The outcome of an application from the Mangawhai Residents and Ratepayers Association for a judicial review of the town’s costly wastewater scheme is some time away after Justice Paul Heath reserved his

decision after a three day hearing last week. About 100 Mangawhai residents travelled to the court to hear lawyers for their association and those for the Kaipara District Council present submissions.

The judicial review seeks answers to the Ecocare sewage scheme which burgeoned into an $80 million council debt and subsequent rates burden, which lead to a number of Mangawhai residents refusing to pay.

 Waitangi day was the date of a yearly tradition at Baylys Beach — the annual Craig Osbaldiston Memorial Surf Contest. Established to celebrate the life and legacy of local surfer Craig Osbaldiston, the event is held on Waitangi morning each year, with a field of local wave-riders competing in a spirit of remembrance and fellowship. Mr Osbaldiston passed away due to melanoma, and the surf contest also serves as an opportunity to raise awareness about this dangerous form of cancer, preventing the loss of young lives. Water restrictions in force  by Colin Patterson

The continuing dry summer has led the Kaipara District Council to impose water restrictions for Dargaville and Baylys Beach.

The restrictions are aimed at reducing domestic consumption and will include bans on the use of the hoses and sprinklers.

In a report to the council commissioners,, operations manager John Burt said although the council’s water supply dam was 95% full, there were concerns whether supply could be maintained if the current dry spell continues.

The report says restrictions on non-critical uses of water such as gardening and washing cars are necessary to ensure supply is available for public health, fire fighting and other essential use, and emphasises that community responsibility is a vital part of achieving the desired result.

Graham and Sue Pollard and children, Eva and Theo, will be among only 25 new citizens invited to take the Oath of Allegiance in front of the Governor-General, the Rt Hon Lieutenant General Sir Jerry Mateparae in a special ceremony before attending the annual Waitangi Day garden party at Government House.

The family arrived in New Zealand in June 2007 from Cheshire, UK and spent their first four years in Taupo before moving to Dargaville where Graham has been the Regulatory Manager at Kaipara District Council.

“We decided to become citizens because it is important for Eva’s and Theo’s future prospects and also to have a sense of belonging here,” says Graham. “It also confirms that we intend to stay and not to go back to the cold, damp greyness of Britain.

We were delighted to receive our invitations from the Governor-General as we appreciate the ceremonial aspects of such occasions — probably because we are British!”

Graham and Sue are not complete strangers to grand occasions. They

married in Crewe Hall in Cheshire, which was owned until recently by the Queen, as part of the Duchy of Lancaster — despite it’s location.

Graham has also been presented with a Queen’s Award for Enterprise in Sustainable Development, and he was once a consultant to the Queen through her Duchy of Lancaster estates.

Eva has just started at Dargaville Intermediate School and Theo is at Dargaville Primary School. Sue helps with the Dargaville Garden Trust.

The ceremony was hosted by the Governor-General and his wife, Lady Janine, and the Oath of Allegiance was administered by the Mayor of Wellington, Celia Wade-Brown.

Graham’s mother, Sylvia Pollard, is visiting from the UK and also attended the ceremony. 

 Good progress is being made on the construction of Dargaville’s new Countdown supermarket

The $23 million supermarket is being built just behind the existing store on Victoria St. Once the new store opens, the old one will be demolished.

“The new store will be around 50% larger (3500 square metres) than the current store,” says Countdown Dargaville manager Snow Tane. “The supermarket will include all the design features of our new-generation Countdown stores including full service bakery, deli and seafood departments, self-service checkouts, energy efficient fixtures and fittings, as well as an expanded car park.”

He says the current store will be turned into additional car parking once the new store has opened.

Next to the new store site is an opportunity for stand-alone tenants for which we are seeking expressions of interest. Anyone interested in tenancy opportunities should contact Peter Peeters from Harcourts Whangarei.

Mr Tane says current staff will move to the new supermarket when it opens. “There may be an opportunity for further roles once the new store is opened. But it’s too early at this stage to confirm any numbers.” 

Maungaturoto Primary School’s major fundraiser for 2014 returns to McKay’s Whakapirau Road farm during the weekend of February 15 and 16 with a Saturday horse trek and Sunday trail ride.

Now into it’s third year, the horse trek will take place in the afternoon, followed by a lavish, sheep-on-thespit, shared dinner. The trek is open to anyone who can bring their own horse and will be divided into two groups, depending on speed, ability and confidence.

