting farmer and rural rights. For many a campaign running low on funds he had opened his own cheque book to keep it on track.

“He was instrumental in achieving changes to legislation requiring the then

NZ Dairy Board to undergo accountability and performance reviews; initiated amendments to the Waitangi Tribunal Act ensuring freehold land could not be returned to claimants; led the protests during the Weddel receivership; led many a campaign defending property rights, in particular the Aranga dispute, the Whangapae land dispute, the Far North District Plan, and also the plight of the Waikare oyster farmers.

“He also became an exper t in employment law dealing with hundreds of employment disputes each year in his role as Operations Director.”

Mr Guest was 70 years old, survived by his wife Glenis, a loved father and father-in-law of Rhonda and Stuart Uren, Jason, Lana, Michael-deceased, Emma, Samuel and Isabelle. 

I think many members of the public will be aware that our lawn mower was stolen from the centre; the thieves had to smash the fibrolite to get into where the mower was kept.

To replace the mower and repair the damage has cost us just over $1000, we can’t afford insurance as all our funds go to food, medication, fuel and maintenance.

We are well aware how the thieves knew we had a mower but I hoped that even these people would not steal from us, stealing from the Centre is stealing from our native birds, I even felt that someone would have said take that back to the Centre as this is one place you leave alone but I guess it takes all sorts to make the world go around.

We have been supported of our loss by some very kind people and can replace and repair the damage; we will do a report about this at a later date so keep an eye on the Advocate to see who helped us.

We had a total of eight hawks, one was an older male that had lost half its right leg, when we received him he was very thin but in good condition, I think he went through a stage where food was hard to find, most of the hawks were also very skinny, with the hot spell it created a food shortage and forced the hawks to take risks, all had slight injury’s so after plenty of fresh food and clean water they have been released.

Two other kiwi had been caught in traps which caused damaged to their toes, last week the female Kiwi was able to be released back into the wild, the male is around one year old and he will be with us for another 3-4 weeks before being released.

Where It’s Easy to Live Road Works for July 2016

PUBLIC NOTICE – Broadspectrum NZ Ltd, Kaipara Branch is continuing their full network round of glyphosate roadside vegetation spraying. The spraying contractor of Broadspectrum NZ Ltd is performing vegetation growth control and roadside spraying alongside sealed and unsealed roads in the Kaipara District. Please refer to program below for location of spraying which is subject to weather conditions.

Drivers are advised to take extra care where work is being carried out on roads, regardless of whether there is a special speed restriction.

Routine works during July include pothole repairs on unsealed and sealed roadways, as they are identified, and clearing culvert inlets and outlets.

Maintenance patrols have been replacing many reflective edge marker pegs and this will continue as well as replacements and repairs to road signs.

Brigade celebrates 50 years A fierce competition

 The Northern Wairoa Taniwha team give their all during a haka before their game against the Whangarei Bears. The Taniwha finals results saw the Bay of Islands team beat the Whangarei Grizzlies 17–15. Mangonui came third against Hokianga, with Northern Wairoa taking fifth place against the Whangarei Bears. Rodney/Otamatea came seventh against the President’s team. JMB club president, Graham Hutchings, says the Northern Wairoa team had a great time together over the week. “They all loved the experience and we had seven boys make it into the Roller Mills trial team.” The 2017 tournament will be held in Taipa.

 The Mangawhai Volunteer Fire Brigade recognised 50 years of service with an open day for the public followed by an honours’ night. 80 people attended the jubilee celebrations including past and present brigade members where several medals and certificates were presented including a five-year service medal. “It was really nice to celebrate the jubilee and presentations. We have about 20 volunteer members at present and are always looking for more. Anyone interested in joining the brigade can see myself or Maurie Doughty at the station,” said Station officer Rob Leslie.

“If your details need updating, make the changes on the form and send it back in the enclosed return envelope. It’s important that we get people enrolled at the correct address and ready to have their say.

We used to talk a lot about “Town Planning”.

Today the term has been replaced by names such as “Structure Planning” and “Master Planning”.

Throughout our towns and villages in the Kaipara District, such planning is once again in vogue.

Some has been spurred on by growth, Mangawhai being the key example. Without some overall planning, Mangawhai will continue to develop in a disjointed way.

Council has budgeted $180,000 this year to fund a town planning exercise in Mangawhai.

Some has been spurred on by the need for renewal. Dargaville fits that picture.

The council will invest part of the overall Community Development budget which is $120,000.

In our villages, Council staff are engaging to assist community led street scaping and public space development projects. It is great seeing these partnerships emerging.

