Foreign Affairs Minister, Murray McCully, announced the appointment of Hayden Montgomery as Ambassador to Argentina and cross-accredited as Ambassador to Uruguay.

Hayden was head boy of Dargaville High School in 1996. He then went on to do a Bachelor of Science majoring in geography at Auckland University followed by a post graduate diploma of science.

“I thought I knew who the winner would be so when the judges announced my name, I was so surprised. I wish someone took a photo of my face because it would have been priceless,” says the 16-year-old.

While the three judges, Eyrn Wilson Collins, Marion McEwing and Charlotte Colthurst, said there was no clear winner they chose Mili because she

scored well in all criteria.

She was judged on her knowledge of the Kaipara as well as her presentation, and beginning her education at Dargaville Primary, she was well informed.

 Pouto Garden Circle member, Rachel Davies, opened up her property at Mahuta to share future plans for her garden. “You wouldn’t have known there was a drought in Northland,” says member, Marilee Pairama-Hart, “it was like a ‘Shangri-La’ at the end of the rainbow.” The garden circle meets monthly and has been running for around 25 years with around 20 members.

Juice boost for future Kaipara development Northpower’s acquisition of a chunk of the national electricity grid between Maungatapere and Dargaville signals capacity increases that could support future large industry in Kaipara, Northpower chairman Warren Moyes says.

Northpower took ownership last week of Transpower’s two 50,000 volt electricity distribution lines, the Dargaville substation and the assets within the Maungatapere substation dedicated to the electricity supply to Dargaville.

Northpower already owns more than 3700km of high voltage electricity lines and almost 2100km of low voltage lines in Kaipara and Whangarei Districts.

Mr Moyes says the new assets only supply the Northpower network and some are due for replacement, allowing Northpower to make provision for a 150% increase in firm future capacity to Dargaville over the next couple of years.

“That level of capacity increase will comfortably allow for the likes of a timber processing plant or a dairy factory,” says Mr Moyes.

He says the capacity increase is in line with the company’s policy to ensure Northland development is not hindered through lack of electricity infrastructure, and the asset transfer will also benefit Whangarei and Kaipara consumers as they now own the line.

He says there will be no change in lines charges due to the transfer, as the amount that would have been paid to Transpower has been reallocated across to the distribution charges portion, and Northpower will hold the normal component of line charge increases this year to 2.1%, in line with projected inflation. ■ Find

Landmark hotel under new management  by Andy Bryenton

The Northern Wairoa Hotel which dominates downtown Dargaville is under new management.

The building has housed guests and travellers and provided hospitality since it was rebuilt in 1922 after fire destroyed the original tavern, built in 1878.

The new proprietors plan major upgrades and refurbishments to the building and hotel manager Catherine Collins says she will be drawing on her family’s experience in recently restoring the Maungaturoto Hotel.

“While the Northern Wairoa is a bigger building, the same principles apply,” says Catherine’s father John.

“As well as restoring the hotel, we plan to revitalise it as a hub for Dargaville, day and night.”

While the building will still house the town’s T.A.B agency, the lounge bar will receive a complete overhaul, and the existing foyer will soon be

filled with tourist information and tips for things to see and do here on the Kauri Coast. The biggest change, and the cornerstone of the renovation project, involves the Northern Wairoa’s old ballroom, a large space which has until recently been used solely as a dining room. It will be transformed into an Irish-themed bar and restaurant, which will host live music, as well as indoor and outdoor dining.

The Collins family say work has already begun, and the new addition is expected to open for business within a month, as restoration work continues elsewhere in the building.

“We are looking forward to welcoming people back to something like the glory days of this historic hotel,” say the new managers.

Kayak catch — a clean sweep

Empty tanks but full houses

Dargaville man Jason Dassler cleaned up in the Northland Kayak Fishing Club’s Easter fishing meet at Bland Bay, Whangarei, winning first, second and third heaviest snapper and overall heaviest for the season.

The tanks may have been empty but over Easter the Kaipara filled up with visitors taking advantage of the long weekend and continuing fine weather.

