The cameras will stream their footage to six 40 inch screens at the Dargaville Police station, which will be monitored

24/7. Each screen has the potential to be divided into 16 sections.

Don’t be a spectator On Saturday, February 17 by-election votes will be counted for mayor of the Kaipara District Council, determining the leadership of the Kaipara for the next two years at least.

With postal voting now under way, it’s timely to note that a healthy democracy depends on its voters, and Kaipara has had its fair share of trials over the past few years. Now we are governed by an elected body, after four years of appointed commissioners, and we need to ensure we take charge and be responsible for our own affairs long into the future.

We need to get out and vote, each have our say, and provide the successful leadership candidate with the best mandate possible.

Reaching new heights

Russell Stewart, 49,has admitted causing the deaths of his wife and daughter, and a family friend at the opening of a scheduled four week trial in Whangarei District Court. He has been remanded at large until February 23 for sentencing.

He pleaded guilty to three counts of careless driving causing death and four of careless driving causing bodily injury.

The Kaiwaka Sports Association’s eighth annual multisport event, the Top of the Rock, will be held on Sunday, February 11.

His wife Susanna Stewart, 48, their daughter Sadie, 16, and friend James Wearmouth, 18, died when the ute he was driving hit a tree on Baylys Coast Rd about 6.45pm on June 6, 2016.

Stewar t first appeared in the Dargaville District Court on September 22, 2016 pleading not guilty to all charges and elected trial by jury. ¢

“Top of the Rock is a special combination of road, farmland, bush, lakes and panoramic views,” says Kaiwaka Sports Association manager Cheryl Anderson.

“It’s a fun, friendly country event with course options for people of all ages and fitness levels. We have over 80 fabulous spot prizes to give away — including our main prize of a mountain bike. Top of the Rock goes over private land not usually accessible to the public, so it’s your once a year opportunity to enjoy it.”

The event caters for walkers, runners and mountain bikers, both recreational and competitive.

The categories are: a five or 11km walk or run, a 10km run plus a 15km

mountain bike ride combo, which can be done as an individual or in a pair, and a 10km or 30km mountain bike route. There is also a fun bike course for under 10’s.

The event is suitable for all ages from preschoolers to people 70 and over.

Last year more than 400 participants took part and Cheryl is hoping to build on that number this year.

The prizegiving will be hosted by TV3’s Brendon ‘Money Man’ Johnson and there will be lots of spot prizes including a mountain bike.

Totara House at Matakohe is turning 122 this year and the Kauri Museum will be holding regular open seasons to recognise the important role the house plays in preserving local history.

A new motorhome and camper park-over site for members of the New Zealand Motor Caravan Association (NZMCA) is expected to be open on River Road, Dargaville by the beginning of March.

“We are currently setting up a site for our members’ use only on River Road,” says New Zealand Motor Caravan Association national policy and planning manager James Imlach.

A concrete driveway is now complete at the entrance and the association is currently working through obtaining resource consent from the council.

“It’s a temporary stopover for our members who travel in their certified self-contained motorhomes and campervans. It’s going to provide a safe and convenient place for them to park up while they are touring around the North,” says Mr Imlach.

This is the only NZMC members’ only park-over site in Dargaville and will include a possible source of

water, rubbish and recycling bins.

“Members who are travelling around Northland can now go to our site in Whangarei, Dargaville, Kerikeri and Tokerau Beach as part of a loop around Northland.”

Dargaville and Kauri Coast Information Site owner Sue Taylor says this site is sure to be good news for the local economy.

“It will bring people to town who would not normally stay here. They can walk everywhere, buy petrol, food, books. They can visit our information site and wood turners. They can even walk up to the museum. It’s a good central location.” The site will be policed by local custodians who will monitor it on a regular basis. ¢

The Kauri Museum is once again inviting visitors through the doors of the house, that was once home to George and Emily Smith’s family, to celebrate holiday traditions. This summer they are paying tribute to the many hours that were spent in the gardens.

The Smith family were also regular entrants in the dahlia section at the Paparoa A&P Show.