The Council and Te Uri O Hau Settlement Trust recently signed a Memorandum of Understanding (MOU). The MOU is built upon the spirit of partnership derived from the Treaty of Waitangi, and the mana whenua relationship that Te Uri O Hau have with much of the region that the Kaipara District Council governs. The MOU identifies the matters of common interest and the matters that the Council should consult Te Uri O Hau over.

Legislation obliges Council to consult with mana whenua over certain matters. Council values its relationship with Te Uri O Hau.

Memorandum of Understanding in the making with Te Roroa Te Roroa and Council are in the process of drafting up an MOU also. Te Roroa have considerable ancestral and current relationships with the Waipoua Forest, and with the Taharoa Domain.

Taharoa Domain Management Plan The Council is continuing to review options with respect to the Management Plan for the Taharoa Domain. A Draft Management Plan was tabled late last year and put out to the community for consultation. Hundreds of submissions were received.

Submitters had views on the use of the lakes that were from one end of the spectrum to the other. There was common ground also, especially around the special nature of the lakes and the importance of keeping them prestine and free from weeds.

The Governance Body of the Taharoa Domain Committee, made up of Alan Nesbit, Ric Parore, Peter Winder (Chair) and myself are hopeful that we can make some final decisions in this coming month.

Commissioner Winder to continue to assist the Council post elections Commissioner Peter Winder has been appointed by the Associate Minister of Local Government, Hon. Louise Upston, to manage for the Council certain historic legal matters that may still be in play after elections are held in October this year.

Peter has been a Commissioner since September 2012, and is well placed to fulfil this role. While the issues are complex, the Council’s legal team is doing the detailed work. I expect Peter’s time commitment as the overall manager of the process to be a day or two each month.

Nominations open for Council Mayor and Councillors The nominating period has opened for those seeking to stand for election to the Kaipara District Council, the Northland Regional Council, or the Northland District Health Board.

Information evenings sponsored by the Kaipara District Council and the Northland Regional Council are being held for prospective candidates and interested people from Kaipara on 1 August at the Dargaville Town Hall, 5.30 pm, and on 2 August at the Kaiwaka Sports Complex, 12.30 pm. Moving Kaipara forward

Peter Wethey became a Kaipara ratepayer 15-years-ago and moved to Mangawhai permanently three years ago with his wife Jane. He is a candidate for the Kaipara District Council, Otamatea ward in the upcoming elections.

A passion for small town New Zealand has motivated past governance officer Anna Curnow to run in the upcoming Kaipara District Council elections for the West Coast central ward.

“I believe I have the governance and financial literacy skills, together with business acumen, to be an effective councillor. I stand for transparency and accountability; consultation, collaboration and communication,” said Mr Wethey.

“I support planned development and infrastructure, underpinned by responsible financial policies and I have a keen interest in environmental matters. I have been a community advisor on two KDC projects addressing water quality in the Mangawhai area, where my chemistry degree was of value to the panel.”

Mr Wethey says he fell in love with Mangawhai because of the wide variety of benefits that it has to offer, from its pristine beaches and harbour to its recreational facilities and the family orientated vibrant community.

“The increase in building activity throughout Otamatea and particularly in the Mangawhai area, has the potential to put stress on both the infrastructure and the environment. I want to be part of the solution and drive a coherent planning process around this development. I am committed to representing the interests

His experience includes managerial roles in the pulp and paper and meat industries, developing international markets, and running his own business.

This move is a natural progression for Ms Curnow who worked with the KDC commissioners for two-and-a-half years and believes this experience will offer a sense of continuity during the transition back to a democratically elected council.

“I get quite hot under the collar when people suggest small town New Zealand is doomed. I think we are only doomed if we allow it, otherwise we can be thoroughly successful,” she says.

Since leaving her role at the council she has been working with Northland Inc on the Northland Economic Action Plan.

“Kaipara’s future is strongly connected to the future of Northland so we need to be at all the right tables and be in all the right conversations.

There is a lot happening in Northland and Kaipara needs to be right in the middle of it.”

She believes the council can avoid the mistakes of the past through paying attention to detail and maintaining financial responsibility.

“I understand the level of responsibility and accountability that governance entails. I think I also bring real positivity. I can see there

is a future for us, we just need to get organised and make it happen.”

Ms Curnow currently lives in Ruawai with her dairy farmer partner Garth and has two daughters.

An ocean adventure  by Ann Morgan

The Sports Leadership class and other outdoor adventure seekers from Otamatea High School braved the winter weather for a week of learning how to sail a tall ship.

