p Greenways Trust in Dargaville were given a new ute last week from the Rodney Health Charitable Trust. The ute will be based at their depot and help with jobs like delivering firewood, and section and garage cleaning. Greenways Trust general manager Diane Fowlie said that “in our strategic planning we actually looked at buying a ute and then we got asked to apply for this, so it was perfect timing for us. Planning is underway to revitalise the Pouto community by attracting new families to the area, along with better roads, high speed broadband and tourism facilities.

Dargaville Museum has welcomed new manager Maree Saunders who has taken on the position after being contracted as weekend manager for the last six months.

The project led by Te Uri O Hau is focussed on a vision and action plan development.

Waikaretu Marae spokesman Colin French said that it’s about ”trying to get the community going forward again,” with a big focus on getting families back to Pouto, by creating more jobs and updating things like broadband and roading.

Another focus is tourism.

“Pouto is a tourist destination and strategies need to be put in place to look after the environment as well as enable tourists to have a good time.“ Over the years there have been various projects to boost Pouto and at the latest community meeting “the general feeling was quite positive. This is the closest we’ve been to a result in a long time. It’s definitely worth while carrying on,” said Colin. p The meeting was attended by representatives from the Pouto community, Te Uri o Hau, Kaipara District Council, Northland Regional Council and Fonterra. A draft plan copy has been handed out to the community to review and add to.

Born in Raglan, Maree has spent the last 35 years living in the Dargaville area where she settled after moving from the bright lights of Auckland to raise a family in the country.

After starting her career as a draftsperson, Maree studied design in Auckland and worked in furniture, interior and architectural design.

After completing a Bachelor of Fine Arts in 2001 she was appointed assistant curator and education coordinator at the Whangarei Art Museum in 2003, where she worked over two engagements until 2013.

“I’m looking forward to the challenges and rewards of running a large volunteerbased museum,” Maree says.

“I’m very happy to take on the role of manager of a museum that the visitors love and are totally impressed by. Over the coming years it will be going through a transition period with projects such as an upgrading the museum’s environment to stabilise air quality and temperature, hopefully, with the help from funding grants.

“I have always loved old things that were once cutting-edge technology and so feel very at home here at the Dargaville Museum.” Maree said a challenge the museum faces is recruiting more volunteers who will bring skills acquired through their various careers to

Roading overview continues u by Joanna Manson

The Kaipara District Council hosted six public meetings last week with Maungaturoto boasting the highest turnout. Each of the roading meetings gave an overview of roading in Kaipara and an insight into challenges and ideas ahead.

Mayor Greg Gent and KDC Infrastructure manager Curt Martin worked through a slideshow presentation at each of the meetings as an update on the current roading situation and a look back at the history network maintenance costs over the last 10 years.

Mr Gent reflected on the debt following the 2010/2011 final year of the previous elected council saying “two things happened; one was the rate strikes and two was the realisation hit of the debt blowout particularly from the Mangawhai sewerage scheme.

“Debt at that time was about $80 million, now we’re down to around $60 million.”

Clarification around road classifications under the One Network Road Classification system was also explained.

While 28% of roads in Kaipara were sealed 72% remained unsealed with 79% of Kaipara roads classified as ‘access and low volume roads.’

“If you were to drive from Dargaville to Wellington and back, you would be 20km short of the distance of the total Kaipara road network,” he said.

Mr Martin explained that for the KDC to be eligible for road funding assistance from NZTA, the council must comply with requirements which focus on economic growth and productivity, road safety and value for money.

However the rates strike and excessive debt over the four years of commissioners on KDC and lack of subsidy from NZTA has meant a huge backlog of maintaining and renewing of the roading network has occurred as well as an increase of logging traffic.

“Council would like to thank the community for their attendance and valuable feedback at the roading meetings. It is obviously a very important issue and we learned some things that will be helpful as we move into our 2018/28 Long Term Planning process,” said Mr Martin.

“We are committed to continuing to work together with the community and another important outcome will be the setting up of community roading groups as we move forward,” said Mr Gent.

The Dargaville Community Development Board is holding a welcome event to all new business owners and residents during the last 12 months, on Thursday, July 20, 3pm–5pm in the Dargaville town hall.

“We think it’s important for new residents and business owners to feel part of our community and understand how all the community organisations integrate and collaborate with each other for the benefit of all,” said development manager Lorraine Davidson.

It’s the first event of its kind, as the board has noticed an influx of new residents to Dargaville and it’s outer farming areas.

“New business and residents are great because people bring new experiences and a range of skills that will be a valuable contribution to the community, so we’d love to meet them and welcome them.”

One of the new owners of Norfolk Court Home and Hospital John Wade, said that it will be a good opportunity to network and develop relations and connections with a range of people from the community. “It’s a really good idea and we plan to be there.”