Kai Iwi Lakes Camp manager Leanne Howells says they were almost filled to capacity despite rapidly receding lake levels. “The lakes are shockingly low.

Pre-Christmas we were panicking because they were so high we had hardly any beach! But camping numbers have been up all season and look set to carry on for the rest of April.” She says they have several bookings for Anzac Day. “People are calling it Anzac Weekend — as it falls on a Thursday they’re taking the Friday off and making a four day break of it.”

The new native plantings at the lakes seem to be holding up under the dry, she says. “We’ve lost the odd hebe but they are mostly doing well.”

Other campgrounds across the district also experienced a busy weekend.

her accommodation was booked out.

“We had to make a lot of people aware of the water shortage, wanting to hose clean their vehicles and gear.”

Matakohe’s Kauri Museum hosted a steady stream of people throughout the four days. “There were plenty of campervans and international tourists coming through, and our biggest group over the weekend was Aucklanders,” says manager Bet Nelley.

Gillian Houser at Mangawhai Tavern says the weekend started slowly. “But they were all here by Saturday, and Sunday was like New Year’s Day. The kitchen was flat out with a full garden bar and lounge.”

She says the summer has delivered a succession of busy weekends, and as long as the warm weather holds out she expects the trend to continue. ■

Jason, an auto mechanic by trade who also owns Dargaville Kayaks, says he has been into the craft for a long time but has only got serious about fishing from them over the last three years.

He says kayak fishing, possibly the fastest growing water sport around, has economic advantages. “Fishing from boats is expensive. Since I’ve had a family I’ve had to downsize.”

But he says what attracts kayak fishers most is being up close and personal in the fishes’ own environment.

“It’s more like hunting,” he says, “You’ve got no noisy outboard or hull slap, and a small shadow, so there’s a big advantage in terms of stealth.”

Accordingly, he says kayak fishing results in great catches.

“You see it when you’re out in the kayak and a boat goes past — straight away the fish go off the bite.”

He says catching and landing can be exciting. “The fish tow you around a fair bit, but that’s an advantage as well, as it compensates for any wind, and because you stay above the fish you can use light tackle.”

His winning 8.64kg fish was caught with 1/2oz of weight on a 10kg monofilament line.

The sport regularly takes Jason around the New Zealand coastline.

He and friend Allan Spice are currently competing in the New Zealand Kayak Fishing Series.

So far they have fished off Coromandel and Taranaki, with East Cape scheduled for the end of this month followed by a Northland locality later in the year.

He says wife Monique’s apparent fishing widow status is easily appeased, as she and their two children, Max and Hannah, aged three and one, fortunately love fish.

Major roadworks for Maungaturoto A $750,000 upgrade of kerbing and drainage, leading to road resurfacing is underway this week at Maungaturoto.

The NZ Transport Agency is starting work on the first stage of an upgrade of State Highway 12 with the threequarter-million dollar project being carried out in three stages.

In the Maungaturoto town area there will be improvements to the kerb and to drainage. When this work is completed, the highway will be resurfaced.

Footpaths will then be upgraded from the township west to the Caltex service station and east from Holy Trinity Church to the fire station.

The NZTA expects to have all this work completed by the end of May. It says ‘the design of the project’s final section — improvements to drainage and other works from the fire station to the bridge near the Fonterra factory — is still being investigated and this work will be completed in 2014 after the town’s 150th celebrations.’

A 30kph speed restriction will be in place during the work.

The new works have been criticised by the Bridge Concern group at Matakohe, who feel it is cosmetic, when major safety works they say are needed on the road and one way bridges that link the Kaipara with the outside world at Matakohe are not in NZTA’s budget.

Northland MP, Mike Sabin, has recently written to north Kaipara residents and businesses seeking support for his own campaign to have NZTA give priority to the Matakohe bottleneck and its ‘band-aid’ bridges “It is clear that relying simply on traffic flows over these bridges leaves this project languishing very low on both regional and national criteria,” he says.

Most Incidents at these bridges are not recorded and therefore unavailable to NZTA in their analysis.