The tour is the brainchild of master peanut butter maker, Pic Picot, who created Pic’s Really Good Peanut Butter six years ago in his home food processor and turned it into a best seller. His creation was born out of frustration after New Zealand started following the American trend of adding sugar, emulsifiers, antioxidants and litres of unspecified hydrogenated oils into an essentially wholesome food.

“I bought a ten kilo bag of peanuts and started roasting and grinding and it was good,” says Pic. “I fed it to my twelve year old son and he liked it and his mates liked it too — one even spent five dollars of his pocket money to buy a jar. So that, in a peanut shell, is what got me going.”

River and sky spectacular

Antiques on show in Dargaville

Pack a picnic lunch and come along for a day of fun on the 15th, as the annual Northern Wairoa Boating Club regatta casts off for nautical (or at least riverside) thrills.

Looking for an old teapot? Or you may need some old china to add to your porcelain collection.

The action-packed schedule includes racing events for pleasure craft of almost any size and shape, and the message from event organisers is ‘come one, come all’ — there will be prizes up for grabs for every skipper who manages a podium finish.

While the action on the water will be heating up from 11am onwards, there’s more to see in the skies over the Northern Wairoa as well. Pilots from the nearby Dargaville Aero Club will perform a double low-level ‘fly by’ around 2pm (weather permitting), with six or more planes ready to take part.

The regatta day is a big one for the Northern Wairoa Boating Club, a respected civic institution in Dargaville.

Of course, the town itself was once the hub of New Zealand’s biggest and most thriving boat building community, and while the kauri forests which fuelled the maritime boom may have gone, this riverside town still has a real connection to the river and the harbour which are a big part of its reason for being.

Prize giving will commence from 5.45pm for the winning boaties, and the clubrooms of the Northern Wairoa Boating Club will be open to all comers throughout the day, sharing a little of their legendary hospitality. There’ll even be dinner and live entertainment as night falls, after what promises to be a great day of family fun out on the water. 

 The Northern Wairoa Lions Antiques Show attracts lots of interest from both buyers and sellers

Whether it’s furniture, crockery, knick knacks or some other historic item you’re looking for, you should not miss the Northern Wairoa Lions Antiques and Collectors Show on Sunday February 16.

Lions president Jean Johnson says the event will feature a wide range of antique items for sale. “It always popular, as there are always many bargains to be found.”

The show will be held at the Northern Wairoa Hotel from 1pm to

4pm. Sellers can buy tables to display their wares for $10, while entry for buyers is $2 a head. Ms Johnson says the proceeds from this year’s event will go to child cancer.

Northern Wairoa Lions raise money for child cancer and breast research.

In the past it has also donated to the Dargaville Volunteer Fire Brigade and helped residents at Norfolk Court retirement home. Members also work with Dargaville Lions to organise the annual Dargaville Christmas Parade. 

LETTER TO THE EDITOR Sir In your February 4 issue you devoted front page space to the application for judicial review by the Mangawhai Ratepayers and Residents Association.

You characterise this action as being a dispute about rates. It is not, and it never was.

It is about the right of a council to set rates to recover illegal debts. Nobody has any issue with paying rates that are lawful, but this council, by its own admission, entered into very large loan commitments illegally, and in secret.

The council might well have to repay those loans, but our view is that it is not going to dip into ratepayers’ pockets to do so. That is what we have asked the court to look into.

The big issue here, and it is a big issue for every ratepayer in the district, is whether council will be allowed to balance their books by extortion.

The true level of debt now disclosed in a new debt instrument the council has entered into without ratepayers’ knowledge or consent, is about $106 million.

If you have a calculator, put in your current annual rates, then press the X key then press 3 then press =, and if you feel like sending that amount every year, go for it.

Theatre Fest to foster creative talent  by Joanne Speechly

It is time for aspiring and well-rehearsed playwrights, directors and thespians to start thinking about Theatre Fest.

Formerly known as the One Act Play Festival, the competition returns this year, with a few tweaks and lots of treats.

Otamatea Repertory Theatre is hosting Theatre Fest for the third year running and they are encouraging entries from similar, outside groups to get involved. ORT will also be commemorating the 100 years since the beginning of World War One with a wartime theme incorporated into the festival.

“Theatre New Zealand holds a competition every year with the aim of inspiring excellence in theatre,” says ORT’s Maura Flower. “It begins with local competitions, which are adjudicated, and if they reach a high enough standard they go on to the regionals and may reach the finals.

