A statement from Mayor Greg Gent said Mr Sibery “resigned on Friday 25 August 2017.

“The council wishes to acknowledge the contribution that Graham has made while in the CEO role and wishes him well for the future. His last day in the office is September 1, although he will

be available ‘if needed’ after that date for a short period. A process will begin immediately to find a successor.”

Asked for further details, Mr Gent said that employment agreements remained a private matter under the Employment Relations Act 2000 and the Privacy Act 1993.

Mr Sibery arrived on July 4 last year, appointed by the then KDC commissioners, three months prior to the local body elections which restored a mayor and council.

The chance of the Kaipara District Council recovering any part of the massive losses from the Mangawhai sewage scheme from its then chief executive, Jack McKerchar, has apparently evaporated following an Employment Court decision.

He had a background in rail transport in Australia and New Zealand but was hired while holidaying in Europe.

In a separate employment-related issue, Mr Gent has also welcomed a report by the Taxpayers Union lobby group which claimed KDC staff are ‘New Zealand’s best paid’.

“I support any group who attempts to judge council performance so welcome the report,” he said.

The union published a ‘Ratepayer’s Report’ last week which claimed that ‘compared to every other council in New Zealand, KDC pays a higher proportion of its staff a salary over $100,000 — almost double the national average of ten per cent’.

“Not only are staff paid the big bucks, Kaipara District also has the highest ratio of staff to ratepayers in Northland.

As a result Kaipara ratepayers pay more for staff costs than anywhere else in Northland,” said union director Jordan Williams. “The only positive is that Kaipara has the most assets on

a per-ratepayer basis in the region.”

The union also claimed KDC had refused to respond to its requests for rates information.

Mr Gent said he was not aware of any such request.

“I was not aware that this group had sought information from us. If our system allows the information they required to be separately identified, it will be made available to them for the accounting year that this council has largely been responsible for. We support open disclosure wherever possible “The basis of comparison as I read it is residential rates. We of course have a high level of rural rates so I am unsure if that skews our result.

“As to staff paid over 100K — we have a CEO and six direct reports, all of whom would be in that category. For a larger council they would have the same as we do, so it’s an area where we suffer a dis-economy of scale. For example an engineer costs the same whether they work for a large or small council.” ¢

Mr McKerchar’s employment spanned the wastewater debacle that plunged Kaipara into debt with an estimated cost in October 2005 of $26.26 million that blew out to $63.2 million in July 2009.

Legal costs as council tried to recover some or part of that amount have also added to the financial drain.

The court has upheld a clause in the exit agreement signed between the council and Mr McKerchar in August 2011 which blocked any future legal action by either party.

Council subsequently took such action claiming new information pointed to mismanagement by Mr McKerchar breaching that deal. If it had favoured the council stand, it could have had him facing millions of dollars in damages claims from council.

McKerchar also counter-claimed that council released damaging information about him but this was rejected by the Employment Court as outside its jurisdiction.

The latest decision is expected to bring to a close a tumultuous period in New Zealand local government history, when a move to clean up

a coastal settlement’s septic tank pollution resulted in social upheaval, the dismissal of council, a contentious Act in Parliament, and four years of commissioners bought in to run Kaipara’s affairs until the local body elections restored a mayor and council last October.

In addition to the sewage scheme expenditure, a figure of $2.4 million has been put on ongoing legal and administrative costs. ¢

Inspired by locally sourced food, Dargaville couple Helen Cairns and Drew Wardle started up a vegetable box delivery business a month ago called ‘Good Life Veg Box Delivery’ and they have been overwhelmed with support so far.

After seeing the idea in other places, they thought it could work well in the Kaipara.

Not wanting to compete with local markets, they saw it as a way for people who can’t shop due to location, time or mobility for example, to still get fresh local food.

“We didn’t know how much interest there’d be, so we just put something up on Facebook and it went a bit mad, which was really awesome. We were so pleased with the response we got, so we just went for it,” said Helen.

People place their orders by Thursday lunchtime, produce is harvested on Friday and Drew delivers the boxes over the weekend. So far, they deliver between Aranga and Maungaturoto.

They are always on the lookout for more suppliers and have also started including local bread, olive oil and eggs with their deliveries.

“We’re all about local sourcing.

The other thing we like about this is zero packaging.

“We reuse cardboard boxes from all over the place and you don’t get all your veggies wrapped up in a million and one plastic bags,” said Helen.

“We wanted to do something that was useful for the community, that we made a little bit of money on, then they get a service. It’s a community thing as much as a business thing.”

