p The Department of Conservation and the Coastguard have called for caution during the nation’s ongoing Covid-19 lockdown, reminding people that it’s not safe to venture too far into the wilderness or take to the water during levels three and four. DOC advises that its parks, walking trails and accommodation spots are shut down, to avoid the necessity for possible search and rescue if something goes wrong. They encourage people to exercise close to home to stop the possible transmission of the virus. Similarly, as during 2020’s lockdown, water activities such as boating, surfing and sailing are off the agenda until the end of lockdown. “Please don’t put yourself or others at risk. Stay off the water and out of harm’s way as we unite against Covid-19,” says Coastguard CEO Callum Gillespie.

Wearable arts vision goes far

Ruawai College opened its doors to prospective new students at its annual open day recently, showcasing the school’s facilities and its core values of respect, resilience and responsibility.

One of the Dargaville Wearable Arts extravaganza’s previous winners has been accepted to display and compete at the highest level; The World of Wearable Art show in Wellington.

Principal Raeleen Harré welcomed students from various local primary schools, spanning the area between the Northern Wairoa River and Paparoa. She invited them to explore the college and look at the educational options, which will be at their disposal during their secondary education years.

“The thing we’re most proud of here at Ruawai College is our students,” Ms Harré said. She explained the supportive educational model employed by the school, in which students are part of a form group and a house throughout their developmental years. “There will

be someone looking out for you from the moment you arrive on the college grounds,” she said. “Our inter-house competition can be fiercely competitive, as you’ll see at our winter sports event this afternoon. It’s also lots of fun.”

The emphasis of the open day was on choice and variety. Students took part in tasters of the wood and metal shop, science and sports programmes available at Ruawai College. There was also plenty of information on hand about subjects like food technology, music, te reo Māori and performing arts, to name but a few. 

Before Dargaville artist and librarian Jackie Butterworth tried her hand at creating wearable arts, she was concerned that a lack of sewing skills would set her back. Now she’s been accepted as a finalist in the nation’s original and most highly contested show of its type, with confidence gained in the local competition.

“When I first learned about wearable arts, my first thought was that I had not touched a sewing machine in 20 years,” says Jackie.

“Now I’m a finalist in WOW, alongside 109 creations from 19 countries. This may be a record number due to Covid-19 lockdowns because while people are at home, they can get creative.”

While Jackie’s latest creation is embargoed from sight and description until the big night on October 1, a look back at her previous winning entrants in the Dargaville Wearable Arts indicates that it will be a work of both intricacy and vision. Jackie is the artist behind the show-winning Dandelion Dream piece that did so well in 2019. Her debut artwork, Life’s A Picnic, won people’s

choice for its quirky sensibility and clever use of recycled materials.

Jackie can confirm that her forthcoming creation is inspired by the grandeur and pageantry of the court of Elizabeth the First. It features not just fabrics but also fibreglass and perspex elements. Until the big WOW event at the TSB Arena, this is the only hint we’re allowed to share.

Still, having been picked from among thousands of entries, it’s certain to be a showstopper. 

Supermarkets have called for calm and reason as the nation’s ongoing Covid-19 lockdown once again put the focus on frontline workers.

p Be kind, be calm, carry on — the message from supermarkets and grocery retailers is to remember the last lockdown and how supplies came through

The message is to recall the previous lockdowns, when farmers, food suppliers and freight companies kept the shelves well-stocked. Recent runs on items like pet food, toilet tissue and flour seem to be a repeat of the panic buying that accompanied the first full lockdown in 2020. An event, it turned out, that had little impact on stocks of these products.

“We feel quite confident that we can keep our team and our customers safe,” said Countdown Supermarkets spokesperson Kiri Hannifin, as the lockdown was announced last week.

“In terms of supply, if everyone shops as they normally would in a given day or week, then we will have enough food and groceries for everybody. It really is up to us

all to do the right thing, and if we do and we shop normally, then our stores will be absolutely fine.”

It’s now mandatory to wear a mask or face covering while shopping. The rules of lockdown supply runs are back in force.

Keep two metres of social distancing space, sanitise your hands and the trundler handle, buy only what you need, scan in, and be prepared to queue at peak times. These core rules don’t change through the various alert levels.

Supermarket and food supply companies also reiterated in an online statement that New Zealand is a net exporter of foodstuffs, beverages and toilet tissue; our supply lines are short and direct and hoarding benefits nobody. 

