p Dargaville’s main street was jam-packed with the young and the slightly less young on Saturday for the town’s Christmas Parade. Organised by the Dargaville and Northern Wairoa Lions, the parade was led by a Tongan brass band from Auckland. The band was followed by a wide range of floats from schools, businesses, churches and community groups. Dargaville Scout Group won $800 for best float, with Dargaville Fire Brigade second and Arapohue School third. Further parades take place in Ruawai on Saturday (December 13) and in Maungaturoto on December 20. See more on page 9 …

Four commissioners were appointed in September 2012 to replace the elected mayor and councillors. Their appointment came in response to the controversy caused by large rates increases put in place to pay for cost over-runs on the Mangawhai EcoCare

sewerage scheme. The commissioners were appointed for a term expiring in October 2015 when they are due to be replaced by an elected mayor and council.

However, Mangawhai resident Peter Nicholas was asked by former council

deputy mayor Richard Bull to draft a letter to Associate Local Government Minister Louise Upston. An attachment to the letter, which has been circulated by email, asks recipients to sign it to indicate their support. continued on page 4 …

Susie achieves at Matakohe Kaipara local makes big splash in radio u by Colin Patterson

Susie Hames just loves learning. The year-eight student at Matakohe School wanted to learn a foreign language, even though none were taught at her school.

So she asked principal Margie Hutchinson to help.

“At first I wanted to do Spanish,” says Susie, ”but Te Kura (the Correspondence School) doesn’t offer it. So I decided to do Mandarin instead.”

Susie, 13, says Mandarin has been difficult. But she has made progress. “I can speak some basic phrases, like ‘hello my name is Susie’.”

She hopes to continue doing Mandarin next year, although that is still to be decided.

Susie also enjoys maths.

Earlier this year she entered an Otago University problem solving competition where she finished in the top 10 for her age group throughout New Zealand. “Some of the questions were quite hard.

You had to change letters of the alphabet into numbers to form an equation, like bear + bear = drink.”

Susie lives with her parents and brother, David, on a farm near Paparoa. “I like animals, especially cats.” Susie has two of them, Lola p Matakohe student Susie Hames has some fun outside the classroom Rose and Bluey.

The voice of a former Kaipara resident is about to be heard across the nation every weekday afternoon.

Lana Searle, who was brought up in Te Kopuru and attended Dargaville High School, will co-host More FM’s nationwide drive time show from January with Jason Gunn.

Currently the pair co-host More FM’s Christchurch drive time programme.

Lana started in radio at Dargaville’s Big River FM while she was still at school.

She subsequently graduated from the New Zealand Radio Training School in Wellington and then worked in the provinces, including four years at More FM in Whangarei.

Lana moved to Christchurch in 2010, just in time for the September quake that year and she also endured the February 2011 shake. “It was pretty rough. Our building got red stickered. We spent three years in a building near Addington raceway. This year we moved into a new building — it’s pretty cool.”

Being on radio every day suits Lana to a tee. “It’s weird to think of it as a job. I slap myself. I can’t believe I get paid to do this.” But Lana agrees that commercial radio is a cut-throat

business and you live or die by your ratings. “I’ve managed to do pretty ridiculously well.”

Lana says the secret to her success is keeping in mind whom you are doing it for. “It’s all about the listeners. With radio you make them the star.”

Lana says she is looking forward to a three-week Christmas break at home with family before moving onto the national stage. ¢

A conductor replacement and 11kV maintenance programme is underway in the Three Mile Bush and Church Road area that will take some weeks to complete.

Our teams are also busy preparing for work on a couple of subdivisions around Whangarei and we are also fully booked with customer generated work throughout Kaipara and Whangarei until Christmas.

A conductor replacement programme is well underway in Maungaturoto, while in Dargaville’s main street we continue to make good progress on a feeder rehabilitation programme.

This is a major project that will take us through until the end of the financial year. We really appreciate the understanding and patience of locals as we go about this work.

Caring for Northland Thank you to everyone who played a part in making this inaugural family fun day at Kensington Park such a success. It was a huge effort and to see thousands of people flowing through to check out the emergency services and support services from all around the North – the very people who look out for us all 24/7 – was impressive. Electricity Rescue Helicopter Appeal

“As a group of concerned Kaipara residents and ratepayers, we humbly ask the Government to consider extending the term of the Kaipara District Council Commissioners until at least 2016 to coincide with any future rationalisation of local government in the Northland region.