“I am therefore trying to gather any evidence of near misses or vehicle crashes in the lead up to or on these bridges and I am writing to local residents living in the vicinity and all relevant transport companies in an effort to collate the information.”

Children’s entertainer Suzy Cato is very excited to ‘come home’ to Dargaville for a day and she is looking for a co-host to help her produce the Great Big Kids’ Show at Big River FM. “The radio show is a mixture of songs, stories and silliness for kids — of all ages,” says Suzy incorporating classic stories including Flick the Fire Engine and Little Toot with music for this generation of littlies such as the Wiggles and the Chipmunks.

Having grown up in Kaikohe and spent time at the Kai Iwi Lakes and Omamari, she considers Northland home, and she is searching for a Kaipara kid aged 6-11 to be her co-host on April 21.

The co-host will help Suzy announce songs and stories and tell her about who they are, share a joke or two, sing a song or play  Co-host Finn Mundy sharing a special moment with an instrument.

The Kauri Coast has an ambassador She has immersed herself in the community and is heavily involved with the Dalmation Club with heritage in Croatia and her team, Gospel Youth, won the Dargaville raft race.

At this point she doesn’t know what career path she will take, but she knows that she wants to travel and further her education.

“I want to go everywhere and anywhere finding inspiration for what I want to study at university.”

She was crowned at a celebration dinner at the Lighthouse Function Centre along with 18 year old, Miss Ananya XS, Stephanie Sole who won Miss Congeniality — voted for by the nine finalists.

“She really deserved it,” says Mili, “by the end of it she was everybody’s best friend.”

“The experience was amazing and if I could do it all again I would — but unfortunately I’ll be too old next year,” says Stephanie.

But she might take on another role next year and help organiser Grace Portanger who felt like a ‘proud mum’ at the dinner.

“Everyone looked beautiful and presented themselves so well — It’s been so great getting to know all the girls,” says Grace.

Cheyanne Ball, Miss Inders Auto-One, 15, from Paparoa also won the Dragon’s Eye Photography award for outstanding photo shoot.

While Mili and Stephanie might go on to further their education and experience the world outside of Kaipara, they will always treasure it as their home. ■

A Ruawai local’s Easter was made sweeter by winning a $500,000 share of Lotto First Division.

The man, who wishes to remain anonymous, was out with friends on the Saturday night when they heard the top Lotto prize had been won on a ticket bought in Ruawai.

Hitesh Patel, from Ruawai’s Four Square, said that his sister in Auckland, who also has a Lotto outlet, saw the printout on Sunday morning announcing the weekend’s wins and telephoned Hitesh.

Advisor for the Community Organisation Grants Scheme, Mere Paul, urges all members of the public to attend a meeting in Dargaville to discuss local funding needs.

Twelve go bush in bivvies Dargaville’s 57 Squadron Air Training Corps went bush for the weekend at Te Maire to learn a range of survival skills.

Twelve cadets were taught map to ground navigation techniques, culminating in a three hour walk finding their way using only grid references.

The cadets set up and slept in bivvies and took part in mock search and rescue stretcher evacuations, subsisting on 24-hour ration packs during the exercises.

to produce soldiers but to provide good citizenship skills using military training methods. “What they learn in the corps gives young people the very best start.”

The Squadron parade at their headquarters at Dargaville Aero Club’s Hoanga Road airfield from 6.30pm-9pm on Monday nights, with regular camps and weekend activities held throughout the year.

Last year the Local Distribution Committee, responsible for funding decisions in Kaipara and Whangarei, allocated around $360,200 to more than 300 community organisations.

There are four familiar faces from Kaipara on the committee dedicated to accessing the needs of organisations.

Debbie Evans, Colleen Urlich, Raewyn Fowlie and Raymond Paxton will be at the meeting along with committee members from Whangarei.

“We are local people who are elected by not for profit organisations and we understand the needs of the

community. We are all volunteers and invest a huge amount of time and energy into assessing applications — sometimes we can be around the table discussing them for 10 hours.”

In a COGS recent report, they mark the Dargaville and Districts Citizens Advice Bureau as an organisation that has received a boost from funding.