Kaiwaka township has enjoyed a number of safety improvements, with the Northland team and contractors Ventia busy working along KaiwakaMangawhai Road.

Kaipara District Council is looking for someone to lead engagement activities on two flood management improvement projects that have a combined budget of $6million. We need an experienced Community and Engagement Advisor to work with, partner and support landowners, Iwi and Hapū, and the broader community.

The work aligns with the Kaiwaka Village Plan and is jointly funded by Waka Kotahi NZ Transport Agency as part of the National Land Transport Plan.

Construction was originally to be staged over a number of years, however, the level of funding approved has allowed all construction works to be completed ahead of programme this year.

Though the community has faced a slightly longer disruption during construction, it has meant the road will not have to be dug up every year for several years while the works happen in various stages.

The position is fixed term for two years, and can be based in Mangawhai or Dargaville, with plenty of scope for working part of the time from home too.

The changes make the road safer for all users, including pedestrians, and especially the local school children, with better footpath connections, road crossing points, and more accessible parking.

Conservation Week kicks off at the start of September, bracketing Father’s Day with seven days of activities appreciating nature.

Covid-19 testing availability has been increased across the region with centres in Dargaville, Whangārei, Kaitaia, Kerikeri and Kawakawa.

Dargaville’s Cubs, Keas and Scouts will have an extra reason to take pride in their environmental knowledge during this time, as Conservation Week has a special connection to their group. That’s because the 52-year-old awareness week was founded by Scouts before it took off into a nationwide, wellsupported initiative.

The DHB says if not at a location of interest at the stated times, and you have no symptoms, you do not need to be tested.

“If you have symptoms but have not been to a location of interest, stay home and call Healthline 0800 358 5453 for advice,” a spokesman says.

Due to the level four alert, all DHB facilities are now limited to one support person who may accompany people who are receiving end of life care, women who are in labour, or children requiring

medical care. No other visitors are allowed at level four, with screening in place at all emergency department entrances.

Some surgeries, procedures and other appointments will continue. Patients will be contacted if their appointment has been changed or postponed.

Anglers, agents and action in new volume  by Andy Bryenton

What began as an informal reunion of fisheries officers from the 1970s and 1980s at Glinks Gully has turned into a volume of characterful and entertaining stories, revealing the secret history of the war on poachers.

Part of a series of True Tales books that have met with great success chronicling the real-life stories of Kiwi towns and places, True Tales of the Fisheries Officers is a collaboration between Duncan Chisholm, already a published author, and Don Armitage, one of the minds behind the True Tales concept.

Both served as fisheries officers in a time and place they jokingly call the ‘wild west’.

They have cajoled, convinced and persuaded tales of adventure and action, humour and camaraderie from their fellow protectors of the nation’s kai moana.

“It’s a great way of recording history because it’s not all from one perspective, and it’s not academic and dry,” says Duncan.

“More voices and more points of view make for a bigger picture, and some of the true stories in this volume needed to be told before they were lost.”

A large group of narrators means a large selection of photographs peppering the book with images that link each story to its unique time and place. For anyone who was out there on the water or on the beach, back in the golden age of the late 20th century, this book

Mayor’s Memo Kia ora At the time of writing, we have just entered our first Level 4 lockdown since March of last year. Government had signalled that it was adapting their plans due to the more-virulent Delta variation of the virus with the response needing to be swift and strong. Kaipara is in the, sometimes unenviable, position of sharing a boundary with Auckland, meaning tougher action in Auckland affects some of our communities too. I advocate strongly for the best outcomes for our communities and businesses, but sometimes there are higher powers that make the decisions. So, I ask you to be patient with those decisions.

We will get through this. We have done it before. Council will do it’s best to assist in any way we can.

In the meantime, if you must go out please keep scanning, washing hands, wearing masks and keep up with getting those vaccinations! As of now they’re vaccinating people like me in our 40s – so I’m booked. It’s safe to say we all need to be prepared. Go well.

In other news: In a busy season for Kaipara District Council, there’s much going on. Two key updates for you are explored below.

Dome Valley Landfill Kaipara District Council continues to oppose unanimously the mega-landfill that Auckland Council has approved for Dome Valley. The next steps of the process include appeals against the resource consent. In recent weeks Kaipara District Council has become a party to the appeal led by Ngati Whatua and Te Uri O Hau. We remain committed to speaking up for the current and future people of Kaipara District and stand strongly in opposition to the 60 hectare / 150 acre landfill in the headwaters of the Kaipara Harbour.

