p Dargaville welcomed Santa and Mrs Claus this weekend, as a parade of festive floats and decorated vehicles took to the streets, heralding the beginning of the holiday season. The jolly gent from the North Pole declined to comment on the volume or quantity of presents he will deliver to local ‘nice list’ members later this month, stating only that pre-flight sleigh checks are positive, and that his team of aerial reindeer have been in training since September for the big night. Parade patrons enjoyed not just the arrival of the man and lady in red, but also a marching band, a huge festive tractor and great representation by local schools and community groups.

Principal David Bargh welcomed the youngsters to Dargaville High and told them they would be in for an exciting journey. “Make the most of every opportunity,” he told them. p The rain cleared and the sun came out just in time for Dargaville’s 2013 Christmas Parade on Saturday. Young and old thronged to the centre of town to watch the assembled floats do a return journey along Victoria St. The parade was led by a Tongan brass band from Auckland, whose members downed their instruments on several occasions and showed off some stunning dance moves. They were followed by a wide-ranging collection of floats from schools and community groups, including one from Norfolk Court Rest Home that featured Santa Claus. Te Kopuru School won the competition for best float. Everyone had a great time, in no small part because of superb organisation from Dargaville and Northern Wairoa Lions.

TAHAROA DOMAIN GOVERNANCE COMMITTEE MEETING RESCHEDULED The meeting of the Taharoa Domain Governance Committee scheduled to be held on the 9 December at 2pm was declared lapsed due to a failed quorum.

Former deputy mayor, Julie Geange said: “The hardest part of the AG’s report is that council is a collective.

I feel for those councillors who came on in the last term — and then asked for help — they made no decisions on the scheme — but tried to fix it.

It’s been the work of several successive councils — so the accusation of incompetence — was that the last council? The AG’s report goes back to 2000.”

Former councillor Jonathan Larsen says he’s seeking legal advice on

possible action against Mrs Provost for ‘lumping him in with inept and incompetent’ former councillors.

Mr Larsen set up the WorkBoot Councillor Internet website to question council decisions and said the Audit office did not take any notice when he ’raised issues with them’.

Former Kaipara mayor, Neil Tiller, said he had not read the report and would not comment. Former council CEO, Jack McKercher, did not return calls from The Lifestyler.

Northland MP Mike Sabin meanwhile has called for the Auditor General’s office and their insurer to negotiate settlement over ‘the cost of the failure stemming from the council auditor who has been shown to have departed from the minimum professional standards and expectation required’. ¢

Beach speed limit call u by Colin Patterson

Kaipara District Council is setting up a working party to consider new beach speed limits amid concerns that irresponsible drivers are putting public safety at risk.

The council covers Ripiro Beach which at 100km is the country’s longest beach and a legal road.

Dargaville Police senior sergeant Robert Nordstrom says unless specific regulations apply, there is an automatic 100km/h speed limit — even in areas frequented by swimmers and other beach users.

“That’s dangerous in highly populated areas of the beach. It’s like having a road through the middle of a shopping mall.”

Police believe speed restrictions would help educate drivers, as well as providing more enforcement tools for police.

“I’d like to see that areas from 200 to 300 metres from the main entrance to any beach be gazetted as a speed restriction area,” Sgt Nordstrom said.

The current speed rule means police get lots of complaints over summer. Often there is little they can do.

“It’s mainly nuisance offences.

But they rark up the local community.

It’s an increasing problem.”

A report considered by council commissioners noted there had been deaths at Ripiro Beach in January 2007 and December 2008.

It said that in 2007 the Northland Regional Council talked with beach

users and asked them what they thought should be done about the issue.

“Whilst there was very little support for the concept of a total ban of vehicles from the beach, there was unanimous support for the concept of bringing into force some means to restrict vehicle movement in areas of the beach, to regulate the use of vehicles and particularly driver behaviour whilst in the vicinity of other beach users.”

However, because of uncertainty over which body had jurisdiction, no new measures were put in place.

However, law changes in 2011 means the district council ‘now has both the jurisdiction and authority to put enforceable management of the beaches in place’.

Mr Nordstrom says police are likely to take up the opportunity to be on the working party which will also have representation from Northland Regional Council, local iwi, the Department of Conservation and the Kaipara District Council.

If the working party recommends any changes to existing limits, they will be subject to consultation with anyone affected, plus the New Zealand Transport Agency and the Commissioner of Police before they can be approved.

