The resolution was passed unanimously following a briefing from the review team on a report to go to the Minister on August 17. The team was appointed in June to consider the financial and governance challenges facing the council and options for addressing them.

Mayor Tiller said, ‘we have been fully briefed by the review team today — it is very clear that we have significant issues to resolve. We have been aware of a number of these for some time. I believe that independent commissioners will be better placed to resolve these issues and will be in a position to do it more quickly. And that is important.’

Roller Mills update On September 30, 2012, 24 young men depart from Northland and embark on a once in a life time opportunity, to participate in the NRM ROLLER MILLS RUGBY TOURNAMENT 2012 at the Marist Rugby Club in Ellerslie, Auckland. This tournament has been going for 83 years and has seen many famous New Zealand rugby players including current All Blacks Sonny-Bill Williams, Kevin Mealamu and Richard Kahui.

The Northland Roller Mills 2012 training squad were selected after the annual Northland Primary Schools Rugby Tournament which was held this year in the Hokianga. The squad has members from all seven of the sub-unions and according to head coach Maurice Colley, “definitely has the raw talent to win the Tournament.” He also said that the Taniwha Shield Tournament brought some impressive rugby talent to the fore and he couldn’t wait to assemble a team to start preparations to bring home the Roller Mills Trophy to Northland for the first time.

The Northland Roller Mills head coach Maurice is assisted by forwards coach Brent Colley and backs coach Sam Brown.

The coaching squad have years of playing experience between them with Maurice and Brent successfully taking Hokianga to the first Taniwha Shield victory in 63 years in the 2011 tournament. Sam Brown was a key part of the team that coached the very successful Bay of Islands Taniwha Cup team to victory in 2009 and 2010.

The Management Team consists of Catherine Stewart from the OtamateaRodney sub union and Mark Anderson from the Hokianga sub-union. They have decided this year that marketing and promoting of the Northland Roller Mills Squad is imperative and are requiring all of Northland’s support.

They are wanting to create a sea of blue, (being Northland), create a huge wave, and flood Auckland and bring home the NRM NORTHLAND ROLLER MILLS 2012 Cup for the first time ever!

Fundraising is huge to get the boys to tournament. This consists of uniforms, training camps, travel, food etc. With preparation being key, there are five pretournament games to get the teams to and a lot of travel required. So management are seeking businesses, clubs, schools and individuals who would like to take the opportunity to share in helping this massive feat come into fruition for these committed and focussed young men.

There is a range of ways that a sponsor can get involved including naming rights on team apparel, newspaper advertising, food and nutritional supplements and the list goes on. We are open to any suggestions and also invite past players who have competed in the Roller Mills tournament to show their support for the 2012 team.

Free falling fun for all The Kauri Coast Skydiving Carnival attracted local as well as international guests for a weekend of sky-diving thrills — despite inclement weather.

Event hosts Skydive Ballistic Blondes and the Otamatea Aero Club turned on a weekend of fun for everyone, from ‘professional sporties’ to first-time tandem jumpers… and crowds who were happy simply to enjoy the  Nicolette Eddy took a giant leap for charity, raising $400 spectacle.

The carnival was the first of many to come.

“We are planning to host another carnival here in the near future. We have had so much fun, everyone has been so welcoming,” says Skydive Ballistic Blondes managing director, Kelly Cullen.

Community mourns loss of hall  by Rose Rees-Owen

The church hall at Baylys Beach owned by the Presbyterian Lighthouse Church is to be relocated to a site adjacent to the existing parish’s church on Parore Street in Dargaville The Presbyterian Church originally intended to sell the hall as it was not being used for church services.

“The hall has not been used for services for approximately 15 years.

Instead of selling the hall we decided it would be better to move the hall into town,” says Presbyterian Lighthouse Church pastor, Brian McEwing.

The hall was built in 1957 on land that was donated to the church by Emily and Richard Powell.

Originally used as a church, in more recent times it has been a hub for community activities, including a place for residents to hold meetings, a polling booth to vote and a place to practise yoga.

“The Baylys Beach community needs a hall as there is no other meeting place and I’m sad to see it go. My daughters were married there, my mother’s funeral service was held there and my first grandchild was christened there,” says

From another tidal waterway  by Paul Campbell — in France

There is a saying that ‘the more things change — the more they stay the same.’ It sounds better in French, but the meaning is there and a great example is the Somme Bay in the Picardy region of northern France.

