The Kaipara District Council’s consultation document on a new Long Term Plan for the district entitled ‘Looking Ahead’ has been released and signals a ‘less aggressive debt recovery programme’ in a more easily understood format, says chair of commissioners, John Robertson.

The document covers the years 2015 to 2025 and envisages an annual rates increase averaging 3.5 per cent.

Council is now seeking feedback and comment under the Local Government Amendment Act 2014 which requires council to communicate with residents

A new hobby was born. “This year I have released more than 50 butterflies. A group of young singers were given the experience of a lifetime when they were invited to perform alongside internationally renowned singer Yulia, at the Kaiwaka Sports Association benefit concert.

Molly Curnow, Olly Knox, Jasmine Sampson, Mercedes Von Dinklage,Tasha Perrett, and Michelle Clark impressed the crowd with their vocal abilities.

The singers all agreed that, “on a personal level Yulia is friendly, inspirational and has a fresh energy. It was fun to sing with someone with the experience she has.

“It was really good to learn at a new level and this was an opportunity that rarely comes along. We learnt many valuable things about vocals and although it was a bit intimidating singing on stage with her, the experience has given us all more confidence both on and off the stage.”

Michelle was diagnosed with autism at age three and was non-verbal until she was nearly five-years-old. Her grandmother purchased an ‘Into the West’ album by Yulia and after a few weeks of listening to the CD, Michelle sang her first ever words.

She has now been having singing lessons for two years and was

extremely nervous to sing on stage but accomplished the challenge and the audience were treated to a beautiful melody.

“The Yulia and Friends Foundation was inspired by people opening doors for me when I was younger, wholeheartedly without reserve and now I can do the same for others,” said Yulia.

“There is talent out there, they just need guidance and my workshops give the chance to sing and perform and this gives singers hope.”

“We really appreciate that Yulia was gracious enough to do this benefit concert for us and invest time with our young talent,” says Kaiwaka Sports Complex manager Cheryl Anderson.

“The whole event and the support singers performance was fantastic, despite the nerves. We appreciate all the help and encouragement from the community. Kaiwaka comes out of the woodwork when we need volunteers and we could not do these events without them.” ¢

“We haven’t been as aggressive in bringing debt down, to 60 million dollars rather than 50 million, and that reflects a view that we may have been too aggressive — and leaves the opportunity for some reinvestment in district assets.”

The consultation period on the LTP runs until 5.00pm on Friday March 27, and feedback from the Kaipara community can be made online, or at a comprehensive series of meetings throughout the district.

Mr Robertson says the KDC is in good shape “with a stable financial base, and many of the historical problems put behind us, although there is more to do.

“We want it to be easy to live and do business in Kaipara — for this, we want rates to remain affordable and people and businesses to have access to necessary services.”

The consultation document suggests replacing old pipeworks in some towns, and asking forestry owners to pay more for logging trucks damaging the roads they use.

“The document asks: Is this fair?

To balance our budgets, we have had to keep our core services at a relatively basic level and only invest modestly in community activities.“ The 55-page document Looking Ahead can be read on the council website, or a copy obtained through the council offices. ¢

Kaipara District Council is on track to complete a series of community meetings by the year’s end.

The planning meetings were initiated in 2013 and over half have now taken place.

“We’re moving our way across the district, meeting with communities and putting action plans in place,” says KDC community facilitator Darlene Lang Gent.

“For each community, we start by looking at the nuts and bolts, such as improved road signage or a general tidy up, and after that we can start looking at the more visionary ideas.

“The meetings are also about rebuilding relationships and putting faces to names. By doing that, people feel more comfortable in contacting us when they have a concern.

“We’re also trying to encourage communities to form their own action groups, so they can develop partnerships with Council — we only have limited funding but community groups can apply for grants, which we can’t access.”

proactive approach and on average, about 40 people have been turning up to each meeting.

The next meeting will be held in Dargaville next month.

Graeme Powdrell and Craig Nash, who form Team Minionator, from Dargaville are participating in the Pork Pie Charity run this Easter weekend and are fundraising for the KidsCan Foundation, which supports four schools in the Dargaville area.

“People have been really supportive for this worthy cause having cakes stalls, sausage sizzles and raffles. We are also selling panels on the car for company advertising, even the Hospice shop have donated items for us to sell,” says Graeme.

“The funds raised will go to KidsCan who help children in low decile schools, not just with food but also raincoats, hats, shoes and other basic necessities that a child may need but sometimes does not have access to. The whole journey is awesome, I would encourage anyone with a mini to take part at least once. There are so many different experiences and you meet incredible

people who are all on the drive for the same reason.“ Graeme describes himself as a mini fanatic and says the opportunity to drive from Kaitaia to Bluff is one not to be missed and this will be the fourth time he has participated.

Paparoa Primary is one of 11 lucky winners of a gardening grant from Rural Women New Zealand and Farmlands.

The event attracts past and present lifeguards from all over New Zealand and overseas.

“It is fair to say that the traditions of surf lifesaving globally have strong ties with surfing, in particular longboarding,” says contest director Tony Baker.