The event will include a welcome from the Kaipara District Council Mayor, Greg Gent and chair persons from the Dargaville Business Forum, Kauri Promotions Society and the Dargaville Community Development Board.

“The draft of the district council’s reserve management plan attracted more than 1,000 submissions with general support for revegetation, weed and pest control and the restoration of the native flora and fauna. Iwi also wanted to see the lakes’ ecosystem and traditional fishery restored.”

He said after summer’s initial informal public feedback, several changes had been made to the regional council draft including: Allowing boats in the nook at the north-west end of Lake Taharoa; extending dedicated swimming areas in Lake Taharoa; rearranging the access lanes so a swimming area can be incorporated on the northern side of the lake and widening the access lane on the northern side of the lake. Lastly it

reduces the five-knot area between the boat ramp and the ski lane to 100m to create a larger area where boats can exceed five knots.

Mr Shepherd says to use the lakes, power-driven vessels would also be required to get a permit for a small fee.

“Fees would be used to help cover the cost of buoys, beacons and other navigation safety costs. These daily or seasonal permits would be available on-site, and would be required before launching.”

“The NRC is keen to ensure any decisions it introduces to fulfill its responsibilities as a regional council are made from the most informed position possible. Public feedback on the proposed navigation safety bylaw is crucial to that.” ¢

We are recommending this simple precaution for all households, including those on public and private water supplies.

Thank you to all who attended the meetings with the Mayor, and for your feedback on our roading network. They were well attended and we received a great deal of valuable input especially around water table maintenance, culverts not being cleaned adequately and road grading concerns. As a result of these meetings we are working towards forming community groups and for all of you who have volunteered or given your contact details we will be in touch in the near future. Some plumbing fittings have the potential to allow minute traces of metals to accumulate in water that is standing in the fittings for several hours.

Although the health risk is small, the Ministry of Health recommends you flush a mugful of water from your drinking-water tap each morning before use to remove any metals which may have dissolved from the plumbing fittings.

Temporary Prohibition of Traffic – Section of Raupo Stopbank

Pursuant to Schedule 10 of the Local Government Act 1974, Kaipara District Council is advising of its intention to restrict traffic along the section of the Raupo Stopbank from the southern end of Westlake Road to Wilson Landing Road.

This is due to safety concerns for vehicles driving along this section of stopbank. The area will be open for walking access.

Gates will shortly be installed to prohibit traffic and traffic will no longer be able to use this area of stopbank from 20 July 2017 to no later than Labour Weekend 2017.

Waste Management and Minimisation Plan 2017-2023

Kaipara District Council is committed to managing and minimising solid waste and protecting the environment by reducing the use of landfills for waste disposal in our District in accordance with the Waste Minimisation Act 2008. As required by the Act, we have reviewed our Waste Management and Minimisation Plan to ensure we continue to work towards our solid waste targets. All routine work is done in cycles across the District. In endeavouring to provide good roads at the most economic cost, sometimes only spot grading and metalling is done as it is about one-quarter of the price of blanket metalling and grading that has tended to be done in the past.

The Long Term Plan 2018 – 2028

Community involvement in the District’s 10-year-plan will be starting early for the 2018-28 LTP. In addition to formal consultation which will take place in 2018, and issuing a Consultation Document to get community input on key issues and decisions, Council will be adding an extra step; early community engagement. Council is taking this approach because we want to get a better picture of what the community wants before we develop the plan. It’s about gathering ideas, knowledge and information from our community and feeding that into the process early on. Earlier engagement will give us time to consider projects, costs and options and review existing asset management plans and work programmes to inform the LTP process.

The Dargaville High School Building Academy is gaining plenty of hands-on experience thanks to a building company’s support under the watchful guidance of tutor Tim Pratt.

Students are getting hands-on experience in construction of a Jennian Homes house in Huia Crescent since May, with eight academy members involved.

“We first met Jennian Homes at the Northland field days in Dargaville last year and we’ve been involved ever since.

They seem to be happy so far so that’s pretty cool,” said Tim. He hopes to maintain the relationship with the organisation and says it’s a “real bonus” for the building academy.

As construction take place the students and Tim must make sure work is of a high standard to meet the standards of building

inspectors who visit the site regularly.

This year is Tim’s seventh year tutoring and training 17–18 year-olds who were chosen to complete on-the-job training and theory work.

“The academy is one of the greatest things out — I feel proud of the students and it gives them an opportunity in life they otherwise might not have had.

There are three builders in the area who take students out of the academy here in Dargaville, and also in Maungaturoto and Mangawhai.”