I arrived here after a 500 kilometre journey over a network of rural roads and motorways, with visits to WW1 battlefields, and the fortified village of Le Quesnoy, famously liberated by Kiwi troops in that First World War. There I discovered an estuarine harbour that is reminiscent of the Kaipara, but smaller in grandeur. There though the comparison fails somewhat, because this tidal expanse on the other side of the world has a lot more to offer, if more is in fact a good thing.

The Somme Bay is France’s latest tourist destination. The focus is ecotourism, with wild beaches, saltwater marshes, sand dunes and migratory birds. Now that description is classic Kaipara Harbour, really.

The area offers a perfect landscape for leisure interests around outdoor pursuits, nature studies, conservation of the natural environment and food.

As such, the area is France’s latest contender for tourism honours.

Its case is helped by good transport links, being close to the A16 motorway.

The channel ports of Calais, Boulogne, and Dieppe are close by, with Le Havre not much further. The Channel Tunnel and Le Touquet airport are also nearby.

Rail links are to the city of Amiens.

There is bike-friendly accommodation, together with a plethora of cycle lanes and tracks, signposted routes and recommended circuits. Cycles may also be easily hired.

Hikers and trampers make their way through an ever-changing landscape at their own pace or on guided tours.

Walks are led by naturalists to reconcile the aims of safety of participants with respect for the environment, its flora and fauna. With the huge population base in Europe, these are safeguards to be commended.

But not the least is the safety aspect as while the Kaipara tidal flows are to be respected, here in the Somme Bay, there are warnings posted that the waters flow in from the Atlantic ‘at the speed of galloping horses’. As a result, there is a prohibition against venturing unguided onto the mudflats for birdwatching three hours prior to high tide.

But while the wild and lonely reaches of the Kaipara are its undeniable attraction, the French have concentrated on infrastructure.

The Somme Bay Railway is a steam track using vintage rolling stock and steam engines dating from the start of the last century. The railway holds special themed events, for instance for Christmas, but more mundanely offers an effective fun way of travelling between the main Somme Bay resorts.

There is the Petit Train of Haute Somme, another enthusiasts’ steam railway, run by volunteers. It is the last remaining section of a network of military railways built during the First World War and was used particularly to supply ammo and guns to British and French forces during the Battle of the Somme.

An alternative method of transport, given the extensive network of navigable waterways, leading into the bay proper, is by boat. Cabin cruisers can be easily hired.

Horse-riding is also popular and there is also a centre for called Cavalcade at Le Crotoy which specialises in equestrian activities for the disabled.

Horse lovers will be fascinated to know that there is a local breed, the Henson in the Somme Bay area. These are small, hardy, horses well-adapted to outdoor living in a marshland environment.

Like the Kaipara the Somme is a base for thousands of migrating birds and there are large, comfortable hides for viewing and photography.

As I said, things change, and they also stay the same. There is room for Kaipara harbour development, and it’s to be hoped as this happens over the years, we all take a leaf out of the French book, where preserving a fragile ecology — and not bowing to submarine power turbines — is at the top of the planning list.

Rodney welcomes new deputy principal Coastguard volunteers recognised Rodney College students have extended a warm welcome to their new deputy principal, Mrs Dawn Ross “All the staff are very supportive and the students have been wonderful, everyone is so welcoming and friendly,” says Mrs Ross.

Prior to Rodney College, she was head of biology and student dean at Glenfield College for ten years.

As deputy principal, she is currently busy with open days and enrolments and hopes to become involved with science teaching in the future.

She enjoys the commute to Rodney from her home at Red Beach.

“I used to sit in traffic for 40 minutes, now I have a lovely journey through the countryside and it takes the same time.”

A powhiri to welcome the new deputy principal was attended by parents and members of the community.

The North Kaipara Volunteer Coastguard awarded life memberships to the unit’s founding members — Alan Crabb of Tinopai, Ralph Williams of Pahi, and Michael Andrews from Baylys Beach, at a recent ceremony held at the Otamatea Aero Club.

Also attending the awards were NZ Coastguard Northern Region CEO David Tommas, and support officer Graham Petrie, to present volunteer service certificates and chevrons.

Over 15 years certificates and chevrons were presented to Michael Andrews, Alan Crabb, Gordon Murray, Dorothy Quaife and Ralph Williams, along with a 10-year certificate and chevron

presented to Stephen Gent, and a fiveyear certificate and chevron awarded to John Plaisted. A three-year pin was also awarded to James Foster.

The unit covers five regions, Ruawai, Pahi, Tinopai, Te Kopuru and Dargaville with a rescue operations room based at the Otamatea Aero clubrooms at the Ruawai airfield.