The Kauri Museum CEO Lisa Tolich says: “The tradition has been kept alive with the green fingers amongst our museum staff carefully cultivating this year’s entries in preparation for the big day.” The house and its gardens will be

open to the public for four weeks from Monday, February 5.

Hours are 10am–2pm daily, including weekends. Morning tea will be offered on Sunday, February 18 and Sunday, March 4 from 10.30am–11.30am.

Tickets are $10 for adults and $5 children. These can be purchased from The Kauri Museum with special rates for group bookings. Bookings are essential for the morning tea’s and tickets are $15 for adults. All proceeds go to the Totara House Preservation Fund.

Trail makes fitness safer

Regatta gets TV time

Cameras and producers for the television show Coast New Zealand, a joint Television New Zealand BBC programme that’s become a ‘must watch’ for viewers, have begun production for this year’s series, on the coast of the Kaipara Harbour.

Kaiwaka fitness enthusiasts will have a new place to stretch their legs with the establishment of a fitness trail at the Kaiwaka Sports Association (KSA).

A concrete path is being built to wind around the outside of the rugby fields, and will be wide enough for wheelchairs and strollers.

It will be a vehicle width wide alongside the back tennis court to create access onto the fields for emergency vehicles.

“We have often talked about the fact that people in Kaiwaka don’t really have anywhere to walk/run/ bike safely because of State Highway One running through the town, and we wanted to give our locals somewhere away from roads where they could exercise.

Somewhere outside in the fresh

air and at no cost to them,” says Kaiwaka Sports Association manager, Cheryl Anderson.

The trail is being funded by a grant from the Transpower CommunityCare Fund and as more funding is made available, the association plans to add exercise stations at intervals along the path.

“One of the KSA’s goals is to improve the health of our community as well as providing sporting and recreational opportunities.

“We see this fitness trail as a continuation of our efforts to improve the health and well-being of our community.” ¢

Producer and presenter Jacky Guerts headed a camera crew to the Pahi Regatta on Anniversary Weekend to capture launch and power boat races, and the seaside carnival atmosphere that has prevailed for more than a century at the site.

“Jacky got into the swim of things and tried her hand at bathtub racing with

a local team,” said Claire Logan from production company Great Southern TV. The bathtub racing has been a regatta highlight for many years, and a more unusual coastline activity.

The regatta segment will feature in Series Three of Coast New Zealand, later this year, which will be again hosted

by Neil Oliver. ¢

Mangawhai community members have raised concerns over breaches of maritime rules in Mangawhai Harbour amounting to dangerous behaviour putting both swimmers and property at risk.

The ever-shifting shape of New Zealand will come under scrutiny in the 2018 census.

Northland Regional Council’s deputy harbour master Laurence Walkinshaw says this inconsiderate and dangerous behaviour within the Mangawhai estuary is not unique to the area and council has been experiencing similar issues in other harbours too — especially in the Bay of Islands.

He says this area is extremely popular with visitors over holiday periods and long weekends, due to its proximity to Auckland and its sheltered nature.

“Unfortunately, as with any large group of people, it’s a relatively small minority, which is ruining it for others.”

Mr Walkinshaw says the busy local harbour warden is aware of the issues and works hard to stay on top of them, but adds the public and local community also have an essential role to play in holding people responsible.

“The best way to assist is by submitting registration numbers along with photos — or preferably video — of any irresponsible behaviour.”

Mr Walkinshaw says the registration numbers of any jet ski, boat/jet ski trailer or vehicles involved are helpful to the council when captured in photos or footage.

“Meanwhile, for boat and jet ski owners themselves, it’s their responsibility to make themselves familiar with their obligations and responsibilities under our Navigation Safety Bylaw and

New Zealand holds a census every five years. The last one was in 2013 and this year it will take place on Tuesday 6 March with Statistics New Zealand aiming to collect most of the information it needs online.

In February, they will send or deliver an access code to every household in New Zealand. Each household will have a unique code. Occupiers of the household can then use that code to access and complete the census form online on or before March 6 2018.

People preferring paper forms will be able to request them after they receive their letter and access code from Statistics New Zealand, who will send them out for return post-free.

The general manager of the 2018 Census, Denise McGregor, said the census is an important event and a crucial tool in planning New Zealand’s future.

