p A community rescue effort began last Sunday morning to save two stranded humpback whales believed to be a mother and calf, on Ripiro beach, just south of Baylys but was suspended overnight after volunteers were unable to refloat them from the sandbar. At press time on Monday, staff from DOC, Project Jonah and community volunteers were monitoring the sole survivor, assumed to be the calf’s mother, as they waited for the next high tide at 5pm. Large diggers were active on-site to dig a trench to provide a deeper area for the whale to swim out. “This is the first time a live stranding has occurred in the area, and the best possible outcome will be to float her back out to others sighted offshore,” said DOC operations manager, Stephen Soole. The Kaipara Harbour and its catchments are currently part of a Ngati Whatua treaty settlement. While most of the iwi’s historical claims have been settled, the remaining claims are yet to be finalised under a draft Memorandum of Understanding between Ngati Whatua and the Crown.

“The visit was a Treaty of Waitangi site visit where the iwi provided cultural

context, economic and environmental impact reports to the minister,” said Mr Little’s press secretary, Jodi Ihaka.

“The party included councillors and Iwi representatives. And as the settlement has a co-governance arrangement with local councils, Auckland Mayor Phil Goff and Kaipara Mayor Dr Jason Smith and some councillors from both groups attended the visit.”

Dargaville now has access to fast broadband with the Northpower Fibre UFB network going live in the first part of the town two months ahead of schedule.

With the first stage, 500 households can connect, with another 500 in a month when the second stage goes live.

“When you think about the fact that Northpower’s origins began in Dargaville back in 1920 — which is when the Northern Wairoa Hydro Electric Power Board was formed — it’s nice to be bringing the latest in broadband technology to the town where it all started,” says Northpower Fibre chief executive, Darren Mason.

“The message I want to get out there is for people to go to northpowerfibre. co.nz to register their interest, so we can connect their home or business as soon as possible to the fibre network,

which is ready and waiting just outside their gate. It costs no more to get the ultra-fast broadband experience right now.”

The UFB expansion will be completed within a year giving a further 1,100 connections.

Mangawhai will be completed in three stages, with construction of the network currently underway, and other Kaipara towns include Kaiwaka, Maungaturoto, Paparoa and Ruawai.

The Kaipara District is the biggest beneficiary of the expansion giving 6,000 people access to ultra-fast broadband, compared to just over 3,000 in Whangarei District, by 2021. ¢

Young offenders caught Two young offenders allegedly burgling a Dargaville retail outlet have been apprehended thanks to a quickthinking citizen.

Late in the night of Wednesday, July 25, a member of the public saw movement inside a farm supply store on Edward Street, Dargaville and phoned police.

Police surrounded the store and apprehended two males, 14 and 15 years old.

The 15-year-old has appeared before the Youth Court on a burglary charge.

The 14-year-old is assisting police with a number of enquiries regarding offending across Dargaville in the last

four months. He has been referred to Youth Aid. Sergeant Garth Mackay, Dargaville Police Station, said the good result was down to a private citizen’s quick action and sound investigatory practice by constables Curnow and Morris.

“We’d like to thank this member of the public for speaking up when they saw something suspicious.

“This is a great reminder for people to call police if they see something they know isn’t right. We will be able to step in and take appropriate action.”

A huge community effort to save two humpback whales stranded on Sunday morning at Ripiro beach, approximately two kilometres south of Baylys, has Department of Conservation and Project Jonah staff humbled at the response and support.

They were sighted by a local resident around 8am who advised DOC, and the rescue operation was coordinated with staff from Project Jonah. More than 150 volunteers arrived to help keep the mother and calf wet and upright as the team waited for high tide to free them.

The local fire service and coastguard attended, as well as local farmers with tractors, all providing essential manpower to turn the whales’ heads seaward to prevent them from rolling over.

“Despite some recent bad publicity involving seals, this proves the majority of Kaipara people care about the environment and our wildlife,” said local resident, Andy Bryenton.

Staff monitored the whales overnight, however, by morning were disappointed to find the more debilitated of the pair had died and would be buried on the beach.

Throughout Monday, volunteers were kept busy cupping fresh water to the surviving whale’s eyes to prevent them drying out. Two large diggers were making a deep trench in preparation for floating her out on the next high tide, expected around 5pm, at Lifestyler press time, towards other whales sighted offshore.

“We have had an incredible response from the community; we certainly appreciate their continuing support.

We are doing all we can to keep the whale as comfortable as we can under

the circumstances. Her welfare is of the utmost importance,” said DOC operations manager, Stephen Soole.