The New Zealand Transport Agency says changes to speed limits on State Highway 1 through Kaiwaka township will make it safer for residents and road users.

“We’ve got a fair bit of railway yard and track we don’t use and we thought if some people want to form a railway enthusiast club, they could share use of the track,” said John Hansen.

The track is 49.8 kilometres long and goes from Waiotira to the back of Dargaville ITM. They said that they are kept very busy with their rail cart business and

not keen on becoming involved in a club but are happy to put people in contact with each other. If any enthusiasts would like to ring John he will put you in touch with others.

“There’s a lot of track sitting here just in this yard that they could use and play around with, and we can see how things develop from there.”

“By introducing just one speed limit that is clearly signposted and doesn’t change part way through the township, it’s anticipated that motorists will understand what’s expected of them and are more likely to drive within the limits,” says the Transport Agency’s system design manager, Brett Gliddon.

There will be a new 60km an hour speed limit from south of Settlement Road instead of the 100km limit.

The current section of the road with a 70km an hour speed limit will also be reduced to 60km an hour.

The area that is currently 50km an hour will rise to the uniform 60km limit.

A number of other improvements include signs and road markings

at both ends of the town.

“Along with an electronic display this will help clearly signal and reinforce the drop in speed. Further signs will be installed every 500 metres to reinforce the reduced speed limit,” says Mr Gliddon.

A pedestrian refuge is also being built near the Italian Bakery to improve safety for pedestrians.

“This will create a better balance in helping freight and commuter vehicles travel safely and efficiently through Kaiwaka without compromising the safety and amenity of local residents and will help enhance and support the goals of the Kaiwaka Township Improvement Plan.” ¢

Wandering stock warning  by Joanna Manson

An increase in wandering stock has been noticed on Kaipara country roads recently with the district council urging caution for motorists and farmers to be mindful of fencing.

News in brief The Northland Regional Council has confirmed it will loan $9.6 million to help the Northland Emergency Services Trust fund two rescue helicopters for the region.

Councillors at their monthly Whangarei meeting on August 22 voted in favour of providing the loan, under which NEST could access

low interest cash the council can borrow via the Local Government Funding Agency.

During a recent fortnight-long public consultation period the council had received 453 submissions; 424 in favour of the loan, 25 disagreeing with it and four which did not indicate a clear preference.

Reportings so far have included cows, pigs and horses with cows deemed the main culprit.

KDC regulatory manager Dean Nuralli said the requirement for improved fencing of properties with regard to wandering stock is to prevent the animals causing a public nuisance and to protect the public safety of motorists.

A further consideration he said, is to protect the owner’s liability from potential damage to persons and/ or property, and of course to avoid

unnecessary loss of stock. “It is our experience that stock either get out onto the road reserve through farm gates opened and not closed by visitors, and of course very determined stock whereby they have either leaned over, under, or through inadequate fencing,” said Mr Nuralli.

Hearing the little things With a mission to help people enjoy the experience of better hearing throughout New Zealand, Bay Audiology have recently opened up a branch in Dargaville.

“We’ve had an amazing response to it,” said Northland cluster manager Libby Sanderson. Previously, Bay Audiology had a visiting clinic at the Dargaville Hospital one day a week, but they found that a lot of locals still had to travel to Whangarei for other treatments that required a sound proof space. ‘“Now that we’ve got our own premises, it’s sound proof and we can do ACC testing,” said Libby.

They offer free hearing tests for people, workplace testing for OSH, children’s testing from the age of five, and soon they hope to offer ear suctioning with a nurse from Ear Health.

“We just need to confirm the dates as she’s really on board.”

“Sometimes people haven’t heard sounds for a really long time — for example I had one man recently who took his car to the mechanic because he thought something was wrong with

it because it was making a clicking sound every time he turned and it was just his indicator.”

Libby said it’s the kind of thing people can look forward to — hearing the little things they haven’t heard in a long time.

“Being able to change people’s lives is very, very rewarding.

“Communication is so essential to everyone. As human beings we are social and we want to connect with people. I’m really lucky my job gives that back to people.”

The branch’s official opening is on Tuesday-Thursday, September 5-7.

They’ll be giving away two free hearing aid batteries per person, offering free ear cleaning and checks, and there’ll be a chance to win a hamper prize.

Book fair to raise funds

The Tinopai Volunteer Emergency Services group will be holding a book fair on September 9 to help raise funds towards building their new emergency services centre.

Registration is now open for the ninth annual Paparoa School Possum Purge which starts on September 7 and ends with prizegiving and the school gala on September 10.