The unit is run by volunteers and, as they don’t have their own aircraft for searches, utilise the club’s Cessna 172 which can be despatched within an hour depending on pilot availability.

The radio operators also maintain a 24/7 listening watch on the local VHF channel 66 and 61.

End of the road for criminals who prey on kids  by Andy Bryenton

 Year 12 students Andrew McLaren and Graeson Kermode looked picture perfect as they departed for the recent Dargaville High School ball, choosing to travel in 60’s style in a Notchback Mustang rather than the traditional limo. Andrew was awarded prince of the ball and when it came time to dance with the princess, regretted not taking dancing lessons. It was Andrew’s second school ball and said, “it was heaps of fun and even better than the first.”

The reading was part of a nationwide read aloud event to commemorate the wonderful children’s and young adults author who passed away last month.

The much loved author had a sense of humour and liked to turn up to her

storytelling sessions in rainbow coloured wigs and crazy costumes and it was in true Mahy style that Dargaville authors, Gwen Aldersley and Maureen Sudlow and artist, Pauline Gough read her stories in colourful hats and attire.

That’s the message from local Kaipara principals,  Elizabeth, Jane, Terangi and Chad from BNZ Dargaville are helping stop thieves and burglars police, and the BNZ, who have joined forces to roll out a new initiative centres. Constable Paki is enthused aimed at stopping theft from schools. by the difference this deterrent will Laptops, TVs and other equipment make to what have been seen by some vital to 21st century learning will soon criminals as ‘easy targets’.

Tongariro crossing well timed

 Twenty year 12 students from Ruawai College were glued to broadcasts of the Tongariro eruption on August 6 as they had recently tramped, abseiled, snowboarded and camped overnight in the Tongariro National Park.

They attended an Outdoor Pursuits Centre and tramped the Tongariro crossing two weeks before Mount Tongariro erupted.

For many students it was their first taste of extreme sports. “Snowboarding was awesome to learn and I had a great time,” said Nicholas Reed.

While the overnight camping encouraged teamwork and self confidence — “The most important thing I have taken out of the OPC [Outdoor Pursuit Centre] experience is: I can do it!” added Madison Salter.

The STAR (Secondary Tertiary Alignment Resource) programme, set up by the Ministry of Education to better assess the needs of students, funded half the trip while each of those on the mountain experience dug deep to make up the other $800. “It’s a focal point of the year that the students save up for and look forward to,” said Principal, Charmaine Lulich.

Batley farm is more than just a fertile swathe of pastureland tucked into a fold of the mighty Kaipara. The thriving beef and sheep farm also incorporates one of the region’s most stately old homesteads, and is the backdrop for a popular novel.

That’s why it was inevitable that Country Calendar, New Zealand’s longest running television program, would eventually come to tell the story of Rex and Rae Roadley — the farmer, the author, and their idyllic life at Batley.

The director of Country Calender contacted Rex and Rae after reading Rae’s novel ‘Love at the End of the Road’ about life on the shores of the Kaipara Harbour and how a city girl and farming man fell in love. The news that the iconic series was coming to visit came as a surprise to Rae, albeit an exciting one.

“We spent days tidying and straightening the house, farm and ourselves as much as we could, which in some respects, wasn’t a lot at all. Unfortunately, the week of filming turned out to be grey and

Rex is from the third generation of his family to farm the land near the Kaipara’s shores, after he bought Batley House from his father and uncle in the 1980s. Since the mid 1800s (around the time of the Albertland settlement) the grand old house has played several roles — boarding house, hotel, post office, store and kauri gum trading post… even a children’s home.

Country Calendar has a reputation for telling the stories of rural New Zealand with depth and clarity, bringing a human touch to tales of life on the land. This latest instalment is available via TVNZ’s on demand website.

That’s what faces a new entrant to the steaming hot world of competitive baking in New Zealand — a country where we take pies very seriously indeed. It’s the yearly Bakels New Zealand Supreme Pie Awards, and in the midst of such fierce and talented competition even Gordon Ramsay would be forgiven for feeling a small shiver of trepidation.

That’s why it’s great to see a local name making an impression on the judges — not a gold medal this year, but a top ten finish to be proud of for Real Town Pies of Maungaturoto.

Real Town’s owner and ‘pie engineer’ Corina Cumming cooks up tray after tray of her culinary creations every day, to stock local cafes, gas stations and convenience stores. During the

evenings the big ovens are turned over to producing sizzling hot pizzas. But due to the intricacies of the Supreme Pie Awards rules, Real Town Pies were only eligible for the Café and Boutique section of the contest.