Why whales come so close to shore and get stranded is unknown. “Whales, just like us, make mistakes for the simplest of reasons, and it could have just been that the young one was playing with a piece of seaweed in the surf and then got caught in the surge, who knows,” said marine biologist Dr Ingrid Visser. Further protests against Tegel Kaipara locals and animal advocacy group Direct Animal Action will protest outside Tegel headquarters in Newmarket on Wednesday.

The protest coincides with the day the council hearings were originally planned to commence to decide the future of the proposed mega chicken farm just out of Dargaville.

“Tegel have stalled their mega factory plans, because they’re running scared in the face of so much public opposition and evidence of their abysmal animal welfare practices,” says the spokesperson for Direct Animal Action, Deirdre Sims.

It follows the recommendations from Kaipara District Council and Northland Regional Council against granting the Tegel application and new acquisitions of Tegel stock by Bounty Foods, a privately-owned chicken processor and retailer in the Philippines. “We’re teaming up with the Kaipara locals to keep the

pressure on Tegel — because we want them to pull the plug on their mega-farm for good,” said Ms Sims.

“A large proportion of New Zealand is really disappointed in Tegel after the horrific animal suffering we revealed at one of their farms last week. We’re still awaiting the results of MPI’s investigation, and we’re hopeful of a prosecution.”

“In addition to Tegel’s poor animal welfare practices, their bullying of the Kaipara locals over the mega-farm is just unacceptable.

“Tegel hasn’t been listening to Kaipara’s concerns, but luckily the rest of New Zealand has.”

The protest will take place at the Tegel headquarters, 100 Carlton Gore Road, Newmarket, Auckland on Wednesday, August 8 at noon.

Grants are available up to $10,000 and applications close on August 31.

The Rural Travel Fund is designed to help subsidise travel for junior sports teams (5 to 19 year olds) participating in their local competition. There is up to $10,000 to award across all the applications. Applications are open from August 01 to August 31 2018.

Representation Review 2018 Every six years all councils in New Zealand review their representation arrangements, as required by the Local Electoral Act 2001.

Kaipara District Council is in the process of deciding what representation arrangements it will use for its next two elections, so the outcome of the current review will apply to the 2019 and 2022 elections.

Council has proposed the establishment of a new KaiwakaMangawhai Ward, making four wards, with two Councillors representing each.

Council’s initial proposal for the representation review differs from the current scenario as follows: • creating a new Kaiwaka-Mangawhai Ward; • expanding Otamatea Ward northwest to Tokatoka Road, including Ruawai; • reducing West Coast-Central Ward (from Tokatoka Road southeast to Otamatea); and • having two Councillors per ward.

There will be drop in sessions across the District where people can ask questions of Councillors and staff, as well as fill in feedback forms; Tuesday 07 August — 6 – 7 pm Ruawai - Tokatoka Memorial Hall, Wharf Road, Ruawai.

Saturday 11 August — 9am onwards Mangawhai Market Day, Mangawhai Village, Moir Street.

“This event recognises their achievements, and they are encouraged to bring their whanau along,” said Lance.

“Silver Fern Farms is focussed on developing our people from within our organisation to give them the opportunity to not only succeed in the meat industry but in their personal

lives as well.” Team member, Warren Clarke, also received a New Zealand Certificate in Adult Literacy and Numeracy Education (vocational/ workplace) level five, which will allow him to teach others.

Lance expects that next year’s prizegiving will be even bigger with more staff currently working towards gaining certificates in areas such as NCEA, budgeting, Te Reo, English and gaining their driving licence.

Last week National lodged a member’s bill to implement a comprehensive medicinal cannabis regime to widen access to medicinal cannabis and license highquality domestic production.

The proposed regime calls for medicinal cannabis products to be approved in the same way medicine is approved by Medsafe along with a number of other regulations. It is often said that kids are our future. As a family man, I couldn’t agree more. But, are we doing enough to look after ‘our’ future?

Perhaps the answer to that is: some are, some aren’t — National is.

National has announced its commitment to increasing the number of primary teachers to reduce class sizes and give kids more teacher time.

Schools currently get one teacher for every 29 nine and 10-year-olds.

It’s lower than that for younger children. We want to reduce those ratios to ensure that all our kids get the individual attention they deserve.

By giving kids more attention, we can improve their education and set them up to take advantage of all the opportunities that come their way.

We intend to attract more teachers and ensure they receive the recognition they deserve as highly respected professionals in our communities.

Part of that is pay, but it’s also about conditions like class sizes and the investment we put into teachers to

Men can knit too

Soldier returns home

When Dargaville resident Mike Gilligan was incapacitated from an injury, he learned to knit to pass the time — 43 years later he is still knitting.

The remains of a New Zealand Special Air Service trooper killed in Malaysia on May 2 1956, will be brought home to Hikurangi via Ruawai College on August 22.

