Nominations closed on Friday, December 22 and the election will be conducted by postal vote, using the Single Transferable Voting electoral system, under the provisions of the Local Electoral Act 2001 and the Local Electoral Regulations 2001.

Scrutineers will be appointed on Friday, February 26, the day before the election, and while preliminary results will be available soon after the close of voting, the official result will be announced on Wednesday, February 21.

The candidates are: Brian McEwing “I have previously represented Kaipara District as an elected member. Married with five grown daughters and six grandchildren.

Dargaville is my home. My wife and I have a rural background in farming and have previously owned and operated a timber business. Currently I work in agriculture and my wife owns Dargaville Sewing Centre.”

Jason Smith “I am a fifth-generation Kaipara local, Dargaville-born and raised in Ruawai. In the 1990s I developed a successful kauri eco-tourism business on the Ruawai family farm. From 2002 to 2005 I served as CEO of the Kaipara Development Agency, a council controlled organisation, then completed a PhD in economic development public policy. In 2012 I returned to the farm, winning two Ballance Farm Environment Awards (2016).”

Bruce Rogan “I spent 28 years working at IBM both in New Zealand and overseas. I was an IT technician, writing programs and working with operating systems. Later I became an account manager. In later years I was very much involved with staff development. Last year we reached our 50th wedding anniversary. We have two adult children and five grandchildren.

I was a keen squash player for many years and now have two titanium hips as a reminder. My main community service activity in recent years has been leading the Mangawhai Ratepayers Association.”

I am a self-employed project manager, married to Carolyn and we have three adult children. I have over 20 years of senior management experience in both operational and governance aspects of local government and I have civil defence and rural fire experience, previously serving on the Northland Conservation Board. Dargaville Museum — Te Whare Taonga O Tunatahi manager Maree Saunders says she closed the building and grounds temporarily on Friday, January 5 under the fire brigade’s instruction but it was all back up and running by midmorning the next day. “The museum was never in any danger,” she said.

p Arthur Gundy of Leigh Bowling Club participated in the annual Northland Greenkeepers tournament held at the Dargaville Bowling club last week. Thirty teams took part, stretching from Hikurangi to Leigh, including Opononi from the Far North, with Waipu Bowling Club taking home the winning trophy. “The day was very successful with great support from the raffles,” said Dargaville Bowling Club member Viv Webb. Funds from raffles were raised for the New Zealand Greenkeepers Affiliation fees, purchasing diaries which are essential for greenkeeping maintenance, as well as subsidising delegates to attend greenkeepers’ conferences.

p Everything ran like a well-oiled machine at the annual Black Swamp Rod Run which took place in Mangawhai on Saturday, January 6. Despite the weather the day before, 110 car enthusiasts turned up for some family fun, and the sun came out just in time. The procession of hot rods and classic cars cruised to Waipu and back via Mangawhai Heads where the event finished with an afternoon of entertainment.

Well-known Dargaville identity Gary Murdoch says he is ‘blown away’ to receive the Queens Service Medal for his services to Fire and Emergency New Zealand and to the community.

Gary, also known as ‘Maggot’ to his friends, has been involved with the Volunteer Fire Brigade for 52 years and says he never anticipated he would receive such an award.

“You don’t expect it, you don’t ask for it and you don’t do it for this sort of recognition. When you get the letter, it blows you away,” he says. “I’m so bloody proud and my family is chuffed.”

He joined the brigade straight out of the army in 1956 when he was just 18.

His three brothers, were also involved and between them they gave more than 150 years of combined dedication.

These days he helps out around the station doing small but important tasks such as washing uniforms, cleaning and book work.

Dargaville Chief Fire Officer Jeffrey Palmer says “he’s the sort of guy that will do anything for anyone.

“He’s a lovely gentleman who still goes to the station every time the siren goes off. He’s like the station cat — always there.”

Gary was the secretary of the Dargaville Volunteer Fire Brigade for 35 years. He is past president and life member of the Northland Fire Brigade’s Sub-association and served on the executive of the Auckland Provincial Gold Star Association.

He was also committee member and club captain of the Dargaville Rugby and Sports Club, and a member of the management committee of the Northern Wairoa Returned Services Association. ¢

I have worked in Germany, Sicily and development projects in West Africa. In West Africa, I saw how the poor looked to developed countries for a blueprint for their local government.”