This saw the winner take away gold with a caramelised pork belly and coriander pie, with the runner up concocting a curried mutton and minted yoghurt creation. Corina entered the same creamy chicken pie you’ll find in the warming cabinet at many a local gas station, and still made the top ten — a testament to the quality and good taste of her product.

Congratulations to Real Town Pies for making such a great showing in their very first attempt at the title of NZ’s best pie — and for the unpretentious, typically Maungaturoto style of entering the Café and Boutique section with a pie produced and enjoyed in huge numbers in a simple paper wrapper.

European languages have adopted ‘mobbing’ as a lone word describing all sorts of bullying including that by single persons in the workplace.

Mobbing is also found in school systems and this was discovered by German-born Swedish scientist Heinz Leymann in the 1980’s, although he preferred the word bullying in the context of school children. Many regard mobbing as a form of group bullying in the school playground and the New Zealand press have published a number of cases

where school children have suffered from such bullying. There is much case law throughout the world where teachers suffering from bullying have received huge compensation payouts. In the Australian state of Victoria since 1996, almost a thousand teachers and principals have received in excess $34 million in compensation for stress and injury to health, caused mostly by excessive workloads, abuse, lack of support and recognition, termed as bullying and its destructive abuse of power. For example, a New Zealand teacher in 2000 sought $350,000 for personal grievance against the School Board of Trustees because of the actions of the English Faculty Head.

Such is the concern about workplace bullying in Australia, that for almost a decade, the ‘Beyond Bullying Association’ has endeavoured to increase public awareness in response to bullying, which is estimated to be costing Australia $13 billion a year in health and production costs.

In the book ‘MOBBING: Emotional Abuse in the American Workplace’ the authors identify mobbing as a particular type of bullying that is not as apparent as most, defining it as an emotional assault.

It occurs when an individual becomes the target of disrespectful and harmful behaviour through innuendo, rumours and public discrediting. A hostile environment is created in which one individual gathers others to willingly or unwillingly participate in continuous malevolent actions to force a person out of the workplace.

Mobbing is typically found in work environments that have poorly organised production or working methods and have incapable or inattentive management systems and that mobbing victims are usually exceptional individuals who demonstrate intelligence, competence, creativity, integrity, accomplishment and have dedication.

Mobbing in the workplace can lead to the victim suffering severe trauma and give rise to serious post traumatic stress disorder, varying from temporary depression to suffering long lasting mental or physical disability, with the consequences of the individual’s loss of performance and ending in eventual dismissal or resignation.

Corporate bullying, which shares many of the same features, is the conduct by the employer and is regarded as an established form of constructive dismissal.

Under the Employment Relations Act 2000 Section 123(c), the New Zealand Employment Relations Authority can award to the employee, compensation by the employee’s employer including compensation for humiliation, loss of dignity and injury to the feelings of the employee and loss of any benefit whether or not of a monetary kind, which the employee might have reasonably expected to obtain if the personal grievance had not arisen. The Authority also can take action against the employer where the employee has been harassed in his or her employment.

Letters to the editor Publicly responsible Dear Editor, It is unfortunate that Cr Julie Geange has chosen to view criticism of her performance on the Taharoa Domain Committee as a ‘personal shot’ at her.

Such an approach based on denial can never permit an honest consideration of the issues, but sadly is reminiscent of her tendency to blame others (councillors or council staff) for her own mistakes.

Although she earlier has been criticised by third parties (including Kaipara Review Team chair Greg Gent) for her failures to grasp the doctrine of collective responsibility, she has pointedly

avoided addressing that component of her committee performance. And yet that aspect was specifically included in criticism of her and specifically warranted a response.

Notwithstanding that council staff advised that, due to Proposed District Plan hearings, she would be unable to attend domain meetings, she has unconvincingly insisted publicly that she has not neglected domain business through other council commitments.

By treating all criticism of her as a personal attack, she has managed to avoid addressing questions of her financial competency while on the committee. Those questions are

particularly relevant given that she held council’s Finance Portfolio over much of the time Kaipara debt escalated to unmanageable levels and her portfolio has now been downgraded by the recent appointment of council’s Finance, Audit and Risk Committee.

Considering that as Finance Portfolio holder she has failed to properly address risk management while on council and her monitoring of council’s finances has been described by another councillor as inadequate, does she consider that appointment as another ‘personal shot’ by the mayor and other councillors at her?

Although it may be too much to expect

Cr Geange to meaningfully and publicly respond to the issues, she does remain accountable to ratepayers and needs to seriously ponder that fact.
