An inquiry found that KDC had failed to adequately perform its responsibilities

to the community in connection with the wastewater scheme.

It was alleged that some poor decisions made by the council during this time could have been avoided had the Auditor-General’s office performed its responsibilities appropriately.

The Auditor-General disagreed with these claims for damages and believed responsibility was with the council. The parties settled the dispute, without either admitting liability.

Mr Robertson said the $5.3 million settlement, along with the council’s acceptance into the New Zealand Local Government Funding Agency in February which will enable the council to borrow at lower more competitive rates, is positive news for ratepayers.

“To Kaipara ratepayers the reduction in debt is significant. It will bring debt down to below $70 million and that has a flow on effect to rates and the interest cost of the $5.3 million will no longer be there. It is a small impact when you spread it across 14,000 ratepayers but it is an impact,” said

Mr Robertson. “It is one of the factors deciding the next rating change and it will have a downward pressure rather than an upward pressure.

However Northland MP Winston Peters says there is nothing positive in the payment from the AuditorGeneral’s office.

“In reality, the Auditor-General’s office failed to do its job and as a result the Kaipara sewerage scheme’s $30 million blowout costs landed firmly on the backs of ratepayers. This miniscule settlement will do little to alleviate their burden.” ¢

Matariki plans get underway

Big turnout for festival of horsepower

For many, Matariki — Maori New Year — is a time to celebrate and Kumarani Productions are looking for organisations to help bring the free Spirit of Matariki community event to life.

Mud was flying and engines revving in Mangawhai on Easter Saturday, during the opening round of the 2016 Polaris New Zealand Offroad Racing Championships, which saw the best race drivers in New Zealand compete for the top spot on the podium.

An estimated crowd of 1,500 gathered to watch the short course from sites overlooking the Hilltop Road track with spectators and competitors coming from as far away as Wellington.

“It is probably one of the best events the sport puts on,” says track designer and Off Road Association New Zealand racer, Nick Leahy.

“All the racers loved the track.

Everyone was catered for throughout the day with bouncy castles and quad bike rides for the children. People arrived and didn’t leave so that was a testament to how well it was going.”

Seventy-six competitors took part, which Nick says is a huge turn out for a short course race. And while it may not have been a marathon, the twists, turns and high-flying jumps laid out to challenge the drivers were an ample test of their mettle and their machinery.

Hosted by Counties Manukau Offroad Racing Club, the event is back in Mangawhai by popular demand, but Nick says it might be a while until another one is held there as there are 12 clubs in the North Island who share national rounds and only three rounds a year. Other clubs will have to put on

“There were some exceptional competitors on the day including Holly Russell who won the Leader Products Kiwitruck youth category in a new US built truck. She beat all the boys, won Driver of the Day and the feature round.

“We would like to thank all the local sponsors who came on board and all the volunteers that helped out,” Nick says.

This event was the first of seven national championship rounds, with the all-in final to be held in Twizel at Labour Weekend. ¢

Learning to reduce waste Pouto School children had the chance to learn about the lifecycle of an aluminium can amongst other things as part of a waste minimisation education programme in conjunction with the Love Kaipara, Reduce Reuse Recycle Project.

The project is managed by Victoria del la Varis-Woodcock and the pilot educational programme aims to teach pupils about how they can ‘reduce the waste pile’ by recycling, composting and sensible shopping.

The children learnt how long rubbish takes to break down, and how littering and landfill impacts on the environment.

“The children really enjoyed the lessons,” said Ms del la VarisWoodcock. “They were amazed at how many resources such as oil and minerals go into producing plastics and aluminium and tin cans, and

how important it is to recycle them.”

Pouto School principal Margie Ormsby says the children took a lot away from the programme and especially appreciated the hands on activities.

“This year we have more of a focus on recycling things at school. We recycle our Milk in School’s cartons and we have gone a step further where we also recycle our scraps as well.”

Next to participate in the programme is Tangowahine School in May, and will work to complement the school’s current focus on sustainability and taking care of the environment. ¢

Strong response for consultation

More than 1,000 submissions have been made to the Taharoa Domain Draft Reserve Management Plan and draft by-law with an estimated 200 suggesting they would like to speak their submissions at hearings.

Chair Peter Winder says he is pleased with such a strong response from the Kaipara community.

“There are aspects of the draft plan that are contentious and it’s good that the public have decided to voice concerns and additional thinking around how we develop this treasure.

“We manage the Taharoa Domain, on behalf of the community. There are many and varied perspectives within our community, and many different user requirements to be considered. The feedback we have received is a good indication that people want to be involved and want to see the best outcomes for the Kai Iwi Lakes and the Domain for now and for future generations.”