Te Kopuru School’s Ukulele Club, the TK Leles, used their talents for a good cause last Wednesday, taking their music to masses in Dargaville township to raise money for the relief effort in the Philippines.

$3.8m returned to Northpower consumers For the second year running, Northpower consumers will receive a pre-Christmas gift from the Northpower Electric Power Trust.

All electricity consumers connected to the Northpower lines network in Kaipara and Whangarei will find a $70 tax free credit on their December power accounts.

The distribution totals $3.8 million and is allocated to the 55,605 power installation control points (ICPs) connected to the Northpower network at 6am, December 4, 2013.

Northpower Public Affairs Manager Steve Macmillan says customers who do not receive the $70 credit on their next power account should contact the NEPT information line on 0800 434 100.

As 2013 draws to a close, activities at Ruawai Lions Club are in full swing with the upcoming Senior Citizen’s Christmas function and the annual youth Methven exchange.

The Senior Citizens’ Christmas lunch takes place on Wednesday, December 15 and is open to all seniors at no charge.

“The lunch is the perfect occasion for old friends to meet and socialise,” says Ruawai Lions secretar y Dorothy Simpson.

“We’ll have entertainment and after lunch, the oldest lady and gentleman and the longest married couple will be honoured.”

In the New Year, Ruawai Lions will see the arrival of four Methven teenagers, who will spend ten days experiencing life in Northland.

“The exchange is an annual project and has been happening for 30 years

now. The students arrive in January and will experience fishing and farm life, water activities at the beach and Kai Iwi Lakes, visit the Kauri Museum and be taken on a flight over the area.

“During the last school holidays, four local students, Helena Thompson, Rebecca Brewster, Royden Beattie and Nathan Butt, were hosted by Methven Lions Club.

“They had an awesome time experiencing life in the South Island and shared their experiences with us at our last dinner meeting.”

Ruawai Lions Club is currently running an impressive raffle to help with funding.

Mr Macmillan says over the past 20 years, Northpower consumers have received more than $182 million through the NEPT distributions and Northpower line holidays.

“This is the second distribution from the NEPT in 12 months and it is always satisfying for the Trust to be able to pass on profits from Northpower, as this is a sign of a successful and growing company,” says Mr Macmillan.

“2013 has been a strong year for Northpower after reporting a group net profit after tax of $11.3 million for the 2012/1013 financial year. Magazine Review: The New Zealand Artist

Set in the heart of Waipoua Forest, Waipoua Visitors Centre is a one-stop hub for information, refreshments, accommodation and entertainment.

The New Zealand Artist is a refreshing new publication, which presents an interesting read alongside practical tips and advice. Surprisingly, the magazine is printed in Whangarei and has a wonderfully local flavour.

The bi-monthly magazine is brimming with colour and showcases artists from around New Zealand.

Alongside these articles are plenty of tips, how-to guides and a glossary. I don’t claim to know a lot about art but I do appreciate a good read and great photography and the New Zealand Artist provides both.

For a second opinion, I decided to share the New Zealand Artist with my mother, Annette, who describes herself as a ‘newcomer to art’.

She loved the brush tips and the guide on how to read oil and acrylic paint labels. In fact, she enjoyed the magazine so much, she is now subscribing to it!

The article about Lottie added a nice Kaipara connection. Lottie is a Paradise sandstone sculpture,

by Kap Pothan, nestled between Reyburn House and the Hatea River in Whangarei. It was interesting to

read that this artist uses stone from Ruawai in his work.

Founders of the New Zealand Artist, Megan Lavin and Linda Hodnette say they have created this magazine to fill a gap in the market, “for veteran artists who have been in the industry for a long time and artists who are just finding their feet in the art community.” I believe they have been successful.

The New Zealand Artist is a readerfriendly, informative and beautifully presented magazine and is available at the Muddy Waters Gallery in Dargaville.

To All Kaipara District Council residents and ratepayers Last week was an important one for the Kaipara District. The long-awaited report from the Auditor-General into the Mangawhai community wastewater scheme was released.

Kaipara District Council accepts full responsibility for the role previous councils played in the failings outlined in the report.

Commissioners, on behalf of the organisation, have also apologised unreservedly to the people and ratepayers of the district for the multitude and extent of those failures during the years 2006 to 2012.

We are amazed that successive Councils simply failed to ask the common sense questions that might have stopped the widespread failings that occurred over a prolonged period of time. Previous Councils have failed their community at the most basic level.

We are particularly disappointed about the year-on-year failings of Audit New Zealand between 2006 and 2009 which the OAG report itself describes as “sub-standard” and “inadequate”. If Audit New Zealand had been doing its job, significant issues would have been found.