“I have been running the event for the past eight years and it continues to grow in popularity every year. It really is a great event and is the cornerstone of our club in Mangawhai, where you will find more longboards in the gear shed than other surf equipment.“

Historically the event has always been run at Mangawhai Heads, either on the main beach or on the harbour entrance known as The Bar, where surfers are often treated to some great waves.

The event is for lifeguards only and the divisions are open men’s, masters, women’s, juniors and classic and if time allows there is an inter club tag team event.

Teacher Julie Harper, says the grant is fantastic and will go towards purchasing more seeds, child-sized tools, fruit trees and assist with improving their existing garden.

“This year we will be changing the old garden into a chook run and building a new garden.”

“We will be working on developing our orchard, possibly planting feijoas and apples.”

Julie hopes the garden will teach the students about growing food and seasonal produce. “We want them to know it’s about more than just

going to the supermarket,” she says.

It is expected that the students will eventually cook with the produce and food will be planted that they can pick and eat fresh during the day.

The legislation around the development of a LTP has changed with the 2014 amendment to the Local Government Act 2002. We are now required to use a consultation document to consult, and not a Draft LTP as we have done in the past.

Final Falcon delivers the goods u by Andy Bryenton

The Ford Falcon has been an icon of Kiwi — and Australian — motoring since the inception of the badge back in 1960.

Back then, the American-derived Falcon XK was beefed up to wear the XY denomination, strengthened to withstand the rugged conditions of its antipodean home. Ever since, Falcons have been designed in Aussie, with an eye toward our own roads as well.

It was a big departure from the finned, chrome-heavy ‘tanks’ which the USA was famous for in the early 60s, and it formed the basis for a bloodline which has aged like a fine wine, getting better with the passing years.

Throughout, there has been a special place in the motoring pantheon for the biggest, brashest Falcons — the GT spec bruisers which have contested countless races. Who can forget the XA and XB GTs, the, 1978 XC Cobra, or the long list of Falcon derived V8 supercars on the Bathurst tarmac? Certainly not Ford themselves, who have channelled this powerful, competitive spirit into the last Falcon ever- the 2015 XR8.

It’s the first XR8 since 2010, and five years of refinement show through. As does the influence of the sadly defunct FPV tuning house, who late last year wowed the world with their iteration of the GT-F — their roaring V8 swansong.

Under the hood, this new XR8 packs a leaner 5 litre mill than its 2010 cousin, bolting on a powerful supercharger to achieve 335 kilowatts of power. That’s a hefty increase, and it’s tamed by some very advanced chassis and suspension tweaks, including no-nonsense fourpot Brembo brakes and wider, nineinch tyres.

Handling is the key to success for a big muscle car — and the new XR8 fits that category like a glove. With body roll minimised and a crisp response in the corners, this Falcon is as agile as its namesake, making it hard to believe you’re behind the wheel of a 5-litre eight. The XR8 sits right next to its smaller XR6 brother in styling and road presence, but the unmistakable sound of all those horses under the hood leaves one under no illusions as to which of the big modern cruisers is the daddy.

Not that the XR6 is in any way underpowered — and both cars enjoy state of the art in-cabin systems, thanks to the Microsoft-co-engineered Sync 2 touchscreen interface. The Falcon name

may be about to ride into the sunset, closing a proud chapter of local motoring history. But this last masterstroke

by Ford tells the competition in no

uncertain terms that while it’s going to bow out gracefully — succeeded by the much anticipated Mustang — it’s not going to go quietly by any means. ¢

The two tricks to ultimate steak heaven are choosing the right cut, and cooking at the right temperature. Real Angus beef sirloins or scotch fillets are ideal — look for plump steaks with delicate marbling. Brush with olive oil, then season only seconds prior to cooking on a well heated flat grill, turning only once over a 4–5 minute period. Allow to rest on a foil covered plate for 5 minutes before serving. A good garden salad with a light dressing

Big-hearted local musicians such as 12 Daze, Liverpool Street Band, Cry Wolf, Pouto Hooligans, Super Chielsel, and the Te Kopuru School Band are coming together thanks to the auspices of the Te Kopuru Volunteer Fire Brigade, to raise money for young Ellie Weight and her family. No get-well-soon card could be better!

Fun on mobility wheels u by Ann Morgan

The process of forming a mobility scooter club for social activities is now underway in the Kaipara.

The idea came to fruition after local resident Colleen Judge had a conversation with Bev Hart, the Community Wellness for Older Adults facilitator at Dargaville Medical Centre.

“There is a large group of people in our community who have mobility scooters but do not get to socialise very much,” says Bev. “I have identified 36 people with scooters so far and we want to reach others out there also — even those without scooters are welcome to come along.

“It will be nice for people to have events to look forward to, knowing they will be in the company of others in similar situations. Building friendships is what it is all about.”

People wanting to join the club are welcome to come along to the first meeting, at which all aspects of starting the club will be discussed. Colleen says she is keen for club members to go on outings together and have lots of fun.

“We’ll also host events and invite speakers to give talks on topics such as scooter etiquette.”
