The hearing began on Monday and was ordered after the KDC failed last year in an attempt to have the MRRA court challenge to its decisions struck out. Costs awarded against council have since been paid. The court review will examine council decisions that led to

the $80 million debt resulting from the ill-fated Mangawhai sewerage scheme, a debt that led ultimately to the KDC having to step down in favour of being run by commissioners.

The case has attracted huge ratepayer interest with many Mangawhai residents

expected to travel to Whangarei this week to attend the hearing that may decide the fate of millions of dollars in disputed rates.

In December Parliament passed a member’s Bill introduced by Northland MP Mike Sabin that validated the rates. A decision from this weeks’ hearing will be some weeks away. 

‘I came by kayak!’

When Pouto campground manager, Anne Malam, answered her door as evening fell last Thursday, she asked a rather breathless young woman where her car was.

“Oh, I’ve come by kayak. It’s on the beach,” said 24-year-old Tara Mulvany.

Tara, an experienced sea kayaking instructor, equipped with GPS, VHF radio and cellphone, is paddling her way around the North Island, a planned fourmonth odyssey, after already doing the same for the South Island.

This week, after by-passing a planned stop at Baylys Beach because of high surf, Tara is setting off from Shipwreck Bay to traverse 90 Mile Beach for a planned landfall at Spirits Bay, on the east coast near Cape Reinga.

Her journey to Pouto was far from plain sailing.

“From the Manukau Heads I dodged huge breakers the size of houses until I was about 5km offshore. It wasn’t ideal.

If I had known it was going to be that exciting I wouldn’t have been out there.”

“The entrance to the Kaipara Harbour was the place I was most concerned about. I’d heard and read nothing but horrific accounts of shipwrecks,

drownings, giant breakers and the ‘Graveyard’. From the beginning, I was terrified. But I knew that with the right conditions I could do it.

“Late afternoon and two hours before high tide I made my way into the Kaipara Harbour. I was able to paddle in over the bar without any drama. I had tiptoed lightly and the harbour had let me pass safely.”

Tara pitched her tiny tent at Pouto camping ground, and waited for the right weather to head north.

“People here have been welcoming, friendly and generous,” Tara said. “This is not a bad place to be — except for a terrifying ride in the back of a beach buggy to visit the lighthouse.”

From Shipwreck Bay, Tara told Lifestyler her kayak was in fine shape.

“Everything else is falling apart though,” she lamented. Her tiny stove had ‘died’ and fruit, crackers and marmite were on the menu. “But Cape Reinga, here I come.” 

The calm of Dargaville’s Northern Wairoa River was disturbed on Saturday as a bunch of dedicated youngsters huffed and puffed up the river in search of rafting glory.

They were taking part in the Northern Wairoa Boating Club’s annual race for the Edgar Bradley Memorial Trophy.

The five teams used every bit of skill, strength and tactical nous in their possession in their desire to be first over finish line at Dargaville.

Thanks to the influence of the weekend’s king tides, the competitors completed the 6km journey from the wharf at Notorious Rd West in record time.

Among them was Cath Stevens who designed and constructed a raft crewed by son Josh and granddaughters Ashlee Bradley (13) and Kaylah Stevens (14).

“It was made of bamboo, lemonade bottles and milk bottles,” says Mrs Stevens. “The bamboo came from our place. We had been storing bottles under the house.”

Paddles were built out of broom sticks and plywood. It was held together with two rolls of tape, ‘a bit of wire and lots of rope’. Before the event, Mrs Stevens trialled the raft in a neighbour’s dam.

“We found it was not floatable. So I put in more bottles.”

On the big day everyone was rather apprehensive, thinking the raft might spend more time underwater than on top of it. Mrs Stevens was delighted her concerns turned out to be unfounded.

It was ‘quite awesome’ seeing her creation cross the finish line first.

But it came at a cost. “When we got

to the boat ramp the girls were so tired they could hardly lift their arms.

The girls also got lots of blisters on their hands.”

But receiving the Bradley Trophy and being able to enjoy the post-race festivities in the club rooms helped make up for their discomfort.

Another winner was a raft put together

by Warwick Sayers of Dargaville.

Everything came from the junkyard, including mussel floats and old drums.

Its crew of Lydia Savage, Millie DavieMartin, Moya Skelton and Esther Savage took line honours and the prize for best novelty entry. 

The ban was put in place at midnight last Wednesday and remain in place until further notice.

