Sand mining solution possible u by Andy Bryenton

In May, the groups opposing McCallum Brothers and Kaipara Limited, which want to secure a 20-year resource consent to continue mining sand from the Mangawhai-Pakiri coast, presented evidence that they claim shows irreversible ecological damage and poor oversight linked to dredging operations. “After recent storms, the whole coast suffered massive erosion, rolling dunes were reduced to five-metre cliffs,” says Stop Sand Mining group spokesperson Ken Rayward. “Additionally, a group of surfers contacted me last week saying that the wave patterns off Te Arai beach have been permanently damaged by the sand mining; a recreational attraction destroyed forever. This sand doesn’t come back.” It’s the position of sand mining supporters that good quality sand is a vital part of solving the nation’s building and housing crisis. It’s a core ingredient of cement, and readily accessible sand of a good grade is needed to build everything from foundations to motorways. Resource Consent commissioners ordered a two-week hiatus for answers to relevant questions to be researched. In that time, the companies seeking consent suggested they could undertake a bathymetric survey to prove that their operations were sustainable. Friends of Pakiri, Stop Sand Mining and others opposed to the continued removal of sand insisted on expert oversight of this survey. It will likely take place this month and into September. Meanwhile, two requests for sand mining to cease have

been handed to the Auckland Council, which controls the jurisdiction where the sand mining occurs. Despite this regional boundary, Mr Rayward says he has digital maps and tracking proving that the sand dredges cross the boundary into Kaipara waters, where they have no resource consent to operate. A possible solution is on the horizon, however. Mr Rayward and

his colleagues uncovered a press release dating from 2006 and written by the sand mining industry leaders, detailing a plan to dredge sand from within the Kaipara Harbour. The suggestion from opponents of the damage being caused to the east coast; come west where there is excess sand and talk to the council. ¢

Water safety funding plan Careful what you flush u by Paul Campbell

u by Andy Bryenton

With summer boating weather hopefully not too far away, Maritime NZ has distributed new funding to promote water safety initiatives with money drawn from the annual Fuel Excise Duty to help reduce recreational boating fatalities and injuries.

Careless flushing of foreign objects and non-degradable items is making a mess of Kaipara sewers, and adding to water costs for all.

“More than $740,000 in funding will be distributed to 21 on-water and land-based safer boating initiatives as part of the 2021 Safer Boating Campaign,” said Maritime NZ director Kirstie Hewlett. “Making life safer for all recreational boaties is the central focus of the campaign, and the grants will go a long way toward achieving this. Maritime NZ knows from research that a third of all boaties do not undertake any special planning before they head out onto the water. “It is why a mix of on-water and land-based engagement p Lifejackets are essential for safety on the water is crucial to improving safer boating outcomes. reflecting that boaties contribute to “Nearly 10% of the funding, $70,000, the fund through boating activities. is being allocated to the on-water Initiatives funded include programmes No Excuses campaign that brings to upgrade lifejackets, focus on harbourmasters from the 14 participating skipper responsibility, safety training district and regional councils to join with for kayakers, paddle boarders and Maritime NZ staff to ensure boaties know, waka ama paddlers, diver supervision, understand and follow the rules, including yachting training for children and lifejacket wearing and safe speed,” Ms a drowning prevention programme Hewlett said. The Kaipara District Council is asking people to be responsible with their bathroom habits and restrict what goes down the s-bend to, at maximum, toilet tissue and stool. Sanitary items, prophylactics, nappies, underwear and household rubbish, can damage the grinder pumps that keep the waste flowing to treatment facilities, and repairing this costs a sizable amount. “At the moment, we’re seeing this happen between 6–12 times a month across the district, and every time the grinders jam, and we have to take it apart and clear it, it works a little less efficiently,” says senior infrastructure officer Brian Armstrong. p Due to foreign objects in the pipes and pumps, KDC operatives “The team have are spending more time and money fixing blockages encountered everything from jeans, underwear, wool, chemicals, intended to be flushed and can cause diapers, toys, sanitary items, wet wipes considerable blockages. and general waste over the years.” “If people make a concerted effort A fresh concern, and part of the not to flush things that will break reason for the frequency of the repairs, the equipment, our team can focus is the rise of the use of wipes in lieu of more on system improvements,” says toilet tissue. Let’s finish cycle asset u by Andy Bryenton