At the end of this year 57 students are expected to have completed the DHS academy course with 33 going on to complete building apprenticeships. ¢

p The Northern Wairoa based Tropex Netball Academy recently won a training kit that includes: team bibs, drink bottles, new match balls, first aid kits and more, through the ANZ Netball Dream Delivery programme. Kath Nathan, who applied for the programme was thrilled to have the gear for the players and develop netball skills in both the senior and junior teams.

Winter cookery is a hot topic right now. Traditional dishes such as hearty roasts, bubbling crock pots of stew and casserole, exotic slow-cooked tandoori chicken and warming soups have been given a new lease of life by celebrity chefs and competitive cooking shows. We’re all aware of ingredients which used to be the preserve of fancy restaurants, and techniques which were utterly unknown to our grandparents.

That means there’s no excuse for boring winter fare. But it also means that there’s a new must-have in the modern kitchen — the gas flame. Electric or induction hobs are convenient, but all those masters of the white hat and apron use gas. Precise and tactile, it’s used for much more than just caramelising the top of a creme brulee these days. And those who consider gas for their kitchen will be tempted to look at other areas of the home as well, comparing the costs and benefits of gas against electricity in the areas of heating and water heating when it’s time to build or renovate.

Winter is when it really hits home — when up to a third of the power bill in a modern home can be spent just on heating water. That’s not just to wash all the dishes from the prospective Ramsays and Olivers in the kitchen.

The need for hot showers and baths, and the desire to enjoy them for longer means that the traditional water cylinder gets a workout. For those with smaller families, a gas califont can prove more economical than heating a large volume of water at once. And for those with a big queue for the bathroom, a califont, conversely, means there’s no such thing as being the tail-end shower user who only gets two minutes of warmth before

It’s inevitable — despite the rain, cold, damp and occasional hail of recent weeks, you’ll have to go outside sometime.

Whether it’s to work, to take the kids to school or simply to replenish the supplies in the pantry, it’s a fact that even the most dedicated ‘hibernator’ will have to leave the duvet and fireplace behind sometime.

The only answer is to gear up with the right attire — and right away it’s easy to run into problems. A lot of what is supposed to look great in winter has the thermal properties of damp cardboard.

Style over substance is one thing, but winter weather calls for the hard-won lessons of our ancestors. Let’s face it — they either wrapped up warm or actually perished in colonial times. That’s why we

know that the staples of a true country Kiwi wardrobe owe more to the house of Dagg than the house of Chanel.

Real wool thermal long johns may not be the toast of Parisian runways, but they aren’t ever going to be seen in public barring disaster. The ones used for jogging in summer are flimsy things compared to the thick, lanolinscented woollen beasts designed to slip into a pair of gumboots and keep a farmer’s toes warm during an early morning lambing round. While we’re talking farming, there’s a reason that the old-school Swanndri or Swazi bush shirt is a stereotype. It works. Puffed up jackets made of shiny polymers pale in

comparison to the classic ‘swanni’ and long oilskins combo.

Our forebears would also be pleased to know that we have found a practical use for the possum. They might make a good stew, but they make better gloves.

Which leaves only a hat to complete the picture. A wide-brimmed stockman may look Aussie, but in combination with all the rest you will literally be able to stride about in downpours feeling like you are inside your own little shelter.

And if anyone questions your fashion sense — despite the fact that you’re totally immune to the cold and rain — just point out that country clobber in the cold and damp is positively aristocratic.

Just look at what the Royals wear out on their grouse moors. And as an added bonus, most of this gear is so tough you will be able to leave it to the grandkids. ¢

Northern Wairoa swimmers have received awards at Northland Swimming’s annual presentation.

The Plastic Free Mangawhai group started in June, but already they are gaining momentum and have a goal to have no more single-use plastic items in Mangawhai and Kaiwaka by July 2018.

Carlrine Gillespie won Northland’s Official of the Year Shield. She is the Swimming Northland chair and is going overseas this month to Budapest in Hungary, where she’ll officiate at the FINA World Swimming Championships.

Matty Douglas, a Dargaville Primary School Student, won the Lorraine Holmes Trophy, for swimmers 12 years and under who gain the most points in 50m and 100m finals at Northland Age Group Championships.

Conor Willy, Dargaville High School’s head boy, won two awards for being Northland’s fastest male in the 200m and 50m freestyle.

Their coach Glen Smith said: “I’m really thrilled and it’s been awhile since someone from Northern Wairoa has won a Northland-wide pro prize, so two is really good. Conor has been swimming for a while and is the top of most events he swims in and Matty’s a newcomer and he’s doing really well — an all-rounder really.”

“With an influx of new swimmers joining our existing squad we are hoping to continue successfully representing Northern Wairoa at local, Northland and national levels this season,” said the Dargaville Swim Club secretary Sam Simons. ¢

Kate Matheson started the group in June, after posting a call out on a Mangawhai community facebook page. “So many amazing, creative, passionate people came out of the woodwork,” said Kate. From there, she decided to start the Plastic Free Mangawhai facebook page.