It means most fires cannot be lit in the open air unless a permit has first been obtained.

A statement from the Kaipara District Council says permits will only be issued where suitable fire protection measures can be provided. “Consideration should be given as to whether the fire can be delayed until the fire danger reduces. Permits will not be issued where the fire can be reasonably delayed or the task can be achieved without the use of fire.”

H o we v e r, commercially constructed barbecues, incinerators, cooking fires such as umu, hangi and spit fires are exempt from requiring a permit as long as they are supervised at all

times, a pressurised supply of water is available and the fire is extinguished as soon as it is no longer needed.

Dargaville Volunteer Fire Brigade chief fire officer Jeff Palmer says January was an extremely busy month for the brigade with an average of nearly one callout a day. There were also callouts to a number of scrub and rubbish fires.

Conditions are extremely dry and will continue to be so until there is significant rainfall. Mr Palmer says people also need to take care. Failure to do so could be expensive.

“If people are deemed to have started a fire they will pay the consequences. That could be thousands of dollars.”

Racing on the Wairoa Local government:  by Joanne Speechly

Launches, runabouts and racing will be the flavour of the day when the Northern Wairoa Boating Club Regatta returns for 2014 on Saturday, February 15.

 Come along and join in the fun at this year’s Northern Wairoa Boating Club Regatta

The annual event is open to all and has been a summer favourite since the late 1940s.

“Regattas have been popular in the North since the 1920s and here in Dargaville we even held a rowing championship regatta on the river, with people from all around the world participating,” says life member of the boating club, Terry Curel.

“The regatta is divided into two sections — the runabout and the launch races. It used to be that the runabout was the faster race but even the launches are pretty fast these days!”

Runabout races will do two laps over the stretch of water between the band rotunda and the bridge and launches

will do one lap as boaties battle it out for the many trophies up for grabs.

“It doesn’t matter how fast your boat is, because you race against your handicap,” says club secretary Roxanne Kelly.

Club commodore, Kelly Hansen has been entering the regatta off and on for the past 30 years and says it’s always a good day — with a few tense moments.

Registration on the day closes at 10.30am, with time trials commencing at 11am. Entry is $30 per boat and includes the registration, dinner and social for two people.

What you think matters

A healthy debate is going on over the future shape of Northland local government.

People are acting on the knowledge this may be a once-in-a-generation opportunity to get the best outcome for the region.

At its heart is a fundamental question: what does Northland need in order to provide the best local services, infrastructure and processes over the next 10, 20 or 30 years?

The Local Government Commission has put forward a draft proposal which addresses this question.

Before the Commission makes any recommendation for change, it must be satisfied that a new structure would promote good local government.

Good local government is defined in law. It must enable democratic local decision-making by and on behalf of communities. It must meet current and future needs for goodquality local infrastructure, public services and regulatory functions.

It must lead to simplified planning processes. The infrastructure, services and functions must be efficient, effective, and appropriate now and into the future.

A single Northland Council would share power with seven elected boards. The boundaries of the council wards and the community boards are structured to protect the voices of diverse communities.

Service centres would be based in 10 towns: Kaitaia, Rawene, Kaeo, Kerikeri, Kaikohe, Kawakawa, Ruakaka, Mangawhai, Dargaville and Whangarei.

A Maori Board and Maori Advisory committee would help the new Northland Council meet its obligations to provide opportunities for Maori to contribute to decision-making.

The option of local boards, with even greater powers to represent their communities, is also a possibility for Northland depending on the passage of legislation currently before Parliament.

A local board shares governance with the mayor and councillors of a local authority. Local boards are in charge of non-regulatory matters, i.e. they cannot set rates or issue resource consents and building consents.

Local boards administer a budget for their area. They oversee community assets such as libraries, parks, halls and other facilities. They develop and propose bylaws and a triennial plan for their area.

The Commission has received 157 submissions from Northland (as at 31 January) with three weeks to go.

We hope residents and ratepayers take this opportunity to act for the future and make a submission on the draft proposal. 

Red Hill Cemetery upgrade

Red Hill Cemetery has received a facelift thanks to the generosity of the Te Kopuru community, who for many years have worked alongside council to help maintain the scenic plot.

Surrounded by native bush, the cemetery was established in the 1800s but many graves remained until Des Subritzky, Steve Dragecivich and Ivan Edmonson decided to locate and identify the graves in 1972, ahead of Te Kopuru School’s 100 year reunion.