Dargaville cyclists are asking the Kaipara District Council when they will finish the last pieces of the town’s cycle park, with signage awaiting an official green light.

p Cyclists take a ride on the Harding Park trails in Dargaville; a facility that needs signage to be completed

Harding Park’s cycle tracks are proving to be an asset to the town, with cyclists out even in the winter weather, exercising and enjoying the downhill challenge. However, members of the Kaipara Cycling advocacy group say that the park has ‘unfinished business’. Namely, the placement of signage directing people to the park and mapping the different levels of track available to ride. “It’s a well-used asset, and many local people and businesses have pitched in to help,” says Kaipara Cyclists chairperson Jason Dassler. “Let’s get it all finished for spring and the tourist season!” The cyclists say they have sourced funds for the signage, paid the people

who will make it, fixed on names for the tracks through cooperation with a local school, and even volunteered to install the signs themselves. All that’s missing, they opine, is the official go-ahead from the KDC, which was instrumental in the initial development of the track facility. A group of ladies taking to the trails for some Friday morning exercise agreed that proper signage would boost safety, accessibility and the utility of the park, allowing people to tackle the trails with confidence. The consensus was also that directing cycle tourists from the main street of town to Harding Park would be a smart move for local promotion. ¢

New chair for governance body

u by Andy Bryenton

The committee that takes care of the west Kaipara’s Kai iwi Lakes has appointed a new chairperson following a pattern of rotational Kaipara District Council and iwi responsibility sharing. Councillor Jonathan Larsen has been appointed by Mayor Jason Smith to chair the Taharoa Domain Governance Committee for the coming year, with a smooth transition from incumbent Ric Parore. Councillor Larsen and Mr Parore have traded places before to continue the authority sharing arrangement within the committee. Together, they have presided over significant expansion and success for the lakes as a tourist destination and ecological taonga. Last January saw record numbers of campers at the lakes; 6,504 in all, giving the tent city a bigger population than central Dargaville. The committee is preparing for another busy season, developing plans to mitigate risks to campers and boaties, and looking back on a very successful campaign of planting and ecological management. It’s reported that the myrtle rust threat appears to have been controlled, with no new cases. The threat of invasive koi carp invading the habitat of the extremely rare Dune Lakes Galaxias has also been under scrutiny, with none of the pest fish found.

Heritage Positive scheme machinery’s big birthday for conversation u by Andy Bryenton

u by Andy Bryenton

Next week, crowds will gather at Dargaville’s Harding Park to commemorate a memorable birthday, 20 years of its heritage machinery society.

A boost to an existing, successful programme rewarding landowners who voluntarily preserve areas of natural significance has been unveiled.

David Dreadon, Bruce Galloway, Edward Yakich, Basil Cole, Peter Fisher and Eric Burgess were the first. However, a long roll-call of volunteers and contributors have helped make the Dargaville Heritage Machinery Club and its collection the historical treasure-house and attraction they are today. Initially intended to preserve the history of heavy machinery used in farming and the development of the west Kaipara, the collection has p Just like this pedal-powered shearing machine, part of the heritage machinery collection, the Dargaville based club grown into an eclectic mix, has built up a legacy through hard work and Kiwi ingenuity from the very old to the latest acquisitions. An extra $8 million for four years to expand the work of the Queen Elizabeth II Trust (QE2T) was announced last week by the Minister of Conservation Kiri Allan. The scheme is based on the existing idea of open space covenants, agreements where landowners are rewarded for voluntarily opting to protect areas on their properties, such as native forest or wetlands. “This will ensure that the biodiversity gains from the Crown’s investment in Jobs for Nature are protected and sustained on private land, and allows QEII to legally protect hundreds of hectares of private land with high biodiversity value,” Kiri Allan said. Jobs for Nature is another recently announced multimillion-dollar programme targeted at pest eradication and forest regeneration. By accident or design, this latest boost for the QE2T has strong similarities to alternatives to the contentious and now stalled Significant Natural Areas mapping policy, which was at the core of several protests this winter.

