The court is hearing submissions from a variety of opponents, including Fight the Tip, which has led the opposition in a four-year battle to block a pollution threat to the entire Kaipara Harbour. Hearing commissioners decided in favour of the company, sparking the current appeal.

“It is heartening to see that the court process is revealing some real truths about this project,” says FTT executive member Michelle Carmichael.

“Fight the Tip was pleased to hear evidence which shows that the Wayby Valley site was not their first choice. In fact, it had been rejected twice as unsuitable, with many other sites favoured instead.

Reports revealed that a site at Woodhill was the highest ranked at 71 per cent compared to Wayby at 55 per cent.

“This is certainly not what we got told through consultation. When we specifically asked about alternative sites, Waste Management kept telling us that Wayby was the best site they had looked at,” Michelle said.

“The fact that the alternative sites are not perfect either indicates how truly bad this site option is and that we are right to be advocating for a nationwide change to how we deal with waste in New Zealand.

Our recycling rates are incredibly behind leaders in the world in this area.

“We knew this site did not make sense considering its characteristics, which are named as undesirable or features to avoid in landfill siting criteria that Waste Management representatives helped write.

“A 2014 report revealed in court confirmed our concerns and was the basis for rejecting the site at that time. The main reasons being the nearby river and a range of significant geological and ecological concerns. However, Waste Management still purchased the Springhill portion of the Wayby site in 2017 and went into a purchase agreement for the Matariki Forest portion despite these concerns.

“It was also revealed that none of the reports included cultural impacts, which Waste Management was also questioned intensely about. Significant concerns about the lack of consultation

with tangata whenua have also been raised. In summary, the issue is that consultation is meant to be in regards to site selection before a site is purchased.

That has not proven to have happened, with consultation offered seemingly to have been limited to conditions around this site only.”

The case continues, and is expected to be completed by early December. Lay witnesses for Fight the Tip are scheduled to present their evidence statements this week. The public can view the proceedings online with details at facebook.com/ groups/SavetheDome. ¢

The number of support and stimulus packages attached to the Three Waters reforms now stands at three, even as an alternative to the reforms is championed by a group the Kaipara District Council is part of.

Those two candidates are incumbent councillor Victoria del la Varis-Woodcock, and a previous candidate for local body leadership Ash Nayyar. As of publication, two people have stepped forward to contest the Kaiwaka-Mangawhai Ward; Dennis Emsley and Rachel Williams.

Ash Nayyar will contest the Wairoa General Ward as well as make a bid for the mayoral chains. Meanwhile, there is only a single candidate listed on the Kaipara District Council’s website for the Te Moananui o Kaipara Māori ward; Paturiri Toautu.

While it is usual for a late flurry of applications to be registered towards the end of a nomination period, this is a reminder not just to confirm your candidacy should you wish to represent your neighbours on the council, but also to enrol to vote. Elections will take place on October 8. ¢

After the difficult decision was made to cancel Dargaville’s 2021 Christmas Parade to prevent the threat of Covid-19, plans are afoot to bring the event back bigger and better for 2022.

With Kaipara Harbour a breeding ground for several shark species, local fishers are being invited to provide information to Fisheries New Zealand and the Department of Conservation on a new conservation plan.

The Dargaville Community Development Board is supporting parade hosts, the Dargaville Lions Club, in promoting the festive event, which is set to roll through Victoria Street on December 3. While this seems like a long way off, those making plans to boost the parade say that the time to get involved is now.

A draft National Plan of Action Sharks 2022 now sets out directions for the conservation, management and sustainability of sharks caught in New Zealand waters.

Fisheries New Zealand’s director of fisheries management Emma Taylor says as apex predators, sharks play an important role in maintaining healthy ocean ecosystems.

“We’ve made good progress towards protecting sharks through introducing a ban on shark finning practices in New Zealand waters in 2014 and by careful management within the Quota Management System.

“The draft plan aims to strengthen protection for sharks by ensuring best practice is followed to return any unwanted sharks to the sea alive with the best possible chances of survival.

“It also promotes research into new shark-derived products to maximise the use of sharks that are taken commercially and support the sustainability of shark populations.”

The draft plan builds on the previous plan from 2013 and was developed by a Shark Advisory Group representing government agencies and commercial and recreational fishers.

“We encourage anyone with an interest to provide feedback on the draft plan before the consultation closes on September 13,” Emma Taylor said.

Report highlights challenges Students tramp Tangihua Ranges

Kaipara District Council has prepared a Pre-Election Report ahead of this year’s local body elections, highlighting the challenges which will need to be overcome by a newly elected council with a new mayor and deputy mayor at the helm.

It is the final week for candidates to step forward for the council and the mayoralty. This document stresses the necessity for strong, civic-minded leadership for the next four years. Louise Miller, KDC chief executive, is encouraging potential candidates and voters to read the report.