A kick to the kneecap by a horse years ago required him to remain seated for three weeks during recuperation, and wife Edith showed him the basics to keep him busy. Over the years the hobby was picked up and put down again, but more recently Mike’s health has restricted his physical activity, and he has been knitting regularly.

“I find it relaxing after a day’s work, and I enjoy doing things for other people,” said Mike.

Mike and Edith have 13 grandchildren who have all received a knitted blanket,

and he has completed blankets for each of his sons, incorporating each child’s name.

Currently, baby clothes and blankets are being knitted to give to Whangarei Hospital maternity unit, and beanies made for the Cancer Society.

Most of the wool has been bought locally at his own cost, but Mike would accept donations of oddments from members of the public wishing to help with his charitable contributions. Please contact Mike at 021 439 675. ¢

“This is significant because his bones are being brought back home and in this case to his marae.”

This event comes as the government begins the process of bringing back remains of 36 people eligible for repatriation.

Mangawhai Beach School are on the lookout for orphaned lambs for their annual agricultural gala day.

p Dargaville High School year 9 and 10 students had the chance to take their learning outside for the Get to Go event, organised by Hillary Outdoors, last week. Students tried their hand at paddle boarding, mountain biking, problem-solving and orienteering, learning to work and think as a team. “Thank you to all those involved in assisting our students to attend this event, the day was thoroughly enjoyed by all,” said DHS spokeswoman, Alana Scott.

LETTER TO THE EDITOR Organisers are wanting to match orphaned lambs with willing local families to raise for their agricultural day. These families will then attend and compete in the event.

“For the gala section we organise fun rides and stalls, quick fire raffles, cake decorating competitions, yummy food and entertainment and then during the morning, we also showcase our agricultural traditions with children raising lambs, kids and calves to showcase on the day,” said co-organiser and parent, Diana Langton.

“Animals are judged on the day and ribbons and prizes are given out to the best of the best.

“Our fundraising committee, Friends of Mangawhai Beach School, are a committed group of volunteer parents who dedicate their time to fundraising for our school. They organise and liaise with the school and local community to make Ag Day successful.”

The Agricultural/Gala Day is held on the Saturday of Labour Weekend each year between 9am–1pm. It is the school’s major fundraiser and continues to be a calendar favourite with anywhere upwards of 2,000 people come along annually.

arbitrary detention since December 7 2010. True democracy is predicated on the freedom of journalists to investigate without fear of reprisal.

In the absence of that, we are doomed to descend into an everdarkening future.

The case of Julian Assange and the future of Wikileaks is pivotal. That you are reading this at all shows that there may be a glimmer of hope. The petition is open until August 7 2018.

If the first original firefighters of Dargaville’s 1913 volunteer brigade could have seen the display enacted as part of their legacy this past weekend, they would have been both proud — and fascinated. New technology has changed the face of the rescue services, and those veterans of 105 years ago would have marvelled at the specialist tools available to our new generation of firefighters.

More than the modern breathing apparatus, or the thick, flame-resistant clothing, which was not part of the kit in those early days — our first firefighters wore wool and cotton uniforms similar to the army or police. There were tools for breaking injured people loose from wrecked cars, a task which would not have existed in the time of the horse and cart. The fire appliances themselves are a long way advanced beyond the simple old Ford heavy truck and water pump cobbled together in olden times for our first rescue heroes.

There is something, however, which has stood the test of time. Some would say it’s the most important weapon in the fight to save lives. Quite simply, it’s the willingness to brave danger, to endure, and to commit to a tough job in order to stand watch over one’s

fellow citizens. Those first firefighters heeded the call, despite being equipped with only the most rudimentary tools.

Nowadays, recruits to the volunteer fire brigade are given access to the latest in rescue and firefighting technology, but that spirit of selflessness and duty is still the iron core of the service. It’s what gets those trucks moving when the siren sounds, and what ultimately saves lives.

Without good people, the hoses, axes, ladders and extinguishers are useless.

That’s why this weekend’s open day was a good chance to take a look at

joining the volunteers for many of those who came to watch. Those who serve know that it’s a rewarding job for all that it is also a tough one. Our fire brigades — both in Dargaville, in Ruawai, in Tinopai, Maungaturoto and across of the Kaipara — all need new people to step up and swell their ranks. If you are fit and able, you could join a proud legacy of locals who have served over 105 years. Men or women of any age are encouraged to talk to their local firefighters or fire chief about what they can do for their community. After all, in an age where superheroes on the big screen are all too fake and plentiful, it’s a good thing to know that among us there are plenty of real ones. ¢

Sundance. Cannes. The prestigious Golden Globes, BAFTAs and the Oscars. To scale the heights of movie-making artistry, this is where you aim your sights. There’s a competition closer to come, which is fostering new talent on the way to the top.