OPINION

How can I make a difference? u by Jane Gray

I don’t know about you, but at times it just seems there is nothing we can do to make a difference. I look at what is going on in the world; floods, fires, pandemics, poverty, starvation, global warming, and I wonder how on earth can I make a difference? Take global warming, for instance. I drive a diesel truck, so that won’t help, apparently, even though it is more economical, and I can’t change to electric when I need to travel. There is nothing that will get me there in the required time because of the distances I need to go because of living rurally. I buy New Zealand made whenever I can. I try very hard not to buy products that are not packaged within an inch of their lives. When I leave a room, I turn the lights off. I garden and have native trees and lots of plants that attract bees and other things in nature. I feel I have a good carbon footprint despite the fact that I drive a diesel daily. Yes, there are some of us that do very little

to help. I would suggest ‘big industry’ is perhaps one of these. How many factories in New Zealand are still powered by coal, gas or both? Fossil fuels are not a reusable resource. Why are cities like Auckland not paying a congestion tax? It might make public transport more attractive, which in turn might make it more reliable, cheaper, or both, with a greater area of coverage. People try carpooling or walking to the bus stop occasionally. My opinion will probably attract derision from those that believe we should butcher every farting animal and blame a generation that had milk delivered to the door in reusable glass bottles, who baked, bottled, sewed and knitted their own clothes, grew their own veggies and brought nothing that wasn’t needed. We can all make a difference in some way.

Life changes enabled through learning NorthTec has got what you need to help you succeed, right here in Tai Tokerau Northland. With campuses and learning centres throughout the region, you can learn new skills and get ready for a new future, all without leaving home. Balance your study with your busy life at NorthTec. We have part time, full time, blended learning, or online learning options! Choose to complete one paper or a whole degree. NorthTec’s got what you need to fit around your busy lifestyle.

Connie Tipene “After a background in admin, I recently found beekeeping and it’s so fascinating that I’ll probably be learning about bees for the rest of my life.” Connie was introduced to bees when her husband started working at a honey extraction plant. “It seemed interesting so I joined him at the plant, then without knowing what we were doing we bought 12 hives. Because I was keen to learn more, I enrolled for the apiculture course in Whangarei, loved it and realized how much there was to learn.” Soon after she graduated from the level 3 course Connie got a phone call from NorthTec which

she assumed was to encourage her to up-level her study to level 4. “Instead I was massively surprised to hear they wanted me to teach the level 3 course part time. I said yes and most of my first course time was working oneon-one with a 19 year old student with ADHD who previously had struggled to find meaningful work. He got really hooked on bees, spent heaps of time working in our NorthTec hives, and now runs his own pollination business.” Connie’s Pathway Manager, James Smith, says that she showed a great deal of empathy for her student and was determined to see him realize the first step of his dream. “Connie’s approach is positive and encouraging, and we offered an innovative

and supportive option to deliver training that traditionally would not have been possible. Connie’s passion for bee-keeping inspires others and was a key reason she was offered the teaching position. We have a small but very experienced apiculture team so I know the technical support is there if required.” Connie now has a class of 15 students, is studying for her Certificate in Adult and Tertiary Teaching, and is keen to keep improving her own beekeeping skills and knowledge. “NorthTec have been so supportive giving me a chance to grow into what is now a career and a calling. My life has completely changed in the last four years.”

Open doors on the future

Enter the virtual world

Otamatea High School carries the motto ‘ready for the world’ on its crest, and this week it proved ready to welcome the world through their doors, inviting prospective students from as far afield as Paparoa and Waipū to an open day.