“The grant is vital to the day to day running of the Bureau to ensure that our clients get the best service that we can offer,” says Coordinator and Information Officer, Wendy Koloi.

The tractors will parade from Mangawhai Heads to the Mangawhai Domain, starting at 9.30am. Piped into the Domain by the Waipu Pipe Band, they will stand alongside their modern counterparts to be judged on up-keep, general appearance and performance. The northern Kiwi wintertime may not bring harsh blizzards and snow, but health and building experts still warn that our winter conditions are among the toughest in the world, for a variety of other reasons. Chief among them is dampness — the misty, clinging cold which can linger inside older or poorly protected homes well into the morning, and sometimes all day.

We have often ignored the chilly damp or tried to ‘tough it out’, but the statistics from hospital admissions alone paint a grim picture. Dampness breeds mould, sustains dust mites, and saps the body’s defensive strength. Cold, flu and respiratory illness symptoms flare as the temperature drops, and the damp takes its toll on your carpet, wood and upholstery too. But there are simple steps which can be taken to protect your home and your family.

The first step to take is to ensure that steam and moisture are expelled at the source. Install a kitchen range hood and bathroom extractor fan, or if you have one already, check to see that it’s working at full power. Then take a look at the other side of home ventilation — air input to drive out moisture and dehumidify the home. In-ceiling positive pressure ventilation systems can work wonders for cold, damp homes, slashing

Despite chair Kaipara District commissioner, John Robertson stating in the press that the cost of legal action will fall on ratepayers, the Mangawhai Residents & Ratepayers Association (MRRA) have the democratic right to take legal action against the Kaipara District Council or anyone else if they wish to do so, in regards to their claims that the Kaipara District Council has illegally charged rates against them.

I believe Mangawhai is not the only district affected. Maungaturoto and Glinks Gully have also had the same problem regarding the setting of rates.

for his brilliant military leadership of the US Army against the Germans in World War II, finally lost support of the allied commander General Eisenhower and the US President, because of his wish to align himself with the defeated Germans and carry on the war by attacking the Russians who were part of the allied effort.

The ironical thing about Mr Rogan is that he maintains that he did not support the appointment of commissioners. He wanted the old council to remain in office.

The commissioners claim that Mr Rogan is misrepresenting considerably matters around the intent of the commissioners.

Whether this is true or not, both sides are not giving full disclosure.

Council staff and governors are covered for breach of professional duty by reason of negligent act, error or omission related to the business insured and including legal defence costs and expenses to a limit of $200 million. Also council has legal indemnity coverage by Risk Pool, the Local Government Association mutual insurance fund. This means that Mr Rogan and the MRRA are taking legal action against a council that has huge financial resources available to fund its legal costs.

When Farmers of New Zealand, on behalf of the Waikare oyster farmers, mounted legal action against the Far North District Council, Risk Pool took over the responsibility of the council’s defence, providing a team of lawyers. The farmers lost the case and the council sought huge costs against the farmers.

The farmers were fortunate that Farmers of New Zealand had negotiated prior to the hearing, legal indemnity insurance.

It requires huge financial resources to fight legal battles. All of Kaipara ratepayers are paying a share towards the Mangawhai debt. Farmers of New Zealand support the actions that the commissioners have taken to date, the reduction of debt and introducing a fairer and equitable rating system. It would be in the interests of Mr Rogan, the MRRA and all ratepayers of Kaipara for a mediation meeting to take place with the commissioners.

As an ex-councillor, I and others have a great amount of sympathy for those ratepayers who have been long-term residents of Mangawhai, are elderly super annuitants and who clearly have not the financial capacity to meet the rating demands that are being placed on them.

Frustration caused by the wait for the Auditor General’s investigation report into the Mangawhai situation has not helped. However, the commissioners have received an email from the Auditor General confirming they are currently completing the third stage of a four stage report.

It is important that Kaipara citizens and ratepayer groups and the commissioners work together and not involve ourselves and our proud district in self-destruction, now that future Northland local government reform is a reality. Kaipara must have credibility and unison in negotiating the best possible terms for our district. ■