“We strongly believe this extension of the Commissioners’ role would add stability to our region in a period where far-reaching decisions will be made about the future shape of Northland.”

The letter says the appointment of commissioners has resulted in the council’s finances being stabilised.

“However, there is still much work to be done and we are fearful that an early termination of their role will have many disadvantages for our District.”

Northland MP Mike Sabin says he has

had a number of approaches from people wanting the commissioners’ terms to be extended. “I entirely understand why they have that desire.”

Mr Sabin says the commissioners are currently defending a court case against the Mangawhai Ratepayers and Residents Association, while they are also embarking on legal action against the Auditor General and against former chief executive Jack McKerchar. Work to reduce the council’s debt and improve its financial position is ongoing.

“I’ll be echoing these thoughts to the associate minister. I’ve had some discussions with her, so she is certainly aware of my thoughts.

“My primary concern is to ensure the council will be in a strong position to return to democracy.” Chair of commissioners John Robertson says he

is aware of the letter. “If the minister asks to extend our terms, I am sure the commissioners would consider that.

But at the moment we’re on course to finish in October next year.” ¢

Bowling club rooms sold to Field Days u by Colin Patterson

The club rooms of the former Te Kopuru Bowling Club will have a new use next year — as the headquarters of Northland Field Days.

The Field Days committee successfully bid $10,000 for the buildings at a recent auction in Dargaville.

Field Days administrator Meagan Edmonds says the buildings will be moved to the Field Days site at Awakino Point.

But that will not happen until after the 2015 Field Days scheduled for late February.

Ms Edmonds says moving the buildings and reconnecting services could be ‘a reasonable cost’. She

says the buildings will provide much needed office and meeting space.

“At the moment we don’t have space for committee meetings, so the committee meetings are held in town.”

Jean Johnson from Ray White Dargaville says, although the bowling club’s closure is disappointing, it is good the buildings are being retained for community use. She says the buildings had a $10 reserve. There were several bidders including a phone bidder from Auckland.

World renowned accordionist Kevin Friedrich returns to Dargaville next April seeking photographs of local service men and women in uniform for a special tribute concert.

The commemoration is part of Kevin’s annual event, An Afternoon of Music with Kevin Friedrich and Friends, and coincides with the 100th anniversary of Gallipoli and the 70th anniversary of the end of WWII. “Worldwide, there are a lot of celebrations going on right now and my idea is to pay tribute to the local people who have served in active duty for New Zealand,” says Kevin. “That includes the world wars but also Korea and Vietnam, the Maori Battalion and other branches of service. Books required for wartime drama

Some Kaipara schools win from funding changes

Northland theatre group Platform Thirteen is on the look out for a pile of unwanted books, people to chuck them around and a stage crew to set them and pick them up afterwards.

The recent change in school decile rankings announced by the Ministry of Education is not all bad news for Kaipara schools.

While some principals complained the changes would cost their schools thousands of dollars, other schools stand to benefit from their deciles being lowered, entitling them to more money and access to some programmes.

Matakohe School has changed from a decile five to a decile four.

Principal Margie Hutchinson says the change gives the school access to the Duffy Books in Schools programme.

However, Ms Hutchinson has not yet had time to work out the financial impact.

“I’m sure it’s not a huge difference.”

Nearby Paparoa School changed in the other direction, from decile four to decile five, meaning the school may lose its Duffy programme.

Ruawai School drops from decile five to decile three; Otamatea High from a six to four; Ruawai College from five to a four and Dargaville High is unchanged at decile three. Education minister

Hekia Parata says decile funding provides additional resources to schools in socio-economically disadvantaged communities to help their students overcome barriers to learning.

“The decile system is well intentioned, but it is a blunt instrument and doesn’t always target funding as effectively as we know it could.

“This is a regular process undertaken by the Ministry of Education and is based solely off information gathered in the 2013 Census.”

About one-third of schools gained money from the latest review, one-third stayed the same and one-third lost funding.

Ms Parata says decile funding accounts for just 11% of operational funding for schools.

Northland MP Mike Sabin says he is happy to work with any schools that approach him. He says the ministry has a review process for schools unhappy with their ranking. Applications close on March 27, 2015. ¢

“The set for our last production, a scaled down version of Shakespeare’s Tempest, consisted of two fence posts, a square of canvas and 20 buckets of sand,” says spokesperson and playwright Sheri O’Neill.