Students at Dargaville High School experienced first-hand the digital realm of virtual reality last week, as the school brought in the latest Oculus technology for them to explore.

p A warm welcome was extended by Otamatea High School on its open day, showing students who will next year attend the school the scope of their possible options

“We’re a very good rural school, and that means catering to the needs of our community, a wide range of students and a large geographical area,” says acting principal Paul Chambers. “Not only do we have many new students coming to take a look at the education pathways on offer today; we also have some parents who are previous students. It’s a unique situation.” A crowd of enthusiastic adults and youngsters awaited their invitation to explore Otamatea High School’s opportunities. They were welcomed in with a rousing haka, karakia and oratory,

which was heartily reciprocated. Children then took the chance to see the learning pathways that can be explored at OHS. Music, sports, science, woodworking and engineering classes were just some of the doors thrown open to give students a taste of their secondary school options. With 135 potential students and more than 100 of their parents in attendance, it was close to standing room only in the school hall as the day began. Those adults questioned about their impression of the high school were unanimous in their appreciation for how far education has come since their own days in uniform. ¢

“More than just a novelty or a game, virtual reality (VR) is about understanding how the future is going to work,” says educator Anglea Troath. “It’s an experience that we’d not otherwise have and an opportunity for students to understand what’s happening in the world of technology.” A quick dip into the Oculus system reveals a very realistic view of kayaking in the Antarctic, in a simulation of being a National Geographic p Students in the DHS hall venture to the ice of Antarctica wildlife photographer. or the depths of space using state of the art Oculus Encountering whales and VR headsets seals and climbing an ice cliff to photograph emperor penguins is all pilot drones in dangerous conditions, part of the fun. A book is being written to chronicle the history of one of the nation’s most celebrated military forces, the 28th Māori Battalion, A Company, colloquially known as the ‘gum diggers’ for their north-western origins. Now, a book is being compiled about one of the five companies that made up the Māori Battalion, who served with distinction in such actions as the breakout at Minqar Qaim and the battle of Alamein in the North African campaign. To complete this volume, the 28th Māori Battalion Te Tai Tokerau Association is holding a show and tell event at Opononi’s RSA clubrooms on Saturday, August 21, from 9.45am. p A new book is being compiled about one of the companies The aim is for the whānau that made up the respected Māori Battalion, with photos and and friends of those who stories sought from the whānau and friends of servicemen served in A Company of the Māori Battalion to gather, with historical items for posterity, there is photographs, memorabilia, notes, letters also an invitation for those who hold home, and other taonga from wartime, artefacts from the second world war to assist in creating a historical volume. to have them inducted for display at In addition to a morning tea and the A Company section of the Waitangi the chance to scan and photograph Museum, Te Rau Aroha. ¢

In the early days of sawmilling at Aratapu, the Union Door and Sash Company workers found alternatives to the grim realities of their hazardous occupations.

p It’s all business on the faces of these Aratapu sawmill workers; however, they still found time to kick their heels up

A trawl through the old newspaper reports from the sawmilling days at the former township reveals a lively community with a broad range of interests and activities. In 1869, a group of ‘young gentlemen’ decided to have a picnic on the banks of ‘this noble river’ as a correspondent of the time wrote. A local vessel was secured and loaded up with the families of the millworkers for a day of enjoyment. ‘The object is not merely a day’s enjoyment, but to make residents in the neighbourhood who are as yet perfect strangers to each other, acquainted with one another.’

More than picnics were on the calendar. With the Northern Wairoa close by, annual river regattas were held with fierce competition and determined vessel owners out to win. To make life more bearable, regular social events were held at the Aratapu Hall. A public library provided avid readers with a ready supply of books to while away the hours. The sawdust town also boasted a skating rink, Masonic hall and, of course, a hotel. Sports teams, a literary club, artists groups and service clubs livened up the social scene. While Aratapu itself has long since vanished, the sense of community goodwill still exists locally. ¢

Taking part in a nationwide injury prevention programme has earned Aranga School students a life-saving automated external defibrillator or AED.