We have made it clear that we are now seeking legal advice on potential options to hold those responsible to account.

That advice will cover the role of Audit NZ as well as others who share responsibility for this costly period in Kaipara’s history.

We hope that legal advice will be available by early 2014 and we will be

reporting back to you on the possible options open to us.

On a positive note, Kaipara District Council is now a fundamentally different and vastly improved organisation. This was formally noted by the AuditorGeneral in her report.

We have already addressed many of the issues outlined in the report, including boosting in-house expertise in community engagement, finance, engineering and project management.

We have robust financial and other policies in place, have established an Audit and Risk Committee and have improved all record-keeping.

We also have a work programme in place to systematically work through the remaining issues raised in the OAG report.

Commissioners are relieved that the report is now out. The strong message we are getting from most parts of the Kaipara community is simply to “get on with it” and ensure Kaipara remains on track to recovery. That is what we intend to do and we thank you for your ongoing support.

Some questions answered 1. Does KDC accept the findings of the report?

Yes, KDC absolutely accepts the findings of the report including the findings about the failures at Kaipara District Council.

2. Will Kaipara District Council be holding anyone to account for the failings outlined in the report?

We will be seeking legal advice on what options exist for holding those responsible to account. That will include advice on the failings of Audit NZ. 3. What is your view of those people who tried to point out what was going wrong at Kaipara?

They played a key role in bringing this issue to light. It has taken energy and commitment. We would now dearly love to see that same energy and commitment used to help take Kaipara forward.

4. Did the report uncover any criminal behaviour?

No. The Office of the Auditor-General found no evidence suggesting criminal activity.

5. Can ratepayers now have confidence in Kaipara District Council?

Absolutely. Kaipara District Council now is a fundamentally different and vastly improved organisation with new management and governance in place.

6. Do you believe building the Mangawhai wastewater scheme was the right thing to do?

Yes. The OAG report found it was the right thing to do. But the way it was done was flawed on a multitude of levels.

The Auditor-General has noted a number of ‘lessons’ to be learned from the enquiry into the Mangawhai wastewater scheme. They include:

financial management capacity and stick to their sphere of competence (that is, not get involved in things they don’t understand).

Accountability Public entities (like councils) must be meticulous about legality; that good record-keeping is essential; that workshops can supplement but not replace formal council meetings, and that contractors need to be tied into public sector accountability mechanisms.

PPP (Public Private Partnership) arrangements Don’t underestimate what’s involved in a PPP; do not enter into a PPP based on accounting; that the transfer of risk is not an end in itself, and that PPPs are unlikely to succeed fully if the contract is not for “the complete package”.

Governance Governors (like councillors) must understand their role and stick to it; that common sense is important; that it’s important to understand what assurance is needed and where it will come from, and that audit committees can provide useful support.

Lessons for auditors They must understand the entity as a whole, assess the strength of the management control environment, and that good and open communication between the auditor and entity is vital.

Below is a summary of the key conclusions of the report.

• Kaipara District Council (KDC) was correct when it decided Mangawhai needed a reticulated sewerage system.

• The sewerage system is functioning well and has capacity for growth.

• There were deficiencies in the way KDC managed the overall project, contracted with various parties, financed the scheme, took ownership of the assets and more. There was an inadequate focus on its public sector obligations and accountability, including an informal approach to decision-making, the use of Council workshops, poor compliance

with internal policies and poor record-keeping.

• KDC, as a whole, had weak systems in many areas and lacked in-house capacity.

• The audit work from Audit NZ during the period 2006 – 2009 was “substandard” and “inadequate”.

• The Office of the Auditor-General found no evidence suggesting criminal activity.

The Auditor-General also made comment in her report about what needs to change.

Her report says: “Many things that we might have commented on as needing to change have already changed in the intervening years. …. it is worth specifically noting that KDC has changed. It has been restructured and has new senior management, the elected members have been replaced by Commissioners, it has a new auditor, and it has instituted many internal reviews and implemented new systems.” (page 46, Summary Report).

A current F endorsement (forklift) licence and/or a HT licence would be an advantage but not essential. We’re looking for a motivated and conscientious team player who takes pride in exceeding customer expectations. You’ll need a true knack for detail, great communication skills and a flexible approach to your work. You will have previous experience in a customer service role and will ideally have experience in inwards goods or stock control – but more essentially you’ll have the right attitude towards learning and providing a service that really sets us apart from the rest.