“But our new play, Everybody’s Reading Room, is set in a very untidy library so we need a big heap of old books to stack and scatter.”

It’s taken 150 years since they were introduced into New Zealand to provide the base for a fur industry, for possums to become really viable.

“And it’s taken private enterprise to show government the way,” says Paparoa-based possum harvester, Geoff ‘Possum’ Allen.

Always a stalwart at the local school’s annual fund-raising Possum Purge, Geoff is also a full-time fur harvester, with the fibres in ever increasing demand by the fashion and clothing industry.

The fur has an air-cell structure that enhances mixing with merino wool for a quality material that even graces the wardrobe of former US president Bill Clinton, after a New Zealand visit.

Kaipara provides Geoff with a rich hunting ground, with selective poison bait stations controlling the pests which, unchecked, nationally destroy vast areas of native bush.

As an experienced trapper, he has also put his expertise into research and is currently looking at patents for a sophisticated electronic trap which will have a universal application to all pest species. “The efforts of private enterprise in finding markets and putting a real value on fur, and more recently

New values show little change Kaipara property values have changed little over the last three years, according to triennial valuations prepared by Quotable Value.

Property owners will be sent their new valuation notices by post.

“The total capital value of the 14,829 properties within the District has stayed much the same as it was in 2011, with a slight increase of 1.37% to $6.38 billion,” says QV Whangarei manager Grant Peacock. “Corresponding land values have increased slightly by 1.7% to $3.77 billion.”

The average value for a residential dwelling is now $295,000, up 3.4% on 2011 levels. The average value for a section is now $148,000, an increase of 2.2% on 2011 levels.

“The residential property market has been quiet for a sustained period now. Values have been fluctuating within a narrow band for a number of years.

“Market activity is still relatively subdued and buyers remain cautious in their decision-making,” says Mr Peacock.

The biggest growth in residential values has taken place in Mangawhai, due to its proximity to Auckland and interest from out-of town buyers.

Some western communities such as Te Kopuru and Ruawai have seen capital

and land value falls as tight economic conditions cause downward pressure on prices. The rural sector is seeing relatively high volumes in sales and increasing levels of confidence.

This however, is on the back of a particularly tough several years.

Rating Values reflect the value of property as at 1 September 2014.

Copies of the valuation roll are now available for inspection at the Kaipara District Council offices in Dargaville and Mangawhai.

Owners have until 30 January 2015 to lodge objections to the new values. ¢

All electricity consumers connected to the Northpower electricity lines network in Kaipara and Whangarei will find an $83 tax free credit on their next power account.

The distribution totals $4.67 million and is allocated to the 56,332 power installation control points (ICPs) connected to the Northpower network at 6am, December 3, 2014.

NEPT Chairman Erc Angelo says the distribution means the Trust has now given back almost $93 million to its consumer owners since 1993.

“2014 has been a really strong year for Northpower and that is why we are able to share these profits evenly amongst our consumers. The distribution is from the Dividends the Trust receives,” says Mr Angelo.

“But the really pleasing aspect of this is the great service Northpower provides to it consumers in Kaipara and Whangarei – and you only have to look at the work Northpower did in response to the storms we had to contend with this year.

“Northpower has achieved important milestones this year with the completion of the Northpower Fibre UFB network in Whangarei this year, the establishment of the first electric vehicle fast-charge station in Whangarei and the fact the company was voted Lines Company of the Year for the second time.

“Northpower is a long term business and its continuing growth and maturity is both exciting and encouraging,” says Mr Angelo.

The 89-year-old took on the role at Dargaville’s Christmas Parade in 1995 and he’s done it most years since.

But he’s not only a Santa in parades.

He’s in big demand to play the role of the big man in the red suit, spreading Christmas cheer among young and old alike.

His Santa experience started when he was asked by the Northern Wairoa RSA committee. Because he had the right coloured hair on his face and head, helped convince them Harry was the right man for the job.

Since then he’s put on his red suit and travelled by aeroplane for lolly drops in Ruawai, and by police launch for a Christmas event at Kai Iwi lakes.

In the Christmas Parade he’s travelled on a number of floats, one time being on Ernie’s kumara train and other times on a fire engine. But in 2014 there was a momentous first. “It’ll be the first

time Santa will come on his sleigh.”

Mr Baycroft loves his job. In 2011 he underwent open heart surgery but was back on his feet in time to be Santa in the parade.