“That was about 40 years ago and the crosses we made had started to disintegrate,” says Des. “I rebuilt and repainted them but thought ‘What’s going to happen in another 40 years if there’s nobody around to upgrade them? They’re all going to be lost again’.”

Des then approached KDC to get the greenlight to make some more permanent improvements to the cemetery. This included the clearing of Elaeagnus and wild ginger, modifying the toilet, supplying and laying concrete strips, fitting plaques and painting the fence, gates and flagstaff.

“Within a very short period of time I managed to raise the money and started pouring concrete. In fact, the first family I approached about fundraising gave me a cheque to cover the full cost of the concrete booms. All the people I

The first Kia Kaha Building Peaceful Family Lives programme for 2014 begins this February with a three day workshop in Dargaville.

The SOS Kaipara initiative is a free course aimed at all who are raising children and is the first of a schedule of programmes planned for Dargaville and Kaiwaka this year.

“We look at how anger and conflict can affect families, how to avoid confrontation and we look at the importance of listening and good communication,” says facilitator Wendy Laird.

The programme runs from February 11 to 13, from 9am to 3pm daily, with lunch and refreshments provided. Participants can build on their learning by taking part in the Kia Kaha Next Steps programme later in the year. An Empowerment for Women programme will run during the last week in February and all programmes will be repeated in both Dargaville and Kaiwaka during 2014.

SOS Kaipara is affiliated with rape crisis and offers a specialist service in sexual and family violence. Their service lines are counselling, support and advocacy for women and children, violence prevention education programmes and professional development programmes for education staff and other professionals. SOS also runs an emergency house for women and children.

A new year begins

Council in Court

With Council staff back to full strength after the holiday break, Council operations are well underway. The dry conditions have us monitoring town water supplies carefully.

This has also meant that Council has had to declare a restricted fire season from midnight on Wednesday 29 January 2014. You now need a permit before you can light a fire. For more information, go to www.kaipara.govt.nz.

This week the High Court in Whangarei is hearing the application for a judicial review by the Mangawhai Ratepayers and Residents Association. Following Parliament’s passing into law in December of the Kaipara District Council (Validation of Rates and Other Matters) Act, the Association revised its statement of claim against the Council, seeking an award of damages for an alleged breach of the Bill of Rights. The Council is defending the action.

Road maintenance is progressing well, though dust and rutting on our unsealed network presents challenges with the dry conditions that we have.

We are continuing with our community planning meetings, the next scheduled to be in Whakapirau on Sunday 16 February at 2pm.

Whakapirau locals are encouraged to attend.

Positive Signs Consumer spending was high through the Christmas period in the Northland/Auckland region. Many of Kaipara’s retailers noticed an increase in spending by their local communities over this festive season. We can help our local retailers by shopping locally whenever possible.

It has also been encouraging to read about some of the new businesses starting up around the District in the Kaipara Lifestyler recently.

These and other established businesses need your support to succeed and provide employment.

Another positive sign for our District came with the release by Quotable Value of average property values for Northland for December 2013 compared with December 2012.

Kaipara with a very positive average increase in property values of 6.2%, was well ahead of its neighbours in Whangarei at 2.7% and the Far North which recorded a drop in average property values of −5.4%.

This amended claim by the Association has caused the Crown to seek to become involved in the proceedings as they have concerns about claims being made. The Court has granted the Crown’s request and they will also be making submissions to the Court.

The Council looks forward to the day when these proceedings are brought to a close. The costs to the Council and ultimately the ratepayer to defend these actions are considerable.

Penalties on rates paid late In a letter to the editor last week, Kim Biddles expressed his displeasure that certain penalties are to be remitted back to ratepayers who paid their rates late. The decision to remit these penalties was made by Commissioners in December, following a request from the Parliamentary Select Committee which heard submissions on the Kaipara District Council (Validation of Rates and Other Matters) Bill.

Commissioners appreciate the concern that Mr Biddles expresses. However, it is important to note that there are two classifications of penalties – “instalment penalties” for late payment of an instalment, and “further penalties” for late payment of the balance of an account. Council is not remitting back the “instalment penalties”.

Local Government Reorganisation

Most ratepayers pay their rates on time, and that is appreciated and important. If you are finding it difficult to meet a payment date, please contact Council’s customer services team at 09 439 3123 or 0800 727 059.