This year sees the launch of the fourth Northland Short Film Competition — a showcase of cinematography, which celebrates the local scene.

The competition’s organisers have had entries from Kerikeri, Whangarei, Kaitaia and Kaipara in previous years, leading on from a Kaipara-only short film competition, which ran for five years.

This time around there are more than $3,000 worth of prizes up for grabs across three main categories, so there’s even more incentive to pick up a camera and get shooting.

Technology has advanced amazingly in the world of filmmaking — drones are less expensive and easier to control, cameras are crisper and sharper, video editing software can even be downloaded for free.

The key component, then, is less about a big budget and more about inspiration and creativity. This year’s competition spans an open category with both fiction and non-fiction subclasses, a similar division into fiction and non-

fiction in the school-age category and a primary school-age category with its own dedicated theme.

It’s time to get filming now, ready for a big opening night at Dargaville’s Anzac Theatre in October. That gives teams and solo film-makers until September 30 to storyboard, cast, script, edit and present their creations.

There’s nothing better than seeing your film up on the silver screen, and of course, there are those prizes to think about — in previous years the top awards have been handed out by ministers of parliament, mayors and other dignitaries.

The big red machines are a part of our daily life, and even the smallest child can identify one on sight. Fire engines, fire trucks, fire appliances — call them what you will, the rolling stock of our Kiwi fire brigades is made up of a selection of vehicles evolved over time to fit a very demanding role.

The first fire brigades didn’t have engines at all — in fact; they pre-date the automobile by a good 50 years!

Early firefighters formed bucket chains from local wells and cisterns to put out fires manually.

Even then, they would only put out fires in buildings covered by insurance!

When reason prevailed, and proper ‘modern’ fire departments began to spring up across New Zealand, state of the art was a manual pumping wagon, powered by the fire crew themselves and pulled into place by horses. The first fire appliance here, as we know them now — a truck chassis kitted out with special

pumping gear and rescue tools — was called the Merryweather Automobile Steam Fire Engine. It made its debut in Whanganui in 1903 to rapturous acclaim, paving the way for many other fire brigades to follow suit including the Dargaville brigade, who opted for a very early Ford truck equipped with a powerful pump.

Through the years the fire brigades of New Zealand have seen many iconic makes and models of fire engine come and go — the blunt-nosed Bedfords, the four-wheel drive DodgeInternational Harvesters and modified Land Rovers, the slab-fronted Mack and International — but each has been a step closer to providing a mobile base of operations for our firefighters.

In rural New Zealand, you’re most likely to see the type one and type two pump tender units — multi-purpose vehicles armed with a pump which can deliver 1,900 litres of water per minute and an internal tank as well as the means to take up water from other sources.

The bigger type three pump tenders, and the massive type four, five and six aerial units — equipped with telescoping ladders — are usually deployed in cities.

Reflecting the fire brigade’s role in saving lives in auto accidents as well as in cases of fire emergencies, you’ll often find hydraulic cutting and spreading gear as well as hoses and extinguishing equipment on board. ¢

The mobile science discovery centre travels around the country allowing students to get hands-on and explore various science and technology concepts. Kaipara District Council be divided into four wards, these being: Dargaville Ward (two councillors) being the existing ward comprising the township of Dargaville (the area delineated on SO Plan 70435 deposited with Land Information New Zealand); Kaiwaka-Mangawhai Ward (two councillors) comprising the southeast area of the district including the townships of Kaiwaka, Mangawhai, Mangawhai Heads, Oruawharo, Oneriri Peninsula, Hakuru and surrounding areas; Otamatea Ward (two councillors) comprising the State Highway 12 townships from Tokatoka back to the Brynderwyns including Ruawai, Matakohe, Paparoa, Maungaturoto, Taipuha, Ararua, Pahi, Whakapirau, Tinopai and surrounding areas;

West Coast-Central Ward (two councillors) comprising the area surrounding Dargaville through to Waipoua Forest, including Kaihu, Aranga, Donnelly’s Crossing, Mamaranui, Omamari, Bayly’s Beach, Hoanga, Tangowahine, Tangiteroria, Te Kopuru, Pouto, Turiwiri and Aropohue; (iii) no community boards be established; (iv) the reason the total number of councillors is proposed to remain at eight (plus the mayor) is to provide effective representation to Kaipara District residents and ratepayers (whilst still ensuring accessibility to a large area made up of populated towns and villages and sparsely populated rural areas).

Under sections 19H and 19J of the Local Electoral Act 2001, Kaipara District Council is required to carry out a review of its representation arrangements for the triennial local authority elections to be held in 2019 and 2022.

On 26 July 2018, Council resolved, to adopt as its initial proposal for the review of representation arrangements for the 2019 and 2022 triennial elections, the following: (i)