Once complete the building will house the local Rural Volunteer Fire Force vehicles and the North Kaipara Coastguard rescue vessel.

Following on from a similar book fair fundraiser last year, treasurer Sarolta Bernhardt said: “Both of these organisations do amazing work in Tinopai and the surrounding Kaipara districts.

“The two vehicles and the boat are currently being stored on members’ sections which is far from ideal. We are now raising funds through grant

applications and the community. All the books have been donated by folk supporting this cause and by local libraries and schools.”

The books will be priced at $1 each, five for $3 or 10 for $5 and will include a selection of genres.

“We also have a table of Jigsaw puzzles some which are brand new, and the wonderful Paparoa Lions Club will also be running a sausage sizzle for us on the day.”

The book fair will be held at the Paparoa Hall from 9am to 2pm. ¢

KAIPARA FARMERS OPTIMISE SPRING INPUTS WITH TSR SUPPORT Spring’s arrival will see Kaipara farmers getting on with planning and making sure they’re on track to reach their productivity goals. It’s a busy time of year and it’s easy to feel overwhelmed by choice when making decisions, particularly around pasture and cropping.

Farming is in Shaun’s blood - he grew up on a family farm in the Mangakahia Valley and now oversees it. With the help of a contract milker, he currently milks 300 cows on 110 hectares (ha) effective, producing 400kg of milk solids (MS) per cow on a grass-based system.

With his farming background and skin in the game himself, Shaun understands what farmers in the region are going through. He knows the wet winter has been a challenge and he’s urging his farmers to be patient.

“Don’t worry about hitting target residuals until your paddocks dry out in Northland. One pugging event can reduce grass grown by up to 30 percent in one season. By doing this it will pay dividends later in spring, giving you a better surplus to prepare for what summer may throw at us.”

With mating getting underway, a focus on nutrition is also key - it plays such an important role when it comes to good reproductive performance.

“One way or another, make sure your cows are fully fed going into mating and their energy levels aren’t too low. Some farmers using once a day (OAD) milking as a tool around mating are seeing some really awesome results in this area,” says Shaun.

Going the extra mile for his farmers is all part of the job for Shaun, who is married with two young sons.

“I enjoy going above and beyond for our farmers, especially in cropping season when decisions need to be made then and there. Even at the weekend, I’m never far from my phone or vehicle.”

The home of the future was once thought to be a technicolour palace on stilts, where robots mixed martinis to the sound of Dean Martin playing on invisible speakers. The reality of the modern automated home is more discreet.

It’s all very real, of course, thanks to the so called Internet of Things — the ability for everything from your fridge to your washing machine to your air conditioning system to speak to the wider web.

Leading the charge of course, is security. Systems have existed for some time which can contact a mobile phone if there’s suspicious activity in your absence, but a combination of products from Netgear and August now means you can lock and unlock doors and windows remotely, scan the home with a camera from anywhere on earth, and even talk over a speaker in your home via mobile.

This goes beyond preventing burglary — imagine letting in a tradesman to fix the water heater via phone, then conversing about your options while you can see the work being done, for example.

Similar electronic connectors for bolts and latches can let pets in or send them out, or even feed them during the day at your command.

Another top area for connectivity is the kitchen, where fridges now exist that ping you a grocery list of items they know are depleted, or can bypass you entirely and order them from the internet.

There are also stoves and cookers — like the June smart oven — which will start cooking dinner based on your likely time of arrival, factoring in traffic and your position on GPS. Add in robot vacuums and pool cleaners, robot lawnmowers like Husquvarna’s new model, and multicoloured remote controlled lighting, whole-home heating and dehumidifying that adapts to the weather, and the modern home, while it might lack chrome hoops and fins, is a more advanced place than George Jetson would have imagined. ¢

Spring spruce up Energy efficiency from the ground up

Our colonial ancestors knew what they wanted from a home — aside from a roof over their heads to stave off the antipodean weather, their ideal was based on the grand villas of the land they’d left behind — England.

Today, smart use of the land and the sun are all part of the design, with materials technology joining with architecture to create homes that keep the heat and harvest the rays of the sun both passively and actively, turning some of those rays into electric power.

Far from being a pipe dream from the future, solar is a real consideration for new home builds, especially those which are a little way from the main centres. Imagine not fearing power cuts after a country storm for example, and you’ll see why solar panels are one of the hottest retrofitted items to a modern home, along with solar water heating systems.

This trend has been boosted by the leaps and bounds being achieved in the solar industry.

Recently Australian scientists cracked a new record with a small solar cell that converts over 34 percent of solar input into power. This beats the American record of 24 per cent hands down.