Jay Ben Tane “I am born and bred in Dargaville. I am 6th generation. My local iwi is Te Roroa. This is my home town, and has always meant the world to me. I have had a lot of community involvement in my past here in Dargaville and in Helensville, where I spent 11 years. I was helping troubled youth independently and volunteering as a fireman. I was also on the Business Development Board in Helensville, as well as the rugby board.“

Peter Wethey “I was born in Christchurch with my education being through Southland Boys’ High School and Otago University. My business career began in forestry and I later moved into the meat processing industry.

After leaving the corporate world, I bought my own company. I am married to Jane Yates and between us we have five children and eight grandchildren.

I am a member of the golf club, the boating and fishing club and the local ukulele group.”

Craig Woollam “I am a local business owner with my wife Trudi. We have a blended family of five children aged from four to 16 years old. We live on a farm in the Dargaville district.

Currently I am on the Dargaville Business Forum committee and the Dargaville Community Development Board.”

Let’s have a fresh start for Kaipara.

Tena koutou nga tangata o te rohe o Kaipara.

When I first heard about this election and, like you I guess, wondered who would stand and what they would bring to the table, I thought the only certainty is that we want an end to uncertainty. What Kaipara has potentially, is a tremendous future for all of us – and, all of us have the potential to make that happen.

But. It will only happen if we have stable leadership in our Council and the will to move forward with fresh thinking and finding new ways to achieve what we want, and not continue to live with what we don’t want—the past. What we don’t need is a political answer. There isn’t one. What we need is a community answer coming from someone whose family has stood-by the district for five generations and taken every opportunity to help Kaipara’s growth.That’s why I decided to put my name forward and ask you to choose me as your next Mayor.

I am a farmer, like many of you. I know your issues. I have a doctorate in economic development. I was the chief executive of Kaipara Development Agency. I even designed the district’s logo! I also know that there is ready and waiting a massive investment that central government could make in Kaipara if—and it is a big if—they have confidence in us and in our leadership. I want to give them that confidence. And I want to give you the confidence that if you choose me as your Mayor—untried and untested—I will bring every ounce of business acumen and success I have achieved in the private sector to the role of Mayor. Because, right now, I think that is exactly what we—what Kaipara—needs.

The Kai Iwi Lakes Free Open Day is set to hit the shores of Lake Waikare once again and organisers hope it will increase the community’s appreciation for this unique environment.

The Dargaville High School building academy has finished constructing its first house from scratch.

Whitebait Connection Northland Regional Manager Natalie Blandford says the event is one not to be missed.

“It’s a fantastic opportunity for locals and visitors to enjoy the amazing biodiversity of Kai Iwi Lakes through fun activities. By learning about the things that make Kai Iwi Lakes rare and special we are confident people will feel a sense of responsibility and be inspired to help protect the lakes.”

The event is in its sixth year and began as free community-guided snorkel days which have been happening since 2012. In 2013 the event expanded and it was renamed the Kai Iwi Lakes Free Open Day from 2014.

Natalie hopes that people will come away from the event with new skills such as waka ama, day or night snorkelling

and circus acts, as well as a wider appreciation for the lakes.

“We’d like people to get an understanding of the values and significance of the lakes themselves.

We’ve organised short guided walks to give people cultural and biodiversity knowledge bytes about the wider ecosystem and catchment.”

There will also be stands promoting health and safety such as Coastguard North Kaipara, Te Ha Oranga and Te Kopuru Fire Brigade with a safety boat on the water.

The event takes place next to the Lake Waikare Event Centre on Saturday, January 27 from 10.30am-3.30pm.

Night snorkel tours will run from 8-9.30pm - bookings essential. Backup day is Sunday, January 28. ¢

This years eight students, under the guidance of tutor Tim Pratt, have been working on the three bedroom Huia Crescent house since May. It’s owned by the school and will be rented out.

“This has been great job for the guys,” said Tim. “I’m thankful to Jennian homes for giving us the opportunity to do this. I’m really proud of the guys and they should be proud of themselves. Not many high school students get an opportunity to build a house from the ground up.