“Our winning play last year, Joined At the Hip, went on to the regionals at Rotorua and the final at Toi Whakaari New Zealand Drama School, which was quite a buzz.”

Theatre Fest 2014 can include excerpts from multi-act plays, instead of being limited to one act plays as in previous years. Each play should include a minimum of two actors and can be

Open day at Kai Iwi Lakes RSA seeks help from  by Colin Patterson

A community open day this Saturday (February 15) will give Kaipara residents and families a chance to appreciate what the Kai Iwi Lakes have to offer.

The event, called the Big Day Out is being organised by the Mountain and Seas Conservation Trust in conjunction with the Northland Regional Council, the Department of Conservation, the DARE Programme and the Taharoa Domain Governance Committee.

Organiser Kim Jones says the event is open to everyone. “It’s all about getting people engaged and interested in the lakes and teaching them how to keep them clean.”

Ms Jones says a number of user groups will open their activities to anyone who wants to try them. The Kai Iwi Lakes Water Ski Club will help people wanting to learn water skiing, while the Whitebait Connection will offer people the chance to go snorkelling in Lake Taharoa, the biggest of the Kai Iwi Lakes.

There will also be guided walks around the lakes and environmental displays and presentations.

Activities will be run at Lake Taharoa continuously from 10am to 3pm.

Admission is free and there will be spot prizes.

The Kai Iwi Lakes are 35km north of Dargaville and 10km from State Highway 12. 

public for cemetery upgrade

The Northern Wairoa RSA is seeking public support to upgrade the resting places of more than 600 ex-service personnel buried near Dargaville.

Most of the graves of the district’s war dead and ex-soldiers are located in the RSA section of the Dargaville cemetery.

Northern Wairoa Memorial RSA support advisor Harry Baycroft says the cemetery is in need of a cleanup. “We want to upgrade our memorials.”

The RSA is keen to do the work this year to mark the 100th anniversary of the start of the First World War, which was New Zealand’s greatest ever loss of manpower.

While the RSA national organisation has provided paint, Mr Baycroft says the local RSA needs money to pay for the labour.

He says the entrance gate at Arapohue cemetery that was donated by the Montgomery family in memory of two sons killed during World War I, is also in need of work.

To raise the money needed the Northern Wairoa RSA is organising a cash raffle. Ticket selling started last week outside Countdown Dargaville and will end once all 2,500 tickets have been sold.

Proceeds will be shared with the 57 Squadron Air Training Corp. While part of the New Zealand Cadet Forces which are sponsored by the Defence Our HOSPITAL WING is NOW OPEN and is accepting residents. REGISTERED NURSE on duty 24 hours / 7 days per week.

Visitors to the 2014 Northland Field Days will be able to see, learn about and experience more than ever this year say Northland Field Days event organisers.

Event coordinator Meagan Edmonds says businesses had booked 90% of available sites at the show by the end of January. Approximately 50 new companies had signed up.

“There will be plenty of new products and machinery on show at the event including the New Zealand launch of a new tractor,” she said.

Whangarei farm machinery specialist Bryant Tractors will be featuring models from the 125–165hp Fendt 500 series on their site this year.

Peter Scott, New Zealand manager for AGCO, the company in charge of the Fendt brand expects there to be a lot of interest in the tractors as they represent an expansion into the 100– 200hp range.

“They are arriving in New Zealand in the middle of February so the Northland Field Days will be the first time they will be on show,” says Mr Scott.

In order to promote a brand new digger bucket concept, Northland construction hire and digger bucket manufacturer Ace Equipment will have a digger on site to give people the opportunity to try it for themselves. Business owner Clem Simpkin says the buckets have been a hit with people who have hired them.

“People hire diggers with the buckets as attachments and then say wow that’s amazing, we want to buy one,” says Mr Simpkin.

Mrs Edmonds says more has been done to improve the experience of visitors looking for foods, ornaments and tools for the home.

A wind break would be mounted around the market area to shelter exhibitors and visitors from southerly winds and dust and visitors will also have access to four ATM machines.

Early interest has also been strong in Northland Field Days five scholarships, she added.

The committee is making up to five scholarships worth $2,000 available to agricultural students from Northland and while application forms won’t be available till the event Ms Edmonds says several people have already been calling for information.”

Northland Field Days run from February 27 to March 1.

Free parking is available close to showgrounds with regular public transport running to and from the event.