The proposal by the Local Government Commission for one Council for Northland was released late last year. If you wish to read this proposal, or make a submission on it to the Local Government Commission, you should go to the Local Government Commission website at www.lgc.govt.nz. If you wish to make a submission on the proposal, you need to do so by 21 February 2014.

There are some ratepayers who have been holding back their rates on the advice of the Mangawhai Ratepayers and Residents Association. This is regrettable. It is important that such property owners bring their accounts up to date. Commissioners have held back some important road works because of the shortfall from rates being withheld. With all rates paid, these works will be able to be completed.

$200k in public donations close

Northlanders deserve a major pat on the back for their generosity in the Year 25 Northland Electricity Rescue Helicopter Appeal.

With Waitangi Day upon us, donations to Northland’s fantastic Electricity Rescue Helicopter Service are still being made and we are now only $6000 away from hitting the $200,000 mark – one of the highest totals ever raised.

In addition to the public donations, Northpower and Top Energy donate $150,000 to the service in annual sponsorship.

Northland Emergency Services Trust Chief Pilot Pete Turnbull says he is amazed at the public response to the year 25 appeal.

“I guess it goes to show how much this service means to people and how much we in the North have come to rely on it,” says Mr Turnbull.

“I want to sincerely thank all of those people who have donated to the appeal – now and in the past.

Those donations are critical to us in helping meet operating expenses as we are a charity.

Northpower and Top Energy CEOs, Mark Gatland and Russell Shaw respectively, are also impressed by the generosity.

Northland’s population in summer swells from around 160,000 to almost 400,000 – putting a huge strain on our emergency and medical resources.

So please, if you have friends, family or colleagues venturing to the North – even just for a day or two – ask them to give generously to New Zealand’s busiest air ambulance service.

Northland’s Electricity Rescue Helicopter Service has now transported well over 16,000 patients since its very first flight in November 1988, saving thousands of lives along the way by reaching them in that crucial ‘golden hour’ or ‘platinum half-hour’.

Good times and good company You could never accuse the folks who are part of Dargaville’s 60 Up group of being shy or reclusive.

This highly active and fun-loving movement spans the nation, but the local chapter enjoys a reputation for camaraderie and spirit which has seen membership numbers swell in recent years.

Local 60 Up Secretary Cynthia Shirtcliffe says that there is always a warm welcome waiting for new members.

And, against the old adage that it’s harder to make friends as we grow older, the 60s Up movement seems a great place to meet people who share similar interests and pursuits. It’s a place to make good friends, and enjoy some of life’s pleasures with them.

Some of those pleasures include sports such as petanque and bowls,

while others encompass music, theatre and sightseeing. Not only do the local Dargaville 60 Up folks meet on a monthly basis to enjoy entertainment and good company, they also organise regular tours to places such as the Otamatea Repertory Theatre, to daytime recitals and concerts in Whangarei, and even sometimes further afield.

In this article, for instance, you’ll see some of the Dargaville members enjoying a trip to Sir Peter Jackson’s memorable film set at Hobbiton, in the Waikato.

The 60 Up movement was established with the aim of getting folks over the age of 60 out of the house and into the society of their friends and peers. 

Remember — disconnect your water tank before waterblasting or chemically washing gunk off your roof or out of your gutters. Good, stable ladders and scaffolds will save you an unwanted trip to the emergency room! Wash and de-mould your outdoor walls before it’s time to paint, and make sure that the paint you have is still up to snuff — stuff left in tins for several years won’t give you great results.

With the high UV we experience here in New Zealand, make sure that your paint has a high SPF factor — and that you have bit of the same for your own skin. Nothing makes chores worse like a tender red sunburn!

2. Bathrooms, Showers and Toilets Sometimes the ‘smallest room’ can seem the biggest task when it comes time to renovate. The best advice from a whole lot of plumbers is — ‘leave the wet stuff to the experts!’ Unless you’re super confident and qualified, the septic, sewerage and waste water systems of your home should not be messed with, as they are a real mess when they go wrong.

simply does not prepare the driver for the pick-up and go of the new Fiesta, which seems willing and able to an extent even it’s more weightily endowed predecessor won’t match. The chunky, tactile ‘cogs’ which are the dials for entertainment and climate control are intuitive enough to step in and command without even looking at a manual.