“Because the information we collect is

about everyone in New Zealand, it can be used to make informed decisions and plans about services and where they are most needed. Those services include hospitals, kohanga reo, schools, roads and public transport,” she said.

However, personal information is kept strictly private, says Ms McGregor.

The most common means of repairing minor defects is to stabilise the existing pavement. This introduces fresh aggregate into the failure, in addition to a cement stabilising agent to aid in hardening and increase longevity. Due to the nature of this repair, these stabilised patches require significant amounts of drying time in order to meet council specifications for hardness. The Dargaville Community Development Board (DCDB) had a busy year in 2017 and are shaping up for another.

“As a board we want to continue to engage with the community to facilitate projects the community have been consulted on and expressed a desire for,” says DCDB development manager Lorraine Davidson.

Part of this was coming up with the ‘Building Block’ strategy, which is to work with stakeholders, the Kaipara District Council and the volunteer community to promote economic development in Dargaville. Last year also saw the Dargaville NZ website go live. This initiative works to attract new business, investment, residents as well as visitors. The DCDB was successful in securing a grant for a feasibility study to determine if a retirement village is achievable, which had positive results.

“Now we are working on a business proposal and have a steering committee

with the appropriate skills and experience. We are looking at land along with design concepts and financial funding models,” says Lorraine.

“The objective is to address decisions regarding funding, land and design by the end of the year.”

Roaming dogs cause nuisance u by Ayla Miller

A number of residents have reported their pet cats going missing or being killed in the central Dargaville area and believe roaming dogs are to blame.

The Kaipara District Council website states owners are legally responsible for keeping their dog under control at all times. Owners who fail to do so risk a fine of up to $3,000 or an infringement fee of $200. Any wandering dogs can be impounded and if the dog is identifiable the owner will be notified. However, if a dog is not claimed after seven days it can be adopted out or put down.

Armourguard regional manager Warwick Taylor says there is only one person on patrol 24/7 in the Kaipara area, however other resources are available depending on the demand.

“When a complaint is lodged through the council a call then comes through to our officers who respond. There are daily patrols throughout the district monitoring all sorts of compliance. If there are any complaints of suspicious

activity, then an officer will go to investigate. “Evidence is key — photos, times, statements gathered through the investigation certainly assists with the follow up of the animal owner. If the dog is collected and chipped and the owner of the animal is located, we will talk to them about their responsibilities. If there is any breach of the animal control by-law then we will act on that based on evidence. “Dogs can wander long

distances, so it might not necessarily be the neighbour’s dog or the dog in the next street, so it’s not as straightforward as people might think it is.”

Dargaville Vets advise people to make sure their dogs are chained up and registered to avoid any further unwanted attacks.

December is when we received a large number of native bird chicks – a morepork, very young tern, two baby penguins and a kiwi chick which was hatched in the Bayer incubation unit.

With the hot weather around this summer please put out dishes of fresh water for birds. People with water troughs can lay a piece of 4x2 from the edge going into the water which takes the risk of drowning away.

There are young kiwi chicks around this time of the year and they have a habit of walking from the bush or covered areas into the paddocks at night to get the moisture off the grass to drink. The trouble with the baby kiwi is they cover quite an area at night, only to find when the sun comes up they have nowhere to hide and they can die in the hot sun.

Over the Christmas break we are open every day but at times we are short staffed and may be out getting supplies or picking up a bird, so it pays to ring 0276750564 or 09 4381457 to make sure we are at the Centre.

If you leave a bird in the cages on the deck, remember to leave a contact number so we know where the bird needs to be returned once better.

Small birds that are caught by a cat need to come to us ASAP, as a puncture wound from a cat claw is very toxic on the bird, as they have air sacks, not lungs, so if the claw punctures one it will blow up like a cow with bloat. It’s hard on the bird but we can fix this.

Show manager Nicky Poyner says the Arapohue Show has retained the traditional feel of a rural New Zealand A&P Show.

“We’ve still got the old A&P way of doing things. We haven’t gone commercial.”

There will also be sideshows available for a gold coin donation for the second year in a row.

“We received a grant from Pub Charities for the sideshows, which allows us to offer this. It was very successful last year and that money goes toward running the event next year.”