Five of the 17-18-year-old students have jobs so far, but not all in the building industry, as they are waiting to sit their drivers’ licences. Tim is confident they will all find something.

This now makes 54 graduates from the course, over the last seven years.

Students at the academy are taught how to handle tools, health and safety regulations, complete a first aid course and leave with a Ramset Gun Licence as well as completing half of the New Zealand Carpentry theory course.

Student Josh Low said that he’d been looking forward to doing the course since year 10.

“Its great being able to build something from the ground up. Putting the frame up and using the Ramset gun was my favourite part.” ¢

One of New Zealand’s rarest birds, the New Zealand fairy tern has been boosted by a chick successfully hatching at Mangawhai and the first chick of the 2017/18 breeding season.

With a total population of approximately 40 birds, the New Zealand fairy tern is critically endangered, and has teetered on the brink of extinction since the 1970s.

DOC Mangawhai Fairy Tern ranger, Keven Drew said: “Although it is early days for the chick and the risks are high, we are hopeful he or she will continue to do well and fledge later in summer.”

Fairy terns nest on shell and sand banks just above high tide.

“The birds cannot be transported to predator-free offshore islands because they are very particular about where they nest, and the chicks are not raised

in captivity as they have to be looked after by their parents while they learn how to fish successfully,” said Keven.

A dedicated team of four fairy tern DOC rangers have been busy since September trapping predators near nesting sites and preventing nesting birds from being disturbed by humans.

Once widespread around the North Island and on the eastern South Island, the New Zealand fairy tern now breeds at only four nesting sites; Papakanui Spit; Pakiri Beach; Waipu and Mangawhai sandspits.

Only eleven breeding pairs of birds remain. ¢

Fishing contest boosts school funds u by Paul Campbell

The 18th annual Tinopai Fishing Competition lived up to its reputation as a family day out ‘par excellence’ last Saturday, both out on the harbour and later in the Tinopai School grounds, where plenty of fish were weighed in and prizes handed out.

First in line as the afternoon got underway were youngsters, in anticipation of winning the PlayStation and games for catching the biggest sprat, with nine runners-up receiving Shimano rods and reels.

“The main winner, Braxton Parker, was so blown away, he could hardly speak,” said Tinopai principal, Sonia Kaihe.

“The prizes this year were spectacular to acknowledge the p Visitors from across Kaipara flocked to the Tinopai fishermen — no ladies this year fishing contest — who had all fought for top placings. Kaipara District Council has issued Insanitary Building notices to 15 properties connected to the Kaihu Raw Water Line and are calling a public meeting to discuss ways to rectify the issue.

The notices were issued after the council was advised by the Northland District Health Board that a resident had been consuming water from the historical water line.

This prompted an investigation by the council’s public health team into a number of houses. They established a small portion of those that were connected to the line and had no sufficient alternative potable water supply.

Mr Voelkerling was a well-known figure in Whangarei aviation circles and a member of the local aero club, building the high-performance RV 7 kit-plane in a Whangarei Airport hangar. As a rescue pilot, he had flown scores of missions across Northland and beyond.

“I can ring these guys and if they’re free they’ll come as soon as they can.

It’s a marvellous community in a small place and I’ve never been let down,” says Des. The idea came from local man Wesley Wordsworth who offered to build the main gate, along with a smaller one for the side entrance. He and his wife Marilyn supplied all the materials including the 300x300mm posts, which Wesley made himself for the main entrance.

“He’s a great craftsman and self taught. He hung them so when it came to putting them in, we only needed to dig the holes for the posts and ram in the earth.” Des sourced designs in the area

and the volunteers settled on one for the main gate, which just happened to be one that Wesley had built for his own farm. The group completed the gates in mid-December last year.

“Les Hammond came from Turiwiri to level the ground with his digger first.”

Des says it’s now a matter of getting people used to parking inside the cemetery gates, as parking on the road can be hazardous.

“There’s parking below the cemetery as well, which is always marked.”

The next goal is to get the entrance concreted and Des is hoping someone will come forward and supply the concrete. ¢

The Pick 2017 supreme winners Toby and Libby Evans of Mangawhai, have praised the competition for the assistance it provided with getting their business innovation off the ground.