“It’s supporting you to have informed discussions about what’s going on within the council and the area,” said Ms Miller.

She is leaving her role following this October’s election.

Unsurprisingly, government reforms which show a tendency toward centralisation are a core factor in the report. A strong council will be needed to navigate changes to local government authority, the restructure of the Resource Management Act’s replacement legislation and the coming of Three Waters.

Financial details included for prospective councillors show that they will be at the helm of a multimilliondollar organisation. The total operating funding for three years, which will make up their term of office, exceeds $60 million annually.

Police Academy participants at Dargaville High School went trekking to increase their fitness levels recently.

“Dargaville High School Police Academy students continued to work on their fitness by tramping at the Tangihua Ranges,” said assistant principal Angela Troath.

The tramp is one of many outdoor activities that the Police Academy students have taken part in, including the Lane Cove tramp earlier this year.

It is geared up to equip pupils for their future in the police force.

“We were lucky to have been fully funded for the trip by the Dargaville Lions Club. I want to thank Dargaville Lions Club for allowing this experience to happen. It enabled us to stay the night at Tangihua Lions Lodge and use their fantastic facilities, including the drying room and confidence course.”

Students trekked various tracks at the Tangihua Ranges during their two-day stay with the various tracks available there.

“We arrived on Thursday, July 28, and the forecast was showers. We managed to dodge the showers and walked the Kauri Dam walk and the Tangihua Forest Nature walk.

The Kaipara Art Awards have been announced again for 2022, providing a top-level showcase for the area’s creative talent.

Internationally acclaimed pianist and entertainer Jan Preston is coming to Dargaville for one night only, playing a show this week at the Anzac Theatre.

Seal safety is in the public eye after the death of one marine mammal at Baylys Beach after a dog attack, and sightings of many more seals hauling out along the Ripiro coast.

Seals have been sighted in large numbers on the west coast shoreline in the past week, prompting responsible beachgoers to take photos at a distance.

However, in a tragic incident first reported on social media, a young seal was attacked by dogs off their leash near the entrance to Baylys Beach.

The public response has spanned the spectrum from dismay to calls for vigilantism.

Spring is just around the corner, and with supply chain issues and New Zealand’s mercurial weather combined, planning a roofing mission well in advance is a must.

Those who scale the scaffolds and repair holey house-tops say that patience is the keyword for 2022, as they have a lot to do when the sun shines. Getting on the books now means you can make plans to do it all in one swoop, however, and there’s a possibility that a well-planned roofing quest can save you money. Here are the top five things to do when the covers come off up top.

Insulation top up — When there’s no crawlspace to navigate, and the roof is peeled aside, it’s a good time to make short and easy work of insulation topups. Some materials sag, degrade and crumble over time, and it’s easy to spot areas where coverage isn’t one hundred per cent when there’s plenty of room and light.

Ventilation and extraction tech — Installing bathroom and kitchen extractors and home ventilation units, heat transfer tubing and other ducted vents can be a real game of Twister when the roof is on tight. Small crawlspaces make it a stuffy and difficult job for installation techs.

However, with a few roof panels off, it’s

easy to run ducts and place fan units. Sort all these out during roofing time, and you might save a bundle on the installation time and cost.

Chimney clean sweep — Upgrading a fireplace often means putting in a new chimney stack, which must pass through the roof. Usually, your plumber and roofer are the same person, so getting both of these jobs done in one can be a bonus for both of you. An honourable mention goes to another rooftop plumbingrelated fix, which is easier with scaffolds raised — your long-serving spouting and guttering.

Add sunlight with skylights — The clever money these days is on using the sun instead of electricity, and the simplest way to do this is to let the sun into darker spaces in the home via tubular skylights.

The wild green growth of spring is just a few short weeks away, and along with the explosion of new life comes a very welcome explosion of new stock to local outdoor power suppliers.

Supply chain woes are easing, with new models coming in at every size in the mower and ride-on family tree. That means lots of choice for prospective buyers, but with that choice comes the necessity to pick smart.

Experts in the field (lawn pun intended) insist that buying a good quality mower is like buying a car. You wouldn’t trust a dealership that can’t provide aftersales service, parts and support. They say ‘buyer beware’ when it comes to bargain-basement brands you’ve never heard of from big-box retailers that don’t have a service department. What they do recommend is getting the right tool for the job, based on what kind of section you have to mow.

Small residential lawns — If you have an urban flat or part of a block of apartments or units, battery power may be the way to go. Succession Solid As Steel West Coast Steelworx welcomes in a new manager and farewells a long-standing leader this week, as the business prepares to pivot from winter maintenance to spring prep for its many customers.

David Ocean has built up the team into a formidable workforce with skills across a wide range of disciplines, from fabrication, welding, diesel repair, ag machinery maintenance and hydraulic hose doctoring. Now he’s set to step down as Adam Bradley takes the helm, and both engineers are confident that the transition will be a smooth one.