Three Waters Reforms In a nutshell here are proposed Three

Waters Reforms changes we see coming for Kaipara District. Kaipara District Council currently owns and governs, on behalf of its ratepayers, small but significant Three Waters infrastructure. 25% of Kaipara people are on “town water” supplies, about 50% are connected to public wastewater.

Under the Government’s proposal KDC would surrender those assets to a new water entity, and an estimated $52m of KDC debt would transfer with them. Council would be basically debt-free. There’s also a $16.7m grant “sweetener” for KDC to opt-in to the reforms, for place-making projects in Kaipara. After the proposed 1 July 2024 asset transfer, from then on KDC is not expected to have any say in what happens regarding Kaipara Three Waters assets, water services here, plans for them going forward, or water costs for ratepayers here. Instead, based on the population distribution in the Government’s models and proposal, in effect Auckland would lead Kaipara’s 3 Waters into the future.

From the known proposals so far, all your Councillors and I have many questions which remain unanswered. Key among them is how we can ensure a Kaipara voice in the new water entity. We have been told during September there will be more information as Government is looking to make decisions on this in the spring. We’ll keep you updated on this very important matter.

Slowly add the flour, bicarbonate of soda, baking powder, cinnamon, ginger, salt and vanilla extract and continue to beat until well mixed.

3. Stir in the grated kumara and walnuts by hand until they are all evenly dispersed. Pour the mixture into the prepared cake tins and smooth over with a palette knife. Bake in the preheated oven for 20–25 minutes, or until golden brown and the sponge bounces back when touched.

Leave the cakes to cool slightly in the tins before turning out onto a wire cooling rack to cool completely.

Consultation planned for twin reserves  by Andy Bryenton

The committee responsible for managing Dargaville’s twin hilltop reserves, Harding Park and Pou Tu o Te Rangi, met last week to discuss a new reserve management plan for the adjacent spaces.

At the same time, it reported success in several projects that have beautified and added utility to the recreational and historic area. During the last quarter, a new car park has been added for the mountain biking trails completed atop the hill at Harding Park, costing $35,000.

Paths and tracks have been cut and laid in as part of a landscaping plan to the cost of $43,000.

Additionally, firefighting water tanks costing $14,000 have been installed, enabling effective fire suppression should a disaster strike. As noted in this publication last week, the final remaining aspect of the cycle trails is the addition of signage, which is next on the agenda for installation.

Both Harding Park and Pou Tu o Te Rangi remain separately administered, though physically adjacent. That means

that the task of formulating a forwardlooking Reserve Management Plan (RMP) should prove similar for both.

‘Following legal advice, staff have determined that a new reserve management plan (RMP) should be made for each of Pou Tu o Te Rangi and Harding Park,’ noted Kaipara District Council infrastructure strategic planner, Mark Schreurs, in his report to the joint committee.

‘However, noting the intention of all parties to manage the whole site as one park, these two RMPs and the process to make them can be aligned almost seamlessly.’

Consultation with the public about what direction this plan should take is proposed to begin in late August. The public engagement process will be formalised and confirmed at the KDC’s next full meeting in a week’s time.

INGREDIENTS: • 300g Soft Light Brown Sugar • 3 Eggs • 300ml Sunflower Oil • 300g Plain Flour • 1 tsp Bicarbonate of Soda • 1 tsp Baking Powder • 1 tsp Ground Cinnamon – plus extra to decorate • ½ tsp Ground Ginger • ½ tsp Salt • ¼ tsp Vanilla Extract • 300g Orange Kumara, grated • 100g Shelled Walnuts – chopped, plus extra, chopped and whole – to decorate FOR THE CREAM CHEESE FROSTING: • 600g Icing Sugar – sifted • 100g Unsalted Butter – at room temperature • 250g Cream Cheese – cold 4. For the Cream Cheese Frosting: Beat the icing sugar and butter together in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) on medium-slow speed until the mixture comes together and is well mixed.

5. Add the cream cheese in one go and beat until it is completely incorporated. Turn the mixer up to medium-high speed.

6. Continue beating until the frosting is light and fluffy, at least 5 minutes. Do not overbeat, as it can quickly become runny.

7. When the cakes are cold, put one on a cake stand and spread about one-quarter of the Cream Cheese Frosting over it with a palette knife. Place a second cake on top and spread another quarter of the frosting over it.

8. Top with the last cake and spread the remaining frosting over the top and sides. Finish with walnuts and a light sprinkling of cinnamon.