 Students from Otamatea High School participated in different activities on the Youth Development Voyage

The twelve students and four crew made the voyage on the R Tucker Thompson down the east coast from Opua in the Bay of Islands to Marsden Cove.

Three of the trainees, including Rita Hames — OHS head girl, participated in the Youth Development Voyage last year, and Rita said they loved it so much they were keen to do the adventure again.

“This year the weather was a bit ‘wilder’ but that meant we got to put the sails up which was amazing,” said Rita.

“It was a real bonus being able to journey down the coast and see the sights from the water instead of from land.”

The trainees participated in different activities on board the vessel including climbing the rigging, setting the sails,

meal preparation, cleaning the head (toilet), and the brass.

“We thought it was a great way to spend the first week of the holidays.

One of the highlights for me was the early morning swims, snorkelling in a reef, and getting the chance to hand feed fish and I enjoyed the camaraderie on board the ship,” said Rita.

The students were picked up in Marsden Cove by their parents. This gave them an opportunity inspect the small space the students had called home for a week.

Rita’s mother Libby Jones said “the ship’s crew were enthusiastic about the great group of students, and the caring and support they showed for each other especially when the sea sick tablets were not working so well.”  Northpower Electric Power Trust

Burglaries under investigation

Investigators believe the recent spate of commercial burglaries is likely to be related to a similar series of break-ins which occurred in the area two weeks ago.

Six local businesses were broken into between Friday, July 15 and Saturday, July 16 including Dargaville Bowls Club, Kauri Coast Laundrette, B’Arch Wear, McKay Industries, Fish Factory Youth Centre and Greenways Trust.

Dargaville Police senior sergeant Rob Huys says he would like to reassure the community this case is a priority.

“We are putting every available resource into identifying who is responsible. This is deplorable and law-abiding people who are simply trying to make a living and a difference to Dargaville have been hit here,” says Dargaville Police senior sergeant Rob Huys.

“The local bowls club was due to have a tournament the following day, and because of this they had to cancel.

“The Greenways Trust and Fish Factory Youth Centre are all about helping people — and here we have someone breaking in, taking money and smashing a computer. Likewise with the other businesses, they are law-abiding people trying to make a living and someone has broken in and stolen from them.

“We have conducted a forensic scene examination at each of the addresses and have a number of enquiries underway. As much as I’d like to tell the community exactly what we are doing to catch these people, I don’t want to compromise our

investigation, but I can say that we are doing everything possible to stop those responsible and hold them to account,” he says.

Police would like to urge the community to report any suspicious activity, cars or persons in the area by calling 111 immediately. Anonymous information can also be given to Crimestoppers on 0800 555 111.

Businesses are also urged to remove cash off-site wherever possible.

Tutor and artist Elena Nikolaeva says the students were ‘delighted’ when they saw the finished picture.

“We didn’t show them what it should be. Each student painted it in their own style and colours and then we put the panels together. You could see the delight on the faces of our students when they saw the whole picture of Mangawhai Harbour.

“Everyone had their own different styles and different colours but somehow it worked beautifully all together.”

For many of the attendants this was their first formal artistic experience which Elena says is part of Mangawhai Artists Inc plan to engage the whole community.

“This workshop was for artists of different levels. Art is part of culture and life. We need to express ourselves and many people can do this through art.”

The Mangawhai Artists Inc are an active group with over 100 members and Elena says they are always growing.

“We are quite pleased with the result of this workshop and we will probably do another communal work again.

We like the idea that each artist is a part of that work.” The workshop was supported by a Creative Communities grant from the Kaipara District Council

and the gallery will hold more similar tutorials in the future, making the most of the quieter time in the gallery over the winter months. 

Providing exhibitions that are relevant to those living and visiting Mangawhai is the main goal of Mangawhai Museum according to exhibition coordinator Grant Mitchell and the most recent exhibition telling of late artist John Foster’s life aims to do just that.

 ‘A Life in Colour’ exhibition at the Mangawhai Museum has proved popular with residents

The exhibition opened on July 16 with a well attended evening for Friends of the Museum.

John Foster was a New Zealand artist and farmer who spent several years living in Mangawhai Heads before he died in 2003.

Mr Mitchell says so far there has been a good response to the ‘Life in Colour’ exhibition.

“People find it quite spectacular. It is very different to what they are used to.

It has been good to relate the story of John Foster to his work rather than to just show his paintings and his murals.”