The competition was organised by Northland Inc and The Orchard with the aim of encouraging business ideas in Northland.

Toby has a background in web development and Libby runs her own marketing coaching business. The couple moved from Auckland 18 months ago to raise their two children, aged two and five, in a smaller community.

“A farming, coastal, country community was always the plan. We really love Northland,” Libby says.

The couple soon became frustrated with not knowing how much tank water they had left and, after discovering a gap in the market for an affordable product to help, they developed a smart tank device and integrated software.

After an in-depth application process they were through to the finals and received four months of intensive business incubation and support. They then had to put together a portfolio, and pitch their idea to a panel of judges.

“It was kind of like the Dragons’ Den but with friendly judges. They were there to support us and asked really thought provoking questions. They were very experienced entrepreneurs themselves and could clearly see the strengths and weaknesses in the product.”

Northpower to invest $30m in UFB expansion Northpower Fibre has achieved another milestone on the Whangarei ultra-fast broadband network – connecting its 10,000th customer.

Mr Mason recently attended the Calix Innovation Awards at which Northpower Fibre received the Innovation in Next Generation Services – its second international innovation award in four years.

On both sides of the district it’s the same — summer comes rolling around each year, and the tourists come rolling in. In Mangawhai, the small and closely knit seaside community undergoes a population explosion, resulting in a boom time for the restaurants, stores and campgrounds. While here in the west, a whole new settlement rises on the shore of the Kai Iwi Lakes, becoming for a brief but exciting time one of the bigger settlements in the region.

Well — only because many of our very small towns are very small indeed. It’s not just the scale of the camping oasis bracketing the lakes which amazes. It’s the way in which the spirit of a proper Kiwi summer holiday means everyone gets along. Assemble this many people in tents elsewhere and one would envision a humanitarian crisis. But in this ‘pop-up’ town there’s no complaints about a lack of modern conveniences.

This year local takeaway food maestros Spudnicks fronted up to the blue waterfront with a caravan, tons of hot chips and oversized beach games for the punters. Paddleboards — ranging in size from the single person to a monster which looked fit to transport a crew of Vikings — were there for hire. And the boaties moored up in the shallows shared the lake peacefully with darting, brightly coloured jet skis and the obligatory attempts at wake-surfing, some more skilled and spectacular than others. It’s too hot, too sunny, too perfect and too laid-back to argue, after all. And that sense of community — even if only under canvas — extended to those willing to lend a helping hand when things went wrong.

A mate’s boat with a fussy starter motor got a friendly tow. Barbecue recipes, fuel and implements were freely traded. Kids met strangers’ kids and immediately began elaborate water-gun war games. The point is this.

where the weather and the waterfront meet to provide a spot of tranquility.

Mayoral candidate Jay Tane is a sixth generation Kaipara ratepayer, of Te Roroa iwi, and has been a volunteer firefighter, a rugby coach and also worked with troubled youth.

Brian McEwing is running for mayor and wants to focus on the basics such as waste, drinking and storm water, refuse and roading, which he believes combined with equal economic development, will see Kaipara flourish.

“My key areas of focus as mayor will be strong leadership, building on efficiency within local government and building relationships with the community.

“We have one of the biggest areas of unsealed roads in Northland and I’d like to see it reduced to create a safer environment for our communities.”

He says he is keen to utilise the right resources to get a better scope on what the council are going to do for the Kaipara in the future.

“I’m sick of standing by and watching people not be held accountable. There has been no change. I want people to realise that the council do care and they aren’t just there to take your money.”

Mr Tane also promises to be hands-on and have an open door policy, and says he is always open to suggestions.

“Council will not survive if people do not pay their rates. I look at ratepayers as shareholders and that’s why I value

their opinion. If you market this place properly there will be growth and growth equals jobs.

“Make your vote count. If you don’t vote you might end up with someone you did not want as your mayor.

“The outcome of this election is the future of the Kaipara District.”

“Both my wife Marion and I are thirdgeneration Kaipara residents. We have been married for 43 years. We have five adult daughters, two more whangai daughters and six grandchildren. Marion has owned the Dargaville Sewing and Curtain Centre for 24 years and my son-in-law Daniel owns Morfett Autos in Dargaville. We love the Kaipara, it is our home,” says Mr McEwing.