The future of Dargaville’s long-running community radio station Big River FM is looking brighter after a special emergency meeting last week brought forward keen locals to aid in its operation.

After 23 years of serving the west Kaipara, Big River FM is among the oldest community radio stations in the country. It has no ties to large corporate radio alliances and a roster of specialist shows hosted entirely by unpaid volunteers. Board member Vern Woods called the extraordinary meeting after the retirement of radio stalwart and former Dargaville citizen of the year Anaru Tana, who he says was a true force in the station’s success. “Anaru grew into the job of station manager like nobody else before him,” said Mr Woods. “However, what we need now is the shape of things going forward. We need board members and people willing to step up.” The board referred to is Big River’s board of trustees, which runs the station under a community-focussed constitution. There were ample expressions of interest in taking on this responsibility, allowing some of the incumbents to take a break after more than two decades. The meeting revealed that relevant skills are abundant in the community. Those present included ex-

Water regulations cause backlash u by Andy Bryenton

The definition of what constitutes a water supplier is at the core of a new rural regulation backlash for the government, following setbacks for its Significant Natural Areas and Three Waters reform campaigns.

p While many farm and rural suppliers will have three years to comply with new regulations, the costs may prove prohibitive

The Water Services bill, designed to be the founding document for new water quality watchdog Taumata Arowai, contained a definition of a water supplier which could affect 75,000 rural properties with major compliance bills and the associated costs of policing water quality in the long term. Federated Farmers, advocating for its constituency, opined that a water supplier should be defined as an entity supplying 50 people or more, with smaller systems exempted. However, the bill returned from reading unchanged, meaning that in theory, a single bore or tank supplying two houses could qualify as a water supplier, leading to the need to meet standards similar to municipal supplies. “The government has jumped in at the deep end of this pool, and they are likely to drown their officials in the paperwork this decision is going to create,” Federated Farmers president Andrew Hoggard was reported as saying when the news broke. “Our concern is that suppliers of water for agricultural or horticultural purposes, who have four or five lifestyle blocks connected on a goodwill basis, see all this potential compliance and have anxiety around that, and just opt-out,” added

Federated Farmers senior policy adviser Nigel Billings. Taumata Arowai has already released a draft document of acceptable solutions for water suppliers in this situation. It includes the requirement to register with the new agency and install infrastructure up to a specific standard. That includes cartridge filtration with protection down to five microns or less, with pleated paper cartridges banned. An ultraviolet disinfection unit that delivers a powerful dose of UV is also required; there may be

more, depending on the system and who it supplies. Federated Farmers opine that it will be an almost impossible task to track down and police every rural water supply in New Zealand, and the cost of doing so will prove prohibitive. The timing of this announcement has also been questioned by those in the rural sector, where farmers are awaiting a response to the recent Groundswell NZ protests against over-regulation in rural New Zealand. ¢

Possums in the firing line

u by Paul Campbell

The annual Paparoa School Possum Purge is set to get underway again after a year off due to the pandemic, and the event will have an added attraction as well as a plethora of prizes. “Covid cancelled our event last year, but now we are excited to announce our 12th Annual Possum Purge starting on Thursday, September 9 until Sunday, September 12 and our amazing community gala day at the Paparoa Showgrounds,” said organiser for the school, Hanna Stevens. “This event raises money that is essential for our school. This year, we are raising funds to further develop our bike track, as well as providing much-needed bikes for the students to use and updating our IT equipment. “The purge is important for our local environment to help control the possum population. Northland Regional Council visits the school to educate the children about why this is important. The fur is plucked and sold, and we have culled a whopping 9,165 possums since 2009. “The gala day is filled with fun activities and prizes for children and adults involving Paparoa and the surrounding communities. We are still looking for