Kate says that there’s already plenty of similar groups and initiatives around and she’s keen to work with them. “The more energy and more groups we have, the more sway for national change.”

Group member Stephanie Gibson was keen to help out. She said that what will help achieve their goal is “education and helping people take those small steps, starting with bags.”

The group also has a goal of making 2,000 reuseable bags in July. Every Tuesday from, 8.30am, volunteers meet at the Frog and Kiwi Restaurant, 6 Molesworth drive and make bags from t-shirts, which they need more of.

T-shirts can be donated to Mangawhai Small Engines, 190 Molesworth Drive, or Frog and Kiwi Restaurant on the Tuesday mornings. Then the group hopes to set up bag stations in shops where reuseable bags can be taken for free and then returned by shoppers.

Residents and businesses in Mangawhai have already got on board with discounts for using reuseable coffee cups, and vow to not use plastic bags.

“We really want to build enough momentum, so when all the visitors come in summer, they can notice a change and get involved,” said Kate. ¢

Mayor’s Message Roading Meetings I write this after just completing the last of the six roading meetings that were held across the district. Meetings were very well attended.

I would like to think ratepayers and residents gained an understanding of the issues that Council is grappling with.

The overwhelming feedback was the lack of water table maintenance and then when it is done, the standard of that work. Culverts not being cleaned to an acceptable standard, and grading were also consistent concerns.

As a result of these meetings we will form community groups that can provide local input to our engineering staff around the priorities for their area and also feedback on how well contracts are being delivered on.

This should get ratepayers much closer to the decisions we need to make in our roading network. A number of attendees at meetings indicated a willingness to be part of such a group in their area and I thank them for that.

We will now have to define what those regions are and ensure we have reasonable coverage of community representation. If you are interested in such a role but could not get to a meeting then please email Sean Mahoney (smahoney@kaipara.govt.nz) your contact details and register your interest. We think these

groups could meet quarterly at the start and as things progress that may be able to be pushed out to three times per annum.

Like almost every decision your Councillors make our debt position is a major consideration.

After leaving some of the meetings I am not sure the reality of our situation was well understood.

In the Local Authority Comparatives table you will see a sample of similar rural district councils and/or our neighbouring councils and their indebtedness. Some of those councils will be on the brink of embarking on a major capital spend, the Far North being a good example but overall Kaipara is unfortunately the outlier. You will see from the sample of smaller councils like Kaipara our debt per ratepayer is over double the average of the group.

That is the reality that your new Councillors have to work within. Our ability to spend additional money on roads that does not carry an NZ Transport Agency (NZTA) subsidy is not an option for us at present.

Artwork incorporating the ‘colours of Kaipara’ has been chosen from 50 entries to feature on the new Kaipara libraries reusable bags.

The Kaipara has a new rock group, thanks to 12 year old Rehutai Fraser. The ‘Dargaville Rocks’ facebook page started in January and now has over 160 members.

A last minute decision to enter the competition meant Emma Mclean took home the top prize and is already looking forward to seeing her design around Kaipara.

“When I saw the brief for the bag design I personally thought it’s sometimes better to be more abstract so I decided to put little icons in it.

The icons are Tane Mahuta, Pouto Lighthouse, jandals and a book using the Kaipara council colours.”

Emma’s design also includes the words ‘eat, shop, read, local, Kaipara’ an idea she says is “evoking that

sense of pride for the area — it brings the whole Kaipara together.”

Dargaville Library manager Lisa Salter said she received “many great entries” especially from school aged children and as a result they decided to create a junior winner as well.

Staff visited Dargaville Primary School during assembly and presented Kayla Shannon with an art book for her winning design. Some of the other entries have been put up on the Dargaville Library Facebook page and bags should be available for sale in Kaipara Libraries in August. ¢

The concept is that participants paint rocks, put their name on the back, hide them in public places and put location hints on the group’s facebook page as they go looking for others.

Rehutai said she loves the idea “because it’s fun and gives us something to do. My mum showed us these other rock sites, so I thought it would be a good idea to start one myself.“ With the group getting bigger everyday she said “I was surprised, I didn’t think many people would actually join.” She says that her mum and siblings, “hide them anywhere, all around town when

we go for walks.” New resident and rocker Sara Burrows helped start Far North Rocks, before moving to Dargaville and said that “the idea is that kids are so plugged into devices these days and it’s a creative way of getting them out in their local community and getting into fitness.”

With school holidays coming up, Sara said that it’s a great opportunity for kids and parents to get into it.

The Dargaville library has a rock painting event on Wednesday, July 19, 10.30–11.30am, with a limit of 20, first in first served. ¢