The second annual - Leading The Charge Road Trip from Cape Reinga to Invercargill this April aims to promote electric vehicles (EVs) by giving Kiwis test drives to demonstrate the electric car sensation sweeping the world.

The fleet taking part will be in Whangarei for an all day-long gala event on April 7, offering test rides and the chance to view a wide selection of EVs at the Canopy Bridge and Cameron Street Mall. The road trip itself begins April 6 at Cape Reinga with an Iwi dawn blessing. The cars will be stopping in Kaeo (11.30am-12.30pm), Paihia (1.302.45pm) and Kawakawa (4-6pm) for meetand-greets.

A fleet of EVs will be stopping in about 40 towns and cities and will be joined by local EV enthusiasts and their cars during the 2000km, 17-day journey to raise awareness of this fast-growing electric car revolution.

The all electric Tesla Model S, can accelerate from 0-100kmh in 2.8sec using ludicrous mode, faster than almost all other production cars. The Model S has a range of more than 400km and costs about 12 dollars to charge-up on home grown electricity. The Model S will take pride of place on the road trip and at show-and-tell events.

Another drawcard, for the first part of the journey, will be Californian Chelsea Sexton, who leapt to fame after featuring in the documentary Who Killed The Electric Car, which investigated why 1000’s of the first generation EVs were taken off the road, crushed and buried in the Nevada Desert just over a decade ago.

Northland EV advocate Joe Camuso, who owns NZ’s first electric taxi in Whangarei, says e-cars reduce greenhouse-gas emissions, save money in fuel and operating costs, run on “100% New Zealand made electricity” instead of imported oil, this is keeping money and jobs in NZ. Charge.Net, 100% Kiwi owned, is the main sponsor of the road trip. They are well on their way to saturate the country with fastcharging stations. Northpower, REV-UP(Regional Electric Vehicle Utility Project) and retail electric power company Ecotricity are also supporting the initiative.

Previously a gateway coordinator at Dargaville High School, Claudia Guthrie-Oehlinger is a third of the way through her Volunteer Service Abroad assignment in Vanuatu, where she is setting up a literacy and numeracy programme.

The posting is for two years and she is based in the Santo region. Claudia’s work will ensure women have access to health advice regarding non-communicable diseases and improve their opportunities to earn an income.

“The locals are all really grateful for the help. There are quite a few a-ha moments which are really nice and we have learnt a lot from each other,” she says.

Her aim is to establish literacy and numeracy programmes that are completely community owned so they will continue once she has left the island.

As football season kicks off, the Northern Wairoa Senior Men’s Football team are setting their sights on success, and coach Sam Green hopes to rally together two teams for next season.

The team of around 25 members are looking for another 10 players at any level to make up a larger squad.

Sam says they hope to involve as many players this season to increase the team’s overall experience on the field.

“Like any sports team we are always looking for more players. We are trying to build up the squad throughout the season so everyone will get some experience as opposed to putting in a team next year and getting them to start from scratch.

“We want to involve as many people this year and give them experience and that will set them up for next season.”

“It was an exceptional thing,” says Sam. “This year we will work from last year’s success but we do have a strong eye on next season because we think that’s the way forward for the club.”

The team is made up of players from 15-years-old to 50-years-old and players originate from all over the globe.

“We are quite a cosmopolitan team.

We have players from Vanuatu, South America, Germany and Fiji, which we enjoy, and there is a nice social side with lots of good friendly banter.”

While thousands of New Zealand homes have taken a step up in the living environment stakes, with government-subsidised insulation programmes, winter still means colder temperatures and higher heating costs.

There are some simple steps towards more comfortable living in cooler weather and one to start with is closing curtains each night.

Radiant energy gathered through windows during the daylight hours can be held within during the early hours of darkness, before a warm bed and a hot water bottle or electric blanket fills the bill.

Close your curtains and lower blinds immediately after dusk. They also add insulation and reduce draughts.

Walls are better insulators than glass but they still get cold and let out lots of heat, and believe it or not, you can reduce energy loss by covering them with pictures or mirrors. Even a simple

poster adds an extra layer of insulating air, raising internal surface temperatures by around 1°C and cutting lost energy by a quarter.

It’s perhaps a modern twist on the tapestries that used to line the walls of stone castles to keep out the chill in ancient times.

Another hint — well stocked bookshelves are a great insulator. One interior designer quips that thermally at least, printed books are far superior to their electronic counterparts.

Doors can let in draughts, and being thin and sometimes glazed can be very poor insulators, falling to 10–15°C on cold nights. Covering your door and the surrounding wall with a thick, lined door curtain can eliminate pretty much all the heat loss.