“I’ve been in the trade since the age of sixteen - that’s coming up to 14 years,” says Adam.

“I served my apprenticeship with Dargaville’s well known old firm of Newman Engineering, and then worked in Auckland and in Wellington.

But now I’ve settled down to start a family, and moving back to Dargaville has provided the perfect opportunity. This is a nice place to live!”

While Adam is moving home to Dargaville, current manager David’s next move is also all about family, but sees him heading across the narrow part of New Zealand to Whangarei. There, he’ll be taking up dad duties while working part time in the engineering trade.

“Perhaps the most rewarding thing about my four and a half years working with West Coast Steelworx has been the relationships with our customers,” says David.

“Of course, the whole point of having all of the skills we have gathered together under one roof is convenience for the kumara growers, contractors and farmers. That means I’ve gotten to know them, and know what they need to keep their businesses running smoothly.”

David has built a strong team, and he’s proud to hand over the keys to Adam, secure in the knowledge that a high standard of service and customer care will carry on. The West Coast philosophy of taking away customers’ downtime and worries will continue.

“Special thanks have to go to Rusty and Rachael Williamson, without whom this could never have been possible,” says David. “Thanks, too, to all our customers for their loyalty, to our suppliers, and to the team - it has been a pleasure working alongside you all.”

Cattle are hardy and stoical creatures, seemingly built to weather nature’s changing seasons without complaint. However, there’s a reason why shelter becomes a priority at calving time.

Ten thousand years ago, in the north of what is now India, one of the most important domestication events of the post-ice-age era happened. The aurochs, ancestor of all beef and dairy cattle, was domesticated after what scientists believe was a long period of co-existence next to nomadic human populations.

A similar thing happened in northern Europe, where the aurochs sub-breed was even bigger. These were not today’s cattle, which any farmer can tell you are not always docile and tractable. They were bigger, meaner, and taller, with large horns. A bull aurochs was built to take on the apex predators of ancient Europe, like the wolf and the bear. Brave indeed were those early humans who domesticated them.

However, the important factor in our current story is this; the aurochs was not a beast of the open plains. That role was taken by the steppe bison. Instead, the aurochs lived in the forests which spanned the continent. It meant that calving season saw them retreat into the shelter of the trees, allowing for easy defence against predators and respite from the elements.

Fast-forward and the aurochs are long gone, replaced with several breeds of cattle shaped by the human need for

more meat, more milk, and less homicidal rage. What remains is a necessity for good shelter for calves and calving cattle, harking back to thousands of years of evolution.

R A N Enterprises Limited of Kaiwaka, has made application to the Kaipara District Licensing Committee for the renewal and variation of an on licence in respect of the premises situated at 1919 State Highway 1, Kaiwaka, 0573 known as Spice Lounge.

The general nature of the business conducted under the licence is restaurant.

The days on which and the hours during which alcohol is intended to be sold under the licence are: Current days and hours: Monday to Sunday 12.00 noon until 9.00pm.

Proposed days and hours: Monday to Sunday 9am to 1am the following day The application may be inspected during ordinary office hours at the Kaipara District Licensing Committee at 32 Hokianga Road, Dargaville or Unit 5, 6 Molesworth Drive, Mangawhai.

Kia ora koutou and greetings Congratulations to Oneriri Station Congratulations to Oneriri Station for taking out the NRC Water Quality Enhancement Award at the recent Balance Farm Environmental Awards dinner.

Having had the opportunity to visit the station and see first-hand the dedicated protection and restoration work that they are doing it was a genuine pleasure to present the award at the dinner on behalf of Northland Regional Council.

Farmers Hub on the NRC website is up and running There is a dedicated ‘Farmers Hub’ on the NRC website that is a one stop shop for landowners it has a wealth of information. Including the new rules on synthetic nitrogen fertiliser use, the pending Fresh Water Plan Change, Land use and Intensification, Wetland rules and more. Definitely worth keeping up with and gaining an understanding of what is ahead regarding land use.

Local Government Elections 2022 Many of you will be aware there are Local Government Elections this year. For District Councils and Regional Councils. Local Government plays an important part in the lives of all of us. From the front of house services that they provide to their regulations and compliance role to the advice and the facilitative way in which they work with individuals and within communities. It is critical that we have enthusiastic, informed and sound

leadership around the council tables. Councillors that listen first, work with their communities in a collaborative way, can work as a group in a cohesive way, and use a practical and pragmatic long-term view to get the best outcomes for the district and region. I would like to reassure potential candidates that there will be a comprehensive induction period for those that are elected in all things related to Local Government and your role.

I have decided to restand for the Northland Regional Council in the Kaipara Constituency. There is a large amount of change ahead for Communities and Local Government. With six years’ experience and knowledge in the role I believe I am well placed to assist the NRC Kaipara Constituency and Te Tai Tokerau Northland with the changes, challenges and opportunities that will be occurring over the next triennium.