“I started out buying a bulldozer to develop farmland. It progressed to doing subdivisions, road construction, different forestry contracts and eventually log contracting. After a spell farming, I owned a small timber processing plant.

Currently I work in the agricultural industry, but having previously been a councillor, I am under no illusion as to the demands on the role of mayor and I am prepared to commit to it fully ‘putting Kaipara first’.”

Mr McEwing was elected to council in the Dargaville Ward in 2004 where he served eight years and says he gained considerable local government experience.

“I quickly realised that you served as a Kaipara District Councillor representing all residents and ratepayers. The mayor’s role especially, is to hear the hopes and aspirations of each individual local community, mould them into the council plans, and see them come to fruition.

“Drawing on my previous experience, I will endeavour to head up a team of councillors, to provide robust, fair and inclusive decision making. Our goal must be to deliver the best possible community outcomes. I am familiar with the needs of rural communities and I understand the planning processes.

“I will focus on the basics, waste, storm and drinking water, refuse, and especially roading. These must be done well, and combined they equal economic development. Community spaces and facilities are important along with emergency and debt management.

Jason Smith takes a long look at Kaipara and likes a lot of what he sees, but believes that with some fresh thinking in council there are many more opportunities out there.

Elected to council in 2016, I reaffirm the commitments I made then of transparency, accountability, consultation, collaboration and communication, to which I have adhered since the 2016 election.

“First, I want to thank the Kaipara Lifestyler for the opportunity to present my message, and thank you for taking the time to read it.

“To be honest, I don’t want to take this space or your time to talk about me. I want to talk about Kaipara.

“My family has lived here for five generations, and I have lived and farmed here for most of my working life. I know it to be a practical, unfussy and down-toearth place.

“We have a lot going for us. But I know we could have a lot more.

“Here’s how.

“First, we need a strong, visionary council with courage to confront the issues of council spending and the debilitating debt. That’s a priority.

“Then we need a bank of industrialzoned land that attracts employers and investors.

“And we need new residential land to capitalise on the improving transport links, so even those working in Auckland can live in Kaipara and support our local businesses.

“There is also a billion-dollar regional economic development fund we need to attract our way.

“And so much more. So much that can be done. But first we have to recognise it and then act on it.

“The way to do that is to use our vote to choose a mayor who takes a strong independent stance and gives you a fresh approach to delivering on the amazing potential of our district.

“Thank you.”

As deputy mayor from October 2016 I understand the workload of the mayor. I am ready, willing, experienced and able to take it on.

I will seamlessly continue to lead the positive changes which council is now achieving in debt reduction, on improving our road network, and in enhancing community involvement in council’s future planning. I will provide the stability that Kaipara needs.

I am focussed on the future. I will be a mayor for all of Kaipara — reflected by my nominators from both the western (Ross Newlove, Dargaville Ward) and the eastern (Darryl Reardon, Otamatea Ward) parts of the district.

My business career was in senior management in the pulp, paper and meat industries, and running my own business. I have held governance roles on the boards of a number of subsidiary companies of the corporates in which I have been employed, on the boards of a major grammar school, and of a large offshore timeshare club. Many of these roles have been in the capacity of chairman.

I am married to Jane Yates. We live in Mangawhai.

It is my strongly held belief that Kaipara has a very bright future and with the population across the district showing

signs of sustained growth, it is now time for this council to focus on developing infrastructure to complement this growth and to facilitate economic development which will benefit the whole of the district. If elected, this will be a key focus of my mayoralty.

I believe Kaipara is now moving in the right direction and I am committed to continuing this progress.

Focussing on transparency Craig Woollam is standing for mayor because he believes the Kaipara District needs to be led by a strong and transparent council.

With the Kaipara mayoral by-election drawing closer Meet the Candidate events are being organised throughout the region so voters can eyeball their potential mayors.

Nor thland Federated Farmers president John Blackwell believes it is time to start taking local government seriously and Federated Farmers has organised the by-election meeting to be held in Dargaville with this in mind.

“The Kaipara District Council urgently needs to get to grips with some serious issues over the remainder of the triennium — notably the significant road maintenance backlog, and escalating costs and rates,” he says.