If you are warming up with a heater or fireplace, you can keep the heat in with the use of a screen — these will reflect some warm air back, making it snug all round.

Another little known tip is that how warm you feel in a room depends

on where you are, even though air temperature is the same throughout.

You will feel warmer if you position yourself closer to the inside of the house because the cold external walls are further away. So try and place your furniture next to an internal wall.

If the head of your bed is next to a cold external wall you can counter this somewhat by using a solid headboard.

Or just move the bed away from the wall for the winter. ¢

Two great alternatives to a high winter power bill are at the disposal of everyone in the Kaipara. Both firewood and a reliable gas supply make all the difference when temperatures drop, but both require a little planning ahead to work out warm and toasty.

A wood fire can be the heart of your home — some even have the option to heat water, cook on the stovetop or even incorporate a full rustic-style oven.

Remember that installing a fireplace takes a little while due to the necessity for council permits — and that fireplace installers are a busy bunch around winter. If you want a fireplace in June, talk to your local fireplace experts now!

Recall too, that good weather is a must when your new chimney is installed, right through your roof.

A plentiful stock of firewood is the next thing you’ll need. If you’re slicing up your own dry and seasoned logs, make sure your chain is sharp and your saw is in good form. A trip to your local small engines specialist will do the trick — and while you’re there, make sure to stock up on all the safety gear which could save you a trip to the doctor. For even

their smallest saw, for example, Stihl insist on operators wearing hearing, eye, and hand protection, along with chaps and boots. A machine which can make short work of heavy timber should never come into contact with your skin.

Gas is another option which requires some careful planning. Many people begin by switching their hot water cylinder to a califont, especially in a situation where grown-up kids have left home. The savings in hot water heating from on-demand supply can then pay for upgrading the kitchen stove to a chefpreferred gas hob, and even that old electric heater to an efficient flued gas fireplace. No matter which way you go, you’ll need both a professional gas fitter and a good supply you can rely on all winter long. ¢

That’s why a popular option is to invest in a small secondary machine like Kubota’s B26 — a compact combination of loader, mini tractor and backhoe which packs a lot of power and versatility into a diminutive frame.

Kubota have kept the B26 simple while offering as many different roles for it around the farm as possible. With 26 horsepower on tap from a cleanburning and efficient little diesel mill, the B26 can tackle many tasks as a ‘junior’ complement to the kind of large 100-plus hp tractors which are a rural mainstay. A standard three-point hitch enables the little Kubota to operate without its loader bucket or backhoe, both of which are easy to attach and detach with minimal fuss. This frees the B26 up for duties pulling a slasher, rotary hoe or power rake, to name just a few. That voluminous front bucket can be switched out just as easily for pallet forks or a bale spike, making it easier to shift everything from feed to palleted sacks, fencing timber or even cubic containers of liquids.

“Yep Dog,” he sed as we stopped the Big Red Quod ware he spotted some mushys. “They havin’ elictions over in Merryca an’ that cood be a big problim for us hear in Kiwi. There’s that Donild Tramp runnin’ for prisidint ina White House an’ that’s blimmin scary.”

I was a bit puzzild readas, cos I thort Boss was only wurried wen that Jon Ki spend alla munny trying ter get rid of our kiwi flag. So I give Boss tha EYE, like a good Borda Colly, an’ sent him a messige that’s wot I thort.

Well, Sharlene rilly looked puzzild an’ she even gave me her rolling eyes look, which meens she reckins Boss bein’ a bit loopy.

“Yip. Pretty scary thort eh Deah. But don’t wurry. I reckin then Demycrats in Merryca bin secritly topping up Donilds elecshin funds. He’s makin’ such a circus that Republikins got no show of winnin, an’ that Hilliry Clintin gonna be tha first lady prisidint.

Commencing round 4 the field had been reduced to three, Karren Biddles, with 2 lives intact, (bye to round 5) 1 lifers, Totty Rakich and Lyn Curac playing. Totty takes this game, 21– 12 to advance to round 5 and meet sister, Karren.

The contest was close for a start with the score never more than a couple of shots separating the pair.

Then, with the score at Karren 11, Totty 10. Karren took command, scoring the 10 shots to take the game, 21—10, winning the title for the second year on end.

Sunday, Round 5. Mickey & Tom took this game against Kevin & Allan 16–15 on an extra end in a match in which the points were close from the first to last end.

The final turned out to be a repeat of the earlier games with no big margins in the scoring department, Mickey & Tom got home against Ray & Murray, 16–12.
