p The bizarre, the brilliant, the wonderful and the weird all headlined the Paparoa Wearable Arts Gala held over the weekend. Organising committee chairman Graham Taylor says the show attracted 21 entries and a total audience of 560, with the two Saturday shows near capacity. Mark Stacey from Waipu won the overall prize with a creation called the Master Mechanic made from beaten copper from old hot-water cylinders. He won an all-expenses trip to Wellington for the World of Wearable Arts next month. Council rejects Mangawhai rates payments u by Colin Patterson
Kaipara District Council has rejected more than $550,000 in rates payments from disgruntled Mangawhai ratepayers because the money came with strings attached.

The Mangawhai Ratepayers and Residents Association said it delivered the money to the council in the form of cheques from individual members. “The money was tendered on the basis that all penalties would be cancelled. The fact that at very short notice such a large sum was assembled shows not only the goodwill of the ratepayers
but also their united opposition to the unjust imposition of penalties on rates that were acknowledged to be illegal for years until they were retrospectively validated by Parliament.” However, chief commissioner John Robertson says council officers rejected the cheques. “They say ‘in full and final settlement’. But council does not accept
cheques for rates that have conditions because that is unacceptable, as it would be for any business.” Association chairman Bruce Rogan says a condition of passing last year’s Validation Act is there should be no penalties on illegal rates.