Focus on Field Days fun  by Paul Campbell

The wide variety of events over the Northland Field Days are the life blood of the event.

Lawn mower racing is back again having become a great attraction which is possibly the most affordable form of motor sport, allowing, anyone to get involved, compete and have fun in the process.

The action takes place in Fieldpower Place.

The Tractor Pull is the main event.

There is a $40 entry fee and it takes place in Totalspan Alley, with $3,000 in prize money.

Entrants supply their own machine as long as it is a standard agricultural tractor with PTO output between 25– 139kw (30–180hp).

In the event of either of the tractors front wheels leaving the ground during the pull the entrant will be disqualified during the heats or relegated during the finals.

No rural show can be complete without the woodchopping events and logging workers from all over Northland and New Zealand gather to take part in this competition. Four-man teams from as far south as Tokoroa travel up to take

part. There will be individual events held throughout the day and there are lots of prizes up for grabs including a fully equipped MS6600 chainsaw with safety gear from STIHL. The ubiquitous quad bike has earned a place at field days as a farm workhorse par excellence. In the Quad Skills Competition competitors take turns getting a quad and trailer around an obstacle course in the fastest time possible.

A show ‘must see’, the top sheep dog trialists in Northland face off against each other to find out who is the best in the region. With sometime displays of uncanny ability, sheep are rounded up and penned to the demands of a good shepherd’s whistle.

For the more active among the crowd, there’s the challenge of The Wall. So if you have ambitions on Everest, or simply fancy yourself to be the next spiderman. Then head to the rock wall beside Field days HQ where you can pitch your climbing skills against others for the chance to win great prizes on

the Rockwall Challenge. The 10-metre award-winning Rockit Rock wall will be set up for the entire duration of the field days, with the person able to climb the wall in the fastest time taking home great daily prizes. And of course — time

for just chilling out and the place to do this is in the food hall which is the hall opposite the Ballance Agri-Nutrients Sheepdog Trials’ area.

Live music will be playing every day from 11am to 1pm. 

Northland Field Days will provide the opportunities for agriculture students to receive a head start on their careers.

The region’s biggest outdoor event will be giving up to five young Northlanders interested in a career in agriculture a big ‘leg up’, with the organising committee offering up to five students at any recognised tertiary provider studying agricultural based programmes a scholarship of up to $2,000.

“Agriculture is the powerhouse of New Zealand and there are plenty of exciting and lucrative opportunities for ambitious young people within it,” says Northland Field Days committee member Kim Leigh-Mackenzie. “We want to make sure that young Northlanders get the best opportunities available.”

Applicants just need to have come from Northland and can study anywhere in New Zealand at any university, polytechnic, or farm based training provider like TaraTahi or Ag ITO. Applications will be available from the Northland Field Days office at the Northland Field Days between February 27 and March 1 or download them from the Northland Field Days website from February 27.

Applicants will be from Northland, must demonstrate a keen interest in the agricultural industry and be able to provide both school and work references.

Kim says students can use the funds for anything from materials to course fees and the committee hopes it will enable students to make the most out of not only their education but also their holidays where they often need to look for jobs to get work experience.

“We hope, that by providing these grants students will be able to go for the jobs that really do carry their careers forward rather than taking the first job that comes up to pay the bills.”

CUTTING EDGE CULTIVATION

There’s going to be a whole lot of high-tech machinery on the field at this year’s Northland Field Days — from the very latest in tractors and harvesting machinery all the way down to motorcycles and quads.

Of course the entire event could hardly be organised at all without a huge fleet of trucks, cranes, excavators and utes — and that’s without even mentioning the vintage machines on display from bygone eras.

On radio, I heard a bankers’ spokesman responding to a distressed farmer’s story of his bank’s foreclosure on his assets.

The banker had no sympathy for the farmer. He said the money was owed to depositors who were entitled to get their money back with interest according to the terms of the loan. In fact the great bulk of money lent by banks is created by them. When this created money is repaid, it is extinguished.

The bank is entitled to keep the interest on the debt to pay its expenses and earn profit. The accompanying example in the chart has interest the same amount as principal. However if there is a farm mortgage default, the bank gets the farm, which it may

sell. In this scenario the bank is much better off than in the normal situation where it has to be satisfied with interest alone.

Being aware of people whose ability to service debt is extremely questionable, yet who have been persuaded by bank staff to take on more debt, I have come to suspect that banks are happy with defaults on a small enough scale to avoid Reserve Bank attention (requiring increased capital).