There are currently eight candidates who have put their name forward after the surprise resignation of former mayor Greg Gent in November after less than a year on the job.

“We believe it’s vital that as many residents and ratepayers as possible hear from the candidates about their plans and credentials, and question them closely on their priorities,” said John.

One major topic that will be discussed at the meeting is the declaration that Kaipara council staff are the highest paid in New Zealand with 19 per cent earning more than $100,000 — almost double the national average of 10 per cent.

Ex-Otamatea High School student Samantha Allen is one step closer to realising her dream of becoming a veterinarian thanks to the Whangarei Agricultural and Pastoral Society’s agricultural scholarship.

Maungaturoto local Mandy Lee, is keen to start a community pantry in the town, a concept where locals can leave food for everyone to use.

The scholarship is worth $7,500 which Samantha says will go towards the cost of studying at Massey University.

“I start my studies this year in February and veterinary studies is five years assuming I get into the professional phase. It’s going to be a large student loan at the end so this scholarship will be a great help towards paying for that.”

Samantha grew up around animals and says they have always been a passion of hers. She is also a committee member of her local A&P society.

“The A&P society is mainly about joining town and country so they were keen on encouraging youth who were interested in agriculture and who would help bring the two together. I also spoke about how I want to change agriculture in the future.

“One of my goals was to provide affordable neutering and spaying as much as possible to stop unnecessary breeding.”

Scholarship convenor and society president, Murray Jagger, described Samantha as “a very clear and enthusiastic communicator who is very motivated and passionate to have a career in the agricultural sector. She

is an intelligent young woman that has clearly defined goals”.

The society also awarded an $1,000 scholarship to applicant Stephanie Cole of Dargaville High School.

Samantha encourages other young people interested in agriculture to apply for the scholarship.

“I first became aware of the Community Pantry idea when I spotted the Dayspring Trust Community Pantry, in West Auckland. I thought ‘well why not have our own pantry here in Maungaturoto’,” said Mandy.

“The concept is similar to that of an honesty box and is open to anyone at anytime, to donate, take or swap sealed non-perishable goods such as canned foods, rice, noodles and pasta.

“The community pantry can nurture the caring spirit within communities and also serve to fill the short gap between home and the food bank.

What began as a chance conversation with a friend and fellow chef has led to the establishment of an interesting new eatery in Dargaville’s main street. Combining the many flavours and cuisine cultures of the Mediterranean coast, from Spain through to the Middle East, Dargaville Char Grill is all about options, bringing something new to the town by the Northern Wairoa River.

Head Chef Jeshu was inspired to travel north after speaking with a fellow chef who he had worked with at famous Auckland seafood restaurant Swashbucklers, a favourite on the waterfront. With a desire

to establish his own business and news of a niche in the growing town of Dargaville, he recruited customer service manager and second chef Sonika to bring fresh new flavours to the local culinary landscape.

While the talk of the town is the arrival of Persian-style wrapped kebabs — pitawrapped char-grilled chicken, beef or lamb combined with sauces and salads in what has become a popular treat elsewhere in New Zealand — there’s plenty more on the menu as well, with Jeshu’s special recipe for salt and pepper squid, a selection of Italian-style pastas, nachos with a spicy Spanish twist, and even chargrilled burgers too. In the days when the Aratapu Tavern was a freshly minted new business, the little town to the south of Dargaville was at its commercial height, a hub for milling and shipping, which absolutely cried out for a local ‘watering hole’. And while there have been changes down the years, the core of the current building has sailed through the decades without much in the way of major renovations.

That’s all about to change as the current custodians of the Aratapu, Donice and Richard Morris, put down the chef’s apron and pint glasses in exchange for overalls and power tools. The decision has been made to give the old historic restaurant and bar a new lease of life, fitting in with the philosophy that it should serve the locals for another 100 years.

Donice says that her role as owner and manager is one that comes with a responsibility — to see the tavern right for future generations. By now it’s a truly iconic little piece of Kaipara history, and rather than attempt small patchwork repairs, the responsible choice was to undertake a more wide-reaching investment in the building, executed in the summer months when it’s dry. This means it’s possible to check out roofing and insulation, as well as finishing the job with a coat of paint to give the tavern a real ‘birthday’.