Co-inventor Mark Keevers, from the University of New South Wales (UNSW) in Sydney says: “Extracting more energy from every beam of sunlight is critical to reducing the cost of electricity generated by solar cells as it lowers the investment needed and delivers payback faster.”

This has long been the issue with solar panels — the time to recoup the investment in infrastructure has seemed extreme.

But there’s a new issue on the horizon that may change the game. A recent survey of electric car owners — a growing group on Kiwi roads — showed that the vast majority top up their batteries at home. This means that a solar array on the roof — and especially a super-efficient one such as that designed by Keevers and his colleagues — will not just replace the home power bill, but also every cent spent on petrol.

Recent wrangles with power companies about how much they will

credit back for excess solar energy going back into the grid may be simply obviated by turning that excess into

power for the family car, stored in new and more efficient batteries which are also now becoming available. ¢

new home build or building alteration over $30,000 that is undertaken by Certified Builders, like local brothers and NZCB members Grant and Darryl Tregidga, each of whom runs his own building company.

NZCB Chief Executive Grant Florence says the builders who are part of his association didn’t want to wait for the government to rule on guarantees.

Instead, bolstered by the level of ongoing training and skill inherent in its ranks, the Certified Builders decided to instigate a comprehensive decadelong guarantee unilaterally. ‘Halo’ is the widest home guarantee insurance in New Zealand and covers all building defects for 10 years, including all damage caused by defects and faulty materials. The scheme carries an A+ rating from Standard and Poors, and is managed independently by Lloyd’s of London to ensure there is no conflict of interest as is the case with in-

house guarantee schemes. Those are big names in insurance and finance, so the backing behind this guarantee is formidable.

Nationally, approximately 4,900 projects are covered ranging in value from a $10,000 project to the single largest cover for a $5m project.

Approximately a third of all builders in New Zealand are members of NZCB, and there are NZCB member builders nationwide, including those such as Darryl and Grant working locally. In order to be eligible for membership of NZCB a builder must hold formal building trade qualifications and participate in ongoing skills development courses many times a year. Spring has sprung, and mother nature is gearing up for a spurt of growth that will put lawn care machines to the test across the North. Joining the battle on the side of homeowners is a new range from Stiga, the European mower and ride-on company who have been innovating in the field since the 1960s.

The automobile was designed, first and foremost, by a serious German inventor for the serious task of saving the world from horses. At the time, the environmental concern was that the inner cities of Europe and America, teeming with millions of humans, also came complete with countless tons of horse manure per day. Internal combustion would stop all this, and also provide the means to carry heavier loads for work.

The motorcycle on the other hand, was designed to be fun. it’s even ironic that its inventors — Daimler and Maybach — went on to have, not bikes but limousines named after them. The first modern shaped bike, the Excelsior, was built in England during the reign of Queen Victoria, and it was based on the bicycle — though it removed the possibility that one was riding for exercise rather than pure enjoyment.

The motorbike had arrived, and it was from the get-go, all about simply enjoying the feeling of riding, of commanding a machine that didn’t so much surround you and subsume you as become one with the rider. Cars may have replaced the ox-cart, but the motorcycle replaced the feeling of charging across the fields on horseback.

Today, the motorcycle has any number of serious jobs. But it’s still great fun to jump on board and simply enjoy a ride through our stunning local scenery.

Of course we can rattle off a list of practicalities — fuel economy, ease

Notice of Council Resolution on Electoral System and of Right to Demand a Poll Notice is given under section 28 of the Local Electoral Act 2001, that the Kaipara District Council has resolved to retain the Single Transferable Voting electoral system for its 2019 triennial general election.

Electors of the Kaipara District Council have a right to demand a poll at any time to countermand the resolution to use the Single Transferable Voting electoral system. Should a valid demand for a poll be received by 21 February 2018, a poll will be held by 21 May 2018 on whether the Single Transferable Voting or the First Past the Post electoral system will be used for the next two triennial general elections (2019 and 2022) of the Kaipara District Council. If a valid demand for a poll is received after 21 February 2018, a poll will be held after 21 May 2018 with the outcome applicable for the 2022 and 2025 triennial general elections.

This equates to 732 elector signatures; delivered to Kaipara District Council, 42 Hokianga Road, Dargaville by 5pm, Wednesday 21 February 2018 (for the outcome of the poll to apply to the 2019 triennial general election of the Kaipara District Council).

Every elector who signs a demand must also set out in it his or her full name and the address for which he or she is qualified as an elector of the Kaipara District Council.