Mr Mitchell says the exhibition is an incentive for locals to revisit the museum and it will run until March next year to ensure visitors over summer have the chance to view it as well.

“There has been a lot of support from the community to get the museum up and running and from external organisations who have given us grants to do specific activities. This exhibition was sponsored by Pub Charities.

Mr Mitchell says it is important for a community to have interesting things happening within it.

“I think that gives it more community cohesion. The museum really focusses on not being a just pioneer museum but on the stories of Mangawhai and the surrounding areas so it has relevance to the people who live here.” 

The Property (Relationships) Act 1976 applies in the same way to married, civil union and de facto couples. A de facto relationship means a relationship between a woman and a man, or a woman and a woman, or a man and a man, who live together as a couple, but are not married to each other, and are both 18 and older.

New laws that came into effect in 2002 extended the equal-sharing rules so that they now apply not only when a marriage, civil union or de facto relationship breaks up, but also when one of the couple dies.

In that case, the surviving spouse or partner has the choice of either having the relationship property divided under the rules in the Property (Relationships) Act 1976, or receiving whatever that spouse or partner is entitled to under the deceased’s Will or, if there is no Will, under the rules of the Administration Act 1969. The rules of the Administration Act sets out who will receive the deceased’s property. If there is a spouse or partner and also children, the

spouse or partner will receive all the personal chattels, the first $155,000 of the estate and a one-third share of the remaining property. The other two thirds, if any, go to the children.

If there is a spouse or partner, no children but surviving parents, the spouse or partner receives all the personal chattels, the first $155,000 of the estate and two thirds of the remaining property, with one third if any, going to the surviving parents.

It is clear from the above that should you die without leaving a Will then essentially your property may not end up where you may have intended it to go. Your children may not receive any entitlement from your estate. The law says who has the right to deal with your estate, distribute it and to whom it will go to. We recommend you put a Will in place and, if you have a Will in place, review it on a regular basis. We live in a capricious world — where the forces of nature can still overcome the best of modern technology and engineering. It doesn’t take a massive natural disaster like the earthquakes which rocked Christchurch to create a crisis — recent years have seen storms and floods considered minor by global standards wreak havoc on the rural North.

This is never more true than in winter, and especially for those whose farming life and work puts them relatively far away from both neighbours and emergency services. Civil Defense has a host of good advice about preparedness, but their four step programme is a great place to begin.

First, think about and educate yourself about possible disasters you may face.

Sometimes this means seeing trouble coming and acting now to stop it. An example would be noting a tree which could fall on power lines and bringing in help to prune it back. Secondly, get the family on board with an emergency plan.

What would you do in a storm which tore off your home’s roof? Where would you meet up if you had to evacuate?

And what’s your plan of escape if flood waters threaten your home? These are all dire emergencies, but considering them now could save lives.

Thirdly, assemble a survival kit for your home. Remember that power could be out for days after a big storm, so serious preppers will consider items like generators, chainsaws to cut fallen timber, and fuel for all-terrain vehicles such as quads, handy to get through where utes and SUVs may fail. The basics — torch, radio, blankets, water, food, can opener and first aid kit remain standard. If you are on medication don’t

forget it. Lastly, put together an evac kit for each family member — a backpack with vital items (including spare glasses, hearing aids and insulin for those who need them) to grab at a moment’s notice should a full evacuation be called for.

Alongside insurance, which protects your financial assets, taking time to plan these steps can protect your family, which is even more important. Don’t neglect to plan for your pets as well!

When disaster strikes — whether in the form of small but costly machinery breakdowns, or on the larger stage of fire, flood or cyclones — being prepared is vitally important. But knowing what to do next is equally urgent in an emergency.

When the problem is on a large scale, emergency services will swing into action, but it may take some time for them to reach rural areas. Stay tuned to the emergency broadcast channels — for the north Kaipara, this can be found on 981 AM or 101.5 AM, and for the east and south Kaipara on 837 AM or 104.4 FM — alternatively try 101.2

If an evacuation is planned, assess whether it is possible to safely meet up with mobilised emergency forces.

As disasters on this scale can happen unexpectedly, family members may be at school, at work or away for other reasons when the call goes out to take action.

If this happens, authorities stress that it’s best to follow the plan rather than try to follow your natural instinct and attempt to ‘rescue’ family and friends who are likely already taking precautions of their own. Schools, for example, have well rehearsed, well thought out disaster survival strategies, and so should workplaces. This is especially true in a flood scenario, where avoidable or ill-advised trips in vehicles account for accidents and even deaths.