“Fagan made it all up in quality points, to sneak home by 0.22pts, but Neville Osborne was placed first and second a week earlier at the Kaikohe show.

“At Warkworth, Neville proved tough competition for Jack in a four-man final of 10 sheep each, despite Jack having shorn in many of the top competitions in New Zealand, UK and France,” said Mr Laing.

“Neville won the race by 37 seconds, in a time of 10 minutes 30 seconds — however Jack had the better quality points, which secured him a victory by 3.75 points.” The gun shearers are in Northland for the inaugural ANZ Northland Shearing Competition and will be at the Northland Field Days on February 10, and North Hokianga on February 17. The finals will be held in Kumeu on March 10.

On two wheels and four — possibly even three — they’re all coming to the second annual ‘Hot Rods and Harleys’ show in Dargaville, celebrated on the February 24.

Host club Dargaville Rod and Custom have teamed up with venue organisers and owners Greg Smith Engineering to make it all possible, transforming the Day Street premises of the engineering firm and anti-rust blasting company into a hub for automotive appreciation.

They’re offering not just a feast for the eyes in terms of acres of chrome and steel, but also a literal feast in the form of a barbecue and a whole roast sheep on the spit. There’ll be music pumping thanks to a resident DJ, and plenty of like-minded auto and bike aficionados to talk to — a great get together for petrolheads and custom car enthusiasts from all walks of life.

Of course it’s no secret that the team at Greg Smith’s busy engineering company are fans of big horsepower and classic design. A visit there for any reason will often reveal a classic or hot rod in the shop awaiting some TLC from the lads. With the rise of side-by-side off-road vehicles as the all-purpose workhorse for farmers in New Zealand, you could be forgiven for thinking that the ‘U’ in UTV stands for ubiquitous. Everywhere you go, you’ll see these tough little vehicles spraying weeds, carrying fencing tools or herding livestock. Now a new contender in the market looks to open up the UTV option for even more farmers, with advantages over the traditional quad bike.

CFMoto may be a new name in the field, but they come with a powerful entry into the market in the form of their UForce 550. If you have not yet voted in the Kaipara Mayoral by-election, I would be grateful if you would read this. I am Bruce Rogan, standing for the Kaipara mayoralty.

There are eight people standing, one of whom is a first term councillor. If that person is elected there will have to be yet another election.

What is the present situation?

The Kaipara is in very deep financial trouble. The evidence? Five chief executives in as many years and the elected mayor has been unable to serve out his term and has resigned. Note also the state of the districts roads. And note the frantic gouging for money through ridiculously outrageous fees.

What will I do if you choose me?

Council survives by its power of legal theft We must not be fooled. We have to address the debt question seriously and urgently. Council is essentially trading while insolvent. To stay afloat Kaipara Council joined the Local Government Funding Agency (LGFA) without your consent.

What is the LGFA? Most candidates (and councillors) don’t know what it is, while some argue it is a good thing because it gives the council access to “cheap” money. The LGFA is a bunch of foreign money lenders in disguise. It’s sole objective is to make money without them taking risk. You take all the risk. You probably didn’t know but you personally are the LGFA’s collateral.

Every year Kaipara borrows money to pay the interest on past loans. That is how they stay “afloat” The LGFA lends this money, using you as the backstop. One candidate (who supposedly knows) even told an audience that Kaipara was exactly like a person who had maxxed out their credit card and was just paying off enough each month to avoid ruin.

It doesn’t have to be like this Much of the debt is illegal, and there’s is an unchallenged High Court declaration to that effect which has not been acted on.

So, together, lets ACT. Am I qualified to serve?

My dad was born and raised in Te Kopuru.

We have owned our place here for twenty five years and I have lived here for the last twelve. I served on the council for one full term 2001-2004. I have extensive relevant managerial and financial experience in the public and private sectors.

I am prepared to work full time to restore prosperity to this wonderful place. I don’t give up when things get rough.

If you want things to improve VOTE (1) for Bruce Rogan.

By their own admission nobody else standing is going to deal with the debt problem, and progress to prosperity depends on that. Please give me, and more importantly yourself, the chance to improve things here.