So, here we have a supermini well worthy of the name — practical, comfortable, a pleasure to drive, with

the will to attack every apex and more power than its diminutive cc rating would suggest. A contender which punches above it’s weight in a very literal sense, delivering a more balanced performance than rivals such as the Barina and Polo, for a very reasonable price. And this is all before we even touch on the little Ford’s knockout punch (to stretch the boxing metaphor a little too far).

At less than 4 litres per 100 kilometres, the new Fiesta seems all but teetotal.

And it really is more of a ‘little brother’ to the slightly mad, totally engaging Fiesta ST than it is a workaday commuter tool.

The only way to appreciate what Ford have achieved here is to take it for a drive. You won’t have had more fun with less than 1,000cc since the last time you saddled up a mid-range GSXR or Ninja.

This year Can Am will be well represented at Field Days, with 2014’s selection of ATVs and UTVs honed and improved to be better than ever. It’s a tough task to constantly refine and redefine what is already a tried, trusted and respected platform, but this is just what the Can Am engineering team have set out to do with the 2014 Commander 800 R. Valentine’s Day

for Labour Day, there’s a certain hardboiled coolness to writing off Cupid’s big day as a ‘greeting card holiday’, made up to sell candy and diamonds.

The romantics among you will be glad to know that this is far from the truth. Valentine’s Day began as a religious feast to mark the martyrdom of Saint Valentine of Rome, an early Christian preacher who performed weddings against the religious law of that ancient empire.

Of especial displeasure to the Roman authorities were his habits of preaching against adultery, criticising the wild parties of the Roman elite, and of marrying soldiers of the Roman Legions to their sweethearts — at a time when soldiers were forbidden to marry.

Valentine was imprisoned, but in the dungeons beneath Rome he miraculously healed the daughter of his jailer. Legend has it that this young lady fell for the zealous (and not too unattractive, we assume) saint-to-be, even trying to convince her father to let him go.

Their plans were foiled by the Emperor, who ordered Valentine executed. His last act was to write a heartfelt letter to the jailer’s daughter, inscribed with

the sign of the sacred heart and the message ‘from your Valentine’.

Although Saint Valentine’s story has a tragic end, his legacy was to become the ‘patron saint of love’, and his ideas of faithful marriage became the cornerstone of Christian matrimony in many countries. When poet Geoffrey Chaucer popularised the 14th of February as a day for lovers in the late middle ages, it was this which he had in mind.

Ironically, the winged Cupid, symbol of the Roman god of love, has become inextricably entangled with Saint Valentine in popular mythology! 

Valentines Day

Valentines breakfast in bed Smoked salmon eggs benedict

A decadent and delightful breakfast in bed — this continental twist on eggs benedict is lighter and healthier, but still comes with lashings of creamy hollandaise sauce. As a top tip — try hollandaise with a garlic mash and sirloin steak, or as a sauce to accompany garlic fried chicken breasts at dinnertime.

Ingredients For the eggs themselves • 2 English muffins, split and buttered • 2 large handfuls fresh spinach, steamed • 4 free-range eggs, poached in water with just a little vinegar • Thinly sliced smoked salmon • capers, cream cheese or other desired garnishes For the hollandaise sauce • ½ tbsp lemon juice • salt and freshly ground white pepper • 100g of top quality unsalted butter, cut into cubes • 2 free-range egg yolks (3 if you desire a lot of hollandaise) • ½ tbsp chilled water

Method Preheat the oven to medium grill To make creamy hollandaise sauce — measure 75g of butter into a saucepan and melt over a gentle heat. Once melted, remove from the heat and set aside.

Bring a pan of water to a gentle simmer. Crack two free-range eggs, separate the yolks, and place these in a bowl suspended above the simmering water. Take care not to let the bowl touch the water while beating the yolks until pale and thickened. Add water, lemon juice, salt and freshly ground black pepper to the egg yolks and beat for another 30 seconds.

Add half of the remaining butter to the egg mixture and stir for 1-2 minutes (or until the mixture thickens). Remove from the heat and beat in the rest of the butter.

Pour in the melted butter with a slow and even hand, whisking constantly.

The sauce should quickly reach the consistency of double cream. Season it to taste with lemon juice, salt and freshly ground black pepper.

Keep the sauce warm by taking that water off the simmer, and suspending the bowl in it as it cools.

Butter the muffins, and arrange them on a baking tray.

Artfully place steamed spinach on top of the muffins, then layer on poached eggs, slices of smoked salmon and hollandaise sauce.

Garnish with capers, or a side of cream cheese and sweet chilli sauce to finish. 