There are some simple reasons Mr Baycroft keeps on being Santa. “I love to see people happy. I love to see the smiles.”

But it’s not only youngsters who appreciate Santa Harry. “Yesterday I was

at Kauri Coast [rest home] and there were 40 people.

Some of them said they never had a Santa when they were kids.”

Even though he’ll be 90 in March, Mr Baycroft has no plans to retire.

He’s already been booked for the local playcentre’s Christmas party and he’s determined to be part of the 2015 Christmas Parade. “That’ll make it 20 years.” ¢

Ask any of the top riders on the motocross circuit — or flip through the biographies in any magazine featuring the up-andcomers in the sport.

All but the most forgetful will thank their parents for years of support — and those who don’t will likely have some explaining to do next time they visit mum and dad!

‘Start ‘em young’ is the philosophy for off-road riding, whether or not your little tykes plan to go competitive or if they just want to join their siblings and parents having some fun on the trails or on the track. With Christmas just around the corner, we gathered some wise words about getting your kids started in off-road riding, to make this experience as much fun — and as safe — as possible.

First up, go with a tried and trusted brand. Safety first is the watchword, and big names like Honda, Suzuki, Kawasaki and Polaris simply have superior build quality to some machines which have

little provenance. Honda, for example, fit extra wide tyres and a parent-adjustable throttle restrictor to their CRF50F, allowing it to be safely piloted by ages five and up. The next step up — for example, Suzuki’s JR80 — adds more two-stroke power, but remains light and responsive.

Another option is to let the kids follow in your footsteps (or wheel tracks) with a smaller version of a top-flight racing quad.

Stability is no issue when getting on board the Polaris Outlaw, available in 50cc and 90cc variants, and once again a speed limiter is standard equipment to avoid over-exuberant incidents! This little firecracker is also available in hot pink — may we suggest, the perfect substitute for a pony, and one which

Even at low speeds, under supervision, gloves, boots and a helmet are a must. Your local motorcycle store will be happy to fit out the kids with all

Top honours for automotive excellence u by Andy Bryenton

This year’s AA and New Zealand Motoring Writers’ Guild car of the year awards have provided some surprises and some clear victors, as members voted for their pick of 2014’s top auto across a variety of categories.

While it was the Mazda3 which took top honours this year, there has been cause for comment across some of those other classes too, with especial mention made of the Ford Ranger’s win in the best ute category, and the double win for Mercedes Benz, with their C Class taking out both best medium to large car and safest car.

The Mazda3 impressed the judges with a combination of style, technology and function, joining the marque’s CX-5 in the winner’s circle as the ‘crossover’ took best small to medium SUV. AA Motoring Services General Manager Stella Stocks says the Mazda3 has become a Kiwi favourite with a wide range of models to suit a broad range of motorists.

“The Mazda3 is a very deserving winner and its place at the head of the top 10 finalists is likely providing little surprise to many,” Ms Stocks says. “With the Mazda3 we have an outstanding allrounder with a wide model range and some great safety technology.”

Ford’s Ranger ute has enjoyed a stellar run on the podium, with big awards in every year of its model life, including being named New Zealand Autocar Car of the Year in 2011. This year sees the Ranger once again take out best ute, a title it has held since 2012, and a clear challenge to other global car makers. This popularity has been borne out in numbers of Rangers on the road — Ford are on track to be New Zealand’s best selling ute this year.

An inconvenient closure in Te Kopuru Visitors to the settlement of Te Kopuru have been left with nowhere to go after the abrupt closure of the town’s public toilets.

The Te Kopuru Domain toilets were closed by Kaipara District Council after power and plumbing was disconnected at their source in the Te Kopuru Bowling Club building, when it was also closed.

Resident Sarah Searle says local people have been approached by visitors seeking relief as traffic through

the town gets busier in summer.

Smaller settlements such as Pouto, Kellys Bay and Glinks Gully have public toilets, says Ms Searle. But Te Kopuru does not.

“It’s an absolute disgrace. Te Kopuru must be the only town in New Zealand that does not have public toilets.”

Kaipara District Council parks manager, Alan Duxfield, says the toilets were closed abruptly, because of the bowling club shutdown.

“Normally council would engage with the community before it closed public toilets.

However, the short notice involved meant that it wasn’t possible to do this.”

He says the council is now working with the community to explore options for a continued toilet service for Te Kopuru. ¢
